Continuing degradation of coral reef ecosystems has generated substantial interest in how management can support reef resilience. Fishing is the primary source of diminished reef function globally, leading to widespread calls for additional marine reserves to recover fish biomass and restore key ecosystem functions. Yet there are no established baselines for determining when these conservation objectives have been met or whether alternative management strategies provide similar ecosystem benefits. Here we establish empirical conservation benchmarks and fish biomass recovery timelines against which coral reefs can be assessed and managed by studying the recovery potential of more than 800 coral reefs along an exploitation gradient. We show that resident reef fish biomass in the absence of fishing (B0) averages ∼1,000 kg ha(-1), and that the vast majority (83%) of fished reefs are missing more than half their expected biomass, with severe consequences for key ecosystem functions such as predation. Given protection from fishing, reef fish biomass has the potential to recover within 35 years on average and less than 60 years when heavily depleted. Notably, alternative fisheries restrictions are largely (64%) successful at maintaining biomass above 50% of B0, sustaining key functions such as herbivory. Our results demonstrate that crucial ecosystem functions can be maintained through a range of fisheries restrictions, allowing coral reef managers to develop recovery plans that meet conservation and livelihood objectives in areas where marine reserves are not socially or politically feasible solutions.

Globally, fisheries are challenged by the combined impacts of overfishing, degradation of ecosystems and impacts of climate change, while fisheries livelihoods are further pressured by conservation policy imperatives. Fishers' adaptive responses to these pressures, such as exiting from a fishery to pursue alternative livelihoods, determine their own vulnerability, as well as the potential for reducing fishing effort and sustaining fisheries. The willingness and ability to make particular adaptations in response to change, such as exiting from a declining fishery, is influenced by economic, cultural and institutional factors operating at scales from individual fishers to national economies. Previous studies of exit from fisheries at single or few sites, offer limited insight into the relative importance of individual and larger-scale social and economic factors. We asked 599 fishers how they would respond to hypothetical scenarios of catch declines in 28 sites in five western Indian Ocean countries. We investigated how socioeconomic variables at the individual-, household- and site-scale affected whether they would exit fisheries. Site-level factors had the greatest influence on readiness to exit, but these relationships were contrary to common predictions. Specifically, higher levels of infrastructure development and economic vitality - expected to promote exit from fisheries - were associated with less readiness to exit. This may be due to site level histories of exit from fisheries, greater specialisation of fishing households, or higher rewards from fishing in more economically developed sites due to technology, market access, catch value and government subsidies. At the individual and household scale, fishers from households with more livelihood activities, and fishers with lower catch value were more willing to exit. These results demonstrate empirically how adaptive responses to change are influenced by factors at multiple scales, and highlight the importance of understanding natural resource-based livelihoods in the context of the wider economy and society.

We describe marine climate variability off the east coast of Africa in the context of fish catch statistics for Tanzania and Kenya. The time series exhibits quasi-decadal cycles over the period 1964-2007. Fish catch is up when sea surface temperature (SST) and atmospheric humidity are below normal in the tropical West Indian Ocean. This pattern relates to an ocean Rossby wave in one phase of its east-west oscillation. Coastal-scale analyses indicate that northward currents and uplift on the shelf edge enhance productivity of East African shelf waters. Some of the changes are regulated by the south equatorial current that swings northward from Madagascar. The weather is drier and a salty layer develops in high catch years. While the large-scale West Indian Ocean has some impact on East African fish catch, coastal dynamics play a more significant role. Climatic changes are reviewed using 200 years of past and projected data. The observed warming trend continues to increase such that predicted SST may reach 30 degrees C by 2100 while SW monsoon winds gradually increase, according to a coupled general circulation model simulation with a gradual doubling of CO(2).

The ecosystem goods and services provided by coral reefs are critical to the social and economic welfare of hundreds of millions of people, overwhelmingly in developing countries [1]. Widespread reef degradation is severely eroding these goods and services, but the socioeconomic factors shaping the ways that societies use coral reefs are poorly understood [2]. We examine relationships between human population density, a multidimensional index of socioeconomic development, reef complexity, and the condition of coral reef fish populations in five countries across the Indian Ocean. In fished sites, fish biomass was negatively related to human population density, but it was best explained by reef complexity and a U-shaped relationship with socioeconomic development. The biomass of reef fishes was four times lower at locations with intermediate levels of economic development than at locations with both low and high development. In contrast, average biomass inside fishery closures was three times higher than in fished sites and was not associated with socioeconomic development. Sustaining coral reef fisheries requires an integrated approach that uses tools such as protected areas to quickly build reef resources while also building capacities and capital in societies over longer time frames to address the complex underlying causes of reef degradation.

