This paper explores the cultural and economic strategies of educated but un/under-employed young Muslim men aged between 20 and 34 in a village in western Uttar Pradesh, north India. Drawing on Connell's gender theory, the paper demonstrates how economic and political forces shape Muslim young men's strategies. The paper distinguishes between 'school-educated' men, some of whom had studied in madrasahs for long periods, and the 'madrasah-educated'. Concentrating on school-educated men, we discuss their perceptions of education, and how these relate to their search for a respectable masculinity and what they regard as 'good work'. We also show how uneducated Muslim young men with alternative visions of education criticise the strategies of their educated peers. We use this account of Muslim young men's practices to emphasise the value of a culturally sensitive political economy approach to the analysis of threatened masculinities. [ABSTRACT FROM AUTHOR]

In this paper, using the 2005–2006 National Family Health Survey dataset from India, we study the likelihood of a school-age child working, combining work with schooling or being idle, rather than attending school full time. Our analysis finds that with the inclusion of household chores in the child labour definition, boys are significantly more likely than girls to be full-time students and significantly less likely to be working, being idle or combining school and work. There are also significant regional differences, with children from the north-eastern states significantly more likely to be in the idle category rather than in school. The likelihood of being in the idle category is also significantly higher for older children, children with pre-school age siblings, urban children, Muslims and children from Scheduled Tribes. Finally, parental education, household wealth and land ownership are significantly and negatively correlated with the likelihood that the child is working, but land ownership does increase the risk of a child combining work and schooling. The increased focus on issues of gender and schooling in India over the last decade has produced several gains that include more incentive schemes to make girls attend school, greater employment of women teachers and improved efforts to incorporate female protagonists in textbooks. However, a closer reading of this ‘gender’ focus reveals an inordinate concern with numbers, i.e. enrolment. The instrumentalism that underlies these efforts is revealed through a double-move effected by existing discourses. The first is to locate the reasons why girls are out of school strictly within a reading of cultural and familial practices and (secondly) to therefore fail to recognize normative practices of schooling and State policies as already deeply ‘gendered’. This double-move is epitomized in the Indian State’s more recent efforts to set up residential elementary schools for girls (Kasturba Gandhi Vidyalayas) in each district of the country; an effort that has been publicly lauded as the most effective way to overcome cultural barriers to girls’ schooling. Through a focus on policy documents that discuss this scheme, the article will interrogate the existing conflation of ‘gender’ with a biological/culturalist reading of the ‘girl child’.
