Despite frequent associations, deindustrialization features rarely in studies of organized crime, and organized crime is at best a spectral presence in studies of deindustrialization. By developing an original application of Linkon's concept of the "half-life," we present an empirical case for the symbiotic relationship between former sites of industry and the emergence of criminal markets. Based on a detailed case-study in the west of Scotland, an area long associated with both industry and crime, the paper interrogates the environmental, social, and cultural after-effects of deindustrialization at a community level. Drawing on 55 interviews with residents and service-providers in Tunbrooke, an urban community where an enduring criminal market grew in the ruins of industry, the paper elaborates the complex landscapes of identity, vulnerability, and harm that are embedded in the symbiosis of crime and deindustrialization. Building on recent scholarship, the paper argues that organized crime in Tunbrooke is best understood as an instance of "residual culture" grafted onto a fragmented, volatile criminal marketplace where the stable props of territorial identity are unsettled. The analysis allows for an extension of both the study of deindustrialization and organized crime, appreciating the "enduring legacies" of closure on young people, communal identity, and social relations in the twenty-first century., (© 2021 The Authors. Studies have failed to show a positive effect of unemployment on incarceration despite reasons to expect such a relationship. We note that prior estimates have been muddied by the absence of substate data, a focus on prisons rather than on jails, limited measures of unemployment, and the fact that the health of the labor market is endogenous to incarceration. We instrument for local exposure to the rise of Chinese exports ("the China Shock") to estimate the effect of job loss on American incarceration. Marshaling a new data set of prisoners and jail inmates by race at the commuting zone level, we show that negative shocks to local labor markets led to significant increases in total incarceration rates for both Blacks and Whites. The effect seems to be driven by increased prison rather than jail populations. This estimate is invisible to ordinary least squares, which may help explain null results reported by past work. Counterfactual exercises suggest that the effect of job loss was punitively consequential. Had employment gains from the 1990s been preserved into the 2000s, the U.S. incarceration rate would have grown significantly less than it did. [ABSTRACT FROM AUTHOR]

This work interrogates the long-held assumption that captive Africans exited slavery exhibiting psychological damage that blocked their progress as free men, women and families. As a counter narrative to the deficit perspective on Black life, the literature on extreme poverty and fluctuating unemployment patterns are summarized to show how the importance of social class has too often been underestimated, and the assumed negative, psychological effects of slavery, overestimated. Post WWII economic trends of the 1940s and 1950s are highlighted. The contemporary political economy of Black people is shown to reveal a diunital, paradoxical pattern, with many educated Blacks having access to life among the elite or top 10%, while less educated Blacks are forced to live in extreme poverty that approximates a modern caste system. The Black experience with poverty, tracked from Emancipation up to the present, is best explained by economic rather than psychological causes and dynamics. [ABSTRACT FROM AUTHOR]

This study examines the determinants of 6 types of crime in Milwaukee, a Rust Belt city that has experienced significant deindustrialization in recent decades. Inner-city areas, as well as a unique low-density area on the city’s northwest side with many rental units, might lack the social control necessary to reduce crime. Creating an index of deprivation at the block group level for 2014, we find it to be high in the central city and on the northwest side and correlated with crime, income, and other socioeconomic variables. Crime hot spots, with a few notable exceptions, are located in 2 central-city areas that are poorer and less White than other block groups. A spatial lag regression model shows that deprivation primarily drives arson and assaults, and the share of renters is shown to increase thefts and robberies in low-income areas but not high-income areas. In the eyes of many, the steel city of Gary, Indiana, entered a period of decline in the middle of the twentieth century. The once great city was seemingly racked by job loss, crime, racial division, or moral decay. Which of these caused the decline of the city depended upon the perspective of the story’s teller. Each narrative of decline contained a different moment where the city went wrong and it began to decay. For some it was the moral decay of the 1950s, for others it was the rise of black power and politics in the 1960s, for still others it was the white backlash against civil rights in the 1970s. Some saw a microcosm of America, some saw a dangerous cauldron of race and ethnicity. The source of decline and the origins of the urban crisis were largely in the eye of the beholder. The stories people chose to tell about Gary mattered because for much of the twentieth century, Gary was at the center of American narratives about industrialism. These were outsider narratives of decline read onto the Indiana steel city because Gary represented larger debates. People read onto Gary their changing expectations and anxieties about industry and industrial spaces. This article traces the changing attitudes outsiders held toward Gary from the middle of the twentieth century through the period of deindustrialization at the end of the century and examines American narratives about deindustrialization and urban decline.
