The abrupt onset of the COVID-19 pandemic forced a dramatic shift in higher education. Over time, the prolonged and cyclical nature of public-health restrictions conditioned students, faculty, and staff to adopt a crisis mindset as their baseline. Moving from crisis to recovery therefore posed unique obstacles at both individual (e.g. anxiety, exhaustion, and post-traumatic stress) and organizational levels (e.g. transition logistics, labor market changes, and student preparation). Using case study methodology, this paper describes an effort to directly address the evolution from pandemic crisis to recovery and future resilience at large, urban, research-intensive university spanning three campuses. Consultation meetings in the form of individual interviews and focus groups with 301 academic leaders, staff leaders, and student leaders across the institution raised critical insights into the process of adapting to change in an institution of higher learning. The analysis of discoveries and resulting actions clustered into four themes: fatigue, loss, and pride in the aftermath of crisis; moving forward (including recognizing efforts and challenges to integration); innovation out of adversity caused by COVID-19; and future-proofing by seizing opportunities for creating resilience. Despite the chaos that crises may introduce, this case study illustrates how they carry unique opportunities for growth. Improving hazards in maritime transport is essential to maintain the reliability and sustainability of the industry, ensure safety and security, and support global trade and economic growth. This paper is aimed at analyzing the hazards of passenger-cargo ferries (PCFs). The novelty of this paper is fourfold: (1) developing a revised risk matrix (RRM) model with considering the adaptability-based resilience of organization to assess PCFs' hazards, (2) identifying risk factors (RFs) in ferry navigation and developing adaptive strategies to mitigate hazards, (3) applying the fuzzy best–worst method (BWM) to determine the RFs' weight, and (4) employing the leading Taiwanese passenger-cargo ferry operator (the Taiwan-ferries case) as an empirical study to verify the proposed model. The empirical result can provide pragmatic information for ferry operators to improve the safety of their ferry navigations. The COVID-19 pandemic created critical challenges for hospitals and health care providers. Suddenly clinics were forced to close; elective procedures were delayed; scheduled visits were canceled; emergency rooms were overcrowded; hospital beds, equipment, and personal protective equipment (PPE) were in short supply; and staff were faced with rapidly changing circumstances, care protocols, trauma, and personal risk. To better address challenges of the ongoing COVID-19 pandemic and prepare for future pandemics, the National Telemedicine Technology Assessment Resource Center (TTAC) was asked to develop a Pandemic Response Action Plan that would allow its users to address critical issues with available telemedicine and related technologies. The project was constructed in 3 phases. Phase 1-Develop a Pandemic Response Action Plan and a Pandemic Response Action Plan Policy and Regulatory Summary, which identifies the regulatory challenges as well as policy recommendations. Phase 2-Publish the Action Plan and the Policy and Regulatory Summary. Phase 3-Look at health care providers who used the approaches, tools, and technology in the Pandemic Action Plan and document the results. This document represents Phase 3. This document is Phase 3. In this report we look back at health care providers who used the approaches in the Phase 1 Pandemic Response Action Plan as published in Phase 2. In this document we report on the challenges and results of implementing parts of the Pandemic Action Plan. It records the findings, conclusions, and recommendations resulting from the experience of health care providers and the professional experiences of the team and their organizations in implementing parts or all of the plan. Methods: The same multidisciplinary team that constructed Phase 1 and Phase 2 were engaged to develop this Phase 3 report. The members of the team represent leadership expertise and key stakeholders in health care delivery during a pandemic (administration, infection control, physicians, nurses, public health, contingency planning, disaster response, and information technology) as well as a facilitator. For Phase 3, the group used structured brainstorming to define the findings, issues, and results of their own organizations' digital health response to the pandemic. In addition, eight health care providers (hospitals) identified by the Telemedicine Resource Centers' (TRCs) organizations, who used the Pandemic response Plan (created in Phases 1 and 2), were interviewed. All interviews were conducted by the same facilitator with leaders (CEO, and leaders of the telemedicine programs) in each of the eight programs, using a standard questionnaire created by the team. Current literature references are included in this report to illustrate when findings are known to have broader applicability. Conclusions: The impact of the COVID-19 Pandemic was severe and identified multiple critical challenges and weaknesses. Applying the approaches, tools, and technology outlined in the Pandemic Response Action Plan proved to be effective in addressing critical provider challenges. However, implementing these tools during a crisis was difficult unless the organization had experience with the tools and necessary workflows in advance. Implementing these tools as part of standard workflows and everyday operations increased the capabilities and resilience of these organizations in the provision of care during this and for future pandemics. For instance, after the