Homomorphe Verschlüsselung stellt einen nächsten Evolutionsschritt der Krypto­grafie dar. Mit dieser Technologie können Datenbanken erstmals verschlüsselt ge­nutzt werden. Auch eröffnen sich mit ihr zahlreiche neue Möglichkeiten im Bereich Multi-Cloud-Computing und Machine Learning. Zudem hat homomorphe Krypto­grafie politische Implikationen. Die Technologie ist zentral für die Sicherheitspolitik, etwa beim Datenaustausch zwischen Sicherheitsbehörden. Neue Multi-Cloud-Geschäfts­modelle könnten zudem neue Abhängigkeiten erzeugen, etwa von den USA, wo bereits an einer Standardisierung gearbeitet wird. Um nicht abgehängt zu werden, sollte die EU die Anwendungsforschung fördern und homomorphe Verschlüsselung bei den Planungen für die eigene Cloud-Initiative Gaia-X frühzeitig miteinbeziehen. The foundation of the Internet is showing cracks. Central elements of the Internet's infrastructure are the result of decisions made decades ago. Since then, however, the technical context has changed dramatically, as has the political significance of the Internet. Three conflicts over the future development of the Internet infrastructure are particularly important for German policy-makers. The first is about secu­rity and privacy in the Internet’s addressing system, the so-called Domain Name System (DNS). Second, a conflict is building up over the security of the Border Gateway Protocol (BGP) - the protocol used to coordinate data traffic on the Internet. Third, the security and availability of submarine cables, which form the physical backbone of the global Internet, are proving in­creasingly problematic. If these conflicts remain unresolved, while at the same time the demands on the Internet continue to rise worldwide, the consequences for security, privacy, and economic development will be increasingly negative. Moreover, the Internet is in danger of being split, all the way to the infrastructure level. This multifaceted field of conflict demands a clear strategic approach from German policy-makers. In accordance with their own digital policy demands, they should at the same time pursue the goal of worldwide inter­operability and address the issues described within a European framework. The challenge here is to shape the further development of the Internet infra­tructure in Europe in such a way that it complements - and does not fur­ther jeopardise - the shared global foundation of the Internet. Das Fundament des Internets zeigt Risse. Zentrale Elemente der Netz-Infrastruktur gehen auf Entscheidungen zurück, die vor Jahrzehnten getroffen wurden. Seitdem aber hat sich der technische Kontext ebenso massiv verändert wie die politische Bedeutung des Internets. Für die deutsche Digitalpolitik sind drei Konflikte um die Weiter­entwicklung der Internet-Infrastruktur besonders bedeutsam. Der erste betrifft die Sicherheit und den Schutz der Privatsphäre im Adress-System des Internets, dem sogenannten Domain Name System (DNS). Zweitens schwelt ein Konflikt um die Sicherheit des Border Gateway Protocol (BGP) - jenes Protokolls, über das der Datenverkehr im Internet koordiniert wird. Drittens erweisen sich die Sicherheit und Verfügbarkeit der Unterseekabel als zunehmend problematisch, die das physische Rückgrat des globalen Internets bilden. Bleiben diese Konflikte ungelöst, während zugleich weltweit die Anforde­rungen an das Internet weiter steigen, so wird dies zunehmend negative Folgen für Sicherheit, Privatsphäre und wirtschaftliche Entwicklung haben. Mehr noch: Es droht eine Spaltung des Internets bis auf die Ebene der Infrastruktur. Dieses vielschichtige Konfliktfeld verlangt von der deutschen Politik ein klares strategisches Vorgehen. Ihren selbstgesetzten digitalpolitischen Ansprüchen gemäß sollte sie gleicher­maßen das Ziel weltweiter Inter­operabi­lität verfolgen und sich der beschrie­benen Probleme im euro­päi­schen Rahmen annehmen. Die Heraus­forderung liegt darin, die Weiter­entwicklung der Internet-Infrastruktur in Europa so zu gestalten, dass sie das gemeinsame globale Fundament des Internets ergänzt - und nicht weiter gefährdet. This article theorises the relationship of crisis and political secrecy in European public policy. Combining the literatures on crisis management and securitisation, it introduces two distinct types of crisis-related secrecy. (1) Reactive secrecy denotes the deliberate concealment of information from the public with the aim of reducing immediate negative crisis consequences. It presents itself as a functional necessity of crisis management. (2) Active secrecy is about substantive or procedural secrecy employed by authority-holders to implement their interests with fewer restraints. Here, secrecy is an instrument of crisis exploitation, reducing obstacles to extraordinary measures. This distinction is based on an understanding of authority-holders as simultaneous legitimacy- and discretion-seekers whose secrecy politics depend on the constraints and opportunities presented by crises. In order to illustrate active and reactive secrecy, the article uses examples from the euro crisis (Eurogroup summitry, ECB sovereign bond purchases) and the security crisis after 9/11 (terror lists).

