Zusammenfassung Es gibt Plattituden, die man nicht mehr horen kann, wie zum Beispiel „die Krise als Chance“. Es gibt bei jeder Krise Gewinner und Verlierer, wobei die Chancennutzung der Gewinner nicht immer gemeinwohlfordernd sein muss. Vor allem aber haben Krisen den doppelten Effekt, der Gesellschaft ihr wahres Gesicht deutlicher als vorher zu zeigen und Fundamente zu legen fur eine Nachkrisenzeit, die auch unerwunschte Zuge annehmen kann. Dass niemals alles einfach wieder so wird, wie es war, ist allen klar, ob es besser wird, mag jede/jeder fur sich selbst entscheiden. Unsere Zeitschrift, die die Entwicklung von Wirtschaft, Gesellschaft und Politik beobachtet, ist hier mehrfach herausgefordert. Die Uberlegungen des Textes beziehen sich darauf, was Ende Marz 2020 an Krisenfolgen absehbar war. Austerity policies tend to be generally unpopular and national governments have been found to lose support when they implement such policies. However, during the sovereign debt crisis, governments of ‘bailout countries’ were pressured by European Union (EU) institutions to implement austerity measures. Did austerity measures affect trust in the EU? We investigate the impact of fiscal austerity on EU trust and how perceptions of responsibility and political ideology moderate this relationship. We apply multilevel models to Eurobarometer surveys and data from the International Monetary Fund (IMF) to analyze changes in trust in the EU in 27 EU-countries (2013–2015). Our results indicate that austerity has a negative effect on trust in the EU, but only among those who hold the EU responsible for austerity policies. We find no significant moderating effect of ideology.

This paper provides an analysis of the lockdown politics implemented in Greece during the COVID-19 pandemic in 2020 and 2021. It argues that Greece's pandemic politics deepened the crisis of the familistic social model that resulted from the austerity policies of the last decade. Although caring for the family became a high priority during the pandemic, resources for families and households did not increase. Likewise, while "essential" workers were much praised by officials, their wages and working conditions hardly improved. The COVID-19 pandemic crisis management in Greece has two peculiarities: First, the country entered the pandemic after a painful decade of austerity, interrupting the fragile, long-awaited economic recovery. Second, given the inadequate state of the public healthcare system after a decade of austerity, the lockdowns in Greece were among the strictest in Europe. Rather than being the result of state preparedness, these lockdowns can be interpreted as an acknowledgment of state failure.

Die zaghafte wirtschaftliche Erholung 2017 und 2018 hat den Großteil der Bevölkerung in Russland nicht erreicht. Noch immer liegen die real verfügbaren Einkommen deutlich unter dem Niveau von 2014. Dafür ist auch der strikte Sparkurs verantwort­lich, an dem Moskau weiter festhält. Die langjährige Misere der Privathaushalte hat einen Boom von Konsumkrediten ausgelöst und merkliche Spuren in der Armuts­statistik und der Geburtenrate hinterlassen. Doch die politische Antwort des Kremls, eine Neuauflage der "Nationalen Projekte", verhallt bislang wirkungslos. Immer klarer zeigt sich, wie wenig die russische Führung der wirtschaftlichen Stagnation entgegenzusetzen hat. Gleichzeitig ist der Kreml nicht zu einer großzügigeren Sozialpolitik bereit. Das erzeugt Unmut in der Bevölkerung, auch weil außenpolitische Erfolge die Stimmung im Land kaum noch beeinflussen.

International audience; »Yanis (Varoufakis), der Minotaurus und das Feld der Eurokratie«. This paper aims to show the binding force within the social field of Eurocracy and, more specifically, the subfield of the European economic governance, through the singular case of Yanis Varoufakis's experience as Greek minister of finance. Why is it that, while many elements might have suggested that Varoufakis was not lacking resources, his passage from economics into politics ended up in a fairly brutal shock and a mutual exclusion so extremely invested in on the symbolic level? The paper's hypothesis is that a substantial part of the strategies of the epistemic agent Varoufakis-an experienced economist as well as new ruler and new politician in the EU game-were completely out of tune with the structure of the field. To show this, the paper deliberately breaks with the causal analysis of the bargain inside the Eurogroup to build on the use of two multiple correspondence analyses (MCA). The first describes a view of (and from) the silent fraction of the field, composed of insiders in the European administrations. The second reconstructs Varoufakis's own relational position and vision of the game from the book he wrote on his experience. Thanks to these two approaches, we combine a descriptive-institutional and a narrativeindividual construction of the same social space to explore its deep structure and effects in an innovative way.

