This is an exploratory study on returning migrants as adult learners preparing to return to their home countries. We examined the educational needs and learning experiences of nine Mongolian migrants returning from South Korea who participated in vocational education programs for imminent returnees. Our qualitative analysis found that returning migrants have (a) the need to bring viable skills back to their home countries, (b) the need to learn how to start a business, and (c) the need to prove their experience and skills acquired in South Korea. Participants’ vocational education experiences revealed that current educational practices (a) provide knowledge that is too basic and abstract to meet migrants’ needs, and (b) lack variety to meet individuals’ needs to develop their skills; however, (c) they did enable migrants to share information and ideas about their upcoming return to Mongolia. Based on the findings, we identified key issues that must be considered to support migrants’ sustainable return to their home countries. The study’s limitations and suggestions for future research are provided to support various types of return migrants and their needs.

This paper presents the influx of migrants into the elderly care sector in Poland, which, until recently, has been perceived as a country that “exports” caregivers. It describes the results of 31 individual in-depth interviews conducted with immigrant women who take care of elderly in Poland. The purpose of the study was to determine the profile of an immigrant taking up work in the elderly care sector, including the specification of their education level and competencies. It was determined that 55% of the respondents have higher education, including over 20% with a degree in nursing or physiotherapeutic education. It was established that, when analysing migrants in the care sector, it seems necessary not to divide migrants based on their education level (high- vs. low-skilled), but rather to consider the education profile as a whole (general and special profile education). Women with specialised education differ from the other migrants in regard to their better labour market position (higher remuneration, legal employment) and the scope of skill usage. The comparison of high-skilled and low-skilled workers in the care sector is very useful from the perspective of policymakers due to the fact that there is an issue of over-qualification in Poland. The article contributes to the literature, especially research dealing with brain waste, as there is theoretical and empirical gap in research on the differences between high-skilled and low-skilled migrants working in elderly care.

PurposeThe purpose of this paper is to examine the effects of immigration on the labour market outcomes of low-educated natives (i.e. residents without a university diploma). Using the labour market competition theory, which argues that the labour market effects of natives depend on the skill set of immigrants, the paper addresses whether immigrants are complementary to or substitutes for native workers.Design/methodology/approachLongitudinal matched employer–employee data on Sweden are used to estimate how low-educated natives, in regions experiencing the greatest influx of refugees from the Balkan wars, responded to this supply shock with regard to real wages, employment and job mobility between 1990 and 2003.FindingsFirst, the analysis shows that low-educated native workers respond to the arrival of immigrants with an increase in real wages. Second, although employment prospects in general worsened for low-skilled workers in most regions, this is not attributable to the regions experiencing the largest supply shock. Third, there are indications that low-skilled natives in immigration-rich regions are more likely to change workplace, particularly in combination with moving upwards in the wage distribution.Originality/valueRather than seeing an emergence of the commonly perceived displacement mechanism when an economy is subject to a supply shock, the regional findings suggest that high inflows of immigrants tend to induce a mechanism that pulls native workers upwards in the wage distribution. This is important, as the proportion of immigrants is seldom evenly distributed within a nation.

In this paper, I examine the welfare impact of migration in a general equilibrium model with endogenous worker location choice. My framework incorporates labor productivity differences across countries, worker heterogeneity in productivity across skill and nativity types, as well as country-pair specific costs of migration. In a series of experiments, I predict the migration response of workers to an expansion or contraction in the number of European Union (EU) member countries. For the case of the United Kingdom (U.K.) leaving the EU, commonly referred to as Brexit, low skilled native-born U.K. workers suffer a drop-in income, whereas high skilled workers experience an increase. This result is driven, in part, by an increase in high skilled immigration to the U.K. from outside the EU, which helps to dampen the loss in income of low skilled workers.

This study investigates the impact of low-skilled immigrants on urban labor markets in China. Using historical migration networks as an instrumental variable to overcome endogeneity problems, we find that low-skilled immigrants significantly increase local wages. Census data reveal significant occupational segregation between low-skilled immigrants and local inhabitants. Low-skilled immigrants are found to substitute for low-skilled local inhabitants but are complementary for high-skilled local inhabitants. In addition, low-skilled immigrants boost women's labor participation and wages through consumption service markets. This study's findings reveal that discrimination against low-skilled immigrants weakens the reciprocal effects among immigrants and local inhabitants and hinders urban development.

