Intellectual property includes not only copyright but also industrial property (IP), which consists of inventions (patents), trademarks, industrial designs and models, and designations of origin. In order to identify the importance of these competencies of non-lawyers, e.g. engineers, managers, in companies, an online survey was conducted in some European countries as part of the Erasmus+ IPEDU project in 2021. This paper presents the results (n = 175) from four countries: Croatia, Portugal, Romania, and Slovenia. The results provide information about the perception of the importance of IP knowledge in industrial companies, the benefits of this knowledge for the companies, the implementation of training for employees, and the hiring practices of external experts. IP knowledge seems to be very important for companies, but they rarely organize IP training for their own employees. They require IP skills from job applicants and expect the education system to provide this knowledge. Important differences were found between countries, especially in the perceived usefulness of IP knowledge, skills, and training. As IP knowledge becomes increasingly important in industry and society, the study offers a new perspective on the importance of including IP in the education system and the need for non-lawyers to be knowledgeable in this area.

This position paper sets out to examine value creation in the engineering enterprise, a process that has mostly been associated with innovation and entrepreneurs. An analysis of the literature on engineering value creation in business studies, engineering and engineering education publications shows that there has been surprisingly little empirical study and thus the means by which most engineers contribute value is unclear in the literature. Analysis of published data and data from studies by the authors in engineering workplaces in Australia, South East Asia and Portugal suggests that the work performed by most engineers has little to do with innovation. Based on these data the authors identify 14 ways in which engineers create value. An important finding is that routine engineering performances by a majority of engineers, not associated with innovation or entrepreneurial activities, not only can be shown to create value, but also to protect accumulated value from inadvertent destruction. The paper outlines the educational implications of these findings and proposes measures that engineering educators can adopt to improve the understanding of engineering graduates about engineering value creation.

Purpose: The purpose of this paper is to analyse whether there is an adjustment between the Portuguese higher education supply and the needs of the labour market. Design/methodology/approach: An empirical study is performed, using a quantitative approach, relating the job offers for graduates registered at the employment centres and the number of graduates by higher education institutions (HEIs) in Portugal, at an aggregate level and NUT II regions, by areas of education and training, over the 2003-2018 period. To understand how job offers and graduates are correlated, bilateral Spearman's rank correlation coefficients were calculated. Findings: The results show that, in large groups of educational areas, exists a match between the higher education supply and the labour market needs, with an emphasis on the fields of "social sciences, business and law", "engineering, manufacturing and construction" and "health and welfare". However, at a more disaggregated level, a mismatch in the sub-areas of "teacher training and education science" and "computing" was found since labour market needs are much greater than graduates by HEIs and the two variables are moving in opposite directions. Practical implications: The study has revealed important aspects that the educational policy should take into account in order to create the conditions for a gradual adjustment to the labour market needs. Also, the results demonstrate that some measures should be taken in short/medium term to avoid problems in the medium/long term. Originality/value: One implication of this empirical study was the elaboration of a correspondence table to standardise the data analysis units from two different sources. As this correspondence did not exist prior to this study, this output is a relevant contribution to the research field. Another important contribution is the demonstration of a mismatch in some educational sub-areas that deserves special attention from educational policymakers.

The development of vital competencies and a mindset to rethink products, production, and business models in engineering and design students is presently of great importance. These future professionals will play a key role in the development of sustainable products. Within Eco-design and Eco-efficiency curricular unit, an assignment was developed that consisted of the development of an eco-design and eco-efficiency study of a given product, provided by a real industrial company. In this paper, the challenge description and application are reported, as well as the key conclusions.

The recent phenomenon of worldwide declining enrolments in engineering-related degrees has led to the gradual decrease in the number of engineering graduates. This decrease occurs at a time of increasing demand in the labour market for highly qualified engineers, who are necessary for the implementation of fundamental societal functions. This paper initially presents a survey of practices, which are currently employed by academic institutions in Europe in order to increase the attractiveness of their engineering studies. It then provides a detailed analysis of the benefits and proliferation of distance education to increase attractiveness of engineering studies based on a set of interviews. Results of this study highlight a lack of a distance-learning dimension in the implementation of engineering studies in the European Area and discusses in detail ways in which distance learning can be utilised in engineering studies for the benefit of increasing their attractiveness. It has also been noted that institutions employing distance learning as part of their engineering studies, see this as highly beneficial for their students but also for the academic institution itself with some reservations in terms of the pedagogical adequacy of materials and instructional approaches used in distance education courses.

