This paper proposes a new perspective for higher education policy research. It introduces the concept of policy object to designate the discrete preoccupation(s) of a policy text (e.g. a new governance regime, a quality system, or new degrees) and suggests that actor conceptualisations of the policy object intersect with other elements in the policy process to shape enactment and outcomes. First, the policy object concept is described. It is argued that the policy object does not have an objective existence and two concepts are proposed to explain it: ontology and enacted ontology. The former refers to what actors believe the policy object is, a socially-construed context-determined conceptualisation, whereas enacted ontology refers to what the policy object becomes further to enactment under the influence of ontology. Second, the paper presents the findings of a comparative study of master degrees further to the Bologna process in different national and institutional settings to illustrate the policy object approach. This research puts forward arguments to suggest that the policy object could be an important variable to consider in policy research. This somewhat different lens, inviting fine-grained attention to a specific policy object (its ontologies and enacted ontologies), could bring additional insight into policy outcomes. Background: The substantial increase in the complexity of breast cancer care in the last few decades has resulted in significant improvements in survival rates and also in the quality of life of breast cancer survivors. However, across Europe there are variations in outcomes and access to the latest techniques. Whilst much of this variance is due to differences in health economies between European member states, training variation may also play a part. Training in breast cancer surgery varies greatly across Europe, not only in its basal discipline (general surgery, gynaecology or plastic surgery) but also in the length of training and whether there is any requirement for specialist training. Several countries have been leading the way in training breast specialist surgeons (the USA, the UK, Australia and New Zealand) with dedicated 1- or 2-year fellowships either within or in addition to standard training. Access to such training is limited and consequently many women in Europe are still treated by generalists, potentially denying them access to the best care. This paper reviews the issues surrounding training provision in breast surgery and some of the challenges which need to be addressed to improve the current situation. Summary: Breast surgery training in Europe is of variable quality and duration, which may result in variations in the quality of care received by patients with breast cancer. Specialist training standards are urgently required which should be adopted by all European member states. Excellent models are available in the USA, the UK and Australia and New Zealand on which to base this training. Historically, to be a black public intellectual in Britain has, almost by definition, meant being located on the liberal-left spectrum, in terms of analyses of race and class. However, in the past decade a number of high-profile black British thinkers have explicitly positioned themselves at odds with black liberal and radical traditions of thought. This has been particularly apparent in their critiques of multiculturalism, youth and education. This paper uses recent documentary sources to analyse the discursive features of this emergent black social conservatism, examining its claims to authenticity, its claims to offer rethinking of multiculturalism and identity, and its objects of racialization. Drawing upon critical discourse analysis and critical theories of race and black intellectual production, it identifies internal tensions in this emergent discourse. [ABSTRACT FROM AUTHOR]

This paper explores how the creation of a socially and ethnically mixed student body relates to mobility within the context of Beaumont Academy. This authoritarian school opened in 2004 under the ethos ‘structure liberates’. Based in a predominantly deprived, ethnic minority area of London, Beaumont seeks to culturally transform its students. With its outstanding GCSE results, the school has been championed as a blueprint for reform, yet the cultural implications underlying this approach remain unexamined. The ethos pathologizes the surrounding area while essentializing itself as an ‘oasis in the desert’ liberating students through discipline. The paper explores how mobility is embodied by students and the alterations or eliminations necessary to achieve it. These alterations produce raced and classed positions and bring them into focus, highlighting who needs to ‘adjust’ themselves to accrue value. Uncritical celebrations of mixed-ness conceal structural inequalities lingering beneath the rhetoric of happy multiculturalism and aspirational citizenship. In this paper, I am applying a rights-based approach to childhood social exclusion that, following Sen's capability approach as one formulation of such a rights-based approach, sees social exclusion as the failure of people to have access to critical capabilities relating to their integration into society. The implications of this approach will then be applied to the relation between education and social exclusion, where it is shown that education has a critical impact on mitigating