This article studies trade-offs of farms in terms of economic sustainability (proxied here by technical efficiency), environmental sustainability (proxied here by farmers’ commitment towards the environment) and social sustainability (proxied here by farmers’ contribution to on farm well-being and communities’ well-being). We use the latent class stochastic frontier model and create classes based on three separating variables, representing farms’ environmental sustainability and social sustainability. The application to a sample of Spanish crop farms shows that more environmentally sustainable farms are likely to have lower levels of technical efficiency. However, improvements in social concerns, both towards own farm and the larger community, may lead to improved technical efficiency levels. In general, our study provides evidence of trade-offs for farms between economic sustainability and environmental sustainability, but also between environmental sustainability and social sustainability., PLoS ONE, 17, ISSN:1932-6203

Farm workers are exposed to high risk of heat-related illness, especially when their jobs require working outside at a fast pace during hot days. Climate change has increased the number of days with high temperatures, and thereby the amount of time that farm workers are likely exposed to extreme heat. To better understand how high heat exposure affects farm workers, this study investigates how crop workers respond to heat exposure and estimates the effects of different pay and work arrangements on workers’ responses to heat exposure. We explore, specifically, whether piece-rate arrangements increase workers’ effort during periods with high heat exposure compared to workers paid by hourly wages. We use observational data from detailed measurements of localized heat exposure and individual workers’ effort in the field. First, these results show workers adjust their effort in response to heat exposure when the heat exposure level changes. Second, piece-rate arrangements increase workers’ effort during work shifts. Third, piece-rate arrangements allow workers to modify their effort more easily during different heat exposure levels. When facing low levels of heat exposure, workers who were paid by piece-rate arrangements exert a higher effort than workers paid by hourly wages, up until WBGT is 26.6˚C. When facing high levels of heat exposure (with WBGT exceeding 29.6˚C), workers paid by piece-rate arrangements lower their effort compared to workers paid by hourly wage arrangements.

The study aimed to highlight the profitability and production function analysis of Penaeus monodon and Litopenaeus vannamei in intensified shrimp farms in Gujarat (India). Two hundred and twenty (220) shrimp farm households were used to identify (principal component and cluster analyses) 8 clusters of management practices that reflected various scales of production intensity ranging from 0–2999 kg/ha/crop to 9000kg/ha/crop and above for both the species. The Cobb-Douglas production function, which relates production output to several independent input variables, was used to determine productivity. The budgeting analysis for both the species showed that more intensively managed farms performed more than the less intensive farm. Empirical results show feed as most significant input for Penaeus monodon and Litopenaeus vannamei seed and labor that affected production. Average net returns/ha/year for Penaeus monodon was $16313.13 and for Litopenaeus vannamei $41640.99. Aquaculture exhibited decreasing returns to scale for both the species and estimates on resource use efficiency revealed that in Penaeus monodon the resources were economically utilized and in case of Litopenaeus vannamei the output was likely to increase if more of seed and less of labor would have been used. The major constraint for the shrimp farmers was diseases which can be mitigated by optimum stocking densities and proper feed management.

Using productivity change as a measure of farm economic performance, we analyze the relationship between women’s empowerment in agriculture and farm productivity change and its components, which include efficiency change, technological change, and scale efficiency change. A non-parametric Malmquist approach is used to measure farm specific productivity change and its decomposition. We use a bootstrap regression to analyze factors that cause differences in productivity change and its components, testing, in particular, the role women’s empowerment plays. The empirical application focuses on a sample of Bangladesh rice farms over the crop cultivation period 2011 and 2014. Results suggest that improvements in women’s empowerment in agriculture were associated with higher levels of productivity change, efficiency change, and technical change, while they had no impact on scale efficiency change. We find that empowering women, specifically, improving their ability to make independent choices regarding agricultural production had a statistically significant positive association with productivity change, efficiency change, and technical change. We also find that lowering the gender parity gap is positively related with improving productivity of the sample farms.

