The purpose of this study is to examine (on the basis of the analysis of regulatory support) and identify the models for implementation of educational programs, based on networked learning practices, in institutions of higher education. The study is based on a benchmark method that allowed to compare and analyze national (Russian) and foreign networked training and learning practices, as well as statutes, standards and other legal documents, related to regulation of the implementation process of networked learning. Analysis of national experience of federal universities and their networking practices in the context of implementation of educational programs in 2014-2016 is conducted in terms of compliance with international practices, and is aimed at finding a solution to methodological, organizational and financial-economic objectives. The study resulted in identification of models of networked learning practices implemented in educational programs in higher education, including choice of individual educational paths; choice of educational modules from other universities; utilization of resources of strategic partners; application of a triple model "base institution - academic organization - enterprise", as well as provisions that have a potential to become a basis for an update of current statutes and regulations, related to development and implementation of educational programs based on networked learning practices.
