Agriculture is central in Brazil's political and socioeconomic history; agricultural exploitation is mainly conducted by families, creating a type of agriculture developed in small rural properties named family farming. In Brazil, family farming accounts for a very diverse group of businesses, of which 91% of all the establishments are family establishments that build different production strategies according to different degrees of potentiality and precariousness. This study evaluated the role of rural credit policies in developing family farming activities with agricultural income generation in northeastern Brazil on various family-based farms. For this, the authors conducted a case study in Pernambuco, analyzing the spatial relationship between the distribution of family farms and the access to credit resources from the National Program to Strengthen Family Farming from 2006 to 2017 and the change probabilities in types of farms considering the next 10 years, given the maintenance of conditionsreported in the analyzed period. Results indicatedthe weakening of productive potentiality of farming activities in family farms in Pernambuco, with a significant change in the distribution of family farm types, a reduction in the participation of Specialized Farms and an expressive growth of Farms with Rural Residents. The findings also indicated the relevance of access to rural credit in the supply of production needs of different family farm types and development of farming activities with income generation. Rural credit policies have a strong impact on food production and food security. The attribution of credit policies to agricultural production is one of the main problems preventing the guarantee of agricultural expansion. In this work, we conduct family typology analysis applied to a set of research data to characterize different regions. Through genetic programming, a model was developed using user-defined terms to identify the importance and priority of each criterion used for each region. Access to credit results in economic growth and provides greater income for family farmers, as observed by the results obtained in the model for the Sul region. The Nordeste region indicates that the cost criterion is relevant, and according to previous studies, the Nordeste region has the highest number of family farming households and is also the region with the lowest economic growth. An important aspect discovered by this research is that the allocation of rural credit is not ideal. Another important aspect of the research is the challenge of capturing the degree of diversity across different regions, and the typology is limited in its ability to accurately represent all variations. This research aimed to investigate whether the use of rural credit policies is correlated with the income formation of rural producers. Through a survey, an online questionnaire was applied to rural producers in the municipality of Salgueiro, Pernambuco. From the linear regression model, a positive relationship was evidenced between the use of rural credit and the value of production with a difference, on average, of 17.4% greater in income compared to those who do not use this policy in the municipality of Willow tree. However, although family farming has a large share in the Brazilian economy and through the available credits, they are able to expand their production, there is still a need for greater investment in public policies for rural management education, ensuring an improvement in the quality of life of the people who live there. This research is about the rural credit cooperative Cresol Vale Europeu, linked to the Central Cresol Baser, belonging to the Cresol System. The Cooperative was born at the end of 2018, through the incorporation of five singular cooperative that exist in the cities of ÁguasMornas, Botuverá, Ituporanga, São João do Itaperiú and Schröeder. Credit cooperatives in the solidarity financial system were created in the end of twentieth century to democratize financial services to the excluded population. Historically, rural credit for family farming was the main financial product of the Cresol System. This situation has been changing in recent years due to external factors to the cooperative and others factors. This research has studied how rural credit fits into this new environment of Cresol’s performance, analyzing its results, potentialities and limits in terms of cooperative governance and rural development. This investigation was carried out based on field research with social actors in the territory of cooperative’s operation, through semi-structured interviews with cooperative family farmers, technicians and managers. In their view, the results obtained by the Cooperative in its policies of rural credit for family farming are the fruit of a close work, which has managed, over time, to improve its governance in the face of the challenges imposed by the financial market. However, the main challenge lies in the paradox between ensuring the growth and expansion of the Cooperative and strengthening social ties that maintain a good relationship with the membership, especially the rural environment that is the origin of the Cooperative.

This study aims to present the impacts of the National Program for Strengthening Family Farming (Pronaf) on income and productivity in Brazilian family farming. To achieve the proposed objective, data from the National Household Sample Survey (PNAD) of 2014 were used and was used as the analysis method the Propensity Score Matching (PSM). It was observed that the program has a positive average effect of 10.9% on the income of its beneficiaries compared to non-beneficiaries. Regarding the effect of Pronaf on agricultural productivity, Pronaf beneficiaries have an average productivity 15.2% higher than nonbeneficiaries. [ABSTRACT FROM AUTHOR]

The present work has as its theme rural credit, with low interest rates and facilitated payment conditions, as the solvency studies of land projects are still incipient in academia, and asked: the agricultural activities proposed in the technical projects of rural financing submitted by Secretariat of Agrarian Development (who coordinates actions of this size in the State of Ceará), do financial agents guarantee their economic and financial solvency in the long term? The answer came through a qualitative methodology, addressing concepts and meanings about the theme; and quantitative, materialized in the elaboration in electronic spreadsheets of four possible scenarios of the studied project, worked by forecasting the cash flow of the production and cultivation of its commodities: production of corn, beans and mango-muscatel and the management of chickens for the production of eggs and cows, for the production of milk and rennet cheese, are viable and solvent. The best scenario would be to grant a bonus 40% of the installments for payment on time, without remuneration for labor: farmers work the land with their own hands with a net return of R$ 1,868.59/ Month, which guaranteed her and her offspring's sustenance. O presente trabalho tem como temática o crédito rural, com juros baixos e condições de pagamento facilitadas, pois os estudos de solvência dos projetos fundiários ainda são incipientes na academia, e indagou-se: as atividades agropecuárias propostas nos projetos técnicos de financiamento rural encaminhados pela Secretaria de Desenvolvimento Agrário, órgão responsável por ações dessa natureza, aos agentes financeiros, garantem a sua solvência econômica e financeira a longo prazo? Por meio da metodologia de natureza qualitativa, foram abordados conceitos e acepções acerca do tema, e quantitativamente materializada em planilhas eletrônicas de quatro cenários possíveis do projeto estudado, trabalhadas pela previsão do fluxo de caixa da produção e cultivo de suas commodities, assim foi verificado que a produção de milho, feijão e manga-moscatel, e o manejo de galinhas para a produção de ovos, de vacas para a produção de leite e queijo-coalho são viáveis e solventes. O melhor cenário seria a concessão de bônus de 40% das parcelas para pagamento em dia, sem remuneração de mão-de-obra: Os agricultores trabalham a terra com as próprias mãos e tem retorno líquido de R$ 1.868,59/mês, o que lhes garante o próprio sustento e de sua prole.