In the context of continuing political, social, and economic crises, trade unions in most European countries are seen as weakened, protest as having little influence, and the solidarity between European populations as damaged. Under these circumstances, scientists and practitioners have placed hope in the cooperation of social movements and trade unions in order to revitalise trade unions and achieve common goals. However, the conditions for forming alliances between trade unions and social movement organisations have, thus far, been primarily researched, and partially theorised, from the point of view of different disciplines. In doing so, approaches that emphasise the strategic alignment with resources and context diverge from approaches that highlight the relevance and necessity of shared ideologies or identities. This contribution aims to bring existing approaches from movement and industrial relations research into dialogue with each other and calls for a further integration of both perspectives. It contributes to a more holistic understanding of joint movement and trade union action current concepts such as social movement unionism cannot provide. It uses two examples to show that instrumental, strategy-driven modes and identity-based, culturally-driven modes of cooperation are not contradictory. There are situations in which strategic decisions on resources and political influence are more decisive than ideological proximity and vice versa. These findings are of social and scientific relevance for understanding mechanisms of solidarity construction and processes of bridging differences even in increasingly fragmented and unequal societies., Im Kontext anhaltender politischer, sozialer und ökonomischer Krisen gelten Gewerkschaften in den meisten europäischen Ländern als geschwächt, Protest als wenig einflussreich und der Zusammenhalt zwischen europäischen Bevölkerungen als beschädigt. Um Gewerkschaften zu revitalisieren und gemeinsame Ziele zu erreichen, wird von Wissenschaft und Praxis Hoffnung in die Kooperation von sozialen Bewegungen und Gewerkschaften gesetzt. Allerdings wurden die Entstehungsbedingungen von Allianzen zwischen Gewerkschaften und sozialen Bewegungsorganisationen bisher nur aus der Sicht der jeweiligen Disziplin erforscht und theoretisiert. Dabei stehen sich Ansätze gegenüber, die entweder strategische Ausrichtung auf Ressourcen und Kontext betonen oder die Relevanz und Notwendigkeit geteilter Ideologien oder Identitäten hervorheben. Dieser Artikel bringt Bewegungs- und industrielle Beziehungsforschung miteinander in Dialog und fordert eine Integration beider Ansätze. Er leistet damit einen Beitrag zu einem holistischeren Verständnis von gemeinsamem Bewegungs- und Gewerkschaftshandeln, was von bisherigen Konzepten wie dem "social movement unionism" nicht geleistet wird. An zwei Beispielen zeigt der Beitrag, dass instrumentelle, strategie-zentrierte und kulturbezogene, identitätsbasierte Kooperation keine Gegensätze sind. Es gibt jedoch Situationen, in denen strategische Entscheidungen über Ressourcen und politischen Einfluss entscheidender sind als ideologische Nähe und vice versa. Erkenntnisse über Mechanismen der Solidarisierung und Überbrückung von Unterschieden sind gerade in zunehmend fragmentierten Gesellschaften von wissenschaftlicher und gesellschaftlicher Bedeutung.

The outcome of the recent referendum in the UK was straightforwardly affected by the policies followed by the EU. The main factors in which eurosceptics-populists had used in order to collect votes were both the immigration crisis (and the consequent EU policies) and the European political reactions to the economic crisis which increases EU powers, under the German supervision, and decreases national sovereignty. Although these two factors may seem different, they are directly linked as long as they comprise an outcome of the social and democratic deficit of the EU which increased concerns about the future effects in the UK and offered the opportunity for the cultivation of populist ideas. This article aims at indicating the main parameters of the European social and democratic deficit which affected Britons’ decision in the referendum while drawing the attention on the restructure of the European policy directions.

In January 2015 the radical left SYRIZA has won the Greek national elections and formed a coalition government with Independent Greeks (ANEL), a right-wing populist party. After a seven-month negotiation with Greece’s creditors and the agreement for the implementation of a third memorandum of fiscal adjustment, SYRIZA announced the conduction of a second round of national elections in September 2015. After a second electoral victory, SYRIZA formed again a coalition government with ANEL. The main characteristic of SYRIZA’s pre-electoral campaign was that it has primarily focused on the commitment for austerity measures termination and on the implementation of tax alleviation. Even during the second electoral campaign in September 2015, after the agreement for the implementation of the third memorandum of fiscal adjustment, SYRIZA was promising that its implementation will be socially endued in order to reduce negative social consequences, such as those created by the previous memoranda. Practically though, after the first months of the new memorandum implementation, it is obvious that the government has introduced an unprecedented tax policy. Interestingly, this policy is not different from a traditional left logic of tax enforcement but actually leads to the implementation of horizontal austerity policies which firstly affect the socially vulnerable groups. From this point of view, while SYRIZA emphatically declare that it aims at resolving the crisis, its policies seem to deepen the depression. For instance, its inability to find alternative options to finance the social security system, leads to the implementation of restrictive policies which dismantle the welfare state. This paper aims at analyzing the policies of the first left government in Greece by focusing on the tentative social consequences of the third memorandum and at the same time, studying some of the basic factors for its electoral victory, such as populism.

