Conventional scholarship within the sociology of education and organizations posits that schools achieve legitimacy by virtue of conforming to normative standards, abiding by government regulations and mimicking the forms of successful peers. Through this study, an examination of a sample of 751 Canadian for-profit colleges (FPCs) is performed, revealing the presence of an alternative logic. Rather than conformity, organizations within this sector engage in niche-seeking behaviour, using promotional materials to carve out unconventional identities. They do so by directly drawing on symbolic resources and affiliations from the industrial sectors which they service. These findings are interpreted through the prism of contemporary theorizing within organizational sociology.

A clear, well defined policy can help empower school personnel to make informed decisions on how to handle cases of suspected child abuse. This article presents an analysis of (N = 64) school board child abuse reporting policies and procedures in Ontario and explored what training, resources, and support school boards state they will provide to help teachers recognize and report cases where a child may be in need of protection. The results showed that, while most boards had documentation, the amount of information provided by each school board varied greatly, with documents ranging from 1 page to 155 pages long. An analysis of the documents revealed a lack of clear expectations around training and support to assist teachers in reporting child abuse. Policy recommendations are proposed based on the results of the online search.

Examining legislative change between 1997 and 2013, and analyzing the governance of Manitoba's post-secondary system using military concepts of strategy, operations, and tactics, this article argues that there has been a trend since 2006 of a general loss of university autonomy in the province. The article finds that changes in public policy in Manitoba's post-secondary system, and how that policy is implemented, have led to a progressive movement towards greater government intrusion in what heretofore have been internal matters at the province's universities.

This in-progress study presents aspects of using educational technology in teaching mathematics education. More exactly, it explores ways in which educational technology might be used in order to improve teachers' cultural awareness and social activism. A rationale for a qualitative research study is presented by using multiple methods combining action research and multiple case studies. Three high school mathematics teachers from Greater Toronto Area are selected to participate in this research. Actor Network Theory (ANT) was considered as research paradigm for this study.

Since the early 1990s, the advocacy of teachers and other queer allies have sought to alter the curriculum and educational policies of British Columbia's schools so that queer youth are no longer harassed, bullied, ridiculed or discriminated against by the system, teachers, and other students. Court decisions and Human Rights Tribunals have recently imposed more inclusive policy responses by government and school districts respectively. This article considers to what extent such legal discourses are remediated by competing discourses and practices. The article concludes by considering the limitations of policy priming as an advocacy strategy, and considers what approaches might be taken to achieve civically informed outcomes. This paper explores how sustainability has been integrated into and communicated in Canadian Master's of Business Administration (MBA) programs. We content analyzed university, business school, and MBA program mission and values statements; communicated strategic priorities; and relevant academic calendar content, as well as sustainability rankings and select media depictions of sustainable MBA programs and practices. We explore the potential for greenwashing practices in relation to the integration of sustainability in business education. We found some evidence of a decoupling between university and/or business school mission and claims, and MBA policies and practices. We conclude with a discussion of our findings, study limitations and some relevant implications for academia.

There is general consensus that teaching and learning centres have a positive impact on promoting and supporting a culture that values teaching and learning, yet there is limited evidence on how centres evaluate their work. For this purpose, a survey was developed and administered to the directors of 88 Canadian centres; 46 of which completed the survey. In this paper, we share centres' approaches to evaluation that emerged from the survey findings and the artifact analysis. By raising awareness of evaluation approaches, we are better positioned to identify further opportunities to develop a more systematic and coherent approach to evaluation.

This work analyses the structure of LIS program mission statements. The programs considered here are all ALA (American Library Association) accredited programs in the United States and Canada. The study employed content analysis through constant comparative analysis to determine the structure of the mission statements, the stakeholders represented in these as well as and the needs the programs satisfy for the different stakeholders. The results point to LIS programs employing symbolic mission statements that do not help to differentiate one program from another. The stakeholders represented were mainly students and external groups, both in interactions with one another.

Universities traverse epistemic, sectoral and geopolitical boundaries with increasing frequency, but along the way encounter challenges in mitigating unequal capacities, soaring costs and proprietary concerns. The bridging of disparate stakeholder interests requires an enormous effort, as research policies, institutional norms and organizational cultures in global science often remain irreconcilable. In seeking to identify strategic leverages for optimal balance in cross-border partnerships, this paper considers the case study of the Structural Genomics Consortium, which represents a synergy of resources, interests and commitments by research universities, governments and industries in Canada, Sweden and the UK. By triangulating data derived from content analysis of institutional materials, interviews and participant observations in Toronto, the study zeros in on the Canadian equilibration of symbolic, cultural and organizational forces aimed at securing long-term stakeholder support across institutional, sectoral and geopolitical domains.

