Rent control is a highly debated social policy that has been omnipresent since World War I. Since 2010s, it has been experiencing a true renaissance, for many cities and countries facing housing shortage are desperately looking for solutions of the chronic housing shortage and direct their attention to controlling housing rents and to other restrictive policies. Is rent control useful or does it create more damage than utility? In order to answer this question, we need to know what are the effects of rent control. This study overviews a large empirical literature looking at various aspects of rent controls. We come to conclusion that rent controls are quite effective in terms of lowering housing rents or slowing down their growth, but they also lead to a wide range of adverse effects impacting both landlords and tenants.

Im Verlauf des 20. Jahrhunderts haben Regierungen die Regulierung von Mietpreisen häufig eingesetzt, um insbesondere in Krisenzeiten auch bei knappem Wohnraum Mieten bezahlbar zu halten. Bisherige Forschung hat gezeigt, dass diese Regulierung allerdings mit gesamtgesellschaftlichen Wohlstandsverlusten, Misallokation am Markt und anderen unerwünschten Nebeneffekten wie sinkendem Wohnungsangebot und niedrigerer Mobilität verbunden ist. Dabei wurde allerdings nur selten untersucht, welchen Effekt die Regulierung von Mietpreisen auf ökonomische Ungleichheit hat. Weltweit lässt sich seit den 1980er Jahren ein Wiederanstieg der Einkommensungleichheit beobachten. Während sich bisherige Erklärungen für diese Entwicklung auf das Verhältnis von Kapital- und Lohnwachstum und sozialpolitische Maßnahmen fokussierten, argumentiert dieser Beitrag, dass die bestehenden Erklärungen um eine Wohnungsdimension ergänzt werden sollten. Anhand einer Zeitreihenanalyse wird untersucht, welchen Einfluss Mietpreisregulierung auf Einkommensungleichheit ausübt. Dabei zeigt sich: Die Regulierung der Mieten reduziert die in dem Gini-Koeffizienten ausgedrückte soziale Ungleichheit signifikant und verringert das Vermögens-Nationaleinkommens- Verhältnis. Diese Effekte sind stärker, je strenger die ergriffenen Maßnahmen sind. Mikro-Daten aus verschiedenen Ländern legen nahe, dass die unteren Einkommensgruppen einen größeren Teil ihres Einkommens für die Miete ausgeben, während höhere Einkommensgruppen einen größeren Teil ihrer Einnahmen durch Vermietung erzielen. Werden die Mieten durch staatliche Maßnahmen gesenkt, steigen kurzfristig die verfügbaren Einkommen der unteren Einkommensgruppen, während der Einkommensanteil der bestverdienenden zehn Prozent kurzfristig sinkt. Die Omikron-Infektionswelle hat die Wirtschaft weltweit eingeholt und sorgt für einen trüben Winter. Auch wenn die Einschränkungen des wirtschaftlichen und gesellschaftlichen Lebens – vor allem dank der Impffortschritte – vielerorts nicht so drastisch ausfallen wie vor einem Jahr und es auch in Deutschland bereits Öffnungsperspektiven gibt, macht sich derzeit doch zumindest der erhebliche Arbeitsausfall infolge der hohen Infektionszahlen bemerkbar. Gleichwohl ist die wirtschaftliche Erholung in Deutschland nur unterbrochen – sobald die Pandemie ab dem Frühjahr abklingt, dürften insbesondere die kontaktintensiven DienstleisterInnen, etwa im Gastgewerbe, wieder deutlich bessere Geschäfte machen. Spätestens wenn auch die Weltwirtschaft wieder Auftrieb hat und sich die Lieferengpässe auflösen, wird auch die exportorientierte deutsche Industrie einige Gänge hochschalten. Die Inflation wird in diesem Jahr indes noch höher ausfallen als im vergangenen Jahr, 2023 aber deutlich unter die Zwei-Prozent- Marke sinken und spätestens dann den privaten Konsum zusätzlich stützen. Der maue Jahresstart sorgt unter dem Strich dafür, dass die deutsche Wirtschaft in diesem Jahr mit 3,0 Prozent weniger wachsen dürfte als bisher erwartet. Over the course of the 20th century, governments have frequently used rent control to keep rents affordable, especially in times of crisis when housing is scarce. Existing research shows that rent control has undesirable side effects, such as overall societal welfare losses, market misallocation, a declining housing supply, and lower mobility. However, there has been little research examining the effect of rent control on economic inequality. Income inequality has been rising worldwide since the 1980s. While previous explanations of this development focused on the relationship between the growth of capital and wages and social policy measures, this paper argues a housing dimension should be considered as well. Using a time series analysis, we investigate what impact rent control has on income inequality. The analysis shows that rent control significantly reduces the social inequality as measured by the Gini index and reduces the wealth-to-income ratio. The stricter the measures taken, the stronger the effects. Existing data suggest that lower income groups spend a larger share of their income on rent, while rental income makes up a large share of the income of higher income groups. When rent-reducing measures are taken, the disposable income of the lower-income groups will rise and the income share of the top ten percent will decrease in the short run. The Omicron wave of the coronavirus has impacted economies worldwide, resulting in a bleak winter. Although restrictions on economic and public life have been less severe than at the beginning of 2021 in many places—mainly due to the progress of vaccination campaigns—and there are prospects of easing restrictions in Germany as well, the labor shortage caused by the current rates of infection is noticeable. Nevertheless, the economic recovery in Germany has only been interrupted— as soon as the pandemic subsides in the spring, there will be a marked increase in business for personal service providers in particular, such as those in the hospitality sector. With the global economy picking up and supply bottlenecks dissolving, the export-oriented German industry is expected to gain momentum too. While inflation will be higher in 2022 than it was in 2021, it will fall below the two-percent target in 2023, supporting private consumption. The poor start to 2022 means that overall, the German economy is likely to grow by 3.0 percent in 2022, less than previously expected. However, the pre-pandemic level of 2019 will likely be achieved by summer 2022. In 2023, global economic output is expected to grow by 2.9 percent., DIW Weekly Report

