Germany's energy sovereignty is undermined by US sanctions on the Nord Stream 2 gas pipeline. As a result, questions surrounding states’ strategic capability in energy affairs have recently become a matter of discussion, particularly in Germany, where little attention was previously paid to the notion of energy sovereignty. In view of today's fundamental upheavals in international politics, especially with regard to the geostrategic US-China rivalry, debates about a state's ability to formulate its strategic interests, prioritise its actions and shape its options for energy policy are becoming increasingly important. China's industrial and connectivity policies, the role of the US in energy markets and the energy transformation at large are rapidly changing the global energy landscape and tipping balances of power. The Covid-19 pandemic further accelerates and reinforces these trends. Therefore, it is necessary to integrate energy sovereignty into political debates on the future of sustainable and resilient energy supplies, particularly at the EU level. In order for this to occur, strengthening EU cohesion remains a prerequisite, if not a conditio sine qua non. (author's abstract)

Mit Russlands Ablehnung weiterer Förderkürzungen und der darauffolgenden Ankün­digung Saudi-Arabiens, die eigene Ölproduktion hochzufahren, ist Anfang März ein massiver Preisverfall auf dem internationalen Ölmarkt eingetreten. Während Saudi-Arabien mit niedrigen Preisen seine Marktanteile ausbauen will, ist die Strategie Russlands keineswegs eindeutig. Moskau will zwar an seiner Förderquote festhalten, hat aber auch kein Interesse an einer ausgedehnten Preisschlacht. Ob Saudi-Arabien mit seiner Eskalation Erfolg hat oder sich Russlands kompromissloses Auftreten aus­zahlen wird, hängt nicht nur vom Durchhaltevermögen der beiden Länder ab. Ent­scheidend sind auch die Entwicklung der Ölnachfrage und die Anpassungsreaktionen anderer Ölförderer, insbesondere der US-amerikanischen Fracking-Industrie. (Autorenreferat)

Im Juni 2020 sagte die saudi-arabische Regierung die jährliche "große Pilgerfahrt" ("Hajj") nach Mekka für alle aus dem Ausland anreisenden Gläubigen ab. Schon Ende Februar hatte sie die "Umra" genannte "kleine Pilgerfahrt" ausgesetzt. Damit hat die Corona-Krise bewirkt, dass neben den Einkünften aus dem Ölexport auch die zweit­wichtigste Einnahmequelle der saudi-arabischen Regierung schwer getroffen ist, auf die sie selbst in Krisenzeiten meist bauen konnte. Das Jahr 2020 dürfte zum Epochenjahr der Geschichte Saudi-Arabiens werden, denn der zeitweilige dramatische Verfall der für seine Wirtschaft so wichtigen Erdölpreise seit Frühjahr reduzierte die Staats­einnahmen so drastisch, dass das Königreich zu Steuererhöhungen und Sparmaßnah­men griff, um die Krise abzufedern. Trotzdem setzt Kronprinz Muhammad Bin Salman auf Kontinuität, indem er sein immens teures wirtschaftliches Reformprogramm "Vision 2030" fort­führt, seine aggressive antiiranische Regionalpolitik weiterverfolgt - bisher ein­schließlich des Krieges im Jemen - und unvermindert moderne Waffensysteme für die saudischen Streitkräfte kaufen lässt. Diese Politik wird das Königreich rasch an die Grenzen seiner finanziellen Belastbarkeit bringen und dazu zwingen, Prioritäten zu setzen. (Autorenreferat)

Deutschlands Energiesouveränität wird durch die US-Sanktionen gegen die Gas­pipeline Nord Stream 2 beschnitten. Damit rücken Fragen der strategischen Handlungsfähigkeit in der Energiepolitik in den Fokus, die bisher in Deutschland kaum disku­tiert werden. Die Auseinandersetzung mit strategischen Interessen, Handlungs­maximen und Gestaltungsoptionen wird immer wichtiger angesichts der funda­mentalen Umbrüche in der internationalen Politik, insbesondere der strategischen Rivalität zwischen China und den USA. Chinas Industrie- und Konnektivitätspolitik, die Rolle der USA auf den Energiemärkten und die Energietransformation verändern die globale Energielandschaft und die Machtverhältnisse rasant. Die Corona-Pan­demie beschleunigt und vertieft die Trends zusätzlich. Deshalb tut es not, Fragen der Energiesouveränität in die politische Debatte darüber zu integrieren, wie eine nach­haltige und resiliente Energieversorgung ausgerichtet werden sollte. Nicht zuletzt gilt es, den Zusammenhalt in der Europäischen Union (EU) zu stärken. (Autorenreferat)

