Die vorliegende Arbeit gibt Einblick in die Lebens- und Bildungswelt unbegleiteter minderjähriger Geflüchteter nach dem Pflichtschulalter (ab Vollendung des 14. Lebensjahres). Der Fokus liegt dabei auf Jugendlichen, die sich noch im inhaltlichen Asylverfahren befinden und von der „Ausbildungspflicht bis 18“ ausgeschlossen sind, wobei Bildungsungleichheit und soziale Ungleichheit von besonderer Bedeutung sind. Ausgehend von einer Dekonstruktion des Begriffs UMF werden deren Rechte und Pflichten aus juristischer Perspektive betrachtet. Zudem werden mithilfe der Traumapädagogik Handlungsmöglichkeiten für die Soziale Arbeit aufgezeigt, sowie die Lebenssituation von unbegleiteten minderjährigen Geflüchteten anhand Silvia Staub-Bernasconis (2007) Bedürfnistheorie analysiert. This bachelor thesis provides insight into the (educational) environments of unaccompanied minor refugees who, as soon as they reach age 15, are not subject to compulsory schooling anymore. The thesis focuses on minors who are still in the procedure for granting the right of asylum and are excluded from the Austrian compulsory education. Those minors are heavily affected by social and educational inequalities. Based on the deconstruction of the term unaccompanied minor refugees their rights and duties are viewed from a legal perspective. Furthermore, courses of action provided by trauma-informed pedagogy are depicted for social work with unaccompanied minor refugees. In addition, the target group’s needs will be analyzed with the aid of Silvia Staub-Bernasconi’s (2007) theory of needs.

The COVID-19 pandemic has made access to face-to-face learning opportunities - the most common form of adult learning - impossible. Many firms have scaled back their training investments due to economic uncertainty. One way to fill these gaps is through self-directed learning via the Internet. Learning opportunities via apps and online videos are available flexibly in terms of time and location. But can online learning substitute for the lack of face-to-face courses, especially in the workplace where constant skill updating becomes ever more important? We wanted to know if online learning opportunities were used more in the first months of the pandemic, and if so, for which purposes and by which groups. Using data from the Adult Cohort of the German National Educational Panel Study (NEPS-SC6) and a supplementary web survey conducted in May and June 2020, we show that the work-related use of online learning was stronger in these months than before the crisis. At the same time, however, educational inequalities in the use of such opportunities were larger than before the pandemic. Thus, the expansion of online learning seems to benefit highly educated workers rather than educationally disadvantaged groups. Die COVID-19-Pandemie hat den Zugang zu Lerngelegenheiten in Präsenz - der häufigsten Form des Lernens im Erwachsenenalter - unmöglich gemacht. Viele Betriebe haben auf Grund der wirtschaftlichen Unsicherheit ihre Weiterbildungsinvestitionen heruntergefahren. Eine Möglichkeit, diese Lücken zu füllen, ist das selbstgesteuerte Lernen über das Internet. Lernangebote über Apps oder Online-Videos sind zeitlich und räumlich flexibel verfügbar. Aber können Onlineangebote das Lernen in Präsenz insbesondere in der Arbeitswelt, die von immer stärkeren Lernanforderungen geprägt ist, ersetzen? Wir wollten wissen, ob Online-Angebote in den ersten Monaten der Pandemie verstärkt genutzt wurden, und wenn ja, zu welchem Zweck und von welchen Gruppen. Mit den Daten der Erwachsenenkohorte des Nationalen Bildungspanels (NEPS-SC6) sowie einer Zusatzerhebung, die im Mai und Juni 2020 durchgeführt wurde, können wir zeigen, dass die berufliche Nutzung von Online-Lernangeboten während der ersten Monate tatsächlich stärker war. Gleichzeitig haben sich Bildungsungleichheiten in der Nutzung solcher Angebote jedoch verstärkt. Von der Ausweitung des Online-Lernens scheinen eher Hochgebildete zu profitieren und nicht "bildungsferne" Gruppen.

Teachers are key players in transforming the education system (van der Heijden et al., 2015). They shape educational processes, influence school policies, and make day‐to‐day decisions that have a direct effect on students (Vähäsantanen, 2015). Yet we currently know very little about whether they can contribute to the creation of social equality of opportunity. This article focuses by way of example on the experiences and interpretative schemes of teachers in Germany, as the country is known for its highly selective school system. It draws on data from an exploratory study based on 20 narrative interviews (Rosenthal, 2018) with schoolteachers at three comprehensive schools in East and West Germany, which were selected because comprehensive schools in Germany see themselves as a more equal‐opportunity form of education. The article begins by identifying four types of teacher action orientations in addressing the social differences of schoolchildren. Unexpectedly, only a few teachers exhibited a socially conscious inclination to act - for example, by providing targeted support to schoolchildren from socially disadvantaged households. In the second step, by comparing teacher biographies, school environments, and historical imprints, the article attempts to identify certain conditions under which teachers perceive themselves as responsible for addressing social differences among students. Beyond illustrating the interplay of biographical experiences and school culture, the study’s east–west contextualization opens up a new perspective for examining the lingering implications of the German half‐day schooling model even after the introduction of all‐day schooling in 2003. One possible conclusion is that the transformation of the German school system from a half‐day to an all‐day model has not taken the tasks of teachers into account, which, as this article points out, would be important in making them aware of schoolchildren’s different social backgrounds and their effects on achievement.

Worldwide, more than 1.5 billion students had to switch to distance learning in 2020. Education took place at home, where parents attended to their children, and teachers taught their students in digital mode, while minors were physically and socially isolated from their peers. Concerning the situation in Austria, several quantitative studies expose two central challenges: First, the comprehensive lack of digital infrastructure disrupted (digital) distance learning. Second, the Covid‐19 pandemic particularly affected vulnerable students and extended educational inequality. The state of the art emphasizes a lack of qualitative studies demonstrating different perspectives on the educational situation of vulnerable students in general and with SEN in particular during the pandemic. This leads to the following research question: How do professional actors map the situation of inclusive and digital education during the Covid‐19 pandemic in Austria? To research this unprecedented situation, four focus groups with diverse stakeholders (teachers, principals, psychologists, and school board employees) discussed their experiences in the school years 2019–2020 and 2020–2021. Data were analyzed according to the Grounded Theory method of the postmodern approach referred to as “situational analysis.” The study visualizes various parallel discourses and voices within the situation of (digital distance) learning during the Covid‐19 pandemic. The theoretical context of the intersection of inclusive and digital education frames the empirical findings. Central findings relate to missing or discriminatory guidelines and policies, a lack of digital infrastructure, and altered professional‐pedagogical support that minimized or disrupted inclusive education during (digital) distance learning.