In 2020, Berlin introduced a rigorous rent-control policy responding to soaring rents by setting a cap on rental prices: the Mietendeckel (rent freeze). The policy was revoked one year later by the German Constitutional Court. Although successful in reducing rents during its duration, the consequences for Berlin's rental market and adjacent municipalities are not clear. In this paper we evaluate the short-term causal effect of the rent freeze on the supply-side of the market, both in terms of prices and quantities. We develop a theoretical framework capturing the key features of the rent freeze, and test its predictions using a rich pool of detailed rent adverts. In addition, we estimate hedonic-style Difference-in-Differences and Spatial Regression Discontinuity models comparing price trajectories of dwellings inside and outside the policy's scope. Advertised rents drop significantly upon the policy's enactment. A substantial rent gap across the administrative border emerges, with rapidly growing rents for Berlin's (unregulated) adjacent municipalities. Moreover, we document a significant drop in the number of advertised properties for rent, a share of which appears to be permanently lost for the rental sector.

This study investigates the effects of short-lived rent control regulations introduced in Catalonia in September 2020 and revoked in March 2022. Using the microdata of the largest Spanish housing advertisement portal idealista between January 2017 and May 2022, we analyze the dynamics of prices and supply for dwellings offered for rent and for sale. We also examine separately the rental and sales markets. We find that the introduction of rent control led to a reduction in rents in both controlled and uncontrolled Catalan municipalities, while quantities virtually did not react to it. The selling prices of dwellings remained unchanged, whereas their supply increased substantially. The revocation of rent control caused a strong increase in the rental and selling prices in all municipalities, no increase in the supply, with the exception of the supply of regulated dwellings for sale. In addition, using the macrodata on housing construction we find that during the rent-control period the average number of monthly dwelling starts in Catalonia declined by 6% compared to January 2019 - September 2020, while nationwide it increased by almost 12%. Thus, the effects are broadly consistent with the predictions of the economic literature on rent controls.

Housing affordability is a hotly debated issue on global scale. A lack of affordable housing of decent quality is a chronic problem in urban areas. Governments try to alleviate it by stimulating homeownership among middle-income households and providing social housing for the low-income households. Such policies are very costly. Thus, this study aims to assess at least tentatively the effectiveness of the policies supporting construction of affordable housing. We do this using a novel index of the governmental support of affordable housing construction. It covers G7 countries between 1919 and 2020. We conclude from our empirical analysis that governmental policy indeed positively affects homeownership rates and social housing rates. Thus, the government can contribute to the provision of the affordable housing, although the cost of this policy cannot be quantified yet.