15. Rural credit acquisition for family farming in Brazil: Evidence from the Legal Amazon.

Family farmers are important actors to sustain food security and job generation in Brazilian rural areas. The National Program for Strengthening Family Farming (PRONAF) is the main public program offering microcredits to family farmers to foster sustainable production and reduce the poverty gap. While poverty and income inequality prevail in the Amazon, credits seem to target wealthier livestock farmers, and neglect smallholders engaged in crop production. This paper assesses the factors influencing the monetary amount of credit received at the regional level and argues that stable production systems and strong credit mechanisms could facilitate market access, knowledge transfer, and technology adoption. A spatial Durbin error model is utilized to analyze the factors determining the credit received while controlling for spatial correlations in livestock and agricultural systems in 103 microregions, composing the Brazilian Legal Amazon. To complement the quantitative estimations, we conducted 35 semi-structured interviews with key informants from technical assistance, scholars, and banks managers. Results suggest a geographical interdependence of PRONAF microcredit allocation, where wealthier farmers steadily access markets and credits. Microregions where commercial banks are present and with higher production values receive higher microcredits, strengthening the economic advantages of wealthier farmers located in those regions. Therefore, in order to improve credit allocation, political actions should focus on targeting poor and vulnerable farmers lacking social networks, stable markets and financial investments. • The study exams credit acquisition for family farming while controlling for spatial correlations in the Brazilian Legal Amazon. • Credits are not independently distributed, and are influenced by spatial characteristics of neighboring microregions. • Credit history and bank type are possibly a result of consolidated arrangements which support wealthier farmers. • Political efforts should target the integration of poorer and vulnerable farmers unable to acquire credits [ABSTRACT FROM AUTHOR]

Este artigo tem o objetivo de estudar o Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) nas suas linhas de crédito para custeio e investimento, com o intuito de investigar suas relações e interfaces com a agricultura familiar, utilizando-se de um estudo no Rio Grande do Sul (microrregião do Médio Alto Uruguai). A pergunta a ser respondia é: qual o tipo de fortalecimento que o Pronaf gera junto aos agricultores familiares? Para isso, se usa como base uma metodologia qualitativa, com a utilização de entrevistas semiestruturadas e se apoia nas argumentações com dados secundários de diversas fontes e pesquisas. Conclui-se que o Programa tem lógica dupla. De um lado, ele está financiando as atividades de produção habituais dos agricultores, como grãos e commodities agrícolas. De outro, há um processo de diversificação econômica das atividades produtivas, das pequenas criações, cultivos e de alimentos básicos ao consumo das famílias.This article aims to study the National Programme for Strengthening Family Agriculture (Pronaf) in their credit lines for costing and investment, in order to investigate their relationships and interfaces with the family farm, using it for a study in Rio Grande do Sul (Middle High Uruguay microregion). The question to be answered is: what kind of building that is generating Pronaf with family farmers? To do this, it was used a methodology based on qualitative, using semi-structured interviews and underpinned by arguments with secondary data from various sources and research. It is concluded that the program has a dual logic. On the one hand, it is financing production activities usual for farmers, such as grain and agricultural commodities. On the other hand, there is a process of economic diversification of productive activities, small livestock, crops and basic food for household consumption.

Este artigo apresenta uma avaliação do desempenho do crédito à agricultura familiar brasileira entre os anos de 1995 a 2018 no âmbito do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF). Examinam-se estatísticas de volume financiado, número de contratos e distribuição dos recursos quanto a regiões, tipo de beneficiário e tipo de cultura. Os dados mostram a forte expansão do montante de crédito a partir de 2003, seguida de contração iniciada com a recessão econômica de 2015-2016, bem como a concentração dos recursos na região Sul, em agricultores de maior porte e na lavoura de soja. O artigo contrasta, ainda, estes resultados com as expectativas despertadas com a criação do PRONAF em meados dos anos 1990. This paper aims at analysing the performance of PRONAF, a rural credit policy directed at Brazilian family farming, from 1995 to 2018. Evidence comprises credit volume, number of contracts, and the distribution of the resources according to regions, kind of beneficiary and crops. The outcomes show a strong expansion of both credit volume and number of contracts from 2003 on, followed by a deep contraction associated to the economic recession of 2015-2016, as well as some degree of credit concentration in the Southern region of the country, higher-size family farming, and producers of soya. The paper also contrasts actual outcomes with the expectations arisen the creation of PRONAF in the mid-1990s.

CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior Outra Agência Esta Tese parte da importância de se estudar, no Brasil, as perspectivas e políticas para o desenvolvimento de uma economia com baixa emissão de Gases causadores de Efeito Estufa, bem como o papel do crédito rural e da produtividade para tal. O objetivo principal é avaliar os impactos de políticas de crédito e produtividade sobre a produção agrária familiar nos diversos biomas brasileiros, identificando quais são as implicações de: i. crédito rural via Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) e ii. aumentos de produtividade da terra no meio rural. Analisa-se os impactos nos níveis setoriais, regionais e macroeconômicos. O estudo é fundamentado no arcabouço teórico da produção rural no Brasil e da medição dos efeitos das políticas rurais, bem como na literatura sobre as mudanças climáticas, os setores rurais e as soluções sustentáveis à perda de produtividade no campo. Sob essas luzes e sob uma perspectiva estritamente econômica, uma análise rigorosa dos impactos gerados por aumentos no crédito rural e na produtividade, relacionados aos produtores agropecuários e extrativistas vegetais em território brasileiro – diferenciados em familiares e patronais –, é realizada nesta Tese. Tal análise faz uso de um modelo de Equilíbrio Geral Computável (EGC) especialmente construído para análise dos setores agrários nos diversos biomas brasileiros: TERM-Biomas. A metodologia considera de maneira sistemática as relações inter-regionais e intersetoriais. Os resultados das simulações de crédito rural baseados nos dados do Pronaf são apresentados como uma comparação dos valores na simulação desse crédito rural familiar com aqueles em um cenário básico, sem tal programa, de acordo com os setores e regiões de ocorrência. O choque se dá somente sobre os setores familiares do modelo em dinâmica recursiva, alterando diretamente a produção desses setores. A principal conclusão, dada essa simulação, é a de que, quando comparado a um cenário base, todas as regiões do modelo apresentariam ganhos nas mais variadas magnitudes. Regiões com maiores participações na produção agrária familiar ganham mais que outras. Até 2020, percebe-se que algumas regiões – predominantemente de Caatinga – apresentam perdas comparativas. Isso se deve ao fato de, uma vez que regiões tradicionalmente produtoras familiares teriam suas demandas por fatores primários mais aumentadas, investimentos e empregos migrarem daquelas regiões, menores produtoras rurais familiares. Quando se analisa os resultados em um horizonte temporal um pouco mais vasto, porém, os resultados apontam aumentos generalizados. Regiões mais vulneráveis e especializadas em setores familiares, então, ganham sobremaneira. Produção, emprego e níveis de investimentos são afetados diretamente quando analisados setorialmente. Os setores patronais também têm suas atividades impactadas, apesar de que em menor magnitude, além de alguns setores não-agrários indiretamente afetados, principalmente, os de fertilizantes, dos defensivos agrícolas, de transportes e dos serviços industriais e de utilidade pública. Os efeitos indiretos são identificados como importantes. Quando se analisa os resultados das simulações de aumentos de produtividade nos setores agrários brasileiros, a ideia é a de uma análise em estática comparativa, apresentando variações percentuais anuais esperadas. De uma forma geral, os aumentos de produtividade aplicados na simulação, dentro da cadeia de efeitos considerada no modelo, diminuem a demanda por fatores primários. As simulações são realizadas por cultura individualmente. Os resultados encontrados estão de acordo com o esperado pelas hipóteses levantadas e permitem concluir que, quando se trata da temática abordada neste trabalho, o avanço vem no estudo de políticas e programas específicos no meio rural brasileiro com metodologia adequada à análise de impactos almejada. Esta Tese ainda aprimora o desenvolvimento de modelos tradicionais de EGC para a economia brasileira e preenche importantes lacunas existentes ao considerar níveis de agregação setoriais e regionais nunca utilizados, de forma bem apoiada na literatura e com importantes justificativas para tanto. Em termos setoriais, o avanço de se considerar os mais variados produtos agrários de forma desagregada em seus setores familiares e patronais não é trivial, mas importante. Em termos regionais, a consideração de características climáticas e geográficas, por exemplo, através da desagregação das Unidades da Federação brasileiras em diferentes regiões de acordo com os biomas presentes naquela Unidade da Federação, se mostra importante e mais um avanço, além de na modelagem de EGC, no campo de estudo que abarca este trabalho. This study aims to assess the impacts of rural credit and productivity policies on family farming in the various Brazilian biomes. It is important to study, in Brazil, the perspectives and policies for the development of an economy with low emission of Greenhouse Gases, as well as the role of rural credit and productivity for this. The main objective is to identify the implications of i. the rural credit through the National Family Farming Strengthening Program (in Portuguese, Programa Nacional de Fortalecimento da Agricultura Familiar – Pronaf), and ii. the increases in productivity in the rural area. The impacts at the sectoral, regional, and macroeconomic levels are analyzed. The study is based on the theoretical framework of rural production in Brazil and the measurement of the effects of rural policies, as well as on the literature on climate change, rural sectors, and sustainable solutions to the rural productivity loss. Under these lights and under a strictly economic perspective, a rigorous analysis of the impacts of increases in rural credit and productivity, related to farmers in Brazilian territory – family and patronal farmers separately considered –, is carried out in this Dissertation. Such analysis uses a Computable General Equilibrium (CGE) model specially built for analysis of the rural sectors in the Brazilian biomes: TERM-Biomas. The methodology systematically considers interregional and intersectoral relations. The results of the simulation exercise regarding Pronaf are presented as a comparison of the variables of interest values in the simulation considering this specific rural credit with those in a base scenario without such program, according to the sectors and regions of occurrence. The shock occurs only on the family farming sectors of the model in recursive dynamics, directly impacting the production of these sectors. The main conclusion, given this simulation, is that, when compared to a base scenario, all regions of the model win, in the most varied magnitudes. Regions with greater participation in family farming production earn more than others. Up to the year 2020, some regions – predominantly from the Caatinga biome –show comparative losses. This was because, since traditionally family farming regions would have their demands for primary factors more drastically increased, investments and jobs migrate, for example, from those regions of Caatinga. When the results are analyzed in a wider timeframe, however, the results suggest general gains. The more vulnerable and specialized in family farming sectors are the regions, the greater are the gains. The production, the employment, and the investment levels are directly affected when analyzed by sector. The patronal farming sectors have their activities impacted as well, although to a lesser extent, in addition to some non-agrarian sectors indirectly affected, mainly those of fertilizers, pesticides, transport, and industrial and public utility services. The indirect effects are identified as important. When it comes to analyzing the results of productivity increases simulations in the Brazilian rural sectors, the analysis is in a comparative and static way, showing the expected variations in terms of annual percentage. In general, the productivity increases simulated, within the effects considered in the model, decrease the demand for primary factors. The simulations are performed by commodity. The findings are in line with what was expected by the hypotheses raised in this study and allow the following conclusion: when it comes to the theme addressed in this research, the advance comes in the study of specific rural policies and programs in Brazil using a methodology that allows the impact assessment. This Dissertation also improves the development of traditional CGE models for the Brazilian economy and fills important gaps when considering never used sectorial and regional aggregations, in a well-supported way in the literature and with important justifications for that. In sectoral terms, the progress made in considering the varied rural commodities in a disaggregated way in their family and patronal sectors is not trivial, but important. In regional terms, the consideration of climatic and geographic characteristics, for example, through the disaggregation of Brazilian States in different regions according to their biomes, is important and another step forward in CGE modeling in the field of study that this research covers.

Rural credit and technical assistance are important agricultural policies adopted in Brazil, where family farming comprises 80% of the Brazilian farmers. However, how have the potentially classified persons as family farmers (PPCAF in Portuguese) in Brazil been granted with credit and technical assistance (TA)? This work analyzes these issues based on 2014 PNAD´s microdata. After organizing the data in tables and run logit model, the following unfolded: (1st) Northeastern Brazilian citizens are predominant among the PPCAF, but not among the ones granted with Pronaf and TA; (2nd) higher household income and formal schooling are linked to larger access to Pronaf and TA; (3rd) the Northeastern and Northern PPCAF make greater use of public-provided TA, while the Southern and Midwestern PPCAF make more use of private-provided TA; (4th) the logit models indicate that men, with lower schooling levels, and the Northeastern inhabitants are less likely to have access to TA than their opponents. There are personal and regional differences concerning the access to TA, which is necessary to be better addressed by economic policies. Crédito rural e assistência técnica são importantes instrumentos de estímulo à agropecuária. Mas de que maneira eles têm sido utilizados pela agricultura familiar, que engloba quase 80% dos estabelecimentos agropecuários brasileiros? O presente artigo, usando microdados da PNAD de 2014, analisa o acesso de Pessoas Potencialmente Classificadas como Agricultor Familiar (PPCAF) a programas de crédito e assistência técnica e extensão rural (ATER), diagnosticando possíveis diferenças pessoais e regionais neste acesso. A análise tabular e via o modelo lógite sobre as PPCAF mostra que: (1) nordestinos são predominantes entre as PPCAF, mas não entre os contemplados no Pronaf e na ATER; (2) à medida que aumenta a faixa de rendimento domiciliar e a escolaridade das PPCAF, aumenta o acesso ao Pronaf e à ATER; (3) enquanto as PPCAF nordestinas e da região Norte fazem maior uso de ATER pública, as PPCAF do Sul e do Centro-Oeste fazem mais uso de ATER privada; (4) os modelos lógites indicam que há menor probabilidade do homem, do menos escolarizado e do nordestino ter acesso à ATER do que os seus contrários nesses requisitos. Constata-se, portanto, haver diferenças pessoais e regionais no acesso à ATER e que precisam ser mais bem tratadas por políticas econômicas.