Diese Arbeit beschäftigt sich mit Themen der Umwelt- und Ressourcenökonomie und besteht aus zwei allein verfassten Artikeln (Artikel 1 und 3) und einem gemeinsam verfassten Artikel (Artikel 2). Im Folgenden werden die wichtigsten Forschungsfragen der einzelnen Artikel, die Methoden und Ergebnisse sowie die wichtigsten Beiträge zum Forschungsstand aufgezeigt. Artikel 1: Übergang zu geringen Kohlenstoffausstoß: Investitionen des Privatsektors in Projekte erneuerbarer Energien in Entwicklungsländern Ein Übergang zu sauberen Energiequellen ist ohne die Beteiligung des Privatsektors wahrscheinlich nicht stattfinden wird. Bislang hat sich jedoch der größte Teil der Literatur, die sich mit den Determinanten von Investitionen in erneuerbare Energien beschäftigt, auf die Industrieländer konzentriert. Darüber hinaus wurde der Zusammenhang zwischen der Abhängigkeit von fossilen Brennstoffen und Investitionen des privaten Sektors in erneuerbare Energien nicht untersucht. Dieser Artikel wendet die Methode „Multiple-Spell Discrete-Time Survival Analysis“ auf einen Datensatz der privaten Beteiligung an Projekten im Bereich der erneuerbaren Energien in einer Stichprobe von 134 Entwicklungsländern und Ländern mit mittlerem Einkommen an, und zwar für den Zeitraum 1990 bis 2012. Der Artikel untersucht die Zeitspanne, die vom Privatsektor für Investitionen in erneuerbare Energieprojekte benötigt wird, und wie diese von der hohen Abhängigkeit von fossilen Brennstoffen beeinflusst wird. Diese Arbeit trägt auf verschiedene Weise zur Fachliteratur bei. Erstens beleuchtet sie die Faktoren, die den Zeitpunkt beeinflussen, zu dem Investitionen des Privatsektors in Projekte im Bereich der erneuerbaren Energien stattfinden. Zweitens prüft dieser Artikel die Hypothese des "Carbon Lock-In", der zufolge die Abhängigkeit von fossilen Brennstoffen in ihren verschiedenen Formen Investitionen des privaten Sektors in erneuerbare Energien behindert. Drittens konzentriere ich mich ausschließlich auf Entwicklungsländer und Länder mit mittlerem Einkommen, die in der Literatur weiterhin unterrepräsentiert sind. Die Ergebnisse deuten darauf hin, dass eine höhere Abhängigkeit von fossilen Brennstoffen in Form von Ressourcenrenten und einem höheren Verbrauch fossiler Brennstoffe zu einer geringeren Wahrscheinlichkeit von Investitionen in erneuerbare Energien führt. Der negative Effekt wird jedoch abgeschwächt, wenn in der Vorperiode Investitionen getätigt wurden. In Übereinstimmung mit der bisherigen Literatur stützen die Ergebnisse die Annahme, dass eine Reihe makroökonomischer Variablen, wie höhere Ölpreise, ein höheres Pro-Kopf-Einkommen und die Umsetzung von nationalen Maßnahmen im Bereich der erneuerbaren Energien, eine wichtige Rolle für eine erhöhte Wahrscheinlichkeit von Investitionen des privaten Sektors spielen. Die Ergebnisse sind angesichts der jüngsten Trends bei den internationalen Ölpreisen relevant, da sie zwei potenziell konkurrierende Effekte vermuten lassen, wobei niedrigere Ölpreise möglicherweise Investitionen durch einen höheren Verbrauch fossiler Brennstoffe verzögern, dieselben niedrigeren Preise sich aber positiv auf die Investitionen auswirken aufgrund niedrigerer Ressourcenrenten. Artikel 2: Geographische Nähe und Verbreitung erneuerbarer Energien: Ein empirischer Ansatz Die Reform der Energielandschaft ist von zentraler Bedeutung für die Erreichung der Ziele nachhaltiger Entwicklung (SDGs) und hängt wesentlich von der erfolgreichen Einführung und Verbreitung erneuerbarer Energien über Landesgrenzen hinweg ab. Bisher hat die Literatur zur Verbreitung erneuerbarer Energien eine Reihe wichtiger Einflussfaktoren wie Einkommensniveau, nationalen Energieverbrauch und Verfügbarkeit von Finanzmitteln aufgezeigt. Die Bedeutung der geografischen Nähe betroffener Staaten zueinander für die Erklärung der beobachteten Diffusionsmuster erneuerbarer Energien bleibt jedoch unerforscht, trotz der potenziellen Auswirkungen räumlicher Wechselbeziehungen auf die Kapitalakkumulation und den Wissenszuwachs und damit auf das langfristige Wirtschaftswachstum. Dieser gemeinsam verfasste Artikel untersucht drei grundlegende Fragen. Erstens wird die Bedeutung der geografischen Nähe zu den Neueinführern für die Erklärung von Diffusionsmustern erneuerbarer Energien untersucht. Zweitens prüfen wir, ob dieser Effekt angesichts eines hohen Maßes an Handel mit Neueinführern an Bedeutung gewinnt. Drittens untersuchen wir, ob sich die Bedeutung der geografischen Nähe zu Diffusionsmustern im Laufe der Zeit ändert. Bei der Untersuchung der Auswirkungen der geografischen Nähe von Neueinführern auf die Verbreitung erneuerbarer Energien haben wir zwei Indizes so konstruiert, welche die Intensität der Technologieeinführung in einem Land eine Funktion aus (1) der geografischen Nähe zu einem intensiven Anwender (Entfernungsindex) und (2) höheren bilateralen Handelsströme (Handelsindex) darstellen. Unsere Ergebnisse unterstreichen die Tatsache, dass die Verbreitungswirkung von Technologien erneuerbarer Energien auf andere Länder, wie bei anderen Technologien auch, einen räumlichen Aspekt hat. Darüber hinaus treten stärkere Spillover-Effekte auf, wenn intensive Nutzer erneuerbarer Energien auch wichtige Handelspartner sind, was die Bedeutung von Handelsbeziehungen mit Technologieübernehmern als potenzieller Katalysator für die Verbreitung erneuerbarer Energien über Landesgrenzen hinweg unterstreicht. Dieser Artikel trägt zur Fachliteratur über Wissenstransfer im weiteren Sinne bei und ist ein Schritt zur Schaffung der vorgeschlagenen Verbindungen zwischen Geographie, internationalem Handel und Technologietransfer. Angesichts der Bedeutung von Technologietransfers für den Wirtschaftswachstumsprozess ist die technologische Interdependenz zwischen den Ländern, die durch räumliche externe Effekte hervorgerufen wird, wichtig für die Erklärung des Konvergenzprozesses zwischen Ländern. Artikel 3: Ökologische Industrie in Vietnam: Umweltstandards und Ressourceneffizienz in KMU Die Diskussion darüber, ob verbindliche oder freiwillige Umweltmanagementstandards ökologisch und wirtschaftlich zu einer Win-Win-Situation beitragen, war in letzter Zeit ein Thema von Interesse. Für Großunternehmen in Industrieländern ist ein solcher Win-Win-Effekt dokumentiert; über die Wirksamkeit dieses Instruments zur Erreichung der Ressourceneffizienz in kleinen und mittleren Unternehmen (KMU), insbesondere in Schwellenländern, ist jedoch wenig bekannt. In Vietnam gaben hohe industrielle Wachstumsraten und die ineffizienten Technologien, die von den meisten KMU verwendet werden, Anlass zur Sorge über die Verschwendung von Materialien und Brennstoffen in ressourcenintensiven Industrien. Infolgedessen hat das Umweltschutzgesetz von 2005 Unternehmen, die umweltbelastende Tätigkeiten ausüben, verpflichtet, sich einer Umweltverträglichkeitsprüfung zu unterziehen und die Einhaltung der Vorschriften durch ein Zertifikat über die Einhaltung von Umweltstandards nachzuweisen. Dieser Artikel schließt eine Forschungslücke, indem es empirisch prüft, ob die Einführung von Umweltstandardzertifikaten durch kleine und mittlere Unternehmen des verarbeitenden Gewerbes in Vietnam zur Ressourceneffizienz für den Zeitraum 2011 bis 2013 beiträgt, wobei die Ressourceneffizienz am Gesamtverbrauch von Wasser, Kraftstoff und Strom pro Produktionseinheit gemessen wurde. Um zu untersuchen, wie sich die Einführung eines Umweltstandardzertifikats auf die Ressourceneffizienz auswirkt, verwende ich in diesem Artikel einen ausgewogenen Paneldatensatz, der von der Erhebung für kleine und mittlere Produktionsunternehmen (KMU) aus den Jahren 2011 und 2013 stammt; dieser umfasst 1.333 Unternehmen, die über 17 Produktionssektoren und 10 Provinzen verteilt sind. Ich benutze eine Instrumentvariablenschätzung, um Endogenitätsprobleme zu beheben, welche sich durch die umgekehrte Kausalität zwischen Zertifikatsübernahme und Ressourceneffizienz ergeben. Diese Arbeit zeigt eine Reihe von Faktoren auf, die wahrscheinlich Schlüsselvariablen sind, wenn eine Entscheidung über die Einführung einer Umweltstandardzertifizierung ansteht; dies sind Unternehmensgröße, Investitionen in neue Technologien und der Verkauf von Produkten über den Online-Handel. Das Ergebnis zeigt, dass die Einführung von Umweltstandardzertifikaten bei KMU des verarbeitenden Gewerbes in Vietnam zu einer höheren Gesamtressourceneffizienz im Zeitraum 2011 bis 2013 beigetragen hat, was sich in einem geringeren Verbrauch von Strom, Kraftstoff und Wasser je Produktionseinheit widerspiegelt. Die größten Einsparungen ergeben sich bei Strom (3,25%), gefolgt von Kraftstoff (2,68%) und Wasser (2,2%). Darüber hinaus wurde festgestellt, dass die Zertifizierung je nach Branche einen heterogenen Einfluss auf das Ausmaß der Ressourceneinsparung hat. Weniger umweltschädliche Produktionstätigkeiten (z.B. Holz, Papier, Druck, Lebensmittel und Getränke, Schmuck) erzielten etwa 3,5% Ressourceneinsparung bei 5% Signifikanzniveau, verglichen mit nur 1,82% in umweltschädlicheren Sektoren wie Gummi, Mineralöl und chemischen Erzeugnissen. Bei den Kontrollvariablen trugen staatliche Förderung sowie Investitionen in neue Maschinen und der Einsatz eines höheren Anteils von wiederverwertete Rohstoffen aus Haushalten zur Effizienz der Ressourcennutzung bei., This thesis explores topics in environmental and resource economics and is composed of two single-authored papers (Papers 1 and 3) and one co-authored paper (paper 2). The following paragraphs highlight the main research question of each paper, methodology and results and the main contributions made. Paper 1: Low-Carbon Transition: Private Sector Investment in Renewable Energy Projects in Developing Countries A transition to clean energy sources is unlikely to occur without the participation of the private sector. To date, however, most of the literature investigating determinants of renewable energy investments has focused on developed countries. In addition to this, the link fossil fuel dependence and private sector investment in renewable energies has not been investigated. This paper applies discrete time, multiple spell survival model to a dataset of private participation in renewable energy projects in a sample of 134 developing and middle-income countries for the 1990-2012 period. The paper examines the duration leading to private sector investment in renewable energy projects and how this is affected by the high dependence on fossil fuels. This paper contributes to the literature in a number of ways. First, it focuses on the factors affecting the time at which private sector investments in renewable energy projects occur. Second, the paper tests the “carbon lock-in” hypothesis in which fossil fuel dependence in its different forms deters private sector investment in the renewable energy. Third, I solely focus on developing and middle-income countries which remain understudied in the literature. The results suggest that higher dependence on fossil fuels, in the form of fuel rents and higher fossil fuel consumption, lead to a lower probability of investments in renewables. However, the negative effect becomes less pronounced with having investments in previous period. Consistent with previous literature, the results support the belief that a number of macroeconomic variables, such as higher oil prices, higher income per capita, and the implementation of domestic renewable energy policies, play an important role in increasing the likelihood of private sector investment. The results are relevant in light of recent trends in international oil prices as they suggest two potential competing effects, with lower oil prices potentially delaying investments directly through higher fossil fuel consumption but positively affecting investment through lower fuel rents. Paper 2: Geographical Proximity and Renewable Energy Diffusion: An Empirical Approach The reform of the energy landscape is central to achieving the sustainable development goals (SDGs) and it depends substantially on the successful adoption and diffusion of renewable energies across countries. To date, the literature on the diffusion of renewable energies has highlighted a number of important determinants such as income level, domestic energy consumption and availability of finance. However, the importance of geographical proximity in explaining the observed diffusion patterns of renewable energies remains unexplored, despite the potential implications of spatial interrelationships in terms of capital accumulation and knowledge spill-over and therefore on long run economic growth. This co-authored paper examines three fundamental questions. First, it explores the importance of geographic proximity to adopters in explaining diffusion patterns of renewable energies. Second, we test whether this effect becomes more important given a large share of trade with adopters. Third, we investigate whether the importance of geographic proximity to diffusion patterns changes over time. Our results highlight the fact that the scope of diffusion of renewable energy technologies across countries like other types of technology has a spatial aspect. In addition, stronger spillover effects occur when intensive adopters of renewable energies are also important trading partners, highlighting the relevance of trade links with technology adopters as a potential catalyst of the diffusion of renewable energies across countries. The paper contributes to the larger literature on knowledge transfer and is a step in establishing the proposed links between geography, international trade and technology transfer. Given the importance of technology transfer in the economic growth process, technological interdependence between countries generated by spatial externalities is important in explaining convergence process between countries. Paper 3: Greening Industry in Vietnam: Environmental Standards and Resource Efficiency in SMEs The debate of whether mandatory or voluntary environmental management standards contribute to a win-win situation environmentally and economically has been an issue of interest recently. For large-scale enterprises in industrialised countries, such win-win has been documented; but little is known about the effectiveness of this instrument in achieving resource efficiency in small and medium enterprises (SMEs), especially in emerging countries. In Vietnam, high industrial growth rates and the inefficient technologies used by most SMEs raised concerns about the waste of materials and fuels in resource intensive industries. As a consequence, the law of Environmental Protection of 2005 required firms engaged in polluting activities to undergo an environmental impact assessment and upon compliance, obtain a certificate acknowledging satisfaction of environmental management standards (EMS). This paper fills a research gap by empirically testing whether the adoption of environmental standards certificates by small and medium enterprises in the manufacturing sector in Vietnam contributes to resource efficiency for the (2011-2013) period, where resource efficiency is measured by the aggregate consumption of water, fuel, and electricity per unit of output. In this paper, to examine the impact of adopting environmental standards certificate on resource efficiency, I use a balanced panel dataset for the years 2011 and 2013 of the Small and Medium Scale Manufacturing Enterprise (SME) survey, which comprise 1,333 firms distributed across 17 manufacturing sectors and 10 provinces. I estimate an instrumental variable model to control for the possible sources of endogeneity arising for the reverse causality between certificate adoption and resource efficiency. The paper finds a number of determinants for ESC adoption, where firm size, investment in new technology and engaging in selling products via e-trade are likely to be key variables in the decision to adopt certification. The result indicates that adopting environmental standards certificates among manufacturing SMEs in Vietnam contributed to higher aggregate resource efficiency during the 2011-2013 period, reflected by a lower use of electricity, fuel and water for each unit of output. The largest savings relate to electricity (3.25%) followed by fuel (2.68%) and water (2.2%). Additionally, certification was found to have a heterogeneous effect on the extent of resource saving depending on the sector of operation. Less polluting manufacturing activities (for example such as wood, paper, printing, food and beverages, jewellery) achieved about 3.5% resource savings at 5% significance level compared to only 1.82% in more polluting sectors such as rubber, refined petroleum and chemical products. With regards to the control variables, receiving government assistance, as well as investing in new machinery and using a higher share of raw material from households, contributed to efficiency in resource use.

