The structuring of the phenomenon of education differs according to the countries, and different models, in which central or local elements are dominant, shape the education systems. In this context, different decentralization practices in education such as school-based management practices, community control practices such as the education authority belonging to a local group, parents or a board, balanced control practices where the authority is shared equally between parents and professionals (teachers and principal). In the context of the countries (Australia, Canada and Germany) the research subject deals with, the dimensions of decentralization in education; building-facility-landworks, spending of funds, budget planning and control, staff employment, taxation, local property tax collection, self-determination, setting and managing the annual budget, setting school policy, building schools, negotiating with unions, tutoring and access to powers and responsibilities such as educational administration. At the same time, this understanding intensively includes flexible and locally focused processes in which the curriculum is determined at the state and district level. In this direction, it is thought that the results obtained in the context of the countries discussed in this research, which was carried out as a compilation study, will contribute to the elimination of the difficulties faced by the central education systems and the planning of efficient education processes by taking into account local conditions., Eğitim olgusunun yapılandırılma biçimleri ülkelere göre farklılık göstermekte olup merkezi veya yerel unsurların baskın olduğu farklı modeller eğitim sistemlerini biçimlendirmektedir Bu çerçevede okul tabanlı yönetim uygulamaları, eğitim otoritesinin yerel bir gurup, veliler veya bir kurula ait olması gibi toplum kontrolü uygulamaları, otoritenin ebeveynler ve profesyoneller (öğretmenler ve müdür) arasında eşit paylaşıldığı dengeli kontrol uygulamaları gibi eğitimde farklı yerelleşme uygulamaları hayata geçirilmiştir. Araştırma konusunun ele aldığı ülkeler (Avustralya, Kanada ve Almanya) bağlamında ise eğitimde yerelleşmenin boyutları; bina-tesis-arazi işleri, fonların harcanması, bütçe planlama ve denetimi, personelin istihdamı, vergilendirme, yerel emlak vergisi toplama, kendi kendini kurma yetkisi, yıllık bütçeyi belirleme ve yönetme, okul politikası belirleme, okullar inşa etme, sendikalarla müzakere yapma, ders ve eğitim yönetimi gibi yetki ve sorumluluklara ulaşmaktadır. Aynı zamanda bu anlayış müfredatın eyalet ve bölge düzeyinde belirlendiği esnek ve yerel odaklı süreçleri yoğun olarak içermektedir. Bu doğrultuda derleme çalışması şeklinde gerçekleştirilen bu araştırmada ele alınan ülkeler bağlamında elde edilen sonuçların, merkezi eğitim sistemlerinin karşılaştıkları zorlukların giderilmesi ve yerel şartların dikkate alınarak verimli eğitim süreçlerinin planlanması açısından katkı sunacağı düşünülmektedir.

Öğretmen eğitimi ve eğitim fakültelerinin öğretmen yetiştirme süreci ve politikaları, eğitim verimliliği ve hedeflere ulaşma açısından günümüzde halen güncelliğini korumaktadır. Nitekim ülkeler, çeşitli ulusal ve uluslararası değerlendirme sonuçlarını dikkate alarak öğretmen yetiştirme sürecinin başarısı hakkında çeşitli sonuçlara ulaşmakta ve kararlar almaktadırlar. Bu çerçevede öğretmen eğitiminin ve eğitim fakültelerinin akreditasyonunun sağlanması ve kalite güvencesinin oluşturulması önem taşımaktadır. Dünya ölçeğinde bakıldığında Amerika, Avustralya ve Avrupa ülkeleri öğretmen eğitimi sağlayan kurumların akreditasyonunda önde gelen ülkeler olmayı başarmışlardır. Yine bazı Avrupa ülkelerinde sadece temel eğitim veya ortaöğretim öğretmen yetiştirme programları akredite edilirken, bazı ülkelerde ise tüm öğretmen eğitimi programları akreditasyon değerlendirmesine alınmaktadır. Öğretmen eğitimi ve yetiştirilmesini sağlayan kurumların akreditasyon süreci, eğitim fakülteleri açısından çeşitli kritik sonuçlara da neden olabilmektedir. Nitekim İngiltere’de fon desteğinin sağlandığı öğrenci sayısının azaltılması veya hizmetlerinin durdurulması Çin’de ise programın sürdürülmesinden men etme veya düşük değerlendirme notu alan enstitülerin öğrenci kaybına uğraması gibi kurum geleceğini ilgilendiren büyük olumsuz sonuçlara neden olabilmektedir. Bu doğrultuda akreditasyon uygulamalarının öğretmen kalitesinin arttırılmasında dikkate alınması, ülkelerin gelecek eğitim vizyonlarının başarılmasında önemli yararlar sağlayacaktır., Teacher training and teacher training processes policies of education faculties are still up-to-date in terms of educational efficiency and achievement of goals. Thus countries reach various conclusions and make decisions about the success of the teacher training process by taking into account various national and international evaluation results. In this