The EU has set the ambitious target of raising the share of EU energy consumption produced from renewable resources to 32% by 2030, with a target of climate neutrality by 2050. The aim of this paper is to assess the role of biomass usage in the context of these targets. The paper identifies the progress made between 2013 and 2022 by focusing on a selection of EU countries. The largest bioenergy increments of 130, 77, and 60 PJ were reported for Poland, Sweden, and the Netherlands. This study evaluates the crucial role of co-generation and heat in EU regions, with biomass usage between 55 and 80% of the combined heat and power (CHP) energy in Nordic countries. The future perspectives for bioenergy based on EU policies, biomass resources, and technical issues were addressed. The EU possesses around 9% of the global biomass supply, ensuring a certain level of biomass resource dependence. Thus, the biomass usage demand in energy production, non-energy sectors, and transport is expected to rise, leading to increments of 13–76% on biomass imports. It appears that bioenergy development is mostly limited by economic issues and uneven support for bioenergy in different EU countries as well as environmental issues. The study shows a promising and sustainable potential of bioenergy in the EU as a renewable energy source while minimizing negative impacts on the environment and the economy. By 2050, liquid biofuels are likely to be increasingly used in the transport sector. Non-energy sector usage of biomass is still in an early stage of development, except for the pulp and paper industry, and significant use of biomass in non-energy sectors seems unlikely in the near future. Effective implementation of renewable energy sources (RES) is one of the main challenges in regard to the organization of local energy microgrids with buildings. One of the solutions is the use of dynamic building façades with photovoltaic (PV) panels, in particular the innovative perovskite solar cells (PSCs). This paper describes a case study performed on a pilot installation of perovskite PV panels located in Poland, Central-Eastern Europe. Results of preliminary measurements on this installation are provided in terms of verifying its energy efficiency and the possibility of selecting settings for the façade dynamics control system. Our experiments have considered the sun-tracking mechanism and its energy consumption as well as the impact of weather conditions at different times of the year. The energy efficiency results for the PV system, with average levels below 10%, are rather low. Therefore, even small energy savings in the operation of the PV system itself are significant. Changes in control scenarios for sun-tracking have been proposed and have obtained a reduction from 5% to 1% of energy consumption in autumn and from almost 3.2% to 0.6% in spring, in relation to overall energy produced by the PV system. The integration of Small Modular Reactors (SMRs) into energy systems requires a meticulous assessment of various factors, spanning renewable energy potential, legal frameworks, technical considerations, community engagement, and consumer preferences. This article synthesizes a multifaceted discussion on the subject, focusing on the need for comprehensive analyses before deciding to implement SMRs. Drawing insights from geographic information systems (GIS) and lessons from renewable energy development in Poland, this paper underscores the significance of aligning energy strategies with local needs, emphasizing stakeholder participation. This study examines the factors influencing location attractiveness for various energy technologies, including small modular nuclear reactors (SMRs), wind, solar, and hydroelectric power plants, within Poland. Employing 17 indicators sourced from Statistics Poland and URE, coupled with the application of the k-means algorithm, we outline four distinct clusters that delineate the zones of location attractiveness for SMRs and other renewable energy sources. While large and medium-sized cities exhibit optimal location attractiveness, coastal counties in northern Poland emerge as more suitable for renewable energy sources than for SMRs. The study outlines four distinct energy development strategies based on typologies of regions, each tailored to maximize the utility of available resources and minimize environmental impact. The strategies encompass renewable energy utilization, energy efficiency enhancement, energy diversification, and adaptation through innovation. Emphasizing the interplay between renewable energy potential, energy demand, and local conditions, the research suggests the strategic deployment of SMRs as part of an energy mix in areas where renewable energy resources are limited. Energy is a key driver of all modern economies. Sustainable development is playing an increasingly important role both at regional and local levels. It is a compromise between social and economic needs and the preservation of nature. In the policy of the European Union, the idea of sustainable development and environmental protection is of decisive importance for the implemented programs and economic activities. Contemporary challenges require the transformation of the energy market towards greater use of renewable sources. According to Directive 2009/28/EC of the European Parliament and European Council on promoting energy from renewable sources, Poland has committed itself to achieving a 23% share of renewable energy in gross final energy consumption by 2030. This goal considers total energy consumption in terms of power, engineering, heating, refrigeration, and transport. The aim of this paper was, firstly, an analysis of the share of renewable energy in the European Union over an 18-year period (2004–2021), with particular emphasis on the position of Poland. The second objective was the analysis of renewable energy at the local level in Poland, i.e., at the local government unit (LAU) level. Changes in the share of renewable energy in Poland