In 2017, China released its building list of First-class Universities and First-class Subjects (Double First classes), which should get great support for development for many years into the future. This paper examines the academic performance of eight universities that are currently listed as having First-class Subjects of economics, in international papers and domestic papers, and compares their academic performance with another eight non-listed universities. The comparison shows that in general only three listed universities have obvious advantages among the 16 sample universities, while four listed universities do not show advantages, with one of them unexpectedly lagging behind. In contrast, several non-listed universities perform obviously better among the sample universities. In addition, several other aspects of this Double First-class list are also found to be less objective, scientific, or rigorous. [ABSTRACT FROM AUTHOR]

In July 2021 the Chinese Government unexpectedly released what has become known colloquially as the 'Double-Reduction' policy. The policy decreed the reduction of homework pressure on students and greater control of private tutorial companies. In this paper, we set out to understand why the Chinese central government launched the 'Double-Reduction' policy in mid−2021 by using narratives to analyse the three most circulated explanations for the policy and its timing. We use data from a range of formal and informal policy texts. The three narratives, including one policy narrative dominant in the official discourse and two alternative ones, constructed the causal stories about the policy's rationale from multiple perspectives. The combination of multiple perspectives and a narrative approach helps reveal the policy event's complexity and lays a foundation for researchers interested in tracking the development trajectory of this new policy. Starting from the influence of Chinese traditional reading culture on contemporary Chinese family education, this paper analyzes the reasons for the formation of the “involution” of Chinese family education. The involution means to have fierce competition but no good feedbacks. This study found that the objective reasons include China's national education policy, and the subjective reasons come from the current family education; there are problems such as incomplete awareness of parents' education, lack of educational ability, education comparison and so on. It is proposed that the correct values and competition views should be cultivated among family members so that parents can take the initiative to break the barriers of education and promote the all around development and healthy growth of children. At present, COVID-19 is attracting people's attention worldwide. The rapid spread of the epidemic has had a very large impact on the education sector. Many countries have organized students to engage in online learning and study at home. As a country was seriously affected in the early stage of the epidemic, after a period of hard work, China has developed nationwide online education. Compared with that in many developed countries, the emergence of information technology in China did not occur early. However, the sudden outbreak of COVID-19 forced Chinese schools to carry out large-scale online teaching. Based on the theoretical framework of the interaction between online education policy and public response, this paper combs the change trend of online education policy focus in China in recent 20 years and the change of public response direction in microblog hot search comments after the online education policy was introduced during the epidemic period through a variety of text statistical analysis methods, and discusses the interaction between social public response and online education policy. The idea of the public good of higher education is closely related to the political, social and educational cultures in which higher education is embedded. It varies across contexts. However, widely used notions of the 'public' aspects of higher education, including the concepts of economic public goods and private goods, conventionally assume Anglo-American state/society/university assemblages. Anglo-American (and more generally, Western) discourses and terms are dominant in scholarship on public policy and higher education. This creates obstacles and lacunae in comparative studies, and employing solely Anglo-American notions can be especially problematic in non-Anglo-American contexts. This paper attempts to move beyond the conventional approach by conducting a lexical-based comparison of the Chinese and Anglo-American approaches to the public aspects of higher education. It identifies and explores key concepts of the public good of higher education in both the Chinese and English languages, establishing similarities and differences. The comparison contributes to a more balanced understanding of the public roles of higher education, illuminates new aspects of 'public', and may facilitate mutual understanding between scholars and between the Chinese and Anglo-American higher education systems. Chinese higher education has been actively developed in recent decades as a major engine of national prosperity. This investment has spurred substantial and growing interest in understanding student and graduate outcomes. After discussing this policy context, the paper deploys an international lens to analyse evaluation mechanisms being used and developed in China. Specific initiatives are discussed to particularise each mechanism and to help link them with international developments. Comparing China's 2006 and 2015 Africa policies, this article reveals how China's political discourse has become more confident, practical, and depoliticised. In particular, this paper shows how education is allocated, promised, and embedded in China's 'shared' agenda, which is centred on development co-operation and mutual learning. It then reflects on the extent to which China may move towards traditional donors. This paper concludes that, despite fragmented convergences in the discourse and an increased recognition of a