This paper unites the history of Computer Science (CS) Education in Ireland by plotting Ireland's roadmap leading to the implementation of formal Computer Science Education in schools. It first outlines the educational system in Ireland. The history roadmap starts in the 1970s with the first notions of introducing computing in post-primary school, and then continues up to the roll-out the CS curriculum in Ireland at the Senior Cycle level in 2018. The story is chiefly available in disparate publications and reports, so piecing together the entire story is often difficult. This paper collates the available literature, together with the authors' local knowledge of the process, into one paper that may be of interest locally and of value to other jurisdictions beginning their planning of national curricula. The paper describes the development and the current situation of the formal curricula in CS at second level. The current landscape of Computing Education at primary level, which at the time of writing is in the planning stages in Ireland, is described. Additionally, an investigation into the introduction of Computing Education in schools in the international jurisdictions that directly influenced the Irish roll-out takes place, to summarize any lessons learned that might provide insights for Ireland going forward.

This paper explores perceptions of work intensification around the world. Underpinning this analysis is C. Wright Mills' (1959) argument that many personal troubles are public issues, and the notion that a significant dimension of the privatisation of public education, a concern of public education advocates worldwide, is the ways in which school work has become a private issue. One hundred and thirty interviews were conducted with education stakeholders across Australia, England, New Zealand and Canada exploring the issues of work intensification, school autonomy and accountability policies. The paper argues that the work done in public schools is increasingly becoming a private problem as a result of policy interventions. It suggests that we need to widen the scope of defining publicness in education beyond that of governance and funding to include consideration of how work is organised and experienced.

The collection of papers presented in this issue of Critical Studies in Education adds to the expansive body of work on teachers and teaching. Collectively, the papers draw our attention to new ways the field is problematising the emerging and evolving conditions that shape the work, lives and identities of teachers. With this editorial introduction to the issue, I not only summarise the various themes of the collection, but also offer a provocation that I hope will inspire new questions moving forward. As critical researchers, we have an obligation to challenge taken-for-granted assumptions -- not only by looking outwards at the policymakers, edu-businesses, and intergovernmental agencies (e.g., the Organisation for Economic and Co-operation Development [OECD]), but also by looking inwards and challenging our own assumptions about power, discourse and subjectivity. The authors in the special issue take up both challenges in their geographically diverse accounts of 'the teacher' and 'teaching', demonstrating what it means to do critical research well.

Aim: The dominance within educational settings of a traditional, binary model of gender is associated with negative outcomes for children and young people, particularly those who identify as transgender or gender diverse (TGD). The purpose of this study is to review contemporary practices in educational settings to support TGD students. Method: A systematic search of four databases retrieved 13 studies (across 16 papers), which were considered best evidence. A 'best fit' framework synthesis approach was adopted. Findings: Analysis led to the development of a new conceptual framework outlining gender-inclusive educational practice across six strands: leadership, climate, curricular and extra-curricular inclusion, collaborative approach, professional development, and policy. Limitations: Some included studies were small-scale and grey literature was not included. This review is not representative of educational practice in non-English language countries. Conclusions: The framework is recommended as a tool for school leaders to prompt reflection on current gender-inclusive practices and discussion around implementing holistic change. Educational psychologists are well-positioned to support schools with utilising the framework.