In view of the growing world demand for food, family farming and access to rural credit have been understood as essential factors for the sustainable development of the agricultural sector. Based on this context, this studyaimed to identify the relationship between rural credit and the sustainable development of small agricultural properties in the municipality of Prudentópolis-PR comparing rural borrowing and non-borrowing properties in relation to meeting the economic, environmental and social dimensions of sustainability. For that, a field research was carried out, from interviews and observations, in 6 rural properties, being 3 rural credit borrowers and 3 non-borrowers. The results demonstrate that rural credit is an essential tool for the development of rural properties. Despite farmers' lack of knowledge about the application of the concept of sustainability, differences are identified in the economic and social dimensions. In general, the results demonstrate that rural credit borrowingproperties have more sustainable development measures than non-credit borrowers, denoting rural credit as an important tool that can assist in more sustainable agricultural production. Diante da crescente demanda mundial por alimentos, a agricultura familiar e o acesso ao crédito rural têm sido entendidos como fatores essenciais para o desenvolvimento do setor agrícola de forma sustentável. Baseando-se nesse contexto, este estudo teve como objetivo identificar a relação do crédito rural com o desenvolvimento sustentável de pequenas propriedades agrícolas no município de Prudentópolis-PR, comparando propriedades tomadoras e não tomadoras de crédito rural em relação ao atendimento das dimensões econômica, ambiental e social da sustentabilidade. Para tanto, foi realizada uma pesquisa de campo, a partir de entrevistas e observações, em 6 propriedades rurais, sendo 3 tomadoras de crédito rural e 3 não tomadoras. Os resultados demonstram que o crédito rural é uma ferramenta essencial para o desenvolvimento das propriedades rurais. Apesar do não conhecimento sobre a aplicação do conceito de sustentabilidade, por parte dos agricultores, diferenças são identificadas nas dimensões econômica e social. De modo geral, os resultados demonstram que propriedades tomadoras de crédito rural apresentam mais medidas de desenvolvimento sustentável em relação as não tomadoras de crédito, denotando o crédito rural como uma importante ferramenta que pode auxiliar em uma produção agrícola mais sustentável.

Resumo: O artigo analisa, a partir de contrapontos entre princípios normativos e experiências vividas por jovens rurais, os limites do Pronaf Jovem na construção social de uma juventude rural sucessora na agricultura familiar. A pesquisa combinou levantamento documental e estudo de caso. No estudo de caso, realizado em municípios da Região Central do Rio Grande do Sul, foram produzidos dados qualitativos e quantitativos. O Pronaf Jovem idealiza a construção de uma juventude rural autônoma, pluriativa, integrada em instituições de desenvolvimento rural e sucessora na agricultura familiar. Na realidade pesquisada, os jovens rurais não conseguiram acessar crédito rural na linha Pronaf Jovem. Eles investem em diferenciadas estratégias de emancipação pessoal, que raramente se encaminham pelos projetos de sucessão hereditária na agricultura familiar. Abstract: This article analyzes the limits of Pronaf Jovem in the social construction of a successor rural youth in family farming from counterpoints between normative principles and experiences lived by young rural people. The research data were obtained by combining documentary research and case study. The case study was carried out in municipalities of the Central Region of Rio Grande do Sul, it was produced qualitative and quantitative data. Pronaf Jovem idealizes the construction of an autonomous, pluriactive rural youth, integrated in institutions of rural development and successor in family farming. In this study, rural youth could not access rural credit through Pronaf Jovem. They invest in differentiated strategies for personal emancipation, which are rarely directed towards projects of hereditary succession in family farming.

This study aims to present the impacts of the National Program for Strengthening Family Farming (Pronaf) on income and productivity in Brazilian family farming. To achieve the proposed objective, data from the National Household Sample Survey (PNAD) of 2014 were used and was used as the analysis method the Propensity Score Matching (PSM). It was observed that the program has a positive average effect of 10.9% on the income of its beneficiaries compared to non-beneficiaries. Regarding the effect of Pronaf on agriculturalproductivity, Pronaf beneficiaries have an average productivity 15.2% higher than nonbeneficiaries. Este estudo tem como objetivo principal apresentar e discutir os impactos do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) sobre a renda e a produtividade na agricultura familiar brasileira. Para alcançar o objetivo proposto, foram utilizados dados da Pesquisa Nacional por Amostra de Domicílios (PNAD) do ano de 2014 e empregou-se como método de análise o Propensity Score Matching (PSM). Observou-se que o programa apresenta efeito médio positivo de 10,9% sobre a renda dos seus beneficiários em relação aos não beneficiários. Quanto ao efeito do Pronaf sobre a produtividade agropecuária, os beneficiários do Pronaf apresentam em média uma produtividade 15,2% maior em comparação aos não beneficiários. El objetivo de este estudio es presentar los impactos del Programa Nacional para Fortalecer la Agricultura Familiar (Pronaf) sobre los ingresos y la productividad en la agricultura familiar brasileña. Para lograr el objetivo propuesto, se utilizaron los datos de la Encuesta Nacional de Muestra de Hogares (PNAD) de 2014 y como método de análisis el Propensity Score Matching (PSM). Se observó que el programa tiene un efecto promedio positivo del 10.9% sobre los ingresos de sus beneficiarios en comparación con los no beneficiarios. Con respecto al efecto de Pronaf en la productividad agrícola, los beneficiarios de Pronaf tienen una productividad promedio 15.2% más alta que los no beneficiarios.

