The current growth of competitive project-based funding (CPBF) as a funding instrument for academic science reveals that public funding plays a critical role in the spreading of the capitalist relations of production in academia. However, this issue has not been properly addressed in the extant literature. This paper examines CPBF in the light of the determinations of capitalist relations of production captured by the Marxist notion of 'formal subsumption of labour under capital'. It will then show that CPBF mediates commodity-based productive relations between funding agencies and academic institutions, and that the latter are, in turn, premised on the separation of academic labour from the objective conditions of knowledge production. It will be also demonstrated how CPBF reproduces and deepens that split, leading from the partial to the complete formal subsumption of academic labour under capital. Our analysis challenges the assumption that increased public funding will put to a halt the commodification of academia and academic research. [ABSTRACT FROM AUTHOR]

This service activity aims to increase public awareness regarding the dangers of online loans (Pinjol) and good financial management literacy. The method of implementing this community service used interactive counseling techniques. The target was 17 students of Jenderal Soedirman University. This activity consisted of 4 (four) stages which included initial analysis of needs, preparation, coordination of implementation, and evaluation of activities in the form of distributing questionnaires which are analyzed descriptively. The results of this service showed that any increase in knowledge and skills in using financial service providers for online loans (Pinjol), is especially illegal. The participants had been able to plan, control, manage, and save finances well and were able to prioritize their respective needs. Meanwhile, regarding financial literacy, the participants already have good basic financial knowledge, were quite familiar with the ins and outs of savings and loans and the dangers of illegal online loans, and were quite knowledgeable about the importance of insurance and healthy investment.

Aim. To substantiate the regularity of the violation of commercial navigation along the Suez Canal in the context of the crisis of economic globalization and the reformatting of the international order.Tasks. To find out the main prerequisites for the decline of the global transport and logistics infrastructure. To specify the reasons for the violation of navigation in the Red Sea. To show the impact of the decline in cargo transportation through the Suez Canal on the global economy.Methods. In order to achieve the stated purpose of the study, the following methods were used: historicism, which allowed to establish the sequence of crisis manifestations during the operation of the Suez Canal; extraction of relevant information from media materials and its subsequent analysis, which showed the geo-economic importance of the Red Sea area for world navigation, the scale of disorganization of transport communication through the Suez Canal; structural and functional analysis, which contributed to the establishment of the importance of transport logistics in ensuring the smooth functioning of the global economy; a rational choice that brought the authors closer to understanding the motives of the behavior of economic and political actors in the conditions of disorganization of cargo transportation through the Red Sea.Results. The analysis of the main prerequisites for reformatting global transport logistics has been carried out. It is shown that the decline of shipping in the Red Sea is conditioned by the crisis of economic globalization and increased geopolitical risks. The reasons for the violation of navigation in the Red Sea have been established. The impact of the disruption of cargo transportation through the Suez Canal on the global economy has been revealed.Conclusions. The destabilization of global transport routes through the Red Sea seems logical. It is obviously conditioned by the slippage of the neoliberal economic mechanism and the increasing geopolitical competition of Western countries with new centers of economic and political influence. Wars in the Middle East continue to have a destructive impact on the functioning of the global economy. The decline in cargo transportation leads to further disintegration of the previously established global markets. Global shipping companies have taken care of finding safer cargo movements. Producers and consumers of goods and services are forced to look for new partners within national and regional spaces, create new and activate existing transport corridors, which implies increased protectionism, and, therefore, leads to undermining the foundations of the global economy and the unipolar world.

The EAEU countries, having adopted the Agreement on Pension Security in 2019, took a big step forward to form the pension rights of migrants from the EAEU countries. However, existing difficulties caused by economic, demographic characteristics and institutional differences make us think about further steps to harmonize, unify and coordinate the pension systems of the EAEU countries.Aim. Consider themechanisms and the principles of international regulation of pensions in the EAEU countries and identify limitations and opportunities for its further improvement.Tasks. Explore global experience of cooperation in the pension sector; conduct an analysis of international regulation of pensions in the post-Soviet space and in the EAEU countries; identify difficulties in forming pension rights for migrants from EAEU countries; to find possible directions for the further development of pension legislation in the EAEU countries.Methods. The comparative analysis method was used to study national old-age pension systems; when determining the directions for the development of old-age pensions for migrants in the world, the historical and legal method was used.Results. The world experience of international regulation of pensions is considered.Differences were discovered in the formation of pension rights in the EAEU countries.The mechanisms of harmonization and coordination, as well as the territorial and proportional principles of legal regulation of old-age pensions are analyzed. The difficulties of forming pension rights for migrants from the EAEU countries are shown.Conclusions. The current approach to regulating pensions in the EAEU is not perfect, but it allows countries to remain independent in their national pension policies. Overcoming the existing difficulties in the formation and implementation of pension rights is possible with further harmonization, unification and coordination of the EAEU pension systems, which are complicated by the economic and demographic operating conditions and the lack of a unified strategy for the development of pensions in the EAEU. A fundamental issue for all countries is to determine the role of the state in the pension process.

Aim. An overview analysis of the prospects for trade and economic relations in the EAEU, the SCO countries and other interested states, coupled with interests in the geo-economic and geopolitical Eurasian space in the conditions of artificial escalation of local tensions by the collective West.Tasks. Search and evaluation of optimal routes for the development of traditional and new transport and logistics highways, their branched corridors from the perspective of strengthening economic integration agreements, security and interaction of the Eurasian Union with the SCO countries.Methods. The article uses methodological tools of spatial economics, economic, geographical and geopolitical analysis of the interests of states, analysis and synthesis of interests and synergy of interests of the participating states of global Eurasian projects.Conclusions. The study showed the possibilities of new and old transport magistral (the highway) systems (TMS), both through Kazakhstan and through the development of a unique alternative — the Northern Sea Route (NSR) with the construction of a completely new infrastructure and their maintenance. The issues of TMS on the BAM and Trans-Siberian railway were touched upon. An assessment of alternatives to TMS in terms of cost and time is given. The potential opportunities of the expanding TMS and cargo traffic along the Caspian-Caspian corridor, both overland from the east (Turkmenistan — Kazakhstan — Russia) and the western shore of the Caspian Sea (Iran — Azerbaijan — Russia), as well as along waterways along the same “North — South” corridor, are indicated.Results. An assessment of effective routes has been carried out; strategic objectives have been identified for newly opened transport and logistics highways, which are defined as “new lye routes” through the territories of the EAEU and neighboring interested states (China, India, Pakistan, Afghanistan, Iran, etc.), which gradually plan to enter into closer relations from participating observers relations in the international division of labor.

The Eurasian Economic Union (EAEU) is a rapidly developing integration structure. Its main priority in activities is economic development, even more precisely, trade. At the same time, at the beginning of its activities, the main attention of the member states of the association was focused on the development of domestic trade. The creation of a customs union and a single economic space basically solved this problem. The current development of the structure, in accordance with the global trend, was the expansion of trade relations with border, regional and non-regional partners. Thus, there is a process of integration of integrations, i.e. interaction at the level of integration structures and individual states. Since the EAEU’s main activity is the economy, first of all, we are talking about the creation of Free Trade Zones (FTAs).Aim. The purpose of the article is to identify the dynamics and directions of the development of relations between the EAEU and the countries of Latin America and the Caribbean.Tasks. Consider the main trends and stages of interaction between the LACB countries and the EAEU; identify new directions for the development of Eurasian integration.Methods. The use of a systematic approach made it possible to analyze integration processes taking into account various directions. The method of historical and comparative analysis was used to compare the concepts of the development of integration. Situational analysis made it possible to demonstrate the dynamics of the development of Eurasian integration and the formation of interaction with external actors.The sociological approach made it possible to consider as a special variety of international structures with the characteristics of both intergovernmental bodies and organizations.Results. Against the background of the development of economic interaction, new areas of interaction have been identified.Conclusions. In the current third stage of cooperation between the EAEU and the LKA, the element of political communication of the organization’s information function is strengthened, which is a response to the political crisis on the one hand, and on the other, opposition to Western sanctions in terms of attempts to isolate Russia in the world.

Aim. Analyze three options for the development and construction of the Eurasian space (Russian, Chinese and Turkic) and identify the advantages and risks associated with both the expansion of integration processes and external influence on states that are members of coalitions of the nonWestern world.Tasks. To trace the evolution of supranational structural formations in the Eurasian space after the collapse of the Soviet Union and their appearance in declarations, agreements and other legal documents, starting with statements about “the formation and development of a common economic space, pan-European and Eurasian markets”.To identify the characteristic features of globalization of all spheres of human existence, which has given rise to the need to understand the “landscape of global risks”, “global existential catastrophe” as an event leading “to the end of the existence of our descendants”, which together determined the transition to the formation of nation states, geopolitical and geo-economic coalitions in the Greater Eurasia space (“Central Asian Five”, EEAS, SCO, CSTO, UTC).Results. The concept of three main projects for the construction of Greater Eurasia is substantiated: Russian, based on the revival of the Eurasian ideology of N. S. Trubetskoy, P. N. Savitsky and G. V. Vernadsky; the Chinese “Belt and Road”, aimed at transforming the idea of the Great Silk Road into a Community of a Common Destiny for Humanity; Turkic, claiming to recreate the Turkic civilization with the goal of “bringing world civilizations closer together” on the Eurasian continent.The author’s position is argued regarding the need to ensure coplanarity and unidirectionality of the three vectors of implementation of Eurasian projects with the consistency of political decisions and actions of the three poles of power in the Greater Eurasian space — Russia, China and Turkey.Conclusions. Currently, the coordination of political decisions and actions of the three poles of power in the Greater Eurasian space, taking into account the principles of convergence of national interests in interstate unions, global geopolitical processes of multi-agent interaction and global security strategy in a polycentric world, is becoming relevant.

