3. What factors influence the quality of local governments' digital transparency? Evidence from the Brazilian case.

This article investigates the factors associated with the quality of transparency of the websites of Brazilian local governments. We also question the extent to which external control institutions have pressured municipal governments to improve their online transparency. Through multiple regression models, we discuss whether and how socio-demographic, political, and economic variables are relevant to explain the differences in e-transparency in 5,563 cities. The results show that, despite an institutionalization process of public transparency led by federal regulatory evolution, experiences at the local level remain heterogeneous. Population size, GDP per capita, education levels, and voter turnout are statistically important to explain the quality of e-transparency experiences. The main conclusion is that external regulators play a crucial role in shaping digital transparency due to the possibility of imposing legal penalties. Effective use of digital media to foster democratic practices involves pressure from external monitoring agencies willing to challenge a bureaucratic culture resistant to openness. 5. Adoção do governo eletrônico: um estudo sobre o papel da confiança.

- Abstract
This study analyzed the influence of trust and trustworthiness on the intention to adopt and use e-government services. A structural model was proposed, considering the relationship among Ability, Benevolence, Integrity, Perceived Risk, Trust of the Government, Trust of the Internet and Disposition to Trust. The model was tested through structural equation modeling (partial least square method). An online questionnaire was applied, including 36 items for all the constructs presented in the model, and measured with 11-point Likert scales. After the first round of analysis, an alternative model was proposed with a better fit. Results indicated that: 1) Ability, Benevolence, and Integrity, together, positively influence Trust of the Government; 2) Trust of the Government and Trust of the Internet positively influence Trust in e-Government; 3) Trust in e-Government negatively influences Perceived Risk and positively influences Intention to Use and; 5) Perceived Risk negatively influences Intention to Use. Considering the results of this research, as government agencies increase their expenditure to implement and maintain e-gov initiatives, they must recognize and deal with trust-related issues. - Abstract
This article was conducted to analyze the scientific production on the application of Information and Communication Technologies (ICTs) in the Brazilian State. For this purpose, a systematic review was carried out focusing on publications that dealt with ICTs in governance, democracy and electronic government. Textual statistics were used to analyze the collected material, which allowed an overview of the selected articles. As a result, it was evident that the theme has gained attention from the scientific community, highlighting the application of ICTs in public administration. It was inferred that the articles' content is divided into three dimensions: Democratic Processes; State and Society Intersection; and Public Policy Field. As a major finding, it is evident that the literature prioritizes the analysis of the instrumental character of technology, capable of enhancing public action, disregarding, on the other hand, its substantive function: strengthening democracy despite possible gains in efficiency. Introduction: the portals of local government institutions have become an important source of information where the authorities communicate with citizens, providing them with some e-services, within what is called electronic government. Objective: the main objective of this study is to analyze if the e-services provided by the Dominican municipalities of more than 100 thousand inhabitants have positively impacted the interaction of local governments with their citizens, increasing citizen participation and promoting transparency in public management. Materials and methods: to carry out the study, information was collected between January and June 2018 following the e-services model of municipal e-government proposed by Esteves (2005), which illustrates the phases or levels of development by which any e-government initiative of local government should contemplate. Results: the findings show that the two best Dominican city councils obtain an e-Value of 3.75 points, of 11.25 possible points, so it can be concluded that the analyzed e-services are still partially offered, with many opportunities for improvement. It has been found that some municipalities have incomplete information or with pending configuration on their web portals. Conclusion: the study shows that the e-services offered have not increased citizen participation, nor transparency, because not all relevant information is made available to citizens, the same e-services are not offered in all municipalities, and citizens do not really know what their municipalities offers them. According to the importance assigned to public services, improvements have been sought in knowledge representation in the domain of Electronic Government (eGov). Academic and governmental initiatives seek consensus on processes and entities that compound a government institution. The approach through ontologies allows us to define, in a well-grounded fashion, entities in domains of knowledge. Ontologies are adopted worldwide and appear in two connotations: ontology as a discipline brings together philosophical practices discussed over 2,000 years in Metaphysics; ontology as an artifact studies representation