The COVID-19 pandemic and war in Ukraine have highlighted the dependence of the European Union (EU) on individual trading partners. One of the tasks of the European Commission's new Directorate-General, the Health Emergency Preparedness and Response Authority (HERA), established in 2021, will therefore be to contribute to the EU's "open strategic autonomy" by identifying and eliminating import dependencies in the field of pharmaceuticals. HERA's work thus aligns with current EU efforts to reduce concentrated import risks. Here, three aspects of this work are particularly important: the identification of dependencies, the development of strategies to over­come them and the incorporation of these strategies within global health governance. The EU–Jordan Compact (hereafter Compact) has been identified as being a groundbreaking, comprehensive approach to global refugee protection. Thus far, research on this underexplored case has mainly focused on the effects of the Compact. The policy process leading to the adoption of the Compact, as well as the motivations of the EU (i.e., the main donor), remain blackboxed. This article explores how the migration crisis affected the EU Commission’s ability to create coordinated, strategic action in external policy. It does so by tracing the internal EU negotiations and developing a causal model that explains how the Commission could overcome silos and efficiently draft a policy proposal linking the issues of migration and trade. The analysis is based on 13 original in-depth interviews with EU representatives. The article contributes to crisisification theory by presenting a mechanism that explains how the Commission can make use of crises. The Commission created cohesion by reframing the crisis, identifying the relevant policy tools with which to address it, and by reframing the responsibilities of the relevant directorate-general. Furthermore, by utilizing the urgency of the crisis, the Commission enabled rapid policy drafting and created an explicit linkage between refugee policy and trade policy. This linkage provided the member states with the motivation to adopt the proposal as a solution to the ongoing migration crisis.

Starting in Wuhan in December 2019, and making its way all the way to Rome and New York in April 2020, the COVID-19 pandemic has put the states, alliances and others, square in the face of a serious challenge. However, the question that happens to be a stumbling block this time has never been posed as a problem or obstacle before – the question of public health; a question that has taught the European Union a lesson about what is a top priority and how all the other policies, plans and strategies may seem unimportant overnight. This paper provides an analysis on how the European Union coped with the global threat given its limited legal possibilities, and the unprecedented situation of its Member States becoming the second outbreak point of the pandemic. Moreover, the COVID-19 pandemic, once again, has opened up the question of solidarity and the coherence within the EU. The conclusions drawn from this research are of great importance as a way to show whether the EU will come out of this situation with a positive outcome, confi rming its values of solidarity and coherence, or whether it will have to undertake drastic reforms in order to consolidate the latter.

The novel coronavirus pandemic has triggered an economic slowdown worldwide, aggravating those steadily accumulated inequalities in income and wealth redistribution. Western-type capitalism, international cooperation, and European integration have found themselves at risk. This article points out the resemblances and dissimilarities in policies combating therecessions of 2008 and 2020 on both sides of the Atlantic, focusing specifically on the EU and Canada. It assesses the rising popularity of the welfarestate concept applied both to individuals and entire businesses deemed essential for democracy, notably in the EU, for which the protection of citizens’ well-being and solidarity values are at the core of bloc integration. Conceptually confl icting solutions for those crises refl ect a profound shift in policy making, reinforcing state interventions vs the neoliberal approach and intensifying discussions on a universal basic income as a tool in redressing socio-economic inequalities. This paper highlights the need for a trans-disciplinary approach to benefi t policy making.

Since coming to power in December, the Scholz government has blundered into a series of foreseeable crises: medical shortages; reliance on Russia for gas; Ukraine's need for robust support. France's President Macron anticipated all three crises, giving weight to his calls for Europeans to pursue autonomy and reduce dependence on the outside world. Policy makers are now demanding scenario exercises that illustrate the obvious dangers of interdependency to back up their policy shift.

Stabile Grundhaltung zur EU-Mitgliedschaft, aber viel Kritik am Krisenmanagement und mangelndem Zusammenhalt. Im Zusammenhang mit der Impfstoffbeschaffung ist auch die EU in die Kritik geraten. Die Bürger haben dies aufmerksam registriert und ziehen insgesamt eine überwiegend negative Bilanz des Krisenmanagements auf EU-Ebene. Dies zeigt eine aktuelle Bevölkerungsumfrage. Nur 17 Prozent der Bevölkerung haben den Eindruck, dass sich die EU in der Krise bewährt hat, 51 Prozent werfen ihr Versagen vor. Besonders kritisch bewerten die schwächeren sozialen Schichten das Krisenmanagement; dabei ist zu berücksichtigen, dass diese generell der EU distanzierter gegenüberstehen als die mittleren und höheren Schichten. Auf dem Höhepunkt der Kritik im Frühjahr waren 46 Prozent überzeugt, dass die Mitgliedschaft in der EU während der Pandemie mehr Nachteile als Vorteile hatte; lediglich 8 Prozent sahen zu diesem Zeitpunkt mehr Vorteile. Seither hat sich die Kritik jedoch signifikant zurückgebildet: aktuell ziehen nur noch 29 Prozent die Bilanz, dass die EU-Mitgliedschaft während der Pandemie überwiegend mit Nachteilen verbunden war. Nach wie vor ist die Mehrheit jedoch überzeugt, dass ein nationaler Alleingang bei der Impfstoffbeschaffung erfolgreicher gewesen wäre.

