FBR BP Biorefinery & Sustainable Value Chains ; Alterra - Spatial knowledge systems; In the S2Biom project the logistical case study in Burgundy was the first that was performed. The data were based on the results of the LogistEC project, which had already performed a thorough assessment of the case. Therefore, the S2Biom case study was especially used to develop the new tool LocaGIStics, and to illustrate the possibilities of such a new logistical tool in combination with an existing tool, the BeWhere model. So the results of the case study were not primarily intended to further assess the real life case or to advise an actual company for taking decisions on their biomass supply chain yet. The BeWhere model has been applied for the case study of Burgundy in order to identify the optimal locations of bioenergy production plants. It should be emphasized that the locations of the plants were highly driven by the location and amount of the demand of heat over the transport collection of the feedstock at least for this particular case study. The collection points of the biomass are nevertheless very well concentrated around the production plants. Anyhow to validate those results, LocaGIStics is a valuable tool for the simulation of the feedstock collection from the plants determined from BeWhere. The quality check controls the feedstock collection, capacity and therefore the validity of the chosen location. The LocaGIStics model has especially been developed using the Burgundy case study. Several logistical concepts have been tested in the Burgundy case. These are: i) mixing different biomass types (straw as a biomass residue and Miscanthus as an energy crop), ii) applying pretreatment technology (pelletizing) to densify the material in order to lower the transportation costs and increase handling properties, iii) switching between different types of transport means (truck and walking floor vehicle) and iv) direct delivery to a power plant versus putting an intermediate collection point in the value chain. Due to the nature of this development case less value should be given to the exact results of the five variants that are described in this report. However, these variants are perfect examples of what effects can be achieved if the set-up of a lignocellulosic biomass value chain is changed, even if that change is only slightly. So the case was used successfully to build a first version of the locaGIStics tool. However, many improvements are still possible and could be achieved in future project cases.

À la demande des ministères en charge de l’Écologie et de l’Agriculture, et de l’Ademe, l’Inra a conduit une expertise scientifique collective sur les systèmes d’élevage européens et leurs produits. Leurs rôles, leurs impacts économiques, sociaux et environnementaux, ainsi que les services marchands ou non marchands qu’ils rendent à la société ont été analysés sur la base d’un important travail de synthèse bibliographique internationale. Les résultats, qui suggèrent aussi des leviers d’action pour les différents systèmes d’élevage, sont présentés et mis en débat lors d’un colloque le 30 novembre 2016 à Paris.

Working Paper SMART – LERECO N°13-13; The European public policy in favor of the biodiesel consumption is highly debated. Available estimates of the induced land use changes conclude that this policy is inefficient to reduce emissions of GreenHouse Gas. We show that the crop yield evolutions in these estimates are significantly lower than the observed and expected evolutions. This difference is directly related to biased calibration choice of behavioral parameters. We show using the GTAP-BIO framework that a consistent calibration of these parameters leads to a strong reduction (by around 80% in the long run) of the land use changes and induced emissions.; L’action publique européenne sur le biodiesel est aujourd’hui contestée. Les estimations du changement induit d’affectation des sols concluent à son inefficacité pour réduire les émissions de gaz à effet de serre. Nous montrons que les évolutions de rendements agricoles dans ces estimations sont très faibles par rapport aux évolutions observées et aux projections actuelles. Ces résultats découlent de choix contestables de calibrage des paramètres comportementaux. Nous montrons, avec le cadre GTAP-BIO, qu’un calibrage plus consistent de ces paramètres conduit à une forte diminution (de l’ordre de 80% à long terme) du changement d’affectation des sols et des émissions associées.

JEL classification: D81; D92; O12; Q12; C23; The article investigates the investment and financial constraints for French, Hungarian and Slovenian farms using FADN panel data with different econometric estimation approaches. Farm gross investment is positively associated with real sales growth and cash flow implying the absence of soft budget constraint. Gross farm investment is positively associated with Investment subsidies. Specific results by country are found depending on farm indebtedness. Investment subsidies can mitigate some capital market imperfections in short-term, while on long-term what is crucial is farm sale ability to successfully compete in the output market gaining sufficient cash flow for farm competitive survival and investment.