As the institutional literature convincingly shows, socioeconomic phenomena are to a large extent shaped by the formal institutions, that is, legal acts (laws and ordinances). However, the latter are formulated in a specific language that is difficult to understand, let alone to measure. However, since the early 1990s, a whole branch of economic analysis of governmental regulations has evolved. It is known as leximetrics, i.e., the measuring of laws. It covers a wide range of economic sectors, such as financial, labor, housing, and product markets, among others. The two most popular methods are codification and surveys. Under the first method, the legal texts are analyzed, relevant provisions extracted, and numeric values assigned depending on these provisions. Under the surveys method, local experts are asked to provide their assessment of currently valid legal provisions and sometimes also their enforcement. In both cases, the legal texts are mapped onto real-valued indices with the objective of gauging the intensity of governmental regulations. These indices can be and are successfully used to explain the economic phenomena. This study provides a comprehensive overview of the leximetric literature and demonstrates interdependences between different types of governmental regulations.

This paper analyzes two dimensions of factors of political trust in Russia. The first is the target dimension (sociotropic vs. egocentric) and the second is the time dimension (retrospective vs. perspective). The study uses microdata from the 2016 Life in Transition Survey (LiTS) of the European Bank for Reconstruction and Development. We find robust evidence favoring the dominant sociotropic channel of political trust. Thus, individuals, when deciding whether or not to trust the Russian government, are primarily guided by improvements in the external environment. Moreover, we find that the impact of sociotropic factors on political trust depends on the level of government. Improvements in political performance are the most important determinant of trust in the Russian president, while institutional change and economic development are the most important determinants in models of trust for other governmental levels. Finally, we find that individuals who have lost their wealth show more trust than those who have preserved or increased it. However, this effect only works if individuals are optimistic about the future.

Lockdown-Lockerungen trotz bereits wieder steigender Corona-Infektionszahlen und der langsame Impffortschritt schicken die deutsche Wirtschaft auf einen Stop-and-Go-Kurs. Auf Öffnungsschritte müssen wohl mindestens regional immer wieder Schließungen folgen, um das Infektionsgeschehen im Griff zu behalten. Die Industrie zeigt sich vor allem wegen des guten Auslandsgeschäfts insgesamt robust. In den Dienst-leistungsbranchen wird die Erholung nach einem erneuten Rücksetzer zum Jahresbeginn allerdings schleppend verlau-fen. Wohl erst im Laufe des dritten Quartals werden die gesell-schaftlichen und wirtschaftlichen Einschränkungen nachhaltig zurückgefahren werden können. Nachdem noch im Dezember des vergangenen Jahres ein Wachstum der Wirtschaftsleis-tung von 5,3 Prozent im Jahr 2021 realistisch erschien, liegt die aktuelle Prognose mit 3,0 Prozent deutlich niedriger. Für 2022 sind derzeit 3,8 Prozent zu erwarten. Unklar sind bisher die wirtschaftlichen Langzeitfolgen der Corona-Pandemie: Beispielsweise bei den Unternehmensinsolvenzen wird sich das Ausmaß frühestens im Laufe dieses Jahres zeigen.

Deutschlands Wohneigentumsquote ist im internationalen Vergleich niedrig – nicht einmal die Hälfte aller Haushalte lebt in den eigenen vier Wänden. Gerade Haushalte mit geringeren Einkommen bilden selten Immobilienvermögen, obwohl es seit rund 60 Jahren Sparprämien gibt, die an diese Gruppen gerichtet sind. Die Wohnungsbauprämie hat in den vergangenen Jahrzehnten allerdings erheblich an Bedeutung verloren, da Einkommensgrenzen und Höchstprämien seit Mitte der 1990er Jahren nicht mehr an die Einkommens- und Preisentwicklung angepasst wurden. Die Evaluierung der Wohnungsbauprämie zeigt, dass trotz der geringen Summen signifikante Effekte auf das Sparverhalten der geförderten Haushalte ausgehen. Diese sparen häufiger, länger und in höherem Umfang, was im Ergebnis dazu führt, dass sie vermehrt und in jüngeren Jahren Wohneigentum erwerben. Die Potenziale der Sparprämie sind trotz der jüngsten Reform nicht ausgereizt – eine Zusammenlegung der Wohnungsbauprämie mit der Arbeitnehmersparzulage und eine Anhebung der Prämien, gestaffelt nach Einkommen, könnte die Ersparnisbildung deutlicher anschieben.., DIW Wochenbericht