Purpose: The purpose of this paper is to report the formative evaluation results from the Association for Supervision and Curriculum Development Healthy School Communities (HSC) pilot project. Design/methodology/approach: This study utilized 11 HSC pilot sites in the USA (eight sites) and Canada (three sites). The evaluation question was "What are the levers of change in a school community that allow for the initiation and implementation of best practice and policy for improving school health?" Pre- and post-site visits along with in-depth interviews with school teams, teachers, students, administrators, community stakeholders and other involved individuals, school site report reviews, Healthy School Report Card results and school improvement plans were used for evaluation purposes. Findings: This study identified nine levers of change: principal as leader of the HSC efforts; active and engaged leadership; distributive team leadership; effective use of data for continuous school improvement; integration of the HSC process with the school improvement process; ongoing and embedded professional development; authentic and mutually beneficial community collaborations; stakeholder support of the local HSC effort; and creation or modification of school policy related to HSC that increased the likelihood that school improvement via health promotion would be pursued and sustained. Research limitations/implications: Owing to the qualitative methods used in this study and the number of schools in the pilot project, the research results may lack generalizability. Therefore, researchers are encouraged to test the proposed evaluation question further. Practical implications: This study has implications for schools seeking to create sustainable, systemic integration of health and education for effective health-promoting schools and continuous school improvement. Originality/value: This study provides evidence that integration of health and education can become a sustainable and integral part of a school's culture.

Purpose: The purpose of this paper is to understand how a Canadian intervention based on a professional development (PD) model did or did not influence schools' capacities to absorb a Healthy School (HS) approach into their operations. This study is the second part of a research project: previously published results regarding this research provided a detailed description of the PD model and highlighted the relevance and effectiveness of PD in improving actors' HS-related knowledge and practices. The present paper focuses on the organizational impact of such PD intervention. Design/Methodology/Approach: The design was based on a realist evaluation approach, which helps to elicit a theory explaining how an intervention leads to particular outcomes. A multi-site case study of three schools with pre-(T[subscript 0]) and post-(T[subscript 1]) intervention comparison was adopted. Multiple qualitative methods were used to capture how the changes were achieved by collecting data from various stakeholders involved in the intervention. Findings: The PD model tested reinforced the schools' capacities to absorb this type of initiative. For one of the capacities examined, "exploitation", i.e., the ability to incorporate and maintain the initiative into schools operation, the evidence was less apparent. In congruence with the realist evaluation, the results are rendered in the form of a contextualized intervention theory identifying the links between the PD and the mechanisms that were likely necessary to explain what led to the changes in "absorptive" capacities (which refers to the capabilities of schools to acquire and assimilate HS knowledge, and also to transform and exploit them, in the context). Originality/Value: The refined theory, based on empirical findings, can enable facilitators and practitioners to gain a deeper understanding of the action mechanisms shown to be determining in the success of HS implementation.

The Teacher Learning and Leadership Program (TLLP) has given us an excellent example of what happens when the conditions for learning are created for teachers, rather than teaching them in the traditional professional development way from the "outside" in. For 7 years, the Ontario Ministry of Education and the Ontario Teachers Federation have collaborated on a program that asks three questions: What did you learn? What did you learn about leadership? And how will you share what you have learned with others? Teachers write a proposal and are supported by the collaboration. Evidence shows this to be a powerful, sometimes life-changing experience for teachers as well as a powerful professional development effort that has far-reaching success.

In our day, leaders involved in ingenious sustainable development projects plan spaces and implement practices that are beneficial to the environment. These initiatives represent a fertile source of information on the competences linked to environmental design that we should nurture in our students. In view of improving our understanding of the competences that should be developed in environmental education (EE), this study sought to identify the competences used by leaders who participated in five sustainable development projects (in sustainable urban planning and forestry). The analysis of documents and data from individual interviews revealed that the main competences (cognitive, social and affective) used by the leaders interviewed, depended on creative, complex, flexible, longitudinal, adapted, patient, collaborative, humanistic and environmental planning. Finally, this study, of which we present the effects on EE, shows that leaders use competences which are associated with creative individuals.