"This article discusses the possibilities and obstacles for a cost-effective implementation of policies that will lead to a significant reduction in global CO2 emissions from the use of oil. The structural conditions and economic consequences of changing national or regional energy systems vary dramatically. In addition, there are a large number of actors with strong interests along the energy value chain that may potentially halt, delay or alter the implementation of the Paris treaty. We analyze these issues by first locating oil in the overall energy system, then identifying possibilities and obstacles at various stages of the oil value chain, and finally by contextualizing global oil by discussing whether and how it may be affected by geopolitics and regional conflict. In brief, our argument is that developments in consumption volumes and patterns will be most important. Market forces are vital, but they are influenced by politics and public policy outcomes. Transportation is the most important sector for oil consumption, with changes in transport behavior, modes and technology being vital drivers. The behavior of investors will be a decisive factor in shaping the production side of the oil system. If investments go down as a response to lasting low oil prices and/or because investors decide to turn to green economy options, the supply of oil will logically shrink. On the other hand, the growth and development aspirations of a rapidly growing population in developing countries are likely to stimulate demand and thus increase exploration, production and subsequently the price. Der Autor untersucht die Verwaltung der Erdöleinnahmen in Ghana während der ersten fünf Jahre seit Beginn der Förderung im Jahr 2010. Seine Analyse beruht auf Berichten des Petroleum Transparency and Accountability Index, amtlichen Dokumenten wichtiger staatlicher Stellen und Interviews mit Persönlichkeiten des Ölsektors. Er konzediert zwar Fortschritte in Richtung auf eine transparente und verantwortliche Nutzung der Erdöleinnahmen, aus seiner Sicht könnte allerdings deutlich mehr erreicht werden, wenn entscheidende Gesetzesvorhaben umgesetzt würden und Staat und Politiker proaktiv und ohne Verzögerung im Erdölsektor intervenieren würden. Das könne zur Vermeidung gesellschaftlicher Konflikte beitragen, die aufgrund mangelnder Information über die Verwendung der Erdöleinnahmen entstehen könnten, sowie zur Verhütung korrupter Praktiken durch Politiker und Verantwortliche im Erdölsektor. This paper undertakes a five-year review of the management of oil revenues in Ghana since the commencement of oil production in 2010. Using reports from the Petroleum Transparency and Accountability Index, official records from key state agencies, and interviews with core individuals within the petroleum sector, the paper assesses the quality of transparency and accountability in the management of Ghana’s oil revenue. It argues that even though some progress has been made in the transparent and accountable use of oil revenues, more can be achieved if certain critical bills are passed and proactive interventions pursued without further delay on the part of government and policymakers within Ghana’s petroleum sector. These would help prevent both potential social conflict that may result from a lack of information on how oil revenues are utilised and the corrupt use of oil funds by politicians and people in authority within the oil industry.

Economic stagnation and demographic change in Russia are putting intense pressure on the government budget. Tax revenues have been declining since the late 2000s. Meanwhile, the oil dependency of Russia's budget has in­creased significantly. This became patently clear when the oil price plum­meted in 2014. Energy revenues have since begun to recover, but the Finance Ministry’s reserves have shrunk considerably and are only slowly being replenished. To keep public budgets stable, the Russian government is forced to raise taxes and extend the retirement age in the years to come. There is a widen­ing gap in funds required to cover the paternalistic social policies of earlier years. At the same time, the struggle for control of public resources is having a destabilizing effect on the political regime - especially in light of the ever more pressing question of Putin’s successor in the Kremlin. Up to the presidential election of 2018, the Russian leadership avoided making any budget cuts that would have hurt key clientele groups: retirees and the military-industrial complex. Additional income was generated in­stead through a series of smaller budgetary adjustments. Shortly after the start of Putin's fourth term, however, tax raises and a higher retirement age were announced, which lead to drastic declines in the president’s approval ratings. As a reaction to shrinking funds, budget policy is now being controlled in a more centralized way by Moscow, while public oversight of government budgets has been restricted. Shadow budgets have also emerged outside the purview of the finance administration. In this complex and politically tense situation, conflicts between elites are erupting with increasing frequency, bearing risks for Putin's fourth term in office. (Autorenreferat)

