What is the impact of large swings in economic policy on the risk-return trade-off faced by i nvestors? What is the impact of changes in policy regimes on investment strategies? In this paper we study the impact on returns of switches between periods of market-friendly economic policies and periods of populist policies. To quantify the impact of policy instability, we use data from Argentina--a country that has experienced frequent and very large regime changes--and find that the risk-return for individual assets and minimum variance portfolios are quite different across regimes. We then develop a dynamic model to understand optimal portfolios when investors are cognizant that regimes can change. We find that when portfolios are unrestricted, it is optimal for investors to take a large amount of risk. In recent years there has been an increase in empirical SFC models applied to specific countries to address a broad range of research questions. However, in most cases, the exchange rate has been modeled as exogenous. This prevents the analysis of both the multiplicity of channels through which the global financial cycle impacts economies and the effects that the different tools of domestic economic policy have on the external sector and macro-financial stability. To overcome this limitation, this paper presents an empirical quarterly SFC model for Argentina where the exchange rate is modeled among the lines proposed by Godley and Lavoie. The model includes a diversity of tools of economic policy that in the recent past have affected exchange rate stability and, consequently, the economy in general. The results suggest that the closure used in this model can be useful for the construction of similar models for other peripheral countries in which the nominal exchange rate results from the interaction of different processes from both the domestic economy and the rest of the world. This paper focuses on the intellectual path through which Raúl Prebisch placed industrialization at the center of his economic thought and policy recommendations. It shows how the changing international context of the 1930s and 1940s made him depart from laissez-faire and adopt countercyclical policies, gradually abandoning the agrarian export-led growth model and finally embracing industrialization as the new growth strategy for Argentina and Latin America. Argentina's right-wing shift in the 2015 presidential election concluded twelve years of center-left rule. The elected president, Mauricio Macri, claimed that the economy would experience normalization of existing imbalances and recover its strength in a "new political era." However, the new administration quickly restored the dominance of neoliberal economic policies through a comprehensive set of initiatives, which centrally included the return to international financial debt and equity markets and submission to the International Monetary Fund's (IMF) rules. This article analyzes Argentina's external-debt-growth process and discusses its objectives and long-term effects. This paper posits that the indebtedness process carried out by the Macri administration—and its modality—not only increased the relevance of financial capital in the Argentine economy but also structurally conditioned any future nonorthodox alternative path of development. This outcome cannot be understood without taking into account the deliberate role of the United States, the IMF, and the top companies that operate in Argentina, as well as the complicity of many political sectors. This paper deals with the Argentinian economic crisis of 2018. We argue that the crisis was brought about by the process of financial fragility directly related to the choice of economic policy made by the Macri government. That fragility came to manifest in a moment of reversal in the external scenario in 2018. In our analysis, we have gathered evidence on the macroeconomic performance of Argentina to present an interpretation based on the concepts of asymmetry of power in the monetary and financial international system, external vulnerability, and sudden stop crisis. This paper studies the determinants of the distribution of the national budget amongst Argentinean provinces. We evaluate the relevance of the alternative theories of budget allocation using the Arellano–Bond dynamic panel technique. Our results confirm our presumption that Federal funds allocations are dominated by the Executive and the governors while the Congress plays a minor role. Unlike some findings for the US, neither the overrepresentation variables nor the congressional theories find support in our sample. We examine two external shocks that trigger inflationary pressures in Argentina. The first corresponds to a shock in international prices of agricultural commodities exported by this country. The second external shock affects the nominal exchange rate ($/U$S). Through the estimation of a quarterly VAR with directional quantiles model for the 2004–2019 period, we show how the pass-through from these external shocks to the inflation rate operates asymmetrically and mainly through increments in nominal wages. We estimate that an external shock in the international agricultural commodities prices exported by Argentina engenders a pass-through of 10 per cent, vis-à-vis a shock in the nominal exchange rate with a pass-through of 25 per cent. We explain these results highlighting the relevance of the class struggle as a key inflationary transmission mechanism, in line with Post-Keynesian-Structuralist conflicting claims models of inflation. These empirical results pose significant challenges for economic policy design, particularly pondering the adoption of measures that aim to decouple the potentially disruptive effects of these external shocks on inflationary pressures in Argentina. In the aftermath of the financial crisis that broke out in 2008, new terms to talk about sustainable development started to emerge: the "green" economy and "green" growth. Some countries supported their usage and others did not. The