There have been almost 40 years after the restoration of democracy in Greece and a peculiar prosperity, which was consciously cultivated by the leaders of political and economic elites, was promoted before the onset of the financial crisis. However, from the beginning of the financial recession, the temporal illusions have been revealed and the need of a complete transformation of the financial policies has been expressed, while a significant transformation of the entire political culture has started. Parties such as SYRIZA, Independent Greeks(ANEL) and Golden Dawn took advantage of the growing social discontent by propagating themselves as exponents of ordinary people and of their concerns or their fears, as the expression of resistance against an avoidable sellout of public values. However, crisis has exposed a number of successive truths which were elaborately hiding in the underbelly of the detaining political and socioeconomic system. These truths were exteriorized once it became clear that the foundations on which the Greek society was based after the restoration of democracy, were weak and insufficient to lead country towards a modern future.

This article discusses if European societies witness a "new Polanyian moment," in which a period of austerity and currency turmoil will be answered by conservative or authoritarian counter-movements, as happened in the first half of the 20th century. In order to analyze when and how critique that aims at social change is rooted in anti-liberal ideology, we analyze the moral economy of the 2011 Occupy Wall Street (OWS) movement and compare it to anti-financial protest in the late 19th and early 20th century in Germany and the UK. We argue that public statements by OWS groups and their supporters reproduce two major elements of 19th century moral economy of financial protest: First, a description of finance as something external and hostile to the traditional socio-cultural community of production. Second, the image that financial interests are likely to capture political power. Beyond these continuities, we argue that today the dichotomy between "cosmopolitan finance" and the "productive national community" is much less clearly connected to sectoral, socio-economic, or ethnic cleavages. Instead, financial outsiders are perceived as having removed themselves voluntarily from the community in order to gain profits. Still, we conclude that because of the semantic similarities between past and recent anti-finance protest, right-wing populism in Europe may not necessarily be weakened by popular anti-austerity protests.

This article presents new research on the Europeanness of Greek political elites under the economic crisis. It registers the views of a sample of 74 Greek Members of Parliament (MPs) on European integration and the handling of the economic crisis by the European Union (EU). The ENEC survey, which was conducted in 2014, shows that Greek MPs continue to be attached to Europe, but evaluate negatively the role of EU’s institutions during the economic crisis. They mostly view European integration positively, but are skeptical about the representativeness of EU organs. There is a discernible set of “core attitudes” which constitute the Europeanness of Greek MPs, but there is also a set of issues on which MPs are clearly divided. The dominant dimension of conflict within Greek political elites is the issue of economic austerity packages, i.e., the Memoranda of Understanding (MoUs), as since 2010 EU’s management of the crisis has become the epicenter of Greece’s domestic politics. The two party, SYRIZA-ANEL coalition government that was formed after the January 2015 elections was not a surprise given the close proximity of these two parties on their stance towards the MoUs and the EU.

Debate among politicians and academics alike vacillates as to whether the euro is the crowning achievement of a half-century of European integration efforts, or now constitutes a force that threatens to drive European Union member states apart. This book introduces both the political and economic forces at play in the eurozone crisis that have shaped this debate and changed the face of European integration.

