Abstract

The COVID-19 pandemic has exacerbated and surfaced long-standing inadequacies in the country's health and social systems. In response to the Philippine government's inefficient and ineffective COVID-19 response and their dismissal of the calls for accountability, Filipinos at the barangay level organized community pantries to respond to the needs of the community. Using WHO's Framework for Community Health Engagement, this study positions community pantries as a unique health phenomenon during the COVID-19 pandemic within the Philippine context. This study explores the ways that the Maginhawa Community Pantry—the critical case study—addresses both emergent and pre-existing health needs among Filipinos during the COVID-19 pandemic. By examining community pantries from the perspective of the Maginhawa Community Pantry organizer, this paper elucidates how community pantries engage in diverse initiatives that: (1) mobilize the community for health, (2) improve access to healthcare, (3) ensure community collaboration and (4) call for collective action for systemic issues. The findings of this paper highlight the capacity and potential of community pantries as a health response beyond the COVID-19 pandemic and address gaps in the Philippine healthcare system. Abstract

To address food insecurity concerns presented by pandemic school closures, many communities relied on school mobile markets or on-site pantries. However, little scholarship has investigated how these programs adapted to the challenges presented by the pandemic. To address this absence, eleven food bank program coordinators who collectively manage over 200 school pantries were interviewed by phone. Our findings revealed a number of post-pandemic changes in the food distribution system and challenges in coordinating pantry efforts as on-site teacher-organizers shifted to remote learning. Abstract

Background: The charitable food system distributes free food to clients across the U.S., but many nutrition and health-focused efforts encounter barriers to success, which were exacerbated during the COVID-19 pandemic. The objective of the current study was to understand barriers and facilitators to distributing nutritious, fresh foods in food pantries across Illinois during the COVID-19 pandemic. Methods: Forty-nine pantry representatives participated in focus groups in October 2021. A codebook was created based on relevant literature, stakeholder interests, and an initial review of the recordings. Transcripts of each group were coded and analyzed using a basic interpretive approach. Results: Pantries distribution of fresh foods was impacted by community partners, food bank policies and practices, and the quality of the donated fresh foods. Physical constraints of pantries limit fresh food storage capacity. The COVID-19 pandemic magnified stressors in the charitable food system which highlighted how community partners might improve fresh food distribution. Conclusion: Focus groups with food pantry representatives across Illinois provided key insights that can inform future efforts to facilitate fresh food distribution in the charitable food system. Future studies should evaluate the effects of the suggested initiatives and changes at the food pantry, food bank, and policy levels. [ABSTRACT FROM AUTHOR]

Abstract

Background: Medical mistrust has had devastating consequences during the COVID-19 pandemic, particularly in rural communities. Community Health Workers (CHWs) have been shown to build trust, but there is little research on trust-building by CHWs in rural communities. Objective: This study aims to understand the strategies that CHWs use to build trust with participants of health screenings in frontier Idaho. Design: This is a qualitative study based on in-person, semi-structured interviews. Participants: We interviewed CHWs (N=6) and coordinators of food distribution sites (FDSs; e.g., food banks and pantries) where CHWs hosted a health screening (N=15). Approach: Interviews were conducted with CHWs and FDS coordinators during FDS-based health screenings. Interview guides were initially designed to assess facilitators and barriers to health screenings. Trust and mistrust emerged as dominant themes that determined nearly every aspect of the FDS-CHW collaboration, and thus became the focus of interviews. Key Results: CHWs encountered high levels of interpersonal trust, but low institutional and generalized trust, among the coordinators and clients of rural FDSs. When working to reach FDS clients, CHWs anticipated confronting mistrust due to their association with the healthcare system and government, especially if CHWs were perceived as "outsiders." Hosting health screenings at FDSs, which were trusted community organizations, was important for CHWs to begin building trust with FDS clients. CHWs also volunteered at FDS locations to build interpersonal trust before hosting health screenings. Interviewees agreed that trust building was a time- and resource-intensive process. Conclusions: CHWs build interpersonal trust with high-risk rural residents, and should be integral parts of trust building initiatives in rural areas. FDSs are vital partners in reaching low-trust populations, and may provide an especially promising environment to reach some rural community members. Abstract