This study conducted a series of content analyses of the articles published by "International Journal of Science Education", "Science Education", and "Journal of Research in Science Teaching" from 1998 to 2002. A total of 802 research papers were analyzed in terms of the authors' nationality, research types and topics. It was found that researchers in four major English-speaking countries, including the US, the UK, Australia, and Canada, contributed to a majority of the publications, but the researchers from other non-English countries may have, to a certain extent, gradually played a valuable role on the published work. This probably implies that science education research may have progressively become an important field recognized by the international academic community. This study also found that most of the published articles were categorized as empirical studies, while position, theoretical and review papers were rarely presented in the journals. Although the research topic of students' conceptions and conceptual change was the most frequently investigated one in these five years, a declining trend was observed when analyzed by year. Moreover, in 1998-2002, the research topics related to student learning contexts, and social, cultural and gender issues were also received relatively more attention among science educators.

This paper presents a methodology for directly aligning 'can do' frameworks to each other. The methodology, inspired by the manual for relating examinations to the "Common European Framework of Reference for Languages: Learning, teaching, assessment" (CEFR) (Council of Europe, 2009) and Kane's (2004, 2013) interpretative argument, takes account of both the horizontal dimension (content analysis) and the vertical dimension (benchmarking with Multifaceted Rasch Modelling -- MFRM). The paper exemplifies the application of the methodology by introducing the research conducted to align the "Canadian Language Benchmarks" (CLB)/"Niveaux de compétence linguistique canadiens" (NCLC) to the CEFR, presenting the resulting alignment, and discussing the rationale for the choices made.

Ontario, Canada's new character education policy is analyzed to determine how it supports and undermines critical democratic commitments to diversity, dialogue, equity, critical mindedness, and social justice. While policies are always open to interpretation, recent reform policies requiring evidence of continual improvement in students' academic performance and standardized curricula have made it more difficult for educators to pursue critical democratic goals and practices. This study's findings show that while the assumptions and favored approach of Ontario's Character Development Initiative contradict principles of critical democratic education, the policy enables the pursuit of critical democratic goals within its framework.

This article is a study of private school mission/vision statements using content analysis. Statements from private schools in British Columbia, Canada, that provided instruction to Grade 12 students were analyzed to explore the diversity that lies within the private school sector. The concepts that emerged from the analysis were grouped into five categories: concepts that declared the school's distinctive beliefs, concepts that presented the school's goals and objectives, and concepts outlining the environment, services offered, and parental involvement. It was found that there is considerable diversity between private school groups in the school distinctives and in the goals and objectives pursued by the schools.

Over the past decade, many government and policy documents have highlighted with greater urgency the need for lifelong learning. What do present mission statements of Canadian universities have to say regarding lifelong learning? In researching this question we analyzed the institutional mission statements of 58 Canadian universities to identify the extent to which these expressed commitments to facilitating and promoting lifelong learning. While mission statements cannot serve as proof of institutions actually enacting the goals and ideals by which they choose to portray themselves to the public, they still yield insight into the values institutions recognize as important. This article first proposes a model of conceptualizing lifelong learning in higher education. It distinguishes three dimensions of lifelong learning (the adaptive, the personal, and the democratic) and two aspects (lifelong learning as a goal and lifelong learning as a process). From this three by two matrix we derive six categories of lifelong learning in or through higher education. We then use these six categories as a priori codes for our deductive analysis of mission statements. We present and discuss the outcomes of our study, note differences with regards to institutional type, and make some suggestions for future research. (Contains 1 figure and 7 tables.)

The aim of this paper is to explore how the Alberta Social Studies 30-1 textbook, "Perspectives on Ideology" (Fielding et al., 2009) can contribute to orientalist discourse in its presentation of Islam, especially with respect to terrorism, extremism, and illiberalism--three concepts that appear in the Alberta Social Studies Program of Study. Using a content and discourse analysis, the study found three central findings that contributed to an orientalist framing of Islam: a lack of nuanced discussion of Islam; positioning Islam as a source of terrorism; and a lack of acknowledgement of wrongdoing following injustices perpetrated towards Muslims in Canada. This study concludes by offering ways in which social studies curricular support materials may interrogate to disrupt orientalist discourse, and challenges social studies educators to critically examine the limitations of some of the most common resource materials at their disposal.