Es existiert wohl keinerlei "Präzedenzfall", der in irgendeiner Weise vergleichbar wäre mit der vollkommenen Verwandlung des derzeitigen griechischen Ministerpräsidenten Alexis Tsipras und dessen Anpassung an die Anforderungen der griechischen Realität. Wahrhaft, all zu rasch übersetzte sich sein radikaler, unkonventioneller und extremer Diskurs gegen die in Griechenland seit 2010 implementierte harte Sparpolitik, in einen taktischen Rückzug. Die SYRIZA Partei, eine heterogene Mischung linker Strömungen, nutzte den Unmut der Bevölkerung gegenüber den schmerzhaft anmutenden Sparmaβnahmen des sogenannten griechischen Memorandums, um den eigenen machtpolitischen Senkrechtsstart voranzutreiben und sich ziemlich rasch von einer kleinen Protestpartei zu einer Machtpartei zu verwandeln. Dementsprechend transferierte diese Partei, ohne die geringste moralische Umschweife, die Verzweiflung der Bürger in einen extremen rhetorischen Diskurs der scheinbaren "Verteidigung sozialer Rechte" hinein, jedoch mit dem Ziel des eigenen Wahlsieges und anschließend die Übernahme der Macht., There is probably no "precedent", which would be comparable in any way with the perfect transformation of the current Greek Prime Minister, Alexis Tsipras and its adaptation to the requirements of the Greek reality. Truly, all too quickly his radical, unconventional and extreme discourse against the implemented in Greece since 2010 tough austerity policy, is transformed into a tactical retreat. The SYRIZA party, a heterogeneous mixture of left Groups , used the displeasure of the population to the painful-looking Austerity measures of the socalled Greek memorandum to advance their own political take off to power and rather rapidly to transform from a small protest party to a ruling party. Accordingly, this party transferred, without the slightest moral ado, the despair of the citizens in an extreme rhetorical discourse of apparent "defense of social rights" into it, however, with the aim of the own electoral victory and then the acquisition of power.

The Italian case is an interesting one for the study of the effects of the economic crisis on the attitudes of political elites. The crisis has been an important intervening factor in the process of domestic party system change. The responses to the challenges of EU-led austerity measures have been at the core of the discussion preceding the 2013 elections, whose results marked a turning point for the Italian political system, with protest votes peaking and new populist parties emerging. This article shows that, despite the domestic political turmoil, most of the markers of the traditional support of the Italian political elites for European integration are still unequivocal. These elites appear much more pro-European than the Italian public; even the representatives of the populist parties do not hold radical views that may reverse the past Italian history within the EU. At the same time, however, multivariate analyses of the determinants of elite attitudes show significant party variations. This brings us to speculate on some possible scenarios of gradual departure from the classic elite posture of acquiescence towards the EU.

It is the first time after the restoration of democracy in Greece that such a U-turn has been conducted. The radical, unconventional and extreme rhetoric against harsh austeritywas sharply transformed into a tactical retreat in order to supposedly support more effectively the public interest. SYRIZA, a heterogeneous alloy of leftist tendencies, treated the popular anger and resentment towards harsher austerity measures in order to achieve electoral rise. Consequently, it was rapidly transformed from a small – protest – party into a power party. In this instance, it transformed, without moral curb, citizens’ despair into an extreme rhetoric which defended their “rights” in order to rise to power. Namely, SYRIZA treated instrumentally the expectations of the desperate as a means to rise to power in order to benefit the party but not for the whole society.

Einerseits existieren enorme Niveauunterschiede hinsichtlich der Konkurrenzfähigkeit der diversen Mitgliedsländer der Eurozone und der EU untereinander was sich langfristig zu einem dramatischen Schuldenproblem stilisierte. Die erweiterten Staatsschulden sind nichts anderes als ein Symptom der mangelnder Wettbewerbsfähigkeit. Auf der anderen Seite scheint das Europäische Wirtschaftsmodell der aggressive Entwicklungsorientierung des Fernen Ostens langfristig nicht folgen, zu können. Dieses externe Wettbewerbsproblem versucht man in Europa vorwiegend durch lohnpolitische Massnahmen wie Lohnsenkungen, durch Minderung der Staatsquote oder sogar durch reale Abwertung zu behandeln. Die Begrenzung auf die Konsolidierung der öffentlichen Finanzen kommt allerdings einem Versuch gleich allein die Symptome eines Problems zu behandeln. Dabei wird ein politisches Legitimationsproblem in die Welt gerufen das vorwiegend zwei Aspekte hat. Auf der einen Seite ein Problem der Souveränität in dem Sinne das die übertragenen Entscheidungskompetenzen der Einzelstaaten auf EU Instanz nicht etwa demokratisch legitimierten Gremien zugute kommt wie das Europaparlament sondern künstlich geschaffenen Gremien der Finanzüberwachung wie die Troika die direkter oder indirekter Weise unter dem Einfluss der mächtigsten Mitgliedstaaten steht. Somit entsteht auf der anderen Seite ein gewaltiges Demokratiedefizit. Dies kommt darin zum Ausdruck das von demokratisch gewählten Regierungen verlangt wird unpopuläre Sparprogramme durchsetzen selbst wenn sie dabei ihre Parlamente, Institutionen und Verfassungen umgehen müssen., Apparently the European economic model being subjected to a double competition problem. On the one hand, there are enormous differences in the level of competitiveness of the various member countries of the euro area and the EU among themselves. In the long term this Problem stylized to a dramatic debt crisis for one Part of the EU member States like Greece, Portugal, Ireland , Spain and Italy The advanced state debt are nothing more than a symptom of a lack of competitiveness. On the other hand, the European economic model seems to be not able not in the long term to follow the aggressive development orientation of the Far East. The dominant Forces into the EU tries to handle with this external competition problem mainly with wage policy measures such as wage cuts, a reduction in government expenditure or even with real depreciation. However, the limitation of political measures on the consolidation of public finances , is an attempt to deal only with the symptoms of the problem. The Result is, that a political problem of legitimacy is called into the world that has mainly two aspects. On the one hand, a problem of sovereignty in the sense that the transmitted decision-making powers of the states at the EU instances, is not transferred to the benefit of democratically elected bodies like the European Parliament, but to artificially created bodies of financial supervision like the Troika that directly or indirectly is under the influence of the most powerful member states. In this Way we have on the other side the production of a huge democratic deficit. This finds his expression in the demand on democratically elected governments to prevail unpopular austerity measures, even if they have to bypass their parliaments, institutions and constitutions.