International diplomacy has long been regarded as the domain of an elite hand-picked few, instructed and groomed in something considered an art form. Both the secrecy and the pomp have their rational place. Political interventions from regime change through to more standard economic and social challenges cue both subtle and dramatic shifts in relationships and alignments and diplomats must rightly handle such situations with great delicacy. Premature or too much public disclosure about diplomatic exchanges could risk undermining the mutual trust and confidence on which the conduct of international relations and negotiations depends. The question of course concerns the determination of what constitutes ‘premature’ or ‘too much’ and who decides the point at which public access can or should occur. We have certainly seen a trend towards greater transparency in foreign affairs in recent times, but this will always remain one of the most sensitive areas for national governments and international organisations. Contributors to this publication pose important questions about transparency in the context of foreign affairs at EU level. The question ‘How much is enough?’ is particularly pertinent. I welcome the exploration of topics of secrecy and transparency in this thematic issue and look forward to further contributions as the theory and practice of the ideas put forward are developed.

Die Grenzlinie zwischen Privatsphäre und Öffentlichkeit ist nicht starr, sondern hat sich im Laufe der Geschichte immer mal wieder verschoben. Gegenwärtig ist eine merkwürdige Koalition aus kommerziellen "Datenfressern" wie Facebook, Google und Co. und auch Netzaktivisten mit der Parole unterwegs, das Zeitalter der Privatsphäre sei nunmehr vorbei. Während die einen am "gläsernen Bürger" arbeiten, zielen die anderen auf einen "gläsernen Staat". Danach würden Staat und Verwaltung nicht nur ihre Datenbestände für kommerzielle Nutzungen bereitstellen ("Open Data") und "soziale Medien" im Web 2.0 nutzen ("Open Government"), sondern letztlich ganz auf vertrauliche Informationen und Geheimnisse verzichten sollen ("totale Transparenz"). Plattformen wie WikiLeaks haben sich darauf spezialisiert, staatliche Geheimnisse aufzudecken; die Bediensteten werden offen ermuntert, ihre Verschwiegenheitspflicht zu ignorieren und Dienstgeheimnisse auszuplaudern ("Whistleblowing"). Nur so ließen sich Machtmissbrauch und Korruption eindämmen. Wenn sich diese Ideologie totaler Transparenz durchsetzen würde, stünde am Ende eine weitere Schwächung des demokratischen Staates: gegenüber den Internetriesen, die ihre eigenen Daten und Strategien keineswegs offenlegen, und gegenüber diktatorischen Regimes, in denen das staatliche Geheimnis alles gilt und das private Geheimnis nichts. Aber auch die Gesellschaft würde sich massiv verändern, wenn das Spannungsfeld von Privatheit und Öffentlichkeit sowie Geheimnis und Verrat nicht mehr in der politischen Auseinandersetzung jeweils immer neu ausbalanciert, sondern in totaler Transparenz aufgelöst würden: keine Privatheit mehr, keine Geheimnisse mehr. Die Frage ist, ob das ein erstrebenswertes Gesellschaftsmodell oder ob es an der Zeit ist, Einhalt zu rufen., The borderline between the private and the public is not a fixed one, and it has shifted from time to time during the course of history. Presently, a strange coalition of commercial “data guzzlers” like Facebook, Google etc and Internet activists try to assure us that the age of privacy is now over. While the former are working to achieve a “transparent citizen”, the latter aim for a “transparent state”. According to that concept, state and administration should not only offer their data for commercial use (“open data”) and use “social media” in the Web 2.0 (“open government”), but they should ultimately completely forego confidential information and secrecy (“total transparency”). Organisations like WikiLeaks have specialised in uncovering state secrets; public employees are openly encouraged to ignore their duty of silence and to publicise official secrets (“whistleblowing”). The underlying argument is that this is the only way to rein in abuse of power and corruption. If this ideology of total transparency were to become dominant, this could well result in a further weakening of the democratic state, both with regard to corporate giants on the Internet (who do not publicise their own data and strategies) and to dictatorial regimes (who treasure secrecy and scorn privacy). But society would also change massively, if the tension between the private and the public as well as between secrecy and treason need no longer be discussed and rebalanced in political discourse, but would be resolved once and for all for total transparency: there would be no more privacy, and no more secrets. It is questionable, whether this would be a desirable model of society, or whether it is time to call for an end of that debate.