Access to further training among adults on the labor market is unequally distributed. In particular, workers in occupations that are likely to be replaced by machines in the future participate less in training. This is mainly because of the job tasks they conduct: workers conducting routine tasks are more likely both to be replaced and to receive less training. As a consequence, technological change may lead to further polarization on the labor market. However, this trend may be cushioned by educational and labor market institutions. In this article, to assess the impact of institutions, the association between job tasks and participation in non-formal job-related training is analyzed in 24 countries from the first and second rounds of the Program for the International Assessment of Adult Competencies (PIAAC). Multilevel regression analysis is applied to test the influence of macro variables on the task gradient in training. The results reveal that tasks are important predictors of training participation in all countries. Comparing the effects across countries, it is found that tracking in initial education increases inequality in training participation owing to abstract tasks. Vocational orientation, on the other hand, reduces the effect. Furthermore, collective bargaining coverage decreases the effects of tasks on training, whereas strong employment protection legislation increases them. This indicates that the inclusiveness of lifelong learning is already influenced by the initial educational system. Strong unions and dynamic labor markets further enhance access to additional training among vulnerable workers. Der Zugang zu Weiterbildung auf dem Arbeitsmarkt ist ungleich verteilt. Insbesondere Beschäftigte in Berufen, die durch Maschinen ersetzt werden können, nehmen seltener an Kursen teil. Dies liegt an den von ihnen ausgeführten Tätigkeiten: Beschäftigte mit Routinetätigkeiten werden mit größerer Wahrscheinlichkeit ersetzt und erhalten auch weniger Weiterbildung. Somit kann der technologische Wandel zu einer weiteren Polarisierung auf dem Arbeitsmarkt führen. Dieser Trend könnte von Bildungs- und Arbeitsmarktinstitutionen abgefedert werden. Um die Auswirkungen von Institutionen zu erforschen, wird in diesem Beitrag der Zusammenhang zwischen Tätigkeiten und der Teilnahme an non-formalen berufsbezogenen Weiterbildungen in 24 Ländern aus den ersten beiden Runden des „Program for the International Assessment of Adult Competencies“ (PIAAC) analysiert. Es wird eine Mehrebenenregressionsanalyse angewendet, um den Einfluss von Makrovariablen auf den Tätigkeitsgradienten in der Weiterbildungsteilnahme zu testen. Die Ergebnisse zeigen, dass Tätigkeiten wichtige Prädiktoren für die Teilnahme an Weiterbildungskursen in allen Ländern sind. Im Ländervergleich wird deutlich, dass die frühe Zuordnung zu Schulzweigen die Ungleichheit bei der Teilnahme an Weiterbildung, die durch Tätigkeiten entsteht, erhöht. Eine Ausrichtung auf Berufsausbildung hingegen mindert den Effekt. Darüber hinaus werden die Auswirkungen von Tätigkeiten auf die Weiterbildungsteilnahme durch Tarifbindung verringert, während sie durch Kündigungsschutz verschärft werden. Dies zeigt, dass die Ungleichheit beim lebenslangen Lernen bereits durch das Erstausbildungssystem beeinflusst wird. Außerdem verbessern Gewerkschaften und dynamische Arbeitsmärkte den Zugang von schwachen Beschäftigtengruppen zu Weiterbildung.

Das deutsche Bildungssystem ist durch starke soziale Ungleichheiten am Studienübergang charakterisiert. Diese könnten durch individuelle Beratungen von Oberstufenschüler:innen abgebaut werden. Die Studie "Zukunfts- und Berufspläne nach dem Abitur" (ZuBAb) untersucht die Wirkung einer solchen intensiven und individuellen Beratung auf den Bildungsverlauf der Teilnehmenden, wobei das experimentelle Design der Studie verlässliche Rückschlüsse über die kausale Wirkung des Programms erlaubt. Basierend auf Daten, die rund 1,5 Jahre nach Erwerb des Abiturs erhoben worden sind (N = 1.064), wurde geprüft, ob das Programm die Studienaufnahme von Personen ohne akademischen Hintergrund fördert, ob es Bildungsungleichheiten am Übergang in das Studium reduziert und wie sich die Bildungsverläufe in Abhängigkeit von der Programmteilnahme in der Zeitspanne von einem halben Jahr und eineinhalb Jahre nach dem Abitur verändern. Die Ergebnisse zeigen eine deutliche Programmwirkung auf die Studienaufnahme von Personen ohne akademischen Hintergrund von 8 Prozentpunkten sowie einen deutlichen ungleichheits-reduzierenden Effekt der Beratung (15 Prozentpunkte oder anteilig 71 Prozent). Dieser positive Einfluss des Programms geht darauf zurück, dass die Programmteilnahme tendenziell die Passung zwischen dem akademischen Leistungsniveau und dem gewählten nachschulischen Bildungsweg fördert. Zudem zeigen die Ergebnisse, dass sich deswegen erst eineinhalb Jahre nach dem Abitur eine positive Programmwirkung abzeichnet (wohingegen ein halbes Jahr nach dem Abitur kein positiver Effekt messbar war), weil insbesondere Personen, die unmittelbar nach dem Abitur ein Gap-Year (z.B. Freiwilliges Soziales Jahr) aufgenommen haben, von der Programmteilnahme profitieren. Zudem zeigt die detaillierte Aufschlüsselung der Bildungsverläufe im Zeitverlauf, dass das Programm nicht nur die Studienaufnahme für Personen ohne akademischen Hintergrund und die Ausbildungsaufnahme für Personen mit akademischem Hintergrund fördert, sondern deskriptiv betrachtet insgesamt die Aufnahme irgendeines nachschulischen Bildungswegs unterstützt. Die Ergebnisse verdeutlichen, dass für umfassende Aussagen zur Wirkung von Bildungsprogrammen auch Personen hoher Bildungsherkunft untersucht werden

Ein Kita-Besuch stellt mittlerweile für fast alle Kinder in Deutschland vor dem Schuleintritt die Regel dar. In den letzten zwei Jahrzehnten kann hierzu ein nahezu flächendeckender Ausbau von Kindertagesbetreuungsangeboten nachgezeichnet werden. Sowohl Kindertageseinrichtungen als auch Tagespflegestellen werden dabei immer mehr bereits von unter 3-jährigen Kindern in Anspruch genommen und für diese Altersgruppe nachgefragt. Diese Dynamik zeigt neben regionalspezifischen Besonderheiten, beispielsweise im Vergleich der städtischen zur ländlichen Entwicklung, auch Herausforderungen hinsichtlich gleicher Zugangschancen z. B. für Neuzugewanderte. Hierzu können mit regionalen Analysen der Kinder- und Jugendhilfestatistik spezifische Bedarfslagen für die kommunale Kindertagesbetreuungslandschaft aufgezeigt werden.