Purpose: Focusing on the specific context of two European old industrial regions--South Yorkshire (UK) and North Region of Portugal--this paper aims to identify and conceptualise a set of relational capabilities that business leaders perceive to play a key role in industrial rejuvenation. Design/Methodology/Approach: A qualitative research design operationalised via case studies was followed for the empirical analysis. Data collection was developed through in-depth interviews with managing directors in small and medium-sized enterprises (SMEs) belonging to the metal and engineering industry and the textile and footwear sectors in the two old industrial regions. Data analysis followed the techniques of data categorisation, within case-analysis and cross-case analysis. Findings: The study identifies relational capabilities that firms use to identify, access and leverage new knowledge: frequent meetings with customers; frequent meetings with suppliers; dialogue with government to influence policy that encourages research and technology transfer; partnership actions for the commercialisation of products and services; active membership with sector associations; immersion in science and technological parks; intentionally establishing links with entrepreneurship-supporting entities; human resources development by technical training institutions; and systematic links with the University. The relational capabilities identified require structured communication processes and alliance management practices to enable and support absorptive capacity and learning in inter-organisational networks. Practical Implications: The relational capabilities identified can help position regions in specific markets and value chains, contribute to improving regions' internal and external connections and assist in combining regions' strengths to create industrial capability in high-growth-potential areas. Originality/Value: This paper highlights the role of relational capabilities as a way to secure access to knowledge and competencies needed for firms' innovation and avoidance of competency traps. This is particularly relevant in the context of European smart specialisation policy, where key regional stakeholders collectively engage in the identification of areas of competitive strength, enhanced coordination and strategic alignment of resources. The study is not without limitations, as findings are based on case studies of SMEs operating in the manufacturing industry and the analysis of relational capabilities is focused on knowledge novelty.

This paper reports on findings from a three-year study of project-based learning implemented in the first year of the Industrial Engineering and Management programme, at the University of Minho, Portugal. This particular model was inspired on project-led education (PLE), following Powell and Weenk's [2003. "Project-Led Engineering Education." Utrecht: Lemma] work. It aims to analyse students' perceptions of PLE as a learning device and its implications for faculty and students' role in teaching and learning. Data collection took place in two phases through individual surveys and focus groups to students. Findings suggest the importance of PLE as a device to enhance meaningful learning and provide evidence from students that it helps to increase their engagement in learning. Implications of PLE for faculty and students role in teaching and learning will be discussed in the paper.

Design/methodology/approach: Theorists such as Bransford et al. argue that twenty-first century educators need to teach students to do more than simply remember and repeat information. Engineering educators Prince and Felder critique traditional methods of teaching in which instructors focus on mathematics and theory, but fail to convey practical applications of that knowledge. They advocate moving students to a higher level of learning--past the stage of memorizing and reciting data--to more sophisticated methods of analysis, synthesis, and application of knowledge. To enact such transformations, Prince and Felder recommend "inductive teaching methods," including "inquiry-based learning," in which students learn through engaging with challenges and a series of questions. The paper provides examples of inquiry-based learning activities from each of the authors. The paper then discusses the cross-pollination of ideas and describes how the authors have shared inquiry-based teaching strategies and collaborated to develop new and relevant assignments and approaches to teaching. Findings: The willingness of learners to discuss a range of pedagogical topics, from specific practices to shared experiences and readings, led to an exchange of ideas, and also to deeper reflections on current practices. The cross-pollination of assignments and techniques resulted in well-structured, stimulating, and relevant research projects that engage engineering students from Texas to Portugal, and from communication to technical classes. Research limitations/implications: The use of inquiry-based learning activities and the sharing of resources across continents aimed at improving learning and teaching requires expanding upon and further development. This paper focuses on the issue of how engineering programmes demand and/or promote argumentative reasoning, which is a subsequent aspect of curricular development. This was the main objective of the project on which this paper reports. This is to say that the focus is on assessment as a way to establish to what extent argumentative reasoning is demanded and mobilised in teaching and learning processes. This aim was achieved using a sample of assignments developed in courses in different Bologna undergraduate programmes at the Engineering School at the University of Porto, during the first semester of the academic year 2009/2010. Whereas problem solving in engineering constitutes a structural element in the curricular organisation of the engineering programmes and is strongly related to argumentative skills, it was possible to conclude that students demonstrate and explain extensively, but do not argue, possibly because their teachers do not invite them to do so in assessment situations. This paper reports the results of a study of engineering students' approaches to an open-ended design problem. To carry out this, sketches and interviews were collected from 9 freshmen (first year) and 10 doctoral engineering students, when they designed solutions for orange squeezers. Sketches and interviews were analysed and mapped with a descriptive "ideation framework" (IF) of the design process, to document and compare their design creativity (Carmona Marques, P., A. Silva, E. Henriques, and C. Magee. 2014. "A Descriptive Framework of the Design Process from a Dual Cognitive Engineering Perspective." "International Journal of Design Creativity and Innovation" 2 (3): 142-164). The results show that the designers worked in a manner largely consistent with the IF for generalisation and specialisation loops. Also, doctoral students produced more alternative solutions during the ideation process. In addition, compared to freshman, doctoral used the generalisation loop of the IF, working at higher levels of abstraction. The iterative nature of design is highlighted during this study--a potential contribution to decrease the gap between both groups in engineering education.