Am 16. März 2016 wurde bekannt, dass Sergej Mironenko seinen Posten als Direktor des Staatlichen Archives der Russischen Föderation (kurz: GARF) nach 24-jähriger Amtszeit aufgibt. Einige Wochen später unterzeichnete Präsident Wladimir Putin den auf den 4. April datierten Erlass (ukaz) „Über die Föderale Archivagentur“ (Rosarchiv), kraft dessen die Archivagentur von nun an direkt dem Präsidenten untergeordnet und somit weisungsgebunden ist. Als Begründung führte Putin beim Treffen mit dem Rosarchiv-Leiter Andrej Artisov an, dass die mehr als 500 Millionen Archiveinheiten, welche die Agentur verwaltet, einen „besonderen Wert“ für den russischen Staat darstellen. Beide Nachrichten erweckten Befürchtungen, dass die russischen beziehungsweise sowjetischen Archivmaterialien sowie die gegenwärtige russische Geschichtspolitik noch stärker staatlichen Beschränkungen und Kontrolle unterworfen werden könnten. Dieser Beitrag wagt eine Einschätzung, wie sich die Eingliederung des Rosarchivs in die Präsidialhierarchie sowie die gesamtpolitische Tendenz in Richtung mehr Geheimhaltung auf die Archivalien auswirkt.

"Although relations are currently being tested, the transatlantic cyber partnership continues to stand on a solid normative and institutional foundation. Both sides agree on the fundamentals of Internet regulation. Both are of the conviction that universal accessibility to the Internet is extraordinarily useful not only for democratic decision-making and free markets but also for the future of the liberal democratic order. And both sides are united also in the search for effective means to limit malicious software, to fight crime, and to secure critical infrastructure. The controversy surrounding the NSA’s espionage activities exposed differences in what the United States and EU member countries consider to be the legitimate means and methods of reaching their common goals. It also revealed that they have different approaches to handling normative dissonance. Nevertheless, it certainly should not be misunderstood as an existential threat to the transatlantic partnership. Instead, transatlantic differences can and should be speedily resolved through political dialogue. Three major problem areas must be dealt with in this process: firstly the critical infrastructure protection in transatlantic cyber security, secondly the development of an inclusive multistakeholder-model in Internet governance and thirdly the adoption of the so-called umbrella agreement in data protection between the US and the EU." Öffentlich-private Partnerschaften sind in der letzten Dekade vermehrt Untersuchungsgegenstand in der angelsächsischen, in den letzten Jahren auch in der deutschen Politikwissenschaft geworden. Dieser Artikel versucht, den parlamentarischen Kontrollanspruch und seine möglichen Grenzen bei diesem neuen Governance-Tool theoretisch und empirisch zu untersuchen. Dazu werden zunächst mögliche Konfliktstellen zwischen dem Recht auf Geheimhaltung privatwirtschaftlich handelnder Akteure und dem Kontrollanspruch des Parlaments herausgearbeitet. Im nächsten Schritt werden die relevanten Instrumente für die parlamentarische Kontrolle von ÖPP vorgestellt und nach ihrer empirischen Nutzung gefragt. Es kann aufgezeigt werden, dass es ein breites Spektrum von Kontrollinstrumenten gibt, die teilweise auch sehr intensiv genutzt werden. Jedoch stellt das Recht auf Geheimhaltung privater Akteure von Vertragsinhalten auch für die parlamentarische Kontrolle eine Grenze dar. Abschließend werden einige normative Implikationen dieser Befunde diskutiert., In the past decade, public-private partnerships have been adapted as an alternative way of public procurement and service delivery in Germany, too. However, this hybrid tool of executive policy has challenged parliamentary scrutiny as a core function of the legislature, which has not yet been studied systematically. The article fills this gap in three steps. Firstly, it reconstructs theoretical tensions within public-private collaboration between the private partner’s right to confidentiality and the parliamentary need for scrutiny. In this section, publicprivate partnerships are also analysed as a special form of privatisation. Secondly, the article examines the parliamentary instruments relevant for scrutinizing the government’s policy on public-private partnerships as well as its empirical use. It can be shown that a broad spectrum of instruments has been used for addressing possible problems with PPPs. Finally, some lessons for strengthening the parliament‘s capability to scrutinize this new kind of cross-cutting policy instrument are drawn.