Wie das Bildungssystem insgesamt, sieht sich die Erwachsenen- und Weiterbildung vielfältigen und dynamischen Ansprüchen gegenüber. Dies wird insbesondere vor dem Hintergrund aktueller gesellschaftlicher Entwicklungen deutlich. Neben den bekannten Fragen zu Qualifikationsanforderungen und zur Bildungsungleichheit wird die Aufgabe einer gesellschaftlichen Integration immer bedeutsamer. Educational expansion and the closing of gender gaps in education are key objectives in national and international policy agendas. Monitoring progress towards these goals requires comparable data across countries and over time. The availability of international census and survey microdata allows for cross-national comparisons of education participation and completion. However, we lack systematic analyses of how trends vary across data sources and of the extent to which these data sources offer a consistent account of progress in education. In this paper, we examine coherence in estimates of educational attainment among women aged 25 to 29 in 75 countries across the three main repositories of international population microdata: IPUMS International, the Demographic and Health Surveys (DHS) and the Multiple Indicator Cluster Surveys (MICS). Coherence analysis of 535 census and survey observations from 1960 to 2017 shows high levels of consistency overall but also identifies observations misaligned with trends. Results provide practical information to the research community about the validity of comparative investigations using three important data sources for demographic studies. The data also serve as benchmarks for assessing the quality of education information obtained in data sources not included in our analysis and the trend alignment of future estimates.

This study provides comparable lower-bound estimates of inequality of opportunity for tertiary education (EIOp) for 31 countries in Europe, by using the two EU-SILC waves for which information on family background is available (2005 and 2011). The results reveal an important degree of heterogeneity, with Northern European countries showing low levels of inequality of opportunity and Mediterranean and Eastern European countries characterized by significant degrees of unfair educational inequalities. Parental education and occupation are the most relevant circumstances in the great majority of the countries considered. This study also exploits the two point-in-time observations available and analyses the relationship between some country-specific characteristics and inequality of opportunity in tertiary education. The analysis documents a negative association between EIOp and real GDP per capita, possibly indicating that higher equality of opportunity in tertiary education and economic growth are complementary objectives. Two results emerge as especially robust: in all the specifications we find a positive association between EIOp and the students/teacher ratio, and a negative one between EIOp and public spending in tertiary education. While we do not claim that such correlations should be interpreted causally, we think that they might indicate a meaningful underlying relationship between equality of opportunity in tertiary education and the availability of financial and non-financial resources.

In a recent contribution to this journal, Esser and Seuring (2020) draw on data from the National Educational Panel Study to attack the widespread view that tracking in lower secondary education exacerbates inequalities in student outcomes without improving average student performance. Exploiting variation in the strictness of tracking across 13 of the 16 German federal states (e. g., whether teacher recommendations are binding), Esser and Seuring claim to demonstrate that stricter tracking after grade 4 results in better performance in grade 7 and that this can be attributed to the greater homogeneity of classrooms under strict tracking. We show these conclusions to be untenable: Esser and Seuring's measures of classroom composition are highly dubious because the number of observed students is very small for many classrooms. Even when we adopt their classroom composition measures, simple corrections and extensions of their analysis reveal that there is no meaningful evidence for a positive relationship between classroom homogeneity and student achievement - the channel supposed to mediate the alleged positive effect of strict tracking. We go on to show that students from more strictly tracking states perform better already at the start of tracking (grade 5), which casts further doubt on the alleged positive effect of strict tracking on learning progress and leaves selection or anticipation effects as more plausible explanations. On a conceptual level, we emphasize that Esser and Seuring's analysis is limited to states that implement different forms of early tracking and cannot inform us about the relative performance of comprehensive and tracked systems that is the focus of most prior research. In einem kürzlich in dieser Zeitschrift veröffentlichten Artikel attackieren Esser und Seuring (2020) die verbreitete Auffassung, dass eine frühe Leistungsdifferenzierung in den ersten Jahren der Sekundarstufe Ungleichheiten zwischen Schüler*innen verstärkt, ohne sich positiv auf das durchschnittliche Leistungsniveau auszuwirken. Auf Basis einer Analyse von Daten des Nationalen Bildungspanels für 13 Bundesländer kommen die Autoren zu dem Ergebnis, dass sich eine strenge Leistungsdifferenzierung (z. B. durch bindende Grundschulempfehlungen) positiv auf das Leistungsniveau in Klasse 7 auswirkt und dass dies auf die homogenere Klassenzusammensetzung in strikt differenzierenden Ländern zurückgeführt werden kann. Der vorliegende Beitrag zeigt, dass diese Schlussfolgerungen nicht haltbar sind: Esser und Seurings Indikatoren für die Klassenzusammensetzung sind qualitativ fragwürdig, da die Anzahl gültiger Beobachtungen für viele Klassen sehr klein ist. Selbst bei Verwendung ihrer Indikatoren wird durch einfache Korrekturen und Ergänzungen ihrer Analyse schnell deutlich, dass es keine belastbaren empirischen Belege für den theoretisch zentralen positiven Zusammenhang zwischen homogener Klassenzusammensetzung und Leistungsniveau gibt. Zudem können wir zeigen, dass Schüler*innen in streng differenzierenden Ländern bereits zu Beginn der Sekundarstufe bessere Leistungen erzielen, ein weiteres Ergebnis, das gegen einen (kausalen) positiven Zusammenhang zwischen strenger Differenzierung und Lernfortschritt und für Alternativerklärungen wie Selektions- oder Antizipationseffekte spricht. In konzeptioneller Hinsicht heben wir hervor, dass sich die Analyse von Esser und Seuring auf verschiedene leistungsdifferenzierende Systeme beschränkt und insofern keine unmittelbaren Implikationen für den in der Literatur zentralen Vergleich zwischen differenzierenden und Gesamtschulsystemen (comprehensive systems) haben kann.

In einer experimentellen Vignettenstudie sollten die Befragten dar��ber entscheiden, ob Studienbewerber(innen) beispielsweise aufgrund ihres Migrationshintergrunds, ihrer sozialen Herkunft oder Anstrengung jeweils einen Bonus oder Malus auf die Zulassungsnote angerechnet bekommen sollen. Die Ergebnisse zeigen, dass Dimensionen sozialer Bildungsungleichheit tendenziell in Richtung einer Kompensation ber��cksichtigt werden. Damit gibt es Hinweise auf eine gewisse Legitimit��t von Massnahmen im Sinne positiver Diskriminierung beim Hochschulzugang. The results show that dimensions of social educational inequality tend to be considered in the direction of com��pensation. This paper examines the effect of an intensive counseling program to promote university access among students who are eligible for university. Using data from the experimental panel study ZuBAb, we examine the average effect on university enrollment directly after high school graduation and the effect heterogeneity by educational background. No positive effect of participation is found. We discuss these results in relation to the potential of reducing inequalities through individual counseling in Germany. Im Beitrag wird die Wirkung eines intensiven Beratungsprogramms zur Förderung der Studienaufnahme von Hochschulzugangsberechtigten untersucht. Mittels Daten aus der experimentellen Panelstudie ZuBAb werden der durchschnittliche Effekt auf die Studienaufnahme direkt nach dem Abitur und die Effektheterogenität nach Bildungsherkunft überprüft. Es zeigt sich keine positive Wirkung der Teilnahme. Diese Ergebnisse werden in Bezug auf die ungleichheitsreduzierenden Potentiale individueller Beratung in Deutschland diskutiert.