WP SMART-LERECO ; 10-08Localisation :UMR 1302 UMR INRA / AGROCAMPUS OUEST : Structures et Marchés Agricoles, Ressources et Territoires, Centre de recherche de Rennes, 35011 RENNES CEDEX, FRA (WP SMART-LERECO); This paper investigates the potential impact of post EU-accession public support, namely the introduction of the decoupled Single Area Payment (SAP), in Lithuania on its farming sector’s restructuring and future efficiency. Analyses are based on efficiency calculations with 2001-2002 FADN data for fieldcrop farms, and on the same sample’s farmers’ intentions to remain in the sector and to expand their area post EU-accession under two scenarios: a hypothetical scenario of continuing pre-accession national policies, and a realistic scenario of fully decoupled SAP introduction with coupled national top-ups. Our results suggest that, before accession to the EU, the smallest inefficient farms remained in the sector thanks to the policy support. However, the SAP introduction could potentially give the right incentives to Lithuanian farmers for a quicker restructuring and an increase in farm efficiency, although such change may be impeded by the lack of available agricultural land.; Nous analysons ici l’impact potentiel du soutien public en Lituanie après l’adhésion du pays à l’Union Européenne (UE), c’est-à-dire l’impact des paiements directs à l’hectare (« Single Area Payments », SAP) sur la restructuration et l’efficacité future du secteur agricole. Nos analyses reposent sur des calculs d’efficacité à partir de données individuelles pour les exploitations de grandes cultures du RICA 2001-2002, et sur les intentions de ces mêmes exploitations de rester dans le secteur agricole et d’agrandir leur surface après l’adhésion à l’UE selon deux scénarios : un scénario hypothétique de la conservation des politiques nationales appliquées pré-adhésion, et un scénario réaliste d’introduction des paiements directs découplés de la PAC (les « SAP ») et des paiements supplémentaires couplés pris en charge sur le budget national. Nos résultats suggèrent qu’avant l’adhésion à l’UE les plus petites exploitations inefficaces restaient dans le secteur grâce au soutien public national. Néanmoins, l’introduction des paiements directs découplés de la PAC peuvent potentiellement encourager une restructuration plus rapide et une augmentation de l’efficacité des exploitants agricoles lituaniens, bien que ce changement puisse être limité par une disponibilité restreinte de terres agricoles.

WP SMART-LERECO N°10-17 WP LERNA ; 10.23.329 10-17; Using a panel of French crop farms, we test whether farmers’ technical efficiency under conventional practices is a significant driver of conversion to organic farming. An important issue is whether subsidies to organic farming could encourage inefficient farmers to convert. We find that the probability of conversion does depend on technical efficiency preceding the conversion, but that the direction of the effect depends on farm size. This result is found to be robust to the method of calculation of efficiency scores, either parametric or non-parametric. This study also confirms that farm’s characteristics impact the probability of conversion to organic farming.; Grâce à des données de panel pour les exploitations de cultures en France, nous testons si l’efficacité technique des agriculteurs sous des pratiques conventionnelles est un déterminant significatif de conversion à l’agriculture biologique. Dans ce cadre, nous regardons si les subventions à l’agriculture biologique incitent les agriculteurs inefficaces à se convertir. Nos résultats montrent que la probabilité de conversion dépend en effet de l’efficacité technique avant conversion, mais que le sens de l’effet diffère selon la taille de l’exploitation. Cette conclusion est robuste selon la méthode, paramétrique ou non-paramétrique, de calcul des scores d’efficacité. Notre analyse confirme également que les caractéristiques des exploitations influencent la probabilité de conversion à l’agriculture biologique.

A particular attention is given to agricultural policies, namely the level and type of support. Results indicate that crop area payments discourage the different labour demands in both countries, while environment and investment payments favour contract and hired labour in France. Contract labour and family labour are substitute and hired labour and family labour are complement in France.