Engineering design is known as an answer to an ill-defined problem. As any answer to an ill-defined problem, it can never be completely right or absolutely wrong. The methods that universities use to teach engineering design, as a consequence of this, suffer from the same fate. However, the accumulated experience with the "chalk and talk" teaching tradition has led to a reality in which the employers of fresh graduates are not happy with the engineers they are getting. Part of their complaints are related with the inability of recently graduate engineers to work in problems where the boundaries are not well defined, are interdisciplinary, require the use of effective communication and integrate non-technical issues. These skills are mostly absent from traditional engineering curricula. This paper demonstrates the implementation of engineering design perspectives enhancing some of the aforementioned skills in a traditional mechanical engineering curriculum. It emphasises in particular a design project that is tackled in a sequence of conventional courses with a focus that depends on the course objectives and disciplinary domain. This transdisciplinary design project conveys the idea (and effectively implements it concurrently) that design is multidisciplinary.

Towards the end of their secondary education, students face significant pressures in their decision about their career plan. These pressures are internal and external, personal and social, individual and from the reference group. This paper aims at understanding the reasons driving engineering students' choices, their perceived needs and aspirations. Moreover, it discusses how, in that process, students are constrained by family and friends and are conditioned by factors such as their socioeconomic and cultural background, employability prospects and gender. The construction of a career map/plan and the reasons and motivations for the option of an engineering career are reviewed, based on the qualitative analysis of students' discourses. The data indicate the relevance of several criteria such as social status, intelligence, gender, competences, values and interests in the construction of career aspirations. All these levels are highly influenced by self-esteem, which is closely related to the social value of training options and career paths. (Contains 1 figure.)

This paper explores the extent to which students and teachers are able to acknowledge the strengths and weaknesses of a shift in the approach to teaching and learning from a traditional, teacher-centred perspective towards project- and learner-centred education. It reports on a case study aimed at exploring students' and teachers' perceptions of a project-led education course carried out at an engineering course at a Portuguese university. Data were collected through questionnaires, letters and interviews. Findings suggest, in spite of some negative experiences and final results for some of the students, a clear recognition of the benefits of a project-based approach to both the teaching staff as well as the students. Both are able to identify interdisciplinarity, high student motivation and the acquisition of soft skills as key features of project-led education.

Since 1989, the Mathematics Education Project (PmatE--Projecto Matematica Ensino) has developed several strategies to improve the success of students in Mathematics. The most important of these are mathematical games for all grades above primary school. The online evaluation of Mathematics subjects is one of PmatE's goals. The implementation of an on-line diagnosis test--TDmat (Teste Diagnostico de Matematica), mandatory for all students enrolling for the first time in Science and Engineering courses at the University of Aveiro, was the approach chosen to evaluate the mathematical competences of these students. TDmat is a computer test with automatic evaluation in which the analysis of results is done automatically. This paper describes how it is conceived as well as the main results and conclusions drawn from evaluations of the school years 2003/2004 and 2004/2005. Computer-aided design, computer-aided manufacturing, computer-aided analysis, reverse engineering and rapid prototyping are tools that play an important key role within product design. These are areas of technical knowledge that must be part of engineering and industrial design courses' curricula. This paper describes our teaching experience of computer-aided tools for product design centred on the development of a proposed project. The pedagogic model, the teaching objectives and methodology are described and discussed. The competencies acquired within the development of the project have stimulated the design and manufacturing of several artefacts within the students' final-year project. A conceptual vehicle, a washing machine and a tricycle were products designed by students and are presented. (Contains 4 figures.)