artifacts inherited from Librarianship practices, with the difference that, since ontologies are computer-oriented, they are not suitable for encompassing social, cultural and historical aspects. To understand the theoretical foundation that involves ontologies and eGov, a Systematic Literature Review (SLR) was planned and performed as part of ongoing research. The purpose of this article is to portray such an SRL, revealing state of the art on ontologies for eGov in the development of ontological representation artifacts. Hundreds of works were identified, among which a portion was separated by criteria and analyzed. We concluded that there is a reasonable number of eGov ontological models, which have been identified and listed for reuse, in addition to the need for national initiatives in the same direction. This article presents a historical review of Brazil's e-government policy (e-gov), noting how the relationship between government and society has been modified from the evolution of Information and Communication Technologies (ICT) and their use by the government. This is an exploratory research, developed from a qualitative approach, through bibliographic research and document analysis of government plans and reports. We will consider from the genesis of e-gov, which focused its actions on the provision of information and public services online, to the evolution and expansion of the internet in the decades that followed, providing the creation of instruments that enhanced the opportunities for monitoring government spending and society's participation in public affairs, reaching, finally, the performance of public organizations through media and social networks and the development of mobile applications. But the development of e-government policies also brings some challenges, including the need to think about digital inclusion policies, making sure that e-gov not only benefits the most favored classes of society, reinforcing and deepening existing exclusions. The present study aims to investigate whether the most populous municipalities of the State of Pernambuco are complying with what determines the constitutional legislation in relation to fiscal transparency. For this purpose, indicators based on the Transparency Law were used to verify compliance with the legal provisions. The study was documentary, with a qualitative and quantitative approach. The empirical study sample included the most populous municipalities in the state of Pernambuco, Brazil, during the years 2014 to 2016. The evidence found indicates that the most critical questions regarding legal noncompliance refer to the rendering of accounts with the opinion of the Court of State Accounts and participatory budgeting and the dissemination of information on public tenders, list of servers and payroll. This empirical evidence shows that the municipalities studied are not fully complying with the legal requirements of fiscal transparency of Public Administration. [ABSTRACT FROM AUTHOR]

The number of information generated around the world has increased exponentially, many data generated are made available to respect the open data principles. These data analysis can be used in a beneficial way, to guarantee transparency, participation and collaboration. In this context, this paper, which is based in a descriptive research, aims to use data visualization tool Tableau Public to generate interactive graphs that makes if possible to analyse the data of the University for All Program - PROUNI between 2005 and 2016, which is available on open data portal of the Brazilian federal government. The graphs analysis allowed to verify the program performance since its creation, draw the profile of its beneficiaries and make a comparison with information about Brazilian people. The present study sought to analyze the adequacy of the websites of the Federal Education Institutions of Recife from the perspective of electronic governance practices, according to guidelines by Mello and Slomski (2012). For this, it was an inductive study with a qualitative approach, whose research data were obtained on the websites of the selected Educational Institutions, in the period of May 2019. With the formulation of the IGEB, it was possible to observe that governance practices with the best index, according to the data that was treated, was that of UFPE, among the three studied. In conclusion, the process of adapting electronic governance in public institutions is still in the process of maturing, that is, in continuous improvement processes in the quest for strengthening information management, transparency and ease of access. In this way, it is considered relevant that the construction of institutional portals meet the needs of electronic governance for improvement and user satisfaction. [ABSTRACT FROM AUTHOR]

Também questiona em que medida instituições de controle externo têm pressionado os municípios a melhorarem os recursos de transparência online. Por meio de modelos de regressão múltipla, discute de que modo variáveis sociodemográficas, políticas e econômicas são relevantes para explicar as diferenças na transparência digital em 5.563 cidades. Apesar de haver um processo de institucionalização da transparência pública liderado pela evolução da regulamentação federal, os resultados mostram que as experiências em nível local permanecem heterogêneas. Tamanho da população, PIB per capita, nível de educação e a participação eleitoral são estatisticamente importantes para explicar a qualidade das experiências de transparência digital. Conclui-se que agentes reguladores externos desempenham papel crucial na qualidade da transparência digital devido à possibilidade de impor penalidades legais. A