It is proposed B.I.B.I.R, a library networking as a viable solution to information needs of the community of the Province of La Pampa (Argentina). This network popular library will be a bridge between pampeanos and its institutions, integrating,optimizing and distributing resources, services and benefits, public and private, so mitigate the existing gap informational. The aim is also that this work synergistically to join the actions and undertaken in the local ecosystem, serving as the trigger generator and concrete actions towards electronic government in the province. In the first stage, the paper describes the changes that the information society has brought on communities, their governments and institutions. The following defines and analyzed the electronic government and specifically, the electronic government in the province of La Pampa. It continues with an exhibition of the situation of the libraries popular pampeanas well as of B.I.B.I.R. Finally, presents the final conclusions of work.

The aim of this document ("The public library as a determinant factor for the people's utilization (use, usefulness N.Tr.)of the laws of transparency and access to public information") is to present a proposal that allows to assess the participation of public libraries as a determinant factor for the people's utilization (use, usefulness, N.Tr.) of the laws of transparency and access to the public information in Mexico. The results of more than three years of experience on the subject are presented and a main area of opportunity is detected: the marginalization of the potential users of those laws because they lack of Internet access. From this proposal it is stated the attention to harmonise the functions of the public library with the services potential users require from the laws of transparencey and access to public government information. The electronic systems of public information requests are highlighted as central elements of the positive results that have been obtained in the federal government as for the access to public information, and they are shown as a suitable opportunity to make easy the utilization (use, usefulness, N.Tr.) of this right to those who have not exercised it due to the their lack of guidance and the resources to make it. This paper (The Mexican public library within the framework of the General Law of Libraries) analysis the Mexican General Law, in which it is considered the public library as an object of the ruling order, it has been more commented than analized, it has been dealt with more on opinion grounds than on reason, more on praising it than criticising it, or reviewed more on the general angle than the particular one. A motivation underpinning this document where we emphasize the analysis and study of this legal rule. We propose as starting point to argue, in the current federal Public Administration (under President Vicente Fox), for the derogation of the current law, and for the drawing up and passing of a new bill specifically for public libraries.

The objective of the study was to analyze the situation of the technical standards of the National Library System regarding the library services of municipal public libraries, Callao region. The type of methodology was applied research, descriptive, exploratory, case study, cross-sectional and with a qualitative approach, the interview instrument directed to officials of the National Library of Peru and managers of municipal public libraries was used to evaluate with the analysis documentary film. The results show that the National Library has approved a series of general operational technical standards for libraries in the national territory, limited by an evident gap in application in reality due to the priority of the pandemic, where municipal public libraries work online using information and communications technologies in the process of transformation and innovation of different activities from traditional cultural services to digital. Conclusion: it's an opportunity for improvement in the bicentennial to turn them into digital libraries, but the National Library, Municipal Governments in coordination with the current Regional Coordinating Center of the Callao Region, must systematize the successful experiences of municipal public libraries development islands, to share agendas of cultural activities, update specific technical standards according to their local reality and offer a unique shared ICT platform standardized for the Integrated Library Management System with free software, to enhance strengths and minimize weaknesses.

The paper starts with a short critique on the substance level of the used terms “Information Society” and “Information Era”. Then the characteristics of the “citizen-user” are examined. Short definitions are provided for the terms Electronic, Digital, Virtual Library and Library Networks. A questioning is following concerning the level of development and the extent of exploitation of the Greek Libraries. The decisive factors that have formed the existing situation are underlined. The available tools and mechanisms that have been created and are provided by the National (Hellenic) Documentation Centre for the support and the development of the Greek Libraries are described. The exploitation of these tools combined with the ensuring of a series of presuppositions; permit the consideration of an optimistic perspective for the evolution of the Greek Libraries. This evolution is not expected to be other but their rendering into modern centres of identification, gathering, management and forwarding of what constitutes the essence of the “Information Era or Society”: the (information) content.

To assess the relevance of the Public Library System in the political agenda, programs presented by the Political Parties competing in Regional and Local elections in the Spanish Region of Castilla-La Mancha were analyzed and the proposals about these library institutions were identified. All Regional programs were collected and also an ample sample from the Municipalities for the 2007 and 2015 elections, trying to find the differences influenced by the impact of the financial crisis and recession on the public-library policies. The conclusion arrived at was that, although the Public Libraries may be reasonably present in the studied programs, there is a low awareness by the Political Parties of the main problems.