Im Projekt ACT-2GETHER haben wir den Fokus bewusst auf das Thema Fortbildung gesetzt, da wir als Partnernetzwerk hier einen Hebel beim Abbau von Benachteiligung sehen. We study the relationship between inter-class inequality and intergenerational class mobility across 39 countries. Previous research on the relationship between economic inequality and class mobility remains inconclusive, as studies have confounded intra- with between-class economic inequalities. We propose that between-class inequality across multiple dimensions accounts for the inverse relationship between inequality and mobility: the larger the resource distance between classes, the less likely it is that mobility from one to the other will occur. We consider inequality in terms of between-class differences in three areas—education, wages, and income—and in a composite measure. Building on sociological mobility theory, we argue that cross-country variation in mobility results, in part, from families adapting to different levels of between-class inequality. Consistent with this hypothesis, we find a negative correlation between inter-class inequality and social fluidity, with between-class inequality being a better predictor of mobility chances than conventional distributional measures. We also find that the resource distance between classes is negatively related to the strength of their intergenerational association for some off-diagonal origin and destination (OD) class combinations.

Objectives: The primary aim of this study was to investigate educational inequalities in health-related exit from paid employment through different pathways in five European regions. A secondary objective was to estimate the proportion of different routes out of paid employment that can be attributed to poor health across educational groups in five European regions. Methods: Longitudinal data from 2005 up to 2014 were obtained from the four-year rotating panel of the European Union Statistics on Income and Living Conditions (EU-SILC), including 337 444 persons with 1 056 779 observations from 25 countries. Cox proportional hazards models with censoring for competing events were used to examine associations between health problems and exit from paid employment. The population attributable fraction was calculated to quantify the impact of health problems on labor force exit. Results: In all European regions, lower-educated workers had higher risks of leaving paid employment due to disability benefits [relative inequality (RI) 3.3-6.2] and unemployment (RI 1.9-4.5) than those with higher education. The fraction of exit from paid employment that could be attributed to poor health varied between the five European regions among lower-educated persons from 0.06-0.21 and among higher-educated workers from 0.03-0.09. The disadvantaged position of lower-educated persons on the labor market was primarily due to a higher prevalence of poor health. Conclusion: In all European regions, educational inequalities exist in health-related exclusion from paid employment. Policy measures are needed to reduce educational inequalities in exit from paid employment due to poor health.

Leseprobe ----- Zusammenfassung Weitgehend unbestritten gilt auch schulischer Unterricht als relevanter Ort fur die Klarung der Frage nach den Ursachen des fortdauernden Zusammenhangs von schulischer Leistung und sozialer Herkunft. Insbesondere ethnographische Studien widmen sich in den vergangenen Jahren verstarkt der Klarung dieser Frage. Auffallig ist, dass dabei unterrichtliche Vermittlungsprozesse weitgehend auser Acht gelassen werden, was als verkurzte Perspektivierung des Untersuchungsortes schulischer Unterricht gelten muss. Auch im Blick auf die wiederholt in Large Scale Assessments festgestellten herkunftsabhangigen Leistungsunterschiede scheint eine starkere Berucksichtigung des Vermittlungsgeschehens im Unterricht lohnenswert, um Erkenntnisse uber die Genese der (Re-)Produktion von Bildungsungleichheiten zu gewinnen. Anhand einer exemplarischen Kritik an einem ethnographischen, praxeologischen Ansatz soll dies naher erlautert werden, um anschliesend zentrale Befunde einer Dissertationsstudie vorzustellen, die die padagogische Dimension des Agierens von Lehrkraften im Grundschulunterricht auf den Umgang mit sozialer Herkunft befragt. Mit Hilfe der Objektiven Hermeneutik wurden Unterrichtsprotokolle ohne ein Wissen uber die sozialen Herkunfte der Schuler*innen erschlossen. Dabei zeigt sich, dass die vorfindliche Didaktisierung zu einer Nivellierung des fachlichen Anspruchs fuhrt und so fur die Reproduktion eingebrachter Differenz sorgt. In recent years, Ethnographic studies in particular have increasingly sought to explore this question. It is noteworthy that these studies generally ignore the educational communication processes, which can only be seen as examining academic teaching from a limited perspective. Especially in light of the various Large Scale Assessments which have repeatedly identified background-related performance differences, a greater consideration of the process of information transfer during class would be beneficial to gaining an understanding of the genesis and perpetuation of educational inequalities. This perspective will be explained in greater detail with the help of an exemplary critique of an ethnographic, praxeological approach. Thereafter, the central findings of a dissertation study exploring the pedagogical approach of teachers in primary education to social backgrounds will be presented. Class transcripts were reviewed with the help of Objective Hermeneutics but without any information about the social background of the students. This revealed that the current approach to didactic lesson planning results in a leveling of substantive expectations and thus guarantees the perpetuation of existing differences. This article addresses the impact of economic climate, and particularly of the Great Recession, on the configuration of educational expectations among students around 14 years old. We analyze expectations regarding educational attainment conditional on school performance and compare our results across countries with varying levels of economic growth over time. We expect a changing economic environment to impact on (a) the average level of educational expectations, (b) the association between social background and expectations, and (c) the association between school grades and expectations. Using pooled data from TIMSS for the years 2003, 2007 and 2011 among 8th graders for 24 developed countries, we estimate a set of country-fixed effects and hierarchical random-slope linear regression models. Most notably, our results indicate that economic down times depress educational expectations, especially among average-performing students, and lead to a growth in educational inequalities by family background.

Diversity in education systems, and broader political and economic conditions, are commonly credited with international variation in inequality of educational opportunity (IEO). Comparing East and West Germany before reunification allows us to investigate whether vastly different political, economic, and educational systems led to differences in IEO. Postreunification, East Germany adopted the West’s systems and experienced an economic recession. IEO had been smaller in East Germany than in West Germany but was on an upward trajectory before reunification. After 1990, IEO in East Germany converged to the West German level as a result of decreased IEO in the west and increasing levels in the east. Postreunification convergence suggests that differences in political context and education policy are crucial for IEO.

Early Childhood Education and Care (ECEC) is believed to contribute to educational equality and to serve social inclusion and democracy. Segregation in day-care centres counteracts these aims but has hardly been researched so far. We explore ethnic/linguistic and social segregation in Germany using data from the National Educational Panel Study (NEPS) and the Early Childhood Education and Care Quality Study in the Socio-Economic Panel (K2ID-SOEP). We find pronounced differences in preschool composition that point to ethnic/linguistic and social segregation that differs for population groups as well as between regions and states. In dem Beitrag wird ein Projekt vorgestellt, in dem Schulpolitiken der 16 Bundesl��nder seit 1949 aufgearbeitet wurde. Die so erarbeitete schulrechtliche Datenbank ist ��ber einen Zeitraum von zehn Jahren entstanden und wird fortlaufend aktualisiert. Mit ihr k��nnen schulrechtliche Ver��nderungen historisch im Vergleich der Bundesl��nder analysiert werden. Dargelegt wird auch, welche interdisziplin��ren Forschungsfragen mithilfe der Datenbank untersucht werden k��nnen, wie sie zuk��nftig weiterentwickelt wird und wie sie der Fach��ffentlichkeit mittelfristig zur Verf��gung gestellt werden soll. The database has been developed over a period of 10 years and is continuously updated. It can be used to analyse changes in school law in a historical comparison of the German states. We also outline what kind of interdisciplinary research questions can be investigated with the help of the database, how it will be developed further in future, and how it will be made available to the professional public in the medium term. The durability of educational inequalities marks a key problem for research and politics alike. Why do unwanted patterns of social sorting and disadvantaging in education prove so persistent, despite decades of research, debates, and reforms? This thematic issue of Social Inclusion aims to further our understanding of the factors and mechanisms underlying this persistence by putting the manifold entanglements of politics, inequalities, and social research centre stage. The collected articles inquire into various facets of this interplay, from the history and politics of the statistical quantification of educational inequalities to the political embedding of everyday pedagogical practices. The contributions cover a wide range of fields and topics, from non‐formal education to school and higher education, from social selectivity in gifted education to subject formation in vocational education. Two strategic anchor points emerge from the collected articles for exploring and analyzing current arrangements of educational inequalities: (1) political and pedagogical epistemic orders and (2) educational arrangements that structure educational processes and situations. Ongoing social and political transformations—including the digitization and datafication of education and changing forms of governance—underline the pressing need for further research along these lines.