or reinforcing social exclusion. Taking such a capabilities-based approach implies a shift away from a concentration on average achievement generated by an education system to the low end of the achievement distribution and the ability of the education system to raise the performance and integrate the most disadvantaged students. Background Children born into poverty have lifelong disadvantages compared with those more fortunate; social interventions seek to break this cycle of poverty and deprivation. Early Years Centres are one such intervention. These were established in deprived areas in the UK to provide high quality out-of-home day care. This paper reports the results of an economic evaluation conducted alongside a randomized controlled trial of one of these centres in the Borough of Hackney, London. Methods Participants were randomized to receive either high quality day care as provided by the centre or to other child care that they secured for themselves where they chose to do so. Information on resource use (early years education and care, as well as health and social care) was collected over an 18-month period; this was valued using appropriate unit costs. The cost of education, social and health care together with the value of productivity gains and out-of-pocket costs were then compared with the effectiveness of the intervention, increased labour force participant in mothers. Results From the societal perspective, the value of employment outweighs the costs of health and social services used, and in both groups there are cost savings. These are greater in the intervention group, therefore Early Years day care is an efficient use of resources. However, there is a net cost to the public sector of providing the intervention. The cost of achieving an additional mother in the labour force at 18 months is £38 550 (85% CI of –£1273, £416 172). Conclusion From the societal perspective, over an 18-month period, all child care is cost saving, but high quality day care provided by the Early Years Centre is a cost-effective alternative to day care provided by other local services in Hackney. Aims and Objectives: To identify whether a Compassionate Mind Model‐based curriculum reduces students' perceived fears of compassion and improves their professional well‐being. Background: Enabling compassion is mandatory within nurse education but evidencing it is challenging. Research suggests that application of the Compassionate Mind Model might reduce students' fears of compassion and also decrease compassion fatigue. This study reports outcomes of a post‐registration curriculum based on that model for training Specialist Community Public Health Nurses (Health Visiting). Design: A quantitative, prospective evaluation of a 12‐month training course for Health Visiting students. Reporting was guided by the STROBE checklist for observational studies. Methods: Fears of compassion scales were applied at course start (time 1), mid‐point (time 2; +6 months) and end (time 3; +12 months) to evaluate fears of compassion of 26 post‐registration student Health Visitors (81% of course cohort) who provided data at all three points. The Professional Quality of Life tool was administered simultaneously to evaluate compassion satisfaction and burnout/secondary traumatic stress (compassion fatigue). Results: Between time 1 and time 3, mean fears of compassion scores decreased by 16.6‐48.5% (repeated measures analysis of variance); mid‐point scores were intermediary. At time 3, compassion satisfaction had increased slightly (+4.1%), negatively correlated with fears of compassion for self (r = −0.602; p =.001; n = 26) and fears of receiving compassion from others (r = −0.568; p =.002; n = 26). Burnout score decreased by 18.7%, correlated positively with fear of compassion for self (r = 0.493; p =.011; n = 26) and fear of receiving compassion from others (r = 0.615; p =.001; n = 26). Secondary traumatic stress score decreased by 16.5% but was not correlated with any fear of compassion. Conclusion: Findings suggest that application of the Compassionate Mind Model might reduce practitioners' fears of compassion linked to a decrease in risk of compassion fatigue. With the rise of digital technologies, electronic learning and communication tools are becoming a firm part of academia to promote knowledge of health sciences. This study sought to analyse the attitude of students regarding social media and digital learning for study purposes in sport and exercise science. A survey was carried out with a questionnaire (20 main items) in six sport science faculties, equally spread across Germany (G), Italy (I) and the United Kingdom (UK) between February and October 2017. The focus areas were students' usage of social media (Facebook, Google+, Instagram, LinkedIn, Skype, Twitter, WhatsApp, YouTube) for academic purposes and their use of e-learning. Data were analysed by quantitative and qualitative methods. 