Die Immobilienpreise in Deutschland steigen weiter – ungeachtet der wirtschaftlichen Verwerfungen infolge der Corona-Pandemie. Eigenheime und Eigentumswohnungen kosteten in den 114 größten Städten Deutschlands in diesem Jahr im Durchschnitt neun Prozent mehr als im vergangenen Jahr. Auch die Mieten stiegen weiter, allerdings deutlich weniger stark. Nicht nur die zunehmende Diskrepanz in der Entwicklung von Mieten und Kaufpreisen – eine Immobilie kostet in Großstädten mittlerweile so viel wie 24 Jahresmieten, ein Höchstwert seit Mitte der 1990er Jahre – lässt die Gefahr für Preisblasen steigen. Statistische Tests zeigen für eine größer werdende Zahl an Regionen und Marktsegmenten spekulative Übertreibungen an. Besonders betroffen sind Eigentumswohnungen und Baugrundstücke in Metropolen wie Berlin, Hamburg und München. Dort und in anderen großen Städten kann es in den kommenden Jahren zu Preiskorrekturen kommen. Angesichts der Hausse schwindet unterdessen für immer mehr Menschen die Aussicht auf die eigenen vier Wände, insbesondere wenn sie im krisengebeutelten Dienstleistungssektor arbeiten und in der Corona-Zeit Einkommenseinbußen hinnehmen mussten. Immerhin haben staatliche Transfers wie das Kurzarbeitergeld aber dafür gesorgt, dass die meisten Haushalte ihre Miete pünktlich zahlen konnten. Auch, um Verwerfungen auf dem Immobilienmarkt zu verhindern, sollten die staatlichen Corona-Hilfen daher nicht zu früh zurückgefahren werden., DIW Wochenbericht

Vor einem Jahr trat in Berlin der Mietendeckel in Kraft, mit dem die seit Jahren stark steigenden Mieten für fünf Jahre eingefroren werden sollen. Der Mietendeckel sieht verbindliche Quadratmeterpreise vor, nur wenig differenziert und nur mit wenigen Ausnahmen. Mithilfe von Mietannoncen werden die Effekte dieser Maßnahmen auf den Berliner Wohnungsmarkt untersucht. Die in den Annoncen geforderten Mieten für die regulierten Wohnungen sind demnach in direkter Folge auf die rechtlich bindende Einführung am 23. Februar 2020 im Vergleich zu den unregulierten um sieben bis elf Prozent gefallen. Aber nur für ein Viertel dieser annoncierten Wohnungen werden in den Inseraten regelkonforme Mieten angegeben. Zudem ist die Zahl der inserierten Mietwohnungen deutlich zurückgegangen. Im Umland, beispielsweise in Potsdam, das dem Mietendeckel nicht unterliegt, sind gleichzeitig die Preise um rund zwölf Prozent gestiegen. Die langfristigen Auswirkungen des Mietendeckels sind zwar noch unbekannt, allerdings weisen erste Indizien sowie die umfangreiche empirische Literatur auf eher negative Effekte hin. By lifting lockdown measures as coronavirus case numbers are rising and the vaccine rollout is proceeding slowly, the German economy is being sent on a stop-go course. Re-opening measures will probably be followed by renewed closures, at least regionally, in order to keep the spread of COVID-19 under control. Nevertheless, industry is robust overall, primarily due to good foreign business. In the service sectors, however, recovery will be sluggish following another setback at the beginning of 2021. It is likely that social and economic restrictions will only be able to be sustainably lifted over the course of the third quarter of 2021. Whereas economic output growth of 5.3 percent in 2021 still seemed realistic in December 2020, the current forecast is now projecting a significantly lower figure of 3.0 percent. Currently, growth of 3.8 percent is expected for 2022. The long-term economic consequences of the coronavirus pandemic are still unclear: For example, the extent of corporate insolvencies will not become apparent until later in 2021 at the earliest.