“Critical pedagogy” has become a prevalent grammar furthering the necessity of a change in pedagogy from a banking‐style to problem‐posing approach, which it argues will facilitate students’ development of independent values and equip them to lead the liberation of society from authoritarianism into democracy. To achieve this, classrooms need to serve as cultural forums, through which either engaged pedagogy or negotiated authority empowers teachers and students to engage in free dialogues that problematize school textbooks as “cultural politics.” This empowerment demands that teachers perform as transformative intellectuals, dedicating themselves to the amelioration of inequity in educational results by reconstructing new texts, making them more accessible to working‐class students. While these theoretical lexicons envision a new perspective for the “educational function,” alleviation of the phenomenon of cultural reproduction can only occur if critical pedagogists pay more attention to academic curricula. Student achievements in such curricula, which respond to the demands of the social division of labor, have a profound influence on their potential social mobility.

We examined trends in the incidence and correlates of educational and skill mismatch in the United States. We focused on trends over time in the associations between various types of mismatch and a range of factors including contextual conditions. We explored whether contextual conditions at the transitional period from school to jobs increase or decrease the probability of mismatch and whether such relationships persist throughout the working career. Our central questions were how the incidence of and relationship between educational and skill mismatch in the U.S. changed between 1994, 2003, and 2012 and how this differed by age, gender, immigration status, educational attainment, and occupation. We used three cross-sectional surveys that had not previously been implemented for such an effort. These were the International Adult Literacy Survey (IALS) in 1994, the Adult Literacy and Life-skills (ALL) survey in 2003, and the Program for the International Assessment of Adult Competencies (PIAAC) in 2012. Repeated cross-sectional data provided us with substantial analytic leverage. Our findings point toward the key role of occupational or positional factors rather than individual worker characteristics as being most implicated in trends in mismatch. We describe the importance of our results for labor market theories.

Welchen Beitrag die Konzepte Bildungswerte und Schulentfremdung zur soziologischen Bildungsforschung leisten können, wird in diesem Buch theoretisch und empirisch aufgezeigt. Mit quantitativen Daten aus Sekundarschulen in Luxemburg und im Schweizer Kanton Bern (Projekt SASAL) werden Bildungsungleichheiten nach sozialer Herkunft, Geschlecht und Migrationshintergrund analysiert. Spezifische Werthaltungen gegenüber Bildung beeinflussen die Entstehung von Entfremdung von Lehrerinnen und Lehrern und vom Lernen. For students whose different sorts of special needs restrict them to communicate with their peers, Alternative and Augmentative Communication (hereafter AAC) Devices have an important impact on overcoming social inequalities by facilitating communication, interactions, and learning outcomes. By interconnecting Assistive Technology with appropriate curriculum and methodology of teaching and learning, students with special communication needs may utilize AAC Devices and overcome some of the communication barriers they face. The main purpose of this article is to research how the learning process occurs by implementing facilitated learning with the use of AAC Devices in United States schools, and its impact on student’s ability to communicate efficiently and to interact with their peers, teachers, and so forth. In that context, the Article investigates how AAC Devices help students with communication disabilities to overcome communication inequalities and the way students can utilize them to be engaged in the learning process. To achieve this purpose, we have used participatory structured observation as the methodology of research. We have visited one of the New York State Schools where AAC Devices were being used, and observed students' behavior and their learning outcomes while using those devices. Besides the facilitated learning by utilizing AAC devices, students with special communication needs were able to interact with their peers and teachers more effectively and express their opinions through those devices.