Trotz massiver Produktionsausfälle durch die Angriffe auf saudi-arabische Ölförderanlagen am 14. September 2019 blieb der Ölpreis stabil. Dies verdeutlicht zweierlei: Eine Rückkehr zum Preisniveau von über 100 USD ist sehr unwahrscheinlich, und die ölexportierenden arabischen Golfstaaten stehen weiterhin unter massivem Anpassungsdruck. Die Schwäche des Ölpreises seit dem Jahr 2014 ist im Gegensatz zu früheren Phasen von Ölpreisrückgängen nicht zyklisch, sondern strukturell. Sie ist das Ergebnis einer stark gestiegenen Förderung unkonventioneller Öle und dürfte sich langfristig aufgrund des zu erwartenden Nachfragerückgangs nach Kohlenwasserstoffen noch verstärken. Die erfolgreiche Einbindung Russlands in eine Kooperation der Ölproduzenten hat nur zu einer begrenzten Erholung des Ölpreises geführt. Damit ist im arabischen Golf das Ende der Ära des Ölüberflusses eingeläutet. Arbeitsmigranten stellen bereits heute als sozial Schwächste die Hauptleidtragenden der Anpassungspolitiken dar. Die Besteuerung der eigenen Bevölkerung und die Reform des öffentlichen Sektors erfolgten seit dem Jahr 2014 dagegen bestenfalls halbherzig. Die Unterschiede bei der Bewältigung des Anpassungsdrucks zwischen den Golfstaaten sind auf die länderspezifischen Institutionengefüge zurückzuführen. Diese werden auch zukünftige Reformpolitiken prägen. Konflikte wegen der Verteilung der knapper gewordenen Öleinnahmen werden zunehmen. Die Bedeutung des Golfkooperationsrates wird sich verringern. Die Arbeitsmigranten in den arabischen Golfstaaten verfügen über keinerlei ­eigene Organisationsmacht. Deshalb sollten sowohl die deutsche als auch die ­europäische Politik verstärkt darauf dringen, dass deren soziale Menschenrechte geachtet werden. Im Fokus der Politik sollte dabei das Engagement privatwirtschaftlicher europäischer Akteure stehen, weil vor allem Privatunternehmer für Menschenrechtsverletzungen gegenüber Migranten verantwortlich sind.

"The primary objective of this paper is to assess whether Namibia is ready to become an oil producer. The geological estimates suggest that the country may possess the equivalent of as many as 11 billion barrels of crude oil. If the numbers are correct, Namibia would be sitting on the second-largest oil reserves in sub-Saharan Africa, and exploitation could start as soon as 2017. This clearly raises the question of whether Namibia is next in line to become a victim of the notorious 'resource curse'. On the basis of critical discourse analysis and findings from field research, the authors have selected six dimensions of the resource curse and contextualised them within the spheres of Namibian politics and economy. While Namibia still faces a number of important challenges, our findings offer little evidence that the oil will have particularly disruptive effects." This paper examines the optimal hedging ratio (OHR) for the Brent Crude Oil Futures using daily data over the period 1990/17/8-2014/11/3. To estimate OHR, we employ multivariate BEKK MV-GARCH model. At last, the efficiency of this approach are compared with the constant OHR captured from OLS through Edrington's index.

Die wirtschaftliche Stagnation und der demografische Wandel in Russland setzen den Staatshaushalt des Landes unter Druck. Seit Ende der 2000er Jahre befinden sich die Steuereinnahmen in einem Abwärtstrend. Die Ölabhängigkeit der Haushalte hat zugenommen und ist mit dem Fall der Ölpreise ab 2014 deutlich sichtbar geworden. Zuletzt stiegen die Energieeinnahmen zwar wieder. Die Reserven des Finanzministeriums sind aber deutlich geschrumpft. Der russische Staat muss seinen Bürgerinnen und Bürgern in Zukunft höhere Steuern und längere Lebensarbeitszeiten abverlangen, um die Stabilität der öffentlichen Kassen zu wahren. Für die paternalistische Sozialpolitik der vergangenen Jahre stehen weniger Mittel zur Verfügung, was dem russischen Regime die Legitimierung erschwert. Auch die künftige Finanzierung von Militär und Rüstungsgütern ist ungewiss. Gleichzeitig wirkt der Wettkampf um die Kontrolle der öffentlichen Ressourcen destabilisierend – gerade vor dem Hintergrund des drängender werdenden Problems der Nachfolge im Kreml. Bis zur Präsidentschaftswahl 2018 hat die russische Führung auf harte Einschnitte bei wichtigen Klientelgruppen wie Rentnerinnen und Rentnern sowie dem Militär verzichtet. Stattdessen wurden über viele kleinere Stellschrauben zusätzliche Einkünfte generiert. Größtenteils gingen diese Maßnahmen allerdings auf Kosten zukünftiger Einnahmen. Die Haushaltsmittel wurden stärker in Moskau zentralisiert, während die öffentliche Kontrolle über das Budget schwächer geworden ist. Deutlich wird dies an der zunehmenden Intransparenz und Geheimhaltung in der Haushaltsplanung. Auch Schattenhaushalte außerhalb der Reichweite der Finanzverwaltung sind angewachsen. In diesem Spannungsfeld entzünden sich zunehmend Elitenkonflikte, die Risiken für Putins vierte Amtszeit mit sich bringen. (Autorenreferat)

The study examines the Intellectual Capital (IC) performance of oil and gas sector of Pakistan over the period of 2007 to 2011 and its impact on corporate financial returns. The study uses value added intellectual coefficient (VAICitTM) to measure IC performance and its various components of VAICitTM like (HCEit, SCEit and CEEit) and its impact on financial performance (ROEit, ROIit and EPSit). Micro panel data of oil and gas sector registered in KSE-100 index is collected from their consolidated annual reports over the period of 2007 to 2011. The IC performance is measured by Ante Pulic Model (VAICitTM) and its effect on corporate returns (ROEit, ROIit and EPSit) is tested by Random Effect Model estimation. Hausman test suggests that study accepts null hypothesis (Chi2. Prop > 0.05) where for ui is uncorrelated with regressor means that random effect is preferred versus alternative fixed effect in all the proposed research models. The study reveals that VA is considered an important component for measuring the VAICitTM performance and it has positive and significant relationship with firm’s profitability (EPSit) and HCEit and SCEit have positive and significant relationship with firm’s financial performance (ROEit and ROIit) respectively. So, this study explores that Intellectual Capital Efficiency (ICE) has relatively larger contribution for measuring the VAICitTM performance where HCEit and SCEit execute substantive role to accelerate the financial performance of oil and gas sector of Pakistan as compare to tangible assets.

This paper investigates the causal relationship between non-oil international trade and the GDP in a panel of 11 selected oil exporting countries by using panel unit root tests and panel cointegration analysis. A three-variable model is formulated with oil revenues as the third variable. The results show a strong causality from oil revenues and economic growth to trade in the oil exporting countries. Yet, non-oil trade does not have any significant effects on GDP in short- and long-run. It means that it is the oil and GDP that drives the trade in mentioned countries, not vice versa. According to the results, decision makings should be employed to achieve sustainable growth through higher productivity and substantially enlarging the economic base diversification in the future.

This paper seeks to demonstrate how the continued irresponsible activities of oil MNCs - specifically Shell - have fuelled restive conditions of ethnic militancy, brazen human rights abuses, environmental degradation and unsustainable peace in the Niger Delta. The paper particularly assesses the impact of the 2009 amnesty program that was initiated to halt the downward spiral into violence in the Niger Delta and resolve the region's socio-economic challenges. Africa’s and South America’s rich endowments of resources and great need for infrastructure development make them perfect candidates for China’s “infrastructure-for-resources” loans. Over the past decade, such an arrangement for pursuing China’s resource-security goals overseas – namely, securing long-term supply contracts and accessing exploration rights – has proved more effective in Africa than in South America. This article discusses the reasons for this regional variation by providing a comparative study of China’s economic statecraft in Angola and Brazil, focusing on the deployment of infrastructure-for-oil deals. It argues that the variation in China’s energy-security outcomes (long-term supply and access to oil equity) in Angola and Brazil can be attributed mostly to fundamental differences between the institutional structures of each country’s oil industry. Although this foreign policy instrument has worked well for the centralised structure encountered in Angola, it has been less suitable for the far more liberalised and regulated environment that characterises Brazil’s oil sector.