This article reports on a study of occupational health and safety (OHS) challenges for temporary foreign workers (TFWs) in low- and high-skilled occupations, based on twenty-two cases drawn from a broader study in three Canadian provinces. Interviewees in construction, meat processing, hospitality, and fast food reported concerns regarding working conditions and OHS issues. They include precarious migration status affecting voice; contrasting access to social support; and mechanisms undermining regulatory effectiveness. Sources of vulnerability include closed work permits (making workers dependent on a single employer for job security and family reunification); ineffective means to ensure contractual compliance; and TFW invisibility attributable to their dispersal throughout the labor market. Violations include increased workload without an increase in pay and non-compliance with OHS and contractual rules without oversight. Positive and negative practices are discussed. Recommendations include improving migration security to preserve worker voice and facilitating communication between immigration and OHS authorities.

We study the impact of network homophily on labor market outcomes in a search‐and‐matching model with two job search channels: the formal market and social contacts. There are two worker types: low‐skilled and high‐skilled workers. The homophily level determines whether the referral networks of the two types are mixed or segregated from each other. We show that there exists an intermediate homophily level that minimizes the unemployment rate and maximizes the wages of low‐skilled workers. Complete integration does not maximize the welfare of low‐skilled workers, unless it improves their productivity. We argue that our model can explain the empirical findings on the labor market effects of the Moving‐to‐Opportunity experiment and the integration of immigrants.

The economic progress of US men has stagnated in recent decades. The labor force participation rate of men ages 25–54 peaked in the mid-1960s and has declined since then (according to the Bureau of Labor Statistics), while men’s real median earnings have been flat since the early 1970s. These population averages mask considerably larger declines in participation among less-educated and non-white men as well as substantial increases in wage inequality. In this paper, we seek to illuminate the broader context in which prime-age men are experiencing economic stagnation. We explore changes for prime-age men over time in education, mortality, morbidity, disability program receipt, family structure, and incarceration rates. We focus on prime-age men, namely those ages 25–54, and on the years 1980–2016 (or 2017 when possible), encompassing much of the period of reduced economic progress for low-skilled men.

Employment concentration among low-skilled immigrants is a well-documented phenomenon in the U.S. labor market though its temporal and spatial patterns are less well examined. With Census microdata, the authors trace detailed occupational niches from 1990 to 2010 for all immigrants, as well as Asian and Latino immigrants separately, to understand how these niches have evolved over the past two decades. Using the Herfindahl−Hirschman Index measure, the authors further capture the geographic variation in relative occupational concentration across metropolitan statistical areas and test what metropolitan-level contexts and policies help explain such differences. The authors find that metropolitan areas with larger total and immigrant populations, greater human capital, higher residential mobility, and more diverse economies have expanded low-skilled immigrants’ occupational choices. Conversely, policies such as higher minimum wages and greater union membership may, in fact, increase occupational concentration, at least for some groups.

We investigate the nexus between TV watching and the general public opinion about the impact of immigrants on the economies of destination countries using evidence from the European Social Survey. We find, as expected, that low skilled workers and less educated respondents have a more negative view, likely due to the stronger competition threat they suffer from immigrants. Second, and more surprising, time spent watching TV gives a strong and significant contribution to the negative opinions on the role of immigrants. Over-representation of negative events involving migrants and lack of migrants voice on TV are two likely rationales consistent with our findings.

Over 25 million people are victims of forced labor globally; the vast majority are low-skilled migrant workers who migrated from a different country or region. Evidence so far indicates that much of labor exploitation has roots in the recruitment process. This motivates the question of whether there are characteristics common to low-skilled labor recruitment that can serve as reliable indicators of forced labor risk in the workplace. Leveraging unique data sets from the Myanmar Government and the Issara Institute on weekly demand for Burmese migrant workers in Thailand by Thai companies, and on worker voice hot-line data from 2018-2020, we find that unexpected labor shortages in the workplace significantly increase migrant worker abuse. Using an Instrumental Variable (IV) approach, we find that an increase of one standard deviation in low-skilled labor shortages in the workplace leads to a 34.5% or higher increase in worker-reported labor abuse in the two to four weeks that follow. Shocks of such magnitude occur about 10% of the time. We also find a visible correlation between provinces whose labor markets are more stressed on average and the frequency of unexpected labor shortages in a province, suggesting that stressed labor markets are also more prone to unexpected shortages and abuse. Overall, this research suggests that inefficiencies in matching supply and demand for low-skilled labor play an important role in determining labor abuse outcomes, and that reducing these inefficiencies in the labor recruitment process could help mitigate labor abuse.