After the collapse of the Soviet Union, a large number of newly formed states appeared on the geopolitical map of the world, some of which are located in Central Asia. As one of the largest and most influential countries in Europe, Germany sought to establish strong economic, political and cultural ties with these countries. The author pays attention to the stages of development of bilateral relations from the early 90s to the present.Aim. The aim of this study is to identify key aspects of German foreign policy in the region, focusing on relations with Kazakhstan.Tasks. Study the main stages of the development of diplomatic relations between Germany and Kazakhstan. Identify the current state of relations between Germany and Kazakhstan. Explore possible expansion of economic ties and prospects for future cooperation. Show the importance of studying the foreign policy of Germany in relation to Kazakhstan for the Russian Federation.Methods. The research methodology is based on historical analysis, which helped to identify the stages of development of international relations between the two states. The comparative analysis defines the differences in the foreign policy line of Germany towards Kazakhstan at different stages. Regular summit meetings were the objects of event analysis.Results. By examining historical context, economic partnerships, and geopolitical considerations, it is possible to investigate the dynamics shaping German engagement in Central Asia.Conclusions. The genesis of the development of interstate relations was the collapse of the USSR, which served to form sovereign states in the post-Soviet space. The development of bilateral relations is characterized by several stages: some of them were characterized by stagnation, others, by an increase in the attention of Germany to Kazakhstan. The beginning of 2022 served to intensify Germany’s foreign policy in the region. At the present stage, Germany uses a multi-pronged approach that includes diplomatic, economic, cultural and educational components. Germany’s foreign policy in the region is aimed at protecting its national interests. Secondly, the partnership with Kazakhstan is a symbol of Germany’s shared foreign policy goals, emphasizing the importance of cooperation, dialogue and joint development efforts in the heart of Eurasia.

Global climate change has placed the region at the centre of geopolitics, as melting Arctic sea ice transforms it from a predominantly scientific interest to a contest of national security claims, commercial interests and environmental concerns, with profound implications for both the international legal and political systems. The Arctic environment is an area of common concern requiring collective behaviour by all, including Russia and India.Aim. Examine environmental issues in the Arctic policies of Russia and India, and find common ground in Arctic cooperation on climate change.Tasks. Identify existing problems and propose recommendations to address them.Methods. To solve the problems set in the study, the author uses such methods as statistical analysis, method of document analysis, discourse analysis of speeches of political leaders of Russia and India. Results. The issues of the climate agenda of Russia and India are considered. Unlike Russia, the Indian side has problems in implementing its state policy on climate change. Sharing experience in effective financing of environmental programmes, disaster risk management and information exchange are areas of potential cooperation in the context of climate change. Despite the geopolitical changes taking place around the world, Russia-India cooperation has not been interrupted, but has remained at the same level and has great potential.Conclusions. Ensuring the environmental security of Russia and India is an integral part of the policies of the two states. As the data presented in this paper show, the states have similar interests in developing measures to prevent climate change deterioration in the Arctic region.

This study is devoted to the analysis of the prospects for the convergence of the legislation of the EAEU countries regarding the legal regulation of artificial intelligence (AI).Aim. To identify the need and identify the prerequisites for supranational legal regulation of AI in the EAEU. Tasks. To list the features of AI that necessitate supranational legal regulation in the context of analyzing the consequences for the purposes of the EAEU. To make a classification and analyze the prerequisites for the formation of the will of the EAEU member states to bring together the legislation of the EAEU countries in terms of legal regulation of AI.Methods. The problem-theoretical, formal-legal, logical, system-structural method and the method of comparison are used.Results. The study showed that such features of AI technologies as the ability to cause cross-border harm and the ability to autonomous processes require: a) the establishment of legal limits for delegating human authority to a machine that are uniform for the EAEU states, which is achieved by establishing administrative responsibilities for participants in the life cycle of AI systems and applications; b) developing a unified approach to eliminating the “responsibility gap” for the harm caused by AI and its legal consolidation in the law of the EAEU, which is achieved through supranational regulation of AI on these issues. The lack of “uniform norms” regarding the distribution of responsibility for harm produces legal conflicts that contribute to the creation of obstacles to the functioning of internal markets and asymmetries in the development of AI within the EAEU. The results of the analysis of the prerequisites for the formation of the will of the EAEU member states to bring together the legislation of the EAEU countries in terms of legal regulation of AI allow us to state the absence of prerequisites for a unified policy of the EAEU countries in the creation and use of AI, and consequently, the prospects for the convergence of legislation in the field of public relations through the formation of supranational legal regulation. However, the EAEU law does not contain obstacles to the implementation of a unified AI policy in the future.Conclusions. The specifics of AI technologies require supranational legal regulation of AI, at least in matters of allocation of responsibility for harm caused by AI in order to avoid legal conflicts that contribute to the creation of obstacles to the functioning of internal markets and asymmetries in the development of AI within the EAEU. Despite the current lack of prerequisites, the EAEU law does not contain obstacles to the convergence of the legislation of the EAEU countries in terms of legal regulation of AI in the event of such a decision.

This article examines the international aspect of China’s information security policy. Due to the fact that the information sphere is becoming increasingly important in relations between states, the appeal to the policy of one of the leading international actors — the People’s Republic of China — is in demand and relevant. China’s experience in ensuring information security may be in demand in other countries, including the Russian Federation.Aim. The purpose of the article is to characterize the international aspect of China’s information security policy and to reveal the specifics of China’s interaction with other countries in this area.Tasks. To achieve this goal was conducted a review of key international documents ensuring the international information security of the People’s Republic of China, as well as the country’s domestic legislation in this area. Also the issue of confrontation between China and the United States in the information space was considered.Methods. The study employs the historical method to examine the development of China’s information security system, document analysis to review China’s domestic and international legislation in the field of information security, and comparative analysis to compare the approaches of different countries in the field of cybersecurity.Results. The conducted research highlights the following key outcomes: In the context of the Shanghai Cooperation Organization (SCO), Сhina demonstrates a commitment to the joint development of international legal norms in the field of information security, as well as actively participates in the creation of cooperation agreements in this area, emphasizing the state’s role as an advocate for a multipolar world in cyberspace. Within the framework of interactions with the BRICS countries, China aims to deepen cooperation in the field of information security through a series of initiatives and agreements aimed at developing common approaches and standards. This cooperation contributes to the creation of a unified protection system in the information sphere among the BRICS countries, strengthening their positions in the international information space. In relations with the United States of America, the interaction of China is characterized by competition and confrontation, especially in the context of cybersecurity. This includes differences in approaches to regulating the information space and cyber espionage. Nonetheless, existing contradictions and conflicts underscore the need for dialogue and cooperation to develop common international rules of behavior in cyberspace, which can contribute to ensuring international information security and stability.Conclusions. The international aspect of the China’s information security policy reveals various forms of interaction with other countries, each with its unique features. These relationships form a multi-level system of international information security, in which the PRC plays a key role, aiming to create a balanced and secure information space.

The paper examines the trends in Kazakhstan’s export of information and communication technology services, which is currently one of the priorities of the country’s economic development.Aim and Tasks. Determining the impact of government spending, foreign investment and other significant factors on exports of ICT services; assessing the extent of this impact.Methods. Evaluation of the impact on the dynamics of ICT services export on the basis of comparative and correlation analysis, comprehensive analysis of the industry development indicators in the context of its export orientation, assessment of the impact on ICT services export of the factor of migration of companies and specialists from Russia in 2022–2023 and the resulting growth in the number of ICT sector enterprises with foreign capital.Results. It has been revealed that the influence of traditional factors on the export of ICT services by Kazakhstan, including state budget expenditures, gross inflow of foreign investments, and FDI stock in industries producing these services, has been insignificant or absent over the past decade. The maximum impact on the export of ICT services was caused by an increase in the presence of companies in the industry with the participation of foreign, primarily Russian capital, which occurred in 2022–23.Conclusions. The development of foreign trade activities in sectors of the economy with low initial indicators of export orientation may be more strongly influenced by non-traditional sporadic factors, such as migration of businesses and specialists in the case of the ICT sector in Kazakhstan, whereas traditional factors of their development, including government fostering and foreign investment may not be effective enough.