disasters of bushfires in Australia or earthquakes in New Zealand, leaders who used this style were more successful in preparing for, managing, and recovering. This was partly due to their ethical approach, which focuses on fairness, transparency, and working for the common good.Ethical leadership is crucial because it builds trust within the community, which is especially important during crises. Leaders who communicate effectively, listen to the community, and engage with people’s concerns make better decisions for everyone involved. "Resilience" is the ability to recover after being affected by a disaster or accident. Companies are expected to be resilient against accidents and disasters; however, no method comprehensively evaluates corporate resilience. As a preparation for developing such an evaluation method, this study examines the 13 Resilience Indicators developed by "Resilient Organisations" as one of the models for organizational resilience to assess whether it comprehensively covers the factors that contribute to corporate resilience. This study compares the indicators with past accidents and disaster cases. Consequently, the study determined that the 13 Resilience Indicators do not explicitly cover the following four factors: (1) risk diversification related to external resources such as suppliers, (2) prompt decision-making and action, (3) countermeasures to protect corporate reputation, and (4) a never-give-up attitude. It cannot be said that this is a definitive conclusion, as subjectivity intervenes in various ways in the examination process. The primary objective of this study is to investigate the specific aspects of psychological resilience among ARFF professionals. Utilizing a qualitative approach and collecting data from 11 ARFF professionals using semi-structured interviews, this study delves into an exploration of factors that contribute to psychological resilience among Aircraft Rescue and Firefighting (ARFF) personnel stationed at State Airports, a group operating under emergency circumstances within the aviation industry. The investigation reveals three overarching themes: micro-level personal factors, meso-level organizational factors, and macro-level environmental/societal factors. Key findings reveal that micro-level personal factors, including personality traits and individual coping mechanisms, significantly influence ARFF professionals' psychological resilience. Encompassing leadership quality and team dynamics, meso-level organizational factors have emerged as crucial contributors to resilience. Finally, macro-level environmental/societal factors, such as social support networks and the broader emergency preparedness context, have been identified as integral elements shaping psychological resilience. This qualitative approach, designed to capture the nuanced experiences and perceptions of ARFF professionals through a multi-level exploration of psychological resilience, extends its implications to the realms of aviation and emergency response. Micro-level considerations illuminate the significance of human resources-related decisions, such as recruitment and training, in fortifying ARFF professionals' resilience. Meso-level considerations provide evidence for the impactful role of leadership and effective safety measures in promoting resilience. Macro-level considerations underscore the importance of environmental design and spillover effects, such as family support, in shaping resilience. An understanding of the factors that contribute to psychological resilience may be directly transferable to the creation of support mechanisms and targeted interventions and may also be directly transferable to assist emergency response teams in the aviation sector. Objective - This study assesses the effectiveness of Business Continuity Plans (BCPs) and records management practices within small and medium-sized enterprises (SMEs) in Selangor. The primary objective is to determine the integration of records management into BCPs and identify the current development stage in SMEs' processes. Methodology/Technique - The research comprehensively examines Selangor SMEs' BCPs and records management practices. This multiple case study investigated the extent to which Small and Medium Enterprises (SMEs) in Selangor implemented business continuity management. Through document reviews and interviews with business owners and continuity managers, the study examined the integration of records management within continuity plans and assessed the impact on overall organizational resilience. Finding - The research excluded SMEs outside Selangor, focusing on managerial-level respondents from the records and information system department. The findings reveal a varied landscape, with some SMEs having well-established processes while others are still in the developmental stage. Notably, the research emphasizes the importance of identifying vital records within organizations to maintain essential operations and comply with regulatory requirements. Novelty - The study also underscores the need for regular BCP revisions and effective communication strategies to disseminate plans to employees. Resilience is an emergency management concept that encompasses disaster preparedness, continuity of essential services, and recovery and transformation. Attention to healthcare resilience is growing; research on healthcare resilience has increased since events such as the 2014 Ebola epidemic and the COVID-19 pandemic. However, no studies have been conducted on resilience of hospices, despite a unique patient population and the important role hospices could play in public health emergencies. Quantifying hospice resiliency can aid in planning and response, as well as improving the ability of organizations to transform functionally in response