The objective of this study was to evaluate the impact of rural credit on land and labor productivity for Brazilian family farmers and assess factors influencing the rural credit approval process. The study employs data contained in the 2006 Brazilian Municipality1 Agricultural Census and a “trade index” (TI) specifically constructed to differentiate family farmers. The impact of credit on land and labor productivity was calculated by comparing the productivity of a group of family farmers that received credit with the productivity of a group of family farmers that were credit restricted. The groups were constructed with the aid of propensity score matching. When statistically significant, the average effect of credit was found to increase the recipient’s productivity of land and labor. It was also found that productivity increases due to the use of credit aligned with the level of the family farmer’s integration into the commercial market and, therefore, one credit policy does not fit for all Brazilian family farmers.

Para estimar esse impacto, foram utilizados dados do Censo Agropecuário de 2006 por município. Para diferenciar os agricultores familiares, foram utilizados quartis do índice de mercantilização. O impacto da restrição ao crédito sobre a produtividade da terra e a produtividade do trabalho foi calculado a partir da comparação entre o grupo que recebeu crédito e o que não recebeu crédito, obtido através do escore de propensão (propensity score matching). As estimativas do efeito médio de tratamento sobre os tratados, quando apresentaram resultados estatisticamente significativos, mostraram que o crédito aumenta a produtividade do trabalho e da terra e que os valores diferem entre os diferentes níveis de mercantilização dos agricultores familiares e, portanto, requerem políticas distintas.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) The National Program for the Strengthening of Family Agriculture (PRONAF) emerges as a tool to build a new model of rural development in the country, whose main mission is to combat the inequalities that have traditionally marked the state policies aimed at stimulating a change in the technical basis of agriculture. That his institution marks the recognition of family farmers as a social category and opens the way for the implementation of a series of public policies aimed at attending to the world of family agriculture. Among these, the Food Acquisition Program (PAA) was created in 2003 with the purpose of promoting food and nutritional security, linked to the strengthening of family farming. The purpose of this research was to analyze PRONAF, in the period 1999-2012, regarding the distribution and coverage of resources and also to analyze the PAA, in the period of 2011-2014, in the region of Pontal do Paranapanema / SP, with emphasis in the municipality of Lookout. In addition to bibliographical and documentary research, the work used data from the Central Bank of Brazil in the case of PRONAF and the SAGI Platform in the PAA case. In addition, semi-structured interviews were conducted with farmers' organizations, and members of municipal PAA management, as well as application form with farmers providing food in the program. It was verified that, the resources of the PRONAF are strongly significant in few municipalities, highlighting concentration of resources. In the case of the PAA, it has been found that it has contributed to farmers' activities in agriculture, not just in livestock activities, but also before the program. It also influences better feeding of the farmers involved, as well as the families that receive the food purchased by the PAA in the municipality. A sensitive alteration of the productive matrix was observed. The program also made possible, even in a timely manner, investments in productive activities O Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) surge como instrumento para construir um novo modelo de desenvolvimento rural no país, tendo como principal missão combater as desigualdades que marcaram tradicionalmente as políticas estatais voltadas para estimular a mudança da base técnica da agricultura, sendo que sua instituição marca o reconhecimento dos agricultores familiares como categoria social e abre caminho para implementação de uma série de políticas públicas voltadas a atender o universo da agricultura familiar. Entre essas, cria-se em 2003 o Programa de Aquisição de Alimentos (PAA) com a finalidade de promover a segurança alimentar e nutricional, articulada ao fortalecimento da agricultura familiar. Esta pesquisa teve como objetivo analisar o PRONAF, no período de 1999-2012, quanto a distribuição e abrangência dos recursos e também analisar o PAA, no período de 2011-2014, na região do Pontal do Paranapanema/SP, com ênfase no município de Mirante. O trabalho utilizou, além da pesquisa bibliográfica e documental, dados do Banco Central do Brasil no caso do PRONAF e da Plataforma SAGI no caso do PAA. Além disso, foram realizadas entrevistas semiestruturadas com organizações de agricultores, e membros da gestão municipal do PAA, bem como aplicação de formulário com agricultores fornecedores de alimentos no programa. Verificou-se que, os recursos do PRONAF são fortemente significativos em poucos municípios, destacando concentração de recursos. No caso do PAA, verificou-se que tem contribuído para que os agricultores atuem em atividades voltadas a agricultura, e não apenas nas atividades pecuárias como antes do programa. Influi também em uma melhor alimentação dos agricultores envolvidos, bem como das famílias que recebem os alimentos adquiridos pelo PAA no município. Uma sensível alteração da matriz produtiva foi observada. O programa possibilitou também, mesmo que pontualmente, a realização de investimentos nas atividades produtivas

No aspecto social, representa uma retomada aos valores da terra e do meio ambiente, pois produz em menor escala e de forma diversificada. Com a demanda por produtos originados da agricultura familiar e com a facilidade na aquisição de máquinas e equipamentos agrícolas, a pequena propriedade rural está substituindo o trabalho realizado de forma braçal pela realização de tarefas de forma mecanizada. Fatores como a escassa mão de obra, a demanda por alimentos e o mercado de máquinas e equipamentos agrícolas, expandido pelos incentivos fornecidos pelo Governo Federal, proporcionaram que esses estabelecimentos se tornassem mais produtivos, aderindo à mecanização parcial ou total de suas atividades. Desta forma, este estudo teve como principal objetivo diagnosticar como a aquisição de tratores agrícolas por meio do Pronaf Mais Alimentos modificou o cenário e a economia das propriedades rurais. O trabalho foi desenvolvido através de análise de 243 projetos para aquisição de tratores agrícolas, elaborados pela Emater/Ascar-RS, que utilizaram a linha de crédito do Pronaf Mais Alimentos na Região Centro do estado do Rio Grande do Sul. Na pesquisa de campo desenvolvida em 69 propriedades rurais verificou-se que mesmo com a parcela do financiamento adquirido, a renda bruta anual das propriedades aumentou e os cultivos característicos das propriedades foram alterados. Constatou-se que na tomada de decisão de escolha do trator são considerados os fatores potência e valor disponível do financiamento, não sendo considerada o tamanho da propriedade e os custos com manutenção do trator adquirido. A modernização da propriedade rural através da aquisição do trator agrícola deveria reduzir o desgaste físico e os riscos ocupacionais do trabalho executado no campo. Contudo, ao analisar os modelos adquiridos foram encontrados níveis muito baixos em relação a conformidade com normas técnicas e regulamentadoras, demonstrando que embora sejam máquinas novas, os seus projetos não estão considerando melhorias que façam com o que trabalho rural seja realizado com maior conforto e segurança. With the economic recovery and the benefits arising from the Federal Government, the Family Agriculture was encouraged to enter the market in a more organized and competitive way. In the social aspect, it is a return to the values of the land and the environment because family farmers produce in smaller scale and with more diversity. With the demand for products originating from family farming and with the ease of acquisition of machinery and equipment, the small farm is replacing hand work by mechanized tasks. Factors such as the limited manpower, the demand for food and agricultural machinery and equipment market, which expanded by incentives provided by the Federal Government, made that these farms become more productive by joining the partial total mechanization of their activities. Thus, this study aimed to diagnose how the acquisition of tractors through Pronaf Mais Alimentos changed the landscape and the economy of rural properties. The work was developed through analysis of 243 projects for the acquisition of agricultural tractors that use the credit line Pronaf Mais Alimentos elaborated by the rural extension agency Emater/Ascar-RS in central region of the Rio Grande do Sul state, Brazil. In field research conducted in 69 rural properties we found that even considering the portion of the acquired funding, the annual gross income of the properties increased and the characteristic cultivation crops of the properties have changed. We found that in making tractor choice decision the factors considered were the engine power and value of available funding, not considering the size of the property and the maintenance costs of the purchased tractor. The modernization of rural property by acquiring the tractor should reduce physical wear and occupational risks of the work performed in the field. However, when analyzing the acquired models we found very low levels of compliance in relation to technical and regulatory standards, demonstrating that although they were brand new machines, their designs are not considering improvements in order to provide rural work with greater comfort and safety

