Interest in higher education institutions (HEIs) as instruments for development has increased in recent years. The main objective of this paper is to address the contribution of HEIs to development through their missions, models, and challenges. With this purpose, we perform a historical analysis and characterise higher-education systems through the perspective of university models and missions, noticing relevant aspects regarding the evolution of this institution over time, as well as the transformations undergone. We also consider the main challenges that current higher education systems face in the 21st century. As methodological approaches, we carry out a literature review complemented by a comparative analysis based on data from the higher education systems of ten European countries. The findings show that HEIs can contribute to development through their missions, which are related to the models of higher education. Their first mission (teaching) contributes to improving human capital and attracting highly qualified people to their regions; the second mission (research) improves scientific knowledge which can foster innovative activities; and the third mission (community service) acts as a link between research and business, including patents, business incubators, and collaboration agreements. We also conclude that the challenges of higher education in the 21st century can be categorised essentially in three main areas: (1) globalisation and massification of higher education, as well as the internationalisation of HEIs' missions and diversification of the educational supply to attract new students; (2) new technologies related to the digitalisation of teaching and distance learning; and (3) higher education entrepreneurship, showing the importance of university-company relationships. This paper provides a global setting for a reflection on the role of HEIs in the 21st century, given their connection with society and the need for a more effective contribution to socio-economic development.

This paper suggests how lessons from Germany's national-level, comprehensively focused place-based regeneration (or levelling up) efforts could be applied in the UK. It draws the direct linkage between spatial inequality and the decline of large-scale heavy manufacturing industry at the end of the 20th century in Germany and the UK. It also posits that rapid deindustrialisation, poor-quality education and other indices of poverty and economic inequality have fuelled political fragmentation — including loss of public trust in government, national and civic institutions — in both countries. The paper explores and compares two sets of German redevelopment efforts over time, in the industrial heartland of the former West German Ruhr region and across the former East Germany, to assess their impacts on reducing political polarisation as well as bolstering redevelopment. It highlights which elements of these efforts have been most successful and why. The German experience, as described in the paper, clearly demonstrates that it takes decades to achieve measurable positive economic outcomes from redevelopment programmes. Political outcomes can also be mixed, even negative, if grassroots sentiment and public well-being are ignored or discounted in the process. In the former East Germany, despite huge transfers of development funds, grievances rooted in the economic and political dislocation of German unification in the 1990s have fuelled anti-establishment politics. The paper also examines how grassroots, philanthropic and private sector actors work alongside regional and federal governments in Germany in shaping positive political as well as socio-economic outcomes and how this might be most effectively adapted for the UK. While higher education is regarded a high priority for economic development in many countries, public budgets often fall short to support desired levels of expansion in higher education. This leads to cost-sharing: students and their families are required to contribute more to the costs of higher education. This paper explores worldwide trends to cope with this issue based on the following questions: Is it fair to ask for larger contributions from students? What are the global patterns and forms of higher private shares in the costs of higher education? And what is the impact of cost-sharing on higher education access and equity? This paper examines the linkages in financial markets during coronavirus disease 2019 (COVID-19) pandemic outbreak. For this purpose, daily stock market returns were used over the period of December 31, 2019-April 20, 2020 for the following economies: USA, Spain, Italy, France, Germany, UK, China, and Romania. The study applied the autoregressive distributed lag (ARDL) model to explore whether the Romanian stock market is impacted by the crisis generated by novel coronavirus. Granger causality was employed to investigate the causalities among COVID-19 and stock market returns, as well as between pandemic measures and several commodities. The outcomes of the ARDL approach failed to find evidence towards the impact of Chinese COVID-19 records on the Romanian financial market, neither in the short-term, nor in the long-term. On the other hand, our quantitative approach reveals a negative effect of the new deaths' cases from Italy on the 10-year Romanian bond yield both in the short-run and long-run. The econometric research provide evidence that Romanian 10-year government bond is more sensitive to the news related to COVID-19 than the index of the Bucharest Stock Exchange. Granger causality analysis reveals causal associations between selected stock market returns and Philadelphia Gold/Silver Index.

