In the two decades, since the advent of the term "flash drought," considerable research has been directed toward the topic. Within the scientific community, we have actively forged a new paradigm that has avoided a chaotic evolution of conventional drought but instead recognizes that flash droughts have distinct dynamics and, particularly, impacts. We have moved beyond the initial debate over the definition of flash drought to a centralized focus on the triad of rapid onset, drought development, and associated impacts. The refinement toward this general set of principles has led to significant progress in determining key variables for monitoring flash drought development, identifying notable case studies, and compiling fundamental physical characteristics of flash drought. However, critical focus areas still remain, including advancing our knowledge on the atmospheric and oceanic drivers of flash drought; developing flash drought‐specific detection indices and monitoring systems tailored to practitioners; improving subseasonal‐to‐seasonal prediction of these events; constraining uncertainty in flash drought and impact projections; and using social science to further our understanding of impacts, particularly with regard to sectors that lie outside of our traditional hydroclimatological focus, such as wildfire management and food‐security monitoring. Researchers and stakeholders working together on these critical topics will assure society is resilient to flash drought in a changing climate. In recent years, extreme droughts in the United States have increased in frequency and severity, underlining a need to improve our understanding of vegetation resilience and adaptation. Flash droughts are extreme events marked by the rapid dry down of soils due to lack of precipitation, high temperatures, and dry air. These events are also associated with reduced preparation, response, and management time windows before and during drought, exacerbating their detrimental impacts on people and food systems. Improvements in actionable information for flash drought management are informed by atmospheric and land surface processes, including responses and feedbacks from vegetation. Phenologic state, or growth stage, is an important metric for modeling how vegetation modulates land–atmosphere interactions. Reduced stomatal conductance during drought leads to cascading effects on carbon and water fluxes. We investigate how uncertainty in vegetation phenology and stomatal regulation propagates through vegetation responses during drought and non-drought periods by coupling a land surface hydrology model to a predictive phenology model. We assess the role of vegetation in the partitioning of carbon, water, and energy fluxes during flash drought and carry out a comparison against drought and non-drought periods. We selected study sites in Kansas, USA, that were impacted by the flash drought of 2012 and that have AmeriFlux eddy covariance towers which provide ground observations to compare against model estimates. Results show that the compounding effects of reduced precipitation and high vapor pressure deficit (VPD) on vegetation distinguish flash drought from other drought and non-drought periods. High VPD during flash drought shuts down modeled stomatal conductance, resulting in rates of evapotranspiration (ET), gross primary productivity (GPP), and water use efficiency (WUE) that fall below those of average drought conditions. Model estimates of GPP and ET during flash drought decrease to rates similar to what is observed during the winter, indicating that plant function during drought periods is similar to that of dormant months. Increased flash drought awareness in recent years has motivated the development of numerous indicators for monitoring, early warning, and assessment. The flash drought indicators can act as a complementary set of tools by which to inform flash drought response and management. However, the limitations of each indicator much be measured and communicated between research and practitioners to ensure effectiveness. The limitations of any flash drought indicator are better understood and overcome through assessment of indicator sensitivity and consistency; however, such assessment cannot assume any single indicator properly represents the flash drought "truth." To better understand the current state of flash drought monitoring, this study presents an intercomparison of nine, widely used flash drought indicators. The indicators represent perspectives and processes that are known to drive flash drought, including evapotranspiration and evaporative demand, precipitation, and soil moisture. We find no single flash drought indicator consistently outperforms all others across the contiguous United States. We do find the evaporative demand- and evapotranspiration-driven indicators tend to lead precipitation- and soil moisture-based indicators in flash drought onset, but also tend to produce more flash drought events collectively. Overall, the regional and definition-specific variability in results supports the argument for a multi-indicator approach for flash drought monitoring, as advocated by recent studies. Furthermore, flash drought research-especially evaluation of historical and potential future changes in flash drought characteristics-should test multiple indicators, datasets, and methods for representing flash drought, and ideally employ a multi-indicator analysis framework over use of a single indicator from which to infer all flash drought information. SIGNIFICANCE STATEMENT: Rapid onset or "flash" drought has been an increasing concern globally, with quickly intensifying impacts to agriculture, ecosystems, and water resources. Many tools and indicators have been developed to monitor and provide early warning for flash drought, ideally resulting in more time for effective mitigation and reduced impacts. However, there remains no widely accepted single method for defining, monitoring, and measuring flash drought, which means most indicators that are developed are compared with other individual indicators or conditions and impacts in one