This paper aims to investigate the association between perceived production risk of horticultural farms and access to finance from different finance providers. The collection of data was conducted among 434 farmers in Indonesia particularly farmers produced mango, mangosteen, chili and red onion. Production risk was measured by the coefficient of variation, skewness, kurtosis and the 25th percentile. Depending on the risk measure, a lower production risk was found for commercial credit from banks and flexible payments of inputs to kiosks. Conversely, we did not find any lower production risk associated with finance provided by farmers’ associations and other sources such as family and friends. Results of this study are useful for policy makers, finance providers and supply chain actors in agriculture. For policy makers, the results of this study can help in designing policy to enhance farmers’ access to finance, whereas finance providers and supply chain actors, such as traders, obtain insight into whether their financial provisions effectively reduce production risk.

This study develops a novel framework of heterogeneous producer attitudes towards risk to analyze different, stated and revealed, roles of crop insurance premium subsidies and underlying policy objectives of the government. The analysis reveals a strong connection and a complementarity between the roles of premium subsidies in increasing producer participation in crop insurance, inducing a desired separating equilibrium in the presence of asymmetric information, and transferring income to agricultural producers participating in the program. Developing an alternative design of premium subsidies that can achieve the stated government objective of increased producer participation and induce any desired separating equilibrium at significantly reduced costs, our study rejects the idea that the income redistribution taking place under the current policy design is necessary for increasing producer participation in crop insurance. Indeed, the current policy design reveals that premium subsidies are either a means of income redistribution or a policy failure.

Good Agricultural Practices (GAPs) training programs were developed to provide guidance to fruit and vegetable growers on how to reduce food safety risks on the farm. These programs have been enhanced over the years due, in part, to increasing buyer and regulatory requirements. However, the costs of implementing additional food safety practices has been identified as a primary barrier to long-term farm financial feasibility, particularly for smaller scale producers. A survey of past participants in New York State revealed that increasing food safety improvements facilitated by GAPs have not significantly impacted the size of farm operations or the types of crops grown. In terms of farm size, we show that both the financial costs and financial benefits of food safety improvements increase with farm size, but at decreasing rates. In so doing, relatively higher market sales gains per acre by smaller farms from additional food safety investments offset the relatively higher costs to them of their implementation. We also demonstrate that benefits of food safety improvements were significantly higher for farms that had third-party food safety audits and for those that market primarily through wholesale channels. The results should prove welcome by educators as they encourage participation by all scales of producers in GAPs trainings and for growers in understanding that food safety investments can support both reduced microbial risks and sales growth.

We present an easily calibrated spatial modeling framework for estimating location-specific fertilizer responses, using smallholder maize farming in Tanzania as a case study. By incorporating spatially varying input and output prices, we predict the expected profitability for a location-specific smallholder farmer. A stochastic rainfall component of the model allows us to quantify the uncertainty around expected economic returns. The resulting mapped estimates of expected profitability and uncertainty are good predictors of actual smallholder fertilizer usage in nationally representative household survey data. The integration of agronomic and economic information in our framework makes it a powerful tool for spatially explicit targeting of agricultural technologies and complementary investments, as well as estimating returns to investments at multiple scales.

Experience across many countries shows that, without large premium subsidies, crop insurance uptake rates are generally low. In this article, we propose to use the cumulative prospect theory to design weather insurance products for situations in which farmers frame insurance narrowly as a stand-alone investment. To this end, we introduce what we call “behavioral weather insurance” whereby insurance contract parameters are adjusted to correspond more closely with farmers’ preferences. Depending on farmers’ preferences, we find that a stochastic multiyear premium increases the prospect value of weather insurance, while a zero deductible design does not. We suggest that insurance contracts should be tailored precisely to serve farmers’ needs. This offers potential benefits for both the insurer and the insured., PLoS ONE, 15 (5), ISSN:1932-6203