Up to the start of the present economic crisis (2008), Europe was characterized by a clear trend of convergence in the GDP level of European countries, which was able to counterbalance the opposite trend in intra-national disparities that took place in many countries – namely those with a more recent accession to the Union. The economic downturn of the last years, however, has brought this process of convergence to a halt, mainly as a consequence of the tight austerity policies imposed to many southern European countries. This evidence, recognized by the European Union in the last Cohesion Report (“the crisis has reversed the process of convergence of regional GDP per head and unemployment within the EU”) brought to the fore the relevance of macroeconomic policies in regional development. Therefore in this paper, with the help of a newly built macroeconomic and regional forecasting model (MASST), the future of regional convergence / divergence in the EU is explored through four scenarios: a baseline one, recognizing the clear break of the crisis and three exploratory scenarios, depicting in a consistent way three different “territorial” strategies: supporting large metropolises vs. cities of second and third rank, vs. peripheral and lagging regions. Interestingly enough, the “cities” scenario proves to be at the same time the most cohesive and the most expansionary, shedding some doubts on the traditional equity/efficiency trade-off through an intermediate strategy based on the exploitation of a diffused territorial capital. Overall, diverging regional processes are forecasted from now to 2030., Bis zum Beginn der gegenwärtigen Wirtschaftskrise (2008) zeichnete sich Europa durch eine deutliche Tendenz zur Annäherung im BIP-Niveau der europäischen Länder aus. Der wirtschaftliche Abschwung der zurückliegenden Jahre hat diesem Konvergenzprozess jedoch Einhalt geboten, hauptsächlich infolge der strengen Sparpolitik, die vielen südeuropäischen Ländern auferlegt wurde. Diese Tatsache wurde auch im aktuellen Kohäsionsbericht der Europäischen Union anerkannt ("Die Wirtschaftskrise kehrte den langjährigen Trend der Annäherung von BIP und Arbeitslosenquote innerhalb der EU um") und unterstreicht die Bedeutung einer makroökonomischen Politik für die regionale Entwicklung. In diesem Papier wird - mithilfe eines neu aufgestellten makroökonomischen Modells der Regionalentwicklung - die Zukunft der regionalen Konvergenz/Divergenz in der EU anhand von vier Szenarien erforscht. Ein Basisszenario würdigt die Krise als sauberen Schnitt; drei untersuchende Szenarien stellen drei verschiedene "territoriale" Strategien auf einheitliche Weise dar: Unterstützung großer Metropolen versus zweit- und drittrangiger Städte versus Rand- bzw. rückständiger Regionen. Interessanterweise zeigt sich das "Städte"-Szenario als das geschlossenste und gleichzeitig das expansionistischste, was - unter Berücksichtigung einer Übergangsstrategie, die auf der Ausnutzung eines diffusen territorialen Kapitals basiert - Zweifel am traditionellen Kompromiss zwischen Gerechtigkeit und Effizienz aufkommen lässt. Insgesamt werden Prognosen für unterschiedliche regionale Prozesse von jetzt bis 2030 erstellt.