Die Covid-19-Pandemie und der Ukrainekrieg haben die Abhängigkeit der Europäischen Union (EU) von einzelnen Handelspartnern deutlich gemacht. Eine der Aufgaben der 2021 von der Kommission neu eingerichteten Generaldirektion für Krisenvorsorge und -reaktion bei gesundheitlichen Notlagen (HERA) soll es daher sein, zur "offenen strategischen Autonomie" der EU beizutragen, indem Importabhängigkeiten bei Arzneimitteln identifiziert und beseitigt werden. Die Arbeit von HERA reiht sich da­mit in aktuelle Bemühungen der EU zur Reduzierung konzentrierter Importrisiken ein. Drei Aspekte sind dabei von besonderer Bedeutung: Identifikation von Abhängigkeiten, Wege zur deren Überwindung und Einbettung in die globale Gesundheitsgovernance. (Autorenreferat)

After more than a decade of consecutive crises, the issue of transnational solidarity is becoming increasingly relevant for the European Union. This research note compares the current coronavirus disease-2019 crisis to previous ones and investigates the willingness of European Union citizens to show solidarity towards fellow member states. We test the influence of socio-political attitudes of citizens on solidarity preferences in three crisis scenarios. We analyse Greece and Germany as cases differently affected by the past decade's crises and cases that chose different crisis management strategies when facing the novel virus. Our findings indicate that solidarity is highest in a pandemic, while for all crisis scenarios it is higher in Greece than in Germany. Despite variations in the degree of solidarity associated relationships with socio-political attitudes remain consistent.

Overall, as the COVID-19 crisis unfolded, the EU proved capable to act. Crisis management addressing the pandemic benefited from the fact that Germany held the presidency of the EU Council in the second half of 2020 and could build upon its traditional approach: developing European capabilities, including all governments, and being prepared for the unexpected. Now, going forward, Germany needs to use its experience with complexity and uncertainty to help form a strategic doctrine for the EU.

The first draft of the EU Strategic Compass for Security and Defence (SC) has been presented to the Member States on 15 November 2021. Based on the analysis of the major geopolitical shifts which are challenging Europe's vision and interests, the SC will provide a shared assessment of the EU’s strategic environment; bring greater coherence and a common sense of purpose to actions in the area of security and defence that are already underway; set out new ways and means to improve the EU’s collective ability to defend its security; and specify clear targets and milestones to measure progress. The creation of an EU Rapid Deployment Capacity will be one of its most visible elements. A special status Member State with limited military capabilities, Austria has valuably contributed to the process, but must remain vigilant to ensure that its specific interests are taken into account.

The main aim of the article is to characterise and analyse EU military operations, taking into account their objectives, assumptions, successes as well as their limitations and weaknesses. The author focusses his research on EU activities in Sub-Saharan Africa. The following research questions were posed: what is the specificity and characteristic features of EU military crisis management operations; to what extent and in what direction are military operations launched by the EU evolving; in what way do EU military operations influence the perception of the EU as a civilian and normative power and affect the development of the EU as a security actor; what are the main limitations and weaknesses of EU military operations; what is their future in EU foreign policy? The author applied the following research methods: factorial, comparative, scenario, quantitative, and qualitative analysis. The main conclusion is that the EU's military operations and its military training missions should solely be perceived as one of the elements (measures) in EU foreign policy. As has been indicated in the title of the article, they are "a tool in the EU’s foreign policy toolbox".

Dieser Bericht enthält zwölf mögliche Szenarien für die Welt im Jahr 2030. Er bietet Einblicke darin, wie die EU angesichts der großen disruptiven Veränderungen, die in diesem Jahrzehnt voraussichtlich aufkommen werden, ihre Handlungsfähigkeit erhalten und ausbauen kann. Die Publikation erschien im Vorfeld der Bundestagswahl im September 2021, die als Referendum über ein zehn Jahre andauerndes Krisenmanagement der Regierung gewertet werden kann.

The EU's crisis management missions are currently assembled from national contributions on an ad hoc basis. While such reactive­ness may seem inherent to crisis response, better planning is both possible and necessary. Ideally, the EU should have a central body to define and organize the capabilities needed to address future conflicts. Strategic foresight offers a workable methodology to generate a capability profile over a ten-year horizon, as a DGAP test-run with experts showed.

Als Reaktion der EU auf die sozioökonomischen Folgen der Corona-Pandemie hat die Europäische Kommission am 27. Mai 2020 ein umfassendes Maßnahmenpaket vor­gelegt. Es besteht aus zwei Komponenten. Zum einen soll der ursprüngliche Vorschlag der Kommission vom Mai 2018 für den Mehrjährigen Finanzrahmen (MFR) 2021-2027 auf 1,8 Billionen Euro aufgestockt werden. Zum anderen schlägt die Kommission unter dem Titel "Next Generation EU" einen befristeten Konjunkturhaushalt in Höhe von 750 Milliarden Euro vor. Dieses weitreichende Paket, das die Kommission in wenigen Wochen erstellte, kann bewirken, dass die europäische Budgetpolitik fundamental umgestaltet wird und dass die Zuständigkeiten und Verantwortlichkeiten zwischen der EU und den Mitgliedstaaten neu aufgeteilt werden. Das Ergebnis könnte eine deutliche Vertiefung der europäischen Integration sein. (Autorenreferat)

Die Corona-Pandemie droht zu einer Protektionismusfalle zu werden und den regelbasierten Welthandel zu erschüttern. Daher schlägt jetzt die Stunde der WTO - die jedoch selbst in einer Krise ist. Die EU sollte die Chance als Impulsgeber nutzen. Die EU-Koalition zur Rettung der WTO-Streitbeilegung ist dafür bereits ein wichtiger Beitrag. Mit der Ausweitung des WTO-Pharma-Abkommens und einem Abkommen über Regeln für den digitalen Handel kann die EU ihre eigene Führungsrolle und das regelbasierte Welthandelssystem stärken.