or two flash drought events. In this study, we measure the state of flash drought monitoring through an intercomparison of nine, widely used flash drought indicators that represent different aspects of flash drought. We find that no single flash drought indicator outperformed all others and suggest that a comprehensive flash drought monitor should leverage multiple, complementary indicators, datasets, and methods. Furthermore, we suggest flash drought research-especially that which reflects on historical or projected changes in flash drought characteristics-should seek multiple indicators, datasets, and methods for analyses, thereby reducing the potentially confounding effects of sensitivity to a single indicator. This study describes flash drought (FD) inferred from the evaporative stress index (ESI) over Australia and its relationship to vegetation. During 1975–2020, FD occurrence ranges from less than 1 per decade in the central arid regions to 10 per decade toward the coasts. Although FD can occur in any season, its occurrence is more frequent in summer in the north, winter in the southern interior and southwest, and across a range of months in the far southeast and Tasmania. With a view toward real-time monitoring, FD "declaration" is defined as the date when the ESI declines to at least −1, i.e., drought conditions, after at least 2 weeks of rapid decline. Composite analysis shows that evaporative demand begins to increase about 5–6 weeks before declaration with an increase in solar radiation, while evapotranspiration initially increases with evaporative demand but then decreases in response to the soil moisture depletion. Solar radiation increases simultaneously with precipitation deficit, both reaching their peak around declaration. FD intensity peaks with soil moisture depletion, 2–3 weeks after declaration. The composite wind speed only shows a modest increase around declaration. The composite FD ends 4 weeks after rapid decreases in solar radiation and increases in precipitation. Satellite-derived vegetation health composites show pronounced decline in the nonforested regions, peaking about 4–8 weeks after FD declaration, followed by a recovery period lasting about 12 weeks after flash drought ends. The forest-dominated regions, however, are little impacted. Modeled pasture growth data show reduced values for up to 3 months after the declaration month covering the main agricultural areas of Australia. Significance Statement: Flash drought describes a fast intensification or rapid development of drought conditions with potential severe impacts on agriculture and ecosystems. This study describes the climatology and typical evolution of flash drought over Australia for the period 1975–2020. An objective definition of flash drought, using high-resolution observational-based datasets, is proposed and its spatiotemporal variability is provided, as well as its relationship with vegetation health and pasture growth. Flash droughts, characterized by their unusually rapid intensification, have garnered increasing attention within the weather, climate, agriculture, and ecological communities in recent years due to their large environmental and socioeconomic impacts. Because flash droughts intensify quickly, they require different early warning capabilities and management approaches than are typically used for slower-developing "conventional" droughts. In this essay, we describe an integrated research-and-applications agenda that emphasizes the need to reconceptualize our understanding of flash drought within existing drought early warning systems by focusing on opportunities to improve monitoring and prediction. We illustrate the need for engagement among physical scientists, social scientists, operational monitoring and forecast centers, practitioners, and policy-makers to inform how they view, monitor, predict, plan for, and respond to flash drought. We discuss five related topics that together constitute the pillars of a robust flash drought early warning system, including the development of 1) a physically based identification framework, 2) comprehensive drought monitoring capabilities, and 3) improved prediction over various time scales that together 4) aid impact assessments and 5) guide decision-making and policy. We provide specific recommendations to illustrate how this fivefold approach could be used to enhance decision-making capabilities of practitioners, develop new areas of research, and provide guidance to policy-makers attempting to account for flash drought in drought preparedness and response plans. Recent years have seen growing appreciation that rapidly intensifying flash droughts are significant climate hazards with major economic and ecological impacts. This has motivated efforts to inventory, monitor, and forecast flash drought events. Here we consider the question of whether the term "flash drought" comprises multiple distinct classes of event, which would imply that understanding and forecasting flash droughts might require more than one framework. To do this, we first extend and evaluate a soil moisture volatility–based flash drought definition that we introduced in previous work and use it to inventory the onset dates and severity of flash droughts across the contiguous United States (CONUS) for the period 1979–2018. Using this inventory, we examine meteorological and land surface conditions associated with flash drought onset and recovery. These same meteorological and land surface conditions are then used to classify the flash droughts based on precursor conditions that may represent predictable drivers of the event. We find that distinct classes of flash drought can be diagnosed in the event inventory. Specifically, we describe three classes of flash drought: "dry and demanding" events for which antecedent evaporative demand is high and soil moisture is low, "evaporative" events with more modest antecedent evaporative demand and soil moisture anomalies, but positive antecedent evaporative anomalies, and "stealth" flash droughts, which are different from the other two classes in that precursor meteorological