The article is dedicated to the thirtieth anniversary of the establishment of INTERREG – a program of financial support for border regions in Europe. The main dates and organizations that defined the history of relations between European border regions are named. The course of cross-border cooperation scientific understanding is traced. Its contribution to the development of integration «in breadth» and the formation of European regions is marked. An idea is given about the evolution of INTERREG goals from a charitable program to support the periphery of the EU single market to a program that fulfills a pan-European mission. Based on the generalization of sources and specific examples of cross-border cooperation, the scale and effects of financial incentives from the EU budget are estimated. The leading role of the INTERREG program for cross-border cooperation in Eastern Europe was emphasized.

The political changes that affected the European area in the second half of the 20th century conditioned the development of European countries on the principle of Euroregions, as interesting creations of neighboring countries. Formed along the political borders of neighboring countries, Euroregions today play a significant role in the enlargement process of the European Union. At the end of the 20th century, the formation of Euroregions covered the area of the Western Balkans as well. In Podrinje, the border area of Serbia and Bosnia and Herzegovina, the formed Euroregions have the goal of reviving and revitalizing rural areas. Tourism, as the most important economic activity, is integrated into the basis of the rural development of these areas. The subject of the research is related to the analysis of the development degree of border rural areas, under the influence of tourism. The research problem is focused on the rural areas of "Serbian" Podrinje. Accordingly, the aim of this paper is to determine the change and burden of rural border area due to the development of tourism, using the indicator of tourist operation (I.T.O.) and the tourist function indices to measure the degree of the development of a destination. The results of the research indicate that three types of tourist destinations have been developed in the studied area: destinations with almost non-existent tourist activity (< 4), with small-scale tourist activity (4-10), and developed and eminently tourist destinations (40-100). The obtained results indicate that 83.3% of the destinations in "Serbian" Podrinje are destinations with almost non-existent tourist activity. These are the destinations where the development of tourism does not affect the transformation of space, but the original and preserved environment is promoted as a tourist attraction. Populations of different ethnicities are forced to live within artificial borders, being separated by fences that mutilate their national feeling as well as their future prospects. In recent years, the European Union has tried to overcome the difficulties of the past, creating real bridges between neighbouring states, which divide regions on both sides of the border. The approach serves the need for balance, peace and relaxation in areas that have been in difficulty as a result of past conflicts. The initiative of the countries in Western Europe initially started in Germany, the area being hardly tried in the last world conflagration. In establishing cross-border collaborations, economic-financial support is essential for raising the standard of living and expectations of cross-border communities. In the contemporary context of cross-border cooperation, Romania presents itself as extremely open to cooperation, in its 12 Euroregions. Published online: 3 July 2020 National borders in Europe are increasingly subject to re-bordering processes, including the external and internal borders of the European Union. This article asks if and how local cross-border organizations (Euroregions) have reacted to to the recent hardening of these borders. The Austrian-German border is one where border controls have been re-introduced in the wake of the 2015 refugee crisis, and which also has significant local cross-border institutional activity. Based on an analysis of 350 written items, published by six Euroregions during the five-year period 2015–2019, the article finds that the Euroregions have generally not voiced resistance to this development and have not been active in relation to the policy field of refugee or migrant inclusion. When they reacted, the resistance has mainly been embedded in an argumentation linked to instrumental concerns, such as the traffic situation, even though the research also demonstrated the existence of normative arguments related to human rights discourses and rights of migrants.

The cross-border regions, which are the peripheral regions, are struggling with m troubles. They often include high unemployment, insufficiently developed infrastructure, or inadequate language skills of residents, which are barriers to exploiting the potential of such regions. One kind of remedy is the assumption of the European Union&rsquo, s regional policy, under which Euroregions are created. These units, constituting a form of cooperation between the regions of the European Union member states, candidate countries, and the regions of their neighbors, with the support of local and regional authorities, constitute support for the competitiveness and development of border areas. The purpose of this study is to verify how people perceive the activity and effectiveness of Euroregions, as well as to try to determine whether they think Euroregions contribute to local and regional development. In this research, an online and self-administered survey was used, with two parts: one related to Euroregions in general, and the other to a specific, selected Euroregion. Despite the fact that the Polish experience has not been as long as in other parts of Europe, the results show that the Euroregions are positively evaluated by people, and they rate them as important for development of the regions.