context, it is important to provide accreditation of teacher education and education faculties and to establish quality assurance. Looking at the world scale, America, Australia and European countries have succeeded in being the leading countries in the accreditation of institutions providing teacher education. However, in some European countries only basic education or secondary education teacher training programs are accredited, while in some countries all teacher education programs are evaluated for accreditation. The accreditation process of institutions that provide teacher education can also cause various critical consequences for education faculties. For example, while sanctions such as reducing the number of students to whom funding is provided or stopping their services are implemented in the UK, in China, it can cause major negative consequences for the future of the institution, such as banning the continuation of the program or the loss of students from institutes with low evaluation grades. In this direction, taking into account the accreditation practices in increasing the quality of teachers will provide important benefits in achieving the future education visions of the countries

Örgütsel yapıların işleyişi ve rekabeti açısından en önemli odak noktalardan biri örgütlerin örgütlenme biçimidir. Bu doğrultuda kamu ve özel teşebbüs niteliği taşıyan organizasyonlar, örgütlerinin verimliliği açısından sürekli bir model arayışı içerisindedirler. Bu yönüyle Holakratik örgütlenme modeli, bu arayış içerisinde son yıllarda önemli bir yer edinmiştir. Bu modelin yapısal işleyişinde takım öğrenmelerine yönelik dinamikleri araştırmak da önem teşkil etmektedir. Araştırma, derleme türü bir çalışma olup ilgili konu alanını kapsayan literatür ele alınarak hazırlanmıştır. Bu araştırmanın amacı, Holakratik örgütlenme modeli ve takım öğrenmesi arasındaki bağlantıları ortaya çıkarmaktır. Holakrasi, en kısa tanımıyla işi yapan insana değil, yapılan işe odaklanan bir örgütlenme modeli olarak tanımlanmaktadır. Geleneksel yönetim modellerinin katı, emredici hiyerarşik yapılarının aksine holakrasi, işin gerçekleşmesiyle ortaya çıkan daireler veya holonlar şeklinde bir örgütlenme yapısına sahip olup örgüt içerisindeki bireylerin birden fazla role sahip oldukları dinamik bir yapısal süreci örgütlere sunmaktadır. Bu modelde unvanlar, yaptıkları göreve, genel olarak dairelerine ve örgütlerine katkıda bulunma biçimlerine göre açıkça tanımlanmış olan çalışanların rolleriyle yer değiştirir. Her ekip veya takım, örgütün ve bulunduğu dairenin amaçlarına ve hedeflerine odaklanmakta ve örgütün amaçları açısından işbirliği yaparak birlikte öğrenmektedirler. Eş yapılar arası işbirliğinin genel şirket dairesine ve örgüte hâkim olduğu bu modelde işbirliği, alt dairelerde takım öğrenmelerinin gelişmesine ve yayılmasına neden olmaktadır. Her çalışanın gerektiğinde farklı rollerde kendini bulduğu bu model, daireler içerisindeki bireylerin işbirliği yapması ve birlikte öğrenmesini zorunlu kılmaktadır. Bu birlikte öğrenmeler, örgütün gelişmesi ve büyümesinin temel yapı taşlarını oluşturmaktadır. Aynı zamanda işlevsel toplantıların da sürece hâkim olduğu bir yapı ortaya koyan Holakraside bu toplantılar, takım öğrenme süreçlerinin aktif olarak yapılandırıldığı bir nitelik taşımaktadır. Takım öğrenmelerinin yoğun yaşandığı bu model, genellikle özel şirketler bazında uygulanmış olmasına rağmen kamu örgüt yapılarına özellikle de eğitim örgütlerine adapte edilmesi, örgütlerin verimliliği açısından yararlı olacaktır, One of the most important focal points in terms of the functioning and competition of organizational structures is the way in which the organization is organized. In this respect, organizations that are public and private enterprises are in search of a continuous model in terms of the efficiency of their organizations. Holacratic organization model has taken an important place in this direction in recent years. It is also important to investigate the dynamics of team learning in the structural functioning of this model. This study is a review of literature involving a compilation of research studies on the relevant subject matter. The aim of this research is to reveal the connections between Holacratic organization model and team learning. In short, Holacracy is defined as an organization model that focuses on the work done, not the person doing the work. Contrary to the strict, mandatory hierarchical structures of the traditional governance models, holacracy has an organization structure in the form of circles or holons, which arise from the realization of the work, and presents a dynamic structural process in which the individuals within the organization have more than one role. In this model, titles are generally replaced by the roles of employees, which are clearly defined according to the way they contribute to their