través de modelos de regresión múltiple, discutimos si y de qué manera las variables sociodemográficas, políticas y económicas son relevantes para explicar las diferencias en la transparencia electrónica en 5.563 ciudades. A pesar de un proceso de institucionalización de la transparencia pública liderado por la evolución regulatoria federal, los resultados muestran que las experiencias a nivel local siguen siendo heterogéneas. El tamaño de la población, el PIB per cápita, el nivel de educación y la participación electoral son estadísticamente importantes para explicar la calidad de las experiencias de transparencia electrónica. La principal conclusión es que los reguladores externos juegan un papel crucial en la configuración de la transparencia digital debido a la posibilidad de imponer sanciones legales. Résumé L'article étudie les facteurs associés à la qualité de la transparence sur les sites Web des gouvernements locaux au Brésil. Nous nous demandons également dans quelle mesure les institutions de contrôle externes ont fait pression sur les municipalités pour améliorer la transparence en ligne. Grâce à des modèles de régression multiple, nous discutons si et comment les variables sociodémographiques, politiques et économiques sont pertinentes pour expliquer les différences de transparence électronique dans 5 563 villes. Malgré un processus d'institutionnalisation de la transparence publique conduit par l'évolution de la réglementation fédérale, les résultats montrent que les expériences au niveau local restent hétérogènes. La taille de la population, le PIB par habitant, le niveau d'éducation et la participation électorale sont statistiquement importants pour expliquer la qualité des expériences de transparence électronique. La principale conclusion est que les régulateurs externes jouent un rôle crucial dans l'élaboration de la transparence numérique en raison de la possibilité d'imposer des sanctions légales. Une utilisation efficace des médias numériques pour favoriser les pratiques démocratiques implique alors la pression d'agences de contrôle externes prêtes à remettre en question une culture bureaucratique résistante à l'ouverture.

Resumo Este artigo trata dos fatores que influenciam a utilização de serviços de governo eletrônico pelos cidadãos. A literatura acadêmica tem promovido reflexões sobre a influência de diversos fatores, e este artigo tem como objetivo avaliar se aspectos sociodemográficos têm influência sobre a decisão de uso de serviços de governo eletrônico pelos cidadãos brasileiros. O estudo utilizou uma abordagem metodológica quantitativa, valendo-se de testes estatísticos e modelo de regressão logística baseados em microdados da pesquisa TIC Domicílios, coordenada pelo Centro Regional de Estudos para o Desenvolvimento da Sociedade da Informação (Cetic.br), referente ao ano-base de 2019. Os resultados desta análise indicam que há influência significativa de fatores como idade, renda familiar, condição de atividade, classe econômica, grau de instrução, tipo de dispositivo de acesso e uso de serviços de e-commerce sobre a probabilidade de uso de serviços de governo eletrônico. O artigo contribui para o entendimento mais abrangente dos fatores que impactam a demanda e se propõe a servir de insumo para discussões entre gestores públicos sobre a implementação desses serviços. Resumen Este artículo trata de los factores que influyen en el uso de los servicios de administración electrónica por parte de los ciudadanos. La literatura académica ha promovido reflexiones sobre la influencia de diversos factores y, por lo tanto, este artículo tiene por objeto evaluar si los factores sociodemográficos influyen en la decisión de los ciudadanos brasileños de utilizar los servicios de gobierno electrónico. En esto estudio se usó un enfoque metodológico cuantitativo, valiéndose de pruebas estadísticas y un modelo de regresión logística, basado en los microdatos de la investigación TIC Domicilios, coordinada por el Centro Regional de Estudios para el Desarrollo de la Sociedad de la Información (Cetic.br), para el año base 2019. Los resultados de este análisis indican que hay una influencia significativa de factores como edad, ingresos familiares, condición de la actividad, clase económica, nivel de educación, tipo de dispositivo de acceso y la utilización de servicios de comercio electrónico en la probabilidad de utilizar servicios de gobierno electrónico. El artículo contribuye a una comprensión más completa de los factores que inciden en la demanda y se propone servir de aportación a debates entre los gestores públicos sobre la implantación de estos servicios. Abstract This article focuses on factors that influence the use of electronic government services by citizens. The academic literature has promoted reflections on the influence of various factors and, therefore, this article aims to assess whether socio-demographic factors influence the Brazilian citizens’ decision to use Electronic Government services. This study adopted a quantitative methodological approach, using statistical tests and a logistic regression model, based on the microdata of the ICT Household 2019 survey, coordinated by the Regional Center of Studies for the Development of the Information Society (CETIC.br). The results indicate a significant influence of age, family income, activity condition, economic class, level of education, type of access device, and use of e-commerce services on the probability of using Electronic Government services by Brazilian citizens. The article contributes to a more comprehensive understanding of the factors that impact demand and aims to subsidize public managers’ discussions about these services’ implementation.