This type of farming, particularly in the Northeast, is predominantly developed by undercapitalized farmers who do not have a condition to offer the guarantees required by financial institutions to hiring rural credit. To alleviate this difficulty of access to rural credit, was established in 1995, PRONAF (National Program to Strengthen Family Farming), which serves to supply credit to farmers on more favorable terms than conventional loans. However, in the literature it appears that this program presents a number of difficulties for its access. Thus, the objective of this dissertation is to identify, analyze and propose suggestions on the main difficulties encountered by family farmers in the municipality of Garanhuns - PE to access the resources of PRONAF B. To achieve this objective, we interviewed local actors who somehow deal with Pronaf and were applied 82 questionnaires to the families of the municipality farmers access or have accessed credit. It was concluded that, despite the existence of some bureaucracies and contractual requirements, the vast majority of farmers understand that the program is easy to access. There was no any great difficulty accessing the program, only a few bottlenecks that prevent its universalization. A agricultura familiar sempre teve um papel fundamental no fornecimento de alimentos e na fixação dos agricultores no campo, evitando seu êxodo para as cidades. Este tipo de agricultura, principalmente na Região Nordeste, é predominantemente desenvolvida por agricultores descapitalizados, que não possuem condições de oferecer as garantias exigidas pelas instituições financeiras para contratação de crédito rural. Para amenizar essa dificuldade de acesso ao crédito rural, foi criado em 1995, o PRONAF (Programa Nacional de Fortalecimento da Agricultura Familiar), que tem a função de ofertar crédito aos agricultores familiares em condições mais vantajosas que o crédito convencional. No entanto, verifica-se na literatura que este programa apresenta uma série de dificuldades para seu acesso. Sendo assim, o objetivo dessa dissertação é identificar, analisar e propor sugestões sobre as principais dificuldades encontradas pelos agricultores familiares do município de Garanhuns - PE para acessar os recursos do Pronaf B. Para consecução desse objetivo, foram entrevistados atores locais que de alguma forma lidam com o Pronaf e foram aplicados 82 questionários aos agricultores familiares do município que acessam ou já acessaram o crédito. Concluiu-se que, apesar da existência de algumas burocracias e exigências contratuais, a grande maioria dos agricultores entendem que o programa é fácil de acessar. Não foi observada nenhuma grande dificuldade para acessar o programa, apenas alguns gargalos que impedem sua universalização, como a falta de recursos financeiros e o reduzido número de agentes do Programa Agroamigo.

The paper strives to analyze the macroeconomic aspects related to agriculture and conjectural changes in recent years. In particular we analyze on the relationship between rural credit and sector performance characterizing some innovations of the period. With respect to family farming, the credit is the main policy but its role is still very timid in the segment with the aggravating factor that the rules established by Pronaf led to misfocusing. Although funding has advanced in the past decade this progress is relative and does not account for the increasing multifunctionality of family farming establishments.

In Brazil, rural policies over the years, turned to the valuation of employer agriculture at the expense of family-based agriculture, recently, however, the family farm has become relevant in the context of the nation's rural development strategy. Some research currently link their research objects to the form of state intervention in the rural areas, from the execution of various public policies that include rurality as a decisive part of this intervention. Among these, the policy of granting agricultural credit has outstanding participation, composing the most important strategy for rural development in the country. The Ministry of Agrarian Development - MDA operates a national policy for granting credit for the strengthening of family farming through the National Program for Strengthening Family Agriculture (PRONAF). This program follows the rules established by MDA, electing the adoption of income limits and other aspects. The qualification of the farmer as a family farmer depends on the issuance of the Statement of Fitness for pronaf - DAP document stating who has the condition. Besides the DAP, which determines the class of access to credit, some types of credit require collateral to obtain financing, limited production potential and capacity of the payee, factors that constitute inaccurate and paradoxical in those regions where low rates economic and social development, such as the Brazilian Northeast. The government discourse diffuses the need to integrate family farms to markets and the modernization of the means of production as requirements development and improvement of rural conditions. This study was aimed at analyzing the overall funding pronaf in Barra de Santana-PB under the modernization approaches seeking to understand their effective contribution to the development of the municipality. The specific objectives sought to identify the socioeconomic profile of farmers, checking if there was an increase in technological production standards; quantify the volume of resources made available by the municipality pronaf the period 2010-2012 and also finally assess the acceptability of the program in the region and its institutional environment. The methodology is exploratory and descriptive, and quantitative and qualitative approaches. We used questionnaires and interviews as tools for data collection, as well as research on secondary data sources and bibliographic queries concerning this theme alludes. A discussão sobre a importância e do papel da agricultura familiar no desenvolvimento rural brasileiro constitui temática de intenso debate. No Brasil, as políticas rurais, ao longo dos anos, voltaram-se à valorização da agricultura patronal em detrimento da agricultura de base familiar, recentemente, porém, a agricultura familiar passou a ser relevante no âmbito da estratégia de desenvolvimento rural brasileira. Algumas pesquisas, atualmente, vinculam seus objetos de pesquisa à forma de intervenção estatal sobre o meio rural, a partir da execução das diversas políticas públicas que contemplam a ruralidade como elemento determinante desta intervenção. Dentre estas, a política de concessão de crédito rural tem destacada participação, compondo a mais importante estratégia de desenvolvimento rural no país. O Ministério do Desenvolvimento Agrário – MDA, opera a política nacional de concessão de crédito destinado ao fortalecimento da agricultura familiar através do Programa Nacional de fortalecimento da Agricultura Familiar (PRONAF). Este programa segue regras estabelecidas pelo MDA, elegendo a adoção de limites de renda entre outros aspectos. A qualificação do produtor rural como agricultor familiar depende da emissão da Declaração de Aptidão ao Pronaf – DAP, documento que atesta a condição a quem o possuir. Além da DAP, que determina a classe de acesso ao crédito, algumas modalidades de crédito requerem garantias reais para obtenção dos financiamentos, limitados ao potencial de produção e capacidade de pagamento do beneficiário, fatores que se configuram imprecisos e paradoxais em regiões que concentram baixos índices de desenvolvimento econômico e social, como o Nordeste Brasileiro. Esta pesquisa teve como objetivo geral analisar os financiamentos do Pronaf no município de Barra de Santana-PB, procurando desvelar sua efetiva contribuição para o desenvolvimento do município. Como objetivos específicos procurou-se identificar o perfil socioeconômico dos agricultores familiares, verificando se houve elevação nos padrões tecnológicos de produção; quantificar o volume de recursos disponibilizado pelo Pronaf no município no período de 2010 a 2012 e, por fim, avaliar a aceitabilidade do programa na região e sua dinâmica de operacionalização. A metodologia utilizada é de caráter exploratório e descritivo, com abordagens quantitativa e qualitativa. Utilizaram-se questionários e entrevistas como instrumentos para obtenção de dados, assim como, pesquisas em fontes de dados secundários e consultas bibliográficas sobre a temática em alude.