work, their departments and organizations. Each crew or team focuses on the aims and objectives of the organization and the departments in which they studied, and learns in cooperation in the light of organization’s purposes. In this model, where collaboration between peer groups dominates all units and organizations, team learning develops and disseminates in the sub-units. In this model, where each employee finds himself / herself in different roles when necessary, individuals in units have to turn to cooperate and learn together. These co-learning forms create the basic building blocks of the development and growth of the organization. At the same time, holacratic organization, which sets out a structure where functional meetings dominate the process, has a quality in which team learning processes are actively structured. Although this model, which is intensely experienced in team learning, is generally applied in private companies, adaptation to public organization (especially to educational organizations) structures will be beneficial for the efficiency of organizations.

The main purpose of this research is to determine the entrepreneurship competencies of school principals according to the opinions of school principals working in public schools. In the study conducted with phenomenology design, which is one of the qualitative research designs, interviews consisting of semi-structured questions were conducted with a total of twenty-five school principals working in the Anatolian side of Istanbul and various education levels. The data obtained in line with the perceptions, experiences, and interpretations of school principals during the interview process were coded using the content analysis technique and brought together under categories and themes within the framework of research questions. Considering the findings obtained, the entrepreneurship competencies of school principals are observed to be concentrated on; (1) the competencies of taking risks, obtaining results and benefits, taking initiative responsibility, not having failure anxiety, and being an observer under the sub-theme of individual competencies. However, (2) in the sub-theme of organizational competencies, they were observed to be concentrated on the competencies of planning and evaluating opportunities, catching opportunities and innovations, sensitivity to realistic and applicable ideas, supporting the diversity of ideas, and openness to ideas. Again, (3) in the sub-theme of relational competencies, they were observed to be concentrated on the competencies of activating stakeholders and environmental opportunities, benefiting from stakeholder power, persuading, and effective communication and interaction. Finally, (4) in the sub-theme of commitment-self-confidence, they were observed to be concentrated on the competencies of perseverance and persistence. Within the framework of the findings, it is important to consider entrepreneurship competencies in the structuring processes of school leadership to make school management processes more effective., Bu araştırmanın temel amacı devlet okullarında görev yapan okul müdürlerinin görüşlerine göre okul müdürlerinin girişimcilik yeterliklerinin belirlenmesidir. Nitel araştırma desenlerinden biri olan olgubilim deseniyle yürütülen araştırmada, İstanbul ili Anadolu yakasında çeşitli eğitim kademelerinde ve okullarda görev yapan toplamda yirmi beş okul müdürü ile yarı yapılandırılmış sorulardan oluşan görüşme gerçekleştirilmiştir. Görüşme sürecinde okul müdürlerinin algıları, deneyimleri ve anlamlandırmaları doğrultusunda elde edilen veriler, içerik analizi tekniği kullanılarak kodlanmış ve elde edilen kodlar, araştırma soruları çerçevesinde çeşitli kategori ve temalar altında bir araya getirilmiştir. Elde edilen bulgulara bakıldığında okul müdürlerinin girişimcilik yeterliklerinin; (1) bireysel yeterlikler alt temasında risk alma, sonuç ve fayda elde etme, inisiyatif-sorumluluk alma, başarısızlık kaygısının olmaması ve gözlemci olma yeterliklerinde yoğunlaştığı görülmüştür. Bununla birlikte (2) örgütsel yeterlikler alt temasında fırsatları değerlendirme ve planlama, fırsatları ve yenilikleri yakalama, gerçekçi uygulanabilir fikirlere duyarlılık, fikir çeşitliliğini destekleme ve fikirlere açıklık yeterliklerinde yoğunlaştığı tespit edilmiştir. Yine (3) ilişkisel yeterlikler alt temasında paydaşları ve çevresel imkânları harekete geçirme, paydaş gücünden yararlanma, ikna etme ve etkili iletişim-etkileşim kurma yeterliklerinde yoğunlaştığı gözlenmiştir. Son olarak (3) bağlılık özgüven yeterlikleri alt temasında ise azim ve vazgeçmeme yeterliğinde yoğunlaştığı görülmüştür. Elde edilen bulgular çerçevesinde okul yönetim süreçlerinin daha etkili hale getirilmesi için okul liderliğinin yapılandırılma süreçlerinde girişimcilik yeterliklerinin dikkate alınması önem arz etmektedir.