In this study, the variables having impact on the student motivation have been analyzed based on the articles, conference papers, master's theses and doctoral dissertations published in the years 2000-2017. A total of 165 research papers were selected for the research material and the data were collected through qualitative research techniques through document review and content analysis. According to the research results, the most important factors affecting student motivation are the fields of teacher, teachers' classroom management skills and their teaching methods. In this research, factors having less influence on the student motivation are parental communication, student characteristics and study fields. In addition, relational search type was used more than others, mostly students were selected as the study group and most researches were conducted in USA and Turkey.

Corporate school reform is a global movement that is gaining a growing momentum. Central to this reform agenda is "personalized learning," presented by its advocates as a better alternative to the traditional model of schooling. In spite of its appealing possibilities for education and society, scholars in countries such as the United States and the United Kingdom have criticized personalized learning for its reductive conceptualization of education. Focusing critically on the new Education Plan of British Columbia, which places personalized learning at its core, this paper examines the genealogy of the Education Plan and discusses its implications for public education in the province. Through construction of a network of actors and content analysis of key documents produced by the public and private sectors, the paper shows that the vision of the Education Plan is largely influenced by a broader neoliberalism-oriented social imagination reinforced by a network of political, social, and economic actors. The analysis shows that this vision for education promotes a perception of education primarily conceptualized in narrow economic terms. The discourse and practice employed to promote personalized learning contribute to turning education into a customizable consumer product, reduce the notion of "learning" to a list of skills and attributes, disregard the significant importance of socio-cultural contexts in teaching and learning, and minimize the crucial role of the teacher. The article concludes that the Education Plan has created a conducive environment for the emergence of "customized privatization" in public education in the province.

The aim of this study was to determine the examination of the researches about the use of technology by fine arts teachers. The study was conducted according to the content and citation analysis model. In this context, Web of Science (WOS) Core Collection indexes were included. In the document scanning in the WOS environment, the keywords 'Fine arts', 'Teachers' and 'Technology' were searched. In total, 169 documents were examined and analysed one by one. They were analysed according to year, document type, WOS content category, country, source title, organisation and citation, authors, publication language and categories. As a result of this research, the first study was conducted in 2004, while the most studies were conducted in 2016. It was concluded that the published studies had the most Proceedings papers as the document type. The area where the studies of fine arts teachers on the use of technology are mostly carried out is Education Educational Research, according to the Web of Science content category. The most researched title in the distribution according to the Source Title field is 'International Multidisciplinary Scientific Conferences on Social Sciences and Arts.' The university with the most studies is Kazan Federal University. The 19 authors who conducted the studies have a large number of studies in this field. It was concluded that other authors had only one study in the field. Again, when we look at the distribution of the countries and documents according to the language of writing, the country with the most studies is China and the language of the documents is English. The area continues to evolve.

This paper presents findings from a systematic review of 11 studies examining online teacher professional development (oTPD) in Canada between 2000-2020. A thematic content analysis of the articles led to four main themes associated with research on oTPD: 1. knowledge exchange; 2. reflective practice; 3. multifaceted learning opportunities; and 4. just-in-time support. The study contexts, research methods, and other relevant study characteristics are also reviewed and discussed. The results shed light on the current research trends on oTPD in Canada and highlight the need for continued research in this area. Data from diverse research methods across Canada's geographical regions can contribute to greater insight into the types of oTPD occurring in Canada and how various platforms and professional development opportunities can best support teachers' professional learning.

COVID-19 poses serious challenges to the health and safety of childcare providers, and these challenges were particularly acute in early 2022 during the first Omicron wave when vaccines were not available for children. Childcare providers work in environments where the recommended methods to minimize COVID-19 infection were often not possible to implement: children could not wear masks for extended periods and were not able to maintain physical distance. Under these pressures, Canada's already-fragile childcare sector was strained, caregivers struggled, and existing deficiencies were exacerbated. As part of a larger quality assurance and improvement project examining the impacts of the pandemic on childcare in the Canadian prairie province of Manitoba, this paper reports on qualitative findings to make public health and policy recommendations for the childcare sector. Data were voluntarily provided by a sample of childcare providers between January 6-13, 2022. A thematic analysis of open-text responses was performed, finding: an urgent need for health and safety resources; a need for sustained support and guidelines; and an absence of value and respect. We also identified an emergent theme of gratitude, which was reflected by an overwhelming number of thanks to the project team for listening to the voices of childcare providers. We draw on our qualitative analysis to propose measures to improve public health and safety, funding, and infrastructure, as well as to underscore the importance of systematic data collection and evaluation to protect and support the essential childcare workforce through the COVID-19 pandemic and into the future.

