Purpose: Studies of human capital and economic growth were initially focused on labour and physical capital, but it was later recognised that factors such as education, health, and technology also affected this relationship. The present study aims to examine the effects of education, health, and innovation/technology, as the components of human capital, on economic growth. Method: This study brings together different indicators of education, health, and innovation/technology to calculate index values for the 1999-2015 period, using data on 31 developed and developing economies. It prefers to adopt a holistic approach, making use of an index that brings together multiple variables used in the literature rather than the 'best/most appropriate' proxy variable, in order to avoid a 'narrowing' of the human capital goals. These values were used to examine the relationship between human capital and economic growth. Findings: It was found that education, health, and innovation/technology, in that order, made the biggest contribution to economic growth in developed and developing economies; education and health made a bigger contribution to growth in developing economies; and innovation/technology made a bigger contribution in developed economies. Implications for Research and Practice: These findings have implications for countries trying to achieve stable economic growth, their efforts should be directed to improve the quality of education, and to implement projects with high short-term returns.

The human development sector has been influenced largely by the integration of ICT in education and different sectors. This study explored the employees' perceptions on the influence of ICT as catalyst for pedagogical changes in order to create a smart manpower requirement for 21st century. The study was qualitative in its nature. Thirty-six respondents participated in this study. Data were collected through interview conducted to explore different views related to how ICT influences the pedagogical changes to generate a smart human capital for the development of countries. Results revealed ICT as a transformational tool that influences the attainment of new skills required by students, teachers and other different employees in other working sectors. Employees' perceptions towards the role of ICT in changing pedagogical activities in order to create a smart manpower requirement for this century were positive. The study also proposed different recommendations which would be considered in order to solve all identified barriers.

This article examines the productive capacity of emotion through the concept of emotional fundamentalism. Emotional fundamentalism combines several key concepts--fundamentalism, affective labor, biopolitics, and capitalism's contradictions--developed by Michael Hardt and Antonio Negri in "Empire" (2000), "Multitude" (2004), and "Commonwealth" (2009) to describe the intensified attention to the body in education. I investigate the implications of the increased organizational and corporate interest in emotion using an ongoing socio-emotional learning study and the introduction of artificial intelligence aggression detectors in schools. Doing so demonstrates the tendency of Empire to manage emotions in order to ensure viable production by educating the body as data and human capital. However, though Empire depends on emotions as a resource, these same emotions display a creative unruliness that exposes potential avenues to reproduce the common and enact multitude.

"Various hypotheses have been put forward in recent years concerning the contribution of human capital to economic growth. This paper argues that school enrolment rates--by far the most commonly used human capital measure in growth regressions attempting to test these hypotheses--conflate human capital stock and accumulation effects and lead to misinterpretations of the role of labour force growth. An alternative education-related human capital measure is constructed which is capable of distinguishing between stocks and flows. Applying this measure to samples of developed and less developed countries during the 1960-85 period suggests not only that there are important growth effects associated both with 'initial' stocks of, and subsequent growth in, human capital, but also that this new measure out-performs the simple school enrolment rates used in previous analyses.", (excerpt)

"Expenditures on human capital determinants in Kenya are analyzed using microdata. Specific expenditures on food, schooling, and medical care provide evidence of human capital formation activities of households. The analysis is focused on expenditure and distributional effects of household composition dimensions. To determine empirical magnitudes of the effects, a flexible form of a household expenditure function is estimated. The results of the analysis show that gender and age composition are important determinants of the level and distribution of human capital investments in a household. In addition, household budget allocation favors boys over girls for secondary school education. The policies implied by the findings are discussed.", (excerpt)

Climate change may be particularly dangerous for children in developing countries. Even today, many developing countries experience a disproportionate share of extreme weather, and they are predicted to suffer disproportionately from the effects of climate change in the future. Moreover, developing countries often have limited social safety nets, widespread poverty, fragile health care systems, and weak governmental institutions, making it harder for them to adapt or respond to climate change. And the fact that many developing countries have high birth rates and high ratios of children to adults (known as high dependency ratios) means that proportionately more children are at risk there than in the developed world. In this article, Rema Hanna and Paulina Oliva delve into climate change's likely implications for children in developing countries. Such children already face severe challenges, which climate change will likely exacerbate. In particular, most people in developing countries still depend primarily on agriculture as a source of income, and so anything that reduces crop yields--such as excessive heat or rain--is likely to directly threaten the livelihoods of developing-country families and their ability to feed their children. Poor nutrition and economic disruption are likely to lower children's scholastic achievement or even keep them out of school altogether. Children in developing countries also face more-severe threats from both air and water pollution; from infectious and parasitic diseases carried by insects or contaminated water; and from possible displacement, migration, and violence triggered by climate change. How can we temper the threat to children in developing countries? Hanna and Oliva write that we should design and fund policies to shield children in developing nations from the harm caused by climate change. Such policies might include developing new technologies, inventing more-weather-resistant crops, improving access to clean water, increasing foreign aid during disasters, and offering more assistance to help poor countries expand their safety net programs.