Araştırmanın amacı, devlet okullarında görev yapan okul müdürlerinin görüşlerine göre okul müdürlerinin üretken liderlik davranışlarının ortaya çıkarılmasıdır. Olgubilim deseniyle yürütülen araştırmada, amaçlı örnekleme yöntemlerinden biri olan maksimum çeşitlilik örnekleme yöntemi kullanılarak İstanbul ili Anadolu yakasında bulunan ve devlete ait okullarda görev yapan yirmi beş okul müdürü ile yarı yapılandırılmış soruları kapsayan görüşme gerçekleştirilmiştir. Araştırmanın geçerlik ve güvenirliğini arttırmak ve veri çeşitliliğini, doygunluğunu sağlamak amacıyla görüşme süreci olabildiğince derin ve detaylı bir şekilde yürütülmüş ve aynı zamanda katılımcılarla uzun süreli etkileşim sağlanmıştır. Okul müdürlerinin üretken liderlik olgusu ile ilgili algı ve anlamlandırmaları doğrultusunda elde edilen veriler, içerik analizi tekniği kullanılarak kodlanmış ve bu kodlar daha sonra araştırma soruları çerçevesinde kategori ve temalar altında bir araya getirilmiştir. Araştırmada elde edilen bulgulara göre okul müdürlerinin üretken liderlik davranışlarının; (1) yaratıcı dinamikleri ortaya çıkarma alt temasında özgür ve rahat bir ortam yaratma, işbirliği süreçlerini harekete geçirme, kurumsal gelişime yönelik informal görüşmeler, yaratıcılığın ve yeniliğin desteklenmesi, paydaşları üretime sevk etme, birey potansiyelini keşfetme ve destekleme davranışları üzerinde yoğunlaştığı, (2) yenilik üretme kapasitesi alt temasında varsayımlara ve alışkanlıklara meydan okuma, gelişim ve öğrenmeye teşvik, üretme ve geliştirme ihtiyacı hissetme, fikir çeşitliliğini destekleme, rutin dışına çıkma ve kişisel gelişime yönelik ihtiyaç hissetme davranışlarında yoğunlaştığı görülmüştür. Elde edilen bulguların ortaya koyduğu şekliyle modern çağın gerektirdiği eğitim süreçlerinde okul müdürlerinin üretken liderlik kapasitesine sahip olmaları, okul ve öğrenci gelişimi açısından ülkelerin eğitim sistemlerine önemli katkılar sağlamaktadır., The aim of the study is to reveal the generative leadership behaviors of school principals according to the views of school principals working in public schools. In the study conducted with phenomenological design, interviews with twenty-five school principals who work in state-owned schools in the Anatolian side of Istanbul were conducted using the maximum diversity sampling method, which is one of the purposeful sampling methods, including semi-structured questions. In order to increase the validity and reliability of the study and to ensure the data diversity and saturation, the interview process was carried out as deeply and in detail as possible, and at the same time, long-term interaction with the participants was provided. The data obtained in line with the perceptions and interpretations of the school principals about generative leadership were coded using content analysis technique and these codes were then brought together under categories and themes. According to the findings of the study, the generative leadership behaviors of school principals: (1) focuses on creating a free and comfortable environment, activating cooperation processes, informal interviews for institutional development, supporting creativity and innovation, encouraging stakeholders to production, discovering and supporting individual potential in the sub-theme of revealing creative dynamics. (2) In the sub-theme of capacity to produce innovation, it has been observed that it focuses on the behaviors of challenging assumptions and habits, encouraging development and learning, feeling the need to produce and develop, supporting diversity of ideas, going out of routine and feeling the need for personal development. As the findings reveal, school principals' having generative leadership capacity in the educational processes required by the modern age makes significant contributions to the education systems of countries in terms of school and student development.

