The benefits of biomass as an alternative fossil fuel can be realized mainly through biomass consumption. This paper examines the growth rate and spatial patterns of biomass consumption in the United States (hereafter US) during the period 2000–2012, using the SLOPE index, Moran's I and local Moran's I. Results indicate that US States show either slow growth or slow decline in biomass consumption during the period 2000–2012. The number of States that have slow growth in biomass consumption is slightly larger than the number of States showing slow decline. The pattern of growth rate of biomass consumption revealed by the SLOPE index and the observed pattern of the temporal variation of biomass consumption ensures that the SLOPE index can catch the growth rate of biomass consumption. This pattern does not align with the increased annual investment in biomass, indicating that the investment in biomass does not flow down to the biomass industry effectively. The pattern of growth rate of biomass consumption will provide additional evidence for the debates about the effectiveness of State renewable energy policy, and demonstrates an urgent need for appropriate State renewable energy policies. There is a High-High spatial cluster around the Southeast of the US and a Low-Low spatial cluster in the Middle of the US in 2000, 2004, 2008 and 2012. As the leader of the largest economy, President of the United States has substantive influence on addressing climate change problems. However, a presidential election is often dominated by issues other than energy problems. This paper focuses on the 2016 presidential election, and examines the energy plans proposed by the leading Democrat and Republican candidates. Our data from the Iowa caucus survey in January 2016 suggests that voters were more concerned about terrorism and economic issues than environmental issues. We then compare the Democratic and Republican candidate's view of America's energy future, and evaluate their proposed renewable energy targets. We find that the view on renewable energy is polarized between Democratic and Republican candidates, while candidates from both parties agree on the need for energy efficiency. Results from our ordinal least squares regression models suggests that Democratic candidates have moderate to ambitious goals for developing solar and other renewables. The Republican candidates favor fossil fuels and they choose not to provide any specific target for developing renewable energy. In addition, this trend of party polarization has grown more significant when compared with the past three presidential elections. The American electric utility industry is entering a moment of transition. Once viewed as a stable and secure consortium of publicly regulated monopolies that produce and distribute electricity, the industry has weathered market restructuring only to face the ever-present risk of natural disasters, price fluctuations, terrorist attacks, and blackouts. This paper uses five criteria—technical feasibility, cost, negative externalities, reliability, and security—to evaluate the broad portfolio of energy technologies available to American electricity policymakers. Upon close inspection, energy efficiency practices, renewable energy systems, and small-scale distributed generation technologies appear to offer many advantages over large and centralized nuclear and fossil fueled generators. Renewable energy can address rising demand for energy, environmental protection, energy security, and job creation. This paper assesses resource, economic, social, and political drivers for the adoption of renewable energy. Analysis of the data collected from over 100 interviews with utility managers reveals that production tax credits significantly influence the percent of renewable energy in a utility's portfolio. The availability of renewable energy resources, economic drivers, social influences, and political drivers such as renewable portfolio standards and government grants are not significant drivers. With electric generation responsible for 41 percent of U.S anthropogenic carbon dioxide (CO2) emissions from energy use, development of clean energy sources is essential if the United States is to reduce release of greenhouse gases and slow global warming. Many proponents of sustainable energy anticipate that electric generation from renewable sources would thrive in a deregulated market, driven by consumer demand for “green” energy and the end of incentives to build large central power plants under the cost-plus profits guaranteed by state utility commissions. This paper examines the flaws in this expectation. After reviewing the highly cyclical nature of U.S. energy policy making in recent decades, the study links the ineffectiveness of policy with the institutional setting. Under electric utility market restructuring, renewable energy generation (wind, biomass, solar, geothermal, and small-scale hydro) must overcome barriers such as price distortions, lack of storage capability, discriminatory transmission system access, and the end of linked utility rate hikes guaranteed to cover the additional expense of renewable generation. In the absence of strong federal leadership, the state commitment to renewable energy has been uneven under utility restructuring. Moreover, nuclear power—the other leading alternative to fossil fuel use—is beset by serious problems. Only renewable energy options offer long-term hope for sustainability. Along these lines, green marketing, renewable portfolio standards, system benefit charges, carbon taxes, public power, “Community Choice,” and production credits—all based on recent U.S. and European experience—are critically examined and recommendations made for changing course. At present, during this highly fluid period of utility restructuring, and absent more forceful regulation and demand management, it is dubious whether U.S. electricity market reform can encourage sufficient conversion to renewable energy to stem a rising tide of greenhouse gas emissions. The United States has experienced heightened interest in clean energy sources, with many states implementing renewable technologies for energy generation. These efforts are critical for moving states and the nation toward decarbonization and decreased emissions within the transportation and power industries. A challenge with renewable sources (particularly solar and wind) is the inherent variability of energy generation due to climate and geographic influences. Consequently, there is increased interest in addressing energy storage technologies to better capitalize on excess power from high‐production periods for use in times of low generation. Energy storage comes in many different forms with varying duration. Several forms of energy storage are explored in this report to demonstrate the variety of technology options. Following research of the current state of energy storage