This paper investigates a trajectory of forty years of evolving practices in grassroots community development in southwestern Ontario. We present it as a case study that yields fresh perspectives in socially transformative ways of knowing and discovering. In doing so, we aim to elucidate traditions in adult education and social transformation that have 'flown under the radar.' Our analysis is based on hermeneutic analysis of written sources. Taking a practice theory perspective, we explore the "practice architectures," i.e. the cultural-discursive arrangements, material-economic arrangements, as well as social-political arrangements that enable or constrain the learning of and participation in particular practices that contribute to social innovation. Our findings suggest that the application of a practice theory framework to the complex and often unarticulated work of community development aids in bringing to light the creative ways in which the associated practices emerge, get shaped and acquired. We will conclude by discussing implications for adult learning and community development.

Cooperative and Work-integrated Education (CWIE) programs have been widely accepted as educational programs that can effectively connect what students are learning to the world of work through placements. Because a global quality standards framework could be a very valuable resource and guide to establishing, developing, and accrediting quality CWIE programs, this study was aiming at the development of a global standards framework, implementation strategy and a quality evaluation model for CWIE programs. A focus Group comprised of practitioners and researchers of CWIE programs in Thailand, South Africa, Namibia and Canada came together to develop such a framework using Activity Theory. Content analysis and text data mining methods were employed to establish the evaluation model. The authors believed that this standards framework and a well-tested quality evaluation model could act as a valuable resource and guide, as well as a tool, for CWIE practitioners and administrators across all disciplines on a global scale. Introduction: This pilot study examined how current information behaviour research addresses the implications and potential impacts of its findings. The goal was to understand what implications and contributions the field has made and how effectively authors communicate implications of their findings. Methods: We conducted a content analysis of 30 randomly selected refereed research papers on information behaviour published between 2008 and 2012 in the U.S. and Canada. Analysis: Analysed elements included journal, year, author affiliation, types of implications, theory, methodology, context and scope of implications, location of implications, intended audience, beneficiaries, and future research. Results: Twenty-three papers offered practical implications; seven included both practical and scholarly implications. Only eight papers referenced theory and of these, only three generated theoretical implications. Seventy percent of studies discussed practical implications for librarians and archivists. Implications were often context-bound in that they related to a particular group or environment. Conclusion: The impact of information behaviour research encompasses a range of areas. A stronger relationship between theory, practice and research must be achieved to advance the field. To facilitate generation of stronger implications, we proposed six components of implications and suggested criteria for strong, moderate and weak research implications.

As key components of self-regulated learning, metacognition and goal orientation have been tied to improvements in academic achievement. Some research supports a bidirectional relationship between metacognition and goal orientation in which they promote each other as well as learning outcomes. We created a learning philosophy assignment (LP) to encourage students' consideration of their learning strategies and goals resulting in a record of students' metacognition. Research suggests that low-achieving students may have different metacognitive capabilities and learning goals and as such may be differentially impacted by the assignment. This paper considers the content of the LPs. Students were split into achievement quartiles to explore any patterns in metacognition or learning goals distinct to achievement level. Our content analysis confirms that the LP was successful in documenting metacognition and learning goals in all students. There were some differences related to achievement level.

This research explores the professionalization of Library and Information Science (LIS) students who participated in a peer-tutoring service, "Research Rescue." Research Rescue was a collaboration of the Chapman Learning Commons and the School of Library, Archival and Information Studies (SLAIS) at the University of British Columbia. The purpose of the service was to provide an experiential learning opportunity for LIS students, benefit undergraduate students in need of assistance with term papers, and increase undergraduates' awareness and use of the campus libraries through targeted referrals. Research Rescue interactions were documented as "shift notes" in a wiki, which was moderated by a learning services librarian and SLAIS faculty. The wiki acted as a shared learning resource and a means of observing and exploring LIS students' learning and professional development as an outcome of participating in the service. In this paper, we report on our qualitative analysis of the shift notes, which provide evidence that peer tutors took steps towards the formation of their professional identities. We explore the learning and socialization that occurred as part of tutors' involvement in Research Rescue, while also advocating that peer tutoring is a viable model for LIS education.