Bu araştırmanın amacı, devlete ait okullarda görev yapan öğretmen algı ve değerlendirmelerine göre okul müdürlerinin sürdürülebilir yönetim davranışlarını kapsayan ve bu davranışlara ait maddeleri içeren geçerli ve güvenilir bir ölçek geliştirmektir. Sürdürülebilirlik ile ilgili literatür incelemesi sonrasında yetmiş beş maddeden oluşan ve beşli likert tipinde madde havuzu oluşturulmuş ve daha sonra maddelerin kapsam geçerliliğinin değerlendirilmesi amacıyla maddeler on bir uzmanın görüşüne sunulmuştur. Uzman görüşleri sonrasında on beş madde ölçekten çıkarılmıştır. Bu işlemin ardından altmış maddeden oluşan ölçek taslak formu oluşturulmuştur. Ölçek madde taslak formu, yirmi öğretmenden oluşan bir guruba pilot olarak uygulanmış ve daha sonra AFA analizinin gerçekleştirilmesi amacıyla ilk uygulama 2020 yılı Mart-Nisan aylarında; DFA analizinin gerçekleştirilmesi için ikinci uygulama 2020 yılı Mayıs-Haziran aylarında gerçekleştirilmiştir. Ölçek, İstanbul ili Çekmeköy ilçesinde görev yapan (ilk uygulamada 436 öğretmen, ikinci uygulamada ise 724 öğretmene ulaşılmıştır) öğretmenlere online platformlar kullanılarak uygulanmıştır. Elde edilen bulgular çerçevesinde AFA süreci sonrası ölçeğin dört faktörlü bir yapıya sahip olduğu görülmüş ve birden fazla faktörden .30 ve üzerinde yük aldığı görülen ve yük farkının .100’den az olduğu on madde ölçekten çıkarılmıştır. AFA sonucunda toplam varyansın %76.28’ini açıklayan “Kurumsal İşleyişe Yönelik Davranışlar”, “Ekonomik Verimliliğe Yönelik Davranışlar”, “Çevresel Duyarlılığa Yönelik Davranışlar”, Koruma Hassasiyeti Davranışları” alt boyutlarından ve toplamda 50 maddeden oluşan SYD ölçeği elde edilmiştir. Daha sonra ölçeğe ait güvenirlik katsayıları, ayırt edicilik indeksleri ile ölçek toplam ve alt boyutları arasındaki korelasyonlar hesaplanmıştır. Son olarak ölçek modelinin doğrulanması amacıyla DFA gerçekleştirilmiş ve elde edilen uyum iyiliği değerleri, ölçüt kriterlere uygun olarak ölçek modelini doğrulamıştır. Elde edilen tüm bu değerler, geliştirilen ölçeğin geçerli ve güvenilir yapısını doğrular niteliktedir., This study aims to develop a valid and reliable scale that covers the sustainable management behaviors of school principals according to the perceptions and evaluations of teachers working for state schools and includes items related to these behaviors. After the literature review on sustainability, a five-point Likert-type item pool consisting of seventy-five items was created, and then, the items were presented to eleven experts to evaluate the content validity of the items. Fifteen items were removed from the scale after expert opinions. After this process, a scale draft form consisting of sixty items was created. The scale item draft form was applied as a pilot study to a group of twenty teachers, and then to carry out the EFA analysis, the first application was performed in March-April 2020, and to carry out the CFA analysis, the second application was performed in May-June 2020. The scale was applied to the teachers working in the Çekmeköy district of İstanbul (the researchers reached 436 teachers in the first application and 724 teachers in the second application) using online platforms. Within the framework of the findings obtained, the scale was observed to have a four-factor structure after the EFA process, and ten items, which were found to have a load of .30 or more from more than one factor and the load difference was less than .100, were removed from the scale. As a result of EFA, the SMB scale consisting of a total of 50 items with sub-dimensions of “Corporate Functioning Behaviors”, “Economic Efficiency Behaviors”, “Environmental Sensitivity Behaviors”, and “Protection Sensitivity Behaviors” that explain 76.28% of the total variance was obtained. Then, the reliability coefficients of the scale, the discrimination indexes, and the correlations between the total and sub-dimensions of the scale were calculated. Finally, CFA was performed to validate the scale model and the obtained goodness-of-fit values confirmed the scale model under the criteria. All these obtained values confirm the valid and reliable structure of the developed scale.