10. A Policy Review of Public Libraries in India

Purpose The purpose of this paper is to analyze the status of policies, legislation and finance with respect to public libraries in India. Design/methodology/approach This is a descriptive study based on data collected from literature review and census data on public libraries, along with a field visit of government public libraries at Bangalore. It attempts a critique of existing policies related to public libraries in particular and the culture sector in general, which governs the Galleries, Libraries, Archives and Museums (GLAMs) in India. Findings Of India’s 29 states and 7 union territories, 19 states have passed state library legislations, of which only 5 have the provision of a library cess or tax levy and it was found that states with lower literacy rates do not have library legislations. Bihar and Chhattisgarh in 2008 and Arunachal Pradesh in 2009 have recently passed these legislations without a library cess. Few states have progressed with the automation of public libraries, while 16 state libraries continue to function without any such legislation. The legislative process and legal issues involved in policy making, combined with the lack of political consensus and goodwill, have severely constrained the growth, coverage and development of public libraries for people in India. The existing national acts and state library legislations should be reviewed to adapt to changing times and to bring about integrated information services across GLAMs for the public. A RTI query sent to the Ministry of Culture revealed that there is no official data available on the per capita expenditure on public libraries in India. Practical implications In an online-networked environment, all GLAM institutions work towards collecting, preserving and providing access to educational and cultural heritage resources as social capital. However, there is a lack of national policy to govern GLAMs and the government bodies responsible for developing GLAMs are not integrative in their processes. A more holistic framework is required to assess funding needs and to ensure reforms in culture sector. Central government should make it mandatory to have access to public library for every citizen of India, legitimating public library services, even as India celebrates 100 years of public librarianship and enters its second century of providing library and information services to the nation. Originality/value GLAMs should be inclusionary public spaces for intellectual engagement and community development and need greater attention of policy makers. Though the public library movement reached its peak in the nationalist movements of the early 20th century, developing integrated and contemporary policies for the growth and development of public libraries as a public good in the 21st century will make India a knowledge society.

It is expected that the values they acquire and the attitudes they develop through training will capacitate them to offer their services and participation in Working Groups and Technical Advisory Committees even after the expiry of their term in the respective Panchayats, Municipalities and Municipal Corporations.

We describe how public funding for cultural and library services in Spain decreased in 2012. Therefore, we analyze the impact of this problem on library services, and explain some ways to reduce the damage, such as user contributions and crowdfunding (i.e., social microfinancing). We conclude by arguing that in any case public funding remains essential for stability of these services, and that library associations and librarians must demand it.

The City Council of Barcelona and the Diputació (The Provincial Council) agreed in 1996 to produce a Libraries Plan for the period 1998-2010 with the aim of adapting the library network of the city of Barcelona to the needs of the future. Consequently, the subtitle chosen for the Plan was: Libraries of the 21st Century: from information to knowledge. For this Plan to be carried out correctly, the Consortium of Libraries of Barcelona was formed in 2001, as an instrument for managing the combination of the city’s public library infrastructure and services. The formula chosen was that of a consortium given that it responded best to legal and organisational needs and also allowed for a better service to the citizens.

Savoie-Biblio: departmental libraries of the Savoie and Haute-Savoie redefine their territory and their model At the beginning of the year 2000, a wish to bring together the departmental libraries of Savoie and Haute-Savoie was expressed by the representatives of the two departments. A feasibility study has been the opportunity to challenge the traditional model of departmental lending libraries centred around the quarterly deposit of books with the help of the mobile library. A new model is in the process of emerging with strong central themes: advice and training, shared management of the collections and the promotion of cultural activities. The chosen legal form will permit progressive experimentation with the new model.

This paper begins by discussing the history of debates around “political correctness” in public libraries, notably in relation to the social relevance of children’s stock in the 1960s and 1970s. Developments up to the 1980s are described, followed by a discussion of the reaction to these, which was often negative. The current decline in concern with matters such as racism and sexism, in relation to library stock, is then discussed. It is concluded that stock selection principles should be restated in the context of accountability to the local community, and further recommendations are made (May 2000).

This paper gives an overview of the impact of social exclusion on national and local government policies since 1997. First, it analyses how government has viewed poverty issues since 1945, focusing on the post-1979 Conservative administration. Th political consensus of 1945-1979 had limited achievements in terms of equality and in 1979-1997 an intentional strategy of inequality was pursued, driven by a desire to cut state intervention and public spending. The paper then describes local government’s response to national policy in the latter period, notably through anti-poverty work in urban authorities, whilst also referring to the under-use of local services by the poor. The Labour Government elected in 1997 is then discussed, with three policy strands identified: morality; work ethic within post-monetarist neo-liberalism (rather than redistribution) and an emphasis on the multi-dimensional nature of the problem (which requires ‘joined-up solutions’). Overall, a centralised, directional approach is identified, with initiatives in a number of policy areas. Criticisms of new Labour’s agenda are reviewed, such as its espousal of equality of opportunity, rather than equality. Here, the paper concludes with Levitas’s view that the political framework within which social exclusion operates itself precludes a more equal society. Observations for public libraries are made, relating to opportunities for libraries to realign services to local needs and the impact of Government emphasis on partnership and consultation (November, 1999).

Ten Years After : How County LibrariesHave Evolved Since Decentralization The Central Lending Libraries were exterior services of the Ministry of Culture until December 31st 1985 when they were transferred to the County Councils on January 1st 1996. They officially took the title of Departmental Lending Libraries (bibliothèque départementale de prêt) in 1992. From the seven successive editions of Guide des bdp, published by the Association des directeurs de bdp, this article examines the principal developments, quantitatively as much as qualitatively, that occurred between 1986 and 1996 in matters of personnel, buildings, vehicles, computers, stocks, policy, and network structures. It shows that the new orientations have been superimposed on the old, without always replacing them completely.