In 2020, Berlin enacted a rigorous rent-control policy: the “Mietendeckel” (rent freeze), aiming to stop rapidly growing rental prices. We evaluate this newly enacted but old-fashionably designed policy by analyzing its immediate supply-side effects. Using a rich pool of rent advertisements reporting asking rents and comprehensive dwelling characteristics, we perform hedonic-style Difference-in-Difference analyses comparing trajectories of dwellings inside and outside the policy’s scope. We find no immediate effect upon announcement of the policy. Yet advertised rents drop significantly upon the policy’s enactment. Additionally, we document a substitution effect affecting the rental markets of Berlin’s (unregulated) satellite city Potsdam and adjacent smaller municipalities. The (re-)introduction of rent regulation in the form of rent controls, tenant protection or supply rationing is back on the agenda of policymakers in light of rent inflation in many global cities. While rent control as social policy promises short-term relief, economists point to their negative long-run effects on new construction. This paper present long-run data on both rent regulation and housing construction for 16 developed countries (1910-2017) and 44 developing countries since the 1980s to confirm the economists’ view generally, albeit with certain reservations. The negative effect of regulation can be offset by exemptions for new construction, by compensating government construction and by a flight of new construction into the owner-occupied sector. The overall magnitude of the effect is therefore not as high as expected and shows non-linearities. Die Konjunktur wird durch die Ausbreitung des Corona-Virus weltweit erheblich belastet. Prognosen zur Wirtschaftsentwicklung sind angesichts der schlechten Datenlage, der Modellunsicherheit und der Ungewissheit über die politische Reaktion mit noch größerer Unsicherheit behaftet als üblich. Der Verlauf der Pandemie ist kaum absehbar. Zahlen zu den Auswirkungen - etwa durch den Vergleich mit früheren Epidemien - stellen daher allenfalls grobe Näherungen dar. Für Deutschland legen Modellrechnungen indes massive wirtschaftliche Einbußen nahe. Die Wirtschaftsleistung dürfte im Lichte der vorliegenden Informationen um mehr als einen Prozentpunkt geringer ausfallen - das Bruttoinlandsprodukt sinkt dann in diesem Jahr um 0,1 Prozent. Wird zudem, wie international üblich, die höhere Zahl an Arbeitstagen in diesem Jahr berücksichtigt, so ergibt sich sogar ein Rückgang der Wirtschaftsleistung um ein halbes Prozent. Als Folge der Corona-Pandemie scheint es nahezu unausweichlich, dass die deutsche Wirtschaft in eine Rezession stürzt - unklar ist, welchen Verlauf diese nimmt und wie schwer sie ausfällt.

Multivariate Adaptive Regression Spline (MARS) is a simple and powerful non-parametric technique that automatizes the selection of non-linear terms in regression models. Non-linearities and spatial effects are natural characteristics in numerous spatial hedonic pricing models. In this paper, we propose using the MARS data-driven methodology combined with the Instrumental Variables method in order to account for potential non-linearities and spatial effects in hedonic models. Using a large data set of more than 6,000 dwellings in Hamburg and about 17,000 in St. Petersburg, we confirm the presence of both effects (non-linearities and spatial autocorrelation). The results also show that there is a non-linear effect of the prices of neighboring houses on the price of each house. High prices for neighboring houses have a lower impact on the house price than low prices of neighboring houses. Finally, an extensive Monte Carlo exercise evaluates the ability of MARS to incorporate the correct spatial spillover terms in spatial regression models simultaneously including at same time non-linear effects.

Die Corona-Pandemie, die im Dezember 2019 ihren Anfang nahm und sich derzeit weltweit rasch ausbreitet, wirkt sich auf die Wirtschaft und damit auch auf den Immobilienmarkt spürbar aus. Da die Maßnahmen zur Eindämmung der Ausbreitung die Umsätze massiv zurückgehen lassen, sind insbesondere die kleinen und mittleren Unternehmen aus dem Dienstleistungs-, Gastgewerbe- und Verkehrssektor, aber auch Soloselbstständige häufig nicht in der Lage, ihren kurzfristigen Verpflichtungen wie Mieten, Kreditzinsen und Arbeitskosten nachzukommen, und damit existentiell gefährdet. Private MieterInnen sind ebenso betroffen, wenn sie wegen der Eindämmungsbestimmungen kein oder deutlich weniger Einkommen beziehen. Erste Vorschläge und staatliche Maßnahmen zielen darauf ab, den gewerblichen und privaten MieterInnen und WohnimmobilienbesitzerInnen in diesen schwierigen Zeiten möglichst unbürokratisch zu helfen. Welche Regierung was beschlossen hat oder plant, soll hier im Einzelnen vorgestellt werden.