Chinese model, China maintains its distinctive role and position in the post-2015 era. In order to distinguish between language-related ideologies, Ruiz (1984) proposed three language orientations, namely 'language-as-problem', 'language-as-right' and 'language-as-resource'. Although this typology has been applied to various countries and regions around the globe, relevant research in China, a multi-ethnolinguistic country, remains limited. Through a review of China's minority language policies and relevant literature, this paper explores the application of Ruiz's theory to the context of China and proposes two possible directions which can complement this theory. Firstly, the study found that there are different layers, complexities, and even contradictions under a broad/unified language orientation, and that minority languages can be simultaneously positioned as a 'right', a 'resource' and a 'problem'. Secondly, by investigating a particular ethnic minority language (the Nuosu Yi language), the study found that the written (literacy) and spoken (oracy) skills of the language can be positioned differently in language-in-education policies and practices. We therefore propose that a critical 'biliteracy continua' lens (Hornberger 2004) can provide further analytical nuance to the language orientations put forward by Ruiz (1984). China proposed the Belt and Road Initiative to strengthen regional connectivity so as to embrace a brighter future together. Since the Initiative was put forward, it has brought many challenges to China's English education policy. By employing Latent Dirichlet Allocation (LDA) and Word2Vec, this study analyzes the evolution of topics and challenges in China's English education policy under the Belt and Road Initiative. The results indicate that after the initiative, the policy focus has changed. English education has shifted from testing abilities to cultivating students' intercultural communication skills in order to meet the needs with countries alongside the "Belt and Road". Moreover, teaching strategies that were examination-oriented have also changed to emphasizing teaching methods and feedback. The focus and teaching strategies have also undergone great changes. China's English education policy has shifted from focusing on improving students' writing skills, English proficiency, and creativity to conducting in-depth research and addressing specific issues, including challenges in linguistics, media influence, educational institutions and programs, online courses, attitudes and self-efficacy, use of multiple languages and globalization, teaching issues, and curriculum design. China has undergone unprecedented changes since the Reform and Opening-up policy in 1978. Policy experimentation (PE) has been key in generating and catalysing reforms in the process. This study proposes a conceptual framework to describe the different pathways of PE-enabled reforms. Comparing two empirically informed case studies, this study demonstrates the functions of this policy tool plays within China's higher education policy-making and development: generative, rhetorical and regulatory. The paper argues that PE can be a genuinely productive mechanism for producing, identifying and negotiating new policy options while allowing the government to supervise and regulate institutional reform behaviours. However, under certain conditions, it assumes more of a symbolic role allowing the government to acquire or consolidate reform legitimacy without engaging substantial innovation. By highlighting those key roles of PE, this paper provides a distinctive perspective for understanding the policy-making and reform process in China's higher education development. This paper contends that the inclusion of meso- and micro-level perspectives has been under exploration in the study of the internationalization of humanities and social sciences, in particular, in a state-mandated system where policy interventions in higher education and knowledge production have typically been aligned with state construction and national development. It argues that institutional and individual responses to state policies on the internationalization of humanities and social sciences should be investigated due to their respective roles in policymaking and implementation. It has, therefore, retrieved recent and historical policy documents during the post-WTO period and collected empirical data from two Chinese universities. A constructivist-interpretivist qualitative approach and a qualitative case study strategy were adopted for this investigation. Based on an in-depth analysis of the empirical data, this paper reveals the gap between the macro-level ambition of achieving outward-oriented diffusion of innovations and the local-level realities, as well as institutional dilemmas and conflicts in facilitating the internationalization. China is a multiethnic country, and the border areas are the gathering places of ethnic minorities. Strengthening the ethnic unity education in the border areas is an important measure to maintain the social stability and national security in the border areas of China. Colleges and universities in the border areas are the cradle of cultivating outstanding ethnic minority cadres, and colleges and universities in the border areas shoulder an important historical mission. In recent years, many domestic experts and scholars began to try to use the PMC index model for policy evaluation. Chinese scholars also have a deeper understanding of the standards of policy evaluation and put forward policy evaluation standards that are more in line with the actual needs of China's public policy evaluation research. This paper takes the education policy text of the border ethnic minorities as the research object, takes the policy evaluation as the research perspective, constructs the transformation policy text evaluation model according to Ruiz Estrada's PMC index model construction method, defines the calculation method and rating method, draws the PMC surface of each sample, and makes a comparative analysis of the PMC index. According to the comparative analysis