India, a member of the BRICS and the SCO, can play an important role in deepening Eurasian integration. However, in order to make possible the use of its integration potential, it is necessary to fully understand the specifics of this country, the nature of its existing political and economic system, which, in particular, is determined by the established model of relations between the state and business.Aim. To identify the features of the system of relations between the state and business, which has developed in India during the period of economic reforms and determines the potential and specifics of its political and economic development.Tasks. To trace the main stages of the evolution of relations between the state and business in the Republic of India, to assess government policy in relation to the main types of business and various business structures, to identify the degree of influence of private business on the policy and dynamics of economic development of the country.Methods. Systematic and comparative analysis, scientific generalization, expert assessments. Results. The article provides a scientific generalization of the evolution of models and methods of interaction between the state and business of the Republic of India, an assessment of their effectiveness from the point of view of socio-economic development of the country.Conclusions. The formation of the system of relations between the state and business in modern India was determined by the needs of the economic and social development of the country, the essence and forms of which were determined by the dominance of the relevant political forces and ideologies. At the initial stage, the use of repressive and coercive regulatory methods led to the establishment of a patron — client relationship between the state and business in all industrial sectors, focused on obtaining rent. However, subsequently, the growing inefficiency of the Indian economy and the growth of corruption forced the country’s ruling elites to reconsider their political and economic views and switch to a policy of economic liberalization, as a result of which India began to acquire the characteristic features of a “development state”. Currently, in a regulated market economy, the state, on the one hand, seeks to ensure greater freedom of the market, private entrepreneurship, promote greater openness and internationalization of the economy, on the other hand, weaken and limit large capital to protect small and medium-sized enterprises. At the same time, the relations between the state and business continue to be largely clientelistic, which, according to many experts, hinders further economic liberalization and increasing the global competitiveness of the Indian economy.

Aim. To determine the general state of Russia’s high-tech exports in the following areas: the relationship with other sectors of the economy and with the dynamics of GDP, positions on the world stage, relations with partner countries.Tasks. To achieve the aim of the study, the following tasks were set: to consider the dynamics of Russia’s export structure, to explore Russia’s position in the world in high-tech exports, to calculate the time lag of Russia’s lag behind the leading countries in high-tech exports, to analyze Russia’s role in the hightech market of the main partner countries, to explore the structure of Russia’shigh-tech exports in the context of commodity groups.Methods. To determine high-tech exports and imports, the methodology of the World Bank is used, according to which 9 industries (aerospace, computer and office equipment, electronics and telecommunications, pharmaceuticals, scientific instruments, electric machines, chemicals, nonelectric machines and weapons), including 79 commodity nomenclatures. At the same time, based on the availability of information, the values for the export of weapons are not taken into account.Results. The analysis of changes in high-tech exports has been carried out, which identifies periods of negative changes that coincide with periods characterized by adverse circumstances in the country and the world (pandemic, geopolitical and geo-economic tensions). When comparing graphs of high-tech exports and GDP, ambiguous results were obtained, taking into account the consideration of high-tech exports in calculating GDP. The time lags of the backlog have been calculated, according to which, in most cases, the values of the leading countries in high-tech exports are achievable, but the time lags themselves are enormous. The commodity spectrum of high-tech exports and imports of the Russia is considered, according to which Russia exports the entire commodity spectrum of the high-tech industry.Conclusions. The dominant role in Russia’s exports is still assigned to fuel and mining products with observed changes in terms of increasing the share of industrial products, including high-tech products, in which Russia, although an active participant, is nevertheless at a disadvantage in interactions with the main partner countries.

Aim. To study India’s Arctic policy by considering its conceptual, institutional and procedural components. Methods. Structural-analytical approach, document analysis, comparative analysis, generalization and synthesis.Results. The article examines the provisions of a strategically important document of India dedicated to the implementation of policy in the Arctic, government bodies competent to implement India’s Arctic policy, their main functions, and the directions of Delhi’s activities in the Arctic. The trends along which actions are actually taken are compared with the directions enshrined in the country’s strategic document on Arctic policy.Conclusions. The document “Arctic Policy” is only declarative, political in nature. The policy document establishing the action plan for the implementation of policy in the Arctic with deadlines has not yet been adopted. There are no standards for holding people accountable for improper implementation of activities. A specialized body responsible for implementing policy in India has not been created, despite its mention in India’s Arctic Policy. The scientific direction in the Arctic is key for India. It is also highlighted as a priority in the Arctic policy, which is a weak point of Indian Arctic policy. There are 5 more areas of Indian activity in the Arctic that are at the stage of formation or development. Norway is India’s main partner, close ties are developing with Russia. There are serious omissions in the country’s Arctic policy related to the lack of an icebreaker, non-participation in the Barents Euro-Arctic Council, and poor investment in Arctic projects. The practical significance of the scientific work lies in the ability to use its results to further build a dialogue with the Indian government and business community, and its conclusions can form the basis of future scientific research.

The article deals with the peculiarities of legal regulation in the EAEU and BRICS member countries, enshrining the status of volunteers who joined the armed forces of the state, the procedure and conditions of such participation and participation in armed (military) conflicts on behalf of the state. Aim. The purpose of the article is to study the legal regulation in the EAEU and BRICS member countries defining the status of volunteers who joined the armed forces of the state.Tasks. To characterize and identify the peculiarities of the legal status of persons participating in volunteer formations of the armed forces of the EAEU and BRICS member countries. To consider the new for modern Russia legal regulation that established the status of volunteers participating in a special military operation.Method. In the process of the research the set tasks were solved by the author with the use of general scientific (historical, dialectical, systematic, logical, method of analysis) and legal (comparative-legal, sociological, axiological) methods of research.Results. In most countries, the establishment of the legal status of a volunteer, including social guarantees, depends directly on the country’s involvement in a particular armed conflict or external threats that result in the need for the state to strengthen its military power and, consequently, for persons to volunteer for military service. Armenia and Russia are prime examples of such countries. Over the past two years, Russian legislation has gone a long way towards defining the legal status of volunteers.Conclusions. Analyzing the legal regulation enshrining the legal status of volunteers of the armed forces of the countries under study, it is necessary to note several directions. Thus, in fact, in all BRICS and EAEU member countries considered in the study, the participation of volunteers in the armed forces is regulated by legislation. The only country whose legislation does not provide for the participation of volunteers in the country’s armed forces is the BRICS member country South Africa. In analyzing the legal regulation of the EAEU member countries, it should be noted that the legislation of these countries has similar features. At the same time, the level of provision by the state of this category of citizens varies from its absence, as in India, to the provision by the state to volunteers of all social guarantees and equalization of their status with military personnel, as in China and Russia.

The article examines the foreign policy image of the People’s Republic of China in the reflection of foreign news media in covering a negative topic closely related to China — the COVID-19 pandemic, and analyses the possibility of forming a positive image by conducting foreign policy.Aim. To assess the foreign policy image of the People’s Republic of China based on content analysis of online news media and determine whether there is an opportunity to improve it in the international arena when considering the initially negative situation.Methods. To determine the specifics of coverage of the coronavirus pandemic in the English-language media, a qualitative and quantitative content analysis of The Guardian and The Washington Post corpuses, totalling 172 articles, was conducted according to a set of parameters developed by the authors, including the possibility of sample formation, lexical analysis of headlines, tonality analysis and frame analysis.Results. Within the 6 criteria analysis, the following results were obtained: the degree of intensity of coverage was rated as high, headline analysis showed a decrease in negative connotations in the second macro-period, the positive tone of the corpora increased by 10–20% by 2021, the qualitative analysis of the tone of the text showed the importance of international cooperation when describing the topic related to China, where one of the key words is “support”, and also confirms the existence of theories about the leakage of the virus and its artificial origin in the West and the United States.Conclusion. The study concluded that negative assessments of the image of the People’s Republic of China prevail in the Western news media, which is due to the coverage of an initially negative topic, as well as the coverage of a state with an ideology different from the West, the creation of sensational material by criticizing another state, and the dissemination of conspiracy theories about the creation of a coronavirus in laboratory conditions. At the same time, the possibility of the state to improve its own image in the foreign news media by implementing a well-considered friendly foreign policy was established.

Aim. The purpose of the study is to substantiate the concept and structure of the common financial market of the Eurasian Economic Union, highlight the problems of its formation and ways to solve them. Tasks. The objectives of the study are: review and analysis of the definitions of the common financial market in the legal framework of the Eurasian Economic Union; highlighting key aspects of the development of the common financial market; defining its structure, problems of formation, proposing ways to solve them.Methods. Methods were used: institutional analysis, comparative analysis, system analysis to substantiate aspects of the formation and structure of the common financial market of the Eurasian Economic Union. The method of formal logical analysis was also used to clarify the concepts of the common financial market in various acts of the integration level.Results. Firstly, at the level of the Eurasian Economic Union, the concept and criteria of a common financial market have been established.Secondly, a broad and narrow understanding of the structure of the common financial market in the context of Eurasian integration is highlighted.Thirdly, the key aspects of the development of the common financial market are: expanding the range and accessibility of financial services; ensuring the rights of consumers of financial services and investors; security and transparency of financial services.Fourthly, the problems of forming a common financial market are highlighted, including the different levels of development of the markets of the integration member states, the weak sector of the securities and investment markets.Conclusions. The common financial market is part of Eurasian integration, the processes of formation of such a market are components of integration processes. The structure of the general financial market in the narrow sense includes the banking and insurance services sector, the securities market sector, and the relations between these sectors. A broad understanding of the structure of the general financial market additionally includes the tax, budget and currency areas.