compared to other European countries were also examined. The study utilized functional analysis of principal components and cluster analysis based on the data from the Central Statistical Office and EUROSTAT. The study found that while Poland does not differ significantly from other countries in using renewable energy, it does fall below the European average. Principal component analysis suggests that Poland responds adequately to European changes in the share of renewable energy in total energy consumption. This dynamic is stable (over 95% explained by the first component) and applies to most countries surveyed. In addition, the authors sought to answer questions relating to the current status of renewable energy sources in Poland, the barriers and challenges facing the introduction of renewable energy in the country, a comparative analysis of Poland's progress in renewable energy with other global counterparts, and an exploration of the future prospects and potential for the development of renewable energy in Poland. The study found that the potential for renewable energy is greatest in the northern areas of Poland, with photovoltaics and wind power plants providing the greatest capacity. The COVID-19 pandemic with subsequent economic fluctuations during consecutive epidemics waves and preventive measures in the form of lockdowns, and Russia's invasion of Ukraine have had a meaningful impact on the European economy, including the energy market. These events have caused an increase in the prices of many products, including fossil fuels, and also a lack of their availability. The changes inspired the authors to conduct research on the current situation in Poland in the field of renewable energy and coal. The paper describes the research on the impact of the development of RES (mainly photovoltaic sources) on the change in the energy generation profile in the case of Poland. The article analyzes the impact of RES (renewable energy sources) on the reduction of CO2 emissions. The conducted analysis was based on the historical similarity of the replacement of conventional (carbon) sources by PV (photovoltaics) by determining in how many cases (%), a specific carbon source will be displaced. Based on the prepared forecast, it was determined that by the end of the year, the installed capacity in PV will reach the level of 11,213 MWp (in wind energy, it will be 7875 MWp). Replacement (reduction of consumption) of approximately 1.5 million Mg of hard coal and 2.87 million Mg of lignite was concluded to be possible (~4.4% and 6.3% of the hard-coal and lignite volume used for energy production). Limiting this volume of hard coal and lignite will also reduce CO2 emissions in the entire NPS by 5.24 million Mg (−5%) in 2022. [ABSTRACT FROM AUTHOR]

Wind energy (WE), which is one of the renewable energy (RE) sources for generating electricity, has been making a significant contribution to obtaining clean and green energy in recent years. Fitting an appropriate statistical distribution to the wind speed (WS) data is crucial in analyzing and estimating WE potential. Once the best suitable statistical distribution for WS data is determined, WE potential and potential yield could be estimated with high accuracy. The main objective of this paper is to propose a novel approach for calculating wind energy potential. For this purpose, the Efficient Global Optimization (EGO) technique was proposed for fitting a statistical distribution to WS data and the performance of the technique was compared with genetic algorithm (GA), simulated annealing (SA), and differential evolution (DE). Performance metrics showed that EGO is providing better estimations compared with GA, SA, and DE. Based on Weibull parameters obtained by using EGO, potential WE and potential annual revenue were estimated for Gdańsk, which is the capital of Pomerania Voivodeship in Poland, in the case of having city-type wind turbines in the city center. Estimations for Gdańsk showed that city-type wind turbines might be helpful for producing electricity from WE in the city without being limited by constraints such as having a long distance between wind turbines and buildings. If such wind turbines were erected on the roofs of residential buildings, malls, or office buildings, there is a possibility that part of the electric energy needed for such buildings could be generated using WE. Biogas energy has been introduced into Central and Eastern European countries (CEECs) through various incentives after their accession to the European Union in 2004. This paper contributes to an understanding of the determinants, challenges and perspectives of agricultural biogas plants in three CEECs (Poland, Slovakia, Czech Republic). Using a combination of quantitative (surveys) and qualitative (semi-structured interviews) methods, it particularly addresses varieties in public support for biogas sectors, how the relationships between biogas plants as new energy entities and their locations in rural peripheries are constructed, and how the operation of biogas plants influences local rural development. We found that as a result of various agriculture and agricultural policies in Poland, Slovakia and the Czech Republic in the second half of the 20th century, the preconditions for the incorporation of agricultural biogas plants into agriculture and rural space generally differ significantly. While in the Czech Republic and Slovakia agricultural biogas plants were usually established within large-scale agricultural farms, in Poland these are rather located off-farm. The most profound challenge for today's biogas plants in all the CEECs studied lies in the transition from direct public incentives to a more self-sufficient business-oriented model focused on cooperation, participation and the involvement of local stakeholders in decision-making, as well as the energy utilization of locally generated agricultural waste and biowaste from households. There are two main ways to reduce anthropogenic GHG emissions: energy