results of PMC index and the scanning results of policy text, this paper puts forward three optimization strategies for the education policy of border ethnic minorities. Purpose: Based on a systematic review of policy documents in China related to teacher training over the past four decades, this paper identifies and analyzes the main policy shifts and strategies in terms of teacher training in China. Design/Approach/Methods: Using quantitative trend analysis, high-frequency word analysis, and content analysis, this study presents the policy changes in and reform of China's national teacher training system and elucidates the reasons for such changes. Findings: Chinese teacher training and practice reforms resonate with the paradigm shifts of international teacher training and development, particularly those based on real-world scenarios. However, innovations have also been made in response to the problems of Chinese in-service teacher training and development, such as the lack of time for teachers and the separation between learning and practice. Such innovations reflect the government's efforts to narrow the gaps between theory, policy, and practice by improving China's macro policy design. At this stage, there is a big gap between the cognition and practice of smart devices in universities and the theoretical development of universities. Theoretical and practical scientific research on university wisdom factors from the perspective of wisdom culture education can sort out the essential attributes of university wisdom in terms of actual practice and appearance and give references for the development of university theory and within the field of wisdom practice. In the age of the information explosion, modern education is developing toward an intelligent system approach. In this cultural education environment, universities in China are paying close attention to the construction of smart schools. Among them, the national Ministry of Education policy document emphasizes the construction of "intelligent education demonstration parks" and promotes the construction and implementation of smart campuses in all aspects. This study explores a cohort of Burmese students' lived experiences at a border high school in China and demonstrates that their multilingual practices and identity positionings constitute exclusionary effects that limit their interactions with their local Chinese teachers and peers. The paper argues that these Burmese students' in-group interactions reproduce the process of exclusion, further complicating their identity positionings. This paper confirms the established fact that transnational students are marginalized in a variety of national contexts in complex ways, and draws attention to in-group differences among transnational students with diverse backgrounds. These findings have implications for multilingual practices and education policy makers, and for a more inclusive pedagogical approach to reducing marginalization and educating students of diverse linguistic, cultural, and racial backgrounds for global citizenship. China has adopted policy experimentation (PE) as a means of introducing and testing innovative policy options for reforms in higher education (HE). This paper explores how PE plays out in the HE sector, involving state actors and university actors in a dynamic interactive process and bringing about institutional changes. This paper proposes a theoretical categorisation to understand four types of PE that occurred in China's HE reforms, i.e. directive, authorised, exploratory and retrospectively authorised experiments. It discusses an empirically informed case study to illustrate the experiment process characterised by central-local interaction and intentionally ambiguous boundaries. The PE approach enables state-university interactions and power negotiations that create and maintain strategy space for consensus-building. The state, however, retains ultimate authority for legitimatising, selecting and expanding policy experiments. It is best understood as 'elite-enabled experimentation within existing political hierarchies'. This study provides a distinctive perspective for understanding and explaining the power dynamics embedded in China's HE reform process and more broadly the evolution of higher education governance. Government spending on higher education is a perennial research theme, but empirical evidence from China is relatively rare. Based on panel data of local higher education institutions in 31 Chinese provinces from 2003 to 2016, this paper investigates the determinants of general appropriations and quantifies their relative contributions in consideration of socioeconomic, political, and higher education variables. The results of two-way fixed effect modelling reveal that province GDP per capita, government size, percent of education spending, total enrolment, and tuition fees are five major determinants. Further, the results of Shapley decomposition show that these five determinants jointly contribute to 56.793% of total R2. Drawing on Chinese practices of higher education expansion in the last two decades, this paper concludes with policy implications for sustaining higher education funding. [ABSTRACT FROM AUTHOR]