In this paper, I will argue that it is possible to use data from large-scale international and national mathematics assessment programmes, whose attention is on summative achievement, to provide formative information that informs teachers about the effects of their classroom practice. However, to have impact on, and be useful for, classroom practitioners, these achievement data need to be reworked and re-presented in ways that are plausible, provide a basis for inferences about practice, and be appropriate for the intended audience. This paper examines achievement-focused assessment programmes in terms of their aims and approaches, and develops the argument that formative assessment possibilities are present, within these programmes, although usually hidden. Examples are drawn from several sources to support this argument, and demonstrate a variety of approaches that have been taken in the past. Suggestions for further action are made. Sometimes an educational idea is inexplicably adopted around the world with remarkable speed and consistency and in the absence of a proper evidence base or with little regard or respect for teachers, students or learning. This paper examines what has arguably been the most contentious and virulent educational reform of the past half-century. Variously labelled, in what amounts to the self-managing school, what this reform has done is virtually dismantle public education and privatise it without public debate or proper scrutiny. This paper considers the alleged claims by the enthusiastic proponents and examines what has subsequently transpired, particularly in respect of the most disadvantaged students and the broader mission of improved learning. This paper considers what has been learned from reviewing the full set of papers in this special issue. It considers some of the major factors that have impacted on education and subsequently teacher education in recent times, namely rapid technological change and increasing globalisation and movement from one country to others, and then focuses on how standards, for schools, for the people in them and for teacher education, have been used to drive improvement in many parts of the world. Key issues that have emerged from this special issue are, first, whether teaching is a craft or a profession, which has implications on how teacher educators view themselves, as practitioners or researchers. Second, what is notable in a number of countries in this issue is the lack of trust being shown by politicians and communities to both teachers and teacher educators. This concluding paper considers why this is so and how it might be changed. (Contains 1 table.)

Purpose: A crucial aspect of a school's capacity to promote and sustain change and improvement in student learning is the depth, breadth and endurance of both its formal and informal leadership. Shortages of willing leaders, however, have forced governments around the world to expend a considerable amount of time, effort, and money to fill up the leadership "pipeline" with qualified candidates for leadership positions. This paper aims to address these issues. Design/methodology/approach: This paper uses the examples of school districts in Ontario, Canada, in England and in the eastern United States to look beyond the common practice of merely filling up "pipelines" with credentialed leaders to an examination of the development of leadership "pools" and "reservoirs" of leadership capacity through distributed forms of leadership. Findings: It is found that there has been a subtle but important shift in thinking over the past few years. Where once money spent on leadership recruitment and development was considered a cost, it is now viewed as an investment and as a result some school authorities have shifted focus from "replacement planning" in which specific people are identified to fill certain jobs, to a "succession management" approach which involves building an organization's leadership capacity by identifying, recruiting, and developing a "pool" of high-potential individuals for both current and future roles. Originality/value: The paper shows that developing this pool depends in large measure on the "reservoir" of leadership capacity in an organization and perhaps most importantly, the willingness of potential leaders to come forward.

This paper discusses the challenge of making large-scale improvements in literacy in schools across an entire education system. Despite growing interest and rhetoric, there are very few examples of sustained, large-scale change efforts around school-age literacy. The paper reviews 2 instances of such efforts, in England and Ontario. After describing main features of these reforms, the paper presents 4 main reasons that such efforts are not more frequent: (a) the educational challenge of changing very large numbers of schools and classrooms on a sustained basis, (b) the bureaucratic challenge of improving the connections among different areas of social policy in pursuit of better outcomes for students, (c) the learning challenge of organizing complex systems to do this work while continually modifying the approach in light of new evidence and system feedback, and (d) the political challenge of galvanizing and maintaining the effort required to support these other changes. The eight contributions to this special issue provide an informative focus on many aspects of peer-based victimization in schools. Often using sophisticated quantitative and analytic procedures, they advance our knowledge in several important domains, pointing out important contextual variables, interactions, and mediating factors in the negative impact that experiences of victimization can bring about. Besides some comments on individual articles, this commentary raises some general issues about this and other research in the area, including the conceptual and definitional issues around victimization and the possibility of supplementing findings with insights from more qualitative methodologies.

It is common practice for K-12 schools to assess multilingual students' language proficiency to determine language support program placement. Because such programs can provide essential scaffolding, the policies guiding these assessments merit careful consideration. It is well accepted that quality assessments must be valid (representative of the constructs of interest) and reliable (error-free and consistent). However, a tension exists between validity and reliability, known as the attenuation paradox. Validity is strengthened when the range and depth of the assessed construct align with the target domain. Yet, increased domain coverage can introduce construct-irrelevant variance and greater potential for error, negatively impacting reliability. On the other hand, narrowing the assessed construct, which tends to increase reliability, also weakens validity due to construct-underrepresentation. In this paper, we revisit the validity-reliability paradox by examining initial assessment policies for K-12 English language support programs in six nations. We report on each nation's policies for language placement assessment and the associated language support programs and funding mechanisms. We compare the assessment policies on the validity and reliability spectrum, framed by Bachman's assessment use argument heuristic. We conclude with a discussion of implications related to educational equity.