to environmental changes; that is, their transformative capacity. This review examines four measures of resilience that have been applied to the healthcare sector. There are no measures of healthcare resilience that are validated and reliable with respect to the operational profiles of hospices. This study assessed the influence of occupational stress, individual resilience, and organizational resilience on the safety performance of healthcare providers during the COVID-19 pandemic. Demographic variables including age, work experience, and gender were explored. Data were collected from 344 healthcare providers employed at a teaching hospital. The entropy method and the multi-criteria decision-making (MCDM) method were used to examine the influence of occupational stress, individual resilience, and organizational resilience on the safe performance of healthcare providers. The results of the entropy method showed that organizational resilience was the most influential factor in the safe performance of older healthcare providers. In contrast, individual resilience was the most significant factor in enhancing the safety performance of younger healthcare providers. Analyses of work experience indicated that individual resilience was the most influential factor in the safe performance of less experienced healthcare providers. Gender-based analysis revealed that individual resilience had a major effect on the safety performance of both women and men. The findings of this study could assist managers in improving the performance of the healthcare sector during pandemics by using and implementing resilience concepts at both the individual and organizational levels. While it may be more common to think of a disaster volunteer as someone from outside the community who comes to assist during times of need, it is important not to forget those members of the community who are well poised to build grassroots resilience when provided with the necessary training and tools. This paper examines the state of disaster volunteerism in Latin America and Spanish-speaking communities in the USA who have been exposed to the Community Emergency Response Team (CERT) programme, with an emphasis on the perceptions of and motivations for grassroots volunteerism from the perspective of both local emergency managers and CERT volunteers. The research team developed an online survey and shared it with active Spanish-speaking emergency management groups throughout the USA, Mexico, Central and South America. Conducted over nine days in October 2022, the survey collected 40 responses from the target demographic. The results show that enthusiasm for disaster volunteerism is high throughout the communities surveyed. Established disaster volunteer training programmes like CERT and LISTOS have already been successfully exported from the USA to Chile, Honduras and Mexico. An international community of emergency managers should consider how else to support grassroots preparedness activities in Latin America to ensure that local communities are empowered to direct their own resilience-building initiatives. Purpose: While strong risk management and contingency planning are important for building capabilities useful for quick adaptation to foreseeable disruptions, they may not be useful for preparing for black swan-type events or situations that lack sufficient precedent to understand how they impact businesses. The key to creating a resilient organization relies most on resilient human capital, who are capable of withering whatever changes Chance may throw at them and the organization. Design/methodology/approach: Using company data and semi-structured interviews, this paper presents the case study of ASK Consulting, a medium-size entrepreneurial enterprise that learned that human resources are the cornerstone of a resilient organization. Findings: Resilient people exhibit three common traits: discipline, open-mindedness to change, and a sense of service to the team rather than themselves. Insights about these traits can be elicited by asking prospective employees three questions during their interview. Practical implications: This case provides an illustrative case study and straightforward guidance for identifying whether a job candidate has the traits of a resilient person. Originality/value: Much of the research into organizational resilience focuses on scenario planning, contingencies, and building organizational capabilities. This provides a much more straightforward and actionable approach that focuses on only one type of resource and is not contingent on the availability of slack time and money to implement. This document is an editorial for a special issue of the Journal of Disaster Research focusing on the activities of The Resilience Research Council of Japan (RRCJ). The RRCJ, founded twelve years ago, holds regular meetings and study groups to disseminate information and delve into specific aspects of disaster preparedness. The special issue includes studies that provide new perspectives and clues on enhancing disaster resilience, such as proposing new procedures for formulating business continuity plans (BCPs) and improving the evaluation of corporate resilience. In India, the emphasis on disaster management primarily focuses on structural reconciliation. So, post-disaster reconstruction mostly becomes inadequate to be sustainable and to help the affected people revive to their desired states of recovery. The lack of state mechanisms raises major questions about the practices adopted for sustenance at the individual and community levels. In the context of the Kosi River flood in Bihar in the year 2008, the main aim of the study is to explore the reconciliatory practices and changes in the rural society of Bihar to cope with the post-flood impacts in the absence