This article aims to analyze how measures to promote Internet access, and users' competencies influence the use of electronic government services in Brazil. We adopted Sen's Capability Approach as theoretical framework in order to analyze the microdata from the ICT Households 2013, a national-wide survey coordinated by the Regional Center for Studies on Development of the Information Society (Cetic.br). The results indicate that for social classes C (middle class), D and E (lower class) the increase in the odds ratio of the use of e-gov services is strongly influenced by both internet access preferably at home or work (individual access) as well as the users' internet skills. The social isolation imposed by the Covid-19 The social isolation imposed by the Covid-19 pandemic in March 2020 challenged different sectors of activity, including public security, which sought alternatives to foster the State-society relationship supported by the Electronic Government, specifically, community policing practices, which presuppose proximity to the community. This article aims to analyze the performance of Brazilian military police on the Instagram social network, during the Covid-19 pandemic. Therefore, an online documentary research was carried out on the official profiles of the 27 Brazilian military police forces. Content Analysis of the posts resulted in images of the police, society and their interactions in two final categories: the strong arm and the helping hand. The military police do not exploit the full potential of online social networks as tools for community e-policing, in the valorization of e-participation and e-democracy. O isolamento social imposto pela pandemia da COVID-19, em março de 2020, desafiou diferentes setores de atividade, incluindo a segurança pública, que buscou alternativas para fomentar a relação Estado-Sociedade suportadas pelo Governo Eletrônico, especificamente, as práticas de policiamento comunitário, que pressupõem a proximidade com a comunidade. Este artigo tem como objetivo analisar a atuação das polícias militares brasileiras na rede social Instagram, durante a pandemia da COVID-19. Para tanto, realizou-se uma pesquisa documental online nos perfis oficiais das 27 polícias militares brasileiras. A Análise de Conteúdo das postagens resultou em imagens do policial, da sociedade e de suas interações em duas categorias finais: o braço forte e a mão amiga. As polícias militares não exploram todo o potencial das redes sociais online como instrumento para o policiamento comunitário, na valorização da e-participação e da e-democracia.

In a context of international health emergency, the issue of the interaction of accountability, Information Technology and Communications (ICT) tools and social participation becomes fundamental for the maintenance of the democratic structure and north of action for the state apparatus. In this scenario, this article seeks to analyze whether the initiative to use a website by the National Penitentiary Department (Depen) is characterized as an Electronic Government tool and a vehicle of accountability and transparency, with social participation, in the fight against COVID-19 in the Brazilian prison system. Em um contexto de emergência de saúde de nível internacional, a questão da interação do accountability, das ferramentas de Tecnologia da Informação e Comunicações (TIC) e da participação social se torna fundamental para a manutenção da estrutura democrática e norte de atuação para o aparato estatal. The purpose of the article was to know the failure to comply with municipal incentives in provincial governments, in turn stimulate proper management and improve decision-making by the public servant, through the technique of observation, exploration and interpretation of the chosen theories in scientific databases such as EBSCO, Pole of Knowledge, Latin Science and Scopus, allowing to know the function of the municipal incentive plan in the public management process. Its methodology was a bibliographic and descriptive review, as a result it was evidenced that, for the fulfillment of the incentive plan in the different levels of local, provincial and departmental governments, they have to be analyzed according to the personnel who work in the institutions, in addition, determine that the public official has developed their soft skills and the use of information and communication technologies to be able to function in their functions. In this way, the proportion of public servants will be equated with the goals stipulated in their incentive plan according to their category designated by the Ministry of Economy and Finance, for which there is no evidence of duplication of functions of the official who is responsible for a designated goal or administrative function of the municipality. El propósito del artículo fue conocer el incumplimiento del programa de incentivos en los municipios locales del Perú, a su vez estimular una correcta gestión y mejorar la toma de decisiones por parte del servidor público, mediante la técnica de la observación, exploración e interpretación