Innovations supporting a shift towards more sustainable food systems can be developed within the dominant food system regime or in alternative niches. No study has compared the challenges faced in each context. This paper, based on an analysis of 25 cases of European innovations that support crop diversification, explores the extent to which barriers to crop diversification can be related to the proximity of innovation settings with dominant food systems. Drawing on a qualitative analysis of interviews and participatory brainstorming, we highlight 46 different barriers to crop diversification across the cases, at different levels: production; downstream operations from farm to retailing, marketing and consumers; and contracts and coordination between actors. To characterise the diversity of innovation strategies at food system level, we introduce the concept of “food system innovation settings” combining: (i) the type of innovative practice promoted at farm level; (ii) the type of value chain supporting that innovation; and (iii) the type of agriculture involved (organic or conventional). Through a multiple correspondence analysis, we show different patterns of barriers to crop diversification according to three ideal-types of food system innovation settings: (i) “Changing from within”, where longer rotations are fostered on conventional farms involved in commodity supply chains; (ii) “Building outside”, where crop diversification integrates intercropping on organic farms involved in local supply chains; and (iii) “Playing horizontal”, where actors promote alternative crop diversification strategies—either strictly speaking horizontal at spatial level (e.g. strip cropping) or socially horizontal (arrangement between farmers)–without directly challenging the vertical organisation of dominant value chains. We recommend designing targeted research and policy actions according to the food systems they seek to develop. We then discuss further development of our approach to analyse barriers faced in intermediate and hybrid food system configurations.

Recently, several authors revisited this idea in crop production and proposed new practices based on selection for cooperative phenotypes, i.e. phenotypes that increase crop yield through decreased competitiveness. These recommendations, however, remain difficult to evaluate without a formal description of crop evolutionary dynamics under different selection strategies. Here, we develop a theoretical framework to investigate the evolution of cooperation-related traits in crops, using plant height as a case study. Our model is tailored to realistic agricultural practices and shows that combining high plant density, high relatedness and selection among groups favours the evolution of shorter plants that maximize grain yield. Our model allows us to revisit past and current breeding practices in light of kin selection theory, and yields practical recommendations to increase cooperation among crops and promote sustainable agriculture.

As demands on agriculture increase, food producers will need to employ management strategies that not only increase yields but reduce environmental impacts. Modeling is a powerful tool for informing decision-making about current and future practices. We present a model to evaluate the effects of crop diversification on the robustness of simulated farms under labor shocks. We use an example inspired by the Florida production system of high-value, labor-intensive fruits. We find that crop diversification to high-value crops is a robust strategy when labor shocks are mild, and that crop diversification becomes less valuable as more simulated farms practice it. Based on our results, we suggest that crop diversification is a useful management strategy under specific conditions, but that policies designed to encourage crop diversification must consider broad effects as well as farm-level benefits.

Concerns about the use of child labor in West African cocoa production became widespread in the early 2000s in many high-income countries. In 2015 in Ghana, 91.8% (or a total of 878,595) of the children working in the cocoa sector were involved in a form of hazardous work. Child labor in cocoa production is not just a symptom of poverty but also a contributing factor, as children often forgo a formal education to work in cocoa orchards. Current Ghanaian law prohibits child labor, but, with many cocoa households living in poverty, child labor becomes a necessity for survival, and as such, current child labor laws are rarely enforced. Therefore, an effective policy that eliminates child labor could compensate farmers by providing an economic incentive. In this paper, we develop and calibrate a farm household model to estimate the cocoa price premium necessary to eliminate child labor from cocoa production while leaving the farm household welfare unchanged. This welfare-neutral price premium removes the negative effects of eliminating child labor for the farm household. Varying degrees of child labor exists, with certain forms posing a greater risk to children’s wellbeing. The results show that eliminating the worst forms of child labor would require a cocoa price premium of 2.81% and eliminating regular work (non-hazardous work but over the maximum hours allowed for a child) and the worst forms would require an 11.81% premium, which could be paid for by the well-established Ghanaian Cocoa Marketing Board. An incentive for the Cocoa Marketing Board to pay the price premium and monitor and enforce this policy would be the ability to differentiate their cocoa as child-labor free and not lose market share to countries who cannot currently certify this practice.