Die Verbreitung des Corona-Virus trifft die Wirtschaft weltweit hart. Wie hart genau, ist jedoch schwer vorherzusehen. Prognosen über den Verlauf und die wirtschaftlichen Folgen von Epidemien sind auch deshalb sehr unsicher, weil es an entsprechenden Modellen für die Dynamik von Epidemien mangelt. Ein nachrichtenbasierter Epidemieindex, der Medienberichte für den Zeitraum von Januar 1990 bis Februar 2020 einbezieht, kann an dieser Stelle ansetzen und helfen, die konjunkturellen Auswirkungen epidemischer Schocks auf die deutsche und globale Wirtschaft zu schätzen. Die Analyse zeigt, dass es weltweit zu signifikanten Produktionsrückgängen kommt, die nicht wieder aufgeholt werden, sondern dauerhafter Natur sind. Wiederstandsfähige Gesundheitssysteme und eine expansive Wirtschaftspolitik können dazu beitragen, die Kosten von Pandemien zu reduzieren.

The coronavirus recession has left deep marks on the German economy and despite economic policy action, it is likely to heal only slowly. The partial easing of the lockdown and a gradual revival of global value chains are generating positive stimuli, but massive income losses will curb demand for some time to come. The German Federal Government was able to avoid the worst by implementing measures to stabilize the domestic economy, but it can do little to counteract a slump in foreign demand. This decline in foreign demand reflects the devastating effects of the recession on the labor markets of many countries. Overall, economic recovery will be slow in Germany: The German economy cannot compensate for a decline of 9.4 percent in GDP in 2020, even with GDP growth of 3.0 percent in 2021.

The coronavirus pandemic, which began in December 2019 and is currently spreading rapidly around the world, is having a noticeable impact on the economy and thus also on the real estate market. Since the measures to curb the spread are causing economic activities to decline massively, small and medium-sized companies in the service, hospitality, and transport sectors in particular, but the self-employed as well, are often unable to meet their short-term obligations, such as rents, loan interest, and labor costs, and are thus existentially at risk. Private tenants are also affected if they receive no or significantly less income due to the containment measures. Suggested and implemented measures aim to help commercial and private tenants and property owners in these difficult times as unbureaucratically as possible. Here, we present in detail the plans and actual measures undertaken worldwide.

Die Immobilien- und Wohnungsmärkte in Deutschland zeigen sich bisher weitgehend unbeeindruckt von den wirtschaftlichen Folgen der Corona-Pandemie: Mieten und Immobilienpreise steigen aktuellen Daten zufolge weiter, die Dynamik hat sich allerdings etwas verlangsamt, zumindest bei den Mieten. Insgesamt geht der Preisaufschwung am Immobilienmarkt in sein zehntes Jahr und hat mittlerweile so gut wie alle Regionen in Deutschland erfasst. Zuletzt haben sich Eigenheime, Eigentumswohnungen und Bauland verteuert. Vor allem für wachsende und stark wachsende Städte deuten die Berechnungen in dieser Studie auf explosive Preisentwicklungen hin. Die Zeichen verdichten sich, dass die Wohnungspreise in einigen Städten und Marktsegmenten nicht mehr allein durch die Entwicklung der Mieten und niedrige Zinsen zu erklären sind. Von einer flächendeckenden Immobilienpreisblase kann dennoch keine Rede sein: Das Verhältnis von Kaufpreisen zu Mieten ist vielerorts gesund, genauso wie das Kreditvolumen und die Finanzierungsstruktur. Dementsprechend ist im Zuge der Corona-Krise bislang nicht mit einer größeren Preiskorrektur am Immobilienmarkt zu rechnen und ein Übergreifen der Wirtschaftskrise auf den Immobiliensektor, der durch größere Kreditausfälle auch Banken in Schwierigkeiten bringen könnte, derzeit nicht absehbar. We construct a news-based viral disease index and study the dynamic impact of epidemics on the world economy, using structural vector autoregressions. Epidemic shocks have persistently negative effects, both directly and indirectly, on affected countries and on world output. The shocks lead to a significant fall in global trade, employment, and consumer prices for three quarters, and the losses are permanent. In contrast, retail sales increase. Country studies suggest that the direct effects are four times larger than the indirect effects and that demand-side dominate supply-side contractions. Overall, the findings indicate that expansionary macroeconomic policy is an appropriate crisis response.