de las teorías elegidas en revistas científicas como EBSCO, Polo del Conocimiento, Ciencia Latina y Scopus, permitiendo conocer la función del plan de incentivo municipal en el proceso de gestión pública. Su metodología fue de revisión bibliográfica y descriptivo, como resultado se evidencio que, para el cumplimiento del plan de incentivo en los diferentes niveles de gobiernos locales, provinciales y departamentales, se tienen que analizar en función al personal que labora en las instituciones, además, determinar que el funcionario público tenga desarrollado sus habilidades blandas y el manejo de las tecnologías de información y comunicaciones para poder desenvolverse en sus funciones. De esta manera, la proporción de los servidores públicos estará equiparada con las metas estipuladas en su plan de incentivo de acuerdo a su categoría designada por el Ministerio de Economía y Finanzas, por el cual, no se evidencia duplicidad de funciones del funcionario que esta responsable de una meta designada o función administrativa del municipio. O objetivo do artigo foi conhecer o não cumprimento do programa de incentivos nos municípios peruanos locais, por sua vez, estimular a gestão adequada e melhorar a tomada de decisão do servidor público, por meio da técnica de observação, exploração e interpretação do teorias escolhidas em revistas científicas indexadas em bases como EBSCO, Pole of Knowledge, Ciencia Latina e Scopus, permitindo conhecer a função do plano de incentivo municipal no processo de gestão pública. A sua metodologia foi uma revisão bibliográfica e descritiva, como resultado constatou-se que, para o cumprimento do plano de incentivos nos diferentes níveis de governo local, provincial e departamental, os mesmos devem ser analisados em função do pessoal que trabalha nas instituições, além disso, determinar que o funcionário público desenvolveu suas habilidades pessoais e o uso de tecnologias de informação e comunicação para poder exercer suas funções. Desta forma, a proporção de servidores públicos será equiparada às metas estipuladas no seu plano de incentivos conforme a categoria designada pelo Ministério da Economia e Finanças, para a qual não há evidências de duplicação de funções do responsável de uma meta designada ou função administrativa do município.

As atividades humanas se estão tornando cada vez mais dependentes da internet e, portanto, susceptíveis às suas vulnerabilidades. Entre 1998 e 2002, o governo brasileiro discutiu e implantou a Infraestrutura de Chaves Públicas Brasileira (ICP-Brasil). O objetivo era minimizar a insegurança ao fazer com que a certificação digital, que identifica e autentica pela internet, pudesse operar sobre uma estrutura de criptografia e segurança digital oficial do Estado, com validade jurídica. O livro "O Leviatã Eletrônico: a trama política que colocou o Estado na internet", de Marcello Barra, discute a relação entre Política, Tecnologia e Segurança Digital, ao analisar o processo de criação dessa infraestrutura no Brasil. Com o objetivo de identificar as condições sociais que possibilitaram a efetiva construção da ICP-Brasil, Barra reconstrói os embates técnicos e políticos que precederam esse processo, sem perder de vista a diversidade do conjunto de atores que participaram desse processo. Publicado em 2009, o livro articula a teoria sociológica de diversos autores (como Weber, Elias, Latour, Rosanvallon, Castells, Habermas) para discutir surgimento de uma nova manifestação do Estado (o Estado Eletrônico) e suas implicações no debate acerca da transparência do setor público, da autoridade do Estado e da Segurança Nacional.Human activities are becoming increasingly dependent on the Internet and, therefore, susceptible to its vulnerabilities. Between 1998 and 2002, the Brazilian government discussed and implemented the ICP-Brasil or, the Brazilian Public Key Infrastructure (Infra-estrutura de Chaves Públicas do Brasil). The aim was to minimize the uncertainty by providing a digital certification - to identify and authenticate in the Internet - that could work with the State's official structure of cryptography and digital security, with legal value. Marcello Barra's book "O Leviatã eletrônico: a trama política que colocou o Estado na internet" (The Electronic Leviathan: the political plot to the raising of electronic State) discusses the relationship between Politics, Technology and Digital Security in the analysis of the development of this infrastructure in Brazil. To identify the social conditions that enabled the effective development of the ICP-Brasil, Barra recreates the technical and political clashes that preceded this process, without losing sight of the diversity of actors who participated in the process. Published in 2009, the book articulates the sociological theory of several authors (such as Weber, Elias, Latour, Rosanvallon, Castells, Habermas) to discuss the emergence of a new manifestation of the State (the electronic State) and its implications in the debate on the transparency of the public sector, the authority of the State and the National Security.

