Collective training systems are based on the cooperation of multiple public and private stakeholders in order to work. However, such cooperation is not self-sustaining and depends, for instance, on public policies, capable intermediary organisations and shared logics of action. In this conceptual paper, we first review the political economy literature on cooperation in collective skill formation and find that it has given insufficient attention to the systematic comparative analysis of cooperation at the decentralised level as well as the actual social practices of cooperation. The paper then develops a multidisciplinary analytical framework that allows future research to examine decentralised cooperation at the regional, sectoral and occupational levels more systematically. This framework is grounded in a synthesis of three strands of empirical research on vocational education and training, namely the comparative political economy literature on governance, corporatism and coordination, institutional labour and societal economics as well as the educational science literature.

Aggregate unemployment may affect individual returns to education through qualification-specific responses in participation and wage bargaining. This paper shows that an increase in regional unemployment by 1% decreases returns to education by 0.005 percentage points. This implies that higher skilled employees are better sheltered from labour market changes with respect to their jobs but they encounter larger wage changes than less skilled employees. We use representative individual data and panel variation in unemployment between German regions and employee groups. We demonstrate that our results are robust with respect to aggregation bias, time lags and potential endogeneity of the unemployment variable. (Contains 5 tables and 2 figures.)

The paper is focused on the immigrants' impact on the EU's economy in the context of the latest immigrant crisis generated by Germany and France. The analysis in the paper covers not only the economic negative effects, but the social effects as well. The scientific approach is based on the latest official data. A distinct part of the paper deals with forecasting procedures able to point out the powerful negative impact of the immigrants on the labor market and public finances on short and medium terms. The main conclusion of the paper is that Germany is not able to manage this immigrant crisis and it will try to solve the problem putting pressure on other Member States or translating the crisis management to the global organism, as Davos Conference, for example. Purpose - This paper aims to map some of the diversity in employee relations in Germany that is overlooked, first, within assessments of the German labour market that focus on the national level and second, within separate studies in this ares that emphasize attempts by employers to circumvent important institutions. Design/methodology/approach - The research adopts a quantitative approach to examine data for German manufacturing and service sectors on both the spread of industry-wide collective agreements and the extent to which workers are paid wage rates that are higher than those set out in those agreements. It also assesses the prevalence of profit sharing and employee share ownership schemes. Findings - Industry-wide collective agreements are not the burden that they are often portrayed. Actual wage rates and the prevalence of profit sharing and ESOSs make German workplaces more heterogeneous than critics and advocates of the German economic model posit. Research limitations/implications - The data are limited to Germany; however, Germany occupies a prominent position, not just within much of the employment relations literature, but also in terms of economic output. The research is also limited by an inability to provide evidence on workplaces that undercut sectoral collective agreements and to disaggregate the data further by sector and firm size/location. Originality/value - The paper provides a counterpoint to the portrayals of employee relations in Germany that often present a homogeneous picture of those relations. Assuming that migration and integration have lasting effects on economic and social processes, this paper analyses if a diverse cultural environment has a positive impact on labour market success. We expect that culturally diverse labour markets provide new opportunities through an open and tolerant climate, thus contributing to overall economic growth. We test this assumption by analysing the successful transition from education to work depending on the regional distribution and ethnic mix of the foreign population in Germany (cultural diversity). To account for variation within Germany, cultural diversity is observed at small administrative units. We analyse a cohort of young adults at the time of the successful completion of their apprenticeship in Germany and follow them through the beginning of their career. The concentration on a homogenous group regarding occupational certificates enables us to focus on the effects of the local and social environment as well as individual characteristics such as their national background on finding a job (or not). We apply an instrumental variable design to disentangle the effects of cultural diversity and share of foreigners. The results show that both young foreigners and Germans face significantly lower barriers for employment entry in culturally more diverse German regions. [ABSTRACT FROM AUTHOR]

