In the postwar period, the strong economic growth in Western countries coincided with the configuration of their modern urban planning systems. This article aims at exploring to what extent the targets of the economic planning that was broadly adopted in this growth period conditioned the performance of urban planning tools by analyzing the case of Spain. During the so-called "Spanish miracle" that started in the early 1960s and lasted until the mid-1970s, there were notable contradictions between economic and spatial planning policies and between the performance of the national and the municipal governments. It is concluded that the lack of an integrated approach to regional and urban planning policies at national level combined to the gap with the actual local planning framework, illustrated through the example of three cities, can help to understand the patterns of urban growth in a context of an expanding economy. This paper evaluates the extent to which the introduction of four new regional planning and land policy instruments in the Netherlands improves the delivery of regional planning objectives. On the basis of case-study research, we identify why and to what extent the Dutch regional authorities--the provinces--have adopted these new instruments and assess whether or not the instruments offer opportunities for improving the delivery of regional planning objectives. The study shows that regional policies and plans are often implemented without consideration of their consequences for national or local planning objectives. As a result, the instruments may not address current policy delivery needs, and may even compound local policy failures. We conclude that the use of such instruments should be accompanied by a more thorough discussion of regional planning tasks and objectives, and a debate on the role of regional authorities within the multilevel governance setting. In geographical analysis, spatial simulation and optimization are usually separate processes tackling different problems. It is, however, increasingly necessary to integrate them. Particularly in a fast developing area, the development to be simulated is seldom inertial (i.e., strictly following the historical trend); instead, it is likely to be interfered by new planning measures. Meanwhile, in such an area an optimization plan might not be even meaningful if it only addresses a snapshot of a highly dynamic landscape. In this study, we explored the possibility of integrating cellular automata (CA), a widely used method for simulating urban development and land use changes, and ant colony optimization (ACO), an advanced technique for solving complex path optimization problems. We named the resulting integrated system the geographical simulation and optimization system (GeoSOS) and applied it to a case study concerning finding the optimal path for a planned expressway in Dongguan, a fast-growing city in one of the most economically active regions of China. In the case study, the CA component of the GeoSOS generated simulations of the industrial land use changes for some years in the next decade. The ACO component of the GeoSOS, which had been revised from the conventional ACO to work on raster surfaces, took the simulations as input and completed raster-based path optimizations. In terms of the cumulative utility, a measurement used to evaluate the performance of the optimization, the coupling method surpasses the noncoupling method by 10.3 percent. [ABSTRACT FROM AUTHOR]

The author argues that power is being exercised by rural elites to prevent much-needed new housing being built in the English countryside. Evidence is presented from five case-study local authorities in rural England, via analysis of interview data and policy documents produced at the regional and local plan-making level. Technocratic explanations for the ongoing failure of the planning system to deliver more housing in line with the well-established need/demand for such are rejected. Drawing on the three dimensions of power presented by Lukes, the author explores how the exercise of power effectively subverts planning processes and leads overwhelmingly to decisions being made which favour the exclusionary preferences of certain groups. Focusing upon a period during which the planning discipline emerged and was consolidated in Latin America from the 1920s through the 1950s, this article aims to identify some of the impulses behind the widening of the scope of planning activities undertaken by planners of capital cities, from the local and urban to the regional and territorial. The author uses a comparative perspective to analyze this tendency toward the enlargement of the territorial extent of the plan, interpreting it as part of the process through which Latin America's urban modernization proceeded while also relating it to the epistemological and professional shift from urbanismo towards planificacion and planejamento. While factors such as the emergence of planning offices in some capital cities and the emergence of the first courses in planning in university curricula are considered, the article focuses mainly on the the approaches of pioneers in Latin American planning to this transition, in particular Carlos Contreras and Hannes Meyer in Mexico City, Carlos della Paolera in Buenos Aires, Karl Brunner in Bogota and Santiago de Chile, and Maurice Rotival in Caracas. For many Philippine provinces, decentralization and more autonomous local development planning did not lead to the desired outcomes. This article examines the experiences of the two provinces of Cebu and Leyte. While Cebu became a centre of trade and industry, Leyte is still struggling with its local economy oriented to natural resources. A main reason for the divergent development paths of the two islands can be found in the emergence of different elite structures, which resulted in different path-dependent patterns of economic specialization. Despite this different historical experience, both provinces today suffer from similar institutional infirmities in their planning system for promoting local development. Local planning capacity constraints, such as regional and local co-ordination and co-operation patterns, local finances, human capital and knowledge are analysed. The Cebuano elites used the room for manoeuvre provided by decentralization reforms more successfully than elites in Leyte. This created pockets of efficiency in Cebu leading to more development-friendly investment policies. In order to increase local and regional planning capacity, short-term interventions and policy reforms at the local, regional and national level are discussed. [ABSTRACT FROM AUTHOR]

