Treasury Secretary Donald T. Regan said before the House Committee on Banking, Finance and Urban Affairs that he will introduce legislation aimed at increasing U.S. funding of the International Monetary Fund. This would not be bailing out U.S. banks who made loans to foreign countries, he claimed, but rather assistance to the countries.

Six supervisory mergers of savings banks and savings and loans have been approved by the FSLIC. This assistance occurs in cases of thrifts having little chance of continuing on their own. So far in 1982, there have been 46 FSLIC-assisted mergers.

A reserve requirement of 1% for the new personal money market deposit accounts and 3% for business accounts was set by the Federal Reserve Board. For accounts allowing unlimited telephone transfers, a 12% reserve limit was set. There is a reserve exemption for $2 million of reservable liabilities.

The Federal Home Loan Bank Board has allowed savings and loans to begin using their new powers from the Depository Institutions Act of 1982, including the writing of commercial loans. Comments were requested by the Bank Board regarding a plan to charge variable premiums for savings and loans' deposit insurance. The Bank Board also delayed adoption of its mark-to-market proposal, which will, however, remain an agency priority.