Este artigo mostra a variação de capital intelectual em organizações públicas envolvidas em empreendimentos government-to-government (G2G). Para tanto, um frame heurístico foi desenvolvido a fim de avaliar o impacto de projetos G2G nos componentes do capital intelectual de agências públicas, isto é, em seus capitais humano, organizacional, de relacionamento e de inovação. Aplicando-se esse frame heurístico a 30 empreendimentos G2G no Brasil, ligando o Banco Central com os tribunais de justiça, detectou-se um impacto positivo no capital intelectual das organizações envolvidas nesses empreendimentos. Além disso, verificou-se que tais empreendimentos G2G influenciaram os componentes do capital intelectual de forma homogênea. A partir daí, o frame foi validado por meio de uma elevada e positiva correlação entre a variação do capital intelectual nas organizações públicas e a percepção de valor dos funcionários envolvidos nesses mesmos empreendimentos. Finalmente, adicionalmente às limitações da pesquisa, algumas conclusões são apresentadas a gestores públicos, practitioners e acadêmicos, para que seja entendido o potencial de uso da teoria do capital intelectual para avaliação de iniciativas de governo eletrônicoThis article shows the intellectual capital variation in public organizations involved in government-to-government (G2G) enterprises. A heuristic frame was developed to measure the impact of G2G projects on the intellectual capital components of public agencies, i.e., on their human, organizational, relational and innovative capitals. This heuristic frame was applied to 30 G2G enterprises in Brazil connecting the Central Bank to the courts of justice and revealed a positive impact on the intellectual capital of the organizations involved. Furthermore, these G2G enterprises influenced the intellectual capital components uniformly. Then the frame was validated by means of a high and positive correlation between the intellectual capital in the public organizations and the perception of value by the workers involved in those enterprises. Finally, the article presents the limitations of the research, as well as a few conclusions so that public managers, practitioners and scholars can understand the potential of applying the intellectual capital theory to assess electronic government initiatives.

O desenvolvimento do Programa de Governo Eletrônico brasileiro foi iniciado em 2000, durante a gestão do presidente Fernando Henrique Cardoso, e atravessa hoje a terceira gestão de dois diferentes governos. Embora a perspectiva tecnológica tenha alta relevância na análise histórica desse programa, este artigo propõe uma abordagem metodológica para a análise do Programa de Governo Eletrônico apoiada em um modelo de referência que incorpora as suas diversas etapas de desenvolvimento, seus atores, suas relações e fatores intervenientes. A validação do modelo foi feita por meio de levantamento empírico, em que foram utilizadas entrevistas semiestruturadas com atores-chave do processo.The development of the Brazilian Electronic Government Program started in 2000, during the Ferrnando Henrique Cardoso administration. Today it is in its third management of two different administrations. Although the technological perspective has high relevance in the historical analysis of this program, this article suggests a methodological approach for the analysis of the Electronic Government Program supported by a reference model that incorporates its different stages of development, its actors, its intervening relations and factors. The model was validated by means of an empirical survey with semi-structured interviews with key actors of the process.