We estimate the minimum wage's effects on low-skilled workers' employment and income trajectories. Our approach exploits two dimensions of the data we analyze. First, we compare workers in states that were bound by recent increases in the federal minimum wage to workers in states that were not. Second, we use 12 months of baseline data to divide low-skilled workers into a "target" group, whose baseline wage rates were directly affected, and a "within-state control" group with slightly higher baseline wage rates. Over three subsequent years, we find that binding minimum wage increases had significant, negative effects on the employment and income growth of targeted workers. Lost income reflects contributions from employment declines, increased probabilities of working without pay (i.e., an "internship" effect), and lost wage growth associated with reductions in experience accumulation. Methodologically, we show that our approach identifies targeted workers more precisely than the demographic and industrial proxies used regularly in the literature. Additionally, because we identify targeted workers on a population-wide basis, our approach is relatively well suited for extrapolating to estimates of the minimum wage's effects on aggregate employment. Over the late 2000s, the average effective minimum wage rose by 30 percent across the United States. We estimate that these minimum wage increases reduced the national employment-to-population ratio by 0.7 percentage point.

This study examines the city-size wage premium (CSWP) for local urban hukou holders (citizens) and rural migrants by utilizing data from the Chinese Household Income Project surveys (CHIP 2002 and 2013) employing OLS and Propensity Score Matching method. Heterogeneity of skills (measured by level of education) is found to be one determinant of the city-size wage disparity. But irrespective of skills, citizens receive a higher city-size premium than the rural migrants; nevertheless, the premium received by rural migrants has increased over the past few years. Within the similar occupation and type of firm, a highly skilled citizen received a CSWP of Yuan 880.08 in 2013 (Yuan 347.48 in 2002) on average per month. Whereas, a highly skilled rural migrant received an average monthly premium of Yuan 601.71 in 2013, and an insignificant premium in 2002. The corresponding values for low skilled citizens and rural migrants in 2013 are Yuan 415.67 and 267.27 respectively. Our results establish that there has been a positive effect on rural migrants from the relaxation of policies and labour laws, and a move towards equalization within the same level of skills.

This paper investigates whether the increasing “residual wage inequality” trend is related to manufacturing decline and the influx of low-skilled immigrants. There is a vast literature arguing that technological change, international trade, and institutional factors have played a significant role in the inequality trend. However, most of the trend is unexplained by observable factors. This paper attempts to “explain” the growth in the unexplained variance of wages by exploiting variation across locations (states or cities) in the United States in the local level of “residual inequality.” The evidence shows that a shrinking manufacturing sector increases inequality. In addition, an influx of low-skilled immigrants increases inequality, but this effect is concentrated in areas with a steeper manufacturing decline. Similar results are found for two alternative measures linked to increasing inequality: the increasing return to education and the decline in the employment rate of non-college men. The overall evidence suggests that the manufacturing and immigration trends have hollowed-out the overall demand for middle-skilled workers in all sectors, while increasing the supply of workers in lower skilled jobs. Both phenomena are producing downward pressure on the relative wages of workers at the low end of the income distribution.

PurposeThe purpose of this paper is to estimate the causal effect of minimum wages on the employment of low-skilled workers in less developed regions of China.Design/methodology/approachBased on data from the China Health and Nutrition Survey, a double-difference (DD) methodology is used to compare the employment of low-skilled individuals before and after a minimum wage increase in their provinces with a comparison group of individuals in provinces that did not have a minimum wage increase. Also, a triple-difference methodology (DDD) is used that also includes an additional control group of highly educated workers as a within-province internal comparison group that should not be affected by a minimum wage increase.FindingsNo evidence of an adverse employment effect is found in any of the 36 different estimates, consistent with recent US evidence that uses a similar DD methodology.Research limitations/implicationsThe data are not national representative; rather heavily weighted towards the less developed Central, Western and parts of the Eastern Regions of China. This may partially explain the absence of the theoretically expected adverse employment effect. Other related reasons are discussed, including: lack of enforcement in those less developed regions; a large presence of state-owned enterprises in the regions where employment security clause remains intact; the relatively less developed labour markets in the regions including where employers may behave in a monopsony fashion in their labour markets; shock effects; and cost offsets from reduced fringe benefits and increases in the pace of work. This paper was unable to disentangle the separate effect of these possible factors.Originality/valueThis is one of the few studies on minimum wages in China to focus on low-skilled workers in less developed regions, to use individuals as the unit of observation rather than aggregates, and to provide causal estimates based on DD and DDD methodologies.

