2. Private opportunities, public benefits? The scope for private finance to deliver low-carbon transport systems in Kigali, Rwanda.

- Abstract
A significant portion of finance for a low-carbon transition is expected to come from private sources. This may be particularly the case in the transport sector, where there is a large private sector presence and substantial investment needs, and in low-income countries, where climate action is unlikely to be the first priority for public finances. However, it is unclear whether private finance can deliver the full range of actions that are needed for a low carbon transition, or what role the public sector can and should play to mobilise these resources. Kigali, the capital of Rwanda, is one of many cities in lower and middle income countries seeking to break away from business-as-usual trajectories and pursue more sustainable forms of urban development. In this paper, the economic case for a large set of low carbon transport investments in Kigali, Rwanda, is analysed from the perspective of a private investor and from the perspective of the city as an economic unit drawing on a data and methods used in a city-wide review of low carbon study of Kigali conducted in 2015 by the Climate Smart Cities team at the University of Leeds. Comparing the public and private perspectives provides the opportunity to explore the financing mechanisms and policy frameworks appropriate for different kinds of low-carbon investment, and to consider how governments in developing countries can lay the foundations for compact, connected low-carbon cities. A growing body of literature suggests that an economic case may exist for investment in large-scale climate change mitigation. At the same time, however, investment is persistently falling well short of the levels required to prevent dangerous climate change, suggesting that economically attractive mitigation opportunities are being missed. To understand whether and where these opportunities exist, this article contrasts macro-level analyses of climate finance with micro-level bottom-up analyses of the scale and composition of low-carbon investment opportunities in four case study developing world cities. This analysis finds that there are significant opportunities to redirect existing finance streams towards more cost-effective, lower-carbon options. This would mobilize substantial new investment in climate mitigation. Two key explanations are proposed for the failure to exploit these opportunities. First, the composition of cost-effective measures is highly context-specific, varying from place to place and sector to sector. Macro-level analyses of climate finance flows are therefore poor indicators of the micro-level landscape for low-carbon investment. Specific local research is therefore needed to understand the opportunities for cost-effective mitigation at that level. Second, many opportunities require enabling governance arrangements that are not currently in place. Mobilizing new low-carbon investment and closing the ‘climate finance gap' therefore requires attention to policy frameworks and financing mechanisms that can facilitate the exploitation of cost-effective low-carbon options. Policy relevance The importance of increasing investment in climate mitigation, especially in developing nations, is well established. This article scrutinizes four city-level studies of the scope for cost-effective low-carbon investment, and finds that significant opportunities are not being exploited in developing world cities. Enabling governance structures may help to mainstream climate considerations into investments by local actors (households, businesses and government agencies). While climate finance distributed through international bodies such as the Green Climate Fund may not always be a suitable vehicle to invest directly in disaggregated, local-level measures, it can provide the incentives to develop these governance arrangements. 4. Pathways to impact in local government: the mini-Stern review as evidence in policy making in the Leeds City Region.

Although in recent years great emphasis has been placed on global agreements and national commitments on climate change, ultimately action on mitigation and adaptation must take place at the local level. Many local authorities have to face questions of whether they should develop policies on climate change, and if so, on what evidence should policies be designed and delivered. This paper describes how academic research on the economics of low carbon cities (the 'mini-Stern review') helped create such an evidence base for the Leeds City Region and its constituent local authorities. We describe how the response to the evidence and the pathways to impact were different in the individual local authorities and what this means for our understanding of evidence in local policy making. In terms of Weiss' (Social sciences and modern states: national experiences and theoretical crossroads. Advances in political science, Cambridge University Press, Cambridge, ) classification, the study was mainly useful as an argument and idea rather than being used instrumentally. We find that the policy and political context in each authority determines to a large extent whether such an academic study is useable as evidence. The contents and timing of the study need to align with existing policy and/or political agendas: is climate change on the agenda at all, with what priority and how is it framed. We find confirmation of a relationship between the policy problem type and the role of evidence as argument, idea or data. The mini-Stern study itself was just one contribution to wide-ranging processes of informing, convincing, pressurising, etc., not just within the different councils but also within the wider communities. Other contextual factors include composition, agenda and activities of local civil society and the local business community. Finally, it depends on the expertise of policy officers in the councils what use is made of evidence. Making policy takes (much) time, translation and negotiation across levels and sectors. Policy work describes how policy officers bring their diverse forms of knowledge to bear on policy questions; how this work is done is something that is learned from practice rather than from the study.