efficiency improvement and increase usage of renewable energy sources. Taking these two main ways into account, it is possible to analyze the main drivers of GHG emissions in the country and to make forecast of future GHG emissions based on historical trends. The Visegrad group (V4) countries, including Poland, Hungary, Slovakia, and Czech Republic were selected to provide comparative assessment of their GHG emission drivers and to evaluate effects of climate change mitigation policies in energy sector on GHG emission trends. The Kaya identity approach was applied allowing to perform simple multiplication. Kaya identity equation substitutes the factors with wellestablished and measurable quantities, which leave little space for ambiguity. The multiplying population size by GDP per capita, energy intensity, and carbon intensity of energy allows to get total GHG emissions in the country and define its energy efficiency or use of renewables are the main drivers of GHG emissions, including the effect of economic growth expressed by GDP per capita. The present paper deals with issues related to activities undertaken by local government. The article focuses on the identification and assessment of the significance of local government's different bottom-up initiatives that support development of local entrepreneurship. The article also indirectly discusses the importance of activities referring to energy efficiency. Through the digitization process and by using digital tools, LGs realize projects, improve local actors' awareness, and finally achieve new challenges such as a higher proportion of gross final energy consumption being from renewable sources. The aim of the paper is to present the relationship between the LGs' entrepreneurial activities, which we call bottom-up initiatives, and the local entrepreneurship level, understood as the number of entrepreneurs active on the territory of a LG. This paper presents the results of research carried out on the bottom-up initiatives undertaken by Polish local governments to support entrepreneurship. The research was based on survey and statistical tools and stepwise regression analysis. In the paper, bottom-up initiatives undertaken by local governments (such as organizing events at the national or regional scale that enable networking among entrepreneurs or establishing departments for supporting local entrepreneurship that offer cooperation with local entrepreneurs) were found to influence the number of entrepreneurs active in local government territories. The paper concludes that local governments and their bottom-up activities are an important factor influencing local entrepreneurship development. The presented research results have implications for policy makers and may be useful for local governments in Poland and in other countries in the context of supporting entrepreneurship by undertaking bottom-up initiatives at the local level. The paper analyses changes that occurred in production of renewable energy in EU countries in 2004-2017 with special focus on Poland. Forecasts of renewable energy shares in total gross energy consumption for 2020 were calculated for EU and individual member states to verify whether it is possible to achieve the goals determined in Europe 2020 strategy. It is probable that the goal for EU will be achieved, however, a lot of countries will face difficulties in meeting it, and some other countries simply have no chances to meet the goal. Unfortunately, Poland is among the last group of countries. There are also states that have achieved the goal determined for 2020 much earlier, for example Bulgaria, Estonia or Sweden. In the next step, development of the renewable energy share in final consumption in power industry, in heating and cooling, as well as in transport is analysed. Based on this, using the method of k-means, a group of countries that in 2004 and in 2017 were leaders in this sphere, but still have a lot to do to reach high level of share of renewable energy is identified. The group of leaders in 2004 and 2017 slightly changed. Estonia and Lithuania joined Denmark, Croatia, Latvia, Austria, Portugal, Romania, Slovenia, Finland and Sweden. Poland still has a lot to do to reach the European level of renewable energy share, however the trend of renewable energy share that has been observed since 2012 is really alarming. This paper discusses the article " Assessing temporal complementarity between three variable energy sources through correlation and compromise programming." The discussed paper proposes a novel method of assessing complementarity between three energy sources using correlation, compromise programming, and normalization. The method is then used to calculate a complementarity index which is applied to a case study in Poland. However, upon inspection, the normalization of the index overestimates the complementarity potential. This issue is discussed in detail in this paper, and an alternative way of calculating the index is proposed, eliminating the issue of overestimating complementarity. [ABSTRACT FROM AUTHOR]

Various environmental policy instruments supporting the development of renewable energy are used on an increasing scale as part of the policy of mitigating climate change and more. In our paper, we examine the influence of environmental policy stringency on renewable energy production in the Czech Republic, Hungary, Poland and Slovakia for the period 1993–2012 after controlling for gross domestic product per capita growth, CO2 emissions per capita and income inequality. We use the Panel Pooled Mean Group Autoregressive Distributive Lag model to analyze the long-run and the short-run relationship between restrictiveness of environmental policy and renewable energy generation. The results reveal that, in the long run, a more stringent environmental policy has a positive impact both on the increase in the absolute volume of renewable energy production, as well as on the replacement of energy from fossil sources. Our main findings indicate