The increasing number of fraudulent pesticides on the market not only constitutes a major threat to sustainable agriculture but can also have adverse consequences for the environment and human health. The purpose of this study is to assess farmers' risk perception with regard to fraudulent pesticides and to establish the determinants of their perception. Data were collected through structured questionnaires from 370 farmers from the eastern region in Saudi Arabia. The findings showed that farmers had a high perception of physical, legal, social, and physiological risks of counterfeit pesticides, while they had a moderate perception of agri-environmental risks (M = 3.47, SD = 0.72) and economic risks (M = 3.52, SD = 1.11). Moreover, 73.5% of farmers reported that they had purchased fraudulent pesticides in the last three years. The results of the t-test revealed that the number of farmers who had purchased fraudulent pesticides was significantly higher than the number of farmers who had not purchased such pesticides regarding the perception of the majority of risks, except for physical risk. Multivariate regression analyses showed that age, farm size, farming experience, extension contact, and purchased fraudulent pesticides were significantly associated with risk perception. The findings suggest that awareness campaigns on recognizing fraudulent pesticides among farmers are needed, as well as policy measures, to combat counterfeiting in the agricultural sector in cooperation with other stakeholders.

This paper evaluates the development impacts of migration and remittances in migrant source communities by applying insights from the New Economics of Labor Migration (NELM) theory to Ethiopia's migration. Using household survey data, we empirically evaluate how household participation in migration arises and so that the subsequent labor losses and the influx of remittances affect income sources and asset accumulation of smallholder farm households. To account several econometric issues and consistently estimate the impacts of migration and remittances, we adopted three-stage least-squares method complemented with endogeneity and multicollinearity test. Besides, using logistic and multinomial logistic regressions respectively, we estimate the determinants of the household migration decision to have migrants, as well as the probability of the household to send out temporary or permanent migrants. Findings suggest that larger and wealthier households are less likely to have migrant family members, while households living below the poverty line, as well as villages with the highest unemployment rate, are the most likely to have both temporary and permanent migrants. However, a rise in months spent out of agriculture has a significant negative effect on crop income and asset accumulation, but only for permanent migration. By contrast, the influx of remitted income from migrants has led to increased crop income and asset values in the form of land and livestock holdings. Finally, this manuscript provides more comprehensive evidence by showing the net-returns of migration in terms of initial lost-labor effects and the positive developmental impacts that it produces varied for households with different types of migration and production conditions.

This paper explores the social inclusiveness of agricultural extension services in India. We estimate the probability and frequency of farmers' access to extension services and resulting changes in crop income across different caste groups. The literature suggests that caste-based social segregation manifests in various spheres of life, and perpetuates economic inequality and oppression. An econometric analysis of nationally-representative data from rural India verifies this with respect to the agricultural sector. Farmers belonging to the socially-marginalized castes are found to have a lower chance of accessing the public extension services, primarily due to their inferior resource-endowment status. Contacting extension agents at least once increased the average annual crop income by about 12 thousand Indian rupees per household, which is equivalent to 36% of the annual crop income of those without access to extension services. There exists significant impact heterogeneity. Farmers from the socially-marginalized castes hardly benefited from accessing the extension services. Based on these observations, we have developed a number of policy recommendations that could improve the social inclusiveness of agricultural development strategies in rural India.

Women make essential contributions to agriculture in developing countries, where they constitute approximately 43 percent of the agricultural labor force. However, female farmers typically have lower output per unit of land and are much less likely to be active in commercial farming than their male counterparts. These gender differences in land productivity and participation between male and female farmers are due to gender differences in access to inputs, resources, and services. In this paper, the authors review the evidence on productivity differences and access to resources. The authors discuss some of the reasons for these differences, such as differences in property rights, education, control over resources (e.g., land), access to inputs and services (e.g., fertilizer, extension, and credit), and social norms. Although women are less active in commercial farming and are largely excluded from contract farming, they often provide the bulk of wage labor in the nontraditional export sector. In general, gender gaps do not appear to fall systematically with growth, and they appear to rise with Gross domestic product (GDP) per capita and with greater access to resources and inputs. Active policies that support women’s access and participation, not just greater overall access, are essential if these gaps are to be closed. The gains in terms of greater productivity of land and overall production are likely to be large. This paper is organized as follows. Section 2 provides an overview of the differences in male and female productivity within predominantly food crops. Section 3 discusses the major elements needed for production, documents the male–female gap, and explores the existing evidence on why these gaps exist. Section 4 concludes.

