This paper discusses the post-'Lehman Brothers shock' period of the Japanese foreign direct investment in Australia, and provides an analysis of the types of investment. The analysis begins with the theoretical frameworks that define multinational enterprise (MNE) activity, and foreign direct investment. The way in which 'institutional economics' theory is utilised within the 'eclectic paradigm' is also analysed herein. The 'Lehman Brothers shock', the ensuing market decline, and the subsequent investor indecisiveness have had effects on foreign direct investment in Asia, the EU, and North America (Devos & Giovanoli, 2011). While this situation continued, one particular economic bilateralism, that of Japan and Australia, has remained largely unaffected. The bilateral trade volumes and structure between the two remain unaltered in the aftermath of the 'shock'. This paper details the Japanese foreign direct investment patterns in Australia that were present before the 'Lehman Brothers shock', and continued afterwards (i.e. several-stage type of acquisitions). From the time of the 'shock' until April 2010, there were numerous Japanese acquisitions in Australia (Wallace, 2010). This process has been continuing, as of December 2011, with Japanese MNE Inpex's A$30 billion foreign direct investment in LNG extraction and export project (AAP, 2011; AFP, 2011). Nippon Paper Group's 2009 foreign direct investment in Australia was the ninth biggest Japanese global acquisition in that year (JETRO, 2010), and Mitsubishi Corporation's September 2008 foreign direct investment was the tenth largest (JETRO, 2009). The post-crisis business environment has been beset by uncertainties, and the global mergers and acquisitions had recovered to merely one third of the 2007 levels by the end of 2010 (UNCTAD, 2011). This has been the global trend, the context of the discussion herein. The objective of this paper is to identify high employment industries in Australia, Japan and the USA using input–output (IO) analysis. It is found that (1) the high and low employment-generating industries in 1980 and/or 1990 are almost the same as those in 1997. Thus on a relative basis, there is no evidence that high employment-generating industries have changed since 1980; and (2) the high and low employment-generating industries are very similar across these three countries. Four of the consistently high employment-generating industries in these countries are Food, Beverage and Tobacco; Chemicals, Petroleum, Coal, Rubber & Non-Metallic Minerals; Basic Metals/Fabricated Products; and Electricity, Gas and Water, with the first three industries being part of manufacturing. In this paper, factors which have contributed to the high levels of workplace productivity in Japan are examined. On any number of productivity indicators, Japan outperforms Australia. A summary of the debate about whether Australia can learn from Japanese workplace productivity practices is presented. An analysis of what health care managers can learn from Japanese workplace productivity is conducted. Six Japanese-influenced measures are identified as having utility, or potential utility, for Australian health care. It is concluded that the adoption of some or all of these measures should be given careful consideration by health care managers.

Abstract: The rice super cultivar ‘Koshihikari’, grown on 37% of the total rice area in Japan, has been a leading cultivar since 1979. It is also grown in the USA and Australia. However, its tendency to lodge makes harvest difficult and reduces grain quality, and the regularity of large-scale typhoons compromises its production nationally. The genetic improvement of Koshihikari against lodging has been an extremely important theme for the past 30 years in Japan. This paper describes the development of a semidwarf form of Koshihikari by the fixing of an allele of the Green Revolution semidwarf gene sd1 via eight recurrent backcrosses. The cultivar, with excellent flavor and high yield, was named ‘Hikarishinseiki’, which means “Bright New Century” (rice cultivar No. 12273; Ministry of Agriculture, Forestry and Fisheries of Japan: MAFF). Hikarishinseiki, with ≥99.8% of the Koshihikari genome, is about 20cm shorter than Koshihikari. DNA monitoring of Hikarishinseiki confirmed its genomic substitution into Koshihikari except for sd1 and a marker-based method to distinguish Koshihikari from Hikarishinseiki was developed. Its flavor (upper medium grade) and quality were the same as those of Koshihikari grown at 10 sites across Japan, but its yield was on average 3% higher (maximum 29% higher at Hyogo) than that of Koshihikari and it was highly resistant to lodging. Hikarishinseiki is the first semidwarf form of Koshihikari registered by MAFF. Some economical impact has been achieved by introducing Hikarishinseiki and it is already notified as a brand rice description in the rice-producing districts of Niigata, Shiga, Tottori, Okayama, Tokushima, and Kochi prefectures. A structural vector autoregressive model of the Australian economy that allows for international shocks from the USA, Japan as well as world commodity prices is specified and estimated for the period 1979-1999. A block exogenous structure linking the three countries is imposed. The international linkages are modelled using a factor structure to circumvent problems from estimating large scale dynamic models. The factors are estimated recursively using a Kalman filter and are found to represent aggregate demand and liquidity shocks for the USA and Japan respectively. The key empirical result is the USA shocks are the dominant source of international shocks on the Australian economy with the Japanese economy having a dampening effect on the USA shocks. The empirical results also show that Australian monetary policy responds to domestic conditions rather than international monetary policy. [ABSTRACT FROM AUTHOR]