Wem gelingt am Ende der allgemeinbildenden Sekundarstufe I ein nahtloser Übergang in eine vollqualifizierende Berufsausbildung, und wer beschreitet anderweitige (Bildungs-)Wege? Anhand der Startkohorte 4 des Nationalen Bildungspanels (NEPS) werden Übergangsmuster von Schulentlassenen der Sekundarstufe I im Längsschnitt analysiert sowie die theoretischen Entstehungsmechanismen sozialer und migrationsbezogener Bildungsungleichheiten empirisch geprüft. Hierbei fragt der Autor, in welchem Maße Ungleichheiten in den Übergangsverläufen der Jugendlichen auf herkunftsbedingte Ressourcen der Familie, primäre und sekundäre Herkunftseffekte sowie auf herkunftsspezifische Bildungserwartungen und -ansprüche des sozialen Umfeldes zurückzuführen sind. Die Befunde zeigen, dass rationale Bildungsabwägungen und soziale Bezugsgruppeneinflüsse maßgeblich den Übergangsverlauf von Jugendlichen beeinflussen, aber auch im beträchtlichen Maße zur Erklärung von Bildungsungleichheiten beitragen. (DIPF/Orig.), Which school leavers experience a smooth transition to vocational education and training (VET) after the 9th and 10th grade of secondary school, and which school leavers take other (educational) routes? Using longitudinal data from the German National Educational Panel Study (NEPS, Starting Cohort 4), the author reveals patterns in school leavers’ transition trajectories and empirically tests theoretical mechanisms of social and migration-related educational inequalities. Particular attention is given to the extent to which educational inequalities in youths’ transition trajectories can be explained by differences in (1) school performance (primary effects), (2) rational choice factors (secondary effects), (3) family resources, and (4) the educational expectations of parents and friends. The findings reveal that rational choice factors and the educational expectations of social groups largely determine school leavers’ pathways, but also contribute to educational inequalities. In the identification of the primary mechanisms of educational inequalities, the assumptions of existing theories are examined, and various explanatory approaches are combined. In addition, the results provide starting points for educational policy discussions on strategies and measures to reduce social and migration-related inequalities in the transition to VET and secondary vocational schools. In Kombination einer Lebensverlaufsperspektive und des Blicks auf zentrale gesellschaftliche Entwicklungen werden veränderte Bedingungen von Bildungsprozessen deutlich, welche neue Ansprüche an ein zeitgemäßes Bildungssystem stellen. Ausgehend von unterschiedlichen Funktionen des Bildungssystems wird diskutiert, inwieweit Institutionen und Individuen von den gesellschaftlichen Veränderungen betroffen sind und wie sie angemessen darauf reagieren können. The present analysis is intended as to help shift human rights more into the focus of discussions on education and educational justice, particularly with respect to protection against discrimination. Protection against discrimination, as a structural principle of human rights, is integral to all of them. All human beings are equally entitled to human rights on the basis of their humanity, and human rights are not guaranteed unless everyone can exercise them without encountering discrimination. Thus education, as a human right, entails the recognition of equal rights for all. Chancenungleichheit in Deutschland manifest sich beim Übergang von der Grundschule zu den weiterführenden Schulformen. Viele Projekte im Rahmen des Reformprogramms kommunale Bildungslandschaften bzw. Bildungsregionen setzen hier an. Ein Übergangsmanagement durch die kommunale Schulverwaltung etwa soll die Zusammenarbeit zwischen Grund- und weiterführenden Schulen unterstützen. Ob die relevanten Akteure, wie Regionale Bildungsbüros, dabei tatsächlich Bildungsungleichheiten adressieren und Reformprozesse anstoßen (können), ist nur wenig erforscht. Die Arbeit greift dieses Desiderat auf und geht folgender übergreifenden Fragestellung nach: Welchen Beitrag haben Regionale Bildungsbüros an einer chancengerechte(re)n Übergangsgestaltung? Die Arbeitshypothese greift auf das Konzept der Pfadabhängigkeit zurück und nimmt an, dass unterschiedliche institutionelle Zwänge, denen Regionale Bildungsbüros ausgesetzt sind, eher ein „weiter wie bisher“, anstatt tiefgreifende Wandlungsprozesse begünstigen. Um diese These zu überprüfen, wurden die Übergangsgestaltung von acht Regionalen Bildungsbüros aus der Metropolregion Rhein-Ruhr im Rahmen des Projektes „Schulen im Team – Übergänge gemeinsam gestalten“ untersucht. Ein Mixed-Methods Forschungsdesign kam dabei zum Einsatz. So wurde eine Analyse der amtlichen Statistik zu den strukturellen Problemlagen der Projektkommunen beim Übergang durchgeführt. Eine Sozialraumanalyse beleuchtet die sozio-ökonomische Lage der am Projekt (nicht) teilnehmenden Schulen. Projektdokumente, lokale Zeitungsartikel sowie Interviews der Mitarbeiterinnen und Mitarbeiter der Regionalen Bildungsbüros wurden inhaltsanalytisch ausgewertet. Im Fokus standen die Problemwahrnehmung, die Projektziele sowie die Strategien der Regionalen Bildungsbüros bei der Auswahl und Unterstützung von Projektschulen und -netzwerken. Übergreifend zeigt sich mit Blick auf die untersuchten Projektkommunen, dass von einem kommunalen Übergangsmanagement wichtige Impulse für mehr Chancengerechtigkeit beim Übergang ausgehen können. Die Arbeit zeigt allerdings auch, dass die Regionalen Bildungsbüros widersprüchliche Erwartungshaltungen bei der Übergangsgestaltung in Einklang bringen mussten. Inequality of opportunities in Germany manifests itselfs in the transition from primary to secondary school. Many projects within the framework of area-based educational initiatives consider this as an entry point for reforms. Managing bodies for school transitions of Local Educational Authorities, for instance, support cooperation between primary and secondary schools. Little research has been conducted, however, to determine whether the relevant actors, such as Local Education Offices, actually address educational inequalities and (can) initiate reform processes. This paper addresses this research gap analyzing the following overarching question: To what extent are Local Education Offices contributing to a transition system that improves equity? Based on the concept of path dependency the working hypothesis is that different institutional constraints, that Local Education Offices are exposed to, tend to favour a "business as usual" scenario rather than far-reaching processes of change. In order to examine this hypothesis, the transition management of eight Local Education Offices in the metropolitan area of Rhine-Ruhr was analysed. This was done in the context of a network project called “Schools in a Team”. The paper follows a mixed-methods design that takes an analysis of official statistics on relevant structural problems faced by project municipalities in the school transitions as a starting point. A social space analysis illuminates the socio-economic situation of the schools participating (and not participating) in the project. Project documents as well as local newspapers and interviews with the staff of the Local Education Offices were evaluated using content analysis. The focus was on the perception of the problem, the project objectives and the strategies of the Local Education Offices in selecting and supporting project schools and networks. With regard to the project municipalities studied, it is evident that municipal transition management can provide important impulses for more equity in school transitions. However, the study also shows that the Local Education Offices have had to reconcile contradictory expectations in shaping transition processes. The result is an incremental rather than an abrupt change. The study makes it clear that both regional reform projects and research must critically reflect on institutional starting points if they are to initiate change and make change processes analytically tangible.

This dissertation assesses if and how cultural properties that augment social ties, commonly denoted as social capital, are related to differences in the inequality of educational outcomes (IEO). Cultural properties of social aggregates (and several other factors) influence the likelihood of social ties and thus constitute a social context moderating IEO. The main hypothesis is that collective social capital will make experiences of status groups more similar by mitigating differences in cultural capital and thus will also reduce IEO. This hypothesis is challenged by analyzing the effects of three different contextual levels where collective social capital can become relevant: countries (paper 1), schools (paper 2) and school class networks (paper 3). The first article (Collective social capital. Does it make a difference for the inequality of educational outcomes? ) deals with the context effects of the average level of generalized trust and membership in voluntary associations in different countries by using data from the World Values Survey (WVS), European Values Study (EVS) and PISA. The second article (Do school-level differences in social capital shape IEO? School-level context effects of connectedness of students and parental school volunteering.) tests this hypothesis on the school level by analyzing the effect of ties of students and their parents’ school volunteering by using the same data sources. The third article (Network resources, resource deficits and the consequences of homophily on educational outcomes. Evidence from school class networks in 4 European countries.) adds to the debated topics by developing a resource theory, analyzing resource deficits in 4 European countries. Additionally, it tests for effects of higher socio-economic status homophily in school classes on the outcomes of students by application of estimates derived from ERG models. This analysis is based on micro-data on students’ social ties collected by the Children of Immigrants Longitudinal Survey (CILS4EU).