In the varieties of capitalism, welfare capitalism, and systems of innovation literatures, the university is a critical actor as public employer, trainer and provider of several public goods. However, there is relatively weak enquiry into the spatial and institutional characteristics of university-led economic development and a relative neglect of the political economy and organizational features of embedded R&D projects in urban and regional planning. We argue that technical projects, far from being stand-alone entities, have taken on the broad characteristics of the university and city-regional development mandate in where they reside. The article is based on an exploratory study of university-industry R&D projects in six city regions of Finland. We show that: (a) the shifting role of universities reflects a changed context for the welfare state in which the “public” debate occurs; (b) These create distinct issues of legitimacy and coalition-building in local economic planning which give rise to diverse regional interpretations of single technology programmes; (c) We categorise three general types of models of R&D projects in universities and propose tentative categories of contributions to “public knowledge”. This diversity of interpretations and outcomes leaves us optimistic regarding the ability of city-regions to adapt and plan for the future against a changing welfare state that shapes the university's role, yet more cautious about any clear-cut “public knowledge” emerging from such technical projects. This paper considers the recommendations of the Allsopp Review on the adequacy of UK regional economic statistics. It raises general concerns over the philosophy underpinning the review and specific questions as to whether the review's recommendations are sufficient to operate effectively the present UK regional policy regime. In particular, the institutional arrangements that make up the 'new localism' in UK regional policy have data requirements that are more extensive than simply monitoring performance against government targets. For a century, town and country planning has been an important field of public endeavour. Now more commonly known as urban and regional or urban and rural planning, its names have recognized its concern for non-built-up as much as built-up areas; i.e. the countryside. Notwithstanding, little effort was expended there until about half way through the century. This has changed. Rural planning has burgeoned, barely reflected, however, within planning history in Australia. This article addresses this by examining how land-use planning for the countryside has evolved in South Australia since the introduction of the modern form of statutory planning in 1967. It traces the evolution of statutory policy and how it has been informed by concepts such as nature conservation, landscape maintenance, environmental protection and ecological sustainability. It underlines the tensions inherent in a system created primarily to deal with the slower changing urban conglomerate of built form when applied to the countryside where the dynamism of the seasons requires an ongoing land management approach. Experiments in policy planning and legislation are examined and it is concluded that, as in urban planning, ideas of innovation and diffusion are valid. [ABSTRACT FROM AUTHOR]

An examination of how land-use planning can proceed while emphasising sustainability in transport objectives is presented in the authors' view. It is vital that citizen preferences are assessed, and the ‘area development negotiation’ method for obtaining such preferences is detailed within a case study framework. The method permits evaluations by various stakeholder groups of future urban mobility scenarios by means of multiattribute utility analyses. In order to illustrate the method, key results from a Swedish case study are presented, demonstrating that all interest groups—with the exception of business representatives—were aware of the importance of environmental factors and gave these factors greater weight than economic factors. Discussion focuses upon issues relevant to policy analysis, strategic planning including stakeholders, and upon issues relevant to the policy process, such as how the method can support and meaningfully engage the citizen in strategic planning. Built investment in buildings, facilities, and infrastructure underpin the performance of cities and regions, so the ways built investments influence the economic success of regions are important. This paper reports analyses of the dynamics of built investments in four regions. We assembled F.W. Dodge proprietary data on built investments from 1990 through 2000 in two midwestern “old economy” regions (Indianapolis, Ind. and Columbus, Ohio), and two new economy stars (Austin, Tex. and Raleigh–Durham, N.C.). The purpose of this analysis is to examine to what extent public and private built investment patterns are linked within each region. The comparative analysis finds that these regions each entertained anywhere from 100,000 to 200,000 construction projects apiece over the 11-year period, ranging from a total of $23 to $49 billion. On a per square mile basis, the regions’ built investments were about even. Shares of built investment originated from the public sector differ widely by category, with higher public shares of transportation, telecommunications, and laboratories generally occurring in the new economy regions. Correlations between public and private built investment vary among the regions. Simple models using local public investments to estimate private investment patterns show strong linkages between education, street, water, and other public infrastructure and private building, but these coefficients also differ across the regions. The rural-urban fringe poses numerous legal, political and procedural challenges regarding its proper governance and planning. This paper focuses upon the rate, form and location of fringe developments in British Columbia's unincorporated areas. It is argued that the chaotic nature of development results from a messy and uncoordinated governance structure where unincorporated territories are concerned. The paper concludes that a superior coordinated approach could be achieved by incorporating into provincial thought a sound planning vision regarding the development of the unincorporated areas.
