2. Cultural participation in digital environments: goals and stakes for Quebec cultural policies.

Digital environments have expanded the forms of cultural participation. This paper has two aims: first, to elucidate the changing definitions of cultural participation in relation to digital environments; second, to examine the ways in which cultural policies respond to the new digital conditions of cultural participation. Focusing on Quebec (Canada), this paper is based on a critical review of grey literature in the public policy. We identified three main goals pursued by Quebec cultural policies regarding digital participation: 1) to produce and disseminate national cultural content; 2) to encourage cultural equity and diversity; 3) to encourage digital equity. The analysis shows that these goals partially exceed the scope of cultural policies to intersect with economic, educational, and youth policies. We also argue that policy frameworks and funding programs in support of cultural policies tend to legitimize an overlap of civic, commercial, and industrial logics of cultural participation. This paper examines the actors and activities and the institutional-spatial dynamics that characterize innovation and knowledge processes within the aquaculture industry and its support organizations in the coastal region of Quebec, Canada. It aims to identify the main features and components of such support organizations and their roles in entrepreneurial and knowledge processes. Comparing this Canadian case with the more developed Norwegian innovation system in aquaculture, the paper concludes that the market possibilities for the products of aquaculture are almost the same in Norway and Quebec. However, it is the policy and institutional settings, as well as the historical trajectories of the respective innovation systems, which seem to explain the growth of the aquaculture industry in Norway and its less successful development in Quebec. The paper also investigates the conditions and institutional arrangements that may stimulate the building and development of a more mature aquaculture innovation system support in Quebec's coastal region. The article presents a condensation of a paper given at the second Pugwash conference at Lac Beauport, Quebec in April 1958 discussing the problems of different approaches to permanent peace. It asserts that, Americans find it difficult to admit people's right are permanently deprived to choose what kind of economic and political system they want. It argues that the West must recognize the present political state in all parts of the world and admit it as a beginning for future development toward a stable and peaceful world. The article also includes the contribution of Dr. Skobeltzyn on the new fact of life in Eastern Europe to which the West cannot become reconciled.

6. Québec’ coastal maritime cluster: Its impact on regional economic development, 2001–2011.

The notion of clusters has increasingly been integrated into regional economic development policies. This paper examines the extent to which maritime cluster policy strategies in Québec's coastal region are associated with employment growth in the region, and more specifically, science-based, skill-intensive employment. Whilst early evaluations conducted about a decade ago suggested that cluster policies implemented from the mid-1990s onwards had little effect, the question addressed in this paper concerns their effect over the long term. Based on descriptive statistics and trend analysis, the results reveal that the sectors targeted by the cluster policies have tended to grow more slowly within the cluster, and that jobs in the cluster are decreasingly science-intensive. At best, cluster policies have had a weak and diffused effect. This is in keeping with other recent work on clusters, and calls into question policy attempts to generate cluster dynamics in regions where these do not emerge spontaneously. [ABSTRACT FROM AUTHOR]

7. Can markets foster rebellion? The case of the 1837–38 rebellions in Lower Canada.

• The Lower Canada rebellions of 1837–38, are used to show that the development of markets reduces the cost of rebelling. • Using data from the 1831 census, we show that the likelihood of rebellions increases with market development (proxied by absolute price difference between one area and the main Atlantic port cities of the colony). • The intensity of rebellions is also affected by the level of market development. • The development of markets appears to act in a manner similar to new information diffusion technologies with regards to helping coordinate rebellions. In 1837–38, the British colonies of Upper and Lower Canada rebelled. The rebellion was more virulent (and better organized) in Lower Canada. The rebellions were also concentrated in the richer areas of that colony. In this paper, we use the census of 1831 and databases of rebellious events to explain how the rebels managed to overcome the problem of collective action. We argue that the rich areas were more prone to rebellion because they were where markets were most developed. These well-developed markets allowed for cheaper coordination of seditious elements. We link our contribution to the literature on the collective action problem inherent to the organization of protests, uprisings and rebellions. [ABSTRACT FROM AUTHOR]

8. Dots to dots: a general methodology to build local indicators using spatial micro-data.

Empirical studies in regional science have so far largely relied on discrete conceptualizations of space and aggregated metrics, which do not take into consideration spatial heterogeneity and variability at the micro-level. This paper explores the use of these indicators when dealing with observations at the subregional level, based on micro-data sets that impose the conceptualization of spatial interactions in a continuous and multidirectional space. We propose a general methodology to build local indicators for spatial micro-data sets. Based on distance matrix and matrix calculations, some classical indices of specialization and diversity are extended to their local counterparts to explore the full spatial heterogeneity and variability of space. The methodology is applied to 9,839 establishments covering all economic sectors in the Lower St-Lawrence region (Quebec, Canada). We find that the distribution of the local indicator varies significantly with distance, which suggests that the effects of specialization or diversity are not constant over space. Treating space as continuous may become of prime importance, given that more individual data sets are now available, combined with the fact that the performance of microcomputers is still improving. A review of the past 20 years in Québec reveals the extent of the social and economic change that has occurred there. Such change has demanded the redefinition of service delivery in the public, para-public and, indeed, the private sectors. Québec has shifted from a period centred, by and large, on growth, to a period of streamlined spending and optimum resource use. The Sûreté du Québec has had to adapt its management methods to this situation while dealing with numerous, major reforms. These changes have led to the establishment of the Development and Training Branch and helped to determine its mission, strategic policy directions, and action plans. Who we are, what we do, how we do it, and what results we are seeking are some of the questions that this paper prepared by the Development and Training Branch of the Sâreté du Québec, the Québec, Canada Provincial Police Force, addresses. Whether past or present, the historical realities of Canada always seem to begin and end amidQuebec rather than anywhere else. From colony to confederation, that is, the history of Canada writas a discourse about development could not possibly maturate without the realities amid Quebec. Forthe past four hundred years, the development of Canada seemingly maturated amid the contentiouscoactions realized as English against French. So whether figurative or literal, the dialectic betweenEnglish and French for Canada synthesizes the maturation of development across time/space viaConfederation versus the Constitution. All told, neither Canada nor Quebec can recur and reconcilewithout certain recognition despite their various resentment. By applying then the principles froma Three-Player Decision Game consisting of a Challenger, Defender, and Mediator, the outcomesoriginated with Perfect Bayesian Equilibriaâ??Settlement, Separation, Standby or Suckerâ??can nowexplain quantitatively the historical contestations against the Anglophone/Federal Status-Quo(Constitution Act) with the Francophone/Provincial community in Quebec through the QuietRevolution, "Distinct Society," Secession Referendum, and attempts at Nationhood. We attempt to provide an economic theory and the empirical evidence to explain why slow-growth regions, like Quebec in Canada, enjoy as high living standards as rapidly growing regions. In the long term quantities not prices adjust (except for the price of land, a resource in fixed supply). Despite variations in regional growth rates, real per capita income adjusted for housing costs converge in all regions.