anomalies are modest relative to the other classes. The three classes exhibit somewhat different geographic and seasonal distributions. We conclude that soil moisture flash droughts are indeed a composite of distinct types of rapidly intensifying droughts, and that flash drought analyses and forecasts would benefit from approaches that recognize the existence of multiple phenomenological pathways. Flash drought is characterized by a period of rapid drought intensification with impacts on agriculture, water resources, ecosystems, and the human environment. Addressing these challenges requires a fundamental understanding of flash drought occurrence. This study identifies global hotspots for flash drought from 1980–2015 via anomalies in evaporative stress and the standardized evaporative stress ratio. Flash drought hotspots exist over Brazil, the Sahel, the Great Rift Valley, and India, with notable local hotspots over the central United States, southwestern Russia, and northeastern China. Six of the fifteen study regions experienced a statistically significant increase in flash drought during 1980–2015. In contrast, three study regions witnessed a significant decline in flash drought frequency. Finally, the results illustrate that multiple pathways of research are needed to further our understanding of the regional drivers of flash drought and the complex interactions between flash drought and socioeconomic impacts. The seasonal cycle of the evaporative stress index (ESI) over Australia, and its relationship to observed rainfall and temperature, is examined. The ESI is defined as the standardized anomaly of the ratio of actual evapotranspiration to potential evapotranspiration, and as such, is a measure of vegetation moisture stress associated with agricultural or ecological drought. The ESI is computed using the daily output of version 6 of the Bureau of Meteorology's landscape water balance model [Australian Water Resource Assessment Landscape (AWRA-L)] on a 5-km horizontal grid over a 45-yr period (1975-2019). Here we show that the ESI exhibits marked spatial and seasonal variability and can be used to accurately monitor drought across Australia, where ESI values less than negative one indicate drought. While the ESI is highly correlated with rainfall as expected, its relationship with temperature only becomes significant during the warmer seasons, suggesting a threshold above which temperature may affect vegetation stress. Our analysis also shows that the ESI tends to be strongly negative (i.e., indicating drought) during El Niño and positive phases of the Indian Ocean dipole (IOD), when conditions tend to be anomalously hot and dry. The connection between drought early warning information and the timing of rangeland managers' response actions is not well understood. This study investigates U.S. Northern Plains range and livestock managers' decision-making in response to the 2016 flash drought, by means of a postdrought survey of agricultural landowners and using the Protective Action Decision Model theoretical framework. The study found that managers acted in response to environmental cues, but that their responses were significantly delayed compared to when drought conditions emerged. External warnings did not influence the timing of their decisions, though on-farm monitoring and assessment of conditions did. Though this case focused only on a one-year flash drought characterized by rapid drought intensification, waiting to destock pastures was associated with greater losses to range productivity and health and diversity. With the increasing use of the term "flash drought" within the scientific community, Otkin et al. provide a general definition that identifies flash droughts based on their unusually rapid rate of intensification. This study presents an objective percentile-based methodology that builds upon that work by identifying flash droughts using standardized evaporative stress ratio (SESR) values and changes in SESR over some period of time. Four criteria are specified to identify flash droughts: two that emphasize the vegetative impacts of flash drought and two that focus on the rapid rate of intensification. The methodology was applied to the North American Regional Reanalysis (NARR) to develop a 38-yr flash drought climatology (1979–2016) across the United States. It was found that SESR derived from NARR data compared well with the satellite-based evaporative stress index for four previously identified flash drought events. Furthermore, four additional flash drought cases were compared with the U.S. Drought Monitor (USDM), and SESR rapidly declined 1–2 weeks before a response was evident with the USDM. From the climatological analysis, a hot spot of flash drought occurrence was revealed over the Great Plains, the Corn Belt, and the western Great Lakes region. Relatively few flash drought events occurred over mountainous and arid regions. Flash droughts were categorized based on their rate of intensification, and it was found that the most intense flash droughts occurred over the central Great Plains, Corn Belt, and western Great Lakes region. Flash droughts are characterized by a period of rapid intensification over sub-seasonal time scales that culminates in the rapid emergence of new or worsening drought impacts. This study presents a new flash drought intensity index (FDII) that accounts for both the unusually rapid rate of drought intensification and its resultant severity. The FDII framework advances our ability to characterize flash drought because it provides a more complete measure of flash drought intensity than existing classification methods that only consider the rate of intensification. The FDII is computed using two terms measuring the maximum rate of intensification (FD_INT) and average drought severity (DRO_SEV). A climatological analysis using soil moisture data from the Noah land surface model from 1979–2017 revealed large regional and interannual variability in the spatial extent and intensity of soil moisture flash drought across the US. Overall, DRO_SEV is slightly larger over the western and central US where