Amidst the global energy crisis in 2022, the Spanish and Portuguese governments introduced a subsidy to natural gas ("the Iberian exception"), attempting to lower the wholesale electricity market prices, with the understanding that gas-fired-combined cycle gas turbines (CCGTs) are price-setting technologies most of the time, directly or indirectly. The subsidy succeeded in lowering the market price but induced several other effects, such as (1) the increase in cleared energy in the Spanish market (mostly produced with gas), (2) the bias in the import/export cross-border position between Spain and France (Spain became a net exporter to France immediately), or (3) the consequent increase in congestion rents, which serve to lightly finance the subsidy, among other effects. This paper provides a framework for clustering the different effects based on the market participation phases: the subsidy, the market bidding, the market results, and surplus and rents. Moreover, this paper builds on the theoretical market models, with and without subsidies, and with and without cross-border exchanges. Based on the real market bids, the subsidies, and the generators' data, we reconstruct the supply and demand curves and simulate the counterfactual market scenarios in order to illustrate and quantify the effects. We highlight the quantification of the theoretical effect of the transfer of rents, from non-fossil to fossil fuel producers, induced by the gas subsidy. [ABSTRACT FROM AUTHOR]

A complex regulatory package implementing a new support scheme for renewable electricity has recently been adopted in Spain. The aim of this article is to describe the main elements of the new remuneration scheme and to provide a brief analysis of its main shortcomings. It is argued that the new system has several potential drawbacks. Its priority is not on increasing deployment, but on containing the total costs of support, making it potentially ineffective. The regulation is retroactive for existing plants, non-transparent, highly-risky for both existing and new plants (since basic parameters affecting the remuneration levels can be revised ex-post every 6 years), administratively costly and subject to the discretionary power certainly of the government. • Application of the ampacity control system is necessary for wind energy integration. • DLR application reduced the time in which wind farms were out of service by 4100 h in 44 months. • DLR application increased the energy supplied by wind farms by 70.9 GWh in 44 months. • DLR application saved more than 7800 t of CO 2 in 44 months. The total renewable wind energy capacity of Spain currently accounts for more than 20% of the total installed energy capacity, which makes integration into the grid challenging for wind farm owners as well as Distribution System Operator (DSO). Electrical companies require new techniques to integrate renewable energies safety and with low investment costs. Dynamic line rating (DLR) is one of these techniques, and is used by DSOs to maximise the capacity of existing infrastructure. This paper presents a successful case of DLR application by a DSO over several years to reduce the time that wind farms were out of service due to an excess of electrical energy generated. Over the period from January 2015 to September 2018, the application of the DLR technique prevented 4,100 hours of out-of-service time, increasing the energy supplied by the wind farms by 70.9 GWh and by extension saving 7,800 tons of CO2. More than 50% of the world's population lives in cities. Its buildings consume more than a third of the energy and generate 40% of the emissions. This makes cities in general and their buildings in particular priority points of attention for policymakers and utilities. This paper uses population density as a variable to know its influence on energy consumption and emissions produced in buildings. Furthermore, to show its effect more clearly, the influence of the climate was eliminated. The usual energy consumption in buildings is thermal and electrical. The study was carried out at the city level, both per inhabitant and per household. The area actually occupied by the city was considered. The proposed method was applied to the case of Spanish cities with more than 50,000 inhabitants. The results show that the higher the population density, the higher the energy consumption per inhabitant and household in buildings. The consumption of thermal energy is elastic, while that of electrical energy is inelastic, varying more than 100% between extreme groups. Regarding CO2 emissions, the higher the population density, the higher the emissions. Emissions of electrical origin barely vary by 2% and are greater than those of thermal origin. In addition, the proportion of emissions of electrical origin, with respect to the total, decreases with increasing population density from 74% to 55%. Abstract: Spanish local governments may offer, in accordance with Royal Decree 2/2004, tax credits up to 50% in Real Estate Tax for those with installed solar powered thermal or electrical energy systems. This paper analyzes by logistic regression estimation which factors influence the decision of governments to implement this tax credit. Factors included as explanatory variables are related to the characteristics of