"This paper examines the impact of immigrants on the income of various groups of resident workers in the United States and Europe. Our approach features the use of a production technology incorporating education, experience, and unskilled labor as inputs.... We find that in both United States and European production, education, unskilled labor and experience are complementary inputs. In the context of higher education in Sweden, we see how major policy change is forming the field of Education Sciences. This change has promoted an increased focus on competitiveness, while reducing inefficiencies in mass-education. It has given legitimacy to specific recruitment strategies and career paths, but can also explain what determines how career capital is accumulated. The aim of the present study is to describe how academics experience recruitment and positioning processes in their career. How do academics gain career capital and symbolic value in career and use it to gain recognition? The results illustrate three career paths, identified as "the invited", "the useful" or "the uninvited". Thus, the present article describes a Matthew effect in recruitment, where young PhD students are positioned early on as either promising researchers, teachers, or as substitutes who are sorted out from both research and education.

Policy prescriptions concerning the state of pedagogy by previous government administrations have transformed the education system into a market model where brand values and purchasing power appear to be increasingly dictating access to education rather than the ability to learn and meritocracy. This article explores the pervasion of market values and market norms into the realms of pedagogy and the influence of class power in determining the dispensation and consumption of human capital and cultural capital.

Investigates influences on occupational earnings by estimating a standard human capital equation across 175 occupational classifications, using mean 1969 male earnings as the dependent variable. This study aims to analyze the effect of prenatal exposure to certain nutritional disruptions in utero on human capital formation. In order to resolve the endogeneity driven by maternal dietary deficiencies, we use the Islamic holy month of Ramadan, during which observers abstain from eating and drinking entirely from sunrise to sunset, as a natural experiment to assess the effects of fetal malnourishment on educational and labor market outcomes. We compare schooling and employment measures of individuals who are prenatally exposed to Ramadan with those who are not using the 2016 round of the Turkish Family Structure Survey dataset. Our results indicate that men who are exposed to Ramadan in utero in the first or third trimester complete 0.53 fewer years of schooling and are less likely to obtain middle school, high school, and college degrees. Analyzing education does not only involve years of schooling, quality matters! This paper aims at providing better data on schooling with a focus on learning outcomes. It provides the largest dataset on learning outcomes, years of schooling and learning-adjusted year of schooling (LAYS) with comparable data between 1970 and 2020. The quantity dimension is measured by years of schooling and uses the latest data from Barro and Lee (J Dev Econ 104:184–198, 2013), while the quality dimension is taken from linking standardized, psychometrically robust international achievement tests and hybrid tests. The data are available for more than 120 countries between 1970 and 2020. Several findings can be highlighted. A global convergence on both learning outcomes and enrollment has occurred since 1970, but a breakdown can be found after 1990. A very low number of countries perform better after 2000 regarding the quality of schooling, while most countries have a stable level of learning outcomes. [ABSTRACT FROM AUTHOR]

We investigate the impact of home computer ownership on educational outcomes during adolescence. Using longitudinal survey data from Greece, we focus on the timing of exposure to home computers for children aged 14–18 and find that those without computer access have a 10 percentage point higher probability of dropping out of school compared to those with access. Employing a panel event study framework, we show that years of schooling increase in periods after the exposure to a personal computer at home. Using a high‐frequency survey in Yemen, we demonstrate how school attendance responds to a series of conflict‐related shocks. First, there are a number of plausibly exogenous events that significantly change the severity of violence but have limited impacts on school attendance. These events include the capture of the southern capital by secessionist forces, an unexpected partial ceasefire, and the capture of a governorate from the internationally recognized government by Houthi forces. Second, we demonstrate how shocks aside from living in close proximity to violence—institutional declines and macroeconomic shocks associated with the conflict—can have large impacts on school attendance and the ability to afford essential services. For example, a teacher strike associated with conflict‐induced instiutional declines caused an immediate doubling of the share of households with poor school attendance. Combined, the results better illustrate some of the mechanisms by which conflict impedes school attendance and human capital formation, and the results have implications for education assistance being delivered in conflict settings. Agricultural production in developing countries is heavily rainfall dependent. Any unexpected variation in rainfall can affect the welfare of households. Using unit record data from India, this paper shows that households can insure against agricultural productivity (rainfall) shocks. Evidence suggests that they do so by varying the time allocation of individual members to different activities, particularly to regular wage work and human capital accumulation. There is a gender‐differentiated aspect to this response. Rainfall shocks adversely affect women's human capital accumulation. While there is no evidence that households use participation in NREGS to insure against rainfall shocks, the availability of NREGS helps reduce the impact of rainfall shocks on human capital accumulation. A better understanding of the determinants of school performance and how it can be improved is needed for the development of human capital. Offering a novel integrative indicator for measuring school academic success, this article analyzes empirically the impact of cultivation index, school resources, and students’ nationality on school academic performance. The main findings suggest that the higher the school’s cultivation index (i.e. school is ‘weaker’ from socioeconomic, peripheral and immigration perspectives) the lower its success indicator. We develop an overlapping generations model to explore the role of grandparents in grandchildren's education and its impact on human capital growth. We examine the quantity–quality (Q–Q) trade-off faced by parents in choosing the number and education of children, incorporating an active role for grandparents. Findings underscore the significance of the elderly in human capital accumulation, fertility, and economic growth. When grandparents invest more time, resources are freed, fostering greater human capital growth and mitigating the effects of the Q–Q trade-off. • Overlapping generations models can model active aging. • The trade-off between quantity and quality of children is a crucial topic in human fertility theories. • Active aging can influence the educational process. • Grandparents can play a fundamental role in educating their grandchildren. • Grandchildren with a higher level of education imply a higher human capital and foster economic growth.
