Ramón Illán Bacca is one of the most representative novelists of the second half of the twentieth century of the Colombian Caribbean region for his humor inclusion, the record of popular media culture and the urban Caribbean area. This study analyzes how Bacca's representations of the Chinese, both in his newspaper articles and in his novels Deborah Kruel (2001) and La mujer barbuda (2011), reproduce the orientalist and sinophobic stereotypes of the Chinese as an inadmissible Otherness within the project of the Colombian universal Caribbean. Cosmopolitan education is an ideal that transcends the boundaries of national historical and educational policy, but one that seems rather unrealistic in times of increasing national orientation of states. First, Aleida Assmann's rejection of cosmopolitanism in her attempt to rethink nation is critically examined. After a brief sketch of the struggles over memory and responsibility in Germany, the concept of a dialogical memory and the idea of a transnational culture of memory are discussed with regard to Germany and Japan. Finally, two concepts of cosmopolitical education are presented and the motivation for historical and self-critical education is reflected in a cosmopolitical perspective. [ABSTRACT FROM AUTHOR]

This study sought to investigate how cosmopolitanism and ethnocentrism can explain individual differences in global literacy. The study sample consisted of 730 participants (353 men and 377 women) ranging in age from 20 to 59 years (M = 40.16, SD = 10.78). After controlling for demographic variables, hierarchical regression analysis revealed that most subscales of cosmopolitanism, as well as a subscale of ethnocentrism were positively associated with global literacy. These findings challenge the view that a cosmopolitan orientation is superior, while an ethnocentric orientation is not conducive to fostering a global perspective. This study highlights the importance of valuing, maintaining, and identifying with one's own culture and values to obtain a global perspective. Our findings provide suggestions for fostering the development of personal characteristics that promote global literacy. Specifically, rather than focusing on resisting ethnocentrism, promoting global literacy can be achieved by advocating cosmopolitanism and encouraging the simultaneous existence of multiple cultural identifications at the local, national, and global levels. • Cosmopolitanism was positively associated with global literacy. • Ethnocentrism was also positively associated with global literacy. • Cosmopolitanism and ethnocentrism are not mutually exclusive. • Both cosmopolitan and ethnocentric personal dispositions may cultivate global literacy. • The coexistence of cultural identifications at the local and global levels is crucial. According to several contemporary theorists of cosmopolitanism, the concept of sovereignty -- enabling the political authority to be core and head of society -- should be overcome. Therefore, juridical and political institutions are to be considered as mere instruments serving goods that count as desirable in specific collectives. The thesis of the paper is that liberty is always "social liberty": the institutions enabling it are not to be added to a prepolitical liberty dimension, on the contrary they are what enables its realization. Such thesis is advanced to endorse the so-called "domestic analogy" in order to overcome anti-statist cosmopolitism objections to the idea that recognizing the equal supremacy of states is part and parcel of everyone rights to freedom respect. Talking about interculturality means changing notions that seem essential. Therefore, the new focus of political-social discussions aims to change course and introduce a new pattern for interculturality. The proposal does not adhere to the binomial "war and peace", because the notion of an êthos (ous) as a dwelling place of coexistence requires a change in the warmongering perspective. In other words, the search for peace does not go beyond an allegory that implies peace as a result of war. The move supposes another perspective. From um êthos (ous) as a place and a room, it is about thinking hospitable conviviality, in order to build shelter for humans and non-humans. Hospitality would be, then, that conviviality that is presented from an Ibero-Afro-indigenous geoculturality and from its cosmopolitan dimension. [ABSTRACT FROM AUTHOR]

Purpose This study aims to develop and examine a model that links the foreigner service orientation, defined as indigenous consumers’ preference for service environments popular among foreign versus local consumers, to both foreigner and local comfort in intercultural service encounters. Design/methodology/approach The authors collected cross-sectional survey data from 516 indigenous consumers in Qatar. Findings According to the findings, although foreigner comfort is positively related to their service orientation, local comfort is negatively related to foreigner service orientation. The results further indicate that the relationships are intensified when cosmopolitanism or collective narcissism is high and when consumers are alone in the service setting. Practical implications Service firms can use the findings of this research to create a meaningful service environment based on consumers’ orientation to the in-group and out-group. Originality value The examination of the foreigner service orientation addresses the possibility that consumers might prefer foreign consumers to local ones in service environments. This research also addresses the dearth of research on customer-to-customer intercultural service encounter.