In a bold and risky political move the Greek prime minister Alexis Tsipras called for a referendum on June 27 2015 quitting ongoing negotiations with Greece's creditors in Brussels. The referendum framed as a yes or no question asked the Greek voters to decide whether or not they approve or reject the latest take-it-or-leave-it proposal for "program con- tinuation" by Greece's creditors. What followed was a chaotic week leading to the referendum with intense campaigning by the two camps. Due to tense debates and increasing polarisation it became increasingly impossible to rely on traditional polling. Even the first exit polls (performed by phone on Sunday evening) could only see a marginal lead for one or the other vote at different times. Quite possibly people were jumping party lines and were unwilling to reveal their preferences. Using Google Trends I could tap into voters' true and unbiased revealed preferences and nowcast hourly what the ratio of the No vote to the Yes vote is and called an over 60% No vote well ahead of the closing of the voting urns. In this paper I document this nowcasting exercise.

The Greek parliamentary elections from January .2015 led to a foreseeable change in government. The coalition government between the conservative Nea Dimokratia and of the socialist PASOK, become replaced. by a coalition government between the left wing coalition party SYRIZA and the extreme right-wing ANEL ( "Independent Greeks"}, The cause for this radical political shift is located in the latent anger of the citizens in relation to the political elites of Greece and their politics in the last years. Logically this broad anger found now his expression in the ballot box. This described anger is related with the hard consolidation program taken by the creditors of Greece (EU, ECB, IMF) to restrain the country's fiscal crisis. The Intention of the restructuring program is to lead as soon as possible Greece out from the debt. In fact however the Result of this Politics is that around a quarter of the Greek population is drifted in poverty now. The rehabilitation target within a fairly short period, to promote competitiveness and make Greece more attractive as an investment location was coupled with massive wage cuts, pensions cuts , tax increases and more flexible working conditions. The new coalition government of SYRIZA and ANEL even though no more in the Position of a hard Opposition, promotes in the one hand a social Messianism in the sense of a liberation of the society of their distress and, on the other hand the hope of a settlement of the Greek dept by a conference of creditors or by favourable arrangements of the EU partner countries. The announcements of the new Government is also coupled with a whole set of ambitious programs for social and economic reconstruction and development of the country . In conclusion, this version of the political changes in Greece is also embedded in a obsession of the return in the good times of the past. In this sense, it can be assumed that this political change has no trend-setting character for Greece but represents a transition phase in an process of cushioning the social anger. However, it remains to be seen whether the consequences of this transition process for Greece are portable.

Angesichts der eskalierenden Flüchtlingsproblematik ist das Thema Griechenland vorübergehend völlig in den Hintergrund getreten. Da in Griechenland Neuwahlen anstehen und die griechische Schuldenkrise nicht annähernd gelöst ist, ist es jedoch nur eine Frage der Zeit, bis Griechenland wieder erneut in den Fokus der öffentlichen Aufmerksamkeit rückt. Die zumindest vorläufige Entspannung der Situation nach der Verabschiedung des neuen Hilfspakets hat in der Bevölkerung die Abneigung gegen drakonische Maßnahmen gegenüber hochverschuldeten Ländern der Euro-Zone verstärkt. Zwar dominiert nach wie vor die Position, dass es für die Euro-Zone besser wäre, hoch verschuldete Länder wie Griechenland auszuschließen. 43 Prozent der Bürger vertreten diese Position, während 35 Prozent dies für den falschen Weg halten. Die Ablehnung drakonischer Maßnahmen wächst jedoch seit 2013; vor drei Jahren war das Meinungsbild noch völlig anders: Damals votierten 55 Prozent für den Ausschluss hoch verschuldeter Staaten, während dies nur 21 Prozent für den falschen Weg hielten.

Infolge der andauernden Probleme Griechenlands, bei denen sich auch keinerlei Ende abzeichnet, gilt das Land heute mit großem Abstand als der größte Risikofaktor in der Euro-Zone. 91 Prozent der Bürger in Deutschland sind überzeugt, dass die größten Gefahren für die Euro-Zone heute von Griechenland ausgehen; nur 7 Prozent assoziieren Italien, nur 6 Prozent Spanien und noch weniger Frankreich mit den größten Risiken für die Währungsunion. Vor zwei Jahren führte Griechenland zwar auch mit großem Abstand das Risikoranking an, aber nicht annähernd so ausgeprägt wie heute.