Fracture liaison services (FLS), implemented in different ways and countries, are reported to be a cost-effective or even a cost-saving secondary fracture prevention strategy. This presumed favorable cost-benefit relationship is encouraging and lends support to expanded implementation of FLS per International Osteoporosis Foundation Best Practice Standards. This study summarizes the economic impact and cost-effectiveness of FLS implemented to reduce subsequent fractures in individuals with osteoporosis. This systematic review identified studies reporting economic outcomes for FLS in osteoporotic patients aged 50 and older through a comprehensive search of MEDLINE, EMBASE, Cochrane Central, and PubMed of studies published January, 2000 to December, 2016. Grey literature (e.g., Google scholar, conference abstracts/posters) were also hand searched through February 2017. Two independent reviewers screened titles and abstracts and conducted full-text review on qualified articles. All disagreements were resolved by discussion between reviewers to reach consensus or by a third reviewer. In total, 23 qualified studies that evaluated the economic aspects of FLS were included: 16 cost-effectiveness studies, 2 cost-benefit analyses, and 5 studies of cost savings. Patient populations varied (prior fragility fracture, non-vertebral fracture, hip fracture, wrist fracture), and FLS strategies ranged from mail-based interventions to comprehensive nurse/physician-coordinated programs. Cost-effectiveness studies were conducted in Canada, Australia, USA, UK, Japan, Taiwan, and Sweden. FLS was cost-effective in comparisons with usual care or no treatment, regardless of the program intensity or the country in which the FLS was implemented (cost/QALY from $3023-$28,800 US dollars (USD) in Japan to $14,513-$112,877 USD in USA. Several studies documented cost savings. FLS, implemented in different ways and countries, are reported to be cost-effective or even cost-saving. Aim: To undertake a systematic literature review to examine the effect of food cost on diet quality and risk factors for chronic disease, specifically focusing on diet-related lifestyle diseases affecting the Australian population. Methods: A search of six databases resulted in the inclusion of one systematic review, three cohort studies, 41 cross-sectional studies and four modelling studies in this review. Results: Between 2000 and 2006, the price of healthy foods has increased more than the price of less healthy foods. Healthy Food Access Basket surveys show that a healthy diet may often be unaffordable for low- and average-income households. Diets of higher energy density were associated with lower diet cost, whereas diets of higher nutrient density and nutritional quality were associated with higher diet cost. Recent studies report an inverse association between food price and food consumption. Consequently, an increase in food cost was associated with a significant reduction in weight, waist circumference, body mass index, obesity and insulin resistance. Conclusions: Manipulation of food cost may alter food consumption and therefore risk factors for chronic disease. Further longitudinal studies investigating the impact of pricing strategies on diet quality and disease risk are needed. [ABSTRACT FROM AUTHOR]

As an economy approaches maturity, the relative importance of the construction sector would gradually decline. Without effective policies and strategies, the construction industry will suffer irreversably and this may trigger a knock-on effect to the overall economy. The experiences of selected advanced economies are examined, including Australia, Japan, Singapore, South Korea and the UK in coping with structural changes in construction. Strategies employed by the government and the construction industry of these advanced economies to reinvent the construction industry were captured through an extensive literature review and a series of interviews with indigenous industry practitioners. In order to revitalize the construction industry, governments would accelerate publicly funded projects; provide financial support to ease the burden of industry stakeholders; and stimulate the market demand. In contrast, the industry would explore various market alternatives while companies would sharpen their competitive advantage locally and internationally through merger and acquisition. The identified strategies are corresponded to a construction industry development framework, which could therefore serve as a valuable reference for policy makers and practitioners to rejuvenate construction demand when a country approaches an urban service economy.