Public library systems in India are not so effective due to lack of efficient resource sharing and networking to achieve optimum utility of resources as well as to provide need based services. The present library system can be improved by application of ICT and enabling participation. A Kerala Public Library Network (KPLNET), and use of an integrated library automation package in all public libraries can achieve this. The web portal of the Public Library Network maintained by Kerala State Library Council the controlling organization can extend the use of resources and accessibility of the system transcending time and space. Sharing of resources will be much easier through KPLNET. Public can easily access the services through this system for borrowing books, searching of catalogue, e-reading etc. KPLNET can provide the public easy access to the data online. Through multi user licences to acquired content, and introducing resource-sharing programmes the public libraries can reduce their expenses and boost the services. The individual village libraries can develop content on local aspects, which can be pooled by KPLNET. The major objective of the KPLNET will be to unite all public libraries in the State under a single umbrella. Kerala State Library Council (KSLC) controlling more than 7000 public libraries will be the implementing agency for KPNNET. KSLC can perform more effectively once it implements the proposed KPLN. This project suggests e-governance of public libraries under KSLC with a library network using a web enabled system that act as an interactive public interface to enable the public for participation in governance of libraries and also for effective utilization of the library resources.

26. Public library services in Galicia : A comparative overview

Since achieving autonomy in 1980, Galician governments have been pursuing a policy of creation of infrastructures that includes the development of a national library system. A legal framework has been created, and resources have increased enormously, particularly over the last decade, including a 407% increase in funding for libraries. In 2003 there were 275 public library authorities and 389 public libraries. The majority of the network is conformed by small community libraries, managed by local authorities. Buildings, staff, opening hours, collections, and other standard indicators show average figures that fall below international recommendations. 50% of all libraries have less than 100 m2, and 87% less than 230 m2. The ratio of library staff per 1,000 residents is 0.17. Opening hours in 2003 averaged 26.30 per week. The current figure of items per resident is 1.024 and acquisitions 0.063 items per capita. There is approximately 1 public PC per 5,000 residents in Galician public libraries. Urban library systems are underdeveloped and need to be created in four of the seven cities including Vigo, the largest, and there are important provincial imbalances. In addition to this, the Galician Library System lacks some of its essential elements, particularly coordinating, inspecting and standards services. Provision of public library services, with the possible exception of ICT related services, and performance statistics are relatively poor as a result of this situation. Comparison with well developed, advanced systems (UK) confirm the need to improve the framework and resources of the Galician Library System to achieve high quality services and satisfactory performances.

This report will establish the factors that hinder the development of Municipal Public Libraries. For this purpose a questionnaire was developed and conducted fieldwork in 49 municipalities of Lima and Callao, precise tool needed to find the important variables considered in our research answers. To achieve this purpose, this work has been divided into four chapters. In the first one the Professional Project Report is submitted; in the second chapter the theoretical framework of the Public Library, a modern library concept, vision and mission of the same; the relationship between public library and community, emphasizing education, information and culture. A historical review of the public library in the world, Latin America and the development of the Public Library in Peru, is also presented likewise the subject of Municipal Library and corresponding to this type of information units legislation addressed because we consider the key to the process of social change. We boarded the origin of the municipalities, and relations between municipality and education, emphasizing the importance of managing authorities and councilors as one of the defining factors in this relationship officials. In the third chapter the results that describe the current situation of public libraries of Lima and Callao are presented; in the sample taken municipalities that have a library, on the other hand the data collected in surveys of public libraries that are currently operating to show what factors impede the development of municipal libraries are discussed analyzed Maharashtra. The analysis of the survey aims to know how they are organized and managed public libraries of Lima and Callao to support this research. In the fourth chapter a proposal drawn from the results of the investigation, thereby seeks to propose management strategies that enable public libraries full social development consistent with the cultural evolution of the country is formulated.

(Title: A brief introduction to the Mexican public libraries). This is an academic non-peer reviewed research paper submitted at the end of the course of Public Libraries to the lecturer Ms. Elvira Castro. It was written in the fifth semester of the undergraduate degree of Library Science at the College of Library Science at the Faculty of Philosophy and Letters in the Universidad Autonoma de Nuevo Leon (Autonomous University of the state of Nuevo Leon). It introduces the reader to the composition of the Mexican national system of public libraries on the following aspects: a) the National Network of Public Libraries, b) Funding, c) legal agreements between states and municipalities, d) governance, e) selection and acquisition of library materials, f) promotion of the reading habit. It also includes a synopsis of the library services of the Public Library "Balcones de los Puentes" (Balconies of the Bridges) of the city of San Nicolas de los Garza, of the state of Nuevo Leon whose librarian in charge of that time was Rodrigo Garcia Pinales.