Online learning is currently adopted by educational institutions worldwide to provide students with ongoing education during the COVID‐19 pandemic. Even though online learning research has been advancing in uncovering student experiences in various settings (i.e., tertiary, adult, and professional education), very little progress has been achieved in understanding the experience of the K‐12 student population, especially when narrowed down to different school‐year segments (i.e., primary and secondary school students). This study explores how students at different stages of their K‐12 education reacted to the mandatory full‐time online learning during the COVID‐19 pandemic. For this purpose, we conducted a province‐wide survey study in which the online learning experience of 1,170,769 Chinese students was collected from the Guangdong Province of China. We performed cross‐tabulation and Chi‐square analysis to compare students' online learning conditions, experiences, and expectations. Results from this survey study provide evidence that students' online learning experiences are significantly different across school years. Foremost, policy implications were made to advise government authorises and schools on improving the delivery of online learning, and potential directions were identified for future research into K‐12 online learning. This paper explores the relationship between the student-supervisor relationship (SSR) and postgraduate students' subjective well-being. Based on a longitudinal survey of Beijing college students, the present study suggests that in China, the SSR is a supervisor-centred, top-down hierarchical relationship. The reciprocity level of the SSR is positively related to the students' subjective well-being. The trust level of the SSR also has a positive relationship with students' subjective well-being; improving the trust level may also mitigate the possible negative implications of the low level of reciprocity in the relationship. The present study further reveals that it is more difficult for first-generation students to establish sound SSR than non-first-generation students. Additionally, a good SSR is more important for first-generation students' positive well-being. This paper examines the global implications of policy borrowing, employing case examples of Chinese school systems, which enjoy the success of grafting new identities to improve education. The paper comments on contemporary scholars' use of identity grafting theory (Lee in Managing Chineseness: identity and ethnic management in Singapore, Palgrave Macmillan, London, 2017) to generate insights on how schools, teachers and students engaged educational change in mainland China, Hong Kong and Singapore. Scholars presented empirical findings by using identity grafting constructs to explain education stakeholders' diverse responses to change: (1) born-again—rejecting change by reviving traditional practices; (2) repression—repressing traditional identities instead of embracing change; (3) integration—combining traditional identities and progressive change to achieve a balance; and (4) situationalism—developing new identities that transcend boundaries between traditional identities and progressive change. The scholars contributed research that advances the theorization of identity grafting. First, rising born-again Chinese sentiments seek to reject the imposition of a singular Chinese identity imposed by state governments. Born-again Chineseness no longer singularly focuses on defending traditional identities against Western influences. Second, a better understanding is achieved on identity repression—change resistance results from a displaced focus on repressing traditional identities. Third, the prevalence of identity integration strategies can be explained by intensive policy borrowing in the region. Policy borrowers need to ensure externally imposed identities are represented to overcome challenges generated by identity grafting strategies that impede progressive change. This popularity of integrationist strategies accounts for the challenges in achieving identity situationalism—policy borrowing needs culturally divisive identity markers that provide clear indicators to what needs to change. State policies regarding the internationalization of higher education (IHE) in China have undergone significant shifts between 1949 and 2019. This paper advances the proposition that these shifts in policies pertaining to IHE can be understood as part of a process of ongoing Chinese state formation in relation to national and global developments and does so by examining the history of IHE policy and policy changes between 1949 and 2019 to demonstrate this possibility. We consider three specific periods to make this case, including (1) the period of Marxist-Leninist socialist nationalism, patriotism and proletarian internationalism and the early engagements of IHE (1949–1976); (2) neoliberal globalization and opening-up: a return to the international stage and further IHE (1977–2002); and finally, (3) state developmentalism and the era of globally engaged higher education (HE) (2003–2019). In conclusion, the current implications of a neoliberal (capitalist) globalization are discussed in terms of real and potential implications for Chinese state formation, Chinese HE and society. The paper aims to investigate the historical underpinnings and formation of international HE in China and contribute to the significant gap in our current literature regarding IHE in China as a socio-historical phenomenon. It not only offers a detailed documentation of how policy on IHE has evolved and shifted in the context of significant changes in political and economic directions in China but also teases out influences of national concerns such as ideological and cultural considerations as well as neoliberal globalization. Due to the politicisation of universities-within-the-state, the state's governance of higher education in China differentiates itself from other countries. This study examines how the Chinese central government adjusts its governance over universities between 1978 and 2018. Based on an extensive analysis of policy documents and scholarly research, this study proposes an analytic framework, comprising the state's governance logics, governance instruments, and institutional demonstrations. The three strategically selected governance instruments, i.e. laws, policies, and finance, are demonstrated through various aspects integral to China's higher education—the dual-goverance structure, appointment of the principal leadership, access to higher education, university and discipline structures, curriculum and ideology, funding and grants, and tuition fees. Based on an in-depth investigation, the study argues that the underlying governance logics of the state are moving from direct controls to indirect supervision; however, despite the increasing university autonomy and academic freedom in some areas, the state has never abdicated the essential power and authority over