Abstract

The article seeks to review, from a gender perspective, the findings of an exploratory qualitative analysis on the capacity of institutional participation mechanisms to recreate (or not) more democratic political cultures. To do this, it reconstructs a) the sense and meanings given to participation, (b) the educational impact they have on the participants, and (c) the subject's perception on the transformative capacity of participation. The field work was carried out based on direct observation of different experiences and semi-structured interviews with citizens of seven municipalities in the metropolitan area of Buenos Aires (Argentina). In the first section, the treatment and contributions of political science, anthropology and sociology to the concept of political culture are revisited, proposing a definition it, secondly, the theoretical framework is broadened by incorporating the contributions of gender studies to the research; thirdly, the empirical data is analyzed under this reformulation; and finally, the conclusions highlight the aspects of the analysis that deserve further investigation. Abstract

A fines de los años 80' varios gobiernos locales, europeos y latinoamericanos, comienzan a poner en práctica mecanismos innovadores de participación ciudadana en las agendas y en la formación de las políticas públicas municipales. Barcelona, primero, y mucho después, Buenos Aires, iniciaron este camino de la renovación democrática. Sin embargo, las causas que podrían explicar esta apuesta por la innovación democrática difieren mucho según atendamos al comportamiento de dos variables fundamentales: el contexto político-institucional y la cultura política. En esta Tesis se presenta un análisis detallado, en primer lugar, de la relevancia del contexto político y de sus implicancias sobre el surgimiento y la dinámica que asume la participación ciudadana y, en segundo lugar, de los discursos culturales que sostienen y nutren a la participación Buenos Aires y Barcelona., By the end of the eighties, several European and Latin American local governments began to put into practice innovating mechanisms of citizen participation in the agendas and the development of municipal public policies. This process of democratic renovation started first in Barcelona and much later in Buenos Aires. Potential causes of this bet on democratic innovation vary much according to two fundamental variables: the political-institutional context and the political culture. This Thesis dissertation presents first a detailed analysis of the relevance of the political context and its implications in the appearance and dynamics of citizen participation. Second, it offers an analysis of the cultural discourses supporting and nourishing citizen participation in both Barcelona and Buenos Aires.

3. CULTURA POLÍTICA: UN CONCEPTO ATRAVESADO POR DOS ENFOQUES.

Abstract

Political culture is a widely used concept in political science from the 60's to the present. The classic definition inaugurated by Almond and Verba at the end of that decade has dominated the discipline, as well as their political uses in empirical political analysis regarding values, attitudes and knowledge. Within this framework, quantitative studies have prevailed. As for anthropology, despite its attention to the concept of culture and the existence of a subdiscipline called political anthropology, only in recent decades the concept has started to be discussed, proposing new lines of research for the study of the construction of meaning about politics and generally using qualitative approaches. The aim of this article is to review the theoretical concept of political culture in an effort to emphasize its structural principles to integrate new contributions coming from both disciplines.