229 students participated in the study (G: 68, I: 121, UK: 40). While YouTube was mostly used for receiving knowledge, WhatsApp and Facebook showed additional preferences for peer contacts for learning purposes and knowledge discussions. Preferred online data sources were PubMed (77%), free access journals (67%), YouTube (66%) and Wikipedia (63%). Often used digital learning materials were own universities' PowerPoints (77%), scripts (59%) and scientific articles (53%). However, some preferences showed national differences. The evaluated participants showed an overall high use of social media and e-learning tools for their studies. Students would like more digital learning sources made available to them by their institutions. However, some differences in preferences of digital learning or communication tools may exist and this should be considered for international approaches to promote health knowledge among students. The Black Supplementary School Movement has a fifty-year tradition of resisting racism in Britain. Central to the movement is a construction of African Diasporic Blackness that is marginalized in British scholarship. 'Political blackness', based on the unity ethnic minority groups, is an important frame of reference in Britain. This article will examine the limitations of 'political blackness' in relation to research carried out in the Black Supplementary School Movement that involved interviews with key activists and an archival analysis of documents at the George Padmore Institute. Political blackness is based on an inaccurate understanding of the relationship between multiculturalism and anti-racism; a misreading of the complex and global nature of racism and a non-strategic essentialism. The concept also creates a form non-whiteism, which disempowers ethnic minority communities and works to delegitimize African Diasporic Blackness, which has a tradition of resisting racist oppression. The article discusses the significance of four year doctorate programme in universities of Europe , Great Britain and United States. In the united Kingdom, the trend is up from three years to three and a half or four. With financial commitments from the Medical Research Council (MRC) and the Wellcome Trust, the number of four-year programmes is rising. Ironically, the new European ideas are modelled on the US system, where four or five-year programmes often stretch much longer. According to a professor, students need to consider where their aspirations lie. If academia is not the ultimate objective, doing a doctorate should not be given.

The article comments on key issues concerning the editorial board and policies of the "Comparative Education" periodical in Great Britain in 1985. Guy Neave, the professor-elect of the magazine in the University of London, is added to the magazine's editorial board. The periodical also decided to focus on comparative studies of education in higher-income contexts and particularly Europe. The provision of technical, vocational and technological education in France is also surveyed by the magazine.

It is increasingly clear that the UK university admissions system, as it has evolved over the past 50 years, is no longer fit for purpose. This article charts its weaknesses and offers a contrasting approach, drawn from the experience of countries such as the Republic of Ireland and, more recently, some of the post socialist states of Central and Eastern Europe, whose systems have been 'intelligently designed' to give better outcomes for students and Universities. This article asks: what is the significance of design history within higher education? It reviews the practice and purpose of design history, in the education of historically aware and critically engaged designers, as an emerging independent discipline, and in terms of what the subject has to offer allied fields such as history, sociology, cultural studies, history of technology, area studies and anthropology. It considers the development and current state of design history as it is taught in the UK and non-Anglophone Europe (including France, Italy, Scandinavia, Spain, Turkey and Greece), in the US, Australia and East Asia. The argument that follows is grounded in recent design historical scholarship, combined with the views of design historians working in the abovementioned countries, in order to provide both a contemporary perspective on current practice and suggestions about possible futures. The aim of this study was to determine attitudes of final-year dental students in Cardiff, Cork and Malmö towards tooth whitening. Following receipt of ethical approval, pre-piloted questionnaires were distributed to final-year dental students in Cork, Cardiff, and Malmö as close as possible to graduation. The questionnaire sought information relating to various opinions and attitudes towards the use of bleaching techniques including safety of bleaching, confidence in the provision of bleaching, recommendations to patients, teaching received, awareness of restrictions on the use of bleaching products and management of simulated clinical scenarios. Eighty three per cent ( n = 116) of questionnaires were returned. Cork dental students had the most didactic teaching (2-h vital, 1-h non-vital bleaching) compared to Cardiff or Malmö students (0 h each). More Cork students regarded bleaching as safe (76%, n = 28) than Cardiff (70%, n = 32) or Malmö (36%, n = 12) students. More than 50% of Cork students feel they know enough about bleaching to provide it in practice, significantly more than Cardiff (<25%) or Malmö (<25%) students. The majority of students would provide vital bleaching after qualification (100% ( n = 37) Cork; 82% ( n = 27) Malmö; 76% ( n = 35) Cardiff). In simulated clinical scenarios, more Cork students would propose bleaching treatments (89% n = 33) than Malmö (64% n = 21) or Cardiff (48% n = 22) students. Variations