The coronavirus pandemic, and the resulting severe economic disruptions, can only be effectively tackled with a European and global response. The degree of integration and interdependence between member states - economically, politically and socially - means that in dealing with the virus and its economic effects, the EU is only as strong as its weakest part. Governments have to devise a more forward-looking, collective response. Hesitation and the failure to tackle the problem collectively will increase the losses - in terms of lives, economic wellbeing, political stability and EU unity.

Seit Anfang 2020 haben die EU-Institutionen mit einer Reihe von Sondermaßnahmen auf die Corona-Pandemie reagiert, um die Eindämmungsbestrebungen der Mitgliedstaaten zu koordinieren und europäische Mittel für einen gemeinsamen Wieder­aufbau zur Verfügung zu stellen. Mit dem EU-Wiederaufbaufonds werden Weichen gestellt, welche die europäische Integration prägen werden. Dennoch ist das Euro­päische Parlament trotz seiner Haushaltsrechte bei den meisten dieser Entscheidungen Zuschauer geblieben, wie bei Euro- und Flüchtlingskrise. Um die demokratische Legitimation und die europäische Perspektive zu stärken, sollte das EP kurz­fristig intensiver in den EU-Wiederaufbaufonds eingebunden werden und langfristig eine Mitentscheidungsrolle bei EU-Kriseninstrumenten bekommen. Einige Politiker und wissenschaftliche Beobachter beklagen den Mangel an europäischer Solidarität in der Bewältigung der Corona-Krise. Der als Diskussionsbeitrag konzipierte Artikel kommt zu dem Ergebnis, dass es um eine europäische Solidarität besser bestellt ist als von vielen vermutet: (1) Die europäischen Institutionen haben im Rahmen der rechtlich definierten Struktur und der durch die Verträge definierten Kompetenzen relativ schnell reagiert und mit einer Vielzahl von Maßnahmen die Handlungsfähigkeit derjenigen Mitgliedstaaten gestärkt, die von der Krise besonders betroffen sind. (2) Die Bereitschaft der Bürger zur europäischen Solidarität ist stark ausgeprägt. Dies gilt sowohl für eine zukünftig zu organisierende europaweite medizinische Versorgung von Notfallpatienten als auch für die finanzielle Unterstützung von Mitgliedsländern zur Bewältigung der ökonomischen und sozialen Folgen der Pandemie. Some politicians and scientific observers complain about the lack of European solidarity when it comes to coping with the Corona crisis. However, we come to the conclusion that European solidarity is stronger than many people assume: (1) The European institutions reacted relatively quickly within the framework of the legally defined structure and given the competences they have according to the treaties. With a variety of measures, the EU has strengthened the capacity to act of those Member States that are particularly affected by the crisis. (2) European Citizens' willingness to show European solidarity is strong. This applies both to future European-wide medical care for emergency patients and to the financial support of Member States to deal with the economic and social consequences of the pandemic.

While the magnitude of the current pandemic is still unknown, Eastern Europe might be facing a major regional catastrophe. The six countries of the EU’s Eastern Partnership (EaP) have dysfunctional health-care systems and lack resources and protective equipment for their doctors and hospitals. The European Commission’s offer of immediate assistance is good news. However, much more will be needed to help the EU’s eastern partners fight the coronavirus and mitigate the socioeconomic impact of this crisis.

In response to the socio-economic consequences of the corona pandemic, the Euro­pean Commission presented a comprehensive package of measures on 27 May 2020. It consists of two components. Firstly, the Commission’s original proposal of May 2018 for the Multiannual Financial Framework (MFF) 2021–2027 is to be increased to €1.8 trillion. Secondly, the Commission is proposing a temporary economic budget of €750 billion under the title "Next Generation EU". This far-reaching package, which the Commission drew up in just a few weeks, can have the effect of fundamentally reshaping European budgetary policy and redistributing competences and responsibilities between the EU and the member states. The European Union sees civilian CSDP missions as a hallmark of its foreign policy. But these missions are implemented ad hoc, without any kind of systematic or strategic planning. As a result, the EU does not have the right capabilities to address essential challenges. Capability-based planning organized into a ten-step process offers a much better way. Existing EU initiatives can be used to kick-start a new approach.

The Workshop: On September 21, 2020, DGAP and the German Ministry of Defence hosted an expert workshop on the Strategic Compass and its four baskets. Participating think-tankers from across Europe were invited to provide input and discuss their ideas in four break-out sessions. Three guiding questions structured the input and debate during the workshop and its break-out sessions: In your opinion, which concrete topics or issues should be addressed at the strategic level in the four thematic blocks? What critical points do you anticipate concerning diverging threat perceptions of the individual EU member states? In your view, what measures would be necessary for the Strategic Compass to generate real added value for an EU capable of action?

A crisis can bring out the best in Germany's European policy, resulting in its selfless embrace of deeper integration. But sometimes crises require Germany to lead from the front rather than melt selflessly into the background. On such occasions, Berlin has seemed a little too keen to stress that it is taking action under severe constraints. While Germany's EU presidency showcased both tendencies, its shift toward crisis-driven realism risks overshadowing its strides for a better Europe.

The Beirut Port blast (BPB) has revealed the fundamental failure of the Lebanese political system, but deep democratic reforms will take time and are fraught with risks. Given the US withdrawal and the extreme tensions in the region, the EU has a critical role to play in addressing the short-term humanitarian crisis, responding to the economic and financial situation, and providing a forum for civil society empowerment. If it fails to do so, the price is further geopolitical destabilization.