To what extent do economic concerns drive anti-migrant attitudes? Key theoretical arguments extract two central motives: increased labour market competition and the fiscal burden linked to the influx of migrants. This article provides new evidence regarding the impact of material self-interest on attitudes towards immigrants. It reports the results of a survey experiment embedded in representative surveys in 15 European countries before and after the European refugee crisis in 2014. As anticipated by the fiscal burden argument, it is found that rich natives prefer highly skilled over low-skilled migration more than low-income respondents do. Moreover, the study shows that these tax concerns among the wealthy are stronger if fiscal exposure to migration is high. No support is found for the labour market competition argument predicting that natives will be most opposed to migrants with similar skills. The results suggest that highly skilled migrants are preferred over low-skilled migrants irrespective of natives’ skill levels.

This paper explores the theme of patronage by examining how the social mobility prospects of paid domestic workers differ from other vulnerable low-skilled black and colored women in post-apartheid South Africa. The literature provides contradictory predictions about the effects of a relationship with an affluent employer on a vulnerable employed woman and her household. Using data from the 2002–8 General Household Survey, this study uses propensity score matching (PSM) to compare paid domestic workers versus employed women with similar labor market characteristics. It finds that the household members of paid domestic workers tend to have a lower likelihood of unemployment, lower unemployment duration, higher likelihood of owning assets, and lower prevalence of hunger. It is, however, important to see evidence of such benefits in the context of a complicated employment relationship and to highlight that such benefits can reflect both altruistic and self-serving employer motivations.

International audience; Low-skilled Cambodian workers are not concerned by "multicultural programs" in South Korea. In this context, they deal with this situation through the help of religious institutions, such as the Onnuri Presbyterian Church, by recreating a sort of ethnonational community. Labour migration permits Cambodian workers to weave different kinds of social links between them, with Koreans of the peninsula, and also with Koreans in Cambodia. This article examines the singular form of integration or exclusion of these migrant workers in South Korea, and tries to demonstrate its impact on their life upon their return home.

This paper investigates the effects of offshoring on individual job satisfaction and perceived risk of job loss. The authors merge microdata from the German Socio-economic Panel dataset (SOEP) with indicators of insertion in global value chains at the industry level for the period 2000–2013. They test two hypotheses. First, the authors investigate whether workers in industries with higher offshoring intensity report lower job satisfaction and/or are more prone to be unsecure at their jobs. Second, they test whether these effects differ among four categories of collars. Their findings indicate that offshoring is associated with lower job satisfaction. The results are also indicative of some heterogeneity in the offshoring effect, with high skilled white-collar workers being mostly unaffected by offshoring and low skilled blue-collar workers showing the largest negative effects. Discriminating between manufacturing and services activities, the authors find that the extent of heterogeneity and the offshoring effect is relatively larger in manufacturing industries. They also find that the effect of offshoring intensity upon job satisfaction is more negative and significant in periods of economic decline. Finally, the results show that offshoring is not significantly related with job insecurity, a result that applies to all workers’ categories. Claims that low-skilled young people, and especially the men among them, are being excluded from the labour market have been influential over recent decades, contributing to an increasing concern over the issue of early school leaving. In this study, we use high-quality administrative data and sequence analysis to investigate the school-to-work trajectories of three birth cohorts of early school leavers in Norway between the ages of 16 and 26. Our observation period (from 1994 to 2015) covers several structural transformations of the Norwegian economy, such as increased migration, labour market polarisation and automatisation, widely held to have worsened the prospects of low-skilled young people. In accordance with expectations, we find some signs of increased labour market exclusion among early school leavers, relating to changes in welfare policy. However, the majority still follow trajectories characterised by employment and/or further education. Contrary to discourses on low-skilled men as losers, but in accordance with previous research, we find that male early school leavers consistently predominate in trajectories leading to middle and high incomes. Even in the comparatively gender equal country of Norway, the gender-segregated labour market consistently appears to be providing low-skilled men with more economically rewarding life course trajectories. publishedVersion