of adequate institutional support. The present study also tries to explore the resilience capacity of community members to revive from the post-flood period. A qualitative study was conducted using grounded theory approach. A total of 23 participants were interviewed through a semi-structured interview guide. Results depict that community members adopt different coping mechanisms to deal with the impact of disasters. The COVID-19 pandemic forced organizations, including higher education institutions, to rapidly adjust their operations. In the face of the pandemic, most higher education institutions shut down their campuses and transitioned to emergency remote teaching mode. This study examines digital resilience in higher education institutions through the conceptual lens of disaster response management, by assessing the role played by the centralized governance of information technology (IT) investments. We posit that centralized IT helps organizations maintain customer satisfaction with services during a crisis (e.g., student satisfaction with classes during COVID-19) by facilitating the organization-wide transition to an emergency operational mode and supporting its service operations. Consolidating data on IT investment, governance, and course evaluations from 463 U.S. higher education institutions from 2017-2020, we show that centralized IT helped organizations adapt better to the pandemic in terms of maintaining student satisfaction. Moreover, we found that centralized IT investments geared toward facilitating organizational coordination and providing instructional and technical support played a pivotal role in enabling ERT and improving student ratings during the crisis. These results are corroborated by interviews with CIOs of U.S. higher education institutions. Additional analyses also suggest that the effectiveness of centralized IT governance is contingent upon organizational size, dissimilarity of local units, and the strategic role of the CIO. Summary: Motivation: The scientific community devotes considerable attention to defining and implementing approaches for preventing and managing disasters. The article presents an innovative disaster management approach that considers societal, economic, and environmental issues and expectations, in order to stimulate actors' collaboration at different scales (local, national, etc.). Purpose: The article proposes an innovative approach to disaster management that integrates the characteristics of recent approaches—resilience‐based, sustainability‐based, and responsible research and innovation (RRI)‐based. Methods and approach: The article present a detailed overview of the evolution of disaster management approaches, evaluating their different characteristics to identify the most effective approach, as well as an analysis of the pillars characterizing the resilience, sustainability, and RRI concepts and the different phases of each approach. Findings The article suggests practices to reduce/mitigate the impacts of disasters, classified according to their different actors and components. Policy implications: First, the implementation of the approach has to be aligned with adequate policies or funding. The frequency and intensity of natural disasters have been increasing in recent decades; especially earthquakes are one of the causes of major natural disasters. Improving community adaptive response to disasters based on community capacity has gradually become an effective means of coping with disaster risks, as well as improving residents' well-being and community participation in disaster planning and management. We integrate community resilience and disaster management to establish an evaluation framework for community-based earthquake disaster management (CEDM) based on community perspectives under importance performance analysis method, and identify the factors affecting community adaptive behavior. Features that affect the differentiation of community residents' adaptive behavior in CEDM program are classified into risk perception, learning earthquake knowledge, the ability on earthquake prevention, and creating a platform on CEDM. The results identify that the CEDM has to integrate the higher community education plan, the stronger flexible to disaster preparedness, the higher the residents' awareness of disaster prevention, the stronger the ability to adapt to disasters; the higher the ability of the government and non-profit organizations to cooperate with the community to deal with disasters, and the stronger the community's ability to manage disasters. Purpose: This paper applies the theory of cascading, interconnected and compound risk to the practice of preparing for, managing, and responding to threats and hazards. Our goal is to propose a consistent approach for managing major risk in urban systems by bringing together emergency management, organisational resilience, and climate change adaptation. Design/methodology/approach: We develop a theory-building process using an example from the work of the Greater London Authority in the United Kingdom. First, we explore how emergency management approaches systemic risk, including examples from of exercises, contingency plans and responses to complex incidents. Secondly, we analyse how systemic risk is integrated into strategies and practices of climate change adaptation. Thirdly, we consider organisational resilience as a cross cutting element between the approaches. Findings: London has long been a champion of resilience strategies for dealing with systemic risk. However, this paper highlights a potential for integrating better the understanding of common points of failure in society and organisations, especially where they relate to interconnected domains and where they are driven by climate change. This study