Is World War I a Latin American event? To what extent can one consider World War I a Latin American war? In what sense could the worldly predicate of the Great War include Latin America? These are obviously counterintuitive questions about an unprecedented military conflict. The merely symbolic participation of Brazil and of the formal and informal colonies of the United States in the region is not enough to place the eventfulness of the First World War within the cultural and discursive realm of Latin America during those years. However, this article proposes that from the disciplinary perspective of cultural and literary history, it is possible to inscribe Latin America in the war and the war within Latin American culture as integral parts of the uneven symbolic field that supports their respective discursive existences. An analysis of Max Weber's The Protestant Ethic and the Spirit of Capitalism reveals that the word "culture" is explicitly mentioned at least 43 times depending on the edition and translation. Culture is relevant as the foundation of the argumentative structure since it allows for the differentiation of human groups and their peculiar characteristics. From a cosmopolitan point of view, Weber's question is still pertinent given the advances of global thinking, its recent dissemination, and its acceptance within academic circles. With cosmopolitanism as its main guide, this paper analyses the use of the word "culture: in the book in order to inspire a debate on how to define a cosmopolitan ethos. While there is a persistent inquiry onto the applicable ethical-political mechanisms, the cosmopolitan literature converges towards education as an answer to the problem of culture in a globalized world. This article examines Vallejo's realism as destabilizing dominant cultural discourses in Latin America, particularly the cosmopolitan tradition of travelling to Europe in order to "letter oneself ". Vallejo self-mockingly engages in this rite when he travels throughout Europe trying to insert himself in the global literary canon. Through a careful reading of the path the narrator of the five novels that make up El río del tiempo, and as a counterpoint to Kwame Anthony Appiah's idealist cosmopolitanism, Nicholson identifies a layered metaphor of linear paths that parse the tension between the global and the local in the work: the river of time, associated with a naive idealism followed by a material cynicism, European trains in which the narrator has failed cosmopolitan encounters, and the road to his grandparents' farm with which he aassociates youthful bliss. The paper analyses the patterns and forms of aesthetic legitimation typical to Creacionismo (Creationism), a poetic movement promoted by the Chilean poet Vicente Huidobro. The poet's ingenious personality and his innovating spirit left the mark of genuine cultural synthesis within the dynamics of the Hispanic-American modernism. Huidobro provides Hispanic literature with a unique, noteworthy and authentic configuration within a cultural field that witnessed the dissemination and the clashes of the 20th century's avant-garde and modernist movements. The patterns exhibited by the creationist manifestos confirm an original spirit, brimming with cosmopolitanism and creativity, a holistic intellectual consciousness, inaugural visionaries and a well-articulated critical and theoretical groundwork, further illustrated by the poetic output. 27. Embodied cosmopolitanisms: the subjective mobility of migrants working in the global sex industry.

