Purpose: of this article is to develop a methodology for assessing the degree of achievement of sustainable development by Russian regions based on a combination of basic universal indicators in a given time interval.Methods: the article is based on the use of statistical methods to build a sustainable development rating of the regions of the Russian Federation in the context of the sustainable development goals (SDGs) for the period 2018–2020, based on three blocks – economic, social and environmental.Results: the authors of the article proposed and applied the universal methodology for compiling a rating of sustainable development of Russian regions within the economic, social and environmental blocks. For each subject of the Federation, the dynamics of the rating for the period under review was calculated and analyzed.Conclusions and Relevance: the approach proposed in the article makes it possible to identify regions-leaders and regions that systematically lag behind in terms of achieving the SDGs, as well as to identify regions that show a steady increase (decrease) in ratings for SDG indicators. The proposed algorithm for assessing the degree of achievement of sustainable development parameters can be used to identify trends in the development of Russian regions, identify factors and mechanisms that determine the opportunities and conditions for achieving the SDGs by Russian regions, and is an effective tool for regional policy in the field of achieving sustainable development. The results of the study make it possible to develop and improve the system for managing the socio-economic development of Russian regions, develop strategies and guidelines for their development in various time frames, and therefore may be of interest to managers at the federal, regional and municipal levels.

Today’s social and economic development of Russian regions is characterized by extreme unevenness and depends on many factors affecting the potential possibilities of the territory. Proceeding from this fact, the article studies key economic trends, which research theoretical foundations of regional growth and territorial development, reveals their main idea and identifies factors influencing the development of regions in order to use them in the analysis of Russian regional inequality. The authors investigate differentiation of Russian regions’ inequality by a number of social and economic parameters and distinguish groups of regions, which gives an opportunity to discover key factors of their development and find reasons for their backwardness. On the basis of the comparative analysis they came to the conclusion that territorial polarization of Russian regions goes on rising, mainly in wages, investment budget revenues, while investment concentration is still observed in regions with max competitive advantages, i. e. high agglomeration and rich in raw materials. According to the authors, these problems can be resolved by complex measures of state policy, which have both general regional and selective nature. For each group of regions lines of selective regional policy were put forward, which could effectively smooth regional disproportions and promote the development of economy as a whole.

In current conditions of economic instability a serious role in providing sustainable development to Russian economy belongs to effective realization of economic potential of the country and its regions, including its component – production potential. In spite of a number of successive crises factors of stability keep being important for the country’s economy, which could raise sustainability to uncertainty on finance markets, external impact and ensure economic growth. They include, for example renovation and modernization of industrial enterprises, growth of investment in fixed assets, introduction of innovation, improvement of the quality of labour capital. In this connection the article shows the dynamics of key components of production potential and regional peculiarities of their use.