Data were collected in southern Kenya on coral reef ecosystems and fisheries to assess the influence of the 1998 coral bleaching and mortality event. We compared benthic cover, sea urchin and fish abundance in unfished marine parks and fished reefs and the reef-associated fisheries 3 years before and after 1998. Hard and soft coral decreased while coralline algae increased in both management areas. Turf increased in marine parks and sponge and fleshy algae increased in the fished reefs. Sea urchin grazer biomass was unchanged over this period and the fish community changed less than benthic cover. In general, butterflyfish, damselfish and wrasses were negatively influenced while surgeonfish and a few uncommon families were positively influenced by the substratum change. There was a 17% increase in fishing effort as measured by fishermen per day at each landing site and the total demersal catch declined by 8% and the catch per man declined by 21% after 1998. The decline in the total catch and CPUE combined with the increase in effort suggest an overexploited fishery and this makes it difficult to distinguish changes caused by coral mortality or fishing effort. The price of fish increased over this period and this caused an 18% increase in the total value of the fishery but no difference in the net income of individual fishermen.

Billfish species (families Istiophoridae and Xiphiidae) are caught in artisanal, recreational, and commercial fisheries throughout the Western Indian Ocean region. However, data and information on the interactions among these fisheries and the ecology of billfish in the WIO are not well understood. Using an in-depth analysis of peer-reviewed articles, grey literature, observation studies, and authors' insider knowledge, we summarize the current state of knowledge on billfish fisheries in 10 countries. To describe historical and current trends, we examined fisheries statistics from governmental and non-governmental agencies, sportfishing clubs' reports, diaries of sportfishing captains, and the catch and effort databases of the Indian Ocean Tuna Commission. We highlight two key points. First, billfish fisheries in the Western Indian Ocean are highly diverse, comprising two distinct segments—coastal and oceanic. However, data are poor for most countries with significant gaps in information especially for sport and artisanal fisheries. Second, the evidence assembled showed that billfish species have immense social, cultural, and economic value. Swordfish are targeted by both large-scale and semi-industrial fisheries, while other billfish species, particularly marlin, are highly sought after by sport fisheries in most countries. Our paper provides a comprehensive review of billfish fisheries and available information in the context of the WIO underscoring the need to strengthen data collection and reporting, citizen science, and collaborative sustainable development and management of billfish. Abstract: Coral reefs support the livelihood of millions of people especially those engaged in marine fisheries activities. Coral reefs are highly vulnerable to climate change induced stresses that have led to substantial coral mortality over large spatial scales. Such climate change impacts have the potential to lead to declines in marine fish production and compromise the livelihoods of fisheries dependent communities. Yet few studies have examined social vulnerability in the context of changes specific to coral reef ecosystems. In this paper, we examine three dimensions of vulnerability (exposure, sensitivity, and adaptive capacity) of 29 coastal communities across five western Indian Ocean countries to the impacts of coral bleaching on fishery returns. A key contribution is the development of a novel, network-based approach to examining sensitivity to changes in the fishery that incorporates linkages between fishery and non-fishery occupations. We find that key sources of vulnerability differ considerably within and between the five countries. Our approach allows the visualization of how these dimensions of vulnerability differ from site to site, providing important insights into the types of nuanced policy interventions that may help to reduce vulnerability at a specific location. To complement this, we develop framework of policy actions thought to reduce different aspects of vulnerability at varying spatial and temporal scales. Although our results are specific to reef fisheries impacts from coral bleaching, this approach provides a framework for other types of threats and different social-ecological systems more broadly. The perceptions of Kenyan resource users and managers towards gear and area management were examined through face-to-face interviews to identify areas of agreement and disagreement and compare with compliance. Opinions were sought about gears that sustained fish catch, gears discouraged by the government and traditional leaders, and the benefits of area management were sought. There was good agreement among most groups and traditional leaders about the gears discouraged by government, with beach seines and spear guns the most commonly listed. This indicates good agreement between government and traditions, promoted by recent government legislation, but compliance was poor since nearly two-thirds of fishers used these recently prohibited gears. This was due, in part, to lesser agreement concerning gears that promote a sustainable fishery, with spear guns and beach seines scaled low, but moderately supported in this respect by those fishers that use these gears. These gears persist because of the lack of shared evidence about the yields and sustainability of the various gears and social and economic aspects, such as increased competitiveness and decreased costs of the gears. There is evidence that beach seines lower yields but this gear persists because it is more competitive and has lower costs to the user than the other gears. Spear guns also persist because young and poor fishermen, who cannot afford costs associated with other gears, use them. Government employees scaled the benefits of area, and particularly closed area, management, higher than fishers, which is an issue of conflict but, nonetheless, has good compliance because of the long history of closed area management. For both types of management, shared perceptions alone were insufficient to achieve high compliance, and active enabling and enforcement by managers is needed. [ABSTRACT FROM AUTHOR]