advances communication-centered resilience theory by examining adaptive capacity of nonprofit networks impacted by Hurricane Harvey in 2017. Data show how formal structures set up conditions for adaptive/informal organizing. This highlights a quandary for disaster planning: improvising emerges from organizations having plans in place. Iterative processes between formal and informal structures expanded capacity, building a foundation for work processes to scaffold from individual to organizational to interorganizational networks. Yet some employees were personally vulnerable, revealing a multilevel dilemma: organizations were resilient even if employees were not. This study also theorizes time as an endogenous mechanism. As workers perceived less urgency, process experts broadened communication across levels, integrating more complex work processes. Resilience differed between organizations that lacked process experts, revealing their critical role across levels. Findings point to a policy-making dilemma: successful resilience processes undermine pressure on policy-makers to mitigate threats that necessitate improving resilience processes to begin with. This paper examines the extent to which COVID-19 impacted the livelihoods of game park employees in a destination with ongoing political and economic challenges. Data were collected through interviewing employees revealed employee resilience levels and strategies to save their livelihoods during a crisis. It showcased the weaknesses of organizational social capital nodes in assisting employees during their vulnerable moments. It was found that employees on short-term contracts were the most affected, as they were the first to be laid off. The paper suggests up-skilling game park employees and develops empowerment interventions that help them generate second streams of income. Objective: This research investigates the impact of collaboration and trust on disaster resilience, conducting a comparative analysis among groups of the public, experts, and public officials. Methods: This research employs the 2017 National Survey on Emergency Management, conducted by the Korean Institute of Public Administration. Using a random quota‐sampling method, data were collected from a total of 1800 citizens, 200 public officials, and 56 experts through an online system. The study compares the impact of public trust in government on organizational resilience perceived by experts, citizens, and public officials, employing hierarchical regression analysis. Results: The analysis results are as follows: First, in the case of citizens, it was suggested that government trust and collaboration have a positive effect on disaster resilience. Second, in the case of experts, it was suggested that government trust and collaboration have a positive effect on disaster resilience. This exploratory research reports the perception of local tourism stakeholders towards the distinctive contribution of tourism to the disaster management process and the destination resilience across the pre-to-post period of the September 2018 Hokkaido Eastern Iburi earthquake in Japan through a series of in-depth interviews with 15key informants in summer 2019. The qualitative content analysis identifies, firstly, the multi-functionality of tourism resources, spaces and industries for disaster preparation. Secondly, it points out that information and communication barriers are the major difficulties to be tackled, especially in a complicated situation involving different people and problems during prodromal and emergency phases. The study reveals that post-disaster recovery may lead to new product creation, image improvement, local knowledge enrichment, people-to-people and people-to-place connections, which facilitate sustainable tourism development with long-term vision and strategy. The research concludes that the strengthened destination resilience must be achieved through an effective collaboration among local stakeholders including public sector, private sector and other non-governmental or community-based organizations. Purpose: Resilience can be understood as the ability of communities to adapt to disturbances in a way that reduces chronic vulnerability and promotes growth. Disaster scholars assert that resilience is developed through a set of adaptive capacities across multiple domains, including society, the economy, the built and natural environments, and sociopolitical institutions. These adaptive capacities have been thought to be networked, but little is known about how they are connected. The authors explore how institutional capacity and social capital intersect to influence change adaptation, using a case from the Artic: Longyearbyen in the Svalbard archipelago. Design/methodology/approach: The authors use case study methods that integrate original interviews of Longyearbyen residents with news articles and public documents to analyze emergent themes related to institutional capacity, social capital and disaster risk reduction. Findings: Analyses reveal that implementation gaps in hazard and disaster programs and policies, coupled with high turnover of staff in key positions, have created accountability issues indicative of low institutional capacity and weak social capital between the public and government. Additionally, high turnover of the population of the community, within the context of the legacy as a mining company town, is accompanied by social divisions and low trust between diverse cultural groups in the community. This lack of social capital provides little support for institutional capacity to effectively mitigate risk posed by climate change. Originality/value: This study illuminates institutional capacity building needs directly related to disaster resilience for cases of complex institutional