that renewable energy production is positively influenced not only by the stringency of instruments aimed directly at the development of this energy sector, but also by the stringency of instruments with other environmental goals and by the overall level of restrictiveness of the environmental policy. Electrification of powertrain systems offers numerous advantages in the global trend in vehicular applications. A wide range of energy sources and zero-emission propulsion in the tank to wheel significantly add to electric vehicles' (EV) attractiveness. This paper presents analyses of the energy balance between micro-photovoltaic (PV) installation and small electric vehicle in real conditions. It is based on monitoring PV panel's energy production and car electricity consumption. The methodology included energy data from real household PV installation (the most common renewable energy source in Poland), electric vehicle energy consumption during real driving conditions, and drivetrain operating parameters, all collected over a period of one year by indirect measuring. A correlation between energy produced by the micro-PV installation and small electric car energy consumption was described. In the Winter, small electric car energy consumption amounted to 14.9 kWh per 100 km and was 14% greater than summer, based on test requirements of real driving conditions. The 4.48 kW PV installation located in Poznań produced 4101 kWh energy in 258 days. The calculation indicated 1406 kWh energy was available for EV charging after household electricity consumption subtraction. An increase in energy demand that is caused by fast economic development, a limited and constantly decreasing supply of traditional energy sources, as well as excessive environmental pollution that is caused by an increasing concentration of dust and gases in the atmosphere constitute the main factors that contribute to the ever-increasing interest in renewable sources of energy. The most important and promising renewable source of energy is thought to be solar energy. The aim of the paper is to assess the macroeconomic investment efficiency of photovoltaic installations in order to meet the demand for electric energy in single-family homes in Polish conditions. The conducted analysis comprises market characteristics and legal regulations concerning the sale of electric energy in Poland. Calculations were made for 320 variants that differed with regard to investment location, building orientation, and roof inclination. The results indicate that the most beneficial region for photovoltaic micro-installations, from a social perspective, is the south-east of and central Poland. The highest values of economic efficiency were achieved in the case of a southern roof inclination as well as a south-eastern and south-western building orientation. No big differences were observed in the economic investment efficiency for the panel inclinations. The calculated Discounted Payback Period, depending on the calculation method, equals 5.4 to 10 years. The results of the study confirm that the implemented support instruments for investments in photovoltaic installations producing energy for single-family house demand is economically viable. Renewable energy consumption is the call by United Nation Sustainable Development Goals, and sustainable consumption is the only solution for the future. This study found that the solution to the framed problem has a requirement to categorize the green consumer value parameters in hierarchy of importance for five specific RESs and their alignment with environment policy based on a comparison of Poland and India. The study revealed the importance of each criterion for renewable energy sources providing, a comparative table of Poland and India. The methodological approach used secondary data for selecting countries, and primary data are used for statistical analysis of Automatic Linear Modelling. The research concludes that the CRITERIA4 is one of the most important that emerged with all five RESs for Poland and three RESs for India. Both countries are aligned with the UN sustainable development goals and are switching over to all means of sustainability. The subject matter discussed in the article concerns the problem of the energy transformation of the European Union (EU) countries. In the case of the EU, the energy transformation has specific characteristics due to formal legal and institutional provisions. This means that the member states are obliged to implement the adopted Community Energy Strategy, which was defined under the European Green Deal. According to the EU policy, all member states are to have climate-neutral and zero-gas-emission economies by 2050. The energy transformation is to be largely based on the diversification of the energy sources used, with a dominance of renewable energy sources (RES). The article presents a research problem, where the question was asked whether achieving climate-neutral energy independence based solely on RES is possible at the regional level. It seems that the positive answer is an important argument in the discussion about the possibility of all member states achieving the goals set under the European Green Deal. Additionally, stating the possibility of energy independence from RES for a selected region is an important argument to promote just and bottom-up initiatives in order to carry out the energy transformation more effectively. The assessment of the energy potential from renewable sources at the regional level was carried out on the example of a selected NUTS 2 region, the Greater Poland Voivodeship in Poland. The main objective of the study is to analyze the possibility of obtaining independence from RES by the selected Greater Poland Voivodeship. The implementation of the objective consists of determining the energy potential from RES in the Voivodeship under study on the basis of the methods of a geographic information system (GIS). GIS methods were selected due to the fact that they allow for the spatial