higher education institutions. Global policy transfer has become increasingly popular in recent years, and one recent example of such policy transfer is the England–China Teacher Exchange, which was initiated in 2014 with the explicit aim of raising attainment in maths in English primary schools by trialling concepts used in Shanghai schools, Shanghai rising to the top of the PISA rankings in 2009. However, as this paper will argue this is an overly simplistic attempt to transfer a policy between two wholly different contexts, the lack of success of the policy seen in the very limited impact on student attainment in the participating schools. Whilst such policy transfer has increasingly taken place in the context of isomorphism and global pressures to adopt policy from high performing education systems, it is argued that policy needs to be explicitly reconsidered in terms of the local context it is being imported into if it is to be embedded in an effective manner, as well as rooted firmly in research. It is also argued that the England–China Teacher Exchange reflects a broader ideological focus in coalition government policy on the marketisation of education alongside the PISA rankings, rather any wider consideration of how this particular policy would drive up standards. Around the world, increasing numbers of students receive after-school private supplementary tutoring. Such tutoring may be provided through informal channels or by companies, and it may be received one-to-one, in small groups or in large classes. The tutoring is commonly called shadow education since its content mimics that of regular schooling. The spread of shadow education is part of a global shift of balance with increased roles for the private sector. Hong Kong is among the societies in which shadow education enrolment rates are particularly high. Much of the shadow education focuses on techniques for performance in external examinations, and is not consistent with the emphases stressed by teachers and the government. This paper focuses on a newly introduced subject called Liberal Studies in which the tensions are especially visible. Although the official curriculum emphasizes creativity and critical thinking, many students have sought large-class tutoring focused on formulae for passing examinations. Interviews exposed the needs that the students felt were not being met in their schooling. The findings illustrate some of the complexities in relationships between the public and private sectors. Few civil-conflict studies explore the role played by subnational-level governments, especially the impact of their providing public goods. In this paper, I argue that local governments can mitigate the risk of ethnic conflicts by increasing their provision of public goods. I situate this argument in the context of ongoing ethnic conflicts in Xinjiang, China. With a new data set of 105 ethnic conflicts in Xinjiang between 1997 and 2005, this study finds that counties with higher government spending on education were significantly less likely to experience conflicts. International student education in China has been continuously changing in response to the rapid social transition since the People’s Republic of China was established in 1949. Adopting a historical perspective, this scholarly paper begins with an analysis of characteristics of international student education in China in terms of rationales, role of government, and international students. Several challenges are then identified and this paper concludes with observations on future trends of international student education development, with a special focus on the implications of “the Belt and Road”. In the last decades, the propagation of Mandarin has been carried out across the People's Republic of China as de facto language assimilation. It has achieved great success in that over 80 percent of the population can speak Mandarin, but it has also had devastating effects on minority language learning, maintenance, and use. Meanwhile, the Chinese government continues to strongly promote Mandarin nationwide. This paper applies summative content analysis to examine the reasons the government provides for promoting Mandarin in its official policies, government reports, and news. Our findings show that in official documents, the value of promoting Mandarin typically prevails over the importance of protecting minority languages. Additionally, the government tends to equate minority assimilation with progress and advancement. In this context, we argue that to enhance conditions of minorities in society, the government should work to ensure that mastering Mandarin is a free choice of minorities, and regard Mandarin and minority languages and their speakers as of equal status and value in society. This paper presents new evidence on how enrollment expansion affects higher education access and production with a focus on social inequality and institutional stratification. From 1999 to 2012, the world's largest higher education expansion happened in China that annual college enrollment dramatically increased from 1,083,600 to 6,888,300. We evaluate this exogenous, unprecedented policy using nationally representative student-level survey data and newly available confidential institution-level data. Enrollment expansion, which reduced per-student resources, negatively impacted college quality as measured by value-added on graduates' employment and earnings. Theoretical ideas about globalization and internationalization of higher education emphasize the tension among different ideologies of higher education. According to literature, a competition among states, economy, knowledge, and status generates this tension to drive higher education development. This theoretical understanding not only shapes our global imaginations but also permeates the organizational behavior of universities. In this paper, we focus on the institutional logics that motivate universities in Kazakhstan to engage with China's ambitious Belt and Road Initiative (BRI). We investigate the ways that Kazakhstani higher education interprets and responds to China's vision of