Since summer 2014, the drop in world oil prices has left holes in the budgets of the Gulf Cooperation Council (GCC) members. Thus, in addition to privatising state-owned enterprises, these governments plan to introduce taxation for the first time ever. From the beginning of 2018, a value added tax of 5 per cent will be levied in all six Gulf monarchies. However, systematic taxation has far-reaching consequences: in the Gulf, for instance, citizens have hitherto enjoyed tax exemption and high subsidies but could demand political participation as taxpayers. The G20's influence on these reforms is above all symbolic in nature. Even optimistic predictions do not anticipate the price of oil returning to the level of USD 110 per barrel, which it reached in June 2014. That presents the oil monarchies in the Gulf with enormous challenges. The majority of them spend far more than they earn through the sale of hydrocarbon products. Up to now, the Gulf States have reacted to their growing budget deficits by cutting spending, falling back on financial reserves, reforming taxes, and privatising state-owned enterprises. Taxation requires a reciprocal relationship between a government and its citizens, but the expansion of representative institutions is not a real political option in the Gulf. Instead, the oil-rich authoritarian monarchies will attempt to develop other forms of governance services – such as, enhanced digitalisation, the creation of friend–foe schemes, and the accentuation of the global exclusivity of their own citizens. As the most influential member within the GCC and the only absolute monarchy within the G20, Saudi Arabia will assertively canvass support from among the 20 most powerful countries in the world for its planned structural reforms. However, any support for Saudi reform and regional policy at the G20 summit in Germany in July 2017 should depend on its policies meeting two requirements: respect for the fundamental principles of human rights and international law and the integrative involvement of all relevant states in the region.

Seit Sommer 2014 reißt der Verfall der Weltölpreise tiefe Löcher in die Haushalte der Mitglieder des Golfkooperationsrates. Neben der ­Privatisierung von Staatsunternehmen planen dessen Regierungen deswegen zum ersten Mal seit ihrer Staatsgründung auch die Einführung von Steuern. Für Anfang 2018 ist die Erhebung einer fünfprozentigen Mehrwertsteuer in allen sechs Golfmonarchien angekündigt. Allerdings hat eine systematische Besteuerung weitreichende Folgen: Die bislang mit Steuerfreiheit und hohen Subventionen verwöhnten Bürger könnten als Steuerzahler politische Teilhabe einfordern. Der Einfluss der G20 auf diese Reformen ist vor allem symbolischer Natur. Selbst optimistische Vorhersagen gehen davon aus, dass der Ölpreis auf absehbare Zeit nicht wieder auf das im Juni 2014 erreichte Niveau von ca. 110 USD pro Barrel ansteigen wird. Die Ölmonarchien am Golf stellt das vor enorme Herausforderungen. Die meisten von ihnen geben derzeit weit mehr aus, als sie durch den Verkauf von Hydrokarbonprodukten einnehmen. Die Golfstaaten haben bisher auf die steigenden Budgetdefizite mit Ausgabenkürzungen, dem Rückgriff auf Finanzreserven, Steuerreformen und der Privatisierung von Staatsbetrieben reagiert. Besteuerung bedingt ein reziprokes Verhältnis zwischen Regierung und Bevölkerung. In der Golfregion ist die Ausweitung repräsentativer Institution allerdings keine politische Option. Vor diesem Hintergrund werden die ­ölreichen autoritären Monarchien versuchen, alternative Governanceleistungen zu ent­wickeln. Dazu gehören z.B. die verstärkte Digitalisierung, der Aufbau von Freund-Feind-Schemata und die Herausstellung globaler Exklusivität der ­eigenen Staatsbürger. Saudi-Arabien als einflussreichstes Mitglied innerhalb des Golfkooperations­rates wird im Kreis der 20 mächtigsten Länder der Welt als einzige absolute Monarchie massiv für eine Anerkennung seiner geplanten Strukturreformen ­werben. Eine Unterstützung der saudischen Reform- und Regionalpolitik auf dem G20-Treffen im Juli 2017 in Deutschland sollte aber zwei Anforderungen genügen: der Achtung fundamentaler Prinzipen des Menschen- und Völkerrechts und der integrativen Einbindung aller relevanten Staaten in der Region.

This article is devoted to research and technology agreements in Norway, and their positive impact on the development of relations with foreign oil and gas companies during the period of formation of the Norwegian oil and gas industry. Based on archival documents, the article considers Norway’s experience of conclusion of research and technology agreements for transferring the latest technologies of exploration and oil and gas production to national oil and gas companies in the process of developing the country’s oil and gas industry. The author concludes that Norway made significant scientific and technological progress through promoting active cooperation with foreign companies. Norway’s successful experience could be applied by Russian state authorities in order to develop relations with foreign oil companies. These companies could take part in offshore exploration in the Russian sector of the Barents Sea through concluding similar agreements between Russian state institutions, and foreign oil and gas companies, which would give an impetus to the development of the technological component of Russia’s oil and gas sector. Research and technology agreements have been used by Norwegians with the aim of diversification of the economy and prevention of excessive dependence on the energy sector, which is one of the major challenges faced by Russia.

Im Januar und Februar 2016 hat sich der Sinkflug der Ölpreise abermals beschleunigt - anscheinend unbeeindruckt von den geopolitischen Krisen in den wichtigen Förderregionen des Mittleren Ostens und Russlands. Trotz preisbedingt steigender Nachfrage drückt nach wie vor ein massives Überangebot auf den Markt. Zwar profitieren Ölverbraucher weltweit von den niedrigen Preisen. Konjunkturell aber wirkt der Ölpreis-Angebotsschock in einem labilen weltwirtschaftlichen Umfeld allenfalls stabilisierend, jedoch kaum als Wachstumstreiber. Die erwarteten positiven Impulse sind weithin ausgeblieben. Angesichts der kräftigen Einnahmeausfälle der Ölproduzenten mehren sich die Sorgen, dass sich die geopolitischen Verwerfungen in den großen Förderregionen weiter verschärfen. Derweil werden Investitionen in neue Felder unrentabel. Dass in der Folge Kohlenstoffreserven im Boden verbleiben, ist klimapolitisch zwingend notwendig. Wenn aber der Umbau des Energiesystems nicht konsequent vorangetrieben wird, könnte dies künftig die Versorgungssicherheit gefährden. (Autorenreferat)

The strategic situation of Iran has always drawn the attention of foreign powers including England, Russia and America and these powers have always attempted to utilize this situation for reaching their own interests in the Middle East. Discovery of large oil reserves in Iran intensified the competition of foreign powers. This research seeks to respond the question of how foreign powers intervened with the 19th August, 1953 Coup d'état. In the 19th August, 1953 Coup d'état, the Americans and English having after made sure that they could not seize the Iranian oil through political channels, they decide to launch a Coup d'état. With the victory of the 19th August, 1953 Coup d'état and subversion of the Dr. Mosadegh's government, the United States and Britain consolidated their own dominate in Iran via returning Mohamad Reza Shah and the oil reserves were once again made available to foreign powers. This research via applying comparative-descriptive methodology is based on documents and evidence. Findings of the research and examination of the 19th August, 1953 Coup d'état demonstrate that the significance of oil and energy and fear of the spread of the Oil National Movement to other oil producing countries and compromise of oil resources as well resulted in intervention by cross regional foreign powers like England, America with respect to the 19th August, 1953 Coup d'état.

After the 2016 Algiers Accord, all eyes are on Vienna where the 14-member OPEC will meet on November 30, 2016, to finalize and formalize the agenda to cut oil production, the first one since the financial crisis of 2008. At the Algiers meeting in September, the OPEC agreed to reduce output from 33.24 million barrels per day (mbpd) to a level between 32.5 million and 33 million barrels per day (mbpd) [1]. Accordingly, quotas for each of the member countries are expected to be decided in the Vienna at the 171st meeting of OPEC. The oil production cuts attempt to tackle the economic crisis being faced by the OPEC countries owing to a persistent fall in oil prices since mid-June 2016. Saudi Arabia, for its part, hopes to leverage its efforts to jump-start economic reform process under its ‘Vision 2030’ plan. The news of production cuts from some of the biggest oil producers brought cheers to the markets, propelling the prices upwards by more than 6 percent [2]. Subsequently, on October 27, 2016, oil prices recorded a 15-month high with Brent crude and U.S. West Texas Intermediate (WTI) at $50.47 and $49.72 respectively.[3] But the very next day, given the uncertainties around OPEC’s ability to sustain production cuts, both Brent and WTI registered a fall to $50.39 and 49.67 a barrel respectively. Given OPEC’s past record of quota violations, uncertainty regarding the group’s willingness to carry through with the cuts is expected. This skepticism prevalent in the oil market could be reflected during the Vienna meet which risks falling just short of a deal, thus aggravating the perception of an OPEC with increasingly diminishing relevance.

