1. Randomize Groups, Not Individuals: A Strategy for Improving Early Childhood Programs

Abstract

Until the past few years, our nation's approach to designing federal programs for preschool-age children lacked coherence and paid little attention to what had worked (and not worked) in the past. In this article, the authors propose that credible information useful for designing effective programs will require the ongoing, systematic development and evaluation of alternative approaches for the improvement of large-scale early childhood programs. The research should place greater reliance on experiments in which existing groups of individuals, such as intact classes or preschool agencies, are randomly assigned to implement competing early education programs or program components. Randomizing groups, rather than individual children, changes the research question from "What works?" to "What works better?" yielding more useful information than is currently available about which preschool approaches ought to be strongly embedded in our nation's social policy. 3. The Effects of Attrition on the National Evaluation of Follow Through.

Abstract

Follow Through is a longitudinal program instituted by the U.S. Office of Education in which a variety of curriculum models have been implemented in a number of locations nationwide. Because services are provided from kindergarten through third grade, many children enter and leave the program at points not coterminous with the treatment itself. The purpose of this study was to assess the effects of attrition on the national Follow Through evaluation. Relationships between child characteristics such as ethnicity, sex, family income, and mother's education and attrition group membership were investigated to determine whether the findings of the major analysis should be qualified. 4. An Evaluation of the Nutrition Education and Training Program: Project Summary.

Abstract

This project summary reviews and extends the findings of prior reports made by Abt Associates, Inc. (Cambridge, Massachusetts) on the Nutrition Education and Training (NET) program, synthesizes evaluation efforts in nutrition education, and presents a set of conclusions based on the evaluations of nutrition programs. Chapter 1 presents background information on the NET program and gives a brief overview of the report. Chapter 2 describes the organizational framework of most nutrition programs and relates nutrition education activities to their hypothesized effects. Chapter 3 describes how the NET program is intended to work and how it has been implemented and investigates the implementation of programs from 1978 to 1980. Chapter 3 also reviews the legislative mandate behind the national NET program and presents a status report on the program by summarizing findings from surveys of NET state coordinators and a sample of local project directors. Models of three state programs are presented to show the diversity of responses to the program at the state level. Chapter 4 addresses the impact of the NET programs in Georgia and Nebraska, comparing the programs to other nutrition education programs also funded through the NET program or through the Food and Nutrition Service (Department of Agriculture). Conclusions are drawn about the effects of the programs on childrens' nutrition-related knowledge, attitudes, and behaviors. The final chapter sets forth the major conclusions of the report. (FG)

5. Follow Through: A Case Study in Metaevaluation Research.

Abstract

Three different approaches to metaevaluation are described and shown to have been applied to the study of Project Follow Through. These approaches include evaluation of primary evaluations, integrative meta-analysis in which results from several primary evaluations are combined, and secondary analysis involving the independent reanalysis of the raw data from a primary evaluation. These approaches are discussed in terms of the roles of the participants in the national evaluation of Project Follow Through and subsequent to the national evaluation. The metaevaluation models are contrasted with respect to three dimensions: (1) whether the metaevaluation is performed parallel or subsequent to the primary evaluation; (2) whether or not the raw evaluation data are reanalyzed by the metaevaluator; and (3) whether a single or a multiple data set is used. The key premise of metaevaluation is that evaluations should be subject to critical review in order to provide a balanced perspective for decision makers. (Author/CTM)