In several European countries, older unemployed people, after reaching a certain age, are entitled to unemployment benefit payments without having to seek new employment. The coexistence of this exemption clause and of reforms aimed at containing early retirement in the respective countries reflects a conflict of political aims – on the one hand, between an efficient labour-market policy at a time of high unemployment, and on the other hand, the goal of the comprehensive activation and labour-market integration of older workers as a response to demographic change. This paper deals with the reasons for the transfer of older long-term unemployed people on to ‘facilitated benefits’ for labour-market withdrawal in Germany. The empirical analysis shows that low or no propensity to work was rarely the motive for leaving the labour market; in particular, those anticipating a low retirement income actually wanted to be re-employed. The vast majority gave three reasons for the decision to retire: an inability to cope with requirements of available jobs; a lack of job opportunities; and an absence of proper support from the public employment agency. Thus the withdrawal of older long-term unemployed people into pre-retirement cannot be attributed to a utility-maximising decision in favour of leisure and against gainful employment, but is the primary result of the scarce re-employment prospects. This article analyses the role of the extensive vis-a-vis the intensive margin of labour adjustment in Germany and in the United States. The contribution is twofold. First, we provide an update of older US studies and confirm the view that the extensive margin (i.e. the adjustment in the number of workers) explains the largest part in the overall variability in aggregate hours. German educational spending per student has dramatically declined since the early 1970s. In this paper, we develop a theory of fiscal opportunism and argue that state governments exploit higher educational policies as an instrument of active labour market policy. By 'opening' universities to the masses and the extensive propagation of broader university enrolment during times of economic distress, state governments have an instrument at their disposal for lowering unemployment without generating negative budgetary implications. Thereby, the government pockets voter support not only by diminishing unemployment, but also by providing public goods particularly to the socially disadvantaged. At the same time, the state government risks a deterioration of educational quality owing to decreasing educational spending per student. We test our theoretical claims for the German states in a period ranging from 1975 to 2000 by means of panel fixed-effects models. The empirical results robustly support the hypothesis that rising unemployment ratios lead to increased university enrolment, but also significantly reduce the spending per student. This paper investigates the average effects of firm-provided workplace health promotion measures on labour market outcomes of the firms' employees. Exploiting linked employer-employee panel data that consist of rich survey-based and administrative information on firms, workers and regions, we apply a flexible propensity score matching approach that controls for selection on observables and time-constant unobserved factors. While the effects of analysing sickness absenteeism appear to be rather limited, our results suggest that health circles/courses increase tenure and job stability across various age groups. A key finding is that health circles/courses strengthen the labour force attachment of elderly employees (51-60), implying potential cost savings for public transfer schemes such as unemployment insurance or early retirement schemes. Given the ageing and shrinking labor force, the baby boom cohorts are of increasing importance to the German labor market. This article presents a comprehensive analysis of the work trajectories of two illustrative baby boom cohorts, born in 1959 and 1965. We make use of the new data source BASiD. Using optimal matching methods, we consider clusters to identify typical work trajectories of the two birth cohorts. The clusters are characterized by different degrees of participation in employment. Our results show that work trajectories characterized mainly by full-time employment are declining in relevance and that more diversified work-life concepts are gaining importance. Wage inequality, investment and skills In flexible labour markets, capital increases the productivity of skilled workers more than that of unskilled workers, and in the US faster investment is associated with wider wage inequality. But labour market institutions that keep unskilled workers’ wages high also imply that firms may find it profitable to invest so as to boost those workers’ productivity. Our empirical analysis based on industry-level data confirms that a higher capital intensity in Germany is associated with smaller wage differentials and with a larger share of unskilled workers in the labour costs. In this article we use the unification of Germany in 1990 to test the hypothesis that an increase in the supply of a production factor generates skill biased technical change. We test for this mechanism in the context of the model presented by Acemoglu and Autor (2011, Skills, tasks and technologies: implications for employment and earnings', in O. Ashenfelter and D. Card (eds), Handbook of Labor Economics, Vol. 4B. Amsterdam: North Holland) that allows endogenous assignment of skills to tasks in the economy. We use cohorts of workers from comparable countries as a control group. After discussing the possible confounding factors, we conclude that this effect is absent. The German Hartz IV reform has been a far-reaching labour market reform which reduced unemployment benefit generosity. The encompassing economic evaluation tends to confirm that the reform was an initial spark for the improvement of German labour market performance. At the same time, welfare state scholars have recently expressed concerns that such reforms may have far-reaching and detrimental political effects. In this article, I contribute to this discussion and analyse the political effects of Hartz IV including decreasing satisfaction with democracy, decreasing political participation and an increase of protest voting and political polarization. To identify the effect of the reform, I rely on bi-weekly representative survey data and exploit the announcement of the Hartz reforms as natural experiment. Comparing political attitudes of persons interviewed immediately before and after the announcement in regression analyses confirms that there was a sharp drop in satisfaction with democracy and the intention to participate in the next election, as