Our paper reports findings from a two-phase deployment of iPod Touch and iPad devices in a large, urban Canadian school board. The purpose of the study was to gain an understanding of the infrastructure required to support handheld devices in classrooms; the opportunities and challenges teachers face as they begin to use handheld devices for teaching and learning; and the opportunities, challenges and temptations students face when gaining access to handheld devices and wireless networks in K-12 schools. A mixed method approach was used: online survey, monthly professional development activities with teachers, collected samples of lesson plans and student work, and regular classroom observations. Phase 1 findings (exploring only the use of the iPod Touch devices) suggest participants (students, teachers, and IT support staff) preferred a range of devices for a variety of commonplace tasks. They indicated they would select the iPod Touch for recording voices/sounds, listening to podcasts, and playing games. They preferred a laptop for searching the Internet, creating media, and checking email, and they selected paper or traditional options for drawing, reading, and tracking work/maintaining an agenda. Sixty percent had never used the device prior to the project. Despite that surprising finding, 70% of respondents felt it took less than hour to become familiar with it. However, this question did not probe comfort levels with the syncing/charging, iTunes' account management side of use, and herein lay a challenge. In order to use personal devices in school settings, the school/district needed to create a common iTUNEs account and dedicate a computer to sync, share, and organize applications (apps), content, and system settings. This common account formed a "digital commons" of sorts; a place where participants had to negotiate what apps to share and permissions and access protocols. Participation in the commons required an ongoing exploration of what digital citizenship meant in classrooms and how this impacted teacher's work, parental responsibility and changes in disciplinary approaches for administrators. Year 1 of Phase 1 yielded a wealth of data. Specifically, the iPod Touch devices were well received and well used by the majority of participants in the elementary and junior high settings. The high school students and teachers were more critical, as both appeared to struggle to find educational uses for the devices. Further, high school students initially appeared to "resent" the intrusion of school issued personal devices. Phase 2 continued to work with the Phase 1 participants and added the deployment of the iPad devices in three additional schools. Probably the most interesting finding was the lack of familiarity of these devices by all the participants. We anticipated many would have owned similar devices and be proficient in their use--this was not the case. (Contains 1 table.)

In this paper we review fifty years of articles published in Australian Journal of Adult Learning in its various iterations. We examine the different roles of the journal: to illuminate the history and trends of adult education authors; to be the flagship of the adult education profession in Australia; to reflect on significant national events; and to mirror the changing knowledge base of the discipline. We analyse the authorship of the articles over fifty years, and determine patterns in contribution to the journal by gender, location, institutional affiliation and author numbers. We also examine key themes that have surfaced in the writings on adult education. The articles published in the journal are significant because they are primary sources of the day, unfettered by the perspectives, viewpoints and standards of later periods. Our paper serves as a useful looking glass through which we might be able to view more clearly the shifting research interests of the past and the challenges in the future for the adult and community learning sector. This paper reports on a Canadian qualitative case study project funded by the Elementary Teachers' Federation of Ontario. The paper describes success stories of students and communities affected by poverty from a diverse sample of eleven elementary schools throughout the province of Ontario. Over the period of one school year (2007-2008) and through school visits, interviews, focus groups, and document analysis, researchers developed narratives that describe the ways that adult members (teachers, parents, administrators, and community groups/partners) in the sample schools thought about and shaped their work with students living in challenging socioeconomic circumstances. The paper illustrates examples from the project that draw on themes related to: commitment to high-quality collaboration, teacher mentorship, and community building; parent and community partnerships; and administrative leadership and the culture of leading.

This literature review aims to examine the approach given to open science policy in the different studies. The main findings are that the approach given to open science has different aspects: policy framing and its geopolitical aspects are described as an asymmetries replication and epistemic governance tool. The main geopolitical aspects of open science policies described in the literature are the relations between international, regional, and national policies. There are also different components of open science covered in the literature: open data seems much discussed in the works in the English language, while open access is the main component discussed in the Portuguese and Spanish speaking papers. Finally, the relationship between open science policies and the science policy is framed by highlighting the innovation and transparency that open science can bring into it.