arrangements and developing democracy. How have massive concrete walls become thinkable as resilient infrastructure for an extreme nature, and what will collective life become in the shadow of such concrete resilience? These questions hold increasing importance as cities and nations throughout the world contemplate the construction of giant concrete barriers to resist the forces of extreme weather and rising sea levels. This article turns to Japan's 'fortress-ification' of its northeast coast with giant concrete seawalls in wake of the 2011 Great East Japan Earthquake in order to explore the convergence of resilience thinking, concrete walls, and extreme nature. Treating fortress-ification as an empirical phenomenon and analytic, the argument tracks the emergence of fortress-ification as a manifestation of a kind of resilience thinking that derives from a synthesis of logics of disaster prevention and disaster reduction. Ultimately, the argument posits that the resilience thinking behind fortress-ification engenders adaptation to extreme nature without providing meaningful environmental mitigation. The result is disaster infrastructure with highly questionable efficacy that seals the population within an ecologically empty present while restricting access to better alternative ecological futures. Natural disasters are increasingly impacting the lives of organizations. The COVID‐19 pandemic has brought attention to how organizations improve their resilience and learn how to emerge stronger after such events. While there has been little integration between the literature on organizational learning and resilience, this article draws on both streams of literature to develop a conceptual framework that distinguishes three different organizational processes emerging in the aftermath of a disaster (resilience, learning from disasters, and learning through disasters). Each response is characterized by a specific outcome, mechanism, and temporal orientation. Moreover, the proposed framework discusses the dynamic relationships between these responses. While learning from disasters and resilience combine in a cyclical dynamic that leads to an upgrade in existing organizational capabilities, learning through disasters involves a transformative dynamic that leads to expanding organizational capabilities in new domains. This article is of value to both practitioners and scholars. For managers, it derives practical implications for improving the organization's capacity for transformation in the aftermath of a disaster such as COVID‐19. For scholars, it contributes to the debate about the long‐term interrelation between different organizational response to disasters and sheds light on the mechanisms of organizational renewal in the aftermath of a disaster. This qualitative study explores the impact of natural disasters on nonprofits and the organizational abilities and capacities that contribute to nonprofit resilience. Hurricane Florence was used as a case study, and data were collected through ten phone interviews. This study revealed three types of disaster impacts – property, staff, and service needs – and their corresponding post-disaster recovery paths. These paths include utilizing slack financial resources and insurance, preparing a detailed recovery plan before the disaster, maintaining a high reputation among the community, and close relationships with the local government. Organizational learning was also found to play a significant role in helping nonprofits recover from multiple types of impacts. This exploratory study contributes to the nonprofit literature by identifying several future research directions for nonprofit resilience.Practice Points Infrastructure organizations that support nonprofits in disaster-affected regions should encourage nonprofits to plan for external risks. Nonprofit managers should use multiple ways to increase their knowledge of disasters, such as by hiring staff who have professional knowledge of disaster recovery, providing relevant training, or learning from other nonprofits who have professional knowledge and experience in recovery. Making thorough preparations, setting appropriate goals, and developing collaborations are associated with quicker recovery from changes in service needs Governments and foundations should provide long-term grants for nonprofits to work on long-term disaster recovery. Objective: Volunteers need considerable resiliency to cope with formidable challenges during their operations in disaster scenes. The present study was conducted to identify factors affecting the different aspects of resiliency among volunteers in disasters. Material and Methods: The databases of Web of Science, Scopus, PubMed, ProQuest, Google Scholar, World Health Organization Library, International Committee of the Red Cross (ICRC) Library, PsycArticles, and SafetyLit were searched until September 29, 2018. The main search terms were resiliency, disaster, humanitarian aid worker, and volunteer. Results: A total of 548 documents were obtained and screened based on the inclusion and exclusion criteria. A number of 8 documents was selected for the final analysis. The main factors contributing to the resilience of volunteers at the 3 stages of pre-, during, and post-disasters were classified into 3 groups of individual, environmental, and organizational. Important factors affecting resilience of volunteers in disasters included previous disaster response experience and disaster-related training. Conclusion: Resiliency should be deemed integral to relief operations. Considering the main factors affecting volunteers' resiliency, it is highly suggested that organizations active in humanitarian endeavors explore the factors impacting on resilience among their volunteers via various research methods and seek to