a global order. Based on interviews conducted at 10 higher education institutions (HEIs) in Kazakhstan, we argue that Kazakhstan's engagement with the BRI circumvents the cultural connectivity and global cooperation that are embraced by Chinese policy discourse and perpetuated by academic literature. Rather, institutional leaders in Kazakhstan operate with a utilitarian logic that seeks revenue generation, links with industry, and opportunities for students in employment and further education. The pursuit of these strategic outcomes demonstrates a bilateral engagement with China rather than the multilateral cooperation envisioned by policymakers. In a higher education system dominated by the state, the institutions in our study exhibit partial agency to accrue pragmatic benefits rather than concede to isomorphic pressures or mimic internationalization from neoliberal contexts. The discrepancy between policy discourse from China and policy reception in Kazakhstan raises questions about the rhetoric of a multipolar global order and the realities of international cooperation in higher education. This article is one of a series of papers generated from the Curriculum Reform study in Hong Kong with the purpose of understanding the impact of government’s role in the change process of the reform. This paper specifically examines the 17 government initiatives in the Curriculum Reform in terms of their adoption percentages of schools from before 2000 to 2006–7. These initiatives can be regarded as ‘soft’ measures of the Government, supplementing the hard policies on the Curriculum Reform. The adoption of these initiatives in schools reflects the extent of implementation of reform items and therefore should be crucial to the success of the Curriculum Reform. The study illustrates the impact of the government on the phase of adoption in the change process. The findings suggested that whereas the government initially played an important role in adoption of these initiatives it was not able to raise the adoption percentages further towards the end of the study. Educational issues in relation to ethnicity and language education policies have been underexplored in Asian contexts. In particular, issues related to ethnic and linguistic minority students have not received much attention in the post-colonial context of Hong Kong. This paper highlights challenges and tensions faced by Nepali ethnic minority students in two Hong Kong schools arising from language policies adopted by the postcolonial government. Based on data arising from interviews with 28 secondary school Nepali students in 2013 and 2014, and an observation of two schools with a sizeable population of Nepali ethnic minority students over a period of more than two years, this paper investigates how students face the pressures of learning through the medium of either English or spoken Cantonese and written Chinese. Analysis of the data reveals that these students face inequities in schools due to neglect of attention to their overall educational development, discrimination in the institutional settings and lack of opportunities to maintain their own heritage language and identity. Based on the findings, this paper proposes a multilingual education model for ethnic minority students, drawing on the models set out in Adamson and Feng (2014. Enhancing university teaching has become a focus of higher education reform policies on the Chinese mainland. Facilitating teacher collaboration within teacher communities is perceived to be an effective way of enhancing teaching quality. Using qualitative methods, we conducted in-depth interviews at a sample university (H) which is a regional university operated and financially supported by the regional government. Twenty academics in four separate departments (Management, Information Technology, Education, and Physics) were interviewed. First, we found that University H had arranged joint enterprises, that a standardized repertoire was used, and that detailed controls were exercised over teaching performance. Second, we also found that the rationale of patriarchal governance was hindering the development of a community of practice. School safety within and outside the schools is a priority for school heads, teacher education administrators and the governments around the globe. In China, despite several policy instruments, rules and regulations, school safety is often questioned and highlighted in the print and TV media. There is a need to address the issues associated with school safety and provide improved educational environments for male and female students in rural and urban areas. This paper uses 12 indicators to assess the safety status in schools in a remote province of Gansu, China and provide a comparative perspective between urban and rural schools and along gender lines. Purpose The purpose of this paper is to estimate the returns to rural schooling in China, addressing both endogeneity in rural individuals’ schooling and self-selection into off-farm work.Design/methodology/approach This paper exploits geographical proximity to rural secondary schools to create instrumental variables (IV) for individuals’ years of schooling. It addresses both endogenous schooling and self-selection using the two-step procedure developed in Wooldridge (2002, p. 586).Findings The preferred IV estimate of schooling returns, 7.6 percent, is considerably higher than most previous estimates found in rural China.Originality/value This paper is among the few papers that examine returns to rural schooling in China while simultaneously addressing both endogeneity in individuals’ schooling and self-selection into off-farm work. Its findings suggest that rural education in China is potentially able to generate a respectable level of economic returns if policies are designed to provide greater school accessibility to rural individuals. Purpose Different aspects of the globalisation of Chinese basic education have been examined in recent studies. This paper aims to contribute to this research base by examining the relationship between global quality assurance and evaluation (QAEVAL) trends