32. Impacto da política pública de agricultura familiar nas relações dos agricultores : uma análise fundamentada na Teoria da Empresarização

O tema da pesquisa é a política pública de crédito rural para a agricultura familiar. O estudo consistiu em uma análise do processo de empresarização, descrito por Abraham (2006) e Solé (2000; 2008), estendido às pequenas unidades produtivas agrícolas desde a instituição do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF). A Teoria da Empresarização foi a referência adotada para que se pudesse colocar em evidência a empresa, destacando traços e relações sociais que lhe são peculiares: autonomização da esfera econômica, mito fundador da escassez, racionalidade moderna, propriedade privada, mito do progresso e as relações de assalariamento, dominação, concorrenciais, funcionais e impessoais. O estudo foi realizado em dois municípios gaúchos, Maquiné e Nova Santa Rita, reconhecidos pela produção de gêneros de olericultura, popularmente conhecidos como legumes e verduras. O principal procedimento de coleta do material empírico ocorreu por meio da realização de entrevistas semiestruturadas, mas também foram empregados outros procedimentos, como a observação, a confecção de um caderno de campo, a consulta a documentos e o levantamento de dados secundários sobre os municípios. Os resultados da pesquisa apontam que a política é permeada pelos traços da modernidade relacionados ao fenômeno de empresarização, influenciando as relações estabelecidas pelos agricultores com as pessoas, com o tempo, o espaço, o trabalho, etc. Nesse sentido, as relações de exploração – que no campo não se manifestaram sob um caráter explícito e formal de assalariamento – o individualismo, o produtivismo, a eficiência puderam ser associados e estas relações que se estabelecem e se intensificam a partir da utilização do crédito. Verificou-se que a política de financiamentos favorece indiretamente as empresas do varejo alimentar e que as condições de acesso dos agricultores aos mercados são determinadas pela estruturação e pelo poder de mercado exercido pelo varejo. Por fim, observou-se que os agricultores com experiência de ação política conseguiram, em algumas situações, através de sua organização fazer frente a alguns aspectos da empresarização difundidos pela política pública. The research theme is the rural credit public policy for family farming. The study cosisted in an analysis of the enterprisation processs as described by Abraham (2006) and Solé (2000; 2008), which has been extended to small agricultural production units since the establishment of the Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) [National Program to Strengthen Family Agriculture]. Entreprisation theory was the reference adopted to put the evidence on the entreprise, highlighting its peculiar traits and social relations: the autonomy of the economic sphere, the founding myth of scarcity, modern rationality, private property, the myth of progress and the remuneration, domination, competitive, functional and impersonal relations. The study was conducted in Maquiné and Nova Santa Rita, two cities in the gaucho state that are recognized for producing horticulture genera, popularly known as vegetables. The main procedure to collect empirical material was by conducting semi-structured interviews, but other procedures were also employed such as observation, making a field notebook, documents consultation and the collection of secondary data on the municipalities. The research results indicate that the policy is permeated by traces of modernity related to the enterprisation phenomenon, that is influencing the relationships established by farmers with people, with time, space, work, etc. In this sense, the relations of exploitation – that were not expressed in the field as an explicit and formal character of remuneration – individualism, high productivity, efficiency could be associated and these relations are developed and intensified from the use of credit. It was found that the funding policy indirectly favors the retail food business and that the conditions of farmers' access to markets are determined by the structure and the market power exercised by retailers. Finally, it was observed that farmers with experience of political action in some situations and through their organization succeeded in dealing with some aspects of enterprisation disseminated by public policy.

Credit is a necessary element to rural production and its concession allows the producer has access to quality inputs and production technologies that improve agricultural production. By encouraging the production, credit becomes part of governmental initiatives to eradicate poverty in rural areas, however, it is necessary that the state intervenes in the rural credit offered by official banks not directed only towards large and medium producers. Thus, the National Program for Strengthening family Agriculture (Pronaf) was created with the purpose of providing adequate credit to farmers. This paper studies the credit operations of the Pronaf verifying that the loans have been a inducing mechanism in the development of rural zones, analyzing changes in the field after its creation in a critical context, emphasizing developmental theories, training Brazilian rural zones and the effect of the credit. Pronaf has established itself as a public policy, with positive results in the banking inclusion of family farmers and agrarian reform settlements across the country, however, the methodology of its concession needs adjustments to achieve better results in the application and repayment of credits especially with regard to timely payment of loan agreements. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior O crédito é elemento necessário à produção rural e sua concessão permite que o produtor tenha acesso a insumos de qualidade e tecnologias produtivas que melhoram a produção agropecuária. Ao incentivar a produção, o crédito passa a integrar as iniciativas governamentais para a erradicação da pobreza no meio rural, no entanto, é necessária a intervenção estatal para que o crédito rural ofertado pelos bancos oficiais não seja direcionado apenas para grandes e médios produtores, desse modo, foi criado o Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) com a finalidade de fornecer crédito adequado às necessidades dos agricultores familiares. A presente investigação traz estudos sobre as operações de crédito do Pronaf verificando se o crédito concedido tem funcionado como mecanismo indutor do desenvolvimento no meio rural e analisando as mudanças ocorridas no campo após sua criação, em contexto crítico especialmente sublinhado pelas teorias do desenvolvimento, da formação do meio rural brasileiro e do efeito do crédito. O Pronaf tem se firmado como política pública, com resultados positivos na inserção bancária de agricultores familiares e assentados de reforma agrária em todo o país, no entanto, a metodologia de sua concessão necessita de ajustes para obtenção de melhores resultados na aplicação e reembolso dos créditos, especialmente no que diz respeito à adimplência dos contratos de financiamento.