policy, this work proposes three areas of potential policy improvements for industry: (1) implementation of a policy framework for states to produce ambitious energy storage procurement metrics; (2) amending of the federal investment tax credit for energy storage technologies to be duration‐based; and (3) incentivization of sustainable battery practices. It is imperative for state legislatures to create informed energy storage goals alongside current renewable energy metrics. Amending the modern federal investment tax credit system to include duration‐based incentivization will encourage the deployment of long‐duration technologies to combat variation in electricity generation over the course of seasons. Finally, for the continued deployment of batteries, sustainable practices must be implemented to mitigate material and environmental challenges posed by them, including recycling practices and alternative chemistry utilization. The paper provides a comprehensive empirical assessment of American stimulus policies aimed at renewable energy (RE) technologies. We use an indicator-based methodology to assess progress with respect to energy, environmental and socio-economic issues resulting from RE stimulus programs linked to the American Recovery and Reinvestment Act, and review and analyze the emerging but scattered literature. Overall, our results indicate that stimulus programs have had a positive effect on the RE sector. This is despite the fact that they were originally planned to work in combination with a greenhouse gas ‘cap-and-trade’ system, which has not been implemented. From the methodological perspective, our approach is resource-intensive and our analysis highlights numerous challenges, notably related to causality and additionality. Abstract: Efforts towards decarbonizing the energy system have to focus on individual actors within the system. Their current and potential future stake in energy consumption and contribution to climate change has to be analyzed when formulating energy policies targeting system-wide reduction efforts. Focusing on firms, this paper develops a framework for the assessment of corporate carbon performance. We use this framework for an empirical assessment of the 100 largest US electricity producers within three different carbon scenarios. Our results show that in a scenario without changes in the US institutional environment electricity producers will not face a severe increase of their carbon exposure and only a small improvement regarding the carbon intensity of the electricity mix is achieved. In a scenario with more carbon-constrained US energy market conditions some companies face a financial risk from using and emitting carbon that more than triples compared to today. However, in a scenario with strong investments in renewable energy technologies the carbon dependency of electricity production can be significantly reduced. Abstract: This paper provides an assessment of the commercialization potential for high altitude wind power (HWP). Several technological and policy barriers are identified that may affect the development and deployment of the technology in the US. Technical barriers include electrical transmission from high altitudes and the development of viable methods of energy storage to address intermittency. Non-technical barriers include the lack of a carbon price in the US, which provides an advantage to embedded technologies and widens the ‘valley of death.’ A variety of stakeholders are analyzed in order to understand potential impacts upon the development of HWP. Many fossil fuel producers and utility companies have been leveraging political authority to lobby against a carbon tax, which could be crucial for broad deployment of renewable energy technologies. The combination of technical and non-technical barriers indicates that commercialization of HWP is unlikely in the short term. Commercialization would require major policy shifts at the federal level and advances in S&T. Recommendations are provided to increase federal investment in applied research through additional funding for the Advanced Research Projects Agency—Energy (ARPA-E). It is also recommended that ARPA-E create a matching fund to assist in the commercialization of renewable energy technologies. [Copyright &y& Elsevier]

Abstract: This study begins with a review of energy consumption by end-use sector in Hawaii. Then, the energy generated from renewable energy sources is analyzed between 1991 and 2006. The results show that while geothermal is a considerable source of renewable energy on the Island of Hawaii (also known as Big Island), fossil fuel is the main energy source in the State of Hawaii. The energy intensity index for the State of Hawaii is then calculated by dividing energy consumption per capita by the income per capita. The calculated energy intensity index reveals that energy consumption is directly controlled by per capita income. The results also indicate that the energy intensity index increases over time despite positive developments in energy efficient technologies. In the second part of the paper, the effect of the tourism industry on energy usage in the State of Hawaii is analyzed. The results show that tourism volume, measured in terms of tourist arrival numbers, does not change the energy consumption directly. However, a change in tourism volume does affect per capita income within a few months to a year. In the last part of the study, the energy efficiency index of Hawaii is compared with consumption averages for the US, California and the most energy efficient country in Europe, Denmark. The comparison shows that Hawaii lags behind California and Denmark in terms of energy efficiency. The comparison also shows that an increase in energy efficiency corresponds to an increase in per capita income across the board, which is in agreement with a recent report published by the American Physical Society. Abstract: A consensus has long existed within the electric utility sector of the United States that renewable electricity generators such as wind and solar are unreliable and intermittent to a degree that they will never be able to contribute significantly to electric utility supply or provide baseload power. This paper asks three interconnected questions: [1.] What do energy experts really think about renewables in the United States? [2.] To what degree are conventional baseload units reliable? [3.] Is intermittency a justifiable reason to reject renewable electricity resources? To provide at least a few answers, the author conducted 62 formal, semi-structured interviews at 45 different institutions including electric utilities, regulatory agencies, interest groups, energy systems manufacturers, nonprofit organizations, energy consulting firms, universities, national laboratories, and state institutions in the United States. In addition, an extensive literature review of government