literature witnessed the recrudescence of the debate on the relationship between economic activity and taking care of the environment, divided into three stances: degrowth advocates, "green" growth backers, and the growth-agnostics. This paper dives into the different "green" terms, paying special attention to the case of Argentina. Unlike in previous papers, which have analyzed country interventions in international forums, the methodology here was to search the web pages of the most relevant local players. In 2001 Argentina defaulted on its debts and then devalued its currency by abandoning the peso–dollar peg. The economy rebounded and has grown relatively strongly since then. This paper uses a critical political economy approach to first show that the Argentinian strategy finds support in the literature examining the effects of sovereign debt default, currency devaluation and fiscal consolidation on economic growth. Argentina is thus relevant to Europe’s ongoing crisis. The article then investigates European media coverage of the Argentinian experience through an examination of major newspapers’ stories between 2008 and 2013. It argues that the media have distorted the lessons of the Argentinian recovery by focusing on the negative consequences of default rather than its benefits; by emphasising the role of rising commodity export prices over domestic policy decisions in stimulating the economy; by opposing some aspects of government intervention in the economy even if the latter played a beneficial role; and by exaggerating the negative consequences of inflation. This paper analyses the relationship between inflation and relative price variability, in the direction of the latter, in two countries with very different inflationary experiences: Argentina and Spain. To address this objective, using disaggregated price indexes (the Wholesale Price Index for Argentina and the Consumer Price Index for Spain), we delimitate different inflationary regimes and compute a set of regressions for each country. Our results suggest evidence in favour of the non-neutrality of inflation (mostly in hyperinflation periods) and do not support either the menu costs or the signal extraction approaches. During the 1990s Argentina engaged in a process of restructuring and deregulation of its ports. The main objective of the reform was to increase efficiency and service quality and to reduce the size and role of the public sector in ports. Overall, it was expected to allow the transport sector to adjust its capacity to demand changes and to facilitate international trade while contributing to the reduction of the fiscal burden of this sector. This paper shows that the reform caused significant efficiency gains, allowing a 50% drop in container terminal handling price within five years in the most important ports. The paper also identifies outstanding issues that could impact the long-run sustainability of the gains achieved. Among these issues, emphasis is given to recent horizontal and vertical mergers in the Port of Buenos Aires and their consequences in terms of actual competition and access regulation. This paper analyzes the accumulation model and hegemonic disputes that took place under the first administration of Cristina Fernández de Kirchner. First, this article examines some core structural elements that shaped transformations and tension at the model level: industrial performance, the energy crisis, changes in the world of finance, and the status of subordinated classes. Subsequently, this paper looks at three key moments in the political dynamics of the economic policy: tax withholdings and the agrarian conflict, the launch of the national plan to confront the global crisis, and the progressivist radicalization of public policy. We study whether crony governance can extend beyond economic policy to the targeting of state violence against citizens. Specifically, we examine the logic driving the choice of firm-level union representatives who were subjected to state repression by the 1976–1983 Argentine military junta. Using an original dataset, we find a positive, nonspurious, and robust correlation between labor repression and cronyism, measured by political, business, and social connections to the regime. Our results indicate that the number of firm-level union representatives victimized by the regime is three times higher for connected firms relative to nonconnected ones. The effect is pronounced in privately owned (as opposed to state-owned) firms, suggesting that the correlation is driven by cronyism for financial gain rather than ideology or information transmission. We show that connected firms benefited from violence against union representatives by subsequently having less strikes and a higher market valuation. Our findings highlight the pervasiveness of governmental cronyism, even in cases where one of the regime's main stated goals was to curb such behavior. [ABSTRACT FROM AUTHOR]

This paper analyzes the impact of market liberalization on the vertical scope of firms. Using the case of Argentina, it is shown how the opening of the economy can improve contracting abilities and heighten competition, increasing the ability and incentive of firms to outsource. Survey findings support the main hypothesis as well as the specific importance of reforms relating to inflation, import costs, and heightened demand standards in increasing the use of outsourcing. A case study of the steel producer Siderar, highlights that while firms may reduce their presence in peripheral activities, they may also increase their presence in core areas so as to increase their value proposition. This paper analyzes the development of cooperation between Argentina and Brazil from their initial rapprochement of 1979 to the construction of Mercosur in 1991. It presents an account of cooperation that emphasizes the power and organizational interests of the armed forces and that challenges the prevailing emphases on democratization and neoliberalism. In doing so, it addresses a methodological