In recent years the mathematics education research community has undergone a "social turn" towards a greater interest in the values and broader educational purposes of mathematics education, including issues of social justice and citizenship education. Building on these developing interests, this paper presents a conceptual framework that links the teaching of school mathematics with moral education. Then, in a case study involving two countries, England and Canada, this framework is used to explore the affordances and constraints faced by mathematics teachers in those countries if they want to intentionally practice moral education in the classroom.

This article reviews the history of large-scale education reform and makes the case that large-scale or whole system reform policies and strategies are becoming increasingly evident. The review briefly addresses the pre 1997 period concluding that while the pressure for reform was mounting that there were very few examples of deliberate or successful strategies being developed. In the second period--1997 to 2002--for the first time we witness some specific cases of whole system reform in which progress in student achievement was evident. England and Finland are cited as two cases in point. In 2003-2009 we began to observe an expansion of the number of systems engaged in what I call tri-level reform--school/district/government. As Finland, Singapore, Alberta, Canada, Hong Kong, and South Korea continued to demonstrate strong performance in literacy, math and science, Ontario joined the ranks with a systematic tri-level strategy which virtually immediately yielded results and continues to do so in 2009. The nature of these large-scale reform strategies is identified in this article. It can be noted that very little productive whole system reform was going on in the United States. Aside from pockets of success at the level of a few districts since 2000, and despite the presence of a "policy without a strategy" in the form of No Child Left Behind the US failed to make any progress in increasing student achievement. In the final section of the paper I consider the early steps of the Obama administration in light of the "theory of action" of whole system reform identified in this article and predict that there we will see a great expansion and deepening of large-scale reform strategies in the immediate future, not only in the U.S. but across the world.

Renewed calls for greater accountability within schools have led to a rapid expansion of standards-based reforms across the Western world. Establishing and raising standards, and measuring the attainment of those standards, are intended to encourage excellence in our schools. Yet concern is increasing about the fairness of external testing and the undue pressure it places on students and teachers. This paper discusses the impact of recent standards-based reforms and proposes a framework to connect educational leadership with timely assessment reforms at the provincial/state governance, university, district, and school level. The proposed multi-level reforms are grounded in the belief that coherent, well integrated assessment policies are essential for promoting improved teaching practice and student learning.

A broader view of literacy has emerged as part of the larger debate about educational reform across the globe. Many now argue that availing children with additional skills in technological and media literacy will foster creativity, motivate youth, and improve their economic opportunities while increasing the core of high skilled labourers available to meet the needs of the "knowledge" economy. From Canada and England to Australia and New Zealand, media literacy has become part of the core curriculum. Within the U.S., implementation of reform in this vein has been slow and a number of informal education institutions have stepped in to meet the perceived need, augmenting the core curriculum with media literacy and production opportunities. Yet there are serious questions about what skills the children are actually learning and whether the literacy discourse is yet another attempt at ignoring persistent educational inequalities along the lines of gender, race, and class. In this paper, we consider the viability of combining critical media literacy with standpoint theory to strengthen the multiliteracies movement, offering a more critical and empowering pedagogy. To this end, we analyze an exemplary site of this approach in Los Angeles. (Contains 4 notes.)

Heeney critiques two works on, respectively, American and Canadian independent schools: "The Elite Schools" by Leonard Baird and "A Question of Privilege" by Carolyn Gossage. He discusses the social context of their historical model, the English public school, and draws comparisons to the schools described in these two works. (SJL)

The 1988 Education Reform Act and subsequent legislation sought to impose on English and Welsh educational services a form of site-based planning called "school development planning." This paper identifies key problems with this approach and instead proposes strategies for managing change and school improvement based on North American research and practice. (39 references) (MLH)

This paper reports on a series of 1992 visits to special education classes and programs in Oxfordshire, England. Information concerning mainstreaming of special needs students is applied to the situation in British Columbia, where decisions concerning inclusion and neighborhood schools are being made.