well as increasing affinity to non-established and left-wing parties. Supplementary analyses show that the effect is stronger for unemployed workers who are more directly affected by the reform. These results are robust to different model specifications and estimation techniques. Moreover, placebo tests for past and previous years refute the concern that the effect is driven by other factors such as calendar time effects. These findings indicate that the political consequences of welfare state retrenchment go far beyond electoral punishment. This is possibly more relevant today than ever before as the current increase of populist parties substantially impedes the functioning of political systems in modern democracies. The tertiarisation, or perhaps more accurately, the deindustrialisation of the economy has left deep scars on cities. It is evident not only in the industrial wastelands and empty factory buildings, but also in the income and social structures of cities. Industrialisation, collective wage setting, and the welfare state led to a stark reduction in income differences over the course of the 20th century. Conversely, deindustrialisation and the shift to tertiary sectors could result in increasing wage differentiation. Moreover, numerous studies on global cities, the dual city, and divided cities have also identified income polarisation as a central phenomenon in the development of major cities. Using data from the German Socio-Economic Panel (SOEP), we find an increasing polarisation of household income structures since the mid-1990s. In urban agglomerations, this income polarisation is even more pronounced than in the more rural regions. The income polarisation in Germany is likely to have multiple causes, some of which are directly linked to policies such as the deregulation of the labour market. But extensive deindustrialisation is probably also one of the drivers of this process, and it has directly weakened Germany’s middle-income groups. [ABSTRACT FROM AUTHOR]

We sharpen tests for ‘discouragement’ and ‘added worker’ effects by splitting the explanatory variable – the unemployment rate – into a short-term component and a long-term component. While short-term unemployment (STU) might not result in additional workers on a large scale, long-term unemployment (LTU) reduces household income more, increasing the need for additional income. On the other hand, it may discourage older workers for psychological and sociological reasons. Applying our model to the German labour market, these hypotheses could be confirmed. Even for men, about whom only a few empirical studies on this issue are available, distinguishing between STU and LTU reveals added worker as well as discouragement effects. Gender pay gaps likely persist in Western societies because both men and women consider somewhat lower earnings for female employees than for otherwise similar male employees to be fair. Two different theoretical approaches explain "legitimate" wage gaps: same-gender referent theory and reward expectations theory. The first approach states that women compare their lower earnings primarily with that of other underpaid women; the second approach argues that both men and women value gender as a status variable that yields lower expectations about how much each gender should be paid for otherwise equal work. This article is the first to analyze hypotheses contrasting the two theories using an experimental factorial survey design. In 2009, approximately 1,600 German residents rated more than 26,000 descriptions of fictitious employees. The labor market characteristics of each employee and the amount of information given about them were experimentally varied across all descriptions. The results primarily support reward expectations theory. Both men and women produced gender pay gaps in their fairness ratings (with the mean ratio of just female-to-male wages being .92). Respondents framed the just pay ratios by the gender inequalities they experienced in their own occupations, and some evidence of gender-specific evaluation standards emerged. [ABSTRACT FROM AUTHOR]

We explore the effects of higher bodymass index (BMI) or obesity on different labourmarket outcomes. Weextend the present literature by investigating the effect of obesity on (i) promotion likelihood and (ii) unemployment duration, in addition to the effect on (iii) wages and (iv) probability of being employed. Wefind an obesity penalty on wages,employment likelihood, promotion likelihood and unemployment duration among females in Germany taking into account of endogeneity of BMI and sample selection. We are also able to identify an unexplained effect of obesity on wages, employment and promotion likelihood for females using decomposition techniques that can be attributed to weight discrimination. This article explores how institutional differences matter to the quality of a nation’s jobs; job quality is conceived as a dimension of a national economy’s social performance and thus defined in accordance with civic principles. Focus is on the two archetypical varieties of capitalism, the United States and Germany. Using data from a 2009 telephone survey of U.S. and German workers, we find that the overall attainment of civic principles, as perceived by workers, is no different in Germany than in the United States, even though the German institutional environment should be more conducive to them. This is due to higher worker expectations in Germany and a tendency for employer practices to compensate for the weaker (liberal) institutional environment in the United States. Once these are controlled, German workers report substantially more positive outcomes. Whereas in theory individuals tend to postpone fertility decisions in times of economic uncertainty, empirical evidence on that question is scarce. Using data from the German Socio-Economic Panel ( N = 4,548), the authors estimated the effect of economic concerns on the probability of becoming pregnant in the next year. They exploited exogenous variation in economic concerns induced by the announcement of a major German unemployment benefit reform as an instrumental