Laut Duden ist die Korona der sichtbare Strahlenkranz der Sonne im Falle einer totalen Sonnenfinsternis. Die Finsternis der Corona-Pandemie ist nicht total, aber die menschlichen Opfer und wirtschaftlichen Folgen, die sie mit sich bringt, sind un­ge­mein verheerend. Das stellt auch die EU "vor die größte Bewährungsprobe" ihrer Geschichte (Bundeskanzlerin Merkel). In dieser Lage übernimmt Deutschland am 1. Juli 2020 die EU-Ratspräsidentschaft - im Spannungsfeld zwischen hohen Erwartungen auf der einen und geschrumpften Möglichkeiten einer Präsidentschaft auf der anderen Seite. Dabei geht es neben Kriseneindämmung auch um nachhaltige Weiterentwicklung der EU. Denn darin liegt die größte Chance und Herausforderung: die Lehren der Pandemie zu beherzigen und sie zu nutzen, um eine dauerkriselnde EU zu revitalisieren. Das können die EU-Mitglieder nur zusammen erreichen, die deutsche Prä­sidentschaft kann aber viel dazu beitragen, indem sie Kompromisse schmiedet, Impulse liefert und sich am Leitbild eines solidarischen und autonomen Europa orientiert - auch über die Ratspräsidentschaft hinaus. On April 23, 2020, the European Council mandated the European Commission to work on a European Recovery Fund and to clarify its possible link with the Multiannual Financial Framework (MFF), the EU’s long-term budget. Negotiations on the MFF for the period 2021-2027 were at an advanced state when the coronavirus-induced economic crisis hit the EU. Like so much else, the EU budget now needs to be adapted to meet new challenges in the wake of the health crisis.

The Eastern Mediterranean crisis reflects two overlapping developments. On the one hand, it is a manifestation of Turkey’s increasingly assertive posturing in the inter­national arena. At the same time, it shows the intensity of the geopolitical competi­tion between Turkey and its adversaries, such as Egypt and the UAE. The EU Member States’ different levels and forms of engagement with Turkey obstruct a consensus on how to coherently respond to these developments. With accession negotiations stalled and discussions focused on areas of conflict rather than cooperation, EU-Turkey relations are mired in stalemate, while the militarization of foreign policy is becoming increasingly prevalent in the EU’s southern neighbourhood. Since the beginning of 2020, European Union (EU) institutions have adopted a number of measures in response to the corona pandemic to coordinate Member States' con­tain­ment efforts and provide European resources for joint reconstruction. The EU re­covery fund will set the course that will shape European integration. Nevertheless, despite its budgetary rights, the European Parliament (EP) has remained an onlooker for most of these decisions, as it did during the euro and refugee crises. In order to strengthen democratic legitimacy and the European perspective, the EP should be more closely involved in the EU recovery fund in the short term, and in the long term be given a co-decision role in the EU's crisis policy instruments. This article theorises the relationship of crisis and political secrecy in European public policy. Combining the literatures on crisis management and securitisation, it introduces two distinct types of crisis-related secrecy. (1) Reactive secrecy denotes the deliberate concealment of information from the public with the aim of reducing immediate negative crisis consequences. It presents itself as a functional necessity of crisis management. (2) Active secrecy is about substantive or procedural secrecy employed by authority-holders to implement their interests with fewer restraints. Here, secrecy is an instrument of crisis exploitation, reducing obstacles to extraordinary measures. This distinction is based on an understanding of authority-holders as simultaneous legitimacy- and discretion-seekers whose secrecy politics depend on the constraints and opportunities presented by crises. In order to illustrate active and reactive secrecy, the article uses examples from the euro crisis (Eurogroup summitry, ECB sovereign bond purchases) and the security crisis after 9/11 (terror lists).

For the last decade, the EU was confronted with an unprecedented series of subsequent and often overlapping crises - the constitutional crisis, the Euro crisis, the massive influx of migrants and refugees and last but not least, the Brexit referendum. They were all very different in structure, but they had a common element – they put to test the European Union’s (EU) legitimacy. The main assumption of the study is that these recent crises in the EU directly influence the debates in the national public spheres, and affect the way in which solidarity among EU citizens and EU states is imagined and enacted in media. Thus, the study aims to explain variation in the Romanian public opinion for the period 2014 to 2017. It identifies exogenous factors that relate to the EU polity, its policies and national politics and how they shaped public debate in Romania around two main Pan-European crises – the refugee crisis and Brexit. The paper discusses the impact of the two crises on the Romanians’ level of trust in EU institutions and assesses possible causes of this ‘superficial Euro-enthusiasm’ on the overall context of the Europeanization of public sphere in Romania. The findings are discussed in light of three main conditions of a Europeanized national public sphere: the role of Romanian media in building EU legitimacy; very high levels of polarization and contestation around the 2 topics of common concern; and a clear ‘European dimension’ that transcends national topics.

