- Abstract
This paper provides a summary of a comprehensive evaluation of the Kentucky statewide Extended School Services (ESS) program. The Extended School Services (ESS) program was established in 1990 as part of the Kentucky Education Reform Act (KERA). Designed specifically to address the needs of Kentucky's at-risk student population, ESS is an aggressive, proactive program for addressing academic problems before they become ingrained (Nesselrodt & Schaffer, 2000b). The ESS program extends the school day, week, or year for students at risk of academic failure, providing them with additional instructional time to help them meet academic goals. Rather than being an "add-on" or "stand-alone" program, ESS is designed to be an integral part of each school's regular academic program, thus ensuring that students receive instructional assistance in core content subjects in which they are performing poorly.