Hazard Mapping of Industrial Oil Storage in Hussein Dey, Algiers ( Algeria). The industrial hazardsare a danger to environment. It is the case of the fuel depot of Caroubier in the municpality of Hussein Dey in the outskirts of the capital Algiers. It is a potential danger in this urban area and a real challenge for the local authorities which do not have app ropriate tools for risk management. The municipality possesses single maps with colored items corresponding to the identification of spatial risks. The objective of this article is to map the risks generated by fuel depot. This mapping will help us localiz e the spatial vulnerability to suggest land planning measures.

Petroleum contracts are an important and sensitive issue in Iranian petroleum industry. Monitoring on petroleum contracts especially in upstream section is too important due to length of term and high financial volume. After Islamic revolution in Iran, a challenging discussion between the Parliament and Government was the supervision and approval of petroleum contracts by Parliament. Article 77 of Iranian Constitutional Law permits the Parliament to monitor on international agreements directly. Therefore, determining the nature of petroleum contracts would highly impact on this kind of supervision by the Parliament. However, Parliament can monitor on these contract properly by using its authorities mentioned in the Constitutional Law and by codification or modifying relevant laws including the Law to Modify Petroleum Law.

The research directs attention to the relationship between oil economy and increase in female prostitution. Specifically, we x-ray the historical and dialectical origin of prostitution from the colonial to the post colonial era. We contend that, prostitution is a condition imposed on females from low income background by poverty and that oil exploration and exploitation activities which are a manifest consequence of the expanded reproduction of capital (ERC) accentuate the rate of prostitution particularly in Port Harcourt. It is against this backdrop that, we attempt to demystify the social processes and the dynamic relations that produce prostitution with a view to recommending theoretical and practical measures of curbing prostitution as a social problem.

Der Ölpreis stürzte zwischen Juni 2014 und Februar 2015 von 116 auf 47 US-Dollar je Barrel ab. Nachdem sich Saudi-Arabien beim letzten OPEC-Treffen im November 2014 geweigert hatte, die Ölproduktion zu drosseln und so dem Preisverfall entgegenzuwirken, wurde erneut die Frage laut, welches Ziel das Land damit verfolge. Die gängige Meinung, Saudi-Arabien beabsichtige, sowohl US-amerikanische Schieferöl- und Schiefergasproduzenten als auch ölproduzierende Länder wie Iran oder Russland in die Knie zu zwingen, greift zu kurz und berücksichtigt nicht die tiefgreifenden Veränderungen auf den Rohstoffmärkten und die Rolle institutioneller Investoren. Der aktuelle Preisverfall ist vielmehr ein Zeichen dafür, wie sehr der Ölpreis gegenwärtig weniger auf politische Entscheidungen als auf Marktmechanismen reagiert.

Seit Mitte vergangenen Jahres hat sich der Rohölpreis zeitweise mehr als halbiert. Ein solcher Preisverfall innerhalb nur eines halben Jahres ist extrem. Das heute Erstaunliche und Präzedenzlose ist, dass der Ölpreis derart drastisch sinkt, obwohl die wichtigen traditionellen Förderregionen des Mittleren Ostens und Russland in geopolitischen Krisen stecken. Momentan herrscht Wettbewerb im Markt und das Angebot übersteigt die Nachfrage. Den Ölverbrauchern beschert der Preissturz unerwartete Windfall-Gewinne, den Ölproduzenten kräftige Einnahmeausfälle. Unklar ist, wie lange die Niedrigpreisphase anhalten und ob sie möglicherweise gar ein Comeback der fossilen Energieträger auslösen wird. Führen die heute bei niedrigen Preisen unterlassenen Investitionen mittelfristig zu neuen Preisschüben und Angebotslücken? Verstärken sich die geopolitischen Verwerfungen noch und verlangsamt sich die Energiewende? (Autorenreferat)

Reactivation of Indonesia’s full membership to the Organization of the Petroleum Exporting Countries (OPEC) triggered discussion surrounding global petroleum governance. The country which decided to suspend its full membership at the end of 2008, currently labelled as net oil importer. However, in OPEC terms Indonesia never really left, instead of the organization termed it as a "suspension”. Departing from the abovementioned context and perspectives, purpose of this essay is to answer the questions about the significance of the Indonesia’s membership reactivation to OPEC, and the strategic context of the reactivation in the current global oil market. In answering these questions, this article draws the dynamics of the relation of Indonesia and OPEC through the history in the first part and explores Indonesia’s interests in rejoining OPEC in the second one. In the third part, this essay will explore the possible benefit for OPEC as an organization as well as for its member countries could achieve by approving Indonesia’s request to reactivate its membership, despite its status as a net oil importer.

The analysis of Russian energy policies after the political crisis in and around Ukraine offers important insights with respect to the economic and geopolitical repercussions. The structural changes made in the Russian energy sector have been significant and include both internal and external dimensions. The Russian energy sector is under stress and has to adapt to low oil and gas prices, economic sanctions and increasing competition on international energy markets. Against the background of this turbulence on the energy markets, Russian energy companies are pursuing various strategies: a shift to Asia and asset swaps with Chinese and Indian companies, stronger integration within the Eurasian Union and changing strategies on the European energy markets. The structural changes have been reinforced by recent geopolitical developments, which have led to the deterioration of EU-Russia energy relations and the securitisation of energy questions. However, despite immediate intentions to diversify away from one another, the EU and Russia will remain dependent on each other in the gas and oil sectors at least for the next 10 years. The current study provides insights into current changes in the Russian gas, oil and electricity sectors, highlights potential implications for the European energy market, considers the current status of EU-Russia energy relations and presents some recommendations for further bilateral cooperation and energy dialogue." By the end of the economic boom in the 1960s, the oil crisis caused an enormous rise in energy prices. Chemical companies, especially, faced a huge challenge due to their dependency on oil as an energy resource and raw material. This paper explores the reaction of West German chemical corporations to the energy crises of the 1970s and their attempts to anticipate future energy crises. First, the companies tried to implement their own industrial nuclear power stations to cut costs and to become more independent from oil. Second, and with the help of the social-liberal government, they attempted to revive coal conversion technology.

According to quantitative studies, oil seems the only natural resource that is robustly linked to civil war onset. However, recent debates on the nexus of oil and internal conflict have neglected the fact that there are a number of peaceful rentier oil states in existence. Few efforts have been made to explain why some oil-exporting countries have experienced civil war while others have not. We thus address this puzzle, by arguing that civil war risks depend on the specific conditions of oil production and how they come to structure state–society relations. Specifically, we expect that states that are either highly dependent on oil or who have problematic relations with oil regions are prone to civil war. However, these risks will be mitigated either when democratic institutions can manage conflicts peacefully or when abundant oil revenues can be spent in such a way as to buy peace. We test this conditional argument by comparing 39 net oil exporters, using a (crisp-set) Qualitative Comparative Analysis – a methodology particularly suited to test conditional relationships in medium-Nsamples. Our results largely confirm our conditional hypotheses. Conditions of oil production are ambiguous, and particular combinations thus explain the onset of civil war. Specifically, we find that high abundance is sufficient to ensure peace, while two distinct pathways lead to civil war: the combination of high dependence and low abundance, as well as the overlap of ethnic exclusion and oil reserves in non-abundant and non-democratic oil states.

This article examines the SED leadership’s perception of the global oil price increases at the beginning of the 1970s, as well as the consequences this had for the GDR. On this basis, the article then deals with the economic and political reactions within the GDR. The country waived a reform of the wage payment system and increased the use of brown coal in the production of electricity, heating, and elsewhere, as well as extended opencast mining in consequence. The intention was to also cut costs on heating oil, petrol, and diesel throughout the economy. The article reveals the difficulties of and limitations to the realization of this strategy and the unfortunate consequences. In the short-term, the political and economic survival of the GDR could be secured. In the long run, however, these processes played their part in the GDR’s economic collapse.

The present paper analyses Russia's relations with six former Soviet republics (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine), since the fall of the USSR until the launch of the Eastern Partnership (EaP). By using qualitative research methods: discourse analysis, document analysis and press coverage, the author focuses on three main factors that contributed to the alienation of these countries from Russia: "energodiplomacy", trade wars and support of secessionist conflicts, arguing that the rapprochement of this countries with the West, especially with the EU, came not only from the economic reasons but from the need of preserving the state core values.