positioning of point, line, and surface structures in relation to the potential of RES, thus ensuring high accuracy of the obtained estimates. The analysis carried out in the study shows that the technical potential of RES in the Greater Poland Voivodeship is higher than the current electricity and heat usage. This means that by focusing solely on RES in the region, the Greater Poland Voivodeship can fully meet the energy demand thanks to its green resources. It should be emphasized that the Greater Poland Voivodeship is one of the coal-dependent regions in Poland that has already prepared a structured plan of just transformation. A locally and bottom-up prepared strategy assumes the conversion of the region from a "Coal Energy Region" into a "Green Energy Valley" in which economic development will be strictly connected to RES energy independence. Currently, 57.4% of the European Union (EU-28) population live in houses which usually need separate boilers to generate thermal energy. The research presented in this paper pertained to a detached house in the north-east of Poland, in which thermal energy was generated over 12 consecutive years by burning wood briquettes. This study analysed the quality and quantity of wood briquettes, energy consumption and cost of thermal energy generation for the house with the use of an automatic biomass burning unit, compared with other types of fuels. The annual consumption of briquette energy was 124.5 GJ year−1. The average annual cost of thermal energy generation for a house was 739 € year−1. When the cost of the boiler purchase and its service and fuel purchase costs were taken into account, the 12-year operating cost for a briquette-fired boiler was found to be similar to the operation cost for a coal-fired boiler and higher by 21% compared to willow chips-fired boiler. The operation of a boiler fired with other fuels, like pellets, natural gas or heating oil during the same period was more expensive by 39%, 46% and 157%, respectively. • Wood briquette can be successfully used in automatic boilers for as long as 12 years. • The average consumption of briquettes for thermal energy generation was 7 Mg year−1. • Average heat energy consumption per 1 m2 of the house area was 0.45 GJ. • 12 year operating cost for a briquette boiler was similar to the cost for a coal. • The operation cost for a pellets, gas and oil boiler was expensive by 39, 46, 157%. The Polish economy is facing a huge challenge regarding the future of energy in Poland. The current energy system is very inefficient, it consumes huge resources that, like countries with high energy efficiency, could be allocated to the development of low-carbon and renewable energy networks. At the moment, the Polish energy sector, related to the coal monoculture, lacks electricity and the entire transmission system is obsolete. The solution may be distributed energy, which can ultimately satisfy energy supplies in less urbanized areas and in rural areas, while guaranteeing the sustainable development of these areas. In order to take up the challenge of better understanding and explaining such a complex reality, it was decided that the research framework of this article will be distributed energy in the region. The aim of the article is to ensure energy security in the conditions of innovative, ecological and open to competition regional energy using local energy resources. The aim of this work is to develop a model of heat supply to buildings with almost zero energy consumption, indicating the significant importance of heat losses and gains in heating installations. The prepared model is to indicate the need for changes in the structure and topology of heating installations, resulting from the changing heat demand of buildings. The need to create a new model is heightened by changes that relate to tightening legal regulations related to energy consumption and demand, which must meet the standards of buildings in Poland from 2021. The article presents the assumptions and results of analyses of the use of energy installations in residential buildings that use renewable energy sources to balance energy consumption in various areas of its use. To achieve this goal, calculations were made using simulations of the impact of the use of installations using renewable energy sources on the energy performance of a building with different quality of partitions and improvement of energy efficiency in accordance with the Polish standard PN-EN 12831. The test results allow to choose the most advantageous, from the point of view of economic profitability, option of replacing installations in residential buildings, and they also allow to determine the possibilities of meeting national obligations in the field of final energy reduction and increasing the share of renewable energy sources in meeting its demand in accordance with the EU obligations imposed on Poland. Thermomodernization of buildings in the temperate climate zone allows for a reduction of 38% of energy demand over the entire life cycle of a building and a reduction of CO2 emissions by 99%. The European Union has set itself ambitious emission-reduction targets—becoming carbon neutral by 2050. The member states' energy systems are increasingly switching to renewable and decentralized configurations, in line with the EU guidelines. This is accompanied by the support for "prosumers"—entities that both consume and generate renewable energy. In parallel, a number of prosumer support schemes are emerging as a result of the search for optimal development paths. At the same time, the COVID-19 pandemic has significantly affected the power market, causing huge anomalies mainly in demand and billing. The objective of the study was to assess the impact of the proposed changes in the prosumer schemes on the level of benefits prosumers obtained, including the performance of sensitivity analyses reflected in different levels and stability of electricity consumption resulting from extreme situations caused by the COVID-19 