select those with higher degrees of resilience in order to avert untoward consequences in their missions. The national earthquake and national volcanic eruption prediction programs of Japan started in 1965 and 1974, respectively, based on the recommendation of the Geodesy Council. As a result, observations of seismic and volcanic activity have been enhanced and our understanding of the mechanisms of earthquakes and volcanic eruptions has made significant advances. However, these research results did not fully contribute to mitigating the damage caused by the 1995 Kobe earthquake or the 2011 Tohoku earthquake. In order to make further contributions to disaster mitigation, we recognize the importance of research to apply the scientific understanding of earthquakes and volcanic eruptions in collaboration with researchers in related research fields. The Earthquake and Volcano Hazards Observation and Research Program (2014–2018) was thus started on the basis of a recommendation of the Council for Science and Technology. In this Program, research in the area of forecasting the hazards of earthquakes and volcanic eruptions has become one of the main pillars of research. Disaster information and knowledge of the disaster process, which involve the interaction of hazards and natural and social vulnerability, have been investigated in cooperation with earth scientists, engineers, and social scientists. On the basis of our results, research on literacy for disaster resilience was selected as one of the main pillars of research in the Second Observation and Research Program of Earthquake and Volcano Hazards (2019–2023), because a better understanding of and immediate information about disasters are important for disaster mitigation. This special issue, which aims to disseminate the results of almost five years of research activities on literacy for disaster resilience in that Program, includes 15 papers and survey reports from multidisciplinary fields of study. The collection begins with Kimura and Ikeda's important paper discussing the conceptual structure of the knowledge and abilities necessary to build disaster resilience capacities by analyzing school and community-based efforts, followed by a variety of empirical studies that are loosely categorized into two groups. The first group of papers concerns the understanding of disaster processes and mechanisms themselves as a factor inducing disaster prevention and mitigation. First, Ebina and Sugawara, and Sugimori attempt to learn lessons from the pre-modern earthquake disasters based on past picture maps and scrolled records, respectively, followed by Ohkura's interesting paper that points to problems in the Aso Volcano disaster mitigation system by analyzing the 2021 phreatic eruption process. Next, utilizing information and communication technology to support effective evacuation, Inoguchi, and Shiozaki and Hashimoto develop a disaster management toolkit and the tsunami drill program, respectively. The following two papers of Takubo et al. discuss behavioral mechanisms in a disaster period based on their simulation experiments from a cognitive science perspective. The second group investigates methods of enhancing people's literacy for disaster resilience, paying special attention to the interaction between science and civil society, led by Sawada and Sato, and Muroi, both discussing the disaster risk reduction efforts of small and medium-sized enterprises and of community-based organizations, respectively, in anticipation of the Nankai Trough earthquake and tsunami. Next, Kimura and Aikawa propose an education program to enhance the disaster awareness of high school students who have never experienced disasters. Further, four papers deal with the issue of people's access to scientific knowledge focusing on the roles of university institutes, including case studies of so-called open science initiatives, by Yamori, Nakamichi, and Sakamoto and Nakamichi, and finally, a comparative study of several research centers in volcanic localities by Horii et al. These studies argue for the importance of the concept of literacy for disaster resilience to embed scientific knowledge in society and interconnect theory and practice, but the study of such a concept, especially in relation to earthquakes and volcanic eruptions, has just begun. How can we assess the institutional resilience of consolidated democracies in emergency situations? How can we know which regulations of the state of emergency best immunize democratic systems from intra- or inter-regime shifts? With the COVID-19 pandemic, these questions have become urgent. Although worries that intra- or inter-regime shifts may increase due to the proclamation of the state of emergency mainly target countries that were already prone to autocratization, specific complaints have been addressed at undue impingements on fundamental rights in consolidated democracies, too. In most of the current indexes, the presence or absence of certain institutional features is usually considered as per se sufficient to determine the degree of a system's resilience. Instead, our analysis suggests that these criteria ought to be used as heuristics in the context of an in-depth analysis of institutional mechanisms. This would lead to a reformulation of how such indexes are made. In order to make this point, the article presents a qualitative methodology based on the classical theory of the "state of exception", taking the divergent cases of Italy and Portugal as an illustration. An editorial is presented discussing the business practices of risk management and organizational resilience, focusing on responses to large scale economic and natural disruptions. Topics addressed include discussion of understanding organizations as complex systems with networks and resources; connections between organizational resilience and societal resilience; and government, private, and civil society tri-sector cooperation.

