This objective of this thesis is to explore the potential benefits realized by the Marine Corps if the current Aviation Continuation Pay (ACP) system is replaced with an auction mechanism that utilizes Quality Adjusted Discount (QUAD) methodology. The Uniform Price Quality Adjusted Discount Auction is designed to reduce the total cost of ACP while simultaneously increasing the overall quality of the aviators being retained. The goal of this study was to evaluate the existing ACP system and through experimentation, coupled with economical analyses, determine the feasibility of replacing the current system of assigning the aviator retention bonus with one that incorporates QUAD methodology. The QUAD auction mechanism caters to a wide range of individual reservation values resulting from various economic conditions. An ACP auction would reflect changing economic conditions, because aviators would reveal their true reservation values when bidding. Although an auction mechanism may not always result in a cost savings, it will ensure that the bonus amounts are set at the correct levels. This research examines how the Targeted Separation Incentive Program, currently underway by the Navy, is being administered to bring about the voluntary separations of junior officers to meet the requirements of the Navyâ s most recent force reduction. This study evaluates the effects of past separation incentive programs as well as the current compensation package that the service-member may receive which is outlined in the Fiscal Year 2006 National Defense Authorization Act. In addition, an analysis was conducted of the costs associated with retaining the service-member versus the personal costs of that individual of leaving. This thesis calculates and compares the marginal cost of graduating a naval officer from the United States Naval Academy (USNA), Naval Reserve Officers Training Corps (NROTC), and Officer Candidate School (OCS). After defining the variable and fixed cost functions for each commissioning source, the total cost, average cost, and marginal cost per graduate are calculated for fiscal year 1989 graduates. Compared to average cost, the marginal cost per Academy graduate is more in line with the marginal cost per graduate for NROTC, and OCS. The results support the conclusion that a majority of the Naval Academy's costs are fixed in the short-run and that savings realized by reducing the number of graduates would be overstated by using average cost. Historically, the acquisition of a weapon systems in the Republic of Peru has been made on the basis of system effectiveness and initial acquisition cost, with little or no consideration being given to operating and support costs that will be incurred after the system is deployed in the field. Peru acquires most of its sophisticated weapon systems from foreign countries. Under this situation, broad understanding of Life Cycle Cost (LCC) concept and techniques are needed. This thesis introduces the LCC concept, life cycle costing techniques and the methodology for Life Cycle Cost analysis in Peruvian Weapon Systems acquisition process. This thesis examines alternatives for increasing the supply of Military Family Housing (MFH) at NPS Monterey, California. Military construction, the traditional program, is compared with five other means by which the inventory of MFH units should be increased. Costs for each of the options are analyzed using accepted DoD cost models. Conclusions and recommendations regarding the most viable alternative for increasing the supply of MFH are provided in the final chapter. This thesis develops a model of burden-sharing that includes both operational and non-operational contributions to the common defense. Based on the 'Atlanticist' perspective of recognizing contribution, the model includes categories for standing forces, reserve forces, defense industrial capacity, reserve defense industrial capacity, and related defense factors that historically have not been recognized. This work addresses the availability of information suitable for the comparative evaluation of defense share within the model framework and identifies deficiencies in current data bases relative to the defense industrial capacities of participating nations. The Naval Telecommunications System (NTS), by achieving connectivity through various networks, provides record communications within the Navy. This service is provided to a wide variety of users with different requirements. Currently, this service is provided without cost to the user. Because this service is free, there is no overt incentive to economize on its use. This may be one reason for an increase in message volume in past years. As a result of the overwhelming demand for record communications, the Naval Telecommunications System has experienced periods of delay in delivering messages to their destinations. This thesis looks at how prices could be used as a demand management tool, to ensure messages reach their destination as prescribed by the originator.