The former post-socialist countries have become examples of the institutional transformation of public administration systems. An indispensable element of optimising public administration is intensification of cross-border cooperation and implementation of joint sustainable development programmes in the cross-border regions.It has been found that an efficient cross-border cooperation model in Slovakia was introduced after joining the European Union. The financial support within the Interreg EU programme, implemented during 2007–2013 (Interreg IV) and 2014–2010 (Interreg V), has played an essential role. It has been proved that the most effective model is the cross-border cooperation model in Trnava Region, territorially implemented with the neighbouring regions of Austria, Hungary and the Czech Republic. It has been determined that the main directions of cross-border cooperation in the Trnava self-governing region are realization of joint socio-economic programmes (strategies of economic growth and regional employment, cultural and educational projects, transport system, etc.) as well as cooperation between municipal administrations on the issues of administrative systems optimization. It has been proved that the vast share of European financial resources (for instance, the European Regional Development Fund), aimed at the development of regional cooperation, should, above all, bridge the administrative resource gap between urban and rural areas and ensure that local communities have free and equal access to administrative resources.The traditions of effective cross-border cooperation between the Trnava self-governing region and respective cross-border regions of the Czech Republic, Austria and Hungary have been prolonged in the format of the European Interreg V Consolidation Programme for the period of 2014-2010. Cross-border projects are usually implemented for a period of 1–2 years, being aimed at fortifying intercultural ties on the neighbour territories. In Trnava Region it is strategically important to intensify cross-border cooperation in order to increase inter-institutional cooperation at the level of municipal administrations as well as strengthen cross-border ties at the level of population.The correlation of strategic goals with the outcomes of cross-border cooperation with Euroregions, while retaining substantial financial support from the EU structures, is among the priority tasks.

Mirwaldt K. The small projects fund and social capital formation in the Polish–German border region: an initial appraisal, Regional Studies. This paper examines the small projects fund, a European Union-funded initiative to promote good citizen relations across borders. This paper presents this fund as an attempt to foster ‘social capital’ in the Polish–German border region. The fund is examined in light of seven conditions of social capital formation. In the Polish–German border region, the fund scores well on the first four conditions, related to the promotion of individual trust. It performs less well on the three conditions for scaling up individual trust to form social capital. However, it remains to be seen whether small project support can deliver improved citizen relations. Mirwaldt K. Le fonds de microprojets et la formation de capital social dans la zone frontalière polono-allemande: une première évaluation, Regional Studies. Cet article cherche à examiner le fonds de microprojets, une initiative financée par l'Union européenne visant la promotion du civisme transfrontalier. On présente ce fonds comme une tentative d'encourager le ‘capital social’ dans la zone frontalière polono-allemande. On examine le fonds à la lumière de sept conditions de la formation de capital social. Dans la zone frontalière polono-allemande, le fonds obtient un bon score pour ce qui est des quatres premières conditions, qui se rapportent à la promotion de la confiance individuelle. Il obtient de pires résultats quant aux trois conditions nécessaires à l'augmentation de la confiance individuelle afin de former le capital social. Cependant, il reste à savoir si, oui ou non, l'aide financière pour le développement des petits projets peut assurer un civisme amélioré. Der Kleinprojektefonds und der Aufbau von Sozialkapital in der deutsch-polnischen Grenzregion: eine erste Bewertung, Regional Studies. Dieser Artikel behandelt den Kleinprojektefonds, eine EU-finanzierte Initiative, die gutnachbarschaftliche Bürgerbeziehungen über Grenzen hinweg fördert. Der Fonds kann in der deutsch-polnischen Grenzregion als ein Versuch, ,Sozialkapital' aufzubauen, gewertet werden. Er wird hier im Hinblick auf sieben Voraussetzungen für die Entstehung von Sozialkapital analysiert. In der deutsch-polnischen Grenzregion schneidet der Fonds bei den ersten vier Voraussetzungen, die das zwischenmenschliche Vertrauen betreffen, gut ab. Weniger gut erfüllt der Fonds drei Voraussetzungen, um individuelles Vertrauen in Sozialkapital zu umzuwandeln. El fondo para proyectos pequeños y la formación de capital social en la región fronteriza entre Polonia y Alemania: una valoración inicial, Regional Studies. En este artículo se analiza el fondo para proyectos pequeños, una iniciativa financiada por la Unión Europea para fomentar las buenas relaciones transfronterizas entre los ciudadanos. Este fondo se caracteriza como un intento de fomentar el ‘capital social’ en la región fronteriza entre Polonia y Alemania. Se examina el fondo teniendo en cuenta siete condiciones de la formación de capital social. En la región fronteriza entre Polonia y Alemania, el fondo puntúa bien en las primeras cuatro condiciones relacionadas con el fomento de la confianza individual. El desempeño es peor en cuanto a las tres condiciones para aumentar el nivel de la confianza individual a fin de formar capital social. Sin embargo, queda por ver si el apoyo a los pequeños proyectos puede mejorar las relaciones entre los ciudadanos. On the basis of empirical research carried out in the border regions, euroregions and eurometropolises, elaboration of innovation oriented, cross-border economic development, human resource development and partnership programs can be a general aim. Supporting these aims was the ultimate goal of creating euroregions and eurometropolises in Western-Europe. The system of euroregions and eurometropolises has been spreading from Western-Europe to the Eastern territories in order that border regions can exploit the comparative advantages being present in border regions even better. The most important aim in border regions, euroregions and eurometropolises is to create an advantageous economic, innovative, academic and social climate by introducing various institutions that can widen the space of successful economy and human resource development, and together with this they can improve the success of regional development planning and human resource development in the border regions of neighbouring countries. Europe is currently experiencing an unprecedented process of reterritorialization in the context of European Union integration. Central to this process is the implementation of various cross-border cooperation schemes, commonly known as Euroregions, aimed at redefining fixed, border-induced Westphalian territoriality. The literature on Euroregions has primarily examined the reterritorialization of state power and institutions across borders, documenting the emergence of cross-border governance networks. However, the territorial underpinning of cross-border reterritorialization, as well as the process of territorial constitution of cross-border spaces has been less well explored. This paper examines cross-border reterritorialization from a geopolitical perspective informed by multi-scalar conceptualizations of political territoriality. Actors at supranational, national and local scales often follow territorial logics that are at odds with each other. Competing meanings of territory and territoriality interact to produce a geopolitics of Euroregions that shapes cross-border reterritorialization. The paper focuses on the Euroregions established at the current fringes of the EU, in the Romanian–Ukrainian–Moldovan borderlands. [Copyright &y& Elsevier]