Mit dem Wahlsieg der linken Partei 'Syriza' in Griechenland steht die EU vor einer neuen Herausforderung: Die als 'Brüssel-Frankfurt-Konsens' bezeichnete Austeritätspolitik als Antwort auf die Krise der öffentlichen Haushalte wird von der Regierung eines EU-Mitgliedsstaates offen und vehement abgelegt - hierfür hat ihr der griechische Demos ein klares Mandat erteil. Im vorliegenden Aufsatz wird argumentiert, dass diese Entwicklung, die auch andere EU-Mitgliedsstaaten erfassen könnte, das Ergebnis einer 'unmöglichen Euro-Trinität' ist, in der sich die Unvereinbarkeit von neoliberaler Wirtschafts-, Finanz- und Sozialpolitik, dem Erhalt einer gemeinsamen Geld- und Währungspolitik und einer Legitimation der europäischen Integration zeigt, die sich auf die Erwartung wachstums- und beschäftigungsförderlicher Impulse des weiteren Zusammenwachsen der EU stützt., The electoral success of Syriza, a left-wing party, in Greece poses yet another challenge to the European Union: The so called 'Brussels-Frankfurt Consenus' compirising austerity measures to address sovereign debt problems in the aftermath of the World Financial crisis is being openly and strongly opposed by the government of one EU member state which is supported by its electorate. In the present article, it is argued that this development which may easily spill over to other EU member states is due to the 'impossible Euro trinity' in which the incompatibility of economic and social policy with a neoliberal orientation, the safeguarding of a common European currency and the legitimacy of European integration being based on the positive expectations of economic and employment growth as result of such an integration is shown.

In June 2013 the International Monetary Fund (IMF) concluded that the role of fiscal multipliers had been underestimated in terms of GDP growth. This sparked a new debate on the negative effects of austerity measures and a discussion of the need for more public spending. In this context, the idea of increased investment financing through public investment banks has gained momentum in Europe. The European Investment Bank (EIB) is well placed to fill the existing investment gap through favorable loans, particularly to small and medium-sized enterprises (SMEs).

Entgegen der "Local Governance"-Hypothese ist in der kommunalen Haushaltskrise seit den 2000er Jahren kein Trend zu mehr dialogorientierter Bürgerbeteiligung erkennbar. Vielmehr führen die begrenzten Ressourcen und die Kosten-Nutzen-Kalkulationen der Akteure zu einem Rückgang der Bürgerbeteiligung. Die geringe Umsetzung von Beteiligungsergebnissenin der Haushaltskrise fördert die Politikverdrossenheit der Bürger, die bei hohem Aufwand nur wenig Nutzen aus ihrer Beteiligung ziehen und deshalb häufiger die Exit-Option wählen. Für die kommunalen Entscheidungsträger ist der Einsatz von Bürgerforen und Bürgerhaushalten ebenfalls wenig lohnend, weil diese wenig zur Haushaltskonsolidierung beitragen und viele Ressourcen der Verwaltung binden. Stattdessen setzen die Kommunen auf hierarchisch koordinierte, eng zugeschnittene und nichtdialogorientierte Beteiligungsverfahren wie den "Sparbürgerhaushalt"., In contrast to the "Local Governance"-hypothesis there is no apparent trend towards more dialoguebased civic participation in the municipal budgetary crisis since the 2000s. In fact, limited resources and cost-benefit calculations by involved actors cause a decline of civic participation. Low level of implementation of participation results in the budgetary crisis promotes people’s disenchantment with politics. As their participation comes at great expense but nets them little benefit, in consequence they select increasingly the "Exit-Option". For local policymakers, the use of citizens’ forums and participatory budgets is also unrewarding, because it contributes little to the budget consolidation and ties up many of the administration’s resources. Instead, the municipalities focus on hierarchically coordinated, closely tailored and non-dialogue-based procedures of participation like the "Sparbürgerhaushalt."