Purpose: This study aims to explore the role General Managers (GMs) play in mitigating the effects of the unprecedented COVID-19 pandemic. Design/methodology/approach: Qualitative structured interviews conducted online with 50 hospitality GMs from 45 countries are used to explore the impact of the pandemic on the industry's operational norms and the role of managers in both managing the crisis and planning contingencies for recovery. Findings: The findings enhance the conceptual capital in this emerging field and provide insights on how GMs behave during crises. Four related sub-themes emerged from the data analysis, namely, contingency planning and crisis management, resilience and impact on GM roles, the impact on hotels' key functional areas and some GMs' suggestions for the future of luxury hospitality. Research limitations/implications: This study generates empirical data that inform contemporary debates about crisis management and resilience in hospitality organizations at a micro-level operational perspective. Practical implications: Findings suggest that, in times of uncertainty and crisis, luxury hotel GMs are vital in coping with changes and leading their organizations to recovery. GMs' resilience and renewed role and abilities enable them to adapt rapidly to external changes on their business environment. Resilience has always been key to successful disaster governance throughout the world. Local communities can play an important role in promoting disaster preparedness and executing front-line relief to strengthen the effectiveness and efficiency of both local and national disaster governance. This article addresses a unique case of how a flood-prone, rural, and ageing community in Yilan County, Taiwan, successfully mobilized its citizens for disaster preparedness. Through the lens of social capital analysis, this article unpacks how Bonding Social Capital, Bridging Social Capital, and Linking Social Capital work, by tracing the process through which awareness of disaster resilience was developed and practised in the Meizhou Community. Since 2012, Meizhou has been recognized as a model of disaster preparedness and relief in Taiwan, and in 2019 this recognition was extended to the wider Indo-Pacific region. We begin the discussion of this article by contextualizing social capital as a theoretical departure to the empirical analysis of the Meizhou experience. This is followed by an exploration of how Bonding Social Capital was able to consolidate the community, and how Bridging Social Capital can facilitate the collaboration among functional groups in and beyond the Meizhou locality, and to what extent Linking Social Capital can implement Meizhou's experience on a national and even international scale. Building sustainable and resilient societies is a multidimensional challenge that affects achievement of the 2030 Agenda for Sustainable Development. In crises and disasters, civil protection authorities typically use emergency powers and a command-and-control approach to manage resources and to design and implement disaster management interventions. They centralise knowledge, technologies and responsibilities for prevention, mitigation and monitoring, while stifling the capacities of local communities to reduce disaster risks and impacts. The mechanism they enact leads to a poor understanding of the capacities of local people to learn and transform, and of how community wellbeing, vulnerabilities, and resilience influence disaster risks. The mechanism does not strengthen the role of local communities in disaster risk reduction. Instead, it facilitates disaster capitalism at all levels of society. Drawing on the disaster risk reduction and resilience paradigm and on our analysis of the disaster management interventions conducted before and after the 6 April 2009 earthquake in L'Aquila, Italy, we discuss the main constraints to implementing the four Priority Areas in the Sendai Framework for Disaster Risk Reduction: (1) Understanding risk in its multiple dimensions; (2) strengthening disaster risk governance; (3) investing in disaster risk reduction for resilience; and (4) enhancing preparedness and build back better in response, recovery and reconstruction. We discuss how top-down, emergency-centred civil protection approaches create second disasters, and fail in all four priorities. We suggest that shifts in paradigm and investment are required in disaster management and development practice from centralised civil protection systems to decentralised, socially sustainable community empowerment systems. This article discusses disaster management in the aftermath of Hurricane Irma in Antigua and Barbuda. Vulnerability and resilience of individuals and groups in relation to disaster management are placed within structures such as gender, sexuality, (dis)ability, age and socio-economic status, etc. How stakeholders within disaster management such as the Directorate of Gender Affairs, the National Office of Disaster Services, and District Coordinators, understand and respond to vulnerability and resilience might reinforce or challenge such structures and power relations. This study draws on insights from intersectional feminism to examine which social categories are made (in)visible, and how power relations are reproduced or challenged. It shows that some social categories (age, family status, class and occupation) in relation to gender gain more attention than others (disability and sexuality). The understandings and responses make some social categories that have previously been invisible visible, and heteronormative and patriarchal processes were both reproduced and challenged.