The simulations, conducted with the Farm Accountancy Data Network (FADN), show a shift of direct payments in favour of sheep and dairy farms, mainly those with a high proportion of grassland in their rotation. Crop farms and intensive cattle farms should lose.This new reform of the CAP will reduce the variability of single farm payment amounts among French farms; however, it will not modify in depth the current hierarchy of agricultural incomes which is also highly dependent of agricultural prices. In addition, these measures promote a more targeted allocation of budgetary outlays on natural resource protection.; Cet article présente une analyse des conséquences de l’application en France des mesures adoptées en février 2009 dans le cadre du bilan de santé de la Politique agricole commune (PAC). Les simulations, conduites à partir des données individuelles du Réseau d’Information Comptable Agricole (RICA), démontrent que les mesures arrêtées permettent une réorientation des aides directes favorable aux exploitations d’ovins et de bovins-lait, surtout celles ayant une part élevée de prairies dans leur assolement. Les exploitations orientées vers les grandes cultures et la production intensive de bovins sortent, en revanche, perdantes. Cette évolution de la PAC va dans le sens d’une uniformisation accrue des montants d’aides directes découplées rapportés à l’hectare ; elle ne modifie cependant pas en profondeur les hiérarchies existantes de revenus, ces dernières étant aussi dépendantes de l’évolution des prix agricoles. Ces mesures favorisent par ailleurs une allocation plus ciblée des fonds sur la protection des ressources naturelles.

Knowledge and projection of farm, numbers and the structure of their population is an important issue for agricultural economists and policy makers. Although Markov chain models have enjoyed decades of popularity in forecasting total farm numbers, they generally fail to provide a detailed insight of the farm population's structure ; to overcome this caveat we estimate a parametric distribution of the utilized agricultural area of French commercial farms. Our method provides detailed information on the structure of the population and accounts for the specificity of off-land farming. We also model the influence of variables such as the farm's legal status, type of farming and farm holder's age. The estimation leads to a relevant description of the entire population of professional farm. When compared with the 2005 Farm Structure Survey data, our simulations based on FADN data display a close match across a number of key variables., Il est important, pour l'économiste agricole et le décideur public, de connaître et de prévoir le nombre des exploitations agricoles et la structure de leur population. Très populaire depuis plusieurs décennies, l'utilisation des chaînes de Markov permet de projeter à un horizon donné l'effectif total d'une population mais n'offre pas, en général, une analyse fine de la structure de celle-ci ; pour pallier cette limite, nous nous fondons sur une estimation paramétrique de la distribution des surfaces agricoles utiles des exploitations professionnelles françaises. Cette méthode permet une analyse fine de celle-ci et tient compte de la spécificité des exploitations hors-sol. Elle permet également de caractériser l'influence de variables telles que le statut juridique de l'exploitation, l'orientation productive ou encore l'âge du chef sur cette distribution. Nous obtenons ainsi une représentation pertinente de l'ensemble des exploitations. WP SMART-LERECO ; 10-09; Differences between part-time farmers and full-time farmers are examined both theoretically and empirically. We develop the hypotheses that capital to labour ratio, labour productivity in the provision of both private and public goods, and agri-environmental payments received are higher for part-time farmers. FADN data for Swiss dairy farms in 2004 confirm the higher capital to labour ratio as well as higher agri-environmental payments for part-time farms, albeit no differences for the labour productivity of milk production.; Les différences entre exploitants agricoles pluriactifs et exploitants à plein temps sur leur exploitation sont analysées théoriquement et empiriquement. Nous développons l’hypothèse que le ratio capital sur travail, la productivité du travail pour la fourniture des biens privés et publics, et les aides agri-environnementales, sont plus élevés pour les agriculteurs pluriactifs. L’analyse empirique sur données d’exploitations laitières issues du RICA suisse pour l’année 2004 confirme un ratio capital-travail supérieur ainsi que des aides agri-environnementales plus élevées pour les exploitations pluriactives, mais aucune différence significative concernant la productivité du travail pour la production de lait.

From French data for the period 1995–2002, we show that regional agrifood production adjusts differently to increasing imports according to the region where the agrifood firms are located. Even though proximity to consumers is important, an increase in agrifood imports does not increase agrifood production with a high demand but makes low-wage regions more attractive. In addition, an increase in imports of agricultural products processed by agrifood firms leads to the reallocation of agrifood production away from regions with good agricultural access and toward those with limited access to agricultural products.