"This article explores the historical and conceptual relationships between themes of conspiracy, secrecy and securitization, firstly through a general schematic discussion of their interconnections, and then through a specific focus on the polemics and strategies of the French Bourbon Restoration period (1814-1830). The conspiracist visions of this period are contextualized by relating them to longer-term evolutions in conceptions of the state and of politics, and to the impact of the French Revolution. Comparisons are drawn between the strategies of the Right, focusing on the idea of revolutionary conspiracy and generally linked to a governmentalist agenda, and of the Left, focusing on a vision of Jesuit or theocratic conspiracy and usually oppositional in character. The final section of the article analyses the denunciations of the Jesuits in greater detail, through the lens of a model of securitization. Emphasis is placed on the ways in which denouncers of Jesuit conspiracy combined historical argument with legal attacks on the Jesuits' corporate existence, on the fluidity of their conceptions of the conspiratorial threat, and on the ways in which denunciations of Jesuit conspiracy reflect broader liberal anxieties over power and identity in an age of political transformation." Der Einsatz von Drohnen ist unter Präsident Obama zum – wie es in einem Artikel der New York Times hieß –»provokativen Symbol amerikanischer Macht geworden, die sich über nationale Souveränität hinwegsetzt und Unschuldige tötet«. Umfragen zufolge genießt der Drohnenkrieg in der amerikanischen Bevölkerung zwar hohe Zustimmung, doch in den Kommentaren der großen Zeitungen, in Stellungnahmen von Menschenrechtsgruppen, aber vor allem auch in kirchlichen Kreisen ist das Unbehagen über die Praxis des Tötens durch Drohnen gewachsen. Im Kongress stößt besonders die Intransparenz des Drohnenkriegs auf Kritik. Präsident Obama hat den Einsatz von Drohnen in einer Rede am 23. Mai 2013 erstmals selbst so offen wie nie zuvor verteidigt. Im Kampf gegen den von al-Qaida ausgehenden transnationalen Terrorismus sei der Drohnenkrieg jene militärische Option, die strategisch und moralisch am wenigsten problematisch sei. In einer »Presidential Policy Guidance« vom 22. Mai 2013 hat das Weiße Haus Leitlinien für den Drohnenkrieg festgeschrieben. Diese scheinen in leicht modifizierter Form die derzeitige Praxis widerzuspiegeln, die auch in den transatlantischen Beziehungen ein Stein des Anstoßes bleiben wird. (Autorenreferat)

3P derives from the three very important categories / areas in defining a reform process of the national security intelligence analysis, namely: – Process (the analysis activity, with his entire set of methods or means, internal procedures and standards, but also, with its various types of organization); – Product (the results of the analysis activity, the products which are sent to beneficiaries / users and the feedback or the requests for information from the intelligence consumers); – Personnel (the intelligence analyst, as well as the process of its selection and training). Why these three P? I must confess that the idea of trying to define the analysis activity, and implicitly, the main parts of a reform in this important area for the activity of each intelligence service came following some discussions I had with colleagues, experts and intelligence analysts. I worked, as co-author, to a paper (presented within an international forum) concerning the evolution of intelligence analysis on these three categories: process, product and personnel. Afterward, I found there is a whole literature that defines the management processes (especially in corporations) or the performance in an organization / company in the 3P logic. So, I will briefly approach, from a theoretical point of view, the subject of intelligence analysis reform, and I will talk about practical component, starting from those three identified essential factors.