O Estudo de Caso foi realizado na Câmara Municipal de Braga, onde foram feitas 2 entrevistas e inquiridos 122 Munícipes. Conclui-se que o CzRM é reconhecido pela autarquia como algo benéfico onde apesar dos pontos de melhoria apontados o executivo compromete-se a melhorar a relação estabelecida com os Munícipes através de revisões frequentes dos processos de interação de forma a garantir que o Cidadão é o elemento central das atividades realizadas permitindo desta forma que os Bracarenses estejam satisfeitos e que a interação com a Câmara seja mais rápida e facilitada. The use of CRM tools allows the storage of customer information and thus customizes the processes making them more faster, more effective and more efficient. In this research the author intends to analyze the introduction of this approach in Public Entities, the main providers of services to Citizens, using the CzRM concept and thus improve the relationship with them. The Case Study was carried out in the City Hall of Braga, where 2 interviews were done and 122 citizens were interviewed. It was concluded that the Municipality recognizes the benefits of CzRM where, despite the points of improvement pointed, the executive is committed to improve the relationship established with the citizens through frequent reviews of the interaction processes in order to guarantee that the Citizen is the central element of the activities carried out, thus allowing them to be satisfied and the interaction with the Municipality to be faster and easier. info:eu-repo/semantics/publishedVersion

Os constantes desafios sociais, financeiros e políticos nos municípios têm exigido dos seus gestores uma atuação mais competente para propiciar qualidade de vida adequada aos seus munícipes. Com a participação da comunidade, os planejamentos municipais e as informações sistematizadas podem facilitar a gestão das prefeituras e dos municípios. Este artigo descreve as fases, subfases e produtos de uma metodologia para planejamento de informação, conhecimento e informática nas prefeituras e municípios. A metodologia propõe nove fases, leva em conta os preceitos do empreendedorismo e pressupõe a necessidade da integração com os planejamentos municipais. A metodologia de pesquisa constitui uma abordagem de natureza aplicada numa realidade circunstancial, com ênfase no método indutivo favorecido pelas experiências vivenciadas do autor pesquisador. As contribuições estão direcionadas às prefeituras, aos municípios e aos munícipes que por meio de informações podem cooperar nos fatores competitivos entre as cidades, na forma de gestão da prefeitura e no aumento da qualidade de vida dos cidadãos. A conclusão reitera a importância da participação dos munícipes na gestão municipal e na condução cotidiana dos municípios.The constant social, financial, and political challenges in municipalities have required from their managers a more competent action in order to offer an adequate life standard to their citizens. With the participation of the community, municipal planning and systematized information can help the management of city governments and municipalities. This article describes the phases, sub-phases and products of a method for information, knowledge and IT planning in city governments and municipalities. The method proposes nine phases, considers the precepts of entrepreneurship, and presupposes the need for integration with municipal planning. The research methodology consists of an applied approach in a circumstantial reality, with emphasis on the inductive method helped by the author's experience. The contributions are directed to city governments, municipalities and their population, in which information can help foster city competitiveness and improve city management as well as the life standards of the population. The conclusion reiterates the importance of citizen participation in city government as well as in the daily management of their cities.

The adoption, use, and spread of the New Information and Communication Technologies (NTICs) in public organizations has been a top interest matter during the last few years; among others, because from them it is expected a certain change in the relationship between State and society. In contrast with perspectives that overvalue the role of technology in promoting a more open and efficient public management, this article explores an important dimension for a full development of potentialities granted to these new technologies: the integration of the human aspect. So, the analysis focuses on the potentiality of the electronic government to foster citizen participation. For this purposes we reviewed the websites of the 32 capital municipalities of the departments of Colombia and we assessed the presence of a cluster of characteristics aimed to provide information, citizen consultation, and an active citizen participation and commitment. The aim of this paper was to comparatively evaluate the stages of transparency and availability of information from the institutional web portals of Curitiba, Belo Horizonte, Salvador and Porto Alegre. The research methodology is exploratory and applied, with comparative case studies from the application of a model for evaluating the stages of transparency and availability of information and built using composite criteria in different documents on the subject. After the evaluation, we compared the results between the portals of the city halls chosen to find out their level of e-government. When compared, the portal of Porto Alegre has characteristics more present in the three early stages, but all municipalities are still poorly developed in the two stages of integration (horizontal and vertical; without borders). Resumen Introducción: los portales de las instituciones de gobierno local se han convertido en una fuente importante de información donde las autoridades se comunican con los ciudadanos, brindándoles algunos e-servicios, dentro de lo que se denomina gobierno electrónico. Objetivo: el principal objetivo de este estudio es analizar si los e-servicios brindados por los ayuntamientos dominicanos de más de 100 mil habitantes han impactado positivamente en la interacción de