exist in the attitudes and approaches of three European dental schools towards bleaching. Dental students need to be best prepared to meet the needs of their future patients. Although issues of inclusion, diversity and achievement have become a powerful agenda for change in teacher education policy in England, bilingual pupils are still conceptualised in policy terms as a problem. This absence of linguistic integration in English teacher education is in tension with the increasing number of school pupils speaking a diversity of languages at home, and contrasts with policy towards bilingual pupils in other parts of the United Kingdom, in Europe and in the United States. The standards for qualified teacher status only require trainee competence to be demonstrated in understanding pupil language backgrounds and in providing support for those learning 'English as an Additional Language' (EAL). The authors' research investigated the way teacher education policy in England ignores the positive attributes of bilingual learners and the resultant lack of debate about the preparedness of trainee teachers to work effectively with bilingual pupils. This article presents key findings from their work with secondary schools in the south of England. They interviewed trainees, teachers and Local Education Authority (LEA) officers, administered a questionnaire to trainees and analysed policy documents. The findings indicate teacher education in England pays bilingualism lip service at best, persisting with a policy discourse emphasising the problem of EAL. The research raises important questions concerning teacher education policy in relation to bilingualism, and highlights the significance of school contexts in relation to effective teacher preparation. The experience of immigrants and ethnic minorities in post-war Europe represents a significant silence in the history of education in Europe. Published research in the field on this theme is negligible in quantity, and is largely restricted to brief and narrative descriptions of policy changes that are organised around concepts of assimilation, cultural pluralism or integration. A review of the British case suggests that these kinds of accounts stymie our understanding of the importance of education for immigrants and their children. A more productive approach may be to pay greater attention to the lives of immigrant groups in post-war Europe and, in particular, to reconstruct those diverse forms of educational agency that were deployed in the construction and negotiation of new identities. It is argued that this approach will require both new empirical research and a sustained and critical engagement with the ideas and practices of postcolonial scholarship. [ABSTRACT FROM AUTHOR]

The article presents a survey review of series of graded readers in English that are published in Great Britain, Europe and the U.S. Graded readers are books written for learners of English, which are categorized into two types: the rewrite and the simple original. This review, which covers 42 series containing 2,051 titles, was made possible due to the library and database of graded readers maintained by the Edinburgh Project on Extensive Reading (EPER). The effect of the changing cultural and educational climate on graded readers is also discussed.

This article argues that, despite globalisation forces, national education and training systems have kept their particularities. Policies of convergence, enhanced by supranational organisations such as the European Commission, have not yet led to a homogenisation of national education and training systems. The latter are still influenced by the political, economic and social framework. Thus, no single model of lifelong learning prevailed in Europe. There were countries close to the demand-led model of ‘voluntary partnership’ (e.g. UK), countries representative of the ‘formalised social partnership’ model (e.g. Sweden) and countries adhering to the ‘statist’ model (e.g. Greece). Comparing educational experience, culture and academic practice within Europe can often be an interesting and rewarding exercise. The observations in this article are based on the author's experience of six and half years' teaching at two universities in Bavaria, the completion of a doctorate at the Free University Berlin, two degrees at the University of Edinburgh (one in history, the other in social sciences), and, most recently, two years' teaching in the Politics and Contemporary History Subject Group at the University of Salford in the United Kingdom. David Johnstone and Cliff Warwick review policies for inclusion and illustrate with examples from Europe and the United Kingdom. The article surveys basic secondary education in France, which bears resemblances with arrangements in other advanced countries of Continental Europe, and from which England may derive some lessons. In the French system only one public examination is taken at intermediate level by average and above average pupils, namely the Brevet d'études du premier cycle (BEPC). In other European countries too there is a corresponding measure of the 16+ attainment. The United Kingdom is unique in considering public examination at 16+ to be of high importance and in mounting an elaborate examination procedure conducted by external examining boards. France retains an external examination for this intermediate stage but only in diminished form.