Following the Paris Agreement, the energy landscape is changing more than ever. While these changes bring opportunity, they also come with risks, requiring traditional concepts of energy security to be reconsidered. These changes in the energy landscape are mirrored by shifting political balances as the world becomes increasingly multipolar, raising questions of which rules will govern energy systems, trade, markets and investment. As geopolitical turmoil comes closer to the EU’s borders, energy systems are becoming increasingly cross-border and regional in nature, intertwining interest in energy security. Cross-border initiatives in energy are proliferating across Eurasia, driven in part by the rise of China, with the potential to create new energy regions, corridors and geographies. These developments can lead to new geographies along infrastructure lines and could result in competitive regionalism and regulatory fault lines. This paper reflects an initial step to identify potential risks emerging in this new energy landscape and assess the ability of existing institutions and tools of governance to address them. The study aims to describe the risk landscape and governance shortcomings and identify actions the EU can take to both improve its existing external energy governance and empower existing institutions to address these risks. Ultimately, for the EU and Germany, the challenge will be to turn the potential risks of connectivity into opportunities and to help establish a level playing field that ensures competitiveness through common rules. This paper takes issue with the widely held view that Europe has failed to govern the multiple crises it has been facing because of too little integration. Rather than a lack of authority, a growing “commitment-compliance gap” has exacerbated the regulatory deficits of EU governance in core areas of the European integration project. The failure of the Member States to put into practice the policies they agreed upon at the EU level has its cause in Euro- nationalists dominating the politicization of EU policies and institutions. They have been empowered by the way in which the Member States have sought to solve the Euro crisis. The growing contestation of and opposition to the EU and its policies per se is not the problem. Nor is it the return of nationalism in Europe or the lack of a European public sphere. Instead of an outright rejection of European integration, we see the mobilization of illiberal, nationalist ideas of Europe, which are exclusionary, xenophobic, and anti-Islam. This paper argues that Euro-nationalism undermines not only the legitimacy but also the effectiveness of EU governance. It has been fueled by the mix of Member State negotiation and competition in the shadow of supranational hierarchy. This has worked for the EU as a regulatory state but is not suitable for dealing with the redistributive issues that have come to dominate important areas of European integration. In fact, simply extending the EU’s governance mix from regulatory to redistributive policies is likely to further undermine its effectiveness and legitimacy.

One of the main determinants of general attitudes towards the EU is the perception of the domestic economic and political performance while national elites also play an important role. The Hungarian economic crisis, paired with the erosion of the support for the political power in government started earlier (in 2006) than the global financial and economic crisis that further deteriorated the economic and political situation. Hungary was one of the first EU countries that had to rely on an IMF loan. The change in governance in 2010 meant a change in the parliamentarian elite and a significant shift in public discourses about the EU. The raising dissatisfaction of citizens also resulted in the rise of a right wing extremist party. The purpose of this paper is to examine the evolution of attitudes of the Hungarian political (parliamentarian) elite towards the EU in this changing political context in times of economic recession and changing public discourses on the EU. The paper investigates the changing perception of the role the EU played during the crisis, the changes in the perception of European social solidarity and how the European construct should look like taking into account the changed party structure of the Hungarian Parliament. The paper builds on survey data collected among MPs in 2007 and 2009 within the IntUne project as well as in 2014 within the ENEC project.

'Unter dem Blickwinkel der Ausgewogenheit zwischen militärischen und zivilen Mitteln des internationalen Krisenmanagements untersucht der Beitrag zunächst die Behandlung dieses Aspekts in den wichtigsten Sicherheitsorganisationen. Thus, a significant non-military contribution to the Common European Foreign and Security Policy could turn out to be more adequate and efficient than a military one. Fast fünf Jahre nach Beginn des sogenannten Arabischen Frühlings ist die arabische Welt erheblich destabilisiert. Innere und regionale Konflikte stellen das Staatensystem und die Integrität einzelner Nationalstaaten in Frage. In keinem arabischen Land konnte ein breiter Konsens über eine neue Ordnung hergestellt werden. In vier Ländern - Ägypten, Jemen, Libyen und Tunesien - wurden 2011 Transformationsprozesse eingeleitet, die anhand eigens ausgearbeiteter Fahrpläne eine neue politische Ordnung schaffen sollten. Die bisherigen Resultate enttäuschen indes. Tunesien ist das einzige Land, in dem der Transformationsprozess gemäß Übergangsfahrplan nominell erfolgreich zum Abschluss geführt wurde. Der fragile Kompromiss zwischen den beiden stärksten politischen Kräften des Landes -der säkularen Sammlungspartei Nidaa Tounes und der moderat islamistischen Ennahda- bietet jedoch weder Raum für effektive Partizipation, noch verspricht er substantielle Reformen. Fragen von Verteilungsgerechtigkeit, die im Zentrum der Proteste von 2011 gestanden hatten, bleiben hier wie auch in anderen Ländern weiterhin der politischen Diskussion entzogen. Deutschland und seine Partner in der EU können sich nicht von der Nachbarregion abschotten. Sie müssen daher nach Wegen suchen, dort wirkungsvoller als bislang zu einer nachhaltigen Stabilisierung beizutragen. Dies kann nur gelingen, wenn europäische Politik der Tatsache Rechnung trägt, dass Sicherheit, Gewährleistung von Menschenrechten, inklusive politische und soziale Ordnungen sowie Entwicklung unauflöslich miteinander verknüpft sind. Deutschland und seine Partner in der EU sollten daher auf Stabilisierung durch Transformation, nicht durch die Stärkung von Repressionsapparaten setzen. (Autorenreferat)

Infolge der andauernden Probleme Griechenlands, bei denen sich auch keinerlei Ende abzeichnet, gilt das Land heute mit großem Abstand als der größte Risikofaktor in der Euro-Zone. 91 Prozent der Bürger in Deutschland sind überzeugt, dass die größten Gefahren für die Euro-Zone heute von Griechenland ausgehen; nur 7 Prozent assoziieren Italien, nur 6 Prozent Spanien und noch weniger Frankreich mit den größten Risiken für die Währungsunion. Vor zwei Jahren führte Griechenland zwar auch mit großem Abstand das Risikoranking an, aber nicht annähernd so ausgeprägt wie heute.