Zahlreiche, voneinander unabhängige Studien belegen, dass Kinder von Eltern mit hohen Bildungsabschlüssen über bessere Chancen für den eigenen Bildungsweg verfügen. Unbeantwortet ist nach wie vor die Frage nach den weltweiten Variationen von Bildungsmobilitätschancen. Die jüngste Veröffentlichung einer neuen Datenbank gibt erstmals einen tieferen Einblick in diese Problematik und gestattet anhand der diesbezüglichen Untersuchungen von 148 Ländern belastbare Aussagen zur internationalen Verteilung von Bildungschancen. Durchschnittlich hat der Bildungsgrad der weltweiten Bevölkerung in den vergangenen Jahrzehnten rasant zugenommen. Allerdings verschärfte sich die Bildungskluft zwischen armen und reichen Ländern weiter. Die Chancen für eine (höhere) Bildung sind in erheblichem Maß von dem "Zufall der Geburt" abhängig. Der Bevölkerungsanteil mit im Vergleich zu den Eltern höherem Bildungsniveau hat in praktisch allen Ländern in dem gleichen Zeitraum zugenommen. An den beiden Enden der Bildungsskala gibt es aber immer noch Hinweise auf eine starke Persistenz: Kinder aus akademischen Familien erreichen öfter einen Hochschulabschluss, während der Nachwuchs bildungsferner Eltern eher ohne Schulabschlusszeugnis bleibt. Ohne die Effekte der allgemeinen Bildungsexpansion sind die Ergebnisse der Bildungsmobilität enttäuschend. Besonders in den ärmsten Ländern der Welt bleibt die Bildung der Eltern für den Schulabschluss der Kinder entscheidend. Mit anderen Worten: Die Kinder und Jugendlichen haben trotz höherer Bildungsabschlüsse immer geringere Chancen intergenerationaler Mobilität. Im weltweiten Bildungswesen ist in den nächsten Jahrzehnten dringend eine stärkere Expansion nötig, um die bestehenden Bildungsungleichheiten in und zwischen den Ländern zu reduzieren. Die Expansion allein wird jedoch keinen maßgeblichen Einfluss auf die generationsübergreifende Bildungsmobilität haben, solange die Kinder aus benachteiligten Schichten, die unter schwierigen Bedingungen aufwachsen, die intergenerationale Spirale der sozialen Ausgrenzung nicht durchbrechen können. Die Entscheidungsträger, die für die Bildungsexpansion zuständig sind, und vor allem die nationalen Regierungen müssen begreifen, dass Startchancengleichheit und spezielle Fördermaßnahmen notwendige Voraussetzungen für die Gestaltung eines integrierenden Bildungssystems darstellen.

Research suggests a link between students’ social background, e.g. educational background of parents, academic self-efficacy expectations and study behaviour. Often, lower academic achievement is expected of those students’ whose parents are characterized by lower educational background. Although digital media are prevalent in several areas of everyday life, their relevance for academic achievement is not satisfactorily explored. Furthermore, it remains largely unknown in this context whether media usage is related to social background factors. In consequence, it is important to investigate if existing inequalities in higher education are stable, further enhanced or even reduced by means of “digitalisation”. The present study explores the relationships between individual, contextual as well as social background factors, with a special focus on academic and digital media self-efficacy expectations. Multiculturalism is an established feature of the UK and other European States since the establishment of the Treaty of Rome in 1959. Enlargement has brought EU membership from six (1952) to twenty eight members since its foundation, and allowed free migration across its borders. However, many countries, in spite of agreements to adhere to ‘democratic’ practices, deny minority citizens their full rights, particularly in education contexts. Some recent accession EU States have education systems that are less adaptive to expected policy responsibilities. It is a more unstable aspect of Eastern Europe because of the failure of many of these countries to reduce social and educational inequalities and to establish rights for minority groups, particularly the Roma. An educational focus is used as a platform to highlight issues re the segregation, and discrimination against, Roma children in Europe, typically through the use of special education, which is not suitable for them. Europe generally, both East and West has failed to fully integrate the Roma. Often, institutional blame is placed on Roma communities, rather than situate them socially and economically due to ingrained structural inequalities. Stereotyped categories are often used to ‘label’ them. Countries with high Roma populations, four in Western and five in Eastern Europe are evaluated and compared in relation to the education of Roma children. (author's abstract)