reports, technical briefs, and journal articles was conducted to understand how other countries have dealt with (or failed to deal with) the intermittent nature of renewable resources around the world. It was concluded that the intermittency of renewables can be predicted, managed, and mitigated, and that the current technical barriers are mainly due to the social, political, and practical inertia of the traditional electricity generation system. Researchers have debated the relative importance of technology push and demand pull policies in the adoption of environmental technologies. Here, we examine how internationally distributed technology push and demand pull policies interact to support the diffusion of a renewable energy technology. We analyze 40 years (1974–2013) of solar photovoltaic policies in three countries: USA, Germany, and China. We identify four phases of international policy interactions: in Phase 1 (1974–1990), the USA launched technology push policies; in Phase 2 (1991–2003), Germany pioneered demand pull policies; in Phase 3 (2004–2008), China responded to international market incentive programs with a scaling up of manufacturing; and in Phase 4 (2008–2013), Germany reduced whereas China increased demand policies. Our contributions are threefold: First, we demonstrate the importance of “manufacturing push” alongside the standard technology push and demand pull factors; second, we show how global adoption was spurred by the complementarity of policy efforts across national boundaries, while considering the tradeoffs in climate change policy between increasing global environmental welfare and improving national economic development; third, we demonstrate three generic patterns of cross-national policy complementarity. Recent growth in the renewable energy industry has increased government support for alternative energy. In the United States, hydropower is the largest source of renewable energy and also one of the most efficient. Currently, there are 30,000 megawatts of potential energy capacity through small- and micro-hydro projects throughout the United States. Increased development of micro-hydro could double America's hydropower energy generation, but micro-hydro is not being developed at the same rate as other renewable sources. Micro-hydro is regulated by the Federal Energy Regulatory Commission and subject to the same regulation as large hydroelectric projects despite its minimal environmental impact. We studied two cases of micro-hydro projects in Logan, Utah, and Afton, Wyoming, which are both small rural communities. Both cases showed that the web of federal regulation is likely discouraging the development of micro-hydro in the United States by increasing the costs in time and funds for developers. Federal environmental regulation like the National Environmental Policy Act, the Endangered Species Act, and others are likely discouraging the development of clean renewable energy through micro-hydro technology. One predominant theme in American energy and electricity policy is the idea of a “portfolio approach,” or that society must embrace an assortment of different energy technologies simultaneously. This article argues that such a strategy, in practice, is (a) biased, since fossil fuel and nuclear technologies have been heavily favored; (b) opaque, obscuring the different full social costs of energy systems; (c) inequitable, promoting technologies that contribute to climate change; and (d) unsophisticated, ignoring important qualitative differences among technologies. The article estimates the full social costs of electricity generation, concluding that the five cheapest forms of electricity generation are all renewable resources; that intermittency is not a reason to reject renewable energy technologies; that nuclear power has significant technical and environmental problems, especially from a greenhouse gas emissions and climate change perspective; and that “clean coal” and carbon capture and sequestration technologies face significant challenges to deployment. Information on public support and willingness to pay (WTP) for renewable energy from alternative sources is critically important for the development and evaluation of renewable energy policies and programs. This study assesses consumer support and WTP for electricity from solar panels, wind turbines, and on-farm anaerobic digester systems (ADS) in the United States, using data collected from a household survey in the state of Vermont. Empirical results suggest that solar power was the respondents' top choice for public investment, and cow power (electricity generated from ADS) was the least-favored choice. Also, the variations in the likelihood of being willing to pay a premium for each renewable electricity across respondents were closely associated with factors such as education, political affiliation, homeownership, and local agricultural engagement. The relatively low level of public support and WTP for cow power is likely the result of unfamiliarity with this renewable source of electricity, and more educational efforts are highly needed to promote this renewable energy with many environmental benefits for a dairy state. Background: Renewable energy development is a necessary step toward climate change mitigation, so these topics have often been linked. In US public discourse, however, they have somewhat different profiles—climate change views are tied closely to partisan identity, whereas renewable energy exhibits more cross-cutting appeal, and sometimes more cross-cutting opposition as well. To what extent are such differences reflected in survey data tracking rates of change, respondent characteristics, and local or regional variations in public opinion on renewable energy and climate?Methods: We explore similarities and differences in views of renewable energy and climate change using a unique collection of 18 US national or regional surveys totaling more than 14,000 interviews, conducted between 2011 and 2017. Individual surveys varied in context, content, and goals, but all asked two common energy and climate questions, which yield comparable and strikingly consistent results.Results: Public support for renewable energy appears broader than acceptance of anthropogenic climate change (ACC), especially in a more conservative region. Despite local controversies, support for renewable energy in recent years rose faster than ACC acceptance on two regional surveys. Political divisions remain wide on both topics, but wider regarding climate change—particularly among college-educated respondents. Renewable energy views in counties with proposed or operating wind farms are not systematically different from those in other counties.Conclusions: Overall, these results provide encouragement for promoting renewable energy in terms of its economic benefits, working around some of the political identity-based resistance to climate change mitigation.