In der Literatur wird argumentiert, dass unterschiedlich Parteiensystemkonstellationen unterschiedliche Opportunitätsstrukturen für Kürzungspolitik schaffen. Uneinigkeit herrscht allerdings darüber, welche Charakteristika des Parteienwettbewerbs Sparpolitik erleichtern oder erschweren. Die entsprechenden Hypothesen, die vor allem von Christopher Green-Pedersen und Herbert Kitschelt entwickelt wurden, werden im vorliegenden Aufsatz mittels einer vergleichenden Fallstudie der sozialpolitischen Kürzungspolitik in Dänemark, Deutschland, Großbritannien und den Niederlanden zwischen dem Beginn der 1980er Jahre und der Finanzkrise 2007 überprüft. Dabei ergibt sich erstens, dass Pivotalsysteme wohlfahrtsstaatliche Kürzungspolitik erleichtern. Zweitens zeigt sich, dass bürgerliche Parteien Sozialkürzungen nur unter günstigen Bedingungen durchsetzen können. Linke Regierungen müssen als natürliche Verteidiger des Wohlfahrtsstaates weniger den Zorn der Wähler fürchten, was Kürzungen erleichtert. Doch diese Parteien wollen in den meisten Fällen keine Kürzungen durchsetzen. Drittens kann hoher Problemdruck Regierungen jedweder parteipolitischer Couleur zu Kürzungspolitik veranlassen., Previous research has argued that diverging configurations of electoral competition induce differing opportunity structures for welfare state retrenchment. The literature does not agree on the specific characteristics of party system constellations that facilitate or impede retrenchment, however. This paper presents results of a comparative case study of the politics of welfare state retrenchment in Denmark, Germany, the Netherlands and the United Kingdom between the early 1980s and the eve of the financial crisis to test the competing hypotheses put forward by Christopher Green-Pedersen and Herbert Kitschelt. It turns out that pivotal party systems make retrenchment easier. Furthermore, bourgeois parties only engage in retrenchment under particularly favorable circumstances while left parties as traditional supporters of the welfare state are somewhat shielded from voter discontent and can thus retrench slightly easier. Finally, pressing problems can induce all governments to retrench.

Der Gipfel der NATO-Regierungs- und Staatschefs im Mai 2012 brachte keine Neuentwicklung des Verteidigungsbündnisses. Die wesentlichsten Schwerpunkte stellten Afghanistan, "smart defense", Partnerschaften, nichtstrategische Nuklearwaffen und Raketenabwehr dar. Eine Rückbesinnung auf die traditionellen Aufgaben der Territorialverteidigung würde Kosten sparen, sagen die einen. Globale Missionen haben wegen der weltweiten Herausforderungen Priorität, sagen die anderen. Für globale Aufgaben bracht man aber auch Partner in den jeweiligen Regionen. Österreich kann im Rahmen der Partnerschaft für den Frieden spezielle Fähigkeiten für internationale Einsätze anbieten.

The Politics of Justification is an investigation of welfare retrenchment in Denmark and the Netherlands, 1982-1998. Welfare retrenchment is politically highly controversial, but still governments do retrench. This book argues that governments can implement retrenchment if they can achieve a party political consensus allowing them to frame retrenchment in a way that makes it seems justified to the electorate. In the Netherlands, such a consensus emerged in the mid 1980s due to the power of the CDA. It has allowed Dutch government to implement a number of welfare retrenchments. In Denmark, a consensus did not emerge until the Social Democratic Party re-entered government in 1993 explaining why the Danish welfare state has seen less retrenchment than the Dutch one. With its focus on the strategies of the political parties, the book differs from many other studies of the subject focusing on the role of political institutions.

Das Discussion Paper unterscheidet fünf verschiedene Theorieansätze und untersucht ihren Beitrag zur Erklärung der empirischen Varianz im Zeitraum von 1982 bis 1997 in 21 OECD-Ländern. Die Analyse der kurzfristigen Veränderung erfolgt im Rahmen einer kombinierten Zeitreihen-Querschnittanalyse, während die langfristigen Niveauunterschiede mittels einer Querschnittanalyse untersucht werden. Mit Hilfe einer interaktiven Modellspezifikation zeigen die Autoren, dass empirische Belege für diesen Konditionaleffekt vorhanden sind, die allerdings weder vollkommen überzeugen noch langfristige Niveaueffekte zeitigen. Among the most extensively discussed explanatory factors of social expenditure are partisan politics and political institutions, as well as the dependency of the real impact of the former on the latter. The paper distinguishes five competing theoretical perspectives and explores their power to explain the empirical variation in the period 1982–1997 in 21 OECD countries. The empirical analysis of short-term dynamics is performed in a time-series cross-section framework while long-term level effects are explored in a cross-sectional setting. By using an interactive model specification the authors show that there is empirical evidence for this conditional effect, albeit it is neither thoroughly convincing nor leading to lasting long-term level effects. Extensive specification tests show that the 1990s witnessed a weakening of partisan effects which were still present in the 1980s. Unter der Regierung von Jamil Mahuad wiederholte sich in Ekuador 1998/99 der Ablauf des Krisenszenariums von 1997/98, wenn auch mit zum Teil anderen Vorzeichen und unter erschwerten externen und kaum beeinflussbaren Bedingungen wie dem Verfall der Erdölpreise, der Exporte, der Kapital- und Investitionszufuhr sowie der El Nino-Flutkatastrophe.