Aim. Analyze the role of BRICS in the development of Africa.Tasks. Briefly describe the history of the creation and development of BRICS, and also assess the degree of its influence on the geopolitical and economic situation in the world. Consider the contribution of the main BRICS member countries (Brazil, Russia, India, China, South Africa), which have been actively investing in African countries for a long time, and also compare the areas in which these countries dominate.Methods. Comparative analysis was used as a key method in conducting the study.Results. The contribution of each of the BRICS member countries is analyzed, the key areas of their interests are highlighted, and an up-to-date assessment of the prospects for interaction between the BRICS countries and African countries is given.Conclusions. The participation of the BRICS member states in the socio-economic development of the African continent is considered, the areas of interest of each country in Africa are analyzed by industry, and the volumes of investment and interstate trade are assessed. Separate attention is paid to both the positive and negative impact of the presence of the BRICS countries in Africa, and prospects for the development of further relations between African territories and the BRICS member countries are given. As a result, we can unequivocally say that the role of the BRICS member countries in Africa is significant and every year it will only increase, as the strength of the association itself, its geography and the number of participants grows. Each of the bloc countries plays its own significant role in the life of the continent.

This study is aimed to study a key element of the activity of any international organization — the problem of consensus decision-making and the corresponding practice of solving it both in integration bodies (Eurasian Economic Union, European Union) and in interstate organizations devoid of a supranational component (Shanghai Cooperation Organization, North Atlantic Treaty Organization treaty, Collective Security Treaty Organization).Aim. Identify current approaches to improving the application of the rule of consensus in interstate (intergovernmental) structures and their bodies.Tasks. Investigate and generalize the practice of consensus decision-making within the international regional organizations, highlight actual ways to increase the efficiency of their decision-making mechanisms.Methods. The study used general scientific methodology. The comparative analysis method is used to compare existing decision-making practices. Analysis, synthesis, generalization, as well as the formal logical method were used to formulate the conclusions of the work.Results. The collective decision-making based on consensus follows from the international legal principle par in parem non habet imperium. It emphasizes the equality of all participants in an international organization and excludes the imposition of obligations non-approved by a sovereign state. From this point of view, consensus is a way to strengthen unity and achieve organizational stability. Simultaneously the practice of using this form in various international organizations gives evidence to its low efficiency in decision-making. Achieving consensus requires intensive efforts to coordinate the positions of the parties, and the emergence of “one-vote veto” situations cannot be ruled out. A possible way to increase the efficiency of decision-making within the framework of integration processes (EU, EAEU) lies through the development of supranational mechanisms.Conclusions. Analysis of the practice of functioning of international regional organizations (SCO, NATO, CSTO) allows to identify two approaches aimed at overcoming the negative features of consensus decision-making. The first involves the development of an international organization with formal obligations of members into a community associated with the establishment of a set of shared values among its participants. The second presumes the creation of mechanisms that allow interested states to use the institutions of such a structure to make collective decisions without a not-participating state. Both approaches do not exclude but complement each other.

The article discusses ways to resolve the contradiction between globalization and national sovereignty in the context of the transition to a multipolar world order. The main features of the emerging multipolar model of globalization are shown. Through the prism of Eurasian integration, the differences between Russia’s partnership with the countries of the West and its partnership with the countries of the Global East and the Global South are analyzed. The special role of the Eurasian Economic Union and Russia in the formation of a just multipolar world is revealed.Aim. To substantiate Russia’s integration policy in the context of its global confrontation with the West. Tasks. To study the role of mega-regulators and regionalization in resolving the contradictions between the global nature of the economy and national sovereignty in the context of the transition to a multipolar world order. Analysis of the development of the EAEU, its bodies and institutions as a factor in resolving the contradiction between the old and new leaders of globalization.Methods. A systematic approach to the study of Eurasian integration in the process of formation and development of multipolar globalization. Many years of practical experience in participating in specific processes of Eurasian integration.Results. The ways of strengthening the economic sovereignty of the EAEU countries based on the institutional development of Eurasian integration and the formation of new mega-regulators within the framework of the SCO and BRICS are shown.Conclusions. Multipolar globalization is irreversible. At the same time, the EAEU, SCO and BRICS are gaining a leading role in this process. The Russian Federation needs to critically review its partnership with Western countries and organizations, taking into account their threefold role in relation to our country: opponents, rivals, partn.

The article is devoted to the analysis and criticism of the cognitive role of the information and analytical potential of the CSTO in the conditions of hybrid pressure from the actors of the Eurasian arc of instability [5, p. 62]. The object and subject of the study considered, respectively, the information content of the Organization’s website and published data on collective security regions.Aim. To substantiate the need for finding new ways to interact with the target audience, as well as the transition from the reactive principle of crisis response to a system for preventing and resolving crisis situations based on a scientific approach and advanced information technologies.Tasks. To reveal the importance of transparency of current data on the boundaries and regions of collective security of the CSTO cognitive security in conditions of escalation and psychological pressure from the outside. Propose a new direction for the development of the official websites of the Organization.Methods. The study was carried out from the perspective of a civilizational and historical approach, systemic and critical analysis.Results. An original interpretation of the cognitive role and inclusiveness of publicly available data published on the website of an international security organization is presented.Conclusions. The multifactorial scientific search for reliable information and the public availability of information on the issues of the regions and borders of the CSTO is acquiring increasing theoretical and practical importance. It is advisable to consider the situation on the borders and in the regions of collective security of the CSTO through the prism of spatial-geographical, military-political and socioeconomic factors. Activating the cognitive role, transparency and inclusiveness of published open information about the activities of the CSTO are promising ways to build up the Organization’s potential in a hybrid war.

The article discusses the main directions of ensuring information sovereignty in the Republic of Belarus and the Russian Federation, as well as ways to improve them. To date, some problems have been identified that relate to the security of the information sphere of the Russian Federation and the Republic of Belarus, which made it possible to create specific measures to resolve them.Aim. In the information sphere of countries such as the Republic of Belarus and the Russian Federation, various studies of a comprehensive plan were conducted by various scientists, politicians, as well as the military. Thanks to these studies, today there is a theoretical basis for improving the entire mechanism for protecting the information sovereignty of the two countries. However, due to the dynamism of the integration plan processes, changes in globalization, as well as due to the situation in geopolitics, it becomes necessary to conduct more and more analytical studies regarding the application of practical experience in ensuring national security in the information sphere.Tasks. Identification and justification of priority areas for improving the provision of information sovereignty of the Republic of Belarus and the Russian Federation as the basis of the information component.Methods. During the study, standard scientific methods of analysis and synthesis, expert-analytical, structural-logical, comparative and structural-functional methods, as well as a forecasting method were used.Results. The study showed that the information sovereignty of the Republic of Belarus and the Russian Federation ensures their political, economic, social stability and sustainable progressive development, since in the context of the globalization of the information space and key areas of public life, the influence on the information field increases and the importance of information security at the national levels increases for each state.Conclusions. It is expedient to consolidate the equal importance in the composition of the structural mechanisms for ensuring the information sovereignty of the Republic of Belarus and the Russian Federation, their constitutional and legal status and equivalent nature. The use of exclusively control and supervisory, regulatory and restrictive procedures in the information environment is not sufficient to maintain information sovereignty.

Active development of socio-economic ties and logistic chains with friendly states is of strategic importance due to the current geopolitical situation. Omsk region is located at the crossroads of important railways and waterways. Therefore, it is very important to form a strategy of development of the main directions of deep regional cross-border cooperation. It will allow to steadily develop friendly ties, diversify the economy, use the available resources and innovative technological platforms.The article presents the main approaches to the concept of “cross-border cooperation”. The legislative base is studied, the role and content of interaction of territories on the example of the Omsk region and the Republic of Kazakhstan is revealed. Special attention is paid to the factors influencing successful and constraining cooperation between neighboring regions of the countries. The main directions for the development of socio-economic regional cross-border cooperation are revealed.Aim. The purpose of this article is to analyze the implemented strategy of socio-economic interregional cross-border cooperation, as well as to identify the main points of contact between the Omsk region and the Republic of Kazakhstan.Tasks. During the research, the following tasks were solved: the concept of regional cross-border cooperation was defined; normative-legal acts in this area were analyzed; the strategy of socio-economic regional cross-border cooperation on the example of the Omsk region and the Republic of Kazakhstan was evaluated; the main points of contact in this territory were revealed.Methods. The research is based on scientific publications of scientists in the field of interregional crossborder cooperation. The methods of research, analysis, systematization and generalization were used to assess the effectiveness of the strategy.Results. The results of the evaluation of the strategy of regional cross-border cooperation have shown that in recent years, bilateral socio-economic ties between the Omsk region and the Republic of Kazakhstan are actively developing, many successful investment projects in various areas of the economy are being implemented, forums are regularly held. However, the ongoing changes require constant revision of the strategy of interregional cooperation, as well as the identification of promising areas, taking into account the available resources.Conclusions. The current global situation opens new opportunities for the Omsk region to provide favorable conditions for the sale of goods and technologies, tourism development, etc. There is a high dynamics of long-term partnership, the formation of the legal framework that supports interregional ties between the region and the Republic of Kazakhstan. The article proposes a number of directions for building up the experience of regional mutually beneficial interregional cooperation.