This article aims to study the National Programme for Strengthening Family Agriculture (Pronaf) in their credit lines for costing and investment, in order to investigate their relationships and interfaces with the family farm, using it for a study in Rio Grande do Sul (Middle High Uruguay microregion). The question to be answered is: what kind of building that is generating Pronaf with family farmers? To do this, it was used a methodology based on qualitative, using semi-structured interviews and underpinned by arguments with secondary data from various sources and research. It is concluded that the program has a dual logic. On the one hand, it is financing production activities usual for farmers, such as grain and agricultural commodities. On the other hand, there is a process of economic diversification of productive activities, small livestock, crops and basic food for household consumption.

O PRONAF foi instituído com a finalidade de promover o desenvolvimento sustentável do segmento rural constituído pelos agricultores familiares. Estes agricultores, protagonistas na luta para a criação do referido Programa, parece não estarem tendo êxito quanto à descentralização regional dos recursos, como forma de tornar mais equânime o financiamento entre as regiões brasileiras. À região Sul do Brasil tem sido destinada a maior parcela dos recursos e assim tem sido até os dados mais recentes analisados nesta pesquisa, apesar de outras regiões, a exemplo da região Nordeste, concentrarem um maior número de estabelecimentos familiares. O objetivo deste trabalho é o de analisar a distribuição dos recursos do PRONAF entre as regiões brasileiras, no sentido de verificar se houve alterações no desempenho do Programa, no período de 2001 a 2004, no que se refere à concentração dos créditos aplicados. -----------------------------------------------PRONAF was established in order to promote sustainable development segment consisting of the rural farmers. These farmers, protagonists in struggle for the creation of this program does not seem to be having success in the regional decentralization of resources as a way to make it more equitable funding among Brazilian regions. In southern Brazil has been designed for the largest share of resources and so it has been up to the most recent data analyzed in this study, although other regions, like the Northeast, concentrating a larger number of establishments family. The objective of this study is to analyze the distribution of resources between PRONAF Brazilian regions, in order to verify whether there were changes in the performance of the Program, from 2001 to 2004, with respect to the concentration of credits applied.

Na realidade, não existia o próprio conceito de agricultura familiar. Em 1996, uma tentativa de mudança veio à tona com a criação do Programa Nacional de Fortalecimento da Agricultura Familiar - PRONAF. Durante os primeiros anos de vigência deste programa, porém, o que se tem observado é uma intensa concentração de seus recursos financeiros nos municípios das regiões mais ricas, em detrimento das localidades mais pobres do pais. Assim sendo, o presente trabalho objetiva analisar e discutir os impasses da política de crédito rural do PRONAF em relação a região Nordeste, enfocando a realidade verificada no município de São Miguel/RN, no período compreendido entre 1996 e 2001. Ao longo da pesquisa, vertfica-se que o referido programa apresenta um caráter seletivo e excludente, calcado em uma lógica produtivista, que idealiza um "tipo ideal" de agricultor a ser incentivado no país, excluindo todos os demais produtores "incapazes" de se enquadrarem em seus preceitos. O trabalho conclui que a aplicação indiscriminada dos critérios macronacionaís do PRONAF em São Miguel/RN, em parceria com a atuação dos mediadores sociais locais (sindicato de trabalhadores rurais, órgão de extensão rural e agente financeiro), são os principais fatores responsáveis pelo desempenho sofrível do programa no município. Daí resulta a exclusão da maioria dos agricultores familiares da localidade, que são jogados mais uma vez ao sabor do acaso. Until recently, tliere was no specitlc politics aiming ai the improvement of the familiar agriculture in Brazil. In fact, there was no concept of familiar agricultura yct- ln 1996, with the creation of the National Program Io lhe Improvement of lhe Familiar Agricultura - PRONAF. During the íirst ycars in which this program worked, however, whát we are able to observe is an intense concentration of its financial resources used in the towns of the richest áreas of our country. Therefore. the present research has as its primary objective analyze and discuss the way in which the rural financing of PRONAF in relation to the Northeastern region of Brazil. specially the reality found in the town of São Miguel/RN, between 1996 and 2001. Throughout the research, we are able to verify that the aforementioned program presents a seleetive and excluding character, based on a productivist logic, which idealizes na "ideal kind" of farmer to be supported in our country, excluding ali the other "incapable" producers of being helped. The research concludes with the unprejudiced application of the macronational criteria of PRONAF in São Miguel/RN, in partnership with local people (rural working syndicate, rural extension department and financing agent). are the main factors responsible for the weak results the program achieved in the town. Due to the faets mentioned above, we could spot, as a result, the exclusion of the majority of the farmers who worked on a familiar basis from the countryside of the city, who are, once more, left to their luck.

Resumo: O artigo analisa, a partir de contrapontos entre princípios normativos e experiências vividas por jovens rurais, os limites do Pronaf Jovem na construção social de uma juventude rural sucessora na agricultura familiar. A pesquisa combinou levantamento documental e estudo de caso. No estudo de caso, realizado em municípios da Região Central do Rio Grande do Sul, foram produzidos dados qualitativos e quantitativos. O Pronaf Jovem idealiza a construção de uma juventude rural autônoma, pluriativa, integrada em instituições de desenvolvimento rural e sucessora na agricultura familiar. Na realidade pesquisada, os jovens rurais não conseguiram acessar crédito rural na linha Pronaf Jovem. Eles investem em diferenciadas estratégias de emancipação pessoal, que raramente se encaminham pelos projetos de sucessão hereditária na agricultura familiar.