problem for qualitative research in international relations: What can be done if our theories of why cooperation occurs affect our perceptions of when it begins? Conventional explanations of Argentine-Brazilian cooperation may be biased toward what historian Herbert Butterfield called 'Whig history,' which sees in past events associations that exist only in the present. These tendencies can alter our periodization of cases, omit or falsely reject important causal variables, and too readily confirm our preferred hypotheses, but they can also be corrected. This paper examines the background of the considerable depreciation of the argentine peso in late 2013 and early 2014. Our hypothesis is that the unsettled crisis of 2001 is responsible for the vulnerability of the argentine currency, and the exchange rate correction is a belated consequence of this. Our inquiry is based on a dual approach: on the one hand, we provide a brief overview of the circumstances of the sovereign default, the role of the currency Board and the IMF, and the direct consequences of the default. On the other hand, we highlight the most important lessons learned from the debt restructuring together with the favourable trends of international trade that had allowed repeated postponements of an adjustment in argentine economic policy. Although in respect of contemporary argentine economic policy we should not ignore the interwoven nature of the country's fiscal and monetary policies, it appears that the international money market will compel a further depreciation of the peso and the launch of economic reforms. This paper is part of an investigation program related to accounting information on Public Sector tax revenues. Nowadays, public microaccounting in Argentina is facing problems in order to modify criteria regarding tax revenues time of recording, trying to move from cash basis to full accrual. Although the author recognizes differences between Macro and Microaccounting. He also considers that both areas may profit from concepts developed by the other field. In its final part the paper includes, after a theoretical review, a numeric example to analyse differences among three "time of recording" alternatives: 1) when the taxation event occurs (full accrual basis) 2) due for payment 3) cash basis. Many financial crises during the last decade have derived more directly from political than purely economic problems. When democratic institutions, government transparency, regulatory oversight or the rule of law break down, the likelihood that politicians will implement unsustainable economic policies rises. The economics literature analyses the role of poorly functioning government institutions in allowing a nation to slip into financial crisis. However, the literature on the effectiveness of post-crisis reforms focuses almost exclusively on whether the stated post-crisis policies are appropriate from an economic viewpoint. Oddly, that literature fails to examine the status of the underlying governmental deficiencies, assuming implicitly that they have been remedied. Because economic reforms are feasible only with wide political and social consensus, two important post-crisis issues are essential to the success of such reforms; namely, the political situation and politicians' management of economic policy. Political failures are particularly relevant to the Argentine financial crisis that began in December 2001. This paper identifies those political issues, which derived from an unstable political structure characterized by corruption and fragmented power between provinces and the federal government. Critically, the rule of law had been undermined in 1991. Interestingly, these same shortcomings still pervaded Argentina in 2004. The resultant lack of political consensus continues to delay implementation of the structural reforms necessary to return to sustainable economic growth. Social confidence in the government is low; the independence of the Supreme Court has been shattered; and the rule of law continues to be eroded, as the government tramples on the property rights of private firms and public debt-holders. Because it seems unlikely that Argentina can overcome its political deficiencies in the near future, its prospects for full economic recovery are limited, regardless of which economic reforms it implements. In an article published in 1972, Núñez Miñana presented a research about the measuring of indicators of relative territorial development levels in Argentina. The classification of the provinces that emerged from that working paper was generally accepted and lasted until our days with great validity. The present working paper does not pretend in any way to cast doubts on the results of the mentioned article, but, on the contrary, to verify and confirm the validity of the traditional classification. To that end, a cluster analysis is carried out using, in the first place, the original data of the article. After that, the process is repeated with updated data. We conclude that the traditional classification is not too different from the one that was reached with the cluster analysis. However, more than 30 years later, there have been major changes in the relative reality of the provinces which led to changes in the traditional classification, although not substantial ones. This paper addresses the effects of policy shocks and structural reforms on the dynamic behavior of manufacturing job flows and productivity in Argentina during the 1990s, and the contribution of job reallocation to productivity. The main findings are: (a) shocks to labor taxes have allocative effects, while financial shocks have aggregate effects; (b) import tariffs appear to protect obsolete jobs; (c) sectoral differences in labor intensity, openness, financial dependence and workers' strength shape the responses to shocks; (d) intra- and inter-sectoral reallocations contribute positively to productivity; and (e) trade liberalization and labor market flexibilization favor reallocation and creative destruction.