We estimated the impact of the minimum wage on wages, unemployment, and formal-informal sector mobility for women in the domestic-work sector in Uruguay. Applying the density-discontinuity design developed by Jales (2017), we used cross-sectional data for the period 2006-2016 from the National Household Survey and found that the minimum wage had significant effects on labor outcomes, with almost 20% of women increasing their wages to reach the minimum. This effect was observed in both the formal and informal sectors, though the latter was not covered by the policy. We also showed a decline in employment in the domestic sector as well as a significant effect on formal-informal sector mobility with negative impacts on formal employment. We present suggestive evidence those effects were offset by other labor policies undertaken in the analysis period.

This paper studies the effect of the change in occupational structure on wages for low skilled men. We develop a model of occupational choice in which workers have multi-dimensional skills that are exploited differently across different occupations. We allow for a rich specification of technological change which has heterogenous effects on different occupations and different parts of the skill distribution. We estimate the model combining four datasets: (1) O*NET, to measure skill intensity across occupations, (2) NLSY79, to identify life-cycle supply effects, (3) CPS (ORG), to estimate the evolution of skill prices and occupations over time, and (4) NLSY97 to see how the gain to specific skills has changed. We find that while changes in the occupational structure have affected wages of low skilled workers, the effect is not dramatic. First, the wages in traditional blue collar occupations have not fallen substantially relative to other occupations-a fact that we can not reconcile with a competitive model. Second, our decompositions show that changes in occupations explain only a small part of the patterns in wage levels over our time period. Price changes within occupation are far more important. Third, while we see an increase in the payoff to interpersonal skills, manual skills still remain the most important skill type for low educated males.

In a country like Lebanon, where the participation rate of women in the labor force is low, around 24 % in 2014 [1], women social entrepreneurs try to alleviate this problem by targeting Low-skilled women. Our exploratory study aims to identify the motivations of six women social entrepreneurs. These entrepreneurs perceive that low-skilled women need to be reintegrated into society and suffer from gender discrimination at hiring in Lebanon. They also have personal experience that has sparked their interest in the employment of low-skilled women. Interactions with marginalized women and gender discrimination lived throughout their personal and professional lives are also considered as important motivators. Finally, women social entrepreneurs point out that working for the professional integration of low-skilled women gives them personal satisfaction while taking a limited risk. Our qualitative exploratory study was supplemented by a quantitative study among fifty-seven low-skilled women to ascertain the motivations of the women social entrepreneurs who employ them. The results seem to confirm the majority of motivations reported by social women entrepreneurs especially in term of personal satisfaction.

From the 1970s to the early 2000s, the United States experienced an epochal wave of low-skilled immigration. Since the Great Recession, however, U.S. borders have become a far less active place when it comes to the net arrival of foreign workers. The number of undocumented immigrants has declined in absolute terms, while the overall population of low-skilled, foreign-born workers has remained stable. We examine how the scale and composition of low-skilled immigration in the United States have evolved over time, and how relative income growth and demographic shifts in the Western Hemisphere have contributed to the recent immigration slowdown. Because major source countries for U.S. immigration are now seeing and will continue to see weak growth of the labor supply relative to the United States, future immigration rates of young, low-skilled workers appear unlikely to rebound, whether or not U.S. immigration policies tighten further.

What are the welfare effects of immigration on low-skilled and high-skilled natives? To address this question, we develop a general equilibrium model featuring two skill types, search frictions, wage bargaining, and a welfare state that redistributes income through unemployment benefits and the provision of public goods. Our quantitative analysis suggests that, in all 20 countries studied, immigration attenuates the effects of search frictions. The resulting gains tend to outweigh the welfare costs of redistribution. Immigration has increased native welfare in almost all countries. In two-thirds of countries, both high- and low-skilled natives have benefited from the presence of immigrants, contrary to what models without search frictions or redistribution predict. Average total welfare gains from migration are 1.25% and 1.00% for high- and low-skilled natives, respectively. (JEL: F22, J61, J64)

Using a 2004 survey done in New York City’s Chinese community, we explore the extent to which legal status affects immigrants’ labor market performance and health status. We focus on five issues related to legal status of immigrants: wages, weekly working hours, employment location, self-rated health, and health care utilization. Our results show that undocumented immigrants are more likely to work for exceptionally long hours and are less likely to see a doctor when they get sick. However, we also find that current legal status does not have a significant effect on current health status. This work contributes to a growing literature on how legal status is linked to labor market and health consequences.