Infolge der Preiskrisen bei Nahrungsmitteln in den Jahren 2008 und 2011 initiierte die Staatengemeinschaft auf mehreren Ebenen (etwa der G20) koordinierende Programme, um versorgungsrelevante Maßnahmen besser untereinander abzustimmen. Für eine solche umspannende Koordination sind gerade die EU und die USA prädestiniert, da sie große Agrarproduzenten und Geberländer sind. Jedoch verfolgen sie unterschiedliche Ansätze, um Versorgungskrisen vorzubeugen (Krisenvorsorge) und eingetretene Krisen abzumildern (abfederndes Krisenmanagement). Dies kann die Wirkung von Maßnahmen gegen Krisen beeinträchtigen. Die Unterschiede in den Versorgungspolitiken von USA und EU werden oft nur plakativ und pauschal erwähnt. Daher werden sie in dieser Studie konkret in einzelnen Maßnahmen identifiziert: In puncto Vorsorge liegen die Stärken der EU in der vorausschauenden Krisenerkennung, während die USA ausgefeilte Krisenpläne besitzen, in denen die politischen Akteure benannt sind, die jeweils tätig werden müssen. Im Krisenmanagement treten gerade bei Nahrungshilfen noch deutlichere Unterschiede hervor: Die EU leistet in erster Linie monetäre Hilfen, wie international seit langem empfohlen, die USA dagegen bieten überwiegend Sachhilfen an. Ein besserer transatlantischer Austausch über vorsorgende Erkennungssysteme könnte helfen, einen abgestimmten Katalog bedürftiger Länder zu erstellen, damit sich Hilfen besser bündeln lassen. Um Nahrungshilfen zu harmonisieren, müsste das amerikanische System grundlegend reformiert werden, was zeitaufwendig sein wird. Alternativ wäre eine transatlantische Arbeitsteilung denkbar: Sind in Krisenländern keine Nahrungsmittel vor Ort verfügbar, könnten zunächst amerikanische Sachhilfen eingesetzt werden. The global crisis broke out ‘externally’ when the ‘internal’ institutional crisis in the EU reached its peak. In addition, the new member states were still in the post-accession crisis. These three types of ‘crises’ can be observed: first, a deep systemic crisis is ongoing in the global world; second, the creative crisis is the usual way of development in the EU; and finally third, the serious problems, disturbances, troubles in the new member states are transitory as the unavoidable contradiction of Europeanisation within the EU. Nonetheless, in the deepening-widening relationship, the new members are the main losers of the triple crisis, since the global financial crisis has broken out when they have been in their most vulnerable situation, so it deteriorates significantly their efforts to catch up and reach ‘effective membership’.Two alternative scenarios can be outlined: (1) the ‘post-communist track’ and (2) the ‘completing the membership’ scenario. The first scenario has been based on the ‘Prague-Vladivostok doctrine’, which presupposes that these ‘post-communist countries’ are basically of the same nature from Prague to Vladivostok and due to the burden of history they are doomed to fail in the process of catching up in the EU. The completing the membership scenario has been based on the Europeanisation process, which indicates that the new member states can reach effective membership by 2015. Germany is widely perceived to be calling the shots in Europe's sovereign debt crisis management, and maybe in the EU in general. But a state's influence in the union is complex and also contextual. Clearly, though, state power seems to have regained prominence in the European debate. How much power have member states retained, or perhaps even won, in the process of integration - and what does power in the Union look like? Five theses on power in today's European Union.

The European Union’s (EU) Common Foreign and Security Policy (CFSP) and its accompanying Common Security and Defense Policy (CSDP) missions are tools used to increase the international profile of the EU. Using three different databases, this study features a content analysis that evaluates how much and what kind of media coverage CSDP missions receive. In general, the news coverage is positive, but limited. This article argues that the problem is structural: the very nature of the missions themselves, whether EU or NATO, makes them poor vehicles for EU promotion for political, institutional, and logistical reasons. By definition, they are conducted in the middle of crises, making news coverage politically sensitive. The very act of reporting could undermine the mission. Institutionally, all CSDP missions are intergovernmental; therefore, the member states control the coverage. Logistically, the missions are usually located in remote, undeveloped parts of the world, making it difficult and expensive for European and international journalists to cover. Moreover, these regions in crisis seldom have a thriving, local free press. The author concludes that although a mission may do good, CSDP missions cannot fulfill their primary political function of raising the profile of the EU.

Seit 2009 befindet sich Griechenland in einer Schuldenkrise und unter dem fortwährenden Druck, einen Staatsbankrott zu verhindern. Nachdem die EU und der Internationale Währungsfonds (IWF) 2010 ein gemeinsames Hilfspaket geschnürt hatten, einigte sich die Troika, die Vertreter der EU-Kommission, der Europäischen Zentralbank (EZB) und des IWF, auf ein Sanierungsprogramm, das mehrere in Griechenland umstrittene Sparpakete beinhaltet. In der deutschen Öffentlichkeit und Teilen der Politik bringt man dem griechischen Staat nur ein äußerst geringes Vertrauen entgegen. Die Rettung Griechenlands, so der herrschende Tenor, berge »viele Risiken« für die internationalen Geldgeber. Anders als in Deutschland gewöhnlich dargestellt, gibt es unter Vertretern der seriösen griechischen Medien und Wissenschaft durchaus eine vielseitige und selbstkritische Diskussion über die aktuelle Situation und die Zukunft des Landes. Auch wenn sich die Krise in der Eurozone vordergründig beruhigt hat, bestehen nach wie vor große Risiken im Bereich der Staatsfinanzen, im Bankensektor und durch soziale und politische Instabilitäten. Die neue Bundesregierung sollte hierauf zunächst mit drei Initiativen reagieren. Erster Schritt wäre eine Neuausrichtung der deutschen Wirtschaftspolitik. Mehr Investitionen, eine Liberalisierung des Dienstleistungssektors sowie eine Stärkung der grenzüberschreitenden Arbeitskräftemobilität würden der deutschen Wirtschaft nutzen und den Abbau makroökonomischer Ungleichgewichte in der Eurozone fördern. Zweitens sollte die Bundesregierung einer Bankenunion mit einem zentralen Abwicklungsmechanismus zustimmen, der eine Konsolidierung des europäischen Bankensystems erlaubt und die Fragmentierung im europäischen Finanzmarkt umkehren könnte. Drittens würden eine Wachstumsinitiative und ein europäischer Jugendbildungsfonds einer »verlorenen Generation« Perspektiven eröffnen. Dieses Maßnahmenbündel würde die Voraussetzungen für eine spätere, politische Vertiefung der Eurozone verbessern: Demokratisch legitimierte Entscheidungsstrukturen, die nur über eine Vertragsreform umzusetzen sind, sollten den in der Krise erstarkten Intergouvernementalismus ablösen. Bei ihrem Gipfel im Dezember 2013 werden sich die Staats- und Regierungschefs der EU erstmals seit fünf Jahren wieder schwerpunktmäßig der Gemeinsamen Sicherheits- und Verteidigungspolitik (GSVP) widmen. Im Vorfeld des Treffens mangelt es nicht an Einzelvorschlägen, wie man die Effektivität der GSVP steigern und militärische Fähigkeiten ebenso wie die europäische Rüstungsindustrie stärken könnte. Was fehlt, ist eine übergreifende Vorstellung davon, wohin sich die GSVP entwickeln soll und welche Prioritäten für die einzelnen Reforminitiativen zu setzen sind. Der Europäische Rat sollte die Gelegenheit nutzen und eine Neuorientierung der GSVP anstoßen. Notwendig ist vor allem eine neue Begründung des Politikfelds, die weniger im Krisenmanagement und mehr in der europäischen Sicherheits- und Verteidigungskooperation liegen sollte. (Autorenreferat)