pandemic. Numerical computer simulations for five predefined prosumer support schemes were carried out in the R-project environment. The basic conclusion is that the prosumer benefits most from participating in the applicable discount mechanism, in which the unused energy is fed into a network storage, from which the prosumer can take 70% or 80% of the stored volume. The research also allows us to conclude that in Poland the COVID-19 pandemic has had a very significant impact on the level and profile of energy demand due to the introduction of restrictions on selected areas and economic sectors. The reduced demand is particularly visible in services (−58%), tourism and sport (−39%), and education (−19%). The public's awareness of threats to the natural environment, as well as the hazard to human lives and health posed by the use of fossil fuels to generate energy has resulted in the growing interest in renewable energy sources, thus promoting attempts to reduce the dependency on conventional energy sources. Among the former, solar energy is one of the most promising. The aim of this study is to assess the macroeconomic efficiency of investments in photovoltaic installations to meet the demand for electricity of farms and agricultural production. Calculations were prepared for 48 variants comprising three farm types (dairy farms, field cropping farms, and mixed production farms), as well as 16 locations throughout Poland. The obtained results indicate high efficiency of electricity production using photovoltaic installations to cover the needs of farms in Poland. In macroeconomic accounting, NPV ranges from EUR 8200 to almost EUR 23,000, with the payback period depending on the farm type ranging from 4.3 up to 6 years, while the internal rate of return amounts to 21–32%. Increasing the scope of investments in photovoltaics (PV) to cover the electricity demand not only of the household, but also of the agricultural production leads to improved economic efficiency of energy production both in the macro- and microeconomic terms. The growing energy needs of agriculture, the need to reduce the burning of fossil fuels, and, on the other hand, the increasing technical efficiency are contributing to the wider use of solar energy technology in agriculture. The aim of the article is to identify factors determining farmers' investments in solar photovoltaic and solar thermal installations for electricity and heat production, to establish the proportion between the consumption of such energy for the needs of the farmer's family and for the needs of the farm, and to identify the drivers of solar energy use in agricultural production. Empirical materials were collected through surveys of farmers conducted at the end of 2020 in south-eastern Poland, in the Podkarpackie region. It is a region characterized by significant land fragmentation. Producing energy from renewable sources can be an opportunity for farmers not only to reduce household expenses, but also to increase agricultural income. As a result, it can be a driver of sustainable agricultural development in the region. The article presents the most important economic and social determinants that stimulate the adoption of solar photovoltaic and solar thermal technologies by farmers for the needs of their households as well as for agricultural production. There are numerous studies assessing the influence of individual sociological, political, and demographic factors on attitudes towards climate change. However, there is still a need for a deeper understanding of the reasons behind these attitudes and for research based on results from more than one country. This study empirically examines a range of psychosocial and demographic determinants of support for climate policy (renewable energy, energy efficiency and carbon tax) in Germany and Poland (n = 1969). The results show that the societies of both countries, despite significant differences in income, culture and political stance on climate change, similarly support implementation of climate policies. For both countries valid predictors of support are: awareness, emotional response to climate crisis, sense of control, and belief in effectiveness of solutions; the study also shows predictors relevant in only one country. Factor analysis identified similar dimensions of attitudes toward climate change in both countries. The main findings show that support for climate policy is high in both countries and that the public is ready to accept more ambitious climate goals. Despite the differences between the countries, a coherent climate policy seems justified. The study also shows differences between the countries and provides recommendations for policymakers. Energy and climate policies benefit from modernized construction technology and energy supply source choices. Energy-efficiency improvement and CO2 emission reduction will result from renewable energy (RE) utilization in new and retrofit single-family houses in rural Poland. Several house construction scenarios and heating energy sources comparing building costs and potential emission reduction are based on already existing structures calculated for a 100 m2 dwelling corresponding to the average rural home. With the addition of thermal insulation and RE-generating equipment, construction costs increase, but the energy costs of operating the home dramatically shrink between a conventional and energy-neutral house. The latter scenario includes thermal solar panels and a heat pump as heating energy sources as well as electricity-generating PV panels. Replacing coal with environmentally-friendly RE reduces CO2 emissions by about 90% annually. Additionally, lower dependence on coal lessens other GHG emissions leading to immediate air quality improvement. New house building regulations guide homeowner construction and heating energy choice, but even larger gains could result from retrofitting existing rural houses, expanding environmental benefits and generating energy bill savings to households.
