Public participation is potentially useful to improve public environmental decision-making and management processes. In corporate management, the Vroom-Yetton-Jago normative decision-making model has served as a tool to help managers choose appropriate degrees of subordinate participation for effective decision-making given varying decision-making contexts. But does the model recommend participatory mechanisms that would actually benefit environmental management? This study empirically tests the improved Vroom-Jago version of the model in the public environmental decision-making context. To this end, the key variables of the Vroom-Jago model are operationalized and adapted to a public environmental governance context. The model is tested using data from a meta-analysis of 241 published cases of public environmental decision-making, yielding three main sets of findings: (1) The Vroom-Jago model proves limited in its applicability to public environmental governance due to limited variance in its recommendations. We show that adjustments to key model equations make it more likely to produce meaningful recommendations. (2) We find that in most of the studied cases, public environmental managers (implicitly) employ levels of participation close to those that would have been recommended by the model. (3) An ANOVA revealed that such cases, which conform to model recommendations, generally perform better on stakeholder acceptance and environmental standards of outputs than those that diverge from the model. Public environmental management thus benefits from carefully selected and context-sensitive modes of participation.

Meta-analytical methods face particular challenges in research fields such as social and political research, where studies often rest primarily on qualitative and case study research. In such contexts, where research findings are less standardized and amenable to structured synthesis, the case survey method has been proposed as a means of data generation and analysis. The method offers a meta-analytical tool to synthesize larger numbers of qualitative case studies, yielding data amenable to large-N analysis. However, resulting data is prone to specific threats to validity, including biases due to publication type, rater behaviour, and variable characteristics, which researchers need to be aware of. While these biases are well known in theory, and typically explored for primary research, their prevalence in case survey meta-analyses remains relatively unexplored. We draw on a case survey of 305 published qualitative case studies of public environmental decision-making, and systematically analyze these biases in the resultant data. Our findings indicate that case surveys can deliver high-quality and reliable results. However, we also find that these biases do indeed occur, albeit to a small degree or under specific conditions of complexity. We identify a number of design choices to mitigate biases that may threaten validity in case survey meta-analysis. Our findings are of importance to those using the case survey method -- and to those who might apply insights derived by this method to inform policy and practice.

There is much enthusiasm among scholars and public administrators for participatory and collaborative modes of governance as a means to tackle contemporary environmental problems. Participatory and collaborative approaches are expected to both enhance the environmental standard of the outputs of decision-making processes and improve the implementation of these outputs. In this article, we draw on a database of 307 coded published cases of public environmental decision-making to identify key pathways via which participation fosters effective environmental governance. We develop a conceptual model of the hypothesized relationship between participation, environmental outputs, and implementation, mediated by intermediate (social) outcomes such as social learning or trust building. Testing these assumptions through structural equation modeling and exploratory factor analysis, we find a generally positive effect of participation on the environmental standard of governance outputs, in particular where communication intensity is high and where participants are delegated decision-making power. Moreover, we identify two latent variables—convergence of stakeholder perspectives and stakeholder capacity building—to mediate this relationship. Our findings point to a need for treating complex and multifaceted phenomena such as participation in a nuanced manner, and to pay attention to how particular mechanisms work to foster a range of social outcomes and to secure more environmentally effective outputs and their implementation. Abstract: This article differentiates between descriptive and explanatory factors to develop a typology and a theory of stakeholder and public engagement. The typology describes different types of public and stakeholder engagement, and the theory comprises four factors that explain much of the variation in outcomes (for the natural environment and/or for participants) between different types of engagement. First, we use a narrative literature search to develop a new typology of stakeholder and public engagement based on agency (who initiates and leads engagement) and mode of engagement (from communication to coproduction). We then propose a theory to explain the variation in outcomes from different types of engagement: (1) a number of socioeconomic, cultural, and institutional contextual factors influence the outcomes of engagement; (2) there are a number of process design factors that can increase the likelihood that engagement leads to desired outcomes, across a wide range of sociocultural, political, economic, and biophysical contexts; (3) the effectiveness of engagement is significantly influenced by power dynamics, the values of participants, and their epistemologies, that is, the way they construct knowledge and which types of knowledge they consider valid; and (4) engagement processes work differently and can lead to different outcomes when they operate over different spatial and temporal scales. We use the theoretical framework to provide practical guidance for those designing engagement processes, arguing that a theoretically informed approach to stakeholder and public engagement has the potential to markedly improve the outcomes of environmental decision‐making processes. Public and stakeholder participation in environmental planning is often assumed to enhance effectiveness through improving the environmental quality of decisions and enhancing implementation. We draw on the literature on participatory environmental governance in order to derive key participation-related factors that are hypothesized to impact on decision quality and implementation. We then outline four cases of decision-making processes in local environmental planning in Germany, representing a variety of forms of public participation, and what we suggest can be seen as four different pathways to ‘success’ in participatory planning. The case studies, recounted on the basis of stakeholder interviews and secondary research, are subjected to a cross-case analysis in order to examine the influence of participation in each case. We consider how key participation-related factors played out across the cases, and assess both decision quality and implementation against counterfactual non-participatory, or less-participatory, scenarios. In moving beyond accounts of ‘what happened’, and considering how participation changed the order of things relative to ‘what would have happened’ under different scenarios, the research highlights how very different pathways may lead to ‘success’ in participatory environmental planning from the viewpoint of process organizers and planners sympathetic to environmental issues. We conclude that, given the significance of context and surprises, planners and process organizers must be open to different pathways to the successful conclusion of participatory planning processes.