Цель настоящего исследования – анализ и количественное оценивание влияния институциональных факторов на политическое доверие различным уровням власти (федеральной, региональной и местной) в современной России. Данные и методы. Исследование основано на микроданных опроса Европейского банка реконструкции и развития (ЕБРР) «Мониторинг уровня жизни домохозяйств/индивидов в развитых, переходных и развивающихся странах» (LiTS – Life in Transition Survey). В качестве институциональных факторов доверия нами рассматривались воспринимаемая эффективность и коррупционность органов власти, а также уровень межличностного доверия. Дополнительной объясняющей переменной стал субъективный дециль богатства домохозяйств. Для оценивания параметров модели использовались линейные регрессии с инструментальными переменными. Результаты и их применение. Во-первых, нами было установлено, что в 2016 году главной детерминантой доверия российских граждан президенту была воспринимаемая эффективность действий федерального правительства. В то же время главным фактором (не)доверия российских граждан местным органам власти был воспринимаемый уровень коррупции на местах. Во-вторых, мы установили, что бедные домохозяйства оказывались наиболее лояльными по отношению к российскому президенту группами населения, и объяснили данный феномен активной перераспределительной политикой федеральных властей. В-третьих, на микроуровне мы обнаружили существенную положительную связь политического доверия с межличностным доверием. В заключение даны рекомендации относительно эффективного управления политическим доверием в современной России. The aim of this study is to analyze and assess the impact of institutional factors on political trust in various levels of government (federal, regional and local) in modern Russia. Data and methods. The study is based on microdata from the European Bank for Reconstruction and Development (EBRD) “Life in Transition Survey” (LiTS). We examined such institutional factors of political trust as perceived government performance and level of corruption, as well as the level of interpersonal trust. The subjective decile of household wealth was an additional explanatory variable in our analysis. We estimated the model parameters using linear regressions with instrumental variables. Results and their application. First, we found that in 2016 the perceived effectiveness of the federal government was the main determinant of Russian trust in the president. At the same time, the perceived level of local corruption was a major factor of Russian citizens’ (mis)trust in local authorities. Second, we found that poor households turned out to be the most loyal groups of the population towards the Russian president, and we explained this phenomenon by the active redistributive policy of the federal authorities. Third, we revealed a significant positive relationship between political and interpersonal trust at the micro level. In conclusion, we made recommendations on the effective management of political trust in modern Russia.

The coronavirus pandemic caused a global market crash in the first half of 2020. Following a massive slump of around four percent in the first quarter, global GDP decreased in the second by five percent. Lower rates of new infections, together with far-reaching monetary and fiscal policy measures to dampen the economic impact of the pandemic, ensure that production and the trust of consumers and firms will slowly return. Notably, China's quick economic recovery is inspiring hope. As long as the rate of new infections does not con- tinue to rise, global production in the third quarter is likely to increase markedly. DIW Berlin calculates that global produc- tion will shrink by 4.0 percent in 2020. During the forecast period, the global economy is likely to grow at quite strong rates of 5.8 percent in 2021 and 4.0 percent in 2022. However, risks still exist: if infection rates grow substantially again, a sig- nificant increase in insolvencies, combined with a rise in loan defaults, could destabilize the financial markets and ultimately threaten the solvency of some states.

The German economy has bottomed out, but its recovery is going to be long and arduous. Nevertheless, following the almost two-digit slump in economic output in the second quarter of 2020, recovery is likely to be accompanied by above-average rates. However, it is assumed that a second wave will not occur and lockdown-like measures will not be reimplemented. Private consumption in particular will markedly increase over the third and fourth quarters of 2020. Short-time work is declining, contributing to the increase in disposable income. Additionally, households saved considerably during the height of the pandemic in spring 2020 and are spending their savings gradually over the second half of the year. The VAT reduction and further stimulus program measures are supporting consumption and thus the economy. In contrast, the recovery in foreign demand for German products is likely to be more protracted. The economy and labor markets in many countries have been hit much harder than in Germany, and demand for consumer durables and capital goods - the focus of Germany's export industry - in particular is likely to be subdued. The pre-crisis level of economic activity will likely not be reached until early 2022. In 2020, German GDP is expected to drop by an annual average of 6.0 percent and grow by 4.1 and 3.0 percent in 2021 and 2022, respectively.