This paper contributes to the growing literature regarding the role of Information and Communication Technologies as well as Innovation on driving the level of carbon dioxide emissions and economic growth in context of the 21st conference of the Parties to the Climate convention (COP21). Drawing the data from 13 selected G-20 countries (including Argentina, Canada, China, France, Germany, Italy, Japan, Mexico, Republic of Korea, Russian Federation, Turkey, United Kingdom, United States) during the period of 15 years, our study achieves significant results. First, only five factors impede the carbon emissions namely energy price, foreign direct investment, technology, spending on innovation and trade openness while the remainder of determinants contribute to contamination of environment, including financial development. Second, when it comes to economic growth, information and communication technological and financial development are positive driving factors. Our results do reject the absence of Environmental Kuznets Curve (EKC) from our sample. Finally, our study empirically suggests that the work of controlling consumption of oil and environmentally friendly process including manufacture-trading in these economies will limit the amount of pollution., (Copyright © 2020 Elsevier Ltd. This paper analyses the roles of institutions in facilitating or impeding the creation of new technological pathways in different countries. It is argued that the successful invention, innovation and diffusion of new technologies require the co-evolution of relevant institutions. It is argued that informal institutions, through their impact on people's beliefs, perceptions and consequential behaviour, crucially influence whether formal institutions coevolve with technological development and changing circumstances. At the same time, the rigidity of the pre-existing formal institutional arrangements impacts on whether agents can stimulate their co-evolution with the introduction of new technologies. These arguments are explored by comparing the creation of new wind power technologies in Britain and Germany since the 1970s. [ABSTRACT FROM AUTHOR]

In this paper we examine the implication of a simple class of fiscal rules for long-run economic growth and welfare. The Golden Rule of Public Finance that we examine is motivated by institutional arrangements in countries such as Germany and the UK. We find that rules that seek to limit government borrowing to productive investment spending have a clear justification in terms of growth and welfare when government-provided goods are otherwise excessively provided. Even in the case where it is private consumption that is excessive, the Golden Rule of Public Finance is likely to be good from a growth perspective, but the welfare effects are more ambiguous. It is an ambitious project to review the extent to which New Labour governments in the UK, first under Tony Blair and then more recently under Gordon Brown, have changed planning in a country where Thatcherite policies in the late 1970s, 1980s and early 1990s dominated public policies. Such a review of successes and failures of planning during these years, I believe, can only be done in the motherland of planning, and this venture documents the leading role that British academic writing has in the field of planning. The outcome is a very broad reflection of what has been going on in Britain under more then two terms of New Labour government, although some dimensions are missing in this assessment. While local government is covered quite extensively, and housing and environment are treated, the implications for local economic development and for transport have not been covered. This is unfortunate as any account of the impacts of Labour policies on local economic development and mobility would have added a valuable facet to the very competent contributions to this venture. This is especially so in the common argument that New Labour has more or less followed what the Conservative governments under Thatcher and Major had started: this is particularly true when viewing from an economic perspective. Nevertheless I have learnt much from reading the various accounts of New Labour policies in the field of planning, and wish a similar venture would be undertaken in my home country Germany. During the 1980s there existed a deep fascination in the UK with what makes Germany successful. This has dissolved somewhat in the last 15 years as Germany has struggled with the challenges of reunification and globalisation. Since 1997 the UK has focused on the drivers of productivity and wealth creation in the interests of closing the 'productivity gap' with the US. In contrast, productivity improvements in Germany have been regarded as something of a 'luxury problem' for policy makers who have had to facilitate systemic change in eastern Germany and adaptation in the old Länder. This paper looks at the systemic adaptation in Germany from a UK perspective and argues that, although structural reform still has some way to go, the endogenous growth drivers of the German economy are strong, and visibly stronger than in the UK. The growth rate of real GDP per capita is modeled and predicted at various time horizons for France, Germany, New Zealand, and the United Kingdom. The rate of growth is represented by a sum of two components - a gradually decreasing trend and fluctuations related to the change in country-specific age population. This article uses a time–space approach to check the UK business cycle synchronization with Germany and the US. As a novelty, we consider the co-movements in terms of economic growth rate structure. In line with the existing studies, we discover that the UK business cycle is more synchronized with the US then with Germany, and that the co-movements have intensified lately. We also show that co-movements are reduced in terms of business cycle structure and are time–frequency-dependent. Finally, we point out that the UK business cycle became more synchronized with the US cycle given the contribution of investments and external balance to the real growth rate. This article focuses on the struggle for a social Europe by examining social partnership developments in two western countries, Germany and Britain, and two eastern countries, Bulgaria and Poland. The resurgence of social partnership in the west, even in the weakest case (Britain), is paradoxically driven in part by neoliberal EU economic policies. In the east, post-communist tripartism helped preserve social peace with the coming of markets, while both international lending agencies and subsequent EU accession processes pushed domestic actors towards social dialogue. The coming or deepening of markets has therefore surprisingly promoted or reinforced relations of social partnership throughout Europe. [ABSTRACT FROM AUTHOR]