Food insecurity continues to be a problem in the U.S., especially in Arkansas, which ranked second in the nation in food-insecure households in 2020 (Arkansas Food Bank, n.d.). To help address this, community-based food pantries make food available directly to area residents. Food pantry demand has increased during COVID-19, which has exacerbated food insecurity, particularly in the southern U.S. In Arkansas, the Arkansas Food Bank (AFB) serves as the state's largest nongovernmental food aid provider, working with 310 pantries. Pantries typically distribute food to clients in one of two ways: by using a prefilled bag or box of items (the traditional model), or by allowing clients to select items (the client-choice model). Although research has shown that the client-choice model has a variety of benefits for client health and wellbeing, pantries using the traditional model remain the norm in Arkansas, accounting for 87% of total pantries. Currently, there is limited research that identifies perceived barriers to converting to a client-choice model among pantry managers, and that identifies whether perceived barriers and localized concerns contribute to different operation styles among pantries. To address this, we examined perceived barriers to client-choice conversion using a mixed-method survey conducted with 187 Arkansas food pantry managers. We used common factor analysis to identify four barriers perceived by pantries to converting their traditional pantry to a client-choice pantry: (1) food supply concerns, (2) having limited nonfood resources, (3) food waste concerns, and (4) confusion from clients and nutritional concerns. A cluster analysis of pantry respondents was also used, based on their level of concern for the four identified perceived barriers. Clusters we identified are Potential Converters (18.2%), Confusion Concerned pantries (56.7%), and pantries who are Skeptics (25.1%). Our findings suggest that food pantry stakeholders may need additional outreach and education concerning the various ways that client choice can be implemented. Abstract

In response to students' food insecurity, a number of colleges and universities have taken action and established campus food pantries as part of their intervention plans. However, many of these pantries ceased operation due to COVID-19 campus shutdowns. The purpose of this study is to illustrate the short-term impacts of the COVID-19 pandemic on postsecondary students, who use a university-provided food pantry. Drawing from semi-structured interviews with 12 participants, the thematic analysis explored the initial coping strategies these students used to endure the pandemic. Findings revealed that many students experienced the immediate effects of the pandemic in the form of income loss, self-isolation, anxiety, and appetite change. Although the pandemic interrupted these students' journeys to continue their studies and become independent in various ways, the affected students implemented various coping strategies, including seeking help from family or friends, using available resources, cooking at home, and even trying to save money. However, considering that the targeted population in this study was already at risk because of their basic needs insecurity, these postsecondary students require extra attention from their higher education institutions in the case of emergencies, such as a global pandemic. Abstract

Background The onset of the coronavirus disease 2019 (COVID-19) pandemic increased demand for emergency food assistance and has caused operational shifts in the emergency food system. Objective This research explored how the initial phase of the COVID-19 pandemic influenced the food supply of 2 food pantries. Methods A case study approach was applied to collect data during the initial phase of the COVID-19 pandemic. Food supply data were collected weekly at 2 food pantries in southwest Montana for 17 wk in 2020. Surveys and interviews were conducted with food pantry clients and staff, respectively. Descriptive statistics and inferential statistics were applied to analyze quantitative data. Food supply data were analyzed using the Healthy Eating Index (HEI)-2015, NOVA system, and Unprocessed Pantry Project (UP3) Framework. Thematic analysis was applied to qualitative data. Results The food boxes collected between the 2 food pantries (n  = 43) had a mean (± SD) total HEI-2015 score of 76.41 ± 7.37 out of a possible score of 100. According to both the NOVA and the UP3 Framework, 23.4% of the total food distributed was ultra-processed food. Of the food distributed, 50.0% and 48.3% was fresh, unprocessed food according to NOVA and UP3 Frameworks, respectively. From staff interviews, 3 themes arose that describe the food pantry operations that experienced change during the COVID-19 pandemic, including food procurement, distribution preparation, and food distribution. Nine supporting subthemes describing the causes and consequences of the operational themes were identified. Staff perceived that the nutrient quality of the food boxes increased from food distributed previously to the COVID-19 pandemic, whereas over one-third (39.4%) of food pantry clients who responded to surveys preferred the food box model. Conclusions The COVID-19 pandemic has caused enormous operational challenges within food pantries. Food pantries overcame these challenges by swiftly and effectively altering operations so as to continue to distribute nutritious food boxes to pantry clients. [ABSTRACT FROM AUTHOR]

Abstract

This research is a critical approach to the emergence of community pantries during the COVID-19 pandemic as at-once contestatory and transformative narratives, foregrounding the Filipino poor's experience of hunger, suffering, and marginality, while also highlighting their collective hope for a better world. I began by exploring the emergence of the community pantry in the Philippines, which was prompted by the government's inadequate response to the plight of the hungry poor due to prolonged mandatory lockdown in the National Capital Region. I then turned to Emmanuel Levinas' concept of hunger as the basis for the ethical giving displayed in the community pantries, which is a symbolic arena where leadership is questioned and the marginalized voices of the hungry poor are both mainstreamed and articulated. I brought ethical giving into relation with the Jewish concept of Tikkun Olam as the platform for the possibility of healing wounded relations. I constructed a particular weave between the community pantry and the Filipinos' shared experiences of hunger that touches on the ethical that can create liberating spaces for collective hope. In conclusion, I argue that this study is valuable for confronting unexamined assumptions of the relationship between hunger, healing, and hope for critical pedagogy and critical spirituality, which can have significant philosophical and theological implications.