At the current stage of development of international relations, when factional trends in the foreign policy of such significant world leaders as the European Union and the United States are only gaining momentum, China has become the main strategic partner for Russia likewise for the EAEU. Due to the introduction of international sanctions against both China and Russia, reorientation of economic cooperation and, therefore, transportation and logistics routes to the East seems to be the most correct development paradigm. However, at the current level of development of science and technology, it is necessary to expand and intensify the formation of the array of international legal legislation to create an effective basis for legal regulation of the transport and logistics industry for the growth of synergistic effect of integration processes in the Eurasian space.Aim. To analyze various aspects of international legal regulation of the ways of integration of the EAEU and China in the transport and logistics sphere to increase the level of economic interaction between the partner countries.Tasks. It is proposed to consider the main trends in the formation of an array of international legal acts aimed at creating a basis for effective cooperation between China and the EAEU in the current geopolitical conditions, taking into account the need to develop advanced regulation of the introduction of digital technologies, including the development of logistics platforms, to create conditions for seamless cargo transportation in the Eurasian region.Methods. The study used formal-legal and comparative-legal methods, deduction, synthesis, induction, as well as abstraction and system method.Results. The necessity to develop unified regulatory requirements both in the sphere of technical operation of different types of transport and the creation of a regulatory framework for the development of conjugate EAEU-China transport and logistics digital infrastructure, providing seamless multimodal transportation to obtain a synergistic effect from the economic integration of the Eurasian region was substantiated.Conclusions. The comprehensive diagnosis of the effectiveness of international partnershop between the EAEU and China in transport and logistics proposed by the authors of the study will allow to adjust the existing strategy of interaction between the countries and increase the efficiency of Eurasian integration through the implementation of measures aimed at the development of seamless logistics.

Effective regulatory and legal framework in this field has several positive advantages for the transportation participants. A significant place in the article is given to ensuring the principle of “common carrier” for access of a wide range of consumers to the container carriers service. In connection with the transformation both of supply chains and logistics flows under conditions of new foreign economic factors along with the emergence of new shipping lines on the Russian container market the relevance of this topic will continue to increase.Aim. To consider the aspects of normative and legal regulation of liner container shipping in the USA, EU, PRC and the Russian Federation.Tasks. To analyze the strategies of shipping lines on the Russian and global markets, to identify key regulatory legal acts of foreign countries in the sphere of liner container shipping, to identify the features of the Russian legislation in this sphere and the ways of its development.Methods. Regulatory legal acts of the USA, EU, PRC and the Russian Federation were collected, which play an extremely important role in the development of international container transportation and increasing the competitiveness of foreign economic activity.Results. The research of relevant legal frameworks and instruments of state regulation of sea container lines activity to ensure non-discriminatory access of consumers of transportation services, public availability of information about liner container services, high quality of transportation services for foreign economic relations was carried out.Conclusions. In modern foreign economic conditions, alliances and various forms of carrier cooperation are the subject of state regulation of liner container shipping in order to protect competition on the market. The legislation of the USA and the Russian Federation establishes compulsory publication of shipping line tariffs, while according to the provisions of the PRC legislation shipping lines provide their tariffs to the freight exchange, which is authorized by the competent state body. In addition, international experience shows that sea lines “Common carriers” are subject to a number of other requirements. In the Russian Federation, sea container transportation is carried out by both liner and tramp vessels due to the fact that the certain carriers are not registered as shipping line operators and information about some regular container services is limited.

The article is devoted to the analysis of Russian-Tajik cooperation in the field of education and summarizing the results of research by Russian and foreign scientists to form a position confirming the importance of integrating the activities of educational organizations, which is a prerequisite for increasing human potential as the basic component of the socio-economic development of society. A set of measures focused on the development of the Russian-Tajik (Slavic) University was proposed, a vector of Russian-Tajik cooperation in the field of education was formed.Aim. Based on the study of many years of experience in interaction in the field of education between Russia and the Republic of Tajikistan and the features of the new economic reality, identify the most adequate forms of international cooperation, justifying the vector of their transformation.Tasks. Study the origins of the formation and analyze the reality of scientific and educational interaction between Russia and Tajikistan. Summarize and evaluate the experience of cooperation between the Russian-Tajik (Slavic) University and Russian universities. Justify the most adequate forms of international cooperation in the field of education and identify the vector of their further development in the Republic of Tajikistan.Methods. The study applied: analysis and synthesis, induction and deduction, comparisons and grouping, evolutionary and historical approaches.Results. The study showed that Russian-Tajik cooperation in the field of education has deep roots based on a long-term legislative framework, which makes it possible to really assess the existing relations between Russia and the Republic of Tajikistan and identify the prospects for their development. The generalization and adaptation of the existing experience made it possible to form reasoned positions that contribute to improving the scientific and educational level and improving the professional competencies of the trained staff, which is aimed at the socio-economic development of the two friendly countries. The study made it possible to form the following elements of scientific novelty and practical significance. Theoretical novelty consists in justifying the need to integrate the activities of educational organizations and allocating the organizational structure of an educational organization by type of organization based on knowledge as preferable in an unstable socio-economic environment. Practical significance lies in the fact that a set of measures focused on the development of RTSU is proposed and a vector for the development of educational organizations is formed in the context of their international integration.Conclusions. Scientific and educational cooperation: between Russia and Tajikistan is mutually beneficial for each of the parties. Assessment of the current situation and justification of proposals for the further development of relations between these countries made it possible to identify the vector of their transformations. For Russia and Tajikistan, the connection of education with the changes taking place in each of the countries is important. Since these changes are dynamic, continuous vocational education should play a significant role. For more effective implementation of continuing vocational education, work on career guidance is necessary, which is well combined with a dual education system that provides for close cooperation with companies, as well as the development of additional vocational education that actively responds to changes in the labor market. Positive results can be achieved only in the context of the active development of modern computer technologies, providing for interactivity, visualization, the use of case stages, mini-research, design work, as well as the possibility of hybrid learning. With this approach, the quality of comprehensive interdisciplinary research and development increases. It is recommended to form an organizational structure of an educational organization according to the type of organization based on knowledge, which is preferable in an unstable socioeconomic environment. The basis for the implementation of proposals for the further development of scientific and educational relations between Russia and Tajikistan is social partnership, as an instrument for regulating social and labor relations.

Free cross-border circulation of court decisions is a necessary condition for successful integration. One of the main obstacles that states face in creating legal regulation in this area is the problem of the admissibility of foreign judicial jurisdiction, or, in other words, indirect judicial jurisdiction. The article discusses options for solving this problem.Aim and tasks. To propose options for improving the legal regulation of indirect judicial jurisdiction in the Eurasian Economic Union.Methods. This work uses both general scientific methods of cognition: analysis and synthesis, and specific scientific ones: formal logical, formal legal, comparative legal, and the method of legal forecasting.Results. Improving the legal regulation of indirect judicial jurisdiction in the Eurasian Economic Union is possible through the conclusion between the member states of the Eurasian Economic Union of an international treaty establishing unified criteria for direct judicial jurisdiction and conditioning the acceptability of the jurisdiction of a foreign court on compliance with these criteria. In the event that the competence of a foreign court is not based on the jurisdictional criteria contained in an international treaty, it is proposed to provide for the possibility of recognizing a foreign court decision if two conditions are met: first, there is a close connection between the court and the dispute or approval of the jurisdiction by the defendant; the second is compliance with the rules on exclusive judicial jurisdiction established in the national legislation of the member states of the Eurasian Economic Union.The author also proposes an option for improving the legal regulation of indirect judicial jurisdiction at the national level, both in the Russian Federation and in other member states of the Eurasian Economic Union. In particular, the option of introducing provisions on indirect judicial jurisdiction into national legislation is being considered, which would condition the acceptability of the competence of a foreign court by observing the criterion of a close connection between the dispute and the court that issued the judicial act, or the approval of its jurisdiction by the defendant, and non-contradiction with the criteria of exclusive judicial jurisdiction.Conclusions. The Eurasian Economic Union needs to create an effective mechanism for the recognition of foreign court decisions, which can be achieved, first of all, by improving the legal regulation of indirect judicial jurisdiction.