To explain persistent gender gaps in market outcomes, a lab experimental literature explores whether women and men have innate differences in ability (or attitudes or preferences), and a separate field-based literature studies discrimination against women in market settings. This paper posits that even if women have comparable innate ability, their relative performance may suffer in the market if the task requires them to interact with others in society, and they are subject to discrimination in those interactions. The paper tests these ideas using a large-scale field experiment in 142 Malawian villages where men or women were randomly assigned the task of learning about a new agricultural technology, and then communicating it to others to convince them to adopt it. Although female communicators learn and retain the new information just as well, and those taught by women experience higher farm yields, the women are not as successful at teaching or convincing others to adopt the new technology. Micro-data on individual interactions from 4,000 farmers in these villages suggest that other farmers perceive female communicators to be less able, and are less receptive to the women's messages. Relatively small incentives for rewards undo the disparity in performance by encouraging added interactions, improving farmers' accuracy about female communicators' relative skill.

This report responds to a request from the Government of Timor-Leste (GoTL) and Dr. Mari Alkatiri. The request was for World Bank assistance to collaborate on a range of studies relating to opportunities in the special economic zone, including community development, trade and competitiveness, and regional integration. The analysis builds on a situation analysis prepared by the Zona Especial de Economia Social de Mercado (ZEESM) authority in March 2014. The transfer of significant responsibility for Oecusse’s development to the ZEESM authority, reflects a political rapprochement and collaboration between Prime Minister Xanana Gusmao and Dr. Alkatiri. The report is in two volumes. Volume one presents an overview of Oecusse’s current state in chapter one with analysis of living standards, economic activity including trade, and current constraints. Chapter two analyzes Oecusse’s phased economic potential through a range of phase one development interventions focusing on agriculture, and considers the pre-requisites for developing an SEZ in Oecusse. Volume two contains more comprehensive background chapters with full analysis of living standards in chapter three, agriculture in chapter four, transport corridor in chapter five, and migration in chapter six.

Water Productivity (WP) of a crop defines the relationship between the economic or physical yield of the crop and its water use. With this concept it is possible to identify disproportionate water use or water-limited yield gaps and thereby support improvements in agricultural water management. However, too often important qualitative and quantitative environmental factors are not part of a WP analysis and therefore neglect the aspect of maintaining a sustainable agricultural system. In this study, we examine both the physical and economic WP in perspective with temporally changing environmental conditions. The physical WP analysis was performed by comparing simulated maximum attainable corn yields per unit of water using the crop model Hybrid-Maize with observed data from 2005 through 2013 from 108 farm plots in the Central Platte and the Tri Basin Natural Resource Districts of Nebraska. In order to expand the WP analysis on external factors influencing yields, a second model, Maize-N, was used to estimate optimal nitrogen (N)–fertilizer rate for specific fields in the study area. Finally, a vadose zone flow and transport model, HYDRUS-1D for simulating vertical nutrient transport in the soil, was used to estimate locations of nitrogen pulses in the soil profile. The comparison of simulated and observed data revealed that WP was not on an optimal level, mainly due to large amounts of irrigation used in the study area. The further analysis illustrated year-to-year variations of WP during the nine consecutive years, as well as the need to improve fertilizer management to favor WP and environmental quality. In addition, we addressed the negative influence of groundwater depletion on the economic WP through increasing pumping costs. In summary, this study demonstrated that involving temporal variations of WP as well as associated environmental and economic issues can represent a bigger picture of WP that can help to create incentives to sustainably improve agricultural production.

In many agricultural countries, development of rural livelihood through increasing capital is a major regional policy to adapt to climate change. However, the role of livelihood capital in reducing climatic vulnerability is uncertain. This study assesses vulnerability and identifies the effects of common capital indicators on it, using Australian wheat as an example. We calculate exposure (a climate index) and sensitivity (a wheat failure index) to measure vulnerability and classify the resilient and sensitive cases, and express adaptive capacity through financial, human, natural, physical, and social capital indicators for 12 regions in the Australian wheat–sheep production zone from 1991–2010. We identify relationships between 12 indicators of five types of capital and vulnerability with t-tests and six logistic models considering the capital indicator itself, its first-order lag and its square as dependent variables to test the hypothesis that a high level of each capital metric results in low vulnerability. Through differing adaptive capacities between resilient and sensitive groups, we found that only four of the 12 (e.g., the access to finance, cash income level, total crop gross revenues, and family share of farm income) relate to vulnerability, which challenges the hypothesis that increasing capital reduces vulnerability. We conclude that further empirical reexaminations are required to test the relationships between capital measures and vulnerability under the sustainable livelihood framework (SLF).