Working Paper SMART-LERECO N°09-10; The objective of the paper is to assess the effects of spatial agglomeration on the technical efficiency of French pig farms. We use a two-stage method with the first stage consisting of calculating the efficiency scores of pig activity with the non-parametric Data Envelopment Analysis (DEA) method, and the second stage being a regression of these scores on agglomeration variables. Data consist of 936 French pig producers in 2004. Results suggest that these farms were as much affected by positive agglomeration externalities (in the form of knowledge spillovers due to the density of farms, and arising from their closeness to downstream markets) as any other businesses. Our analysis also sheds light on the specificity of the sector, namely that environment pressures can force pig farmers to be more efficient, an effect that may be counteracted when legal dispositions relating to manure spreading are too stringent.; L’objectif est d’évaluer les effets de l’agglomération spatiale sur l’efficacité technique des exploitations porcines françaises. Nous utilisons une approche en deux étapes. Dans la première étape, nous calculons les scores d’efficacité de l’activité porcine avec la méthode non-paramétrique “Data Envelopment Analysis” (DEA; Analyse d’Enveloppement des Données). La deuxième étape consiste en une régression de ces scores sur des variables d’agglomération. Les données utilisées sont celles de 936 producteurs porcins en 2004. Les résultats suggèrent que ces exploitations ont été autant affectées par des externalités positives d’agglomération (provenant de la diffusion des connaissances facilitée par la densité d’exploitations, ou de la proximité des exploitations avec les marchés d’aval) que n’importe quel autre type d’entreprise. Notre analyse montre, de plus, qu’il y a une spécificité du secteur porcin : les pressions environnementales peuvent inciter les exploitants à être plus efficaces ; néanmoins, si les règlementations environnementales liées à l’épandage de lisier sont trop contraignantes, cet effet est neutralisé.

AgFoodTrade Working Paper ; 2009-05 ; (Côte : AGRO-SMART MHB 13 CB 033028) 2009-05; EU enlargement revives the debate around the participation to the EMU. We use a gravity model to see whether informal barriers have changed over a ten-year period covering the creation of the EMU, and whether their impact on European member countries’ agricultural and food trade has been modified. We find that it has led to lower information costs. We observe a diminishing marginal trade impact of both information and institutional barriers: the lower the level of these barriers, the lower the magnitude of their impact on trade. But this finding can not be directly attributed to the introduction to the Euro.

Projet européen FAAN (Facilitating Alternative Agrifood Networks); his report is built around two dimensions: 1) It aims to contribute to evaluate how the existing macro policies match or not to the day-to-day need of the AAFNs development. [...] 2) Some favouring and hindering factors for AAFNs are not directly connected to macro-policies. It is interesting to show those factors, because they open the possibility to propose some new political measures (either to reinforce favouring factors, or to limit hindering ones, and representing the adequate frame for AAFNs). This set of factors can in other words help to show what is useful or needed, and to propose new policies.

The FP7 European project CAP-IRE (standing for “The CAP: Impact on Rural Economies”) aims at addressing this issue, with a view of developing new tools to help design the future CAP based on a better understanding of the socio-economic mechanisms at work in rural areas. The project therefore seeks to identify rural area issues in a number of European regions, to evaluate the CAP’s past impact on these rural areas, and to forecast the potential development of rural areas over the next ten years based on different CAP scenarios. Built from a consultation and networking of local actors and stakeholders dealing with rural issues from different spheres of the rurality (i.e. society, agriculture, environment, economy), the report reviews the current situation of rural areas in two French regions (i.e. Centre, and Midi-Pyrénées) and investigates past impacts the CAP may have had on those areas. Building such a network of actors have enabled the collection of substantial viewpoints from different rural actors, as well as valuable information on the impacts and roles played by agriculture on rural areas, and more generally information on CAP contributions towards local dynamics. Albeit positive impacts of the CAP and the agriculture onto the rural territories in question are clearly reckoned by local actors, it appears that rural areas are facing problems such as those identified as being negative impacts of the CAP. nonetheless, all of the actors acknowledged that it would be a sweeping generalisation to hold the agricultural policy alone responsible for these effects. The rural areas are confronted with a certain number of changes and transformations, which need to be properly detailed if effects harmful to the harmonious development of rural areas are to be curbed in the future. Yet, as pointed out by local actors, the fact remains that it is hard to imagine rural areas without agriculture, and agriculture without the CAP.; La Politique Agricole Commune (PAC) doit-elle continuer à soutenir le revenu des seuls agriculteurs, ou doit-elle avoir pour objectif plus englobant le maintien des activités économiques, du dynamisme social et d’un environnement de qualité dans les zones rurales en général ? Pour aider à répondre à cette question, le projet CAP-IRE (“The CAP : Impact on Rural Economies”) (projet du 7ème PCRD financé par la Commission Européenne) analyse les effets passés de la PAC sur les zones rurales européennes, et modélise l’impact futur de plusieurs scénarios de politique. Néanmoins il est convenu qu’il serait réducteur (et dangereux) de tenir la politique agricole comme seule responsable de ces effets.