A novel identification strategy that is particularly suited to developing countries provides empirical evidence regarding the effects of a minimum wage on women workers in the informal sector.

Australia’s migration landscape has been transformed in the past two decades. Although Australia was initially founded upon a culture of permanent migration, built upon ideas of nation-building and citizenship, temporary labour migration has now become the norm. There are over one million migrants with work rights temporarily residing in Australia. Although Australia has only one primary pathway for temporary migrant workers, namely the subclass 457 visa, a number of other visas provide opportunities for temporary migrants to perform work in the domestic labour market. Both international students and working holiday makers have work rights, and a significant amount of unskilled and low skilled work is done by temporary migrants on these visas.

This research aims to study the dynamic effect of emigration on the human development of the sending countries. For this, emigration is measured through low-skilled and high-skilled emigrants, as well as remittances. Additionally, human development is understood as having a decent standard of life, long healthy life, and education. This research is not concerned with why migrants choose to move. Instead, the concern here is to assess what happens to the human development of the sending countries when they exit their home countries. This work is based on the New Economics of Migration theory and uses Latin America as the sample of sending countries. The data are analyzed through Feasible Generalized Least Squares, Panel Corrected Standard Errors, and GMM-IV. The period covered in this research goes from 1970 to 2015. 5-year-averages are employed in order to calculate the long-run effect of emigration on human development. From the results obtained through the statistical analysis, it can be said that the impacts of emigration on human development are heterogeneous, and that depend on the type of emigration (high-skilled or low-skilled) and on time (short-run or long-run). The findings suggest that there are important short-term benefits of emigration on the access to a decent living standard and to education. However, there are also some worrying negative short-term effects, mostly on a long healthy life. Nevertheless, most of these negative short-run effects revert in the long-run and become more positive. Furthermore, the results show that high-skilled emigration has more positive effects on living standards and on a long healthy life than the low-skilled emigration. On the other hand, in the case of education, it seems like low-skilled emigration has more positive long-run effects when compared to the high-skilled one. Esta pesquisa visa estudar o efeito dinâmico da emigração no desenvolvimento humano dos países de origem. Para isto, a emigração é mensurada através de emigrantes pouco qualificados e altamente qualificados, bem como remessas. Além disso, o desenvolvimento humano é analisado através de um nível de vida decente, vida longa e saudável, e educação. Esta pesquisa não estuda o porquê os migrantes escolhem se mudar. Em vez disso, a preocupação aqui é analisar o quê acontece com o desenvolvimento humano dos países de origem quando os migrantes saem dos seus países de origem. Este trabalho baseia-se na teoria da Nova Economia da Migração e usa a América Latina como a amostra dos países de origem. Os dados são analisados através de Feasible Generalized Least Squares, Panel Corrected Standard Errors, and GMM-IV. O período abrangido por esta pesquisa é desde 1970 até 2015. São empregadas médias de 5 anos para calcular o efeito de longo prazo da emigração no desenvolvimento humano. A partir dos resultados obtidos através da análise estatística, pode-se dizer que os impactos da emigração no desenvolvimento humano são heterogêneos e que dependem do tipo de emigração (altamente qualificados ou pouco qualificados) e do tempo (curto ou longo prazo). Os resultados desta pesquisa mostram que sugerem que há benefícios importantes no curto prazo no acesso a um nível de vida decente e na educação. No entanto, também há alguns efeitos negativos preocupantes, principalmente em uma vida longa e saudável. No entanto, a maioria desses efeitos negativos no curto prazo se revertem no longo prazo e tornam-se mais positivos. Além disso, os resultados mostram que a emigração altamente qualificada tem efeitos mais positivos sobre o nível de vida e sobre uma longa vida saudável do que a emigração pouco qualificada. Por outro lado, no caso da educação, a emigração pouco qualificada tem efeitos mais positivos no longo prazo quando comparada com a emigração altamente qualificada.