and reforms in the Chinese basic education system.Design/methodology/approach Relevant research literature in English and Chinese was reviewed to assesses whether a movement of increasing convergence with global QAEVAL policy contents and policy instruments has taken place in China following the introduction of the so-called “equality education”. A guiding theory regarding the basic features of QAEVAL was used to conceptually structure the findings of the authors.Findings The findings indicate that several subtle convergences are evident in China with global trends in QAEVAL, but a few notable exceptions are also evident.Research limitations/implications Albeit the research indicates certain convergence, the authors acknowledge that further research is still needed to examine causal mechanisms of QAEVAL policy convergences and the processes and logic through which global trends are localised.Originality/value Both the importance of QAEVAL in global education governance as well as China’s importance to world affairs are increasing. This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme (‘Voucher Scheme’) introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties:orientation and time.Orientation differentiates and emphasises the significance of choice factors in relation to the school versus the family, andtimeis related to focus on the present versus the future. This paper examines to what extent and how the data and results of PISA have been used for various education stakeholders and to what extent PISA affect educational policy and practices in Hong Kong. From the point of view of the government, PISA has played an important role in supporting and legitimising government educational reform since 2000. It has supported curricula frameworks and to some extent development and reform from the philosophical and educational viewpoints. However, the mass media and general public seldom went beyond ranking to look at other variables that might inform policy with the exception of some researchers and curriculum developers. Nonetheless, considerable effort has been expended by key researchers in Hong Kong in disseminating information about PISA prior to and after the administration of each assessment and in sharing the Hong Kong results, through such means as press conferences, seminars, international conferences, research and professional development. Experience from the case of Hong Kong suggested that, by keeping international assessment low stake but making good use of it to inform different stakeholders and initiating teacher professional development could be a cost-effective tool to drive educational reform. However, there is a tendency of overuse or abuse of international assessments by making international assessment high stakes, which might create unnecessary pressure for participating schools, teachers and students. Purpose – This general review paper aims to examine the special features of Chinese private higher education institutions (HEIs), discuss the challenges that Chinese private HEIs face, and explore what is needed for the further development of Chinese private higher education.Design/methodology/approach – The paper takes the form of a general review and comparison.Findings – Specifically, Chinese private higher education is characterized by volatile development that is easily affected by government policy inconsistencies. Today's private higher education faces serious challenges, including perceived low quality and low reputation, fierce competition within the private sector, and with the public sector and international forces, and difficulties in recruiting students. To facilitate the further development and improvement of Chinese private higher education, it is crucial to have a mature and stable education policy-making process that involves multiple stakeholders, to provide substantive government support, and to establish a quality assurance system.Originality/value – Chinese private higher education has experienced both unprecedented rapid growth and significant fluctuations in the last three decades, and is now facing serious challenges to its further development. Some of these challenges are common for private higher education worldwide, while some are unique to China. By focusing on these challenges, this paper probes the fundamental questions about the nature of private higher education, examines the role it plays in the process of modernizing developing countries, identifies the major obstacles that private higher education faces, and explores how these obstacles can be overcome. In recent decades, the People's Republic of China (PRC) has instigated language policies in education ostensibly designed to foster trilingualism in ethnic minority groups. The policies, which, as this paper shows, vary from region to region, encompass the minority group's home language, Chinese, and English. Based on data arising from interviews, documentary analysis and secondary sources, this paper examines the tensions behind these trilingual education policies by comparing the implementation of policies for three minority groups: the Zhuang, the Uyghur and the Yi people. It identifies some of the facilitators and barriers that affect the achievement of trilingualism, and finds that ethnic minority languages are at a disadvantage compared with Chinese and English. Purpose: The purpose of this study is to identify the factors and issues within the policy context of education and the school inspection system which might affect education quality in China and examine stakeholder perceptions of inspection content and context in one city region in China. Design/methodology/approach: A mixed-methods design was used. In all, 365 teachers, headteachers and administrative staff from ten schools across the urban and rural area have responded the questionnaires. A total of 13 interviewees including teachers and headteachers from two urban schools and a rural school, city and national inspectors and an educational officer were conducted. The interview instrument was informed by both international and local literature and some of the quantitative