Die soziale Herkunft gilt in Deutschland als starker Prädiktor des Bildungserfolgs. Deutliche Disparitäten zugunsten von Schüler/innen mit hohem sozioökonomischen Status bestehen nicht nur auf dem Weg zum Hochschulstudium, sondern zeichnen sich auch bei hochschulischen Bildungsübergängen ab – vom Bachelor- ins Masterstudium und vom Masterstudium in die Promotion. Die soziale Binnendifferenzierung der Hochschulbildung kann sich in Ungleichheiten auf dem Arbeitsmarkt manifestieren. Bisherige Untersuchungen betrachten vor allem objektive Merkmale (Biographien, Leistungen, Humankapital) als Mechanismen sozialer Ungleichheiten bei Bildungsübergängen und beim Berufseinstieg von Absolvent/innen. Handlungstheoretische Abwägungen (Kosten-, Nutzen- und Erfolgserwartungen) wurden bisher nicht spezifisch für die Entscheidung zwischen Berufseinstieg und weiteren Studienphasen, sondern nur anhand objektiver Merkmale oder anhand der entsprechenden Abwägungen bei Studienbeginn modelliert. Die Studie Soziale Ungleichheit und Diversity bei Übergängen in weiterführende Studiengänge und in den Arbeitsmarkt in Nordrhein-Westfalen setzt an dieser Forschungslücke an und versucht zu klären, ob und warum die soziale Herkunft die Masteraufnahme, die Promotionsaufnahme und den Berufserfolg von Hochschulabsolvent/innen beeinflusst. Neben Biographien und Leistungsmerkmalen werden Abwägungen bezüglich der Kosten, des Nutzens und der Erfolgswahrscheinlichkeit als Mechanismen sozialer Ungleichheiten bei der Aufnahme weiterer Studienphasen betrachtet. Zudem wird untersucht, wie herkunftsspezifische Abwägungen durch herkunftsspezifische soziale Unterstützungen zustande kommen: In höheren Herkunftsgruppen sollten mehr finanzielle und fachliche Unterstützungen zu erwarten sein, wodurch die eingeschätzten Kosten einer weiteren Studienphase sinken und ihre Erfolgschancen steigen. In Bezug auf den Berufserfolg wird ebenfalls geprüft, ob Absolvent/innen beim Berufseinstieg durch verschiedene Netzwerke sozial selektiv unterstützt werden und dadurch höhere Arbeitsmarkterträge erzielen. Datenbasis sind die Absolventenbefragungen von 15 Fachhochschulen und 13 Universitäten in Nordrhein-Westfalen, die im Rahmen des Kooperationsprojekts Absolventenstudien (KOAB) durchgeführt wurden. Für den Prüfungsjahrgang 2014 wurden handlungstheoretische Abwägungen und soziale Unterstützungen als Schwerpunktthema erhoben. Insgesamt liegen Angaben von bis zu 17000 Absolvent/innen der Abschlüsse Bachelor, Master, Staatsexamen, Diplom und Magister vor. Als zentrale Ungleichheitsdeterminante wird die Bildungsherkunft anhand des höchsten beruflichen Abschlusses der Eltern untersucht. Zur Erklärung der Ungleichheiten werden Regressions- und Dekompositionsverfahren angewendet. Die Ergebnisse zeigen, dass die Übergangsquoten in ein Masterstudium bei akademischer gegenüber nichtakademischer Bildungsherkunft um etwa zehn Prozentpunkte erhöht sind. Im Vergleich dazu sind die Ungleichheiten bei der Aufnahme einer Promotion gering. Finanzielle Unterstützungen durch das Elternhaus erhöhen, teilweise vermittelt über die Kosten- und Erfolgserwartung, die Wahrscheinlichkeit, ein Masterstudium aufzunehmen, und erklären dadurch einen Teil des Herkunftsunterschieds. Neben Kostenerwartungen und Unterstützungen tragen ungleiche Bildungsbiographien, vor allem die Hochschulart des Bachelorstudiums, in deutlichem Maße zu disparaten Übergangsquoten in ein Masterstudium bei. Die Ungleichheiten in der Aufnahme einer Promotion können vor allem durch Unterschiede in biographischen Merkmalen, im Leistungsniveau und in der Erfolgserwartung erklärt werden. Im Vergleich zu früheren Absolventenkohorten deutet sich an, dass die Bologna-Reform zu einer Vorverlagerung sozialer Ungleichheiten auf dem Weg zur Promotion geführt hat. Der Berufserfolg wird anhand objektiver und subjektiver Indikatoren untersucht. Absolvent/innen aus akademischem Elternhaus sind beim Berufseinstieg etwas erfolgreicher: Sie erzielen z.B. vier Prozent höhere Stundenlöhne als Erstakademiker/innen. Die Ungleichheiten im Berufserfolg lassen sich durch die untersuchten Mechanismen größtenteils erklären. Vor allem der ungleiche Zugang zu Master- und vergleichbaren Studiengängen sowie Leistungsunterschiede in Schule und Studium tragen zu herkunftsspezifischen Ungleichheiten beim Berufseinstieg von Absolvent/innen bei. Somit übersetzen sich die Bildungsungleichheiten im Hochschulsystem in berufliche Ungleichheiten. Absolvent/innen mit akademischem Bildungshintergrund werden beim Berufseinstieg – vor allem durch Kontakte der Herkunftsfamilie – häufiger unterstützt als Absolvent/innen aus nichtakademischen Herkunftsfamilien. Unterdurchschnittliche Examensnoten werden von der akademischen Herkunftsgruppe durch familiale Unterstützungen bei der Stellenfindung kompensiert. Bei Erstakademiker/innen ist dies nicht der Fall. Des Weiteren unterscheiden sich die Erträge der Unterstützung durch die Herkunftsfamilie: Unterstützungen durch eine nichtakademisch gebildete Herkunftsfamilie sind zum Teil mit niedrigeren objektiven Arbeitsmarkterträgen verbunden als Unterstützungen durch eine akademisch gebildete Herkunftsfamilie. Die Ergebnisse der Dekompositionsanalysen weisen darauf hin, dass vor allem familiale Unterstützungen bei der Karriereplanung zu sozialen Ungleichheiten im Berufserfolg beitragen. In Germany, social background is regarded as a strong predictor of educational success. Not only there are significant disparities in favour of students with a high socio-economic status on the path to higher education, but also there are signs of unequal transitions to postgraduate studies—from bachelor’s to master’s and from master’s to doctoral studies. The social differentiation of higher education can manifest itself in inequalities on the labour market. Previous studies have mainly examined objective characteristics (biographies, performance, human capital) as mechanisms for social inequalities in access to postgraduate education and labour market entry. So far, mechanisms of rational choice theory (expectations of costs, benefits and success) have not been modelled specifically for the decision to continue higher education, but only based on objective characteristics or based on corresponding considerations at the entrance to higher education. The study Social Inequality and Diversity at Transitions to Postgraduate Studies and the Labour Market in North Rhine-Westphalia addresses this research gap and tries to clarify whether and why social origin influences the transition to Master’s studies, the transition to doctoral studies and the occupational success of higher education graduates. In addition to biographies and performance characteristics, social support through social networks as well as expected costs, benefits and likelihood of success are analysed as mechanisms for inequalities. Furthermore, it will be investigated how origin-specific considerations emerge from disparities in social support: Graduates with an academic background should anticipate more financial and academic support, which will reduce the estimated costs of a further study phase and increase its chances of success. It is also examined whether graduates are supported by various networks in a socially selective manner when they enter the labour market and thus achieve higher labour market returns. The data are based on the graduate surveys of 15 universities of applied sciences and 13 universities in the German federal state North Rhine-Westphalia, which were conducted as part of the German Tracer Studies Co-Operation Project (KOAB). For the class of 2014, social support as well as mechanisms of rational choice theory were surveyed as a focal topic. A total of about 17,000 graduates of Bachelor, Master, Staatsexamen, Diplom and Magister degrees are examined. As the central determinant of inequality, the educational background is examined based on the parents’ highest level of education. Regression and decomposition methods are used to explain the inequalities. The results show that the transition rates to a master’s degree programme are about ten percentage points higher for graduates from an academic educational background than graduates from a non-academic educational background. In comparison, the inequalities in the transition to doctoral studies are small. Financial support from the parents’ home increases—partly mediated through lower cost and higher success expectations—the probability of taking up a Master’s degree, and thus explains part of the difference between social backgrounds. In addition to cost considerations and support, unequal educational biographies, especially the type of higher education institution, contribute significantly to disparate transition rates to a Master’s degree programme. The inequalities in the transition to doctoral studies can be explained above all by differences in biographical characteristics, in the performance level and in the expectation of success. In comparison with previous cohorts of graduates, there are indications that the Bologna reform has led to a shift in social inequalities on the way to a doctorate. Occupational success is examined using objective and subjective indicators. Graduates from academic parental homes are somewhat more successful when starting their careers: for example, their hourly wages are four percent higher than those of first-generation graduates. The inequalities in occupational success can be largely explained by the mechanisms studied. In particular, unequal access to master’s degrees and comparable degrees, as well as differences in performance in school and studies, contribute to inequalities in graduates’ entry into the world of work. In this way, educational inequalities in the higher education system translate into occupational inequalities. Graduates with an academic family background are more likely to be supported by contacts of their families of origin than graduates without an academic family background. Graduates from an academic background compensate for below-average exam grades by family support in finding a job.This is not the case for first-generation graduates. Furthermore, the returns to support from the family of origin differ depending on educational background: support from a non-academically educated family of origin is associated with lower objective labour market returns (position, income) than support from an academically educated family of origin. The results of the decomposition analyses suggest that family support in career planning contributes to social inequalities in occupational success.

Western European migration and citizenship regimes have undergone profound transformations over the past decades. The massive politicization and stratification of migration are key features of these dynamics. Focusing on the case of Germany, this article investigates how these developments affect logics of educational practice. It is argued that teachers, faced with increasingly complex and uncertain situations, systematically draw on categories that combine political and educational logics. These “entangled categories” do hardly allow to unravel the complex configurations currently at stake at the intersection of migration and education. A secondary analysis of TIMSS-2015 data is performed to substantiate the article’s core hypothesis: these forms of categorization have crystallized into patterns of educational problematization that couple perceptions of educational challenges, professional self-images, and didactic approaches. These fixed narratives disproportionally affect migrant children from underprivileged social backgrounds. They hence have important implications both for our understanding of educational inequalities in times of politicized and stratified migration and for furthering professional reflexivity.
