SUMMARY This research is a doctoral thesis. The aim of this research is to study the small town Oltu geographically. Our research area is located in the borders of Eastern Karadeniz Section of Karadeniz Region. The administrative region of Oltu town f orms the borders of our research area. Administratively Oltu is dependent on Erzurum province and its measure of land is about 1 400 square kilometers (exactly 1 379 km2). To the northwest of Oltu there is Yusufeli, to the north Olur, to the east Şenkaya, to the south Narman, to the south-west Tortum and to the west Uzundere towns. According to the 21 year (1964-1985) observations of Oltu Meteorological Office, the average temperature of Oltu is 10.0 C°. The same office gave the perennial (1950-1985) average precipitation as about 371.8 mm. However, these values have rather a global meaning because both in values of temperature and precipitation, there occur significant differences in relation with the rising of height Different heights have also affected the natural vegetation cover because, while basins and valley plains are located in the natural steppe area, after 1 400 meters height we meet potential land of forest After 2 500 - 2 600 m., where forests do not exist any more, there is the stratum of sub-alpins and alpins. The history of settlement in Oltu started 3 000 years ago and in 1985, there were settlements of one town and 64 villages. In the same year, the total population of the region was found to be about 43 232 in 1985, 37.5 % (16 245) of this population lived in the town Oltu and 72.5 % (26 987) in the rural areas. The basic problem related to the population of the area is the great number of migrating people. According to our findings, totally 1 875 families have migrated from Oltu to the various regions of Turkey, most of which occured in the last 30 (1960-1989) years. The population of Oltu region is not intensive. In 1985, the mathematical density of population was 31 people per-square kilometer whereas agricultural density of population was rather high. For example, this value was about 134 people per-square kilometer in the same year. As the only town settlement in the region we studied, Oltu was established as a castle Due to its strategical significance rather great numbers of people have lived in the town and its population relatively increases today. The agricultural activities form the region's main means of living. Indeed, 91.5 % of the working population made their living through agricultural sector in 1989. Since the economic activities outside agriculture have not developed yet, there is no serious industrial establishment in the town Oltu. But there are some workshops. In addition, there exist some natural resources such as lignite, Oltu-stone, salt manganese. Two of these, lignite and Oltu stone are still mined. On the other hand, since the town settlement of Oltu has a central place in the region when compared to other towns, the commercial activities have also developed. 284