findings. Findings: This paper argues that student non-academic outcomes were perceived by participants to be more important than academic achievements in demonstrating education quality. The prevailing exam-oriented evaluation system still sets barriers for student all-round development. Educational equity in student performance has not drawn sufficient attention from the inspectorates of Shandong province. Practical implications: School inspection standards remain to be improved to better support student all-round development and equity in educational outcomes within and between schools, and better accommodate policy contexts and local needs. Originality/value: This study examines the school effectiveness factors which have been rarely tested in Chinese context and collects new empirical evidence to explore participants' perceptions on the quality of school inspection criteria and education quality in Shandong province. This paper aims to better understand the process of educational transfer from Western countries to developing ones by proposing an analytical framework. The framework, besides counting for the major challenges of a specific educational transfer, also proposes to analyse some of the factors of different cultural-educational contexts that may help or burden institutional innovation. The framework had been tested by case study research focusing on the educational transfer of liberal arts colleges from the Netherlands to China. In the cities of Chongqing and Taigu, two undergraduate colleges grounded the case of investigation in order to study the experiential perceptions of stakeholders shortly after the implementation of liberal arts programmes (2012). Meanwhile, the data revealed different interest groups and particular institutional constrains, and the analytical framework greatly helped to understand and illustrate issues of compatibility, acceptance, mobilization of different stakeholders, and strategies for both individual and institutional agency. As the research contributed to a dissertation essay completed in 2016 at Beijing Normal University, the present study's objective is to highlight the importance of analytical framework(s) in the process of interpreting data into research findings. Language choice is often studied as choices made by the state at the level of national language planning or as individual choice of language or variety in language use. There has been little research to directly connect these two aspects of language choice. This paper attempts to incorporate the two aspects and other related phenomena in a multi-agent model of language choice and illustrates the proposed model with some data on circumstances in China. The agents involved are: policy-makers, educators, family members, learners and other language users. After outlining the model, the discussion focuses on how choices made by policy-makers in China at the language planning level relate to choices made by individual learners or language users at the level of personal language development in China. It draws upon findings in the Language Education in China Project based on three main types of data: policy statements, survey statistics (on 415 Han Chinese learners, the majority ethnic group in China, and 60 learners from different minorities in China) as well as interviews of 35 Han Chinese learners and 17 learners from ethnic minorities. The paper presents brief accounts of the policies and some survey trends before focusing on interview data on six Han Chinese learners and three minority learners. It is argued that realization of national language planning goals depends on whether individual learners abide by the choices made by the state and whether the intermediary agents such as teachers and parents cooperate; it is also suggested that learners learn well if they choose to do so, where choice assumes active investment of learning time and energy into learning or using the target language(s). A great deal of research has addressed the tension between economic globalization and local cultural identity, and the tension between convergence in global policy objectives and divergence in local practices, but research has not explored the impact of the complex interactions between these tensions on an individual university, especially in relation to university autonomy. This paper attempts to bridge this gap. Based on a case study of Tsinghua University in China, this paper explores the university's role in three interrelated processes: the incorporation of international experience into higher education, in order to respond to economic globalization; the reinforcement of political education, as a means of preserving the state-prescribed cultural identity; and the quest for autonomy, to facilitate the university's move towards world-class status. Tensions raised by the interaction of these processes will also be discussed. This paper concludes by applying the concept of ‘glocalization’—i.e., ‘thinking and acting both globally and locally’—as a means of understanding the complex interrelations of global, national, and local factors that inform the translation of global imperatives into local realities in the context of Tsinghua. This paper might be described as a case study, depicting the process of vision development for a new institution of teacher education, established in a time of political transition for Hong Kong. The focus is on issues of cultural identity, and the first part of the article lays out a framework for civilizational dialogue in the post Cold War period. Next the context of educational development is analysed, including the emergence of this new institution, and the demands placed upon it to support a range of educational reforms after Hong Kong's return to China in 1997. The third part of the paper describes the process of developing a vision statement, and the ideas that informed it. The fourth part provides a careful look at four of the nine guiding values chosen for the Institute, showing the particular shape they give to the development of the vision, and the ways in which they are linked to the dialogue of civilizations.