The article is devoted to the problem of regulating parallel imports in the countries of the Eurasian region, which is significant in the conditions of the modern world economy. The relevance of this issue is related to the economic sanctions applied to such states of the Eurasian region as the Russian Federation and the Republic of Belarus. The legal regulation of issues of protection of intellectual property rights in Russia, Belarus, Kazakhstan, China, and Azerbaijan is analyzed. Special attention is paid to the consideration of the practice of the Constitutional Court of the Russian Federation, as well as legal acts regulating the rights of both copyright holders and importers and consumers, who are subject to the consequences of certain decisions of copyright holders who do not consent to the import of goods into different states.Aim. Research of the legal regulation of the institution of parallel imports in the states of the Eurasian region in the context of economic sanctions.Tasks. Analysis of regulations governing the protection of intellectual property rights in the states of the Eurasian region, research of the main directions of parallel imports in the states of the Eurasian region, as well as identification of the main legal problems associated with the legalization of parallel imports in the region.Methods. Comparative legal and cross-temporal analysis of international and national regulations in the field of antitrust, copyright and customs law, as well as the study and analysis of general scientific literature and the formation of one’s own conclusions during the research.Results. As a rule, the states of the Eurasian region have established the national principle of exhaustion of rights to a trademark, and the international principle is used as an exception for certain groups of goods. The legalization of parallel imports raises several formal questions about the compliance of permission to import without the consent of the copyright holder with the international obligations of various states.Conclusions. In connection with the introduction of economic sanctions against some states of the Eurasian region, parallel imports are an effective mechanism for protecting the domestic market from abuses by copyright holders who unreasonably deny importers the right to distribute goods. Also, one of the methods to neutralize the consequences of sanctions regulation is to use the markets of other countries in the Eurasian region, which do not directly prohibit parallel imports.

This study is aimed at studying the institutional, organizational and legal problems of interaction between the media and international observers during elections and referendums in the member states of the Commonwealth of Independent States. The issue of countering foreign interference in the electoral process was not considered in the work.Aim. Eliminate methodological problems in defining the content of the term “international observation”, and proving the need to institutionalize the process of covering the activities of international observers in the media.Tasks. Identify the necessary areas of media activity when covering the activities of international observers during elections and referendums.Methods. The state of the modern election monitoring environment indicates the existence of a fine line between the need to ensure openness of electoral processes and the inadmissibility of interference in the internal affairs of states. It is necessary to identify restrictive thresholds for the activities of the media when covering the processes of international observation of elections and referendums and their institutionalization in relevant advisory documents based on the presumed impartiality of both international observers and the media.Results. The study showed that the most important task of the process of legitimizing the electoral process is to ensure its full coverage of the activities of all its subjects in the media. International monitoring media coverage should cover a wide range of issues throughout the entire electoral process from start to finish, including; activities of observers during the official election campaign before the start of voting; on election day and during the vote counting process; in the period after the elections from the moment the official results are announced until the formation of new authorities. At the same time, at all stages, coverage should cover a wide range of issues of the essence of the electoral process and its management; legal regulation of elections and referendums and existing institutional structures to support the process.Conclusions. Media coverage of the activities of international observers should be considered not only as one of the most important modes of political communication, but also as a means of countering selective absenteeism. Objective and impartial coverage of the activities of international observers in the media can undoubtedly contribute to both the internal political mobilization of the population and the international recognition of the state.

Aim. To study the features of strategic planning and practical implementation of the concept of sustainable development of the countries of the Eurasian Economic Union, taking into account the Sustainable Development Goals in the context of the formation of a new architecture of the world structure and a change in the current world order.Tasks. Consider the essence and principles of the SDG implementation; identify the specifics of the integration of the SDGs into the national strategies of individual states of the post-Soviet space; analyze the features of the localization of SDGs at the regional level using the example of Eurasian integration; determine the role of the EAEU in the context of the formation of a multipolar world system and strengthening the its position as a macro-regional center of the power; justify the priorities for achieving the SDGs in the context of sustainable development of the EAEU.Methods. To achieve the set goals the following methodological approaches were used in the article. The constructivist approach makes it possible to determine the essence of sustainable development, its significance for society and the economy, as well as to analyze the regulatory and legal framework of the EAEU countries in this area. Comparative analysis made it possible to determine the relationship of SDGs with changed world architectures in retrospect and the current conditions. Empirical analysis makes it possible to assess the practical steps and efforts of the EAEU countries to achieve the SDGs, including the implementation of innovative projects and the rational use of the resource base.Results. Understanding and regulation of sustainable development in the EAEU is justified. The study made it possible to establish that the countries of the Union attach importance to sustainable development, but at the legislative level there remains a problem of insufficient consistency of regulatory legal acts on this topic. This highlights the need for a clearer and more concrete regulatory framework for sustainable development. The study allowed to analyze the impact of globalization on the world and regional structure. It is argued, that the EAEU, as a regional association, has a unique opportunity to gain a foothold as one of the macro-regions in the multipolar world system. This provides strategic advantages in the context of a change in the world order on the way to multipolarity.Conclusions. The study identified a number of priority tasks contributing to the achievement of the SDGs in the context of the sustainable development of the EAEU. The most important factors in this context are: food independence, energy sustainability, strengthening economic integration, infrastructure development, focus on hard innovation and digitalization.

Aim. The study of the involvement of the business community in the development of Eurasian integration through the reflection of their priorities in the decisions and activities of supranational bodies.Tasks. To analyze the problems of reflecting the interests of the business community in Eurasian integration; to consider the related practical interaction of business with supranational bodies on the example of the activities of the EAEU Business Council; to identify areas of development of integration processes within the EAEU that are promising from the point of view of the business community.Methods. The research uses general scientific and special methods of quantitative and qualitative analysis, as well as the author’s methodology for assessing business involvement in integration processes has been developed and applied.Results. The conducted analysis of valid strategic documents of the Eurasian Economic Union (EAEU) and its supranational bodies using the authors’ technique confirms the considerable and growing role of business in Eurasian economic integration.Conclusions. Trade and investment cooperation under the EAEU demonstrates positive dynamics despite growing international uncertainty and tensions. It is in many ways connected with the proactive stance of Eurasian business, which demonstrates substantial and rising interest towards Eurasian economic integration.The Eurasian supranational bodies pay serious and growing consideration to positions of business community, which positively affect business involvement in institutional dynamics of the EAEU. That is affirmed by adding appropriate tasks to the key documents of the Union and introduction of special mechanisms for promoting business cooperation.

This study is aimed to investigate the effectiveness of the EAEU and ASEAN taking into account the dynamics of their development as well as identify the features of methodological approaches using for assessing the effectiveness of integration associations.Aim. A comparative analysis of ASEAN and EAEU in terms of the effectiveness of these associations, as well as an analysis of existing methodological approaches for assessing the effectiveness of regional integration structures.Tasks. Carry out monitoring of existing methods of assessing the effects of international economic integration and approaches of assessing the effectiveness of integration associations in general. To identify the “weaknesses” of the applied methodological approaches and to formulate practical recommendations for an objective and comprehensive assessment of the effectiveness of international integration associations.Methods. The article uses the comparative analysis method, SWOT analysis method, the gravity method and a system of indicators of Eurasian integration.Results. We have to admit that there is still no methodology that allows to compare the effectiveness of various integration blocks correctly. Therefore, it is advisable to evaluate integration associations only comprehensively taking into account not only economic indicators but also political factors.Conclusion. At the moment there is no comprehensive methodology that would allow to compare the effectiveness of various integration structures and intergovernmental organizations in terms of clearly defined quantitative and qualitative indicators. The study revealed that all applied methods have a number of errors that complicate an objective assessment. The lack of relevant data and statistics on a number of key parameters, the complexity of accounting and analysis of intangible factors of production and cooperation, ignoring possible negative effects from integration and a number of other problems make it impossible to build a comprehensive methodology for assessing the effectiveness of regional integration.

In the current scientific and political discourse surrounding the transformation of the scientific publication system, significant attention is focused on Diamond Open Access (OA). Diamond OA is characterized by no charges for readers or authors and relies on monetary allowances and voluntary work. This article explores the potential and challenges of Diamond OA journals, using Germany as a case study. Two key questions are addressed: first, the current role of such journals in the scientific publication system is determined through bibliometric analysis across various disciplines. Second, an investigation is conducted to assess the sustainability of Diamond OA journals and identify associated structural problems or potential breaking points. This investigation includes an in-depth expert interview study involving 20 editors of Diamond OA journals. The empirical results are presented using a landscape map that considers two dimensions: 'monetized and gift-based completion of tasks' and 'journal team size.' The bibliometric analysis reveals a substantial number of Diamond OA journals in the social sciences and humanities, but limited adoption in other fields. The model proves effective for small to mid-sized journals, but not for larger ones. Additionally, it was found that 23 Diamond OA journals have recently discontinued their operations. The expert interviews demonstrate the diversity within the landscape and the usefulness of the two dimensions in understanding key differences. Journals in two of the four quadrants of the map exemplify sustainable conditions, while the other two quadrants raise concerns about long-term stability. These concerns include limited funding leading to a lack of division of labor and an excessive burden on highly committed members. Gift-like contributions, while appealing, also present challenges as potential donors not only decide whether to contribute but also how to contribute, potentially creating friction between the gift and the journal's requirements. Furthermore, journals in the lower right quadrant often rely on third-party funding, necessitating a transformation once the funding expires. Common pathways for sustaining operations include lobbying for funding at the journal's home institution or increasing reliance on gift-based completion of tasks. These findings underscore the need for the development of more sustainable funding models to ensure the success of Diamond OA journals. [ABSTRACT FROM AUTHOR]

Internal audits play an important role in monitoring the achievement of organizational objectives. However, research on the factors influencing the success of internal audits remains limited. This study aims to investigate the effectiveness of BPK’s Itama (The Inspectorate General of the Audit Board of the Republic of Indonesia) functions, hypothesized to be influenced by risk management policy implementation. This study employs quantitative methods; data were collected via surveys and analyzed using structural equation modeling (SEM) to test theory-based hypotheses. Results reveal a significant positive correlation between risk management policy implementation and the effective functioning of Itama. Additionally, the study identifies key factors determining the success of risk management policy implementation: economic, social, and political conditions. Therefore, internal auditors of supreme audit institutions must consider these external factors when implementing risk management policies. This study contributes to understanding internal audit effectiveness by highlighting the impact of external economic, social, and political conditions.

