Also to slash the quota by 20 per cent for conservation. Hence the bubbling anger. Ottawa is also the villain in Newfoundland, for closing the last of the cod fisheries and for ridiculing Premier Roger Grimes when he said he wouldn't prosecute frustrated fishermen who might break the law. Grimes then demanded constitutional change to allow for co-management of the fishery, a stance gaining a head of steam on the Rock.