Literature on leadership and change suggests that leaders help drive and sustain first- and second-order change and that they help to motivate people towards a vision based on common values; therefore, leaders do need to be prepared for significant responsibility. Leaders should ask, what "grand narrative" are today's leaders, this including educational leaders, communicating--the status quo or a new vision? In moving toward a "new social order," how should emerging leaders be prepared, particularly in the areas of knowledge, skills, and attitude (the cognitive and affective domain) to be responsive to a movement away from irrelevant traditional models of leadership? Through a content analysis of literature, the authors Jean-Marie, Normore, and Brooks (2009) attempted to answer these questions. In this response essay, Ottmann provides insight into the Canadian context from a First Nations perspective and outlines important concepts related to social justice programming, along with strengths and considerations pertaining to Jean-Marie, Normore and Brooks' paper. As Jean-Marie et al. (2009) identified in their literature search, educational leaders should understand the historical and current demographic trends and the local, provincial, national, and global impact of these shifts. For a portion of this response, Ottmann provides information about Canada's Aboriginal population, which includes First Nations, Metis, and Inuit peoples, in order to meet the focus described for this response essay: "the preparation/education of school leaders to understand and work with social justice issues in your particular part of the world."

Purpose: Using a descriptive case study approach, this paper aims to validate academic librarians' perceptions that they are marginalized by faculty during academic program reviews, and recommends ways for the two groups to collaborate more effectively to make program reviews more meaningful. Design/methodology/approach: The paper describes a case study at a Canadian university where the six types of documents produced as part of the program review process for ten graduate programs were analyzed using corpus analysis tools and techniques, such as keyword generation and key word in context analysis. For each program, documents were examined to determine the volume and nature of the discussion involving libraries in the self-study, library report annex, site visit itinerary, external reviewers' report, academic program's response and final assessment report. Findings: The empirical evidence from the corpus analysis validates the findings of previous perception-based studies and confirms that librarians currently have a minor role in program reviews. Best practices and gaps emerged, prompting five recommendations for ways in which academic librarians can play a more meaningful role in the program review process. Practical implications The results suggest that programs are not currently putting their best foot forward during program reviews, but this could be improved by including librarians more fully in the program review process. Originality/value: The present study contributes to the existing body of knowledge about the role of academic librarians in the program review process by providing direct and empirical measures to triangulate previous perception-based investigations that rely on surveys and interviews. It summarizes limitations of the current institutional quality assurance process and the benefits to be gained by involving librarians more in the process. It offers recommendations for policymakers and practitioners with regard to potential best practices for facilitating librarian involvement in academic program reviews.

In recent years, different professional and academic settings have been increasingly utilizing ePortfolios to serve multiple purposes from recruitment to evaluation. This paper analyzes ePortfolios created by graduate students at a Canadian university. Demonstrated is how students' constructions can, and should, be more than a simple compilation of artifacts. Examined is an online learning environment whereby we shared knowledge, supported one another in knowledge construction, developed collective expertise, and engaged in progressive discourse. In our analysis of the portfolios, we focused on reflection and deepening understanding of learning. We discussed students' use of metaphors and hypertexts as means of making cognitive connections. We found that when students understood technological tools and how to use them to substantiate their thinking processes and to engage the readers/viewers, their ePortfolios were richer and more complex in their illustrations of learning. With more experience and further analysis of exemplars of existing portfolios, students became more nuanced in their organization of their ePortfolios, reflecting the messages they conveyed. Metaphors and hypertexts became useful vehicles to move away from linearity and chronology to new organizational modes that better illustrated students' cognitive processes. In such a community of inquiry, developed within an online learning space, the instructor and peers had an important role in enhancing reflection through scaffolding. We conclude the paper with a call to explore the interactions between viewer/reader and the materials presented in portfolios as part of learning occasions. Purpose: Ontario is the most ethnically diverse province in Canada. School educators cannot disregard the reality of diversity in all its senses. The question that directs the focus of this paper is: to what extent are leaders in Ontario formally prepared to lead schools that support the students of today? The paper aims to discuss this issue. Design/methodology/approach: This paper results from a document analysis of publicly available documents to investigate the current context in Ontario, Canada regarding the educational and social situation of new immigrants, immigration, refugees, and ethno-culturally diverse students. It includes an exploration of the training and information available for principals and vice principals in Ontario to support them in leading schools which serve increasingly diverse student bodies. This paper is also informed by interviews with 59 educational leaders from Ontario and the USA. Interviews centred around their experiences engaging in practices to support their diverse student populations. Findings: Results of the data analysis regarding the supports and training available to assist educational leaders in supporting the learning needs of diverse student populations demonstrate a serious lack of support. Very few actual resources exist for leaders, and most of those that do exist are connected to agencies outside of the education system, such as Settlement services. Research limitations/implications: Recent research investigating the relationship between identities and educational experience and teaching points to the importance of in-depth and targeted approaches to teacher preparation, and leadership preparation to help provide teachers and leaders with the knowledge, dispositions, and skills required to support all students in their academic and social development (Cochran Smith et al., 2009). This study confirms such findings. Given the current situation in Ontario and much of North America, there is a great need for leadership preparation programming, and school-level resources that provide educational leaders with the knowledge and skills to support all students in their academic and social development, but also in helping educational leaders to understand and address the systemic nature and forms of discrimination which their students face daily. Practical implications: With very few school boards requiring leaders to have a Masters' degree in Education, and none having stipulations regarding course content. This leaves educational leaders unprepared to deal with the reality of their situations, leading to the perpetuation of inequities in Ontario schools. Originality/value: Although sparse, previous research into the state of support and preparation for administrators and educators with regard to diverse student populations in Ontario revealed that little to no preparation or support exists (see e.g. Price, 2002). This study helps to fill that gap in existing research.