Die amerikanische Schieferrevolution hat tiefgreifende Folgen für die globalen Energiemärkte. Sie lässt die USA zum Selbstversorger werden, zugleich verschieben sich die Handelsströme von Öl und Gas stärker in den pazifischen Raum. Dabei bleibt der Persische Golf aber das Rückgrat der Weltölmärkte. Verflüssigtes Erdgas (LNG) aus der Region wiederum ist strategisch bedeutsam für einen globalen LNG-Markt und trägt dazu bei, die Energieversorgung auch in Europa zu diversifizieren. Dank zunehmender Energiesicherheit gewinnen die USA an Handlungsoptionen in ihrer Politik gegenüber den Golfstaaten. Bei den dortigen Regimen herrscht große Verunsicherung, denn sie befürchten ohnehin, dass die Vereinigten Staaten sich aus der Region zurückziehen werden. Ein solcher Schritt zeichnet sich bislang zwar nicht ab, doch Europa muss sich auf eine stärkere Lastenteilung mit den USA einstellen, insbesondere was die Sicherung seiner Energieströme vom Persischen Golf angeht. Die Entwicklungen auf den Energiemärkten haben nur langfristig und im Zusammenwirken mit politischen Faktoren das Potential, die Stabilität der arabischen Golfstaaten zu erschüttern. Kurz- und mittelfristig müssen diese Länder ihre eigene Energieversorgung sicherstellen und Exporte gewährleisten. Mit dieser Herausforderung sind sie zu einem schwierigen Zeitpunkt konfrontiert. Ihr bisheriges sozio-ökonomisches Entwicklungsmodell lässt sich in Zukunft jedenfalls nicht einfach fortschreiben. Die geopolitischen Unwägbarkeiten in der Golfregion und die damit verbundenen Lieferrisiken bieten gute Gründe für die deutsche Energiewende. Zugleich erfordert die neue Energie-Landkarte mehr internationalen Dialog und verstärkte Kooperation. Ein Ansatz dafür wären unter anderem Energie-Partnerschaften mit den Golfstaaten. “Big Data is the oil of the new economy” is the most famous citation during the three last years. It has even been adopted by the World Economic Forum in 2011. In fact, Big Data is like crude! It’s valuable, but if unrefined it cannot be used. It must be broken down, analyzed for it to have value. But what about Big Data generated by the Petroleum Industry and particularly its upstream segment? Upstream is no stranger to Big Data. Understanding and leveraging data in the upstream segment enables firms to remain competitive throughout planning, exploration, delineation, and field development. Oil & Gas Companies conduct advanced geophysics modeling and simulation to support operations where 2D, 3D & 4D Seismic generate significant data during exploration phases. They closely monitor the performance of their operational assets. To do this, they use tens of thousands of data-collecting sensors in subsurface wells and surface facilities to provide continuous and real-time monitoring of assets and environmental conditions. Unfortunately, this information comes in various and increasingly complex forms, making it a challenge to collect, interpret, and leverage the disparate data. As an example, Chevron’s internal IT traffic alone exceeds 1.5 terabytes a day. Big Data technologies integrate common and disparate data sets to deliver the right information at the appropriate time to the correct decision-maker. These capabilities help firms act on large volumes of data, transforming decision-making from reactive to proactive and optimizing all phases of exploration, development and production. Furthermore, Big Data offers multiple opportunities to ensure safer, more responsible operations. Another invaluable effect of that would be shared learning. The determinants of real gross domestic product growth in Nigeria was ascertained in this study. The research was motivated by 1.53 percent decline in real gross domestic product growth rate in 2016 coupled with the foreign exchange crisis that engulfed the economy. Specifically, the study determined whether exchange rate and interest rate predict real gross domestic product growth using secondary data obtained from Central Bank of Nigeria for the period 1980 to 2016. Aside testing for stationarity of the data and diagnosing the model to meet standard econometric postulations, the Granger Causality prediction estimation was employed to realize the objective of the research. Firstly, by the application of Johansen co-integration and ARDL methodology, the study identify that exchange rate and interest rate are not co-integrated/related with real gross domestic product growth. Secondly, the multiple regression estimated via ARDL shows that exchange rate and interest rate have negative but insignificant relationship with real gross domestic product growth. Finally, the study empirically found that exchange rate and interest rate are not determinants of real gross domestic product growth in Nigeria. To strengthen the value of the local currency against the US dollar in particular, and other currencies of the world, a well-managed foreign exchange floating system is preferred. Diversification from oil to non-oil policies should be pursued with vigour with the view of aggressively down playing importation to reduce the pressure on forex which jolts up exchange rate position adversely.

Thirsty for oil and other raw materials needed to fuel its breakneck development, China is funnelling money and manpower into an expanding number of countries in order to secure access to natural resources. This effort has successfully increased Chinese oil assets overseas but it has also exposed Beijing and Chinese national oil companies (NOCs) to significant risks. The present paper focuses on one type of risk – political risk – and how it has affected China’s global quest for oil since 1993. It starts with a brief overview of political risk. It then looks at political risk management as applied to the oil industry in general. The paper continues with a discussion of the political risk management of Chinese national oil companies over time. This includes a concise exam-ination of several instances in which the interests of Chinese NOCs have been undermined due to political risk and the shortcomings in the approaches of Chinese NOCs to political risk. Recent developments suggest that Chinese NOCs are learning from these mistakes and adjusting their strategies accordingly. Although progress toward these readjust-ments has been made, China’s own socio-political context is still hampering the ability of Chinese NOCs to deal with on-the-ground realities that are clearly much more unstable than China’s own.

Am 10. Januar 2012 wurde in Beijing die Nationale Arbeitskonferenz für Energie eröffnet. Im gleichen Monat wurde gemeldet, dass die chinesische Führung im Rahmen des Regierungswechsels im Jahr 2013 auch über die Schaffung eines neuen Superministeriums für Energie nachdenke. In den kommenden Jahren steht China vor großen energiepolitischen Herausforderungen. Die Volksrepublik China ist der größte Energieverbraucher der Welt. Für die chinesische Führung hat die Energieversorgung der Bevölkerung somit oberste Priorität. Langfristig muss aber nicht nur die Energieversorgung gesichert, sondern auch die Effizienz im Energieverbrauch gesteigert werden. Die chinesische Energiepolitik und -strategie ist dabei bei Weitem noch nicht kohärent und eindeutig, sondern vielmehr von mitunter divergierenden Interessen der verschiedenen Akteure aus Regierung und Wirtschaft geprägt. Der Versorgungsdruck nimmt stetig zu. Dies führt zu einer Neuausrichtung der innenpolitischen Energieziele, wie z.B. Reduktion energieintensiver Industrie, Steigerung der Energieeffizienz oder Ausbau des Energieversorgungsnetzes. Umstrukturierungen der chinesischen Energieverwaltung haben die Effizienz der energiepolitischen Institutionen vermindert. Bis heute ist die Frage der Verantwortlichkeit nicht endgültig geklärt, und die jeweiligen Pflichten sind auf eine Vielzahl von Regierungsbehörden verteilt. Trotz der immer noch engen Verbindung zur Partei und den staatlichen Institutionen sind die drei großen chinesischen Ölunternehmen (CNPC, Sinopec, CNOOC) keine Marionetten der chinesischen Regierung, sondern in ihren Aktivitäten weitestgehend unabhängig. Die Behörden sind der Kontrollaufgabe nicht gewachsen. Over the past 10 years, financial firms have increased the size of their positions in the oil futures market. At the same time, oil prices have increased dramatically. The conjunction of these developments has led some observers to argue that financial speculation caused the run-up in oil prices. Yet several arguments cast doubt on the validity of this claim. First, although the stock of open futures contracts is many times larger than the flow of oil consumption in the United States, comparing these two statistics is misleading. Stocks are not measured with respect to a specific unit of time but flows are, so the two are not directly comparable. Second, empirical analysis shows that changes in financial firms’ positions do not predict oil-price changes, but that oil-price changes predict changes in positions. Third, the evidence indicates that financial firms’ positions did not cause the market to expect persistent price increases during 2007/08. Other explanations for the increase in oil prices include macroeconomic fundamentals, such as interest rates and increased demand from emerging Asia. Of these two explanations, the one that seems most consistent with the facts explains oil-price fluctuations in terms of large and persistent demand shocks related to growth in global real activity in the presence of supply constraints., Au cours des dix dernières années, les sociétés financières ont accru la taille de leurs positions sur le marché à terme du pétrole. Deuxièmement, l’analyse empirique montre que les variations des positions des sociétés financières ne permettent pas de prévoir celles des prix du pétrole, mais que la réciproque est vraie. Troisièmement, les observations indiquent que les positions des sociétés financières n’ont pas amené le marché à anticiper des hausses de prix persistantes en 2007-2008. Parmi les autres causes possibles de la montée des prix du pétrole, on avance les variables macroéconomiques fondamentales, telles que les taux d’intérêt et la demande accrue des pays émergents d’Asie. Des deux explications, celle qui semble cadrer le mieux avec les faits associe les fluctuations des prix du pétrole aux chocs de demande importants et persistants liés à l’expansion de l’activité réelle mondiale en présence de contraintes de l’offre.