[Einleitung] Das Produktionspotenzial ist eine zentrale Kenngröße für die mittelfristige Finanzplanung der Länder in der Europäischen Union. Sie beeinflusst sowohl die Steuerschätzung als auch den gemäß Europäischer Fiskalregeln festgelegten Finanzierungs- und Gestaltungsspielraum der Regierungen. Deshalb ist es wichtig ein Verfahren zu entwickeln, welches neben Kriterien wie Transparenz, Einfachheit und Wissenschaftlichkeit vor allem auch Vertrauen in die der Berechnung zugrunde liegenden Methodik gewährleistet. Auch wenn das aktuelle Verfahren der EU-Kommission wohl den schwierigen Zielkonflikt besser erfüllt als viele andere Methoden, wird Kritik laut, das Verfahren zu reformieren. Die Wohnraumversorgung ist ein wichtiger Indikator für das Wohlbefinden innerhalb einer Gesellschaft. In der DDR versprach die sozialistische Wohnungspolitik den BürgerInnen niedrige Mieten und einen hohen Kündigungsschutz. Dafür war die durchschnittliche Wohnraumqualität gering und die Möglichkeiten, die eigene Wohnsituation an individuellen Bedürfnisse anzupassen, äußerst beschränkt. Mit der Wende fielen diese Restriktionen und der Wohnungsmarkt wurde liberalisiert. Für die Bevölkerung Ostdeutschlands brachte diese Anpassung an den westdeutschen Wohnungsmarkt Vor- und Nachteile mit sich. Einerseits steht den ostdeutschen MieterInnen heute mehr Pro-Kopf-Wohnfläche zur Verfügung und sie berichten eine höhere Zufriedenheit mit ihren Wohnungen. Andererseits ist der Wohnraum teurer geworden, wodurch auch die Mietbelastung deutlich gestiegen ist. Für Menschen mit niedrigen Einkommen ist dieser Anstieg ausgeprägter als für Menschen mit hohen Einkommen. Dennoch sollte dieser Befund nicht als Anlass für eine Verstärkung restriktiver Eingriffe in den Wohnungsmarkt dienen. Die Corona-Krise hat der deutschen Wirtschaft tiefe Wunden zugefügt, die trotz einer beherzten Wirtschaftspolitik nur langsam heilen dürften. Die teilweise Rücknahme des Lockdowns und eine allmähliche Belebung internationaler Wertschöpfungsketten entfalten positive Impulse, massive Einkommensausfälle werden die Nachfrage aber für geraume Zeit bremsen. Die Bundesregierung dürfte zwar mit ihren Gegenmaßnahmen Schlimmeres verhindern und die Binnenwirtschaft stabilisieren, kann aber kaum etwas gegen eine am Boden liegende Auslandsnachfrage ausrichten. Diese spiegelt die teils verheerenden Auswirkungen der Krise auf den Arbeitsmärkten vieler Länder wider. Unter dem Strich wird die Erholung auch hierzulande schleppend verlaufen: Die deutsche Wirtschaft kann den Rückgang des Bruttoinlandsprodukts um 9,4 Prozent in diesem Jahr mit einem Zuwachs von 3,0 Prozent im kommenden Jahr bei Weitem nicht wettmachen.

Die Corona-Pandemie hat die Märkte im ersten Halbjahr weltweit einbrechen lassen. Nach einem massiven Rückgang um vier Prozent im ersten Quartal sank das globale Bruttoinlandsprodukt im zweiten Quartal um weitere fünf Prozent. Stagnierende Neuinfektionen und weitreichende geld- und finanzpolitische Maßnahmen zur Abfederung der Pandemie-Folgen sorgen dafür, dass sowohl die Produktion als auch das Vertrauen der KonsumentInnen und Unternehmen langsam zurückkehrt. Vor allem die schnelle Erholung in China lässt hoffen. Sofern das Infektionsgeschehen nicht wieder zunimmt, dürfte die globale Produktion im dritten Quartal wieder deutlich wachsen. Für das Gesamtjahr rechnet das DIW Berlin damit, dass die globale Produktion um 4,0 Prozent schrumpft. Im Prognosezeitraum dürfte die Weltwirtschaft mit recht starken Raten von 5,8 Prozent im kommenden Jahr und 4,0 Prozent im Jahr 2022 wachsen. Risiken bestehen aber nach wie vor: Nehmen die Infektionszahlen wieder stark zu, könnte ein deutlicher Anstieg von Insolvenzen, verbunden mit Kreditausfällen, die Finanzmärkte destabilisieren und letztlich die Solvenz einiger Staaten gefährden.