Over the past few years, regional financing in Indonesia, as regulated by law, has continued to develop. In the beginning, the regional financing schemes in Indonesia and the term used was restricted to the term regional loan, until in 2022, the Government of Indonesia formally issued Law Number 1 of 2022, which as one of the most important issues discussed the expansion of regional debt financing schemes in Indonesia into 3 (three), namely regional loans, regional bonds, and regional sukuk. This research aims to provide a descriptive explanation of the regulation of financing schemes in Indonesia through Law Number 1 of 2022 On Financial Relations between the Central Government and the Regions and Government Regulation Number 1 of 2024 On Harmonization of National Fiscal Policy. This research is based on a literature review by linking the latest regulations related to regional financing schemes in Indonesia with case studies and descriptive explanations related to regional financing schemes consisting of regional loans, regional bonds, and regional sukuk. This study aims to explain the new regional financing system provided by Government Regulations Number 1 of 2024 so that it can be used and implemented by the regional government in financing the development.

In a situation of growing international confrontation, it is important to clearly identify tools and mechanisms that can contribute to the consolidation of the positions of states friendly to Russia. In the context of one of the lines of global fragmentation — the division of the world into the West and non-West — the deepening and expansion of the Eurasian integration agenda is actualized.Aim . To determine the specifics of the interpretation of values in the conceptual and strategic documents of the EAEU countries in the context of their adaptation to the current challenges and threats of national and international security, integration dynamics and changes in the external environment in the conditions of global turbulence.Task . To characterize the axiological aspect of the existing conceptual and strategic documents of the EAEU countries; to identify key concepts that reveal the concept of values in them; to show common and distinctive features in the approaches of the EAEU countries in this area and the possibilities of their convergence at the integration level.Methods. The study was based on comparative analysis and non-formalized qualitative analysis of documents.Results. The main semantic blocks in the content of the conceptual and strategic documents of the EAEU countries are highlighted, taking into account the designated problem field. The focus of attention was on the interpretation of external challenges and threats, manifestations of global turbulence; articulation of certain values in a changing extern al environment; linking with the ethno-cultural component and identity issues. A significant coupling of approaches to the interpretation of values with the influence of external factors has been established. The specificity of verification of sources and directions of destructive influence is shown.Conclusions. The approaches of the EAEU countries to the interpretation of values in the perspective of events and processes taking place in the external dimension have a large number of coincidences and common features. The central concept in the studied documents is spiritual and moral values, the preservation and protection of which are embedded in the system of national interests / national strategic priorities. In the external dimension, international humanitarian cooperation is emphasized, which is conceived as a way of inter-civilizational dialogue against the background of increasing instability and conflict. A serious vulnerability can be considered the absence of an explicit interface between the value agenda formed by each of the countries of the Union and their integration guidelines and preferences.

This study is aimed at studying the public-private partnership (PPP) market of the Eurasian continent, best practices in the field of transport development, comparison of national regulations and the level of government regulation, as one of the important areas of socio-economic development of the member countries of the Eurasian Economic Union (EAEU).Aim . To propose the use of Singapore’s public-private partnership experience for the Russian Federation in the field of transport infrastructure projects.Tasks. Consider the experience of using PPP projects in different countries, highlight key features, analyze the legislative framework and regulatory support in this area, conduct a comparative analysis of PPP projects in the transport sector of Singapore and the Russian Federation and propose successful practices for solving this problem.Methods. Various general scientific and special methods of scientific knowledge are used, among which are analysis, synthesis, analogy, as well as descriptive and system-functional methods. To compare the practices of Singapore and the Russian Federation, the comparative analysis method was used.Results . Based on specific examples, the effectiveness of PPP in infrastructure and social projects in Singapore is substantiated and recommendations are formulated for applying successful experience and scaling it up in the Russian Federation.Conclusion. Using the experience of Singapore’s public-private partnership will help increase the efficiency of PPP projects in the Russian Federation, improve the investment attractiveness of this segment of the economy and, as a result, develop the state’s transport infrastructure and improve the quality of life of the population.

The article is devoted to the problems of negotiation training and research of modern negotiation practices in Russia and abroad in the context of expanding traditional diplomatic tools through the active involvement of non-state actors in world political processes, as well as the use of “expert diplomacy” resources in international negotiations.Aim . To identify current trends in the teaching of negotiations in Russia and the world, to show the features of modern negotiation practices in the context of new geopolitical realities.Tasks. To analyze the role of negotiations in modern social, political and international processes. To review the latest research in the field of negotiations in the context of Western and non-Western scientific schools on negotiations.Methods. The methods of empirical analysis, consistency, scientific discussion, informational and historical approaches are applied.Results . The key features of modern scientific schools on negotiations are revealed. The specificity of non-Western research on negotiations is shown. The importance of taking into account national, religious, and cultural peculiarities of business communication in building successful negotiation processes is evaluated.Conclusions . Along with the universalization of negotiation practice and the formation of a unified negotiation culture, there is a pronounced trend towards combining negotiation skills based on classical strategies in the educational process, as well as mastering the knowledge and skills of intercultural communication, business etiquette and communication with representatives of various countries of the world.

The present study is aimed at considering topical international legal problems related to notarial proceedings on the territory of Russia and foreign countries, including within the framework of the EAEU. This article deals with some modern actual international legal problems of notarial proceedings in private international law.Aim . Find ways to solve certain topical problems of notarial proceedings in private international law, in particular, the use of electronic documents issued outside the territory of the Russian Federation and the performance of notarial acts in connection with the introduction of economic measures in the context of sanctions against the Russian Federation.Tasks. Outline the essence and depth of certain topical problems of modern notarial proceedings in private international law, in particular, the use of electronic documents issued outside the territory of the Russian Federation and the performance of notarial acts in connection with the introduction of economic measures in the context of sanctions against the Russian Federation; formulate conclusions and suggestions on the specified research topic.Methods. The methodological basis of this study was the method of analysis and synthesis, the analytical method, the comparative legal method, the system-structural method, and some others.Results . During the study, the authors concluded that notary activity with a foreign element is a complex and responsible process that requires not only a high level of professionalism and competence from a notary public, but also the ability to work with clients from different countries, as well as with other specialists, in order to ensure the correct and accurate execution of documents. It is important to understand that each case can be unique, and a notary must be prepared to adapt to different situations and provide effective problem solving for his clients. However, a properly organized and professionally executed notarial activity with a foreign element can be an important step towards a successful international transaction or legal procedure.Conclusions . If we turn to modern problems of notarial proceedings in private international law, we can conclude that notarial proceedings in the Russian Federation were significantly affected by the global pandemic and the imposed sanctions conditions, which made it difficult or impossible to provide paper documents necessary for notarial acts. We believe that the transition to electronic document management will have a positive impact on international cooperation and will facilitate the performance of notarial acts. As a solution to the problem, we proposed the conclusion of an international treaty regulating electronic document management, in which it would be possible to establish the possibility of accepting international electronic documents.

The article examines the role of the phenomenon of civilizational identity in Russia’s foreign policy in the context of the current hybrid confrontation based on the study of the parameters of the possibilities for resolving the “Crimean issue”. The essence of the global hybrid conflict between Russia and the West is analyzed, the possibilities of using the concept of civilizational identity as a geopolitical toolkit are determined. Aim . Unleashing the potential of the concept of civilizational identity in the global hybrid confrontation with the collective West in the context of the formation of a polycentric world order based on the experience of resolving the “Crimean issue”.Tasks. Determine the essence and parameters of the global geopolitical conflict in modern world political conditions; to characterize the role of the civilizational identity of the Crimean population in solving the “Crimean issue”, to identify the potential of civilizational identity for solving domestic and foreign political problems, taking into account Russian national interests.Methods. Geopolitical approach, system analysis, retrospective method, document analysis.Results . The study showed the need for the formation and conceptualization of the civilizational foundations of Russia’s foreign policy. This should be a larger-scale policy that is creative in nature and translates the principles of justice and peaceful interstate relations. Changes in Russian foreign policy thinking can bring positive results — to strengthen the Russian statehood, Russia’s international subjectivity, lay the foundations for a truly polycentric world order and expand the boundaries of the Russian world.Conclusions . The concept of civilizational identity acts as a universal an d effective tool for solving the “Crimean issue” and therefore should be considered both as a basic social value, and as a mandatory category of state document strategies, and as a formative element in th e information sphere.

