The article reports on a bipartisan crime-reporting bill introduced in the U.S. Congress in 2006. If passed, the legislation would require owners of cruise ships that call on U.S. ports to report any person overboard, missing person or crime that happens onboard and involves a U.S. citizen. Ships could be denied entry to U.S. ports and cruise ship owners fined up to $250,000 for violations.