The purpose of the study is to examine the reasons why assistantprincipals leave their positions voluntarily. The phenomenology pattern, whichis one of the qualitative research methods, was used in data analysis and thedata were collected using a semi-structured interview form. Through thecriterion sampling method, 21 teachers who had resigned from the assistantprincipal positions and turned back to teaching positions in differentdistricts of Istanbul were interviewed. The data obtained from the interviewswere coded and subjected to content analysis under themes. In the study, it wasobserved that most of the people who resigned from assistant principalpositions were male and they resigned in the beginning phase of their careers(1-3 years). Most of those who resigned were elementary school teachers andmost of them resigned from the schoolwith 1000-1999 students and 31-70 teachers. At the same time, most of them resignedin the first three years of their managerial positions and 11 years or more oftheir teaching positions. The majority of those who resigned from assistantprincipal positions stated that administrative paperwork was too much, they hadbeen engaged in non-duty jobs, they had been forced to encounter recruitmentinterviews and political-ideological barriers and they did not consider theassistant principal position as a career. As an external factor, family factorswere observed to be effective in resigning. When the internal factors wereexamined, the following reasons were observed: workload, having difficulty inhaving teachers and other staff make things, being caught in the middle of theprincipal and the teachers, the littleness of the income of the assistantprincipal position, minimum annual leave, being obliged to use less time thanthe annual leave period and long working hours. At the same time, they statedthat they were experiencing mental-emotional exhaustion in the assistantprincipal position and that the majority of them (12 / 21) did not considerreturning to that position. In this respect, it is noteworthy for the researchthat the factors within the school and career rights are more dominant in termsof reasons for and dimensions of resignation., Araştırmanın amacı, müdür yardımcılığı görevinden kendiisteğiyle ayrılan okul yöneticilerinin görevden ayrılma nedenlerininincelenmesidir. Nitel araştırma yöntemlerinden olgubilim deseniyle yürütülençalışmanın verileri, yarı yapılandırılmış görüşme formu kullanılarak eldeedilmiştir. Ölçüt örnekleme yoluyla İstanbul’un altı ilçesinde önceden müdüryardımcılığı yapmış ve istifa ederek öğretmenliğe dönmüş 21 öğretmen ilegörüşülmüştür. Görüşmelerden elde edilen veriler kodlanmış ve temalar altındaiçerik analizi gerçekleştirilmiştir. Araştırmada müdür yardımcılığından istifaedenlerin çoğunluğunu erkek yöneticiler oluşturmakta olup, çoğunluğukariyerlerinin başlangıç basamağında (1-3 yıl) istifa etmişlerdir. Müdüryardımcılığını bırakanların büyük bir bölümü idari evrak işlerinin fazlaolduğunu, görev alanı dışı işlerle uğraştıklarını; önlerinde kariyer engeliolarak mülakat ve siyasi-ideolojik engellerin olduğunu, müdür yardımcılığınıkariyer olarak görmediklerini belirtmişlerdir. Aynı zamanda istifa etmelerindedış etken olarak aile kaynaklı nedenlerin, iç etken olarak iş yükünün etkiliolduğunu; öğretmenlerle ilişkileri bakımından öğretmenlere ve diğer personeleiş yaptırmakta zorluk yaşadıklarını, öğretmen ile müdür arasında kaldıklarını;müdür yardımcılığının maddi getirisinin olmadığını, izin haklarının az olduğunuve kullanamadıklarını, uzun çalışma sürelerine sahip olduklarınıbelirtmişlerdir.