This paper contributes to the research about the relationship between off-farm employment and public support, by taking the issue upside down: does off-farm employment give an advantage to farms regarding the level of public support? Our hypothesis is that a higher degree of decoupling enables part-time farms to capture more easily direct payments than full-time farms. To test this, we compare the largely decoupled direct payment system in Switzerland in 2004, and the rather production-oriented payment system in France in 2003. Results show that Switzerland’s policy favoured farmers with an off-farm employment, while the French direct payment system had the opposite effect., Cet article contribue aux recherches existantes sur la relation entre la pluriactivité des exploitations agricoles et le soutien public, en considérant la question à l’envers : la pluriactivité permet-elle aux exploitants de capter le soutien public ? Notre hypothèse est qu’un degré de découplage plus important permet aux exploitations pluriactives de capter plus facilement les aides directes que cela ne le permet aux exploitations à plein temps. Pour la tester, nous comparons le système d’aides directes largement découplées en Suisse en 2004 et le système d’aides plus orienté sur la production en France en 2003. Les résultats montrent que la politique suisse favorise les exploitants pluriactifs, alors que les aides directes en France ont l’effet opposé.

En effet, si les contributions positives de la PAC sur l’agriculture et les territoires sont bien identifiées, de nombreux problèmes des zones rurales sont similaires aux effets négatifs attribués à la PAC. Néanmoins il est convenu qu’il serait réducteur (et dangereux) de tenir la politique agricole comme seule responsable de ces effets.

The paper investigates the difference in technical efficiency and in productivity change, and the technology gaps, between French and Hungarian farms in the dairy and cereal, oilseeds and proteinseeds (COP) sectors during the period 2001-2004. The analyses are performed with national FADN data and the Data Envelopment Analysis (DEA) approach under each country’s respective frontier and under a metafrontier. Results revealed that in both the dairy and the COP sectors, Hungarian farms’ technology was the more productive, despite a technological deterioration. This suggests technological advantages for large-scale (Hungarian) over small-scale (French) farming in these two sectors. These findings may also be explained by the higher policy support in France. Subsidies received by farms have indeed a stronger negative impact on technical efficiency for French farms than for Hungarian farms, and a negative impact on the ability to lead the technology only for French farms., Nous analysons ici les différences en termes d’efficacité technique, d’évolution de la productivité, et de retard de technologie, entre les exploitations agricoles françaises et hongroises laitières et spécialisées en céréales et oléoprotéagineux (COP), sur la période 2001-2004. Nous utilisons des données des RICA nationaux et la méthode d’analyse d’enveloppement des données (Data Envelopment Analysis, DEA) sous l’hypothèse de frontières d’efficacité séparées selon les pays et sous l’hypothèse d’une frontière commune aux deux pays (métafrontière). Nos résultats indiquent que dans les deux secteurs étudiés (lait et COP), la technologie des exploitations hongroises la plus productive, malgré une absence de progrès technique. Il semble donc que les systèmes agricoles de grande taille (en Hongrie) ont un avantage technologique sur les systèmes plus petits (en France) dans les deux secteurs. Nos résultats peuvent également s’expliquer par le soutien public, plus important pour les exploitations françaises. Les subventions reçues par les exploitations ont en effet un impact négatif plus fort sur l’efficacité technique des exploitations françaises que sur celle des exploitations hongroises, et un impact négatif pour les exploitations françaises sur la capacité d’avoir une technologie productive.

In this context, the observed dual agricultural structure is seen as the result of a sticking point exacerbated by the agricultural transition’s land component.; Cet article a pour but de mettre en perspective les réformes foncières qui ont été menées dans les pays d’Europe Centrale et Orientale pour montrer dans quelle mesure la structure de production agricole héritée de la période socialiste a influencé les dynamiques de restructuration. En particulier, la structure agricole duale observée est entendue alors comme le résultat d’un effet de blocage que la composante foncière de la transition agricole vient aggraver.