droughts tend to last longer and FD_INT is ~75% larger across the eastern US where soil moisture variability is greater. Comparison of the FD_INT and DRO_SEV terms showed that they are strongly correlated (r = 0.82 to 0.90) at regional scales, which indicates that the subsequent drought severity is closely related to the magnitude of the rapid intensification preceding it. Analysis of the 2012 US flash drought showed that the FDII depiction of severe drought conditions aligned more closely with regions containing poor crop conditions and large yield losses than that captured by the intensification rate component (FD_INT) alone. Background: Flash drought poses a great threat to terrestrial ecosystems and influences carbon dynamics due to its unusually rapid onset and increasing frequency in a warming climate. Understanding the response of regional terrestrial carbon dynamics to flash drought requires long-term observations of carbon fluxes and soil moisture at a large scale. Here, MODIS satellite observations of ecosystem productivity and ERA5 reanalysis modeling of soil moisture are used to detect the response of ecosystems to flash drought over China. Results: The results show that GPP, NPP, and LAI respond to 79–86% of the flash drought events over China, with highest and lowest response frequency for NPP and LAI, respectively. The discrepancies in the response of GPP, NPP, and LAI to flash drought result from vegetation physiological and structural changes. The negative anomalies of GPP, NPP, and LAI occur within 19 days after the start of flash drought, with the fastest response occurring over North China, and slower responses in southern and northeastern China. Water use efficiency (WUE) is increased in most regions of China except for western regions during flash drought, illustrating the resilience of ecosystems to rapid changes in soil moisture conditions. Conclusions: This study shows the rapid response of ecosystems to flash drought based on remote-sensing observations, especially for northern China with semiarid climates. Besides, NPP is more sensitive than GPP and LAI to flash drought under the influence of vegetation respiration and physiological regulations. Although the mean WUE increases during flash drought over most of China, western China shows less resilience to flash drought with little changes in WUE during the recovery stage. • Characterization of flash droughts from a three-dimensional perspective. • The Normalized Area-Time Accumulation (NATA) curve was proposed to identify flash droughts. • Rapid area expansion and high severity are two crucial features of flash drought in higher dimensions. Though flash drought is an intrinsically three-dimensional phenomenon that evolves in both temporal and spatial dimensions, most studies have overlooked its spatiotemporal features by analyzing its characteristics at individual grid points. The rapid expansion of drought over time and space also brings great challenges for drought monitoring and management strategies. Focusing on the mapping of rapid development trajectories of drought in the three-dimensional space, this study proposes the Normalized Area-Time Accumulation (NATA) curve to describe the evolution characteristics of flash drought. Using the NATA curve, information about the expansion rate of drought area over time and the dominant severity of drought area can be extracted. On this basis, such drought events were classified and investigated, considering drought monitoring difficulty and potential drought damages. Results showed that the shape of proposed NATA curve and the slope of curves of varying severity levels had explicit indicative function for distinguishing drought events characterized by "flash" and "drought" events from traditional slowly-evolving drought events. Drought events which have a rapid rate of area expansion and high drought severity mostly meets the characteristics of flash droughts in the spatiotemporal dimensions. The findings highlight the significance of incorporating information on drought area expansion with time for an efficient recognition and improved accuracy of rapid drought development from a three-dimensional perspective. This is a step forward for flash drought identification in a higher dimension. The proposed NATA curve provides intuitive and comprehensive information on how drought evolves over time and space and is a promising alternative method to analyze drought characteristics from a three-dimensional perspective. • Rapid intensification is the main flash drought driver east of Rocky Mountains (RM). • West of the RM, rapid intensification often occurs without reaching drought. • SESR showed strong potential in identifying drought, particularly east of the RM. • SESR is able to represent meteorological and agricultural drought. Flash droughts develop rapidly (∼1 month timescale) and produce significant ecological, agricultural, and socioeconomical impacts. Recent advances in our understanding of flash droughts have resulted in methods to identify and quantify flash drought events. However, few studies have been done to isolate the individual rapid intensification and drought components of flash drought, which could further determine their causes, evolution, and predictability. This study utilized the standardized evaporative stress ratio (SESR) to quantify individual components of flash drought from 1979 – 2019, using evapotranspiration (ET) and potential evapotranspiration (PET) data from the North American Regional Reanalysis (NARR) dataset. The temporal change in SESR was utilized to quantify the rapid intensification component of flash drought. The drought component was also determined using SESR and compared to the United States Drought Monitor. The results showed that SESR was able to represent the spatial coverage of drought well for regions east of the Rocky Mountains. Furthermore, the rapid intensification component agreed well with previous flash drought studies, with the overall climatology of rapid intensification events showing similar hotspots to the flash drought climatology east of the Rocky Mountains.