variable and found that strong economic concerns were significantly related to lower fertility of women between ages 26 and 44 years cohabiting with a male partner. Jointly estimating the impact of male and female concerns in a model that allows for endogeneity of perceived economic uncertainty revealed that it was strong economic concerns perceived by the women that reduced fertility. Using data from the Czech Microcensus, I investigate differences in the regional impact of open borders on different skill groups in the Czech labour market. According to my results, there are no indications of disproportionate shifts in the skill structure of employment in the districts neighbouring western Germany and Austria compared to non-border districts. However, regarding spatial wage gaps, I find evidence that from 1996 until 2002 the workers in the border region with the lowest degree of skills have a positive wage differential compared to their counterparts in the non-border region, while all other skill groups in the border region have negative values. Since unification, the debate about Germany's poor economic performance has focused on supply-side weaknesses, and the associated reform agenda sought to make low-skill labour markets more flexible. We question this diagnosis using three lines of argument. First, effective restnicturing of the supply side in the core advanced industries was carried out by tie private sector using institutions of the coordinated economy, including unions, works councils and block-holder owners. Second, the implementation of orthodox labour market and welfare state reforms created a flexible labour market at the lower end. Third, low growth and high unemployment are largely accounted for by the persistent weakness of domestic aggregate demand, rather than by the failure to reform the supply side. Strong growth in recent years reflects the successful restructuring of the core economy. To explain these developments, we identify the external pressures on companies in the context of increased global competition, the continuing value of the institutions of the coordinated market economy to the private sector and the constraints imposed on the use of stabilizing macroeconomic policy by these institutions. AbstractWe present a quantitative analysis of the impact of differential ageing and pension reforms on capital and labor market and, in particular, on intra-European capital flows. To this end, we develop a stylized general equilibrium model with overlapping generations of heterogeneous agents for the three largest European countries: France, Germany and the United Kingdom. The model presents a structure halfway between pure general equilibrium models with rigorous microeconomic foundations and accounting models where the macroeconomic environment remains exogenous. We show that the dynamics of capital accumulation and pension system sustainability are totally different depending on the assumption concerning economic openness. Finally, in the long run, resorting to debt financing seems to be a dead end to finance retirement systems. [ABSTRACT FROM AUTHOR]

In recent decades, the differences between the education and training systems in the liberal and coordinated market economies have increased. It is not possible to understand such different developments by focusing exclusively on the internal dynamics of vocational and general education systems. Vocational education and training (VET), and particularly apprenticeship systems rather than school-based VET, are deeply embedded in the different national production, labour market, industrial relations and status systems. In order to contribute to a better understanding of the dynamics of VET, we examine recent developments in general and vocational training and its links to the labour and product market in five contrasting countries, namely, Denmark, Canada, Germany, Korea and the USA. In particular, differences in industrial relations, welfare states, income distribution and product markets are the main reason for the persistent high level of diversity in vocational training systems. The difference can perhaps be summarized as follows: in the coordinated market economies, the modernisation of vocational training is seen as a contribution to innovation in the economy, while in liberal market economies, it is seen as a siding into which weaker pupils can conveniently be shunted. This contribution engages recent debates in comparative political economy, arguing that labels such as divergence or convergence are ultimately unsatisfactory in analysing German industrial relations and labour market policy. The persistence of formal institutions goes hand in hand with rapid and dramatic change – a neo-liberal re-orientation among political elites in government and a more bellicose stance on the part of employers. Business attempts to shift the bargaining arenas to the micro-level, knowing that at this level its bargaining power is greater and its exit threat more compelling. However, internal divisions within the employers and the unions further complicate the picture. The current state of play regarding the interaction of labour market and regional economics, in particular the New Economic Geography, was discussed at an international workshop organised by the DIW Berlin, Germany. New theoretical ideas and the more powerful sets of microdata available to scientists today signal an increasing significance of this area of research. An important insight recognised at this workshop was that the labour market does not exist. Individual labour markets develop in very different ways. Wage levels and employment opportunities depend on the regional concentration of these markets. Empirical studies show, for example, that those with higher qualifications in particular benefit from the strength of economic activity in a region. Theoretical studies have concluded that investment in human capital is worthwhile particularly in markets with a high degree of concentration. Labour market policy would be ill advised to rashly follow economic policy recommendations emphasising only regionally undifferentiated measures.