municipalities, fiscal stress, environmental stress, the environmentally friendly nature of municipalities, the neighboring effect, and economic motivations. Results show that municipalities applying these measures are mostly large in size, with high solar potential, with predominantly collective-housing buildings, with low fiscal stress, mainly rural, environmentally friendly, surrounded by municipalities implementing similar measures and with higher unemployment rates. Olive sector residues could contribute to increased use of renewable energies, especially in those areas where the olive crop is produced. This paper determines the maximum amount of electrical and thermal energy which could be obtained in Andalusia from olive sector residues, and the economic value that could be obtained from these energy uses. For this, the current data on installed power and electrical and thermal generation are compared with the calculated potential data which would be obtained at full capacity. The results show there is a 69.23% wastage of olive sector residues for energy purposes. Thus, using the resources at full capacity, 3.9 million tons of biomass per year could be obtained for energy purposes. Currently, only 2 million tons of biomass are used for energy purposes. This wastage translates into a below potential generation of electrical and thermal energy. The full use of these residues would allow 83.9% and 64.9% higher generation of electrical and thermal energy, respectively. The results obtained also show that the economic value of olive sector biomass is higher than the market price value, with the average values for each use being 248.20 €/t for domestic thermal use, 165.04 €/t for electrical use and 139.50 €/t for industrial thermal use. Thus, it is considered feasible that the olive sector biomass could be used to a greater degree than at present. In this sense, it is recommended that more electricity generation plants and thermal-generating systems be put into operation. • There is a 69.2% wastage of olive sector residues that could be used for energy purposes. • The full use of olive by-products would account for 6.2% of renewable electricity. • The full use of olive by-products would account for 26.7% of thermal generation. • Better use of residues would promote the start-up of 55 and 1762 electricity and thermal plants, respectively. • The economic value of olive sector biomass allows the value chain to be covered. Energy consumption rose about 28% over the 2001 to 2011 period in the Spanish residential sector. In this environment, domestic hot water (DHW) represents the second highest energy demand. There are several methodologies to estimate DHW consumption, but each methodology uses different inputs and some of them are based on obsolete data. DHW energy consumption estimation is a key tool to plan modifications that could enhance this consumption and we decided to update the methodologies. We studied DHW consumption with data from 10 apartments in the same building during 18 months. As a result of the study, we updated one chosen methodology, adapting it to the current situation. One of the challenges to improve efficiency of DHW use is that most of people are not aware of how it is consumed in their homes. To help this information to reach consumers, we developed a website to allow users to estimate the final electrical energy needed for DHW. The site uses three estimation methodologies and chooses the best fit based on information given by the users. Finally, the application provides users with recommendations and tips to reduce their DHW consumption while still maintaining the desired comfort level. [ABSTRACT FROM AUTHOR]

Half of the world's population lives in cities. In addition, more than 40% of greenhouse gas emissions are produced in buildings in the residential and tertiary sectors. Therefore, cities, and in particular their buildings, have a great influence on these emissions. In fact, they are reflected in several of the United Nations' Sustainable Development Goals. Any measure taken to reach these goals has a significant impact from the point of view of reducing greenhouse gases. An understanding of these goals is the basis of greenhouse gas mitigation. This work analyzed the CO2 emissions from the buildings in cities as a function of the economic income of their inhabitants. For this, databases published by official sources were used. The origins of the CO2 are usually emitted by buildings were analyzed—electrical and thermal, in the form of natural gas. Another variable that influences these emissions is climate. To study only the income variable, the influence of climate has been eliminated. Also, to facilitate analysis, an index has been introduced. As an example of application of the proposed methodology, Spanish cities with more than 50,000 inhabitants were studied. The analysis was carried out by household and by inhabitant. The results showed the following: the higher the income of the citizens, the higher the total and thermal emissions; thermal consumption is elastic, while electrical consumption is inelastic; emissions of electrical origin are almost constant; emissions from electrical energy are greater than those from thermal energy; as income increases, the ratio between emissions of electrical and thermal origin decreases.