"In den letzten Monaten hat die französische Haltung gegenüber der europäischen Wirtschaftspolitik eine spektakuläre Wende vollzogen. Von Eurobonds und einer Banklizenz für den Europäischen Stabilitätsmechanismus ist in Paris keine Rede mehr, sondern nur noch von Haushaltskoordinierung und Schuldenbremse nach dem deutschen Modell. Diese konsensträchtigen Töne dürfen aber nicht vergessen lassen, dass in der französischen Öffentlichkeit die Meinungen zu diesem Thema weit auseinander gehen. Dabei werden zwei Fragen besonders kontrovers diskutiert: Wie können sich die EU-Staaten zu mehr Haushaltsdisziplin verpflichten, ohne gleichzeitig Wachstumsperspektiven zu gefährden? Und wie sollen die EU-Mitgliedstaaten auf Ungleichgewichte in der Wettbewerbsfähigkeit und im Außenhandel reagieren? Indem Alain Fabre die Notwendigkeit integrierter Finanzpolitik betont und die gemeinsame Steuerung nationaler Finanzpolitiken als eine neue Etappe politischer und wirtschaftlicher EU-Integration begrüßt, bringt er das neue Bewusstsein für die Schuldengefahr zum Ausdruck. Ermöglicht wurde der Fiskalpakt dadurch, dass sich Frankreich und die Mehrheit der europäischen Staaten dem deutschen Ziel der Haushaltssanierung angeschlossen haben. Das Gleichgewicht beider Länder sei nicht nur für die Dynamik des deutsch-französischen Duos entscheidend, sondern auch für eine weitere Vertiefung der ökonomischen Integration. Diese ist jedoch durch die unterschiedliche Gewichtung öffentlicher Ausgaben in beiden Ländern bedroht. Um dem entgegenzuwirken, müsse in Frankreich der Abbau des Haushaltsdefizits und der Schulden vorrangiges Ziel sein. Für Arnaud Lechevalier hingegen ist die gegenwärtige Strategie der EU-Mitgliedstaaten zum Scheitern verurteilt. Abgesehen von der Finanzproblematik in Griechenland, sei die Krise der Eurozone in ihrem Ursprung keine Staatsverschuldungskrise, sondern sei vielmehr durch die übermäßige Verschuldung privater Akteure ausgelöst worden. Dieses Schlüsselproblem könne die Fiskalunion keineswegs lösen. Außerdem werde sich die Begrenzung des strukturellen Defizits nach dem Vorbild der deutschen Verfassungsreform langfristig negativ auf das Wachstum auswirken; diese Begrenzung müsste sich vielmehr auf die Ausgaben jenseits von Investitionen beziehen. Der Fiskalpakt, so Lechevalier, birgt weder für die Banken- und Finanzkrise, in der sich die der Staaten spiegelt, noch für das zentrale Problem der unterschiedlichen wirtschaftlichen Leistungen der EU-Mitgliedstaaten in den Bereichen Wettbewerbsfähigkeit und Außenhandelsbilanz eine Lösung." Instead of talking about Eurobonds or a banking license for the European Stability Mechanism, Paris now talks about budget consolidation and a “debt break,” following the German model. This consensus based talk should not make us lose sight of the fact that French public opinion drifts apart. Two questions are particularly subject of controversial debates: How can EU member states strive for better budgetary discipline without, at the same time, ruin perspectives of economic growth? And how should the EU member states react to the economic imbalances in competition and export? Through underlining the necessity of an integrated approach to fiscal policy and an EU coordination of national fiscal policies as a step forward to political and economic integration, Alain Fabre expresses a new awareness of the danger of high levels of debt. This step has been made possible by the fact that France and the majority of European countries have themselves committed to Germany’s fiscal consolidation plans. The political influence of Germany and France is not only decisive for the dynamic of the Franco-German duo itself but also for further economic integration. However, this dynamic is affected by differences in government expenditure of both countries. To address this problem, France must make it a priority to reduce public deficit and public debts. Arnaud Lechevalier, however, considers the present strategy of the EU member states doomed to failure. Apart from Greece’s crisis, the Eurozone crisis does not represent a sovereign debt crisis in his origin, but has been caused by excessive debt of private actors. This key problem cannot be resolved by the so-called fiscal union. Moreover, a limit on structural deficit, following the example set by the German federal government, would have negative effects on economic growth in the long term. This deficit limit should therefore not apply to investment expenditure. The fiscal union does, according to Lechevalier, not solve the European financial crises, which mirrors the different crises on national level, or the key problem of different economic performance of the EU member states in the realm of economic competition and external trade balance." Europa leidet unter drei schweren Krisen: einer Krise internationaler Wettbewerbsfähigkeit, einer gefährlichen öffentlichen und vielerorts privaten Verschuldung sowie einer Vertrauenskrise. Alle drei wurzeln in einer verfehlten Politik, denn europäische Institutionen missachten seit Jahrzehnten die Unterschiedlichkeiten und nationalen Verantwortungen der Mitgliedstaaten. Wir brauchen "mehr" Europa - aber eine Europa-Politik, die den demokratischen Willen der Menschen berücksichtigt und nutzt. Dagegen forcieren Kommission und Rat immer einheitlichere Regelungssysteme für die gesamte Europäische Union, bei der gleichzeitigen Beschleunigung und Vertiefung der weltweiten Wirtschaftsverflechtung. Dies verschärft die Spannungen zwischen den sich in den einzelnen Ländern unterschiedlich auswirkenden globalen Wettbewerbsbedingungen und der immer weiter egalisierenden Europa-Politik. Eine zu weit gehende Angleichung zerstört in der Tat Europas Wettbewerbsfähigkeit - was sich noch nicht bis zur Kommission herumgesprochen hat. Die Europäische Union wird aber nur dann Bestand haben, wenn die europäischen Institutionen die wirtschaftlichen, kulturellen und sozialen Unterschiede in Europa wieder sehr viel mehr respektieren. Denn gerade diese Unterschiede sind Teil der europäischen Kraft. Dezentrale Entwicklungen stärken Europas Wettbewerbsfähigkeit in der Globalisierung, zentralistische bedrohen sie. Ein wichtiger Teil dieser Wettbewerbsfähigkeit ist die Möglichkeit der nationalen Regierungen, ihren Unternehmen gezielt zu helfen. Diese Möglichkeit wurde aber von der Kommission tiefgreifend beschnitten, so dass die europäischen Regierungen inzwischen sehr viel weniger Möglichkeiten zur Unternehmensförderung haben als in den außereuropäischen Konkurrenzländern zur Verfügung stehen. Der deutlich zu konstatierende Verfall der europäischen Gesinnung ist Folge dieser übertriebenen europäischen Zentralisierung, die den nationalen Regierungen Legitimität entzieht, ohne dafür selbst Ersatz leisten zu können. Und nationale, regionale und sogar kommunale Einheiten sind flexibler und effektiver dabei, wirksame Antworten auf die Globalisierung zu entwickeln. Das schwerfällige Abstimmungsverfahren zwischen den 27 Mitgliedstaaten auf der europäischen Ebene hinkt dem weit hinterher. Die Folgerung lautet also, dass sich Rat und Kommission auf die Themen konzentrieren, die zwingend einheitlich geregelt werden müssen. Alles andere aber sollen sie - gerade im Sinne des oft beschworenen Prinzips der Subsidiarität - den Einheiten überlassen, die bessere Lösungskompetenzen für die anstehenden Probleme besitzen., Europe is suffering three grave crises: a crisis of its competitive ability, a crisis of dangerous national and often private debt, and finally a crisis of confidence. All three are rooted in a mistaken policy, as European institutions have disregarded the differences and national responsibilities of member states for decades. We do need "more Europe" - but in the sense of a European policy that respects and utilizes the democratic will of the people. In contrast, the Commission and the Council push for ever more unified systems of regulation for the whole European Union, and this during an accelerating and deepening global interlacing of national economies. This cannot help but exacerbate the tensions between differentiated global conditions of competition and the ever more equalizing European policy. Harmonization that goes too far will indeed destroy Europe’s competitiveness - a fact the Commission apparently has not yet grasped. The European Union, however, will only continue to exist if the European institutions again respect the economic, cultural and social differences in Europe. For these differences are part and parcel of Europe’s strength. Peripheral developments strengthen Europe’s global competitiveness, while central developments threaten it. An important part of this competitiveness is the ability of national governments to distribute targeted aid to businesses. These abilities, however, have been drastically cut by the Commission and therefore national governments in Europe have fewer possibilities to aid businesses than do competitors outside of Europe. The wide spread decay of European-mindedness is a consequence of exaggerated European centralization, which robs national governments of their legitimacy without offering a replacement. And finally, national, regional and even local institutions are more flexible and more efficient for developing effective answers to globalization. The clunky procedures of finding consensus on the European level between the 27 member states lag far behind. The inevitable conclusion is that the Council and the Commission should only focus on issues that have to be decided on the European level. Everything else should be left to institutions that have a higher potential for finding solutions - in accordance with the often mentioned, but all too seldom observed principle of subsidiarity.

Wie konnten die Ungleichgewichte entstehen, die zur europäischen Schuldenkrise geführt haben? Wie lassen sie sich überwinden und für die Zukunft vermeiden? Welche Lehren lassen sich aus den Erfahrungen anderer Währungsräume ziehen? Diese Fragen stehen im Mittelpunkt dieses Papiers. Die Analyse mündet in Überlegungen, inwieweit der gegenwärtigen Problemlage Konstruktionsfehler der Währungsunion zu Grunde liegen und wie diese korrigiert werden könnten. Neuen Formen der Governance, dem Nutzungspotential des EU-Haushalts und möglichen neuen Transfersystemen kommt eine besondere Aufmerksamkeit zu.