In this paper, we propose a novel nonlinear approach to solve the short-term hydro scheduling problem under deregulation, considering head-dependency. The actual size of hydro systems, the continuous reservoir dynamics and constraints, the hydraulic coupling of cascaded hydro systems, and the complexity associated with head-sensitive hydroelectric power generation still pose a real challenge to the modelers. These concerns are all accounted for in our approach. Results from a case study based on one of the main Portuguese cascaded hydro systems are presented, showing that the proposed nonlinear approach is proficient. [ABSTRACT FROM AUTHOR]

The theme of this issue of Municipal Engineer invites the contemplation of culture, creativity and engineering. This paper locates itself in that fluid cross-over world between engineering, architecture and art. Engineering—an art of guiding force—fused with culture—the art of being human. To the author, the best contemporary synthesis of culture, creativity and engineering is the work of the engineer/ architect/sculptor Santiago Calatrava. Such a synthesis, however, evades his Lisbon Oriente Station, in Portugal, which, paradoxically, brings the issue to the fore and allows it to be discussed. Lisbon's eastern industrial wasteland has been regenerating at a breathtaking pace, as if to keep up with the high-speed trains now calling at Santiago Calatrava's new and controversial Oriente Station, the area's catalyst project. What is an engineering student expected to learn to become a competent engineer? Which is most desirable in higher education: hard skills or soft skills? Are there differences between master's and bachelor's learning outcomes, or between public or private schools? Previous works point out the relevance of hard rather than soft skills in engineering higher education. The implementation of learning outcomes (LOs) in higher-education curricula has been a common challenge for European educational institutions. Despite the efforts undertaken since the Bologna Declaration, the effective implementation of the learning outcomes paradigm is still in process. This research intends to analyse the LOs proposed in the scope of graduate and postgraduate electrical or computer electrical or computer engineering programs submitted to the Agency for Assessment and Accreditation of Higher Education (A3ES) in Portugal since 2004. Conducting a qualitative analysis, data documents were coded according to the Nusche typology of LOs. The results suggest that cognitive skills are a core dimension in electrical or computer engineering LOs. References to non-cognitive LOs are not representative. Different institution sectors (private vs. public), systems (universities vs. polytechnics), and study cycles (first vs. second vs. integrated master) highlight distinct cognitive and non-cognitive categories in their definition of LOs. The paper presents the structure of Civil Engineering education in Portugal. Description of the organization of the cycles of studies currently existing, comparing them with the pre-Bologna Process organization in Portugal is presented. Quality assurance mechanisms are outlined. Afterwards, a more detailed description of the Civil Engineering organization at University of Aveiro is presented, taking into consideration the different cycles of studies. Recognising the broader role and impact of engineering in contemporary society makes it necessary to rethink engineering education to strengthen its purpose of service to humanity and to the common good. From this perspective, future engineers need a more comprehensive education that is not only bound to the technical area but also incorporates critical reflection and ethical education. With the objective of facilitating the process of rethinking engineering education, the present study analyses the official mission of Portuguese higher education institutions offering engineering courses to identify current engineering education conceptions and the importance attached in them to the service to humanity view. The results reveal that the dominant conception is centred on the economic view of engineering and of the engineer. These results reinforce the need to build a new perspective that strengthens the role of engineering as a service to humanity, social justice and the common good. [ABSTRACT FROM AUTHOR]

The article offers information about the 50th anniversary of Artificial Intelligence (AI), celebrated by the Institute of Engineering at Polytechnic of Porto in Portugal. One of the major highlights in the event was the opening of the "Artificial Intelligence: 50 Years" exhibition, which features interactive activities. It was participated by around 130 researchers. The exhibition aims to motivate visitors to explore AI's history, technologies, and applications. Portugal's pioneering father of AI, Luís Moniz Pereira, has given a speech relevant to the future of AI.