"Nuclear disarmament is a laborious process that extends over decades. It can only succeed if all participants have a growing sense of confidence that the zero condition can be reached and verified without any uncertainty. A high degree of transparency is needed in order to place this confidence on a firm foundation. The present report calls for the step-by-step introduction of a comprehensive register of fissile material and nuclear weapons which constantly accompanies the disarmament process. Specific proposals are made for how to realize the first step, where such a register could be negotiated, and by whom it could be supervised." (author's abstract)

"Nukleare Abrüstung ist ein langwieriger Prozess, der sich über Jahrzehnte hinzieht und dessen erfolgreiches Ende die meisten der Menschen, die sich heute dafür einsetzen, vielleicht nicht mehr erleben werden. Unabdingbare Voraussetzung für den Erfolg ist ein kontinuierlich wachsendes Vertrauen unter allen Beteiligten, dass der Nullbestand erreichbar ist und zweifelsfrei verifiziert werden kann. Dieses Erfordernis macht Transparenzmaßnahmen zum unverzichtbaren Bestandteil des Abrüstungsprozesses. Sie sind Bestandteil und Indikator zugleich des erfolgreichen Voranschreitens und ebenso Bedingung dafür, dass Nichtkernwaffenstaaten und Kernwaffenbesitzer Vertrauen in die Integrität des Reduktionsprozesses gewinnen. Die Autoren plädieren überzeugend für die schrittweise Einführung eines vollständigen Spaltmaterial- und Kernwaffenregisters. Sie setzen sich mit Sicherheitsbedenken und technischen Problemen auseinander und machen konkrete Vorschläge wie die ersten Schritte zu solch einem Register verwirklicht werden können. Als passenden Einstieg schlagen die Autoren die Verhandlungen über den Fissile Material Cut-off Treaty (FMCT) vor. Das Registerkonzept könnte ein wichtiger Schritt zu einer zukünftigen internationalen Ordnung werden, in der Sicherheit durch Kooperation entsteht und Rüstungskontrolle und Abrüstung zu Leitprinzipien werden." "Die im Frühjahr 2003 in China ausgebrochene Lungenkrankheit SARS sowie die monatelangen Bestrebungen der Pekinger Führung, Verlauf, Dimension und Opferzahl der Seuche geheimzuhalten, lassen die Frage nach politischen Reformen in dem fernöstlichen Land wieder lauter werden. Als Peking nach 22 Wochen der Geheimhaltung erstmals Fehler eingestand und erste Köpfe, so die des Hauptstadtbürgermeisters und der Gesundheitsministerin, rollten, zeigte sich das Ausmaß der Folgeschäden des chinesischen Fehlverhaltens auch auf globaler Bühne - die Kehrseite der in der vernetzten Welt herrschenden Mobilität und Interdependenz hatte sich in erschreckender Klarheit geoffenbart. Die Instrumentalisierung der Katastrophe durch den auf dem 16. Parteitag der Kommunistischen Partei Chinas abtretenden Jiang Zemin bzw. dessen Nachfolger der 'Vierten Generation' machten darüber hinaus ebenso wie das mit dem Abklingen der Seuche einhergehende Ende der informationspolitischen Toleranz deutlich, wie weit das Land von einer 'chinesischen Glasnost' oder gar dem Zusammenbruch der kommunistischen Herrschaft entfernt ist. Sicher - SARS hat an den Grundfesten des Systems genagt und dessen internationaler Reputation geschadet. Dessen Ende jedoch ist, auch dank des stabilen Wirtschaftswachstums im derzeitigen China, noch lange nicht in Sicht." (Autorenreferat)