Working Paper SMART-LERECO N° 09-05; This paper applies a five-step approach to the investigation of the relationship between public subsidies, namely CAP direct payments, and managerial efficiency for French COP and beef farms in 2000. Managerial efficiency scores are calculated using a four-step approach that allows disentangling managerial inefficiency from unfavourable external conditions. Then, ina fifth stage, managerial efficiency scores are regressed over a set of explanatory variables, including CAP direct payments. Using individual farm data and meteorological data at the municipality level, we show that there is a non negligible component of inefficiency that isdue to unfavourable conditions, and there is a strong significant negative relationship between managerial efficiency and CAP direct payments.; Nous appliquons une approche en cinq étapes à l’analyse de la relation entre les subventions agricoles, en particulier les aides directes de la PAC, et l’efficacité managériale des exploitations agricoles françaises spécialisées en céréales et oléo-protéagineux et en viande bovine en 2000. Les scores d’efficacité managériale sont calculés avec une approche à quatreétapes, qui permet de séparer l’inefficacité managériale des conditions externes défavorables. Puis, dans une cinquième étape, les scores d’efficacité managériale sont régressés sur des variables explicatives, dont les aides directes de la PAC. En utilisant des données individuelles d’exploitations et des données météorologiques au niveau communal, nousmontrons qu’une part non-négligeable d’inefficacité est due à des conditions défavorables, et qu’il y a une forte relation négative entre l’efficacité managériale et les aides directes PAC.

Working Paper SMART-LERECO N°08-06; The impact of the introduction of EU Single Area Payments (SAP) on farm expansion strategy in Lithuania is investigated, utilizing farm accounting and survey data. The introduction of the SAP has a positive influence on farmers’ intentions to expand their area compared to a baseline scenario of the hypothetical continuation of pre-accession policy. The switch in policy has a more pronounced effect on farms that were previously credit constrained. While the SAP has been presented as a support that is decoupled from production, its introduction may have ex post coupled effects, through an income multiplier effect on credit constrained farmers.; Nous analysons ici l’impact de l’introduction du paiement unique à l’hectare dans les Nouveaux Etats-Membres de l’Union Européenne (« Single Area Payment », SAP) sur les stratégies d’agrandissement des exploitants agricoles en Lituanie, en utilisant des données comptables et d’enquête. L’introduction du paiement unique à l’hectare a une influence positive sur les intentions des agriculteurs de s’agrandir, en comparaison avec l’hypothèse d’une continuation de la politique nationale qui existait avant accession (scénario de référence). L’effet du changement de politique est plus prononcé sur les exploitations qui faisaient face à des contraintes de crédit avant l’accession du pays à l’Union Européenne. Ainsi, le paiement unique à l’hectare, qui a été présenté comme une politique de soutien découplée de la production, pourrait avoir l’impact d’un instrument couplé, par un effet de multiplicateur de revenu sur les exploitants contraints dans leur crédit.

AgFoodTrade Working Paper ; 2008-06 ; (Côte : SMART MHB 11 CB 009780) 2008-6; The European Union (EU) is the first target market for developing countries’ and Least Developed Countries’ agricultural exports. Preferential trade agreements, either reciprocal or not, play a central role in forming trade opportunities for numerous developing countries. Our objective is to measure the impact of eleven regional trade agreements (RTA) on European agricultural imports with an expanded gravity model. Also, in order to compare these RTAs and their effects we calculate the implied tariff equivalent. Results indicate that a large number of EU’s RTAs support the agricultural exports of developing countries to the EU market. Thus, RTAs are generally an attractive alternative for countries wishing to speed up the move towards multilateral free trade in agriculture. Nevertheless, two most important and unilateral RTAs (Generalized System of Preference expanded by Everything But Arms) and the agreement with Mexico have the negative effect over agricultural exports to EU. We attempt to explain the reasons of their failure.

This document refers to the RDP mid-term evaluation reports on AESs, conducted by Eureval-C3E and achieved on June 15th 2003. Although the original document contains 88 pages (+ annexes), only data and information relevant with environmental issues and indicators are presented hereafter. Other data has not be included, but may be provided upon WP leader’s (or Partners’) request.