Der Ausgang der im Juni 2011 in Peru anstehenden Präsidentschaftswahlen wird auch über die zukünftige Ausrichtung der Ressourcenpolitik des Landes entscheiden. Eine Stärkung der Rolle des Staates in der ressourcenbasierten Volkswirtschaft würde dem Vorbild der Politiken in Bolivien, Ecuador und Venezuela folgen. Die steigende globale Nachfrage nach Erdöl und Erdgas macht deren Ausbeutung auch in den rohstoffreichen Andenländern attraktiver. Die linksgerichteten Regierungen der Region vertreten rhetorisch eine "neue" Ressourcenpolitik, die dazu beitragen soll, die Ressourcenausbeutung ökologisch und sozial verträglicher zu gestalten sowie mehr Verteilungsgerechtigkeit herzustellen. Anspruch und Realität klaffen jedoch weit auseinander. In Bolivien, Ecuador und Venezuela ist auf dem Papier mit der Veränderung der Staats- und Wirtschaftsmodelle auch eine Neuausrichtung der Ressourcenpolitiken einhergegangen. In der Praxis wurde trotz der gestärkten Rolle des Staates die einseitige Ausrichtung auf den Export von Primärgütern weiter vertieft. Ressourcen- und Umweltkonflikte haben sich in den vergangenen Jahren im Andenraum vermehrt und zugespitzt. Die peruanische Regierung begegnete diesen besonders repressiv. In Bolivien und Ecuador ermahnen Protestbewegungen dazu, die in den neuen Verfassungen deutlich ausgeweiteten sozialen Menschen- und Umweltrechte sowie das neue Entwicklungsmodell des Buen Vivir in die Tat umzusetzen. Der verstärkte globale Wettbewerb um fossile Brennstoffe und das Interesse nationaler Regierungen an kurzfristigen Gewinnen zur Umsetzung ehrgeiziger Sozialprogramme schränken die Aussichten auf eine Abkehr von der hohen Ressourcenabhängigkeit der Andenländer stark ein.

No doubt, one of the perennial problems which has not only defied all past attempts at permanent solution, but has also evoked high emotions on the part of all concerned is the issue of equitable revenue allocation in Nigeria. Thus, the thrust of this paper is an in-depth analysis of the politics of revenue allocation cum resource control. The paper takes a cursory look at virtually all previous attempts at arriving at equitable formula. The paper however, infers that in a deeply plural and divided society like Nigeria a polity that ‘robs Peter to pay Paul’ may eventually be both counter-productive and dysfunctional. The clarion call however is a federal system with fiscal policy that can imbue in the citizenry sense of justice, equity and fairness visà-vis revenue allocation. To do otherwise according to the findings of this paper is to jeopardize all efforts at national cohesion and integration.

Der Erdölhandel wird von der Erschöpfbarkeit, den komplexen Anpassungsprozessen in der Wertschöpfungskette und der Heterogenität von Erdöl bestimmt. Während die ersten beiden Eigenschaften die mittel- und langfristige Entwicklung der Erdölindustrie bestimmen, ist die Heterogenität von Erdöl für den kurzfristigen Erdölhandel von Bedeutung. Die Heterogenität der Rohölsorten führte nämlich zur Herausbildung von Referenzsorten für Erdöl, die im Mittelpunkt der Analyse stehen. Insbesondere werden die Beziehung zwischen physischen und finanziellen Erdölmärkten, die institutionellen Rahmenbedingungen des Handels und mögliche Erklärungsansätze für den Preisanstieg ab dem Jahr 2000 untersucht.

This paper achieves two things: first, it establishes the existence of a certain pattern of analysis, which I will call an academic canon, of analyzing the problems caused by the oil crises of the 1970's on the economy of Communist Romania. The canon seems to hold that a series of economic decisions taken in the 1960’s and 70’s by the communist leadership concerning the vast expansion of the petroleum industry led to huge problems after the enormous increases in the price of oil at the end of the 1970's, which led to the virtual destruction of the economy and the huge deprivations of the 1980’s, thus helping to explain the popular rejection of the socialist regime. Secondly, it analyzes what the Romanian communist leadership thought of the oil industry and what was their general strategy related to it. The general conclusion of the paper is that a deeper research on the party documents and economic policies leads to a wider understanding not only of the worldview of the Romanian communist leaders, but also to nuances when describing the economic causes of political and social change.

'Öl ist seit der Jahrtausendwende wieder zu einem tagesaktuellen Politikum geworden: sein Preis ist in historische Höhen gestiegen, die Situation im ölreichen Mittleren Osten ist spätestens mit der Invasion des Iraks deutlich instabiler geworden; ressourcenreiche Staaten scheinen die ihnen durch die Konkurrenz um die Ressourcen zugewachsene Machtfülle gezielt zu nutzen; und letztlich geraten die traditionellen Markt- und Machtgleichgewichte durch das Vordringen des neuen Großverbrauchers China in Schieflage. Auch Deutschland ist von diesen Entwicklungen betroffen: zum einen volkswirtschaftlich, denn die Kosten eines hohen Ölpreises und hoher Preisvolatilität gefährden den Wohlstand; zum anderen politisch, denn Deutschland, vollständig von Importen abhängig, ist konfrontiert mit einer Situation, in der sich die politischen Rahmenbedingungen im globalen Ölmarkt zuungunsten der Verbraucherländer verändern. Fragestellung dieser Studie ist daher, welche konkreten Gefährdungen der Ölmarkt für Deutschland birgt und welche künftigen Entwicklungen sich abzeichnen. Darüber hinaus wird untersucht, welche Handlungsoptionen Deutschland hat, um diesen Gefahren auszuweichen oder deren Schadenswirkung zu verringern.' (Autorenreferat)

Die Golfstaaten haben sich in den vergangenen Jahren schrittweise ökonomisch neu orientiert und sich in geostrategischer Hinsicht weg von den USA und in Richtung Asien bewegt. Sie besitzen eine Vorreiterrolle in einer neuen Phase der regionalen Wirtschaftsliberalisierung und bei grenzüberschreitenden Handelsbeziehungen. Der Autor beleuchtet vor diesem Hintergrund die Wirtschaftsbeziehungen zwischen der Europäischen Union und dem Golf-Kooperationsrat (GCC), welcher der wichtigste Handelspartner der Union in der arabischen Welt ist. Er zeigt, dass die GCC-Region für die EU von strategischer Bedeutung ist und welche komparativen Vorteile sich hieraus in der Ära nach dem Irak-Krieg ergeben. Er gibt einen Überblick über neuere politische Entwicklungen in der Golfregion und beschreibt die veränderte Stellung des GCC als Global Player in der regionalen und globalen politischen Ökonomie. Er geht außerdem auf das Freihandelsabkommen zwischen der EU und dem GCC ein und diskutiert zukünftige Leitlinien und Ansätze für ein stärkeres wirtschaftliches Engagement der EU in der Golfregion. As economic powers, GCC countries have a vested interest in regional peace. A much deepened European commitment towards EU-GCC cooperation is needed, and needs to be explicitly reconciled with large EU members' bilateral strategies and interests. The EU needs to formulate a clear vision and benchmarks of cooperation, draw in high-level commitment, and create follow-up mechanisms for its GCC policies, which thus far have been too haphazard. The EU will have to overcome certain hurdles in multilateral cooperation with the GCC and needs to pursue a differentiated approach that allows for bilateralism when it is necessary, but strives for collective solutions where it is possible. It needs to recognize both its diplomatic advantages and its limits towards the GCC: While its economic influence and its technocratic prestige are considerable, its political leverage will always be very limited, even more so than in other parts of the Middle East. Yet, the liberalization processes that have unfolded during recent years in the Gulf provide new access points for cooperation on reform in places as different as Kuwait, Bahrain and Qatar.