The author notes that nowadays the researchers start to believe that the phenomenon of change in Europe is strongly connected with the construction and development of civil society.Achieving a civil society was one of the fundamental goals of the European Union’s founders.Today, it is still one of the most important tasks for EU supporters.It is closely related to the observance of civil rights in individual countries of the European Union, and sharing similar values by all the Union’s assets. Universal values are becoming increasingly important for EU citizens.According to the author, this has an impact on the formation of Euroregions. Euroregions mean legal and institutional cooperation between cross-border regions of individual countries.This type of cooperation is also part of the phenomenon of civil society.In the further part of the article, the author mentions factors that are indispensable for the creation of a civil society. Автор замечает, что в настоящее время ученые начинают верить, что феномен перемен в Европе сильно связан с построением и развитием гражданского общества. Гражданское общество было одной из основных целей основателей Европейского союза. Сегодня это все еще одно из самых важных заданий для адептов союза, которое тесно связанно с соблюдением гражданских прав во всех странах ЕС, а также с вопросами разделения схожих ценностей всеми участниками союза. По мнению автора это влияет на создание еврорегионов, которые в свою очередь означают правовое и институциональное сотрудничество между трансграничными регионами каждой страны-участницы ЕС. Этот род сотрудничества является также частью явления гражданского общества. В последующей части статьи автор называет также необходимые для создания гражданского общества факторы.

The present article point out some characteristics of the euro-regions, their aims and objectives as cross-border cooperation forms. One of the definitions assigned to the euro-regions specifies that they are territorial structures created in order to intensify the inter-regional and cross-border cooperation, by creating a coherent space of economical, scientific, social and cultural development. The cooperation pattern within the euroregions gets a great support from the EU, this being considered a preceding exercise for the adherence to this organization by the participating countries and as a micro-experiment regarding the implementation of the community relationships among the areas of the candidate states. The aims and the objectives of the euro-regions can be characterized through a great typological diversity determined by content, all of these being the basis for the results of their activities. The last part of the work paper overlights the characteristics and the evolution of DKMT Euroregion and its importance for the regional development.