Anti-trafficking rhetoric and policies emphasise the extent of exploitation and coercion of female migrant sex workers and obfuscate the shared ambivalences and contradictions experienced by migrant female sex workers and their male agents and partners. By engaging in the global sex industry, both young men and women negotiate their aspiration to cosmopolitan late modern lifestyles against the prevalence of essentialist patriarchal gender values and sexual mores at home. In the process, established gender normativities, legitimising women's subjection to men, are both reproduced and challenged. The evidence informing this article shows that a minority of women are coerced into the sex industry. There is a direct link between the adherence to essentialist gender/sexual roles and the recourse to violence and exploitation, because migrants' prolonged involvement in the sex industry coincides with the adherence to more cosmopolitan gender/sexual roles, translating into less authoritarian and violent discourses and practices. Hegemonic understandings of migrants' involvement in the global sex industry in terms of ‘trafficking’ erase these important dynamics and dimensions, which underpin intricate feelings and experiences of advantage, disadvantage and exploitation. By failing to engage with the meanings that migrants working in the sex industry ascribe to their working and personal lives, the (anti)trafficking logic of ‘humanitarian intervention’ enforces forms of solidarity and support that appeal to the minority and harm the majority of the people they are supposed to ‘rescue’. My article is conceived as a comparative assessment of the implications that the European Union enlargement in 2007 has entailed upon the ethno-national belongingness among Romanian nationality and ethnic minorities in Romania. The cultural identity of ethnic and linguistic communities is currently related to the statute of European Union citizenship, as established by the article 8 of the Maastricht Treaty of European Union (1992). In such socio-economic and legislative framework, the anthropological theorizing of ethnicity and "cosmopolitanism", alongside that of the "human rights" and the "national minorities", actually approximates the ethno-cultural dimension of the European and national citizenship, in the historical continuity and development of the European national states, as well as within their institutional structuring, once they have adhered to a European community. The equivalence and communication between the terminology of European and national legislation (with its specialized juridical principles) endorse the European conceptualization of national citizenship, and, at the same time, the national intelligibility of European citizenship. To exemplify, the official language of Romanian state is also one of the official languages of Europen Union, which is the same as the recognition by the Constitution of Romania of the minorities' right to use their maternal languages in justice. Similarly, the ethnic, cultural, linguistic, and religious identity compose the "configuration" of ethnonationality in the Framework Convention for the Protection of National Minorities, in the Constitution of Romania, and in the draft Statute of National Minorities in Romania as well. The author argues that cosmopolitism has become a sign that we need a new -- cosmopolitan view to understand the cosmopolitan world. He, thus, welcomes cosmopolitanism in the social sciences and demands that they dispense with the old categories build around the nation state. According to the author, it is especially important to think Europe in a cosmopolitan way so that the member states could be freed from the fear that with the enlargement of Europe they are committing a cultural suicide. The further integration should not be oriented towards the inherited vision of a unity of one European 'federal state', but the starting point should be the irreducible many sidedness of Europe. Only in this way, claims the author, is it possible to connect two, at a first glance, contradictory demands -- the recognition of difference and the integration of the different. Globalization is at the core of academic and public discussions today. As a fact it cannot be dismissed; instead, the task for political philosophy is to broaden its concept and to refine the questions about it, including the problem of its legitimacy and rationalization. In this paper, I explore David Hume's metaphor of commerce -the privileged device towards Civilization- as a powerful way of thinking the correlation between exchange and cosmopolitism. Trade is a communication metaphor whose asymptotes are universality, open-mindedness, reciprocal recognition and hospitality towards the other. I focus on the main concepts of Hume's political philosophy -the artifices of justice and politeness- and reconstruct both the establishment of conventions -vs. contracts- and of their moral approval. That reconstruction illustrates how trade, in its broadest scope, motivates the configuration of a civilized humanity, the aim of legitimate globalization. [ABSTRACT FROM AUTHOR]

Until recently, the term cosmopolitism could rarely be found in modern political science literature. It was only in the 1990s that the term was rediscovered by political scientists in the critical discourse on globalization. In this article, I will explore the full potential of cosmopolitism as an analytical concept for empirical political science. I will argue that the concept of cosmopolitism should not be restricted to the analysis of global politics. Indeed, cosmopolitism has much more to offer for political scientists. Properly understood, it enables – and necessitates – a re-invention of political science in the age of globalization, comparable to the behavioural revolution in political science in the 1950s. Such a paradigmatic shift should be based on a twofold transformation of existing disciplinary boundaries: A removal of the boundary between national (and comparative) and international politics on the one hand; and a re-definition of the boundaries between empirical and normative approaches on the other. As a result, cosmopolitism may serve as a new, critical theory of politics based on the integration of hitherto separated fields and sub-fields. [ABSTRACT FROM AUTHOR]

In this inaugural issue, CPCL reflects upon the first adjective that qualifies its title. What is the European city? What does it mean to be European, today? The project of a political unity of Europe of Nations, as it was imagined in the postwar period, has long been defeated. The end of the world order based on the Cold war, the rise of global wars, climate change, and the rise of new possibilities and desires emerging in an increasingly connected world have radically changed the way in which people inhabit the Earth today. The fading neoliberal as well as the rising sovereignist political projects seem unable or unwilling to give up the organization of a political space still based on borders as devices to manage, control, put to work and govern human beings. However, alongside hatred and racism, in the everyday practices of migrants and citizens new forms of solidarity, organization and communication are emerging. This issue of CPCL presents a series of studies putting at the center experiences exceeding the juridical order as an experimentation of new institutions, new life possibilities and new forms of habitations.

