In this research article, we uphold the principles of the No Free Lunch theorem and employ it as a driving force to introduce an innovative game-based metaheuristic technique named Golf Optimization Algorithm (GOA). The GOA is meticulously structured with two distinctive phases, namely, exploration and exploitation, drawing inspiration from the strategic dynamics and player conduct observed in the sport of golf. Through comprehensive assessments encompassing fifty-two objective functions and four real-world engineering applications, the efficacy of the GOA is rigorously examined. The results of the optimization process reveal GOA's exceptional proficiency in both exploration and exploitation strategies, effectively striking a harmonious equilibrium between the two. Comparative analyses against ten competing algorithms demonstrate a clear and statistically significant superiority of the GOA across a spectrum of performance metrics. Furthermore, the successful application of the GOA to the intricate energy commitment problem, considering network resilience, underscores its prowess in addressing complex engineering challenges. For the convenience of the research community, we provide the MATLAB implementation codes for the proposed GOA methodology, ensuring accessibility and facilitating further exploration. This article focuses on the development of peaceful nuclear power. The author draws attention to the fact that nuclear power is a rather young branch of national economy. However, over recent decades, it has already seen rises and falls, and a number of states have had tragic experiences of nuclear emergencies. Nevertheless, many countries — including the three Baltic States of Estonia, Latvia and Lithuania — express a strong interest in development, generation, and application of nuclear power. In the Baltic States, nuclear power dates back to the Soviet times, but its development was suspended pursuant to the EU regulations (the Ignalina NPP). Lithuania, Latvia, and Estonia have been striving for energy independence from Russia — the principal supplier of energy carriers to these countries. For a long time, the three Baltic States have been proclaiming their unanimity on the general European path of development. However, the reality proved to be different. The touchstone for achieving common goals was the idea of constructing a new NPP at the site of the closed Ignalina NPP. The author concludes that the joint construction of a new NPP is quite questionable. When it comes to politics, each of the three Baltic States is ready to build its own NPP. Thus, the development of nuclear power in the Baltic Sea region requires joint coordinated actions independent of any bloc-inspired interests of the states involved. Moreover, this success may prove sustainable if the actions are based on innovative decisions and modern technologies.

The current method used for calculating societal aggregated exergy efficiencies is reviewed. Cooling is introduced as an end-use category; conversion efficiencies for heating processes are obtained for each energy carrier; and electricity shares per end-use are retrieved for each sector, improving the accuracy of the estimated values of aggregated exergy efficiencies. We show that: (1) cooling uses are a relevant end-use in Portugal and that their introduction decreased overall efficiency by 3.4% in 2009; and (2) disaggregating the heating second law efficiencies for each energy carrier has a significant effect on the aggregated efficiencies of the country, decreasing aggregated efficiency by 1.3% in 2009. We studied two other factors that showed no significant impact on aggregated exergy efficiency: a technological lag of 10 years in the efficiency of stationary mechanical drive devices and the use of a year-specific ambient temperature to compute exergy efficiencies of heating processes.