From a design perspective, the intentionality of students to engage in surface or deep learning is often experienced through prescribed activities and learning tasks. Educators understand that meaningful learning can be furthered through the structural and organizational design of the online environment that motivates the student towards task completion. However, learning engagement is unique for each student. It is dependent on both how students learn and their intentions for learning. Based on this challenge, the design of online discussions becomes a pedagogical means in developing students' intentionality for the adoption of strategies leading to deep learning. Through a Design-Based Research (DBR) approach, iterative design of online learning components for undergraduate field experience courses were studied. For this paper, the focus of the research is on examining factors that influenced deep and surface levels of learning in online discussion forums. The results indicate that design factors (i.e., student engagement, group structures, and organization) influence the nature and degree of deep learning. From the findings, two implications for practice are shared to inform the design and scaffolding of online discussion forums to foster deep approaches to student learning.

This paper presents an empirical analysis of the Ontario-led strategic mandate agreement (SMA) planning exercise. Focusing on the self-generated strategic mandates of five universities (McMaster, Ottawa, Queen's, Toronto, and Western), we asked how universities responded to this exercise of strategic visioning? The answer to this question is important because the SMA process is unique in Ontario, and universities' responses revealed aspects of their self-understanding. We adopted an organizational theory approach to understand the structure and nature of universities as organizations and explored how they might confront pressures for change. Analysis of the universities' own proposed strategic mandates found elements of both conformity and striking differentiation, even within this sample of five research-intensive university SMAs. Directions for further work on this planning exercise and on higher education reform more generally are discussed.

Given the longstanding role of grades in education, and their increased use for high-stakes decisions including student mobility, admission, selection, and accountability, this paper presents a systematic review of grading policies across all 10 Canadian provinces and 3 territories. In total, 23 policies were inductively analyzed for their articulation of (a) the purposes of grades, (b) the methods used for generating grades, and (c) the relationship between grading and formative assessment. Our analysis revealed significant areas of consistency across Canada while also highlighting important areas of variation. Implications of these findings on the value and use of grades within and across educational systems in Canada are discussed.

Research has consistently demonstrated that self-regulation is essential for the development and preservation of health and well-being in the early years and across the lifespan. Based on the emerging literature on the important role of self-regulation in promoting healthy child development, policymakers have made efforts to include self-regulation skills in practice and policy documents worldwide. Despite efforts to include self-regulation skills in early years curriculum documents, there is limited understanding by teachers, scholars, and policymakers of what self-regulation is and how best to support it in the day-to-day classroom. This limited understanding is perpetuated by a lack of a unified definition of self-regulation. Thus, it becomes important to examine these efforts in a critical way. In Ontario, where the research was completed, a revised play-based full-day kindergarten program was introduced in 2016. In this research we use a qualitative document analysis approach to compare the conceptualization of self-regulation in Ontario's revised play-based kindergarten program with theory-driven models of self-regulation from empirical research. Analysis was iterative, and themes emerged based upon a coding scheme developed by the research team. Results suggest that co-regulation has a powerful influence on student learning. In addition, the policy document de-emphasizes behavioral regulation and expands cognitive regulation to include more than inhibitory control. Lastly, the kindergarten program discusses metacognition in relation to the use of language to articulate one's thinking with little attention to goal-directed behaviors. In this paper, explicit recommendations for policymakers and practitioners are provided to ensure that emerging conceptualizations of self-regulation are promoted in early years curricula. Further, empirical evidence is needed to support why it is necessary to understand emerging conceptualizations of self-regulation and outline implications for current early years curricula.