This paper analyses the European legislation on asylum, the so-called ‘Dublin System’, finding three main issues affecting it a) the allocation of refugees between member states; b) the differences between member states in the treatment of asylum seekers and asylum applications; and c) the differences in the rights granted to the refugee status across member states. In addition, it examines the European Agenda on Migration that represents the official response of the EU to the present crisis. In the last section, it presents some proposal aimed to improve the European managing of refugees and asylum seekers. Following a moderated cosmopolitan approach, I propose the establishment of a limited citizenship for refugees that might be thought as a temporary citizenship conditioned to the possession of the refugee status. At this particular citizenship, one may apply different rights, but to face the issues encountered, it may be sufficient to connect to it only the freedom of movement and residence throughout the EU. I argue that such a policy would have a number of advantages and could at least partially solve the issues currently present in the European asylum policy.

Artykuł dotyczy problemu dwóch podejść do moralności, używanych w debacie dotyczących sprawiedliwości globalnej: partykularystycznego oraz obiektywnego. Pierwsze z nich jest zazwyczaj bronione przez komunitarystów i umiarkowanych liberałów narodowych, którzy wskazują na moralne znaczenie granic narodowych. Na gruncie tego podejścia, patriotyzm jest naczelną cnotą. Drugie podejście jest prezentowane przez kosmopolitów, którzy chcą zastosować Rawlsowską sprawiedliwość jako bezstronność do świata jako całości. Odrzucają moralne znaczenie granic narodowych i domagają się równych praw i obowiązków dla wszystkich istot ludzkich, niezależnie od ich pochodzenia i narodowości. To podejście do sprawiedliwości globalnej traktuje patriotyzm jako przywarę. Głównym celem tego artykułu jest przeanalizowanie, czy pojęcie patriotyzmu i pojęcie sprawiedliwości globalnej muszą koniecznie wchodzić ze sobą w konflikt. The present paper is concerned with the problem of particularistic and objective approach to morals in the debate on global justice. The former one is usually defended by the communitarian philosophy and moderate liberal nationalism that claim for moral significance of national borders. Within this approach, patriotism is a fundamental virtue. The latter approach is presented by the cosmopolitans who apply the Rawlsian justice as fairness to the world at large. They reject moral significance of national borders and claim for equal rights and obligations to all human beings regardless of their origin and nationality. This approach to global justice treats patriotism as a vice. The main aim of this essay is to analyze whether the concept of patriotism and the concept of global justice necessarily come into conflict with one another.

El camino de Borges hacia la cosmópolis es también el que le lleva de lo local a lo universal. Este escritor de la Europa ultramarina forjó y templó sus armas literarias en relación con los movimientos literarios españoles y en contacto con el medio local porteño. Pero nutrido por múltiples herencias intelectuales y por una vasta cultura supo elevarse a problemas universales, realizando una obra profundamente estimulante para el pensamiento. En este artículo se estudian su itinerario de los arrabales a la cosmópolis y de lo local a lo universal, un proceso en el que poco a poco dejó de ser el "escritor suramericano" que alguna vez pretendió para convertirse en universal y "transmitir el sueño", los valores y los anhelos de un idealista, The path of Borges toward the cosmópolis is also one which takes him from the local to the universal. This writer from the ultramarine Europe forged and tempered his literary weapons in connection with the Spanish literary movements and in contact with the Buenos Aires local milieu. But nurtured with multiple intellectual inheritances and with a vast culture he was able to rise to universal problems, carrying out a deeply stimulating work for the thought. This paper studied his itinerary from the suburbs to the cosmópolis and from the local to the universal, a process in which he cessed of being the "South American writer", who sometimes he pretended to become a universal writer and to transmit the values and desires of an idealist.