los gobiernos locales con sus ciudadanos, incrementando la participación ciudadana y fomentando la transparencia en la gestión pública. Materiales y métodos: para realizar el estudio se cuenta con información recolectada entre enero y junio del 2018 siguiendo el modelo de e-servicios de gobierno electrónico municipal propuesto por Esteves (2005), que ilustra las fases o niveles de desarrollo por las que toda iniciativa de gobierno electrónico de gobierno local debe contemplar. Resultados: los resultados muestran que los dos mejores ayuntamientos dominicanos obtienen un e-Valor de 3,75 puntos, de 11,25 puntos posibles, por lo que se puede concluir que los e-servicios analizados son ofrecidos aún de manera parcial, con muchas oportunidades de mejora. Se ha comprobado que algunos ayuntamientos tienen en sus portales web información incompleta o sin terminar de configurar. Conclusión: el estudio muestra que los e-servicios ofrecidos no han incrementado la participación ciudadana, ni la transparencia, debido a que no se pone a disposición de los ciudadanos toda la información relevante, no se ofrecen los mismos e-servicios en todos los ayuntamientos, y los ciudadanos no saben realmente lo que su ayuntamiento les ofrece. Abstract Introduction: the portals of local government institutions have become an important source of information where the authorities communicate with citizens, providing them with some e-services, within what is called electronic government. Objective: the main objective of this study is to analyze if the e-services provided by the Dominican municipalities of more than 100 thousand inhabitants have positively impacted the interaction of local governments with their citizens, increasing citizen participation and promoting transparency in public management. Materials and methods: to carry out the study, information was collected between January and June 2018 following the e-services model of municipal e-government proposed by Esteves (2005), which illustrates the phases or levels of development by which any e-government initiative of local government should contemplate. Results: the findings show that the two best Dominican city councils obtain an e-Value of 3.75 points, of 11.25 possible points, so it can be concluded that the analyzed e-services are still partially offered, with many opportunities for improvement. It has been found that some municipalities have incomplete information or with pending configuration on their web portals. Conclusion: the study shows that the e-services offered have not increased citizen participation, nor transparency, because not all relevant information is made available to citizens, the same e-services are not offered in all municipalities, and citizens do not really know what their municipalities offers them. Essa tendência, conhecida como Governo eletrônico, impulsiona grande demanda por pesquisas cujo foco principal é o desenvolvimento de aplicações destinadas a um governo mais transparente e colaborativo. Aplicações para esse tipo de cenário introduzem uma série de desafios que precisam ser enfrentados, incluindo maior interoperabilidade entre sistemas, escalabilidade, questões de segurança, entre outros. Nesse sentido, o paradigma de Arquitetura Orientada a Serviços (SOA) apresenta-se como uma interessante proposta para mitigar a heterogeneidade dos serviços prestados pelas diversas entidades envolvidas. Além disso, computação em grade pode ser considerada uma solução promissora para aplicações de middleware em Governo eletrônico, graças à sua alta capacidade de armazenamento e processamento, além de sua recente orientação a serviços, tornando-a uma poderosa ferramenta para aplicações intra-domínio. Considerando esses desafios, este trabalho propõe uma plataforma para aplicações de Governo eletrônico em sistemas em grades utilizando serviços de suporte fornecidos pelo Globus Toolkit 4 (GT4) no contexto da Web Semântica. O trabalho inclui a implementação de um protótipo do middleware e sua validação através de um cenário de aplicação Abstract: Government agencies around the world are making large investments in the use of Information and Communication Technology in their activities. This trend, known as electronic government, drives a demand for research focused on development of applications aimed at a more transparent and collaborative government. Applications for this type of scenario pose a series of challenges to be faced, including greater interoperability between systems, scalability, and security issues, among others. In this sense, the paradigm of Service-Oriented Architecture (SOA) presents itself as an interesting proposal to mitigate the heterogeneity of services provided by various involved entities. Furthermore, grid computing can be considered a promising solution for middleware applications in e-Government due to its high storage and processing capacity, and also its recent service orientation, making it a powerful tool for intra-domain applications. Considering these challenges, this dissertation proposes a platform for e-Government applications on grid computing, using the support services provided by the Globus Toolkit 4 (GT4) in the context of the Semantic Web. This paper focuses on the public communication and the new look to the citizen with the arrival of new technology platforms. It is based on the analysis of the communication of the cities of Grande ABC Paulista region - Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires, and Rio Grande da Serra - with their residents, through new virtual media platforms, such as institutional portals and social media. Another addressed point was the political will manifested in government plans of the elected mayors in 2012 regarding investments in e-government. The objective was to observe, within a documentary exploratory research and content analysis, in the most compelling way possible, the degree of openness and virtual relationship of public institutions with its residents. The results show that, if there is dialogue or virtual attendance or if these channels are increasingly available to citizens, they are still badly used or merely discarded. [ABSTRACT FROM AUTHOR]