The paper covers presentation of ways of international cooperation of Danube region on the territory of Republic of Serbia and its spatial integration levels of the immediate and wider environment (cross-border or trans-border aspect of cooperation, transnational cooperation and interregional cooperation). Danube region is space with the most active current integration processes, which take place under the initiative of the European Union and the definition of European instruments supporting cooperation of states along the Danube River flow, as well as more specific territorial entities that are directly related to the river. In addition to European strategies and programs, the cooperation includes cross-border cooperation activities of Serbia based on resolving socio-economic problems, issues related to infrastructure, environmental protection and other areas of cooperation that include spaces Euroregional Association. The grounds for the implementation of planned measures for further Danube region development also include functional connections on regional and local level within the territory of the Republic of Serbia. Rad obuhvata prikaz vidova mađunarodne saradnje prostora Podunavlja na području Srbije i nivoe njegove prostorne integracije u neposredno i šire okruženje (prekogranični ili transgranični vid saradnje, transnacionalna saradnja i interregionalna saradnja). Podunavlje predstavlja prostor sa dosadašnjim najaktivnijim procesima integracije, koja se odvija pod inicijativom Evropske unije definisanjem evropskih instrumenata i programa koji podržavaju saradnju država kroz koje prolazi reka Dunav, kao i užih teritorijalnih celina koje su neposredno vezane za tu reku. Osim evropskih strategija i programa, saradnja obuhvata prekogranične aktivnosti Srbije koje se zasnivaju na rešavanju socio-ekonomskih problema, pitanja vezanih za infrastrukturu, zaštitu životne sredine i druge oblasti saradnje koje uključuju i prostore evroregionalnih asocijacija. Osnovu za realizaciju planskih mera daljeg razvoja Podunavlja predstavljaju i funkcionalne veze na regionalnom i lokalnom nivou unutar teritorije Republike Srbije.

In the context of the mounting crisis of the European integration project, cross-border cooperation appears to be one of the dynamically developing exceptions. This in particular concerns the instrument of the European grouping of territorial cooperation (EGTC). Recent years have seen a considerable increase in the number of groupings established and initiatives aimed at establishing new ones. A more inquisitive approach to the development of EGTCs can produce different conclusions, however. On the one hand, EGTCs can exemplify the institutional pragmatism of local authorities, on the other – the implementation of EU member states’ national policies. The purpose of this paper is to take a critical look at EGTCs as an element invigorating integration processes at the local and regional levels of the European Union. The author explores the different motivations and spatial differentiation of EGTCs that is emerging in the European Union. The premise of this paper is that in different parts of Europe, actors commit to establishing EGTCs for different reasons, which translates into the varying ‘density’ of EGTCs in specific EU macroregions. The analysis is conducted taking into account the main theories of integration in the field of European Union studies and the processes of international integration. The conclusion is that France and Hungary are the main European players with respect to EGTCs, although each state is stimulated by different factors. W kontekście narastającego kryzysu projektu integracyjnego w Europie to współpraca transgraniczna wydaje się być jednym z dynamicznie rozwijających się wyjątków. Dotyczy to w szczególności instytucji Europejskiego Ugrupowania Współpracy Terytorialnej (EUWT). Ostatnie lata to znaczący przyrost ilości utworzonych ugrupowań oraz inicjatyw zmierzających do ich powołania. Jednakże bliższe spojrzenie na rozwój EUWT może sugerować bardziej złożony obraz sytuacji. Z jednej strony, bowiem stanowić mogą one przejaw pragmatyzmu instytucjonalnego jednostek samorządu terytorialnego, z drugiej, realizacji polityk narodowych państw członkowskich. Celem prezentowanego tekstu jest krytyczne spojrzenie na instytucję EUWT jako elementu dynamizacji procesów integracyjnych na poziomie lokalnym i regionalnym w Unii Europejskiej. Autor stawia pytanie o zróżnicowanie motywacyjne i przestrzenne tworzonych EUWT w Unii Europejskiej. Zakłada on, iż aktorzy w różnych częściach Unii Europejskiej angażują się w tworzenie ugrupowań z uwagi na odmienne czynniki, co przekłada się na zróżnicowaną „gęstość” ich występowania w poszczególnych makroregionach wspólnoty. Analiza przeprowadzona została przez pryzmat głównych teoretycznych szkół integracyjnych w obszarze studiów nad Unią Europejską i procesami integracji międzynarodowej. Wnioski pokazują Francję i Węgry jako głównych graczy w Europie w zakresie EUWT, każde z tych państw motywowane jest jednak przez odmienne czynniki.