In the article, from the standpoint of the structural and functional approach, the theoretical aspects of the formation of the concept of security of the Eurasian space as a complex multilevel socio-cultural system are considered.Aim . To consider the essence of the security of the Eurasian space from the standpoint of a structural and functional approach.Tasks. To substantiate security as a function of the socio-cultural system, to consider the mechanisms of the impact of external and internal threats on Eurasian security.Methods. The structural and functional approach, system analysis, generalization, synthesis, comparative analysis were used.Results . The applied approach made it possible to formulate a definition of the security of a socio-cultural system, to identify ways to implement the security function by protecting and maintaining the system identity of its elements, as well as actively identifying destabilizing factors of the external and internal environment and countering them, in order to ensure effective, reliable and stable implementation of the purpose of the existence of a socio-cultural system.Conclusions . The analysis of the concept of “security” has shown that this concept is, first of all, a function of a socio-cultural system aimed at preventing or reducing damage from existing or potentially possible threats, allowing it to achieve the established goal of its existence. In this regard, within the framework of the Eurasian integration process, it is necessary to consider the security of the Greater Eurasia region not as a simple sum of the national security of the states that make up it, but as a basic function of a single complex Eurasian socio-cultural system, which is an independent center for the development of a multipolar world , ensuring the preservation of identity and development of the peoples of the historical Eurasian space, that is, as being on a more at a high system level, civilizational security.

Aim . Coverage of the problem of ensuring economic security in conditions of insufficient financing of information protection measures both from the state, which establishes requirements for the protection of restricted access information of various types, ranging from state secrets to personal data of citizens, and from organizations that implement these requirements.Tasks. Formation of proposals to overcome difficulties in the implementation of financial measures to ensure the protection of information in organizations in order to implement measures to ensure economic security.Methods. In this paper, using the methods of factor, statistical and quantitative analysis, statistical information in the field of financing information protection measures is considered, the parameters of financing some measures are estimated based on open data presented in the Unified Information System in the field of procurement, as well as the provisions of legal acts of the Russian Federation in the field of information security and public-private partnership and an attempt has been made to prove the existence of problems in the financing of information protection measures.Results . It is proved that ensuring the economic security of nuclear power plants (on the example of the Russian Federation) on the basis of financial support for information protection measures is one of the most pressing problems in the modern digital world. Every year, threats to the security of information systems are becoming more complex and sophisticated, requiring organizations and companies to make additional efforts and resources to effectively counter. Practical ways of solving the problem of financing information protection measures in order to ensure economic security are proposed, using both the possibility of expanding public-private partnership in this area and other measures that organizations can directly use.Conclusions . Despite the need to ensure economic security, many organizations face financial difficulties in implementing information security measures. Limited budget funds, improper allocation of resources, inefficient financing strategy, difficulties in finding and purchasing effective Russian software and technical means of information protection in the conditions of sanctions impact on the Russian Federation – all these are obstacles to the successful provision of economic security.

Aim . To identify the most relevant political worldviews of the Eurasian space in the discourse of Russian think-tanks.Tasks. To justify the conceptual field of the concept “political worldview”. To identify the leading think-tanks in Russia, the focus of research of which is the political worldviews of the Eurasian continent. Study the intellectual products of Russian think-tanks for concepts, analyzes, forecasts, political views and positions on the main political worldviews of the Eurasian space.Methods. The main methods were cross-temporal analysis and content analysis of intellectual products of think-tanks, as well as general scientific methods of analysis and synthesis.Results. The concept of “political worldview” is a system of images, views and actions expressed in political institutions, interconnectedly reflecting the strategic directions of political, economic, social, environmental, technological development. A meaningful analysis of the expert and analytical products of Russian think tanks over a ten-year period made it possible to select nine organizations whose intellectual specialization focuses on the development of the Eurasian space. The study showed that the following concepts of political pictures of the world are present in the communicative practice of these analytical centers: “Greater Eurasia”, BRICS, the Shanghai Cooperation Organization (SCO), “Belt and Road Initiative”, “Community of Shared Future for mankind”.Conclusions. The study of the analytical materials of the selected think tanks shows a steady high research interest in the development of the Eurasian space and political worldviews of the countries of the Eurasian continent. Think-tanks in the political system, in fact, perform the functions of subjects that generate, construct and broadcast political worldviews. In the modern realities of global turbulence and high entropy, the political worldviews of Eurasia acquire a pronounced ideological actualization, as they become symbolic institutions in the global competitive field of confrontation of variety of worldviews.

Aim . Presentation of the results of the analysis of bibliometric data of Russian scientific journals, thematically covering Eurasian topics, which are available in the bibliographic database of the scientific electronic library eLIBRARY.RU.Tasks. Comparative analysis of the publication activity of journal authors. Analysis of the main thematic areas of research on economic, legal and political processes taking place in the Eurasian space. Identification of ways to solve strategic tasks of countering sanctions by “Western partners”. Methods. The calculations are based on the methods of scientometric analysis of bibliographic data to determine the volume of scientific publications in the field under study. Results . The data on the national share of scientific periodicals, their thematic structure and distribution depending on the status of the publication are presented (Russian Science Citation Index — RSCI, Higher Attestation Commission — HAC, international databases — MNBD). The trends of publication activity are revealed and the bibliometric data of the authors of scientific journals are analyzed.Conclusions . The conducted research is of interest to scientists in the field of regional studies, law, politics, world and national economy.

The studies of extremist discourse in cyberspace use set scientific methods to protect traditional spiritual values, such as state sovereignty, human rights and freedoms, historical and cultural heritage. The experience of the member States of the Shanghai Cooperation Organization (SCO) on the implementation of regional international agreements aimed at combating extremism should be applied in the organization of countering extremist crimes committed using digital technologies.Aim . To characterize approaches to combating extremism in cyberspace within the SCO and to determine the methodology for assessing the degree of public danger of manifestations of extremism.Methods. The study on extremism in SCO apply a comparative legal method when posing the problem of criminalization of extremist practices and use discourse analysis of the extremism in cyberspace problem for assessing the public danger of radical ideology.Results. Three groups of methods are used in the fight against extremism: methods of legal regulation, methods of studying and assessing the public danger of extremist materials and methods of scientific research of extremism. Prohibitive legal regulation in cyberspace is applied to media content that, according to the conclusion of linguistic expertise, contains signs of extremist materials. The doctrinal basis for the legal assessment of the linguistic expertise of extremist materials is the socio-legal research conducted in the SCO member states.Conclusions. The propaganda of extremism in cyberspace qualifies as an abuse of freedom of speech, since extremist ideology leads to terrorism. The SCO consensus on the need to combat extremism is based on a scientific methods system for radical ideology research, among which discourse analysis and narrative dialogue research will play an increasing role with the digital transformation.

Cybercrime is the threat to national and international informational security. The objects of cyberthreats are economics security, critical information structure, information state sovereignty. All states admit necessity to take effective measures for anti-cybercrime in this time. Such organizations, as Commonwealth of Independent States, Collective Security Treaty Organization, Shanghai Cooperation Organization are to take active measures on counteracting cybercrime.Aim . The aim of this article is to define principal directions on effective counteracting cybercrime, including creation of law base on national, regional and international levels, measures for prevention cybercrime and development of international collaboration.Tasks. There are following tasks in this article: to define “cybercrime”, categories of cybercrime and measures for prevention cybercrime, to analyze experience of member nations of the CIS and world law mechanism for cybercrime control.Methods. There is necessity to define terminology in accordance with the international standards for cybercrime control.Results . Member nations of the CIS are giving important attention to creation the law base for national and international security, and also Criminal Law about responsibility for cybercrime.The Model Law “On counteracting cybercrime” was adopted by Interparliamentary Assembly of the CIS on 14 Aprile 2023, which is the base of development of national legislation in sphere of cybercrime control.On 30 July 2021 Russia was carry in General Assembly of the United Nations the Project of Convention United Nations Countering the use of information and communications technologies for criminal purposes for creation of international law mechanism for anti-cybercrime.In the result of this research author is defined cybercrime and it’s variety in accordance with international standards, and also principal directions of counteracting cybercrime in contemporary period.Conclusion. Implementation by member nations of the CIS of Model Law “On counteracting cybercrime” will allow unify national legislation and assist strengthening and extension international cooperation between these states on combating cybercrime.There is necessity to adopt such complex Federal Law “On counteracting cybercrime” and the Strategy on cybersecurity in Russia.