'Das Eingestehen der Tatsache, daß es in der UdSSR eine Anzahl sogenannter 'geschlossener' Siedlungen gab, konnte bereits in den 80er Jahren kaum noch als sensationell bezeichnet werden. Ihre Bezeichnungen und ganz vage Informationen wurden allmählich schon in der Sowjetzeit bekannt. Rußland als Rechtsnachfolger der UdSSR hat, nachdem es den Weg des demokratischen Wandels eingeschlagen hat, eine Reihe konsequenter Schritte unternommen, um den Schleier der Geheimhaltung über diesen Städten etwas zu lüften: Zuerst gab es in der Presse Dutzende von Publikationen über die bekanntesten unter ihnen (Arsamas- 16, Swerdlowsk- 44, Tscheljabinsk- 70, Tomsk- 7 u.a.), über die dort arbeitenden herausragenden Wissenschaftler oder über besondere Ereignisse, die mit diesen Städten verbunden waren, darunter leider auch ökologische Katastrophen. 1995 wurden erstmals allgemeine demographische Angaben über 'geschlossene administrativ-territoriale Gebilde' als einer besonderen Siedlungsgruppe veröffentlicht, wodurch die wissenschaftlichen Vorstellungen über das Siedlungssystem der UdSSR teilweise korrigiert werden mußten. Die Veröffentlichung analoger Angaben 1996 machte zum ersten Mal eine verallgemeinernde wissenschaftliche Analyse ihrer Entwicklung möglich. Im selben Jahr erschien auch die erste seriöse soziologische Untersuchung (von W. Tichonow) über geschlossene Städte, die dem Ministerium für Atomindustrie unterstehen. In diesem Bericht wird der Versuch unternommen, alle offen zugänglichen Informationen über geschlossene Städte Rußlands aus statistischen und wissenschaftlichen Quellen zu verallgemeinern und zu analysieren.' (Autorenreferat), 'Even in the 1980s the admission that a series of 'closed cities' existed in the USSR could scarcely be regarded as a sensation - the names of the cities and some very vague information about them had gradually come to light during the Soviet period. Following the introduction of democracy in Russia (the legal successor to the USSR), the veil of secrecy shrouding the closed system was lifted further. Quite a number of articles appeared in the press about the most well-known closed cities - Arsamas- 16, Sverdlovsk- 44, Chelyabinsk- 70 and Tomsk- 7, to name but a few - and the leading scientists who worked in them. Details were also published about events connected with these cities, including ecological disasters. In 1995 some general demographic data about the 'closed administrative-territorial system' as a special category of settlements were published for the first time. As a result scholars had to revise some of the assumptions they had held about the system of settlements in the USSR. The publication of similar data for 1996 enabled scholars for the first time to draw some general conclusions about demographic developments in these areas. The same year the first serious sociological study of closed cities under the jurisdiction of the Ministry of Atomic Energy was published by V. Tikhonov. The present report will attempt to analyse and draw some general conclusions about Russia's closed cities, using all the information available from statistical and scholarly sources.' Ein Thema, mit dem sich der späte Stein Rokkan in seinen Schriften befaßt, ist die Wirkung institutioneller Veränderungen auf die politische Entwicklung, besonders auf die Einführung der selbständigen Demokratie. In den späten 50er Jahren erkannte Stein Rokkan, daß die Funktionen verschiedener Institutionen, z. B. die Gewähr der Geheimhaltung des Wahlvorgangs, in politischen Systemen anhand von Vergleichsmethoden untersucht werden können. Es wird gezeigt, daß es nicht möglich ist, Stein Rokkans Vorschlag zu folgen und einen systematischen Vergleich von Wahlsystemen durchzuführen, insbesondere einen Vergleich betreffend der Einführung des geheimen Wahlrechts und seiner Bedeutung für die Mobilisierung und Parteiwahl in Preußen, dem Deutschen Reich und Dänemark in der relevanten Periode um die Jahrhundertwende. In the late fifties Stein Rokkan realized that the functions of various institutions, e. g. the safeguarding of the privacy of the electoral act, for political systems could be studied by way of comparison. The paper demonstrates that it is not possible to follow Stein Rokkan's proposal and carry out a systematic comparison of electoral systems and, in particular, of the introduction of the secret vote and its importance for mobilization and partisan choice in Prussia, the German Reich, and Denmark in the relevant period around the turn of the century.'