The increase of lone-parent families is a common phenomenon across Europe. Lone parent families have been the focus of extensive research as these families are in a vulnerable position in society. In this chapter we firstly explore the proportion of lone-parent families across the European Union; secondly, the employment patterns of lone parents; and thirdly, we look at the employment rate by education of the lone parent in lone-parent families in the European Union. This study stems from the realization that there is a need to learn more about the situation of lone parents and to characterize their heterogeneity. Low socio-economic status might be connected with low income, work that is low skilled and working during non-standard hours, while a high socio-economic position might be linked with a good income, autonomous work and working time that enables a better work–family interface.

Rural migrant workers and urban local low skilled labors are in the urban labor market at the same time. Though with different identities, both bear the characteristics of low degree of education. In order to explore whether there is difference in wages and employment between the two, we made a study based on 519 survey questionnaires in Shenyang City in China. We use the Multinomial logit model to estimate the possible obtained industry, and to examine factors that influence the labor obtained industry, by actual and estimated industry distribution of rural migrant workers and urban local low skill labor, we suggest that employment structure of the two have great disparity for different industries .So the government should deregulate rural rural migrant workers policy, and improve the level of human capital of migrant workers to eliminate the differences.

This paper analyzes how companies of immigrant entrepreneurs in knowledge-intensive industries differ from companies of native entrepreneurs with respect to start-up characteristics, firm survival and innovative performance. I focus on immigrants from the “recruitment countries” of south and southeast Europe, who arrived in Germany mainly in the 1970s to fill labor shortages. They are the largest immigrant group in Germany and can be reliably identified via ethnic name coding. Immigrant entrepreneurs are less than half as likely to found a company in a knowledge-intensive industry as native entrepreneurs. Firms owned exclusively by immigrants tend to be smaller and have higher exit rates. After controlling for resources, I found no differences in patenting activity compared to firms owned exclusively by natives. Firms in mixed immigrant/native ownership have no size disadvantage. In that group, exit rates are higher in services but not in manufacturing, and, again, there are no differences in patenting when resources are taken into account. The lower participation of immigrant entrepreneurs in knowledge-intensive industries can be explained by lower education levels, while smaller firm sizes suggest more limited access to capital.

Globalization with its many side-effects on working life is seen to pose accentuated risks especially for women and low skilled workers – resulting in increasing polarization of job quality. In contrast to “universal theories”, institutional theories claim changes in work life might vary according to the institutional and cultural frameworks which mediate the global pressures of change. This study analyses job quality trends in Finland at the intersection of class and gender. The results, based on the Finnish Quality of Work Life survey (1977–2013), find no clear evidence of polarization. In line with the institutional theory’s prediction of a low risk of polarization in coordinated and inclusive Nordic countries, improvements have occurred for blue-collar workers in terms of autonomy and opportunities for development at work, reducing the gap between social classes. Furthermore, the negative sides of work life, such as insecurity and time pressures have become common experiences regardless of social class. The ‘welfare state paradox’ hypothesis on the comparative disadvantage of women in higher positions in the labour market does not gain support in 2013: the upper-white collar women have attained roughly similar levels of job quality to their male counterparts.

Summary A regression discontinuity approach is used to analyse the effect of the legislated increase in the UK national minimum wage that occurs at age 22 years on various labour market outcomes. Using data from the Labour Force Survey we find an increase of 3–4 percentage points in the rate of employment of low skilled individuals. Unemployment declines among men and inactivity among women. We find no such effect before the national minimum wage was introduced and no robust impacts at age 21 or 23 years. Our results are robust to a range of specification tests.

This paper demonstrates that immigration decisions respond to differences in local labor market conditions by documenting the change in low-skilled immigrant inflows in response to supply increases among the US-born. Using pre-reform welfare participation rates as an instrument for changes in native labor supply, I find that immigrants prefer cities with fewer welfare leavers over cities with larger reform-induced supply shifts. The extent of the selection is substantial: for each additional native woman working in a city as a result of welfare reform, 0.8 fewer female immigrants choose to live and work there. These results provide direct evidence that international migration flows tend to equilibrate returns across US local labor markets.