Even after several decades of green revolution, malnutrition continues to be a major development challenge in much of South Asia, and India has a major share of the malnourished people in the region. For nutrition goals to be integrated into extension the curricula provided to current and future agricultural extension agents must be revisited. As part of the South Asia Food and Nutrition Security Initiative (SAFANSI), this paper focuses on approaches to incorporating such nutrition content into the agricultural extension curriculum. Three state agricultural universities in Tamil Nadu, united Andhra Pradesh, and Bihar were used as case studies for the curriculum review. Through these case studies, face-to-face consultations at the national level down to program implementation at the village level have been developed. These include consultative workshops, and a conceptual framework and strategy for incorporating nutrition into extension curriculum development to improve nutrition outcomes. This strategy, detailed in this report, includes opportunities for collaboration from the national level to the community level. Specific lessons and follow-up actions are outlined that may be useful for other South Asian countries. The paper is organized as follows: chapter one gives introduction. Chapter two reviews current literature on agriculture-nutrition linkages to develop a conceptual framework for integrating nutrition into agricultural extension programs. Research methods and approaches are given in chapter three. Results and discussions are given in chapter four. Lessons from the case studies are presented in chapter five, and chapter six consists of concluding remarks.

Efficiency in the use of resources stream-lined for expected conditions could lead to reduced system diversity and consequently endanger resilience. We tested the hypothesis of a trade-off between farm resource-use efficiency and land-use diversity. We applied stochastic frontier production models to assess the dependence of resource-use-efficiency on land-use diversity as illustrated by the Shannon-Weaver index. Total revenue in relation to use of capital, land and labour on the farms in Southern Finland with a size exceeding 30 ha was studied. The data were extracted from the Finnish Profitability Bookkeeping data. Our results indicate that there is either no trade-off or a negligible trade-off of no economic importance. The small dependence of resource-use efficiency on land-use diversity can be positive as well as negative. We conclude that diversification as a strategy to enhance farm resilience does not necessarily constrain resource-use efficiency.

Policies that enable rural communities to participate in expanding economic opportunities can be central to inclusive growth in Myanmar. Rural communities are home to the majority of Myanmar’s population, the majority of its many ethnic groups, and 70 percent of its poor. Development in rural areas is constrained by low returns to agriculture, and significantly lower levels of public service delivery and human development outcomes relative to urban areas. Reforms to enhance agriculture productivity are necessary though not sufficient for improving the welfare and livelihoods of rural communities. These have to be complemented with increased access to social and economic services that can raise human and physical capacity to create the conditions necessary for the growth of a dynamic rural non-farm sector. These reforms could help to not only reduce the drag on rural growth and poverty reduction, but also contribute to structural economic transformation so that the welfare of all people in Myanmar can grow together.

There is unequivocal evidence in the literature that epidemics adversely affect the livelihoods of individuals, households and communities. However, evidence in the literature is dominated by the socioeconomic impacts of HIV/AIDS and malaria, while evidence on the impact of the Ebola virus disease (EVD) on households’ livelihoods remains fragmented and scant. Our study investigates the effect of the EVD epidemic on the livelihoods of Liberian households using the Sustainable Livelihood Framework (SLF). The study also explores the effect of the EVD epidemic on agricultural production and productive efficiency of farm households using Spatial Stochastic Frontier Analysis (SSFA). We collected data from 623 households across Liberia in 2015, using a systematic random sampling design. Our results indicated that the annual income of sample households from communities where EVD occurred did not differ from the annual income of households from communities where EVD did not occur. Nonetheless, the majority of sample households reported a decrease in their income, compared to their income in the year before the survey. This suggests that the impact of the EVD epidemic might not only have been limited to communities directly affected by the epidemic, but also it may have indirectly affected communities in areas where EVD was not reported. We also found that the community-level incidence of EVD negatively affected crop production of farm households, which may have exacerbated the problem of food insecurity throughout the country. Moreover, we found that the EVD epidemic weakened the society’s trust in Liberian institutions. In a nutshell, our results highlight that epidemics, such as the recent EVD outbreak, may have long-lasting negative effects on the livelihoods of a society and their effect may extend beyond the communities directly affected by the epidemics. This means that the nation’s recovery from the impact of the epidemic would be more challenging, and the social and economic impacts of the epidemic may extend well beyond the end of the health crisis., Author summary Epidemics such as HIV/AIDS, malaria and Ebola virus disease (EVD) may adversely impact the livelihoods of the society affected by the epidemics. Nonetheless, the mechanism behind the effects of the epidemics may differ depending on different factors, such as the transmission mechanisms, latency, and mortality rates associated with the diseases, which requires specific research to investigate the effect of each epidemic. In light of this, we analyzed the impact of the recent EVD epidemic on the agricultural production of farm households and its impact on the livelihoods of Liberian society. We collected data from 623 households throughout Liberia during the EVD crisis in 2014–2016, and found that there was no significant difference in the annual income of sample households from communities where EVD occurred and did not occur. Nonetheless, the majority of the sample households reported a decrease in their income compared to the year before our survey. We also found that the community level incidence of EVD had a significant negative effect on crop production of farm households, which might have exacerbated food insecurity in the country. Moreover, the EVD epidemic negatively affected the Liberian society’s trust in Liberian institutions. Our results underline that epidemics, like EVD, might have long-lasting negative effects on the livelihoods of a society, and they may have adverse effect beyond the communities directly affected by the epidemics.

Insect pollination underpins apple production but the extent to which different pollinator guilds supply this service, particularly across different apple varieties, is unknown. Such information is essential if appropriate orchard management practices are to be targeted and proportional to the potential benefits pollinator species may provide. Here we use a novel combination of pollinator effectiveness assays (floral visit effectiveness), orchard field surveys (flower visitation rate) and pollinator dependence manipulations (pollinator exclusion experiments) to quantify the supply of pollination services provided by four different pollinator guilds to the production of four commercial varieties of apple. We show that not all pollinators are equally effective at pollinating apples, with hoverflies being less effective than solitary bees and bumblebees, and the relative abundance of different pollinator guilds visiting apple flowers of different varieties varies significantly. Based on this, the taxa specific economic benefits to UK apple production have been established. The contribution of insect pollinators to the economic output in all varieties was estimated to be £92.1M across the UK, with contributions varying widely across taxa: solitary bees (£51.4M), honeybees (£21.4M), bumblebees (£18.6M) and hoverflies (£0.7M). This research highlights the differences in the economic benefits of four insect pollinator guilds to four major apple varieties in the UK. This information is essential to underpin appropriate investment in pollination services management and provides a model that can be used in other entomolophilous crops to improve our understanding of crop pollination ecology.

Almost a decade after large land-based investment for agriculture increased sharply, opinions on its impact continue to diverge, partly because (positive or negative) spillovers on neighboring smallholders have never been rigorously assessed. Applying methods from the urban literature on Mozambican data suggests that changes in the number and area of large farms within 25 or 50 kilometers of these investments raised use of improved practices, animal traction, and inputs by small farmers without increasing cultivated area or participation in output, credit, and nonfarm labor markets; or, once these factors are controlled for, yields. The limited scope and modest size of the estimated benefits point toward considerable unrealized potential. The paper discusses ways to systematically explore the size of such potential and the extent to which it is realized.

The 2007/08 commodity price boom triggered a ‘rush’ for land in developing countries. Yet, many affected countries lacked the regulatory infrastructure to cope with such demand and reliable data on investors’ performance. This study uses the example of Ethiopia to show how simple improvements in administrative data collection can help to address this by (i) allowing assessment of the productivity of land use and taking measures to increase it; (ii) comparing productivity between large and small farms to identify spillovers and ways to improve these; and (iii) setting in motion a process of continuing improvement. Implications for global investment in this area are drawn out.

While scholars agree on the importance of land rental markets for structural transformation in rural areas, evidence on the extent and nature of their operation, including potential obstacles to their improved functioning, remains limited. This study uses household-level data from six countries to start filling this gap and derive substantive as well as methodological lessons. The paper finds that rental markets transfer land to land-poor, labor-rich, and more productive producers throughout. But vast cross-country variation in transfers and the fact that female managers could possibly improve their income by leasing out land point towards barriers to participation that policy might address. Methodological and substantive conclusions are derived.

This paper disentangles different aspects of land fragmentation and its impact on the efficiency of resource use. The paper uses information on the incidence of crop shocks to assess whether fragmentation provides benefits in reducing risk and parcel coordinates and terrain-adjusted travel times between parcels to more precisely account for the associated costs in 2010/11 data from Rwanda. While fragmentation increases the time required to move between a household’s parcels, this does not appear to affect overall technical efficiency on the farm. Fragmentation rather reduces the incidence of crop shocks and increases yields and productive efficiency. In Rwanda’s setting, interventions to reduce fragmentation may, therefore, be ineffective or counterproductive.

Women comprise 50 percent of the agricultural labor force in Sub-Saharan Africa, but manage plots that are reportedly on average 20 to 30 percent less productive. As a source of income inequality and aggregate productivity loss, the country-specific magnitude and drivers of this gender gap are of great interest. Using national data from the Uganda National Panel Survey for 2009/10 and 2010/11, the gap before controlling for endowments was estimated to be 17.5 percent. Panel data methods were combined with an Oaxaca decomposition to investigate the gender differences in resource endowment and return to endowment driving this gap. Although men have greater access to inputs, input use is so low and inverse returns to plot size so strong in Uganda that smaller female-managed plots have a net endowment advantage of 12 percent, revealing a larger unexplained gap of 29.5 percent. Two-fifths of this unexplained gap is attributed to differential returns to the child dependency ratio and one-fifth to differential returns to transport access, implying that greater child care responsibilities and difficulty accessing input and output markets from areas without transport are the largest drivers of the gap. Smaller and less robust drivers include differential uptake of cash crops, and differential uptake and return to improved seeds and pesticides.

Migration is transforming rural economies, landscapes, and potentially, gender relations. Migration is one of the drivers of the so-called feminization of agriculture in Latin America. This feminization has relevance for everyone given agriculture’s role in regional food security, national shared prosperity, and household resilience to shocks. The objective of this study is to investigate the feminization of agriculture as well as its implications for women’s agency, household welfare, and agricultural productivity. This report provides some introduction to women in agriculture, lays out the study methodology, and provides background information on migration, women, and agriculture in Guatemala. Women’s role in agriculture is even more crucial in Guatemala, which suffers from the double burden of chronic malnutrition and obesity. This analysis seeks to investigate the impact of male migration on agriculture, but also its implications for women’s agency and agricultural productivity, as mediated by factors such as land tenure and access to agricultural extension services. This analysis seeks to better understand how male out-migration is influencing women’s agency in agriculture; to understand if, when women are in control of their farms, it changes the types of decisions they make and thus the results that they obtain; and finally, to get a better sense of how these differences in agency (if any) lead to better or worse livelihood outcomes for the farm household. This study is based on a quantitative field survey conducted in August 2014, as well as qualitative focus groups and interviews conducted in May 2014 to test the questionnaire.

This South African Agricultural Public Expenditure Review (AgPer) is one of a series of similar studies undertaken in several countries in Sub-Saharan Africa under the Comprehensive Africa Agriculture Development Program (CAADP) of the African Union’s (AU) New Partnership for Africa’s Development (NEPAD) which encourages governments and development partners (DPs) to target public expenditure on the agriculture sector as the most effective way of stimulating growth. The overall purpose of the budget tracking and public expenditure review is to provide recommendations to address budgetary planning, budget execution, and accountability in the agricultural sector, the creation of a reliable data base, and more effective intra- and inter-sectoral coordination. It is also aimed at stimulating increased resource allocations and to enhance the harmonization and alignment of resources around national and provincial priorities in the agricultural sector. The report aims to produce the following outputs: foundation data set for understanding reflecting the COFOG and South African nomenclature in budgeting; synthesis of the level, composition and